Sunrise Mountain’s Bruno Bailon makes school history

Bruno Bailon, a defensive line man on the Sunrise Mountain football team, is making histo ry at the school. The senior is the first in program history with autism.

Seeing her son get to play football at such a high level is an achievement that his mother, Dulce Rubiano, is happy to see.

“I’m so proud of my son and his ac complishments,” Rubiano said.

Growing up, Bailon was always in volved in sports. At 5 years old, he started playing in flag football games hosted by the Special Olympics. Though he did play many other sports, he admitted football was always his favorite.

“That sport really does entertain

me,” Bailon said. “Makes me happy.”

A fierce competitor, Bailon wasn’t satisfied with the level of competition he was facing during his flag football games. He would say to his mother that he “needed more.” Rubiano knew Bailon was right.

“We always saw something in him that he needed more, more challeng es,” she said.

Although it was clear her son was ready for the next step, she was ini tially hesitant to allow Bruno to play tackle football.

“He was like, ‘Mom, I’m ready to play football,’ and I was like, ‘No, this is a dangerous sport,’” she said.

After some careful consideration, and Bailon’s relentless desire to play at the next level, Rubiano decided that

As the current executive director of the Cactus League and a former Peoria city councilmember, Binsbacher said her ex tensive political experience makes her a

worthy candidate for Peoria mayor.

Founder of tactical equipment compa ny Tyr Tactical, political newcomer and self-described outsider Beck has based his platform on what he calls the three pillars of Peoria. These include a focus on Peoria’s education, economic develop ment and public safety.

The debate, which ran for roughly an hour between 7 and 8 p.m., focused on a variety of issues including education, jobs, and the prospect of building an air-

port within the city.

Binsbacher and Beck both intend on pursuing similar areas of concern for the city, such as economic development and residential quality of life, yet the two candidates have different perspectives on how they will approach these common is sues. One of the key issues discussed was Peoria’s economic climate and the need to bring jobs to the city.

From there, Bailon would try out for the Sunrise Mountain football team heading into his senior year at the school. He trained with the team in the spring and throughout the off season.

Bailon was not given any handouts, and his hard work landed him a roster spot.

“He did everything like ev eryone else,” Rubiano said. “They didn’t put anything spe cial for him. He just did it exact ly like the other kids.”

Sunrise Mountain football head coach Steve Decker is con tinually impressed by Bailon’s effort and abilities.

“He’s going to be held to a lot of the same standards as ev eryone else,” Decker said. “You know, working hard and doing things, and he has done a really good job.”

Decker and the team are hap py to have Bailon on the roster this season. Not only did Bailon earn a roster spot, but he earned the team’s respect as well.

“Our players respect what he’s doing,” Decker said. “He’s

a part of the team, and ev erybody looks at how hard he works. He is a part of the family.”

Bailon’s passion and love for the game of football has been an inspiration for both Decker and the rest of the team.

“I am really proud of him, that he has taken on every thing that we have given him and how hard he has worked,” Decker said. “He works hard and he never complains and does exactly what he is asked to do. He has just done a great job.”

“He is always in a great mood,” he added. “He is so excited to be at practice. He’s excited to be around the team mates. He’s excited for Friday night football games. He is very respectful and works hard.”

For Decker, simply put, Bailon has just been a natural fit for the team.

Binsbacher said that it’s important to keep the standard high regarding the jobs brought into the city and that keeping said standard high is a key strategy for job climate success.

“We’re looking for high-wage jobs, head of household jobs, and so we need to create a welcoming environ ment for different industries,” Bins bacher said.

On the other hand, Beck does not

Beck doubled down and said that if the city wants further jobs and finan cial investment by employers, it needs to “get out of (its) way” and “work with (investors) to actually find solu tions,” which he does not find that the city currently does.

Abrazo Surprise Hospital coming up on 2nd anniversary

Abrazo

Surprise Hospital, the city’s first full-service hospi tal, is coming up on its second anniversary on Friday, Oct. 12, as it continues to provide quality medical care close to home for Surprise-area residents.

The neighborhood hospital, located at the southwest corner of West Bell Road and Loop 303, opened its doors Oct. 12, 2020. Immediately after open ing its doors, its emergency department was busy, and the hospital admitted its first inpatient later that day.

“The fact that patients arrived so quickly reinforced the need for hospi tal services in this part of the Valley,” said Administrative Director Chrissy Salazar, RN.

Abrazo Surprise’s reputation and convenient location continue to attract patients over the last two years.

“We’ve heard wonderful things

about the hospital, it’s very close by and we know that we can get taken care of very quickly,” said Sun City Fi esta resident Rosemary Mistretta, who accompanied her husband on a recent visit to the ER at Abrazo Surprise Hos pital. “We’re very fortunate to have Abrazo here for us.”

Opening right in the middle of the pandemic, Abrazo Surprise also pro vided additional inpatient care when rooms in other hospitals were in short supply. The hospital offers a 13-bed fully equipped emergency department and eight inpatient rooms.

• Let your home stay a few degrees cooler while you are sleeping or not home. This can reduce energy use

• Turn down the temperature of your water heater to the warm setting (120°F).

he is accepted by all (of his) team mates,” Decker said. “Just seeing that, how much they accept him and how much a part of the family he is. Now, it seems like he is just one of the guys.”

Rubiano is beyond grateful for the way the Sunrise Mountain football team has welcomed her son into the fold.

“I’m very thankful of coach Deck er and how he has integrated him into the team, and all the coaches on the team and how they are teaching him

and helping him out, and especially all the teammates. They have been awesome,” Rubiano said.

While Bailon has achieved history, he is just happy to get to play football. He will live out his dream of playing football as he continues playing the game he loves for the rest of this sea son.

“It’s fun,” Bailon said. “I just like playing with my friends, learning new things and learning new plays and getting better.” PT

“I believe that there’s a path to nego tiate with a state Legislature to actual ly bring a high school to north Peoria but also make sure that we actually take care of our diminished schools in south Peoria,” Beck said.

“The goal is to bring people togeth er to actually make a difference and actually use the platform as mayor to try to make sure that our brightest stars and the future of our city is tak en care of, which is our children.”

Other key issues discussed were Peoria’s historic south side, public safety and city police staffing, and short-term property rentals. Both can didates promised to tackle all these issues.

The sole issue on which both candi dates disagreed wholly in their may oral approach, at least per the ques tions posed during the debate, was the building of an airport for the city. Beck said that an airport is a plausible addition to the city that could “pro vide investor confidence” and eco nomic growth. Binsbacher doesn’t see it as a worthwhile prospective project. Both candidates announced their commitment to delivering full atten

tion to the mayoral position should they be elected, and Binsbacher went as far to say that she is willing to quit her job at the Cactus League to give the position full-time attention.

After giving their closing state ments, Beck and Binsbacher were met with a standing ovation from the audi ence, which was fully packed.

Juan Mojica, a newer Peoria resi dent who was in attendance at the de bate, said he was excited to attend the event to learn more about the candi dates and their values. He, like many other residents in Peoria, will vote on Election Day.

“Now that the elections are here, I want to know what’s going on in my area,” Mojica said. “I’m not somebody that goes to the polls not knowing, not having read the statements on bal lot issues, on candidates, things like that.”

The upcoming election seeks to elect Peoria’s first new mayor since current mayor Cathy Carlat in 2015. Registered voters were able to send in early ballots on Oct. 12, but Election Day is set for Tuesday, Nov. 8. PT

Spare me the food snobbery; chains are just fine

“That’s just nuts,” and wander off.

Of

all the many sorts of snob bery that exist in the world today, surely the most annoy ing is dining snobbery.

You, too, have that one friend, I imagine — the Certified Restaurant Adventurer©.

Ask the CRA© how his/her/their weekend was and the conversation turns into a Travel Channel monologue about the joys of eating fried calf tes ticles off a food truck in a Maryvale back alley.

My eyes glaze over during such tales — and not in a honey-glazed epicure an way — before I say something like,

I’m an adventurous eater. I like steak, medium rare. I love cheesesteaks, cheeseburgers, cheese fries, pizza, and caffeinated beverages ordered without substituting Italian numbers for sizes. Hold the cheese on the coffee, thanks. But only there.

In sum, I have always believed my self to be a typical American eater. Meaning I am not a gastronomic ex plorer, nor am I a big chain restaurant purveyor.

However, I don’t look down my nose at people who think Olive Gar den is the best Italian food known to man. By the same token, I’m tired of hearing about Pizzeria Bianco and how it’s worth camping out for a week for a slice of Sonny Boy pizza, because, oh Lord, the soppressata is to die for!

