You will have: • A commitment to working in collaboration with parents/carers and families to achieve the best possible education, and other, outcomes for all children and young people with SEND. • Substantial experience of SEN and disability including working with children and young people with SEN or their families, education settings, health professionals and social care colleagues, ideally in a similar role within a local authority context. • Proven history of leading, supervising and managing a large staff team to increase performance and efficiency. • An impressive history of compliance with national performance indicators. • Experience of developing individual team members through a range of appropriate professional development opportunities, supervision, training and wellbeing strategies. • Honed knowledge of the Children and Families Act (2014), SEND Regulations 2014, and the SEND Code of Practice being able to apply this to decisions and support others in its application, as well as a robust understanding of relevant caselaw and emerging models of best practice in regard to EHC assessments and plans. • An understanding of the CQC/Ofsted SEND inspection framework, along with an appreciation of the common challenges reported upon and relevant strategies for improvement. • Experience in managing and representing the Local Authority’s position in a range of routes of redress, including for example complaints, Local Government Ombudsman, mediation, First-Tier SEND Tribunal and Judicial Review. • Appropriate degree level or equivalent qualifications, with evidence of continued professional development in a relevant field. • Excellent data analysis and communication skills (verbal and written), with a high level of attention to detail. • Effective partnership working skills with colleagues in schools, early years settings, post-16 education institutions, health and social care. • The financial management skills to monitor budgets and commission efficient local and regional placements for children and young people. • Experience of supporting the delivery of the strategic goals of a large organisation.

Compliance and Technical Support Officer Grade 9 £25,736 37 Hours 12 months fixed term There is currently an opportunity for an officer to join the Technical Support Team in the Environmental Health Service in a newly created post - Compliance and Technical Support Officer. The Environmental Health Service is a busy front line service which carries out a wide range of functions including in the Residential Team the investigation and control of noise, pollution and statutory nuisances, inspection of permitted processes and contaminated land and private sector housing enforcement as well as consultations in relation to licensed premises and planning applications and enforcement of standards at caravan sites; and in the Commercial Team enforcement of food safety, workplace health and safety, private water supplies legislation, infectious disease control and the licensing of premises for the purposes of animal welfare. The Council’s Safety Advisory Group is also administered and operated from the service. As well as these core functions a significant part of the work of the Service is now taken up by the response to Coronavirus including the responsibility for enforcing the Coronavirus restriction regulations and investigating clusters and outbreaks of Covid-19 in the district working with North Yorkshire County Council. The Technical Support Team is the hub of the service providing a vital customer service role and dealing with a range of contacts from members of the public, business owners, other local authorities and agencies, Government departments and professional bodies. The team provides technical and specialist administrative support to the Service in a busy and varied environment. In this new role the post holder will also carry out enforcement work, primarily related to the Coronavirus restriction regulations and support officers in the service in other enforcement work where appropriate. The successful candidate will be confident, self-motivated and be able to work independently and cooperatively to support the officers in the service. The post holder will have good communication and negotiation skills to provide excellent customer service and be able to deal with the wide variety of people that interact with the service. The candidate will have good ICT skills and be competent in the use of the ICT systems. The successful candidate must have a full driving licence, be able to work out of hours from time to time and will be given the opportunity to undertake ongoing training and development.
