hoenix is one step closer to enacting safeguards that would prevent Ahwatukee and other city neighborhoods from falling victim to group homes that do little more than put a roof over the heads of drug addicts and alcoholics. The Ahwatukee Foothills Village Planning Committee last week unanimously recommended approval of zoning restrictions that block clustering of so-called “sober living homes.” Unscrupulous and unregulated homes have been sprouting up in residential neighborhoods, collecting state and federal drug and alcohol treatment funds and private insurers and providing few, if any, programs for the people who live in them. Linda Colino, an Arcadia resident who has made it her mission to get tighter restrictions said she documented more than 100 of these sober-living homes across just five ZIP codes in Phoenix. She also said no neighborhood is cur-
rently immune to these operations, since they can afford to buy high-end houses as easily as those in lower-income neighborhoods. The new zoning regulations, which come up for City Council action on April 18, would be taking effect at the same time new licensing requirements are imposed on treatment facilities. Some of those licensing requirements would force homes to provide genuine treatment programs and be staffed by trained personnel. “The city is making significant changes,” Colino told the panel at its March 26 meeting. “Going through this process ,we kept in mind the health and safety of the residents as well as that of neighborhoods.” The zoning regulations allow no more than five group homes within a half-mile radius and allow only on the same street in the same block between two intersections. They also prevent the backs of sober living houses from abutting each other.