Salami is salami, people. They do a nice pepperoni pie at Pizza Hut, too. And they have 6,600 locations in the United States, which means less wait ing.

That’s what chain restaurants are for: people who see meals not as opportu nities for reverie and humble bragging about their palate, but as fuel for the body and a chance to chat with loved ones, friends and colleagues.

Dining snobs will scoff, but there’s a reason that chain restaurants continue to be popular. They’re not the devil, or even Red Devil Pizza, with three loca tions in the Valley and one in Pinetop.

Chains are thriving, and regular people must like them, because chain restaurants comprise the majority of dining options in the United States, according to recent data from two

Dr. Clio Andris and Ph.D. candidate Xiaofan Liang compiled statistics on more than 700,000 restaurants nation wide, including nearly 400 chains of 50 locations or more. The most prolific restaurant in the study? Subway, with more than 24,000 locations in the Unit ed States.

Restaurants with only one location comprised about 44% of the study, or about 310,000 locations total.

Liang told the Washington Post, “the foodscape is very political,” mean ing the study’s big takeaway was that, “Places with a high percentage of Trump voters have a higher percentage of chains. We didn’t expect it.”

move over. There is a new tin can in town.

Elon Musk debuted Optimus, the “robot of the future.” Flippy is just a shiny steel robot who can flip burgers at fast-food restaurants that had to be put on paid leave one day after he started! It seems that Flippy’s human co-workers just couldn’t keep up with the robot.

The humans had to assemble the burgers in buns and add the lettuce, tomatoes and sauce. Well, Flippy was simply too fast for the humans and the

burgers were getting cold. Unable to slow down, Flippy had to be “repro grammed” to work at a snail’s (human) pace. Now we have Flippy 2.

You see, robots are not ready to take over the world. Yet.

Musk has a plan to “enrich our lives.”

It is called Optimus. A humanoid robot that will cost under $20,000 that can “assist” with just about everything.

Our wish is Optimus’ command! Make dinner, take out the garbage, wash the clothes, make the bed, detail the car, pull the weeds. Strong enough to move furniture and smart enough to do our taxes! Musk claims in a few years, we will all want one. I am ready now! And one day, Optimus will run all functions at manufacturing plants. There will be

no limits to what a robot can do!

In China, at every major airport, they have 5-foot-tall and 170-pound robots that serve as security and cus tomer service agents. Able to move at speeds up to 20 miles per hour, they can outrun people, block them, retrieve luggage and scan passports, and are a “crucial” part of airport security. They even speak! We need these in America. Imagine the possibilities! TSA agents replaced by robots? Perhaps.

Yes, the world is changing. Self-driv ing vehicles, more automation and robots entering the workforce might mean that the future has arrived! The era of artificial intelligence and using robots to solve complicated problems is upon us, and sometimes it has unin

tended consequences. When Facebook built two robots to work as comput er engineers, they were “shut down” quickly. Why? Because the human programmers noticed that the robots had developed their own language and were communicating with each other. When asked to translate, the robots refused. Yikes, robots going rogue! Should we worry?

While we are building new robots every day to “make every day better,” a few experts warn that we could be in for a little trouble. What happens when the robots we program outsmart us? Developing their own language or, even worse, their own agenda? Yes, the

Veep’s post-hurricane remarks create a storm

There’s no con fusing a haboob with a hurricane.

While Arizonans can attest that the howling wind and desert dust from a haboob may present genuine hazards, the recent travails of Floridians remind us that hurricanes can become life altering.

Hurricane Ian unleashed its fury upon Southwest Florida, bringing tragic loss of life, almost unbelievable damage to homes and roads, and other awful, awe some examples of nature’s power.

There was also ample evidence that the hurricane season intersects with the political calendar.

Vice President Kamala Harris, fresh

from a faux pas abroad where she mis takenly lauded a longtime American alliance with “the Republic of North Korea,” proved equally maladroit when she returned home and advocated racebased relief in Ian’s aftermath.

Appearing at a forum sponsored by the Democratic National Committee, the nation’s “No. 2” emphasized equity as job one, even in the wake of a killer storm.

“It is our lowest-income communities and communities of color that are most impacted by these extreme conditions and impacted by issues that are not of their own making,” Harris said.

“And so we have to address this in a way that is about giving resources based on equity, understanding that we fight for equality, but we also need to fight for equity, and understanding

that not everyone starts out at the same place. And if we want people to be in an equal place, sometimes we have to take into account those disparities.”

Got that?

“Equity” is not synonymous with “equality.” Instead, it is based on retri bution and redistribution.

While America’s historic civil rights movement advocated for equality of opportunity, today’s woke elites envi sion the role of government as enforc ing uniformity of outcomes. Equity is the blunt tool of social justice warriors intent on exacting a price in the here and now from those they deem “histor ically advantaged.”

In 2020, that translated into riots in major American cities, which Harris described as “mostly peaceful pro tests.” In 2022, it would translate into

selective relief in spite of widespread suffering if Harris had her way.

Unsurprisingly, a self-appointed “praetorian guard” from the partisan press quickly intervened to try to pro tect the vice president from her own statement.

So-called “fact checkers” blamed extenuating circumstances — a long, multilayered question and an even lon ger response from Harris — before fall ing back on the three favorite words of all post-quote revisionists: “out of con text.”

Despite the empathy and action from “advocacy journalists” eager to jump to Kamala’s defense, it became abun dantly clear to President Joe Biden’s White House that the subject had to be

My big takeaway is that Arizona is not the fast-food capital of America, as many Valley food snobs would have you believe.

The most franchise-y state in the na tion? Kentucky, where 46% of restau rant options have 50 or more locations.

Arizona ranked 21st, with chains com prising 35% of restaurant offerings — as compared to Vermont, the least franchise-y state, where only 13% of restaurants had 50 or more locations.

As for metro Phoenix, it ranked 204th among more than 380 metro politan areas, with chains comprising about 37% of restaurant options. So we’re not New York City, with 18%

changed — and quickly.

Whatever the shortcomings of the Biden Bunch — and they are legion — Ol’ Joe and his handlers saw the ob vious course of action: Visit the hurri cane-ravaged portions of Florida, meet with Republican Gov. Ron DeSantis, and pledge that the federal government would help everyone adversely affect ed by Ian — period.

As the flood waters began to recede, so did the controversy concerning “eq uity.” The sight of Biden and DeSan tis standing in the sunshine, sharing a common concern and a common goal, proved once again that sometimes good policy can make for good politics — especially when it involves potential political opponents. But don’t be deceived.

Liberty stays undefeated, makes statement in win over Basha

Liberty coach Colin Thomas thought the hour-and-a-half weather delay Friday night helped his team.

It gave them a chance to focus, calm any nerves they had, and game-plan for what was the marquee matchup in the state against a Basha team that is an Open Division title contender. But what was slated to be a defensive bat tle quickly turned into a one-sided af fair as Liberty jumped out to an early lead and never looked back in its 35-7 rout of the Bears.

“We came here to play football to night,” Thomas said. “Our kids are special. When we took the field a sec ond time, it was a different energy. We had been through it before, Pinnacle we had a delay, but we came to the field, it was raining and our kids came out with a different type of energy.

“I felt pretty good at that point in time.”

Liberty benefited from a Basha fum ble early in its first drive. Star defen sive tackle My’Keil Gardner stripped Basha running back Deshaun Buchan an.

It took junior quarterback Navi Bru zon and the Lions just three plays to find the end zone after the turnover, as he connected with senior wide receiv er Prince Zombo for a long screen pass that put the Lions at the Basha 1-yard line. Two plays later, Bruzon punched it in.

A three-and-out from Basha’s ex plosive offense led to another Liberty touchdown. Bruzon once again led the Lions down a short field and connect ed with tight end Braylon Gardner for a 10-yard score.

Raquel Rodriguez offers the smackdown on house shows

For WWE Superstar Raquel Ro driguez, nontelevised events are special.

Unlike “Friday Night SmackDown,” “Saturday Night’s Main Event,” which comes to the Footprint Center on Oct. 15, is dubbed a “house show.” They al low her to interact with fans more.

“These shows are so different when compared to ‘Friday Night Smack Down’ or ‘Monday Night Raw,’” she said.

“They are a lot more interactive. We get an opportunity to be with the crowd and involve the crowd. That’s import ant because I love getting to high-five the little kids or hugging the little girl who is out there with her ‘empower women’ sign. It is a really cool expe rience for us as well as the audience.”

Born Victoria González, she is the daughter of professional wrestler Rick González. She’s an emerging star who,

last year, won the first Women’s Dusty Rhodes Tag Team Classic with best friend Dakota Kai and became the inaugural NXT Women’s Tag Team Champions. González won the NXT Women’s Championship.

Initially, she wrestled under her birth name, but she debuted Raquel Ro driguez during a backstage bit on the April 8 “SmackDown.”

Later that month, she jumped in the ring to defeat Cat Cardoza. On the May 13 episode of “SmackDown,” Rodri guez accepted Ronda Rousey’s chal lenge for the SmackDown Women’s Championship but did not win the title.

She continued to compete, and on the Aug. 29 “Raw,” Aliyah and Rodri guez defeated Kai and Iyo Sky to win the open WWE Women’s Tag Team Championship. She is the first woman to have held the NXT Women’s, NXT and WWE Women’s Tag Team Cham pionships.

Last month, they lost the titles to Kai and Sky after a 14-day reign.

The Phoenix show comes at a time when the WWE has been evolving. Following Vince McMahon’s retire ment, Paul Levesque (Triple H) has been in creative control.

The Lions were firing on all cylin ders early on offense, and the defense was matching their energy.

“My’Keil made the big strip right away, and we scored,” Thomas said. “I wasn’t shocked they were ready to play. I know our guys. The harder things get, the more we’re going to re spond. That’s what they did.”

Basha finally found a rhythm on of fense late in the first quarter as junior quarterback Demond Williams and se nior running back Deshaun Buchanan led the Bears down the field with their legs. They eventually set themselves up inside the 5-yard line.

But penalties, broken plays and missed blocking assignments resulted in a failed fourth-down try.

Liberty responded with a 97-yard drive that took nearly 6 minutes off the game clock. Senior running back Zach Wallace capped it off with a 1-yard touchdown run.

Liberty was in full control midway through the second quarter. The Lions pressured Williams, clogged running lanes and the secondary ran hip to hip

It was a dominant and near-perfect first-half performance from a team that has overpowered every opponent in its path this season, including last year’s Open Division state champion Saguaro and Colorado power Valor Christian.

Bruzon connected with Gardner once more in the second half and on a 32-yard pass to Grant Brunelle for touchdowns. He finished 17 of 19 for 246 yards and four total touchdowns. He also has 37 yards on the ground.

Four Liberty wideouts — Zombo, Brunelle, Gardner and Jaqua Ander son — had 40 or more receiving yards. Anderson also added 26 yards on the ground, complimenting Wallace’s 79.

“I was just taking what they would give me,” Bruzon said. “If they’re giv ing me screens, coach Thomas will call it. We had a good game plan, and it obviously paid off.”

The WWE frequently visits the Val ley, hosting events at the Footprint Center and the venue formerly known

as Gila River Arena, now Desert Dia mond Arena.

“I look forward to going to Arizona all the time,” Rodriguez said. “I love the community there. I love the weath er. I love the people and the audience. It is always such a good energy. I look forward to these shows so much.”

At the Footprint Center, Rodriguez said fans can expect an action-packed show.

“Bring the whole family,” she added. “We really do cater to every age group. You don’t know who you are really going to see. I know that we will also have the Crown Jewel coming up after that so you might even get an opportu nity to see Roman Reigns and Logan Paul do a little something.”

The Wolves have been a thorn in Liberty’s side the last two seasons, beating the Lions two years in a row in the Open Division semifinals. Those games remain in the past for the Lions, as they remain focused on the schedule ahead, which includes a matchup with rival Centennial in early

Liberty doesn’t think of each win as a statement victory. The Lions ex pect to win every week. It’s a mindset Thomas has instilled in his program and one the players adopted quickly.

Volo takes flight with Morricone tour

S

itting around a phone on Face Time in Atlantic City, Il Volo’s three singers — baritone Gianlu ca Ginoble and tenors Piero Barone and Ignazio Boschetto — are enthusi astic about returning to the Valley.

“That’s the brown city, right?” Bar one asked, flashing his trademark smile. “It’s hot there.”

This tour — which comes to the Or pheum in Phoenix on Thursday, Oct. 13 — supports the 2021 release “Il Volo Sings Morricone.”

Ennio Morricone, who died in July 2020, was an Italian composer, or chestrator, conductor and trumpeter who wrote more than 400 scores for cinema and television, and over 100 classical works.

His filmography in cludes “Exorcist II,” “The Untouchables,” “Bugsy,” “In the Line of Fire” and “The Hate ful Eight.” His score to the 1966 movie “The Good, the Bad and the Ugly” is recognized as one of the most influ ential soundtracks.

“As you probably know, our latest album is a tribute to Mor ricone, right?” the be spectacled Barone said.

“It’s beautiful to sing these melodies he wrote. He’s one of the most (famous) Italian composers of all time. It’s beautiful to share

these songs with audiences. They’re all recognizable melodies. These mel odies belong to each one of us. We have to say thanks to what he wrote, and this tour is wonderful.”

Ginoble said the concerts are a trib ute to Morricone but Il Volo’s fans as well. That said, Il Volo is always thinking about the next show.

“We try to be unique in our style,” Ginoble said. “There are many influ ences who have inspired us. We are the only guys of our age singing this kind of music.

“We (Il Volo) have different tastes, but we love the same songs. For the show, it’s important to say it’s a good show for our fans and for the people who are not lovers of (this music). It’s a show that gets to the heart of the

Unlessyou were there at the time, one might not realize how exciting it was to be a mu sic lover in Tempe in the ’90s.

From the breakthrough of the Meat Puppets with their career-altering ap pearance on Nirvana’s “Unplugged” special to Gin Blossoms’ jangle-pop brilliance, the national spotlight was shining brightly — on the Valley’s mu sical riches.

Unfortunately, one of the acts primed for breakout success has gone largely unnoticed by those outside of Arizo na’s burning sands — the Pistoleros.

Now, the band fronted by brothers Lawrence and Mark Zubia is final ly getting its due with a documenta

ry chronicling its extraordinary story called “Pistoleros: Death, Drugs and Rock n’ Roll” directed by Steven B. Esparza. Filled with interviews from members of the band along with mem bers of the Meat Puppets, Gin Blos

soms and other Tempe musical main stays, the documentary smartly focuses not specifically on the “rise” of a band — we’ve seen that movie before — and instead chronicles the tumultuous rela tionship between brothers Lawrence

and Mark, and how that relationship both made — and nearly broke — the band.

The documentary is scheduled to have its premiere with a sold-out screening at 7 p.m. Tuesday, Oct. 18, at the AMC Centerpoint theater in Tem pe, with more screenings to follow. The film will then be available to rent on Vimeo the same day and is sched uled to arrive on DVD and streaming platforms in early November.

Whereas many rockumentaries these days either glorify the story of bands whose trajectories are similar or sim ply repackage information widely known about a certain artist, Esparza and producers Henry Eshelman and Jeff Freundlich focus on the emotional

“madness” that comes when two ar tistic minds bound by blood are tested by drug addiction, codependency and mental illness.

Make no mistake, though. The Pis toleros story is a triumphant one, al beit with a twist of sadness. While it is difficult to discuss and write about the documentary without spoiling its fragile narrative, one can say that the manner in which the brothers’ respec tive battles with themselves and one another is quite an enlightening one — especially Lawrence’s.

“The music is almost a gateway to falling in love with the story of these two brothers,” Freundlich said. “If you listen to the lyrics in the songs, you re alize whether it’s consciously or sub consciously, these guys are often sing ing about their firsthand experiences, quite frankly, with each other. Obvi ously, we don’t want spoilers, but, you know, love wins, right?”

In addition to highlighting the Zubia brothers’ literal brotherhood, the doc umentary almost inadvertently spot

lights the brotherhood between many of the other bands in the Tempe music scene. One particularly heartfelt and bittersweet stretch of the documentary depicts the Zubias and others talking about the late Gin Blossoms guitar

ist Doug Hopkins, whose death had a profound impact on not only his own band’s career trajectory but on the Zubia brothers’ own struggles with mental health.

“Think about the Haight-Ashbury scene in the ’60s,” Freundlich said. “You had Janis Joplin living with the Grateful Dead, and Quicksilver Mes senger Service living in the same house, right? The Live Nudes’ (precur sors to the Pistoleros) house was where all of these bands would party when they were done with their gigs. That’s the magic that happens when all these creative people are coming together. They’re not competing with each oth er, but they’re trying to lift each other up, and look what happened.”

That sense of camaraderie runs throughout the documentary, from the Zubia brothers themselves to their con nection with their Mexican American roots via playing in mariachi groups with their father as children.

“The brothers are Mexican Amer ican, our director is Mexican Ameri

Artist Ray Villafane explores new characters

Villafane was preparing for a possible space trip when he had an epiphany.

Known for carving whimsical pump kins, Villafane realized he had to tell stories in a cohesive manner. That led to his new home, Vulture City Ghost Town in Wickenburg, which he feels was meant to be — a dream he man ifested.

He’ll show off his latest creations at Gourdy Ghouligan’s first Halloween Spooktacular 2022 on Friday, October 21; Saturday, October 22; and Sun day, October 23, at Vulture City Ghost Town, 36610 355th Avenue, Wicken burg.

To the moon

In March 2021, he applied for the dearMoon project, a lunar tourism mission and art project conceived and financed by Japanese billionaire Yu saku Maezawa. It will make use of a SpaceX Starship spacecraft on a pri vate spaceflight flying a single circum lunar trajectory around the Moon.

“He held a worldwide contest,” he said. “Of those 20 people, he was bringing eight creatives to circle the moon, get inspired and create some thing and share it with the world.”

Villafane spent a year “getting into the headspace” that he was going to leave his wife and children and head out on this “dangerous mission.” He

During this time, he came up with the story of “Mining Magic.”

“The premise is for thousands of years, people have made wishes to a full moon,” he said. “While many come true, a good part of those people, when they birthed those wishes, didn’t believe their own wish would come true.”

Those wishes were stuck on the moon.

“When my characters the scarecrow people and the mice got to the moon, they discovered an abandoned mine from the original Apollo. They aban doned it because there were ghosts and spirits protecting those wishes. The ghosts and spirits were the people’s own fears and doubt. The demons were too difficult to break through. In my story, they break through that.”

When Villafane didn’t make it to the space travel program — after running 120 miles in July — he wasn’t con cerned.

“I didn’t care if I went to the moon,” he added. “I had already won with the story that I came up with. In creating the characters, I discovered a lifetime of things to play with.

“‘Mining Magic’ brought purpose to my life. It is a story everyone could benefit from. We prevent ourselves from achieving everything we want. It’s our own ghosts and demons who block ourselves. There’s an underlying story that I thought was really import ant to share. I love the way I concocted a whimsical way to tell it.”

As such, Villafane manifested a

dream for himself. Just a few weeks later, “the universe delivered to me Vulture City Mine, Arizona’s most historic gold mine” outside of Wicken burg. Previously, during the COVID-19 pandemic, Villafane displayed his cre ations in storefronts in Wickenburg.

“I went out to Vulture City Mine, and I fell in love,” he said. “It was my moon. It completed my story that I wanted to do. Not only was it such an amazing fit for everything I wanted to do, the own er is letting me have creative freedom. He gave me a workshop to work out of. The workshop was built in 1890, and my name (Ray) was carved into the wall when I walked into it.

“The whole place feels like home.”

He opened the Boneyard Mining Company, where he mines magic ore from the unwanted, discarded, over looked or ignored ingredients within and around us.

“Gourdy Ghouligan has mined more magic into this world. His blind opti mism has helped him to extract the most magical outcomes from the dark est of situations. Gourdy has a gang of hooligans who work as a team. Come check it out.” PT

Barone, Boschetto and Ginoble met in 2009 when they were competing in the Italian televised singing compe tition “Ti lascio una canzone” at the Teatro Ariston in Sanremo.

The show’s creator, Roberto Cenci, put the three together, emulating the Three Tenors of Plácido Domingo, José Carreras and Luciano Pavarotti. During the fourth episode, they won as a group singing the Neapolitan song “O Sole Mio.”

The trio was “discovered” in Amer ica by producer and Italian sing er-songwriter Tony Renis. Eventual ly, Il Volo signed a deal with Geffen Records, making them the first Italian artists to directly sign with an Ameri

can recording label.

Then known as The Tryo, the teens participated in the charity single “We Are the World 25 for Haiti” in 2010. Later that year, they changed their name to Il Volo, which means “the flight.”

Since 2010, Il Volo has released eight albums and the men are working on a “surprise” project for Christmas.

“The audience is like oxygen for us,” Boschetto said. “It’s the truth. We feel ourselves onstage. We look into the audience’s eyes and see the reac tion. It’s beautiful being onstage, and the beauty of sharing our art is the rea son why we keep doing this.” PT

Church of the Palms hosts 19th Annual Interfaith Conference

The

Church of the Palms, located at 14808 N. Boswell Boulevard, Sun City, is hosting its 19th An nual Interfaith Conference on Friday, Nov. 4, and Saturday, Nov. 5, at the church.

Open to the public, this year’s con ference theme is coordinated with November’s National American Indi an Heritage Month. Kaitlin Curtice, nationally known speaker, author and poet, will be the presenter on “Lessons in Decolonization.”

A member of the Potawatomi Nation and a Christian, she explores how her Indigenous roots inform, challenge and intersect with her Christian faith. She has contributed to “On Being,” “Reli gion News Service,” “USA Today” and “Sojourners,” among others.

In addition, she was interviewed for the New Yorker on colonization with in Christian missions. In 2018, she was featured in a CBS documentary, “Race, Religion, and Resistance,” speaking on the dangers of colonized Christianity, and was also named one of Sojourn ers Magazine’s 10 Christian Women to Watch in 2018.

She is also the author of “NATIVE: Identity, Belonging, and Rediscovering God,” “Glory Happening,” “Finding the Divine in Everyday Places,” and a new book on everyday resistance set to come out in 2023.

“NATIVE” tells of her transforma tional journey that is not complete. Her discovery of Indigenous spirituality and the connection to Mother Earth and Father Sky and all of creation is a story of deconstruction of faith, integration of her religious upbringing, and step ping forward into the now and future as a Potawatomi woman with an evolving deep spiritual grounding.

Born in an Indian hospital, raised in Oklahoma, and at one time devoted to her Southern Baptist church, Curtice is the child of a European ancestry and a father of the Potawatomi Nation.

For most of her early years, she felt embraced and loved by her church if she showed only her white part and left her Native part hidden. But as of ten happens, as Curtice matured, she realized there were more parts to her than the white Christian part. In time, she discovered there was a wife part, mother part, writer part and especially Native part.

As she began exploring what it meant to be Native, she learned more of the Potawatomi language and culture, but she also becomes even more compli cated. She learned of intergenerational trauma, the pain suffered by Indigenous people when the colonizers took Native land and attempted systematically to wipe out Indigenous culture and lan guage.

“I began the journey backward, which, for me, was the miraculous journey forward,” Curtice said.

Those who are interested in attending must register at thepalms.org. Attend ees may register for an in-person ses sion for $50 or a virtual session for $35. Indigenous scholarships are available at the church’s website.

‘Panther Pride’ carries Peoria High School band’s success

High School’s band pro gram recently received the Wil liam E. Richardson Program of Distinction Award from the Arizona Band and Orchestra Directors Associ ation.

The award recognizes high school band and orchestra programs in Ari zona that have a high level of achieve ment in all areas during the previous school year.

Under the direction of band director Jeffrey Malone for the last five years, the Peoria High School band program contains roughly 125 students who participate in the Jazz, Marching and Concert bands.

“In the achievement of this award, I give all the credit to my students,” Malone said. “I have the honor of working with the best students in the state of Arizona. They trust in the vi sion that I have for our band program and work diligently, day in and day out, to realize that vision. Nothing I do would be possible without their trust, commitment and dedication to excel lence.”

Practice makes perfect for Peoria High’s band. Malone said he and his band program work on their craft dil igently.

“When we are preparing music, I like to rehearse in a macro-micro-mac ro format,” he said. “As we start work ing on new music, we will look at the big picture first — playing the right notes, playing the correct rhythms, understanding the overall shape of the piece, playing with a characteristic sound, etc.

“After the students get comfortable with those macro ideas, we will begin to dissect the piece as we start to fo cus on articulations, dynamics, releas

es, tuning, and smaller sections of the music. Then, as the performance gets closer, we will zoom back out and ap ply those micro ideas to the full piece of music.”

This is the first time any band pro gram in the Peoria Unified School Dis trict has earned the William E. Rich ardson Program of Distinction Award.

Additionally, Peoria High’s band was one of only eight music programs in the state of Arizona to earn the award.

Every hard-working group needs

great leadership and morals, to help provide a path towards success, and Malone iterates to his band the “three T’s.”

“Every year, we begin the year by focusing on playing with the ‘3 T’s,’” Malone said. “That is, playing in tune, in tone, and in time.

“This focus on sound fundamental playing really helps set us up for suc cess for the rest of the year. As the year goes on, I work to encourage students to make musical decisions while bring

ing their own interpretation and expe riences to a piece of music.”

The passion and love for the music inside Malone spreads to his students. Each of them is inspired by his teach ings.

“Mr. Malone has inspired me to be the best musician I can be through the constant support both academically and personally,” band member Tatum Champion said. “He is there for you

when you need help and can relate to each of his students personally, making band an enjoyable place to be.”

“He inspired me to work hard not just myself, but for the whole program,” band member Grace Rhoten added. “Putting in good work will give good outcomes. The mu sicians who make up the Panther Pride Marching Band are committed performers who travel across the whole state of Arizona.”

For Malone, “a commitment to doing what is best for your students is at the center of building a successful band pro gram.”

“This program belongs to the students and I feel it is my duty to ensure that everything I do is in service of their growth and improvement,” he added. “Furthermore, I be lieve that you also need to hold students to a high standard of excellence in everything that they do. These students put in countless hours of work throughout the year and they deserve to see the fruits of their labor reflected in impactful and memorable musical experiences.

Employers no longer rely only on resumes, cover letters and background checks. Today, most hiring managers take to the internet and google their potential hires.

The site “We Work Remotely” reports that 80% of hiring managers consider it important for a candidate to have a personal website and 47% of companies say they won’t hire someone if they can’t find them online.

Your personal brand, according to Dr. Sean Gresh, a faculty member at Northeastern University, is your story. It is who you are, what you stand for, the values you embrace and the way you express those values, he said. It helps you to “communicate a unique identity and clear value to potential employers.”

So what are the dos and don’ts of creating your online brand?

• Candidate received awards and accolades.

• Others posted great references about candidates.

• Candidate interacted with the company’s social media accounts.

• Candidate posted compelling video or other content.

• Candidate had a large number of followers or subscribers.

CREATING YOUR BRAND

Take control of creating a strong personal brand for yourself, which means knowing what it is and making a plan.

Capitol One suggests the following steps to create your personal brand:

1. Define who you are.

2. Understand your audience.

3. Decide what you want to be known for.

4. Prepare your elevator pitch.

Let those guide how you act online, what you put out there and how you promote yourself. Decide the best places to pitch yourself. Columbia University’s Career Center recommends focusing on a few professional social networks and not saturating the market.

Once you have established your brand, maintain it. Even after you get the job, managers may be monitoring you and making decisions about your future promotions.

WHEREAS, the City Council declares that the maintenance of landscaping included within and adjacent to a parkway and related facilities preserves and promotes the health, safety, and welfare of those citizens of the City of Peoria living within the District as well as preservation of the streets and parkways which may be adversely impacted by drainage and other water formations; and

WHEREAS, the City of Peoria declares that the maintenance of a landscaped buffer between a parkway and the adjacent developments reduces the visual and other impact of light, air and noise pollution and tends to increase personal and vehicular safety on the parkway and decreases the likelihood vehicular accidents will harm adjacent developments in furtherance of the health, safety and welfare of those citizens of the City living within the District; and

WHEREAS, the City Council declares that maintenance of landscaped drainage and other water control facilities and fea tures within, near or adjacent to a parkway and related facilities tends to preserve the structural integrity of the parkway and mit igates flooding of adjacent areas and the structural integrity of the parkway and mitigates flooding of adjacent areas and the parkway by draining water to and from the parkway in further ance of the health, safety and welfare of those citizens of the City of Peoria living within the District:

Section 1. Definitions.

In this Resolution, the following terms shall have the following meanings:

“Assessment Diagrams” shall mean those duplicate diagrams of the property contained in the Assessment District is to be filed with the Clerk and approved by the Mayor and Council.

“Assessment District” shall mean the lots, pieces or parcels of land lying within the boundaries described on Exhibit B at tached hereto and as shown on the map on file with the City Engineer.

“City” shall mean the City of Peoria, Arizona.

“City Council” or “Council” shall mean the Mayor and Coun cil of the City.

“Clerk” shall mean the City Clerk.

“Engineer” shall mean City Engineer.

“Lots” shall mean all lots, pieces or parcels of land lying with in the Assessment District.

“Parkways” shall mean those streets and rights-of-way which are designated in Exhibit B as “Parkways,” and specifically those portions of Pedestrian Facilities, Parks, Retention, Deten tion and Storm Water Management Facilities included within or adjacent to the Assessment District.

“Plans and Specifications” shall mean the engineer’s estimate for the Maintenance Improvement District No. 1264 filed with the Clerk prior to the adoption of this Resolution.

“Superintendent of Streets” shall mean the City Engineer.

Section 2. Declaration of Intention to Order an Improvement.

The public interest or convenience requires, and it is the inten tion of the Mayor and Council of the City of Peoria, Arizona, to order the following work, hereinafter “Work,” to be performed, to wit:

The maintenance of all landscaping, including replacement of landscape materials, in the area generally described as follows:

see Exhibit “A”, Legal Description of City of Peoria Main tenance Improvement District No. 1264

The Mayor and Council of the City of Peoria, Arizona desig nate as parkways, those areas set forth on Exhibit “B” Assess ment Diagram in accordance with Title 48, Chapter 4, Article 2, Arizona Revised Statutes. The public interest and convenience require, and it is the intention of the City Council to order the Work adjacent to the designated parkways to be performed as stated herein. All items of the Work shall be performed as pre scribed by the Plans and Specifications hereby approved and adopted by the Council and on file in the Office of the City En gineer and no assessment for any lot shall exceed its proportion of the Estimate. The estimate of the cost and expenses of the work or improvements on file in the offices of the Superinten dent of Streets and the Clerk of the City are hereby approved and adopted by the Mayor and Council of the City. In addition to the requirements of law, the procedures set forth in the City Code will be followed regarding acceptance of bids and setting tax levies. For purposes of this Resolution and of all resolu tions, ordinances and notices pertaining to this Resolution, the improvement as herein described is hereby designated City of Peoria Maintenance Improvement District No. 1264.

Section 3. Determination of Need.

In the opinion of the City Council, the Work is of more than local or ordinary public benefit. The City Council hereby orders

that all amounts due or to become due with respect to the Work shall be chargeable upon the respective lots, pieces and parcels of land within the Assessment District.

Section 4. Preparation of Assessment Diagrams.

The City Engineer is hereby authorized and directed to prepare duplicate diagrams (Assessment Diagrams) of the property con tained within the Assessment District. The diagrams shall show each separate lot, numbered consecutively, the approximate area in square feet of each lot, and the location of the lot in relation to the work proposed to be done.

Section 5. Exclusion of Certain Property.

Any public street or alley within the boundaries of the As sessment District is hereby omitted from the assessment here after to be made. Any lot belonging to the United States, the State, a county, city, school district or any political subdivision or institution of the State or county, which is included within the Assessment District shall be omitted from the assessment hereafter made.

Section 6. Officers Not Liable.

In no event will the City of Peoria or any officer thereof be liable for any portion of the cost of said Improvement District nor for any delinquency of persons or property assessed.

Section 7. Annual Statement.

The City Council shall make annual statements and estimates of the expenses of the District which shall be provided for by the levy and collection of ad valorem taxes upon the assessed value of all real and personal property in the District as provided in A.R.S. § 48-574 and amendments thereto.

Section 8. Statutory Authority.

The Work and all proceedings pertaining thereto shall be per formed under the provisions of Title 48, Article 2, specifically Section 48-574, and all amendments thereto and pursuant to Article I, Section 3, (8) of the Peoria City Charter.

Section 9. Delegation of Authority.

The City Engineer is hereby authorized to fill in any blanks and to make any minor corrections necessary to complete the Plans and Specifications and the Contract Documents.

PUBLIC NOTICES

CLUDED WITHIN, NEAR AND ADJACENT TO A PARKWAY AND RELATED FACILITIES TOGETH ER WITH APPURTENANT STRUCTURES AS SHOWN ON THE PLANS, FOR MAINTENANCE WITHIN AN AREA IN THE CITY OF PEORIA AS DESCRIBED HEREIN; ADOPTING PLANS FOR CITY OF PEORIA MAINTENANCE IM PROVEMENT DISTRICT NO. 1265, ALORAVITA SOUTH PHASE 8B, AS MORE PARTICULARLY DESCRIBED HEREIN, AND DECLARING THE WORK OR IMPROVEMENT TO BE OF MORE THAN LOCAL OR ORDINARY PUBLIC BENE FIT, AND THAT THE COST OF SAID WORK OR IMPROVEMENT SHALL BE ASSESSED UPON A CERTAIN DISTRICT, AND PROVIDING THAT THE PROPOSED WORK OR IMPROVEMENT SHALL BE PERFORMED UNDER ARIZONA RE VISED STATUTES TITLE 48, CHAPTER 4, ARTI CLE 2, AND AMENDMENTS THERETO AND DE CLARING AN EMERGENCY.

WHEREAS, the Mayor and Council of the City of Peoria, Ar izona, declare that the Maintenance of the landscaping included within, near and adjacent to a parkway and related facilities in the District to be of more than local or ordinary public benefit, and further that the cost of said maintenance shall be assessed on a certain District; and

WHEREAS, the Mayor and Council of the City of Peoria, Arizona, declare that the maintenance of landscaping included within, near, and adjacent to a parkway and related facilities in the District is incidental to the maintenance and preservation of the parkway and related facilities, has aesthetic value, and main tains and increases the value of property within the District; and

WHEREAS, the City Council declares that the maintenance of landscaping included within and adjacent to a parkway and related facilities preserves and promotes the health, safety, and welfare of those citizens of the City of Peoria living within the District as well as preservation of the streets and parkways which may be adversely impacted by drainage and other water formations; and

WHEREAS, the City of Peoria declares that the maintenance of a landscaped buffer between a parkway and the adjacent developments reduces the visual and other impact of light, air and noise pollution and tends to increase personal and vehicular safety on the parkway and decreases the likelihood vehicular accidents will harm adjacent developments in furtherance of the health, safety and welfare of those citizens of the City living within the District; and

WHEREAS, the City Council declares that maintenance of landscaped drainage and other water control facilities and fea tures within, near or adjacent to a parkway and related facilities tends to preserve the structural integrity of the parkway and mit igates flooding of adjacent areas and the structural integrity of the parkway and mitigates flooding of adjacent areas and the parkway by draining water to and from the parkway in further ance of the health, safety and welfare of those citizens of the City of Peoria living within the District:

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF PEORIA AS FOLLOWS:

Section 1. Definitions.

In this Resolution, the following terms shall have the following meanings:

“Assessment Diagrams” shall mean those duplicate diagrams of the property contained in the Assessment District is to be filed with the Clerk and approved by the Mayor and Council.

“Assessment District” shall mean the lots, pieces or parcels of land lying within the boundaries described on Exhibit B at tached hereto and as shown on the map on file with the City

Engineer.

“City” shall mean the City of Peoria, Arizona. “City Council” or “Council” shall mean the Mayor and Council of the City.

“Clerk” shall mean the City Clerk.

“Engineer” shall mean City Engineer. “Lots” shall mean all lots, pieces or parcels of land lying with in the Assessment District.

“Parkways” shall mean those streets and rights-of-way which are designated in Exhibit B as “Parkways,” and specifically those portions of Pedestrian Facilities, Parks, Retention, Deten tion and Storm Water Management Facilities included within or adjacent to the Assessment District.

“Plans and Specifications” shall mean the engineer’s estimate for the Maintenance Improvement District No. 1265 filed with the Clerk prior to the adoption of this Resolution.

“Superintendent of Streets” shall mean the City Engineer.

Section 2. Declaration of Intention to Order an Improvement.

The public interest or convenience requires, and it is the inten tion of the Mayor and Council of the City of Peoria, Arizona, to order the following work, hereinafter “Work,” to be performed, to wit:

The maintenance of all landscaping, including replacement of landscape materials, in the area generally described as follows:

see Exhibit “A”, Legal Description of City of Peoria Mainte nance Improvement District No. 1265

The Mayor and Council of the City of Peoria, Arizona desig nate as parkways, those areas set forth on Exhibit “B” Assess ment Diagram in accordance with Title 48, Chapter 4, Article 2, Arizona Revised Statutes. The public interest and convenience require, and it is the intention of the City Council to order the Work adjacent to the designated parkways to be performed as stated herein. All items of the Work shall be performed as pre scribed by the Plans and Specifications hereby approved and adopted by the Council and on file in the Office of the City En gineer and no assessment for any lot shall exceed its proportion of the Estimate. The estimate of the cost and expenses of the work or improvements on file in the offices of the Superinten dent of Streets and the Clerk of the City are hereby approved and adopted by the Mayor and Council of the City. In addition to the requirements of law, the procedures set forth in the City Code will be followed regarding acceptance of bids and setting tax levies. For purposes of this Resolution and of all resolu tions, ordinances and notices pertaining to this Resolution, the improvement as herein described is hereby designated City of Peoria Maintenance Improvement District No. 1265.

Section 3. Determination of Need.

In the opinion of the City Council, the Work is of more than local or ordinary public benefit. The City Council hereby orders that all amounts due or to become due with respect to the Work shall be chargeable upon the respective lots, pieces and parcels of land within the Assessment District.

Section 4. Preparation of Assessment Diagrams.

The City Engineer is hereby authorized and directed to prepare duplicate diagrams (Assessment Diagrams) of the property con tained within the Assessment District. The diagrams shall show each separate lot, numbered consecutively, the approximate area in square feet of each lot, and the location of the lot in relation to the work proposed to be done.

Section 5. Exclusion of Certain Property.

Any public street or alley within the boundaries of the As sessment District is hereby omitted from the assessment here after to be made. Any lot belonging to the United States, the State, a county, city, school district or any political subdivision or institution of the State or county, which is included within the Assessment District shall be omitted from the assessment hereafter made.

Section 6. Officers Not Liable.

In no event will the City of Peoria or any officer thereof be liable for any portion of the cost of said Improvement District nor for any delinquency of persons or property assessed.

Section 7. Annual Statement.

The City Council shall make annual statements and estimates of the expenses of the District which shall be provided for by the levy and collection of ad valorem taxes upon the assessed value of all real and personal property in the District as provided in A.R.S. § 48-574 and amendments thereto.

Section 8. Statutory Authority.

The Work and all proceedings pertaining thereto shall be per formed under the provisions of Title 48, Article 2, specifically Section 48-574, and all amendments thereto and pursuant to Article I, Section 3, (8) of the Peoria City Charter.

Section 9. Delegation of Authority.

The City Engineer is hereby authorized to fill in any blanks and to make any minor corrections necessary to complete the Plans and Specifications and the Contract Documents.

THE COSTS AND EXPENSE FOR THE MAIN TENANCE OF LANDSCAPING SHALL BE MADE AND ALL PROCEEDINGS THEREIN TAKEN; THAT THE SU PERINTENDENT OF STREETS OF THE CITY SHALL POST OR CAUSE TO BE POSTED NOTICES THEREOF; THAT THE CITY CLERK SHALL CERTIFY TO THE PASSAGE OF THIS RESOLUTION OF INTENTION; THAT THE ENGI NEER SHALL PREPARE DUPLICATE DIAGRAMS OF THE CITY OF PEORIA MAINTENANCE IMPROVEMENT DIS TRICT NO. 1265 DESCRIBED IN SECTION 2 OF THIS RES OLUTION TO BE ASSESSED TO PAY THE COSTS AND EXPENSES THEREOF, UNDER AND IN ACCORDANCE WITH THE PROVISIONS OF TITLE 48, CHAPTER 4, AR TICLE 2, ARIZONA REVISED STATUTES, AS AMENDED.

RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF PEORIA, ARIZONA DECLAR ING ITS INTENTION TO ORDER THE PURCHASE OF ELECTRICITY FOR LIGHTING THE STREETS AND PUBLIC PARKS WITHIN THE PROPOSED DISTRICT AND THAT THE COST OF THE PUR CHASE OF ELECTRICITY FOR LIGHTING THE STREETS AND PUBLIC PARKS, BE ASSESSED UPON A CERTAIN IMPROVEMENT DISTRICT TO BE KNOWN AS CITY OF PEORIA STREETLIGHT IMPROVEMENT DISTRICT NO. 1167, ALORAVI TA SOUTH PARCEL 8B; PROVIDING THAT THE COST OF THE ELECTRICITY REQUIRED TO OP ERATE THE SYSTEM BE ASSESSED UNDER THE PROVISIONS OF TITLE 48, CHAPTER 4, ARTICLE 2, ARIZONA REVISED STATUTES, AS AMENDED; AND DECLARING AN EMERGENCY.

BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF PEORIA, ARIZONA, THAT:

SECTION 1. The public interest or convenience require and it is the intention of the Mayor and Council of the City of Peoria, Ar izona to order the purchase of electricity for lighting the streets and public parks within the proposed district.

The estimate of the cost and expenses for the purchase of elec tricity for the operation of the streetlights on file with the Super intendent of Streets and the City Clerk is approved and adopted by the Mayor and Council of the City.

SECTION 2. The streetlights and the electricity, therefore, in the opinion of the Mayor and Council of the City, are of more than local or ordinary public benefit, and are of special benefit to the respective lots, pieces and parcels of land within the real property described herein. The Mayor and Council of the City make and order that the cost and expense for the purchase of electricity be chargeable upon a district to be known and desig nated as the City of Peoria Streetlight Improvement District No. 1167 and as described and bounded as set forth on Exhibits A and B attached, and declare that the district in the City benefited by the purchase of electricity for streetlights to be assessed, to pay the costs and expenses thereof in proportion to the benefits derived therefrom.

The City shall not assess the costs and expenses for the purchase of electricity for streetlights which are for the general public benefit against the respective lots, pieces and parcels of land located within the boundaries of the City of Peoria Streetlight Improvement District No. 1167 and if a portion of the costs and expenses for the purchase of electricity for streetlights is for the general public benefit, the City shall assess the boundaries of the City of Peoria Streetlight Improvement District No. 1167 only that portion of such costs and expenses which benefits the lots, pieces and parcels of land located within the boundaries of the City of Peoria Streetlight Improvement District No. 1167.

SECTION 3. The costs and expense for the purchase of elec tricity for streetlights shall be made and all proceedings therein

taken; that the Superintendent of Streets of the City shall post or cause to be posted notices thereof; that the City Clerk shall certify to the passage of this Resolution of Intention; that the Engineer shall prepare duplicate diagrams of the City of Peoria Streetlight Improvement District No. 1167 described in Section 2 of this Resolution to be assessed to pay the costs and expens es thereof, under and in accordance with the provisions of Title 48, Chapter 4, Article 2, Arizona Revised Statutes, as amended.

SECTION 4. The majority of owners of all of the real property within the proposed district have executed a Petition for forma tion of a Streetlight Improvement District and the City Council has verified the ownership of the property. Publication and post ing of the notice of the passage of the Resolution of Intention will be completed as prescribed by the State Statutes.

SECTION 5. Any Resolutions or parts of Resolutions in conflict with the provisions of this Resolution are hereby repealed.

SECTION 6. The immediate operation of the provisions of this Resolution is necessary for the preservation of the public peace, health and safety and an emergency is declared to exist, and this Resolution will be in full force and effect from and after its passage and approval by the Mayor and Council of the City of Peoria, Arizona as required by law and is exempt from the referendum provisions of the Constitution and laws of the State of Arizona.

WHEREAS on the 27th day of September, 2022, the Mayor and Council of the City of Peoria, Arizona, passed and adopted Resolution No. 2022-93, declaring its intention to order the purchase of electricity for lighting the streets and public parks within the proposed district and that the cost of the purchase of electricity for lighting the streets and public parks be assessed upon a certain improvement district, to be known as City of Peoria Streetlight Improvement District No. 1167; providing that the cost of the electricity required to operate the system be assessed under the provisions of Title 48, Chapter 4, Article 2, Arizona Revised Statutes, as amended; and declaring an emer gency; and

WHEREAS, a copy of Resolution No. 2022-93 has been pub lished in the Peoria Times, a newspaper published and generally circulated in the City, as required by law or alternatively a peti tion has been filed with the City Clerk having been signed by all the owners of the real property; and

WHEREAS, the Superintendent of Streets of the City caused to be posted along the streets of the District, no more than three hundred (300) feet apart, notices of the passage of Resolution No. 2022-93, said notices being headed “Notice of Proposed Improvement”, each heading in letters at least one (1) inch in height. Said notices stated the fact of the passage of said Resolution of Intention No. 2022-93 or alternatively a petition has been filed with the City Clerk having been signed by all the owners of the real property; and

WHEREAS, more than fifteen (15) days have elapsed since the date of the last publication of said Resolution of Intention No. 2022-93 and since the completion of the posting of said notic es or alternatively a petition has been filed with the City Clerk having been signed by all the owners of the real property; and

WHEREAS, no protests against the proposed improvement and no objections to the extent of the District were filed with the Clerk of the City during the time prescribed by law; and

WHEREAS, the Mayor and Council of the City having ac quired jurisdiction to order the improvements as described in Resolution No. 2022-93; and

WHEREAS, the City Engineer acting as District Engineer has prepared and presented to the Mayor and Council of the City duplicate diagrams of the property contained within the District (“the Diagram”) and legal description copies of which are at tached and incorporated as Exhibits A and B.

NOW THEREFORE IT IS RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF PEORIA, ARIZONA, as follows:

Section 1. By virtue of the authority vested in the Mayor and Council of the City by Title 48, Chapter 4, Article 2, Ari zona Revised Statutes and all amendments thereto, the Mayor and Council of the City orders the work or improvement done as described in Resolution No. 2022-93 and in accordance with the Plans and Specifications approved and adopted by the Mayor and Council of the City of Peoria, Arizona.

Section 2. The Superintendent of Streets of the City is au thorized and directed to prepare and execute the notice of the passage of this Resolution, which is attached as Exhibit B. Such notice shall be posted and published as provided by law.

Section 3. That the Diagram, as prepared and presented to the Mayor and Council of the City is approved by the Mayor and Council of the City.

Section 4. That the Clerk of the City is authorized and di rected to certify that the Diagram was approved by the Mayor and Council of the City on the 27th day of September, 2022, and

PUBLIC NOTICES

WHEREAS, the Mayor and Council of the City of Peoria, Ar izona, declare that the Maintenance of the landscaping included within, near and adjacent to a parkway and related facilities in the District to be of more than local or ordinary public benefit, and further that the cost of said maintenance shall be assessed on a certain District; and

WHEREAS, the Mayor and Council of the City of Peoria, Ar izona, declare that the maintenance of landscaping included within, near, and adjacent to a parkway and related facilities in the District is incidental to the maintenance and preservation of the parkway and related facilities, has aesthetic value, and main tains and increases the value of property within the District; and

WHEREAS, the City Council declares that the maintenance of landscaping included within and adjacent to a parkway and related facilities preserves and promotes the health, safety, and welfare of those citizens of the City of Peoria living within the District as well as preservation of the streets and parkways which may be adversely impacted by drainage and other water formations; and

WHEREAS, the City of Peoria declares that the maintenance of a landscaped buffer between a parkway and the adjacent developments reduces the visual and other impact of light, air and noise pollution and tends to increase personal and vehicular safety on the parkway and decreases the likelihood vehicular accidents will harm adjacent developments in furtherance of the health, safety and welfare of those citizens of the City living within the District; and

WHEREAS, the City Council declares that maintenance of landscaped drainage and other water control facilities and fea tures within, near or adjacent to a parkway and related facilities tends to preserve the structural integrity of the parkway and mit igates flooding of adjacent areas and the structural integrity of the parkway and mitigates flooding of adjacent areas and the parkway by draining water to and from the parkway in further ance of the health, safety and welfare of those citizens of the City of Peoria living within the District:

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF PEORIA AS FOLLOWS:

Section 1. Definitions.

In this Resolution, the following terms shall have the following meanings:

“Assessment Diagrams” shall mean those duplicate diagrams of the property contained in the Assessment District is to be filed with the Clerk and approved by the Mayor and Council.

“Assessment District” shall mean the lots, pieces or parcels of land lying within the boundaries described on Exhibit B attached hereto and as shown on the map on file with the City Engineer.

“City” shall mean the City of Peoria, Arizona.

“City Council” or “Council” shall mean the Mayor and Council of the City. “Clerk” shall mean the City Clerk.

“Engineer” shall mean City Engineer. “Lots” shall mean all lots, pieces or parcels of land lying within the Assessment District.

“Parkways” shall mean those streets and rights-of-way which are designated in Exhibit B as “Parkways,” and specifically those portions of Pedestrian Facilities, Parks, Retention, Deten tion and Storm Water Management Facilities included within or adjacent to the Assessment District.

“Plans and Specifications” shall mean the engineer’s estimate for the Maintenance Improvement District No. 1267 filed with the Clerk prior to the adoption of this Resolution.

“Superintendent of Streets” shall mean the City Engineer.

Section 2. Declaration of Intention to Order an Improvement.

The public interest or convenience requires, and it is the inten tion of the Mayor and Council of the City of Peoria, Arizona, to order the following work, hereinafter “Work,” to be performed, to wit:

The maintenance of all landscaping, including replacement of landscape materials, in the area generally described as follows:

see Exhibit “A”, Legal Description of City of Peoria Mainte nance Improvement District No. 1267

The Mayor and Council of the City of Peoria, Arizona designate as parkways, those areas set forth on Exhibit “B” Assessment Diagram in accordance with Title 48, Chapter 4, Article 2, Ar izona Revised Statutes. The public interest and convenience require, and it is the intention of the City Council to order the Work adjacent to the designated parkways to be performed as stated herein. All items of the Work shall be performed as pre scribed by the Plans and Specifications hereby approved and adopted by the Council and on file in the Office of the City En gineer and no assessment for any lot shall exceed its proportion of the Estimate. The estimate of the cost and expenses of the work or improvements on file in the offices of the Superinten dent of Streets and the Clerk of the City are hereby approved and adopted by the Mayor and Council of the City. In addition to the requirements of law, the procedures set forth in the City Code will be followed regarding acceptance of bids and setting tax levies. For purposes of this Resolution and of all resolu tions, ordinances and notices pertaining to this Resolution, the improvement as herein described is hereby designated City of Peoria Maintenance Improvement District No. 1267.

Section 3. Determination of Need.

In the opinion of the City Council, the Work is of more than local or ordinary public benefit. The City Council hereby orders that all amounts due or to become due with respect to the Work shall be chargeable upon the respective lots, pieces and parcels of land within the Assessment District.

Section 4. Preparation of Assessment Diagrams.

The City Engineer is hereby authorized and directed to prepare duplicate diagrams (Assessment Diagrams) of the property con tained within the Assessment District. The diagrams shall show each separate lot, numbered consecutively, the approximate area in square feet of each lot, and the location of the lot in relation to the work proposed to be done.

Section 5. Exclusion of Certain Property.

Any public street or alley within the boundaries of the Assess ment District is hereby omitted from the assessment hereafter to be made. Any lot belonging to the United States, the State, a county, city, school district or any political subdivision or institution of the State or county, which is included within the Assessment District shall be omitted from the assessment here after made.

Section 6. Officers Not Liable.

In no event will the City of Peoria or any officer thereof be liable for any portion of the cost of said Improvement District nor for any delinquency of persons or property assessed.

Section 7. Annual Statement.

The City Council shall make annual statements and estimates of the expenses of the District which shall be provided for by the levy and collection of ad valorem taxes upon the assessed value of all real and personal property in the District as provided in A.R.S. § 48-574 and amendments thereto.

Section 8. Statutory Authority.

The Work and all proceedings pertaining thereto shall be per formed under the provisions of Title 48, Article 2, specifically Section 48-574, and all amendments thereto and pursuant to Article I, Section 3, (8) of the Peoria City Charter.

Section 9. Delegation of Authority.

The City Engineer is hereby authorized to fill in any blanks and to make any minor corrections necessary to complete the Plans and Specifications and the Contract Documents.

WHEREAS, the Superintendent of Streets of the City caused to be posted along the streets of the District, no more than three hundred (300) feet apart, notices of the passage of Resolution No. 2022-101, said notices being headed “Notice of Proposed

Section 1. By virtue of the authority vested in the Mayor and Council of the City by Title 48, Chapter 4, Article 2, Ari zona Revised Statutes and all amendments thereto, the Mayor and Council of the City orders the work or improvement done as described in Resolution No. 2022-101 and in accordance with the Plans and Specifications approved and adopted by the Mayor and Council of the City of Peoria, Arizona.

Section 2. The Superintendent of Streets of the City is au thorized and directed to prepare and execute the notice of the passage of this Resolution, which is attached as Exhibit B. Such notice shall be posted and published as provided by law.

Section 3. That the Diagram, as prepared and presented to the Mayor and Council of the City is approved by the Mayor and Council of the City.

Section 4. That the Clerk of the City is authorized and di rected to certify that the Diagram was approved by the Mayor and Council of the City on the 27th day of September, 2022, and after such certification, the Clerk of the City is authorized and directed to deliver the Diagram to the Superintendent of Streets of the City.

The Mayor and Council of the City make and order that the cost and expense for the purchase of electricity be chargeable upon a district to be known and desig nated as the City of Peoria Streetlight Improvement District No. 1168 and as described and bounded as set forth on Exhibits A and B attached, and declare that the district in the City benefited by the purchase of electricity for streetlights to be assessed, to pay the costs and expenses thereof in proportion to the benefits derived therefrom.

The City shall not assess the costs and expenses for the purchase of electricity for streetlights which are for the general public benefit against the respective lots, pieces and parcels of land located within the boundaries of the City of Peoria Streetlight Improvement District No. 1168 and if a portion of the costs and expenses for the purchase of electricity for streetlights is for the general public benefit, the City shall assess the boundaries of the City of Peoria Streetlight Improvement District No. 1168 only that portion of such costs and expenses which benefits the lots, pieces and parcels of land located within the boundaries of the City of Peoria Streetlight Improvement District No. 1168.

SECTION 3. The costs and expense for the purchase of elec tricity for streetlights shall be made and all proceedings therein taken; that the Superintendent of Streets of the City shall post or cause to be posted notices thereof; that the City Clerk shall certify to the passage of this Resolution of Intention; that the Engineer shall prepare duplicate diagrams of the City of Peoria Streetlight Improvement District No. 1168 described in Section 2 of this Resolution to be assessed to pay the costs and expens es thereof, under and in accordance with the provisions of Title 48, Chapter 4, Article 2, Arizona Revised Statutes, as amended.

PUBLIC NOTICES

SECTION 4. The majority of owners of all of the real property within the proposed district have executed a Petition for forma tion of a Streetlight Improvement District and the City Council has verified the ownership of the property. Publication and post ing of the notice of the passage of the Resolution of Intention will be completed as prescribed by the State Statutes.

SECTION 5. Any Resolutions or parts of Resolutions in conflict with the provisions of this Resolution are hereby repealed.

SECTION 6. The immediate operation of the provisions of this Resolution is necessary for the preservation of the public peace, health and safety and an emergency is declared to exist, and this Resolution will be in full force and effect from and after its passage and approval by the Mayor and Council of the City of Peoria, Arizona as required by law and is exempt from the referendum provisions of the Constitution and laws of the State of Arizona.

WHEREAS on the 27th day of September, 2022, the Mayor and Council of the City of Peoria, Arizona, passed and adopted Resolution No. 2022-97, declaring its intention to order the pur chase of electricity for lighting the streets and public parks with in the proposed district and that the cost of the purchase of elec tricity for lighting the streets and public parks be assessed upon a certain improvement district, to be known as City of Peoria Streetlight Improvement District No. 1168; providing that the cost of the electricity required to operate the system be assessed under the provisions of Title 48, Chapter 4, Article 2, Arizona Revised Statutes, as amended; and declaring an emergency; and

WHEREAS, a copy of Resolution No. 2022-97 has been pub lished in the Peoria Times, a newspaper published and generally circulated in the City, as required by law or alternatively a peti tion has been filed with the City Clerk having been signed by all the owners of the real property; and

WHEREAS, the Superintendent of Streets of the City caused to be posted along the streets of the District, no more than three hundred (300) feet apart, notices of the passage of Resolution No. 2022-97, said notices being headed “Notice of Proposed Improvement”, each heading in letters at least one (1) inch in height. Said notices stated the fact of the passage of said Resolution of Intention No. 2022-97 or alternatively a petition has been filed with the City Clerk having been signed by all the owners of the real property; and

WHEREAS, more than fifteen (15) days have elapsed since the date of the last publication of said Resolution of Intention No. 2022-97 and since the completion of the posting of said notic es or alternatively a petition has been filed with the City Clerk having been signed by all the owners of the real property; and

WHEREAS, no protests against the proposed improvement and no objections to the extent of the District were filed with the Clerk of the City during the time prescribed by law; and

WHEREAS, the Mayor and Council of the City having acquired jurisdiction to order the improvements as described in Resolu tion No. 2022-97; and

WHEREAS, the City Engineer acting as District Engineer has prepared and presented to the Mayor and Council of the City duplicate diagrams of the property contained within the District (“the Diagram”) and legal description copies of which are at tached and incorporated as Exhibits A and B.

NOW THEREFORE IT IS RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF PEORIA, ARIZONA, as follows:

Section 1. By virtue of the authority vested in the Mayor and Council of the City by Title 48, Chapter 4, Article 2, Ari zona Revised Statutes and all amendments thereto, the Mayor and Council of the City orders the work or improvement done as described in Resolution No. 2022-97 and in accordance with the Plans and Specifications approved and adopted by the Mayor and Council of the City of Peoria, Arizona.

Section 2. The Superintendent of Streets of the City is au thorized and directed to prepare and execute the notice of the passage of this Resolution, which is attached as Exhibit B. Such notice shall be posted and published as provided by law.

Section 3. That the Diagram, as prepared and presented to the Mayor and Council of the City is approved by the Mayor and Council of the City.

Section 4. That the Clerk of the City is authorized and di rected to certify that the Diagram was approved by the Mayor and Council of the City on the 27th day of September, 2022, and after such certification, the Clerk of the City is authorized and directed to deliver the Diagram to the Superintendent of Streets of the City.
