Township Adopts 2024 Budget and Sets No-New-Revenue Tax Rate

The Woodlands Township Board of Directors recently approved the 2023 Ad Valorem Tax Rate of $0.1714 cents per $100 of taxable value which, for many property owners, will produce a lower tax bill than the prior year despite the increase in appraisals seen throughout The Woodlands. In total, as a result of a strong sales tax base and the additional revenue source provided by the mixed beverage tax, property owners will pay $800,000 less in property taxes to the Township in 2024 compared to 2023.

The 2023 rate of $0.1714 cents, which helps fund the Township’s 2024 fiscal year budget, is comprised of a maintenance and operations rate of $0.1596 and a debt service rate of $0.0118. Since 2010, The Woodlands Township’s Board of Directors has lowered the tax rate by 59.2%.

The Woodlands Township Board also adopted its 2024 Budget in the amount of $157,322,983 million, representing an 8.4% increase over the 2023 Budget. The 2024 Budget funds many new initiatives including: increased funding for contracted law enforcement services, increasing reforestation efforts, improving pathway connections, enhancements to The Woodlands Waterway, additional funding for the rebuild of Fire Station No. 5 and improvements to the Emergency Training Center, and park and sportsfield improvements. The Township also implemented its first-ever homestead exemption and increased the exemption for qualifying taxpayers aged 65 and older or disabled, saving those taxpayers an additional $1.6 million.

Low debt balances combined with evidence of strong fiscal management have resulted in the Township achieving a bond rating of AA+, the highest bond rating held by a special purpose district in Texas.

October is Fire Prevention Month and October 8 through October 14, 2023, is Fire Prevention Week.

October is Crime Prevention Month

October is Crime Prevention Month and is a good opportunity to review community policing and crime prevention efforts in The Woodlands. Crime prevention is a group effort and requires the community to take a proactive role in safety. Knowing how to protect yourself and your property, and joining with your neighbors and law enforcement to make your neighborhood safer can reduce the opportunity for crime. Getting involved and taking responsibility for your neighborhood should be your first priority. The Woodlands Township Neighborhood Services, in collaboration with law enforcement, gives all residents the tools they need for a safe and secure neighborhood.

Consider these simple steps that you can take to help prevent crime:

• Get to know your neighbors and join The Woodlands Township Neighborhood Watch.

• Volunteer as Neighborhood Watch Coordinator; it’s easy and all materials are provided.

• Call 9-1-1 for any life-threatening or property-threatening emergency.

– Report suspicious activity to law enforcement as soon as you see or hear it. To make it even easier, add your law enforcement agency’s number to your cell phone:

• When you arrive at your vehicle, have your keys ready and check the area around your vehicle for safety.

• Trust your instincts. If something doesn’t seem right, avoid the situation and ask friends, family or security to accompany you, or call law enforcement when needed.

GIVE CRIME AND DRUGS A GOING-AWAY PARTY

The Woodlands Township Neighborhood Services Department invites everyone to join with their neighbors and public safety personnel on Sunday, October 8, 2023, for a night out against crime. National Night Out is an annual community-building campaign that promotes police-community partnerships and neighborhood camaraderie to make neighborhoods safer. National Night Out creates a sense of community by bringing residents and the public safety agencies that serve The Woodlands Township together under positive circumstances.

Participating in National Night Out since 1990, The Woodlands Township, public safety partners and the community have won numerous awards for the way we unite and celebrate our police-community partnerships. On Sunday, October 8, 2023, from 3 to 6 p.m., residents are asked to lock their doors, turn on outside lights and gather with their neighbors. When your neighborhood participates in National Night Out, it accomplishes one of the first steps in crime prevention: “neighbor knowing neighbor.”

Hosting a National Night Out party is a great way to bring your neighbors together!

Take this opportunity to send a message that your neighborhood is united against crime. How you celebrate is up to you. It can be as simple providing popsicles, or as elaborate as playing games and hosting a barbecue. All you need to do

is gather your neighbors and participate! Local law enforcement and The Woodlands Fire Department will briefly visit with many of the neighborhoods that register their parties with Township Neighborhood Services.

Step #1: Party registration is easy!

In 2022, more than 100 public safety personnel visited parties throughout The Woodlands. To join in on the fun and receive a public safety visit, your neighborhood must complete the registration form. To register, please visit www.thewoodlandstownship-tx. gov/nationalnightout and click on the Online Registration Form link. You can also call The Woodlands Township Neighborhood Services Department at 281-210-3800 and ask for the program specialist assigned to your village.

Even if you want to keep it simple and don’t need supplies or a visit from the various public safety agencies, we encourage you to still register your party. It’s important for us to know how many neighborhoods participate in this community-building event.

I.D. the Burglar Village Challenge

This fun contest is designed to promote neighborhood cooperation, crime prevention awareness and to test a person’s skill and accuracy in identifying a suspect. One party from each village will be drawn from the parties registered to participate in the challenge. A “burglar,” along with a “good guy” will be escorted by a Montgomery County Sheriff’s Office deputy to the party chosen from each village. The neighborhood must work together as a team to help identify the burglar!

Store and Discard Prescription Medicines Safely

Is your medicine cabinet full of medications that you no longer use?

Too often, unused prescriptions find their way into the wrong hands. The result can be dangerous and often tragic.

How you store your medicine can make a big difference in the safety of your family and those who enter your home. Pharmaceutical drugs are as dangerous as the drugs you find on the streets. The majority of teenagers get their drugs from family and friends –and some may have easily come from someone’s medicine cabinet.

The Drug Enforcement Administration’s (DEA) Prescription Drug Take Back program provides a safe way to dispose of your unwanted, unused and expired medicines that are susceptible to diversion, misuse and abuse. This program provides a way to dispose of your medications so they will not enter our environment or be accidentally ingested. The following tips can help keep your medicines secure.

How should you store your medicines?

Get organized. Routinely check your medicine cabinet for prescriptions that are expired and ones you no longer need to take. Make sure your medicines are stored in their original packaging with the safety lock tightened.

Secure your medicine. Keep all medicines out of the reach of children and pets. Any prescription narcotics like morphine, opioids or codeine should be in a locked cabinet or drawer. Keep a record of how many of these medicines you have used.

How should you dispose of unwanted medicines?

Expired or unused medicines should be disposed of as soon as possible. The best and most environmentally friendly way to dispose of unwanted medicines is through a DEA permanent drug disposal site. You can search for permanent drop boxes near you by visiting

www.deadiversion.usdoj.gov/drug_ disposal/ and clicking on Search for Year-Round Pharmaceutical Disposal Locations.

At the drop-off sites, the DEA will accept tablets, capsules, patches and other forms of prescription drugs. Collection sites will not accept syringes, sharps and illicit drugs. Liquid products such as cough syrup should remain sealed in their original container.

The United States Environmental Protection Agency recommends that you DO NOT FLUSH unwanted medications down the toilet or drain unless the label or accompanying patient information specifically instructs you to do so.

You can make a difference by following the above safety rules and keeping track of your prescriptions. Think about how your medicines are stored and immediately dispose of unwanted medications. For more information, please visit www.dea.gov. Sources: www.DEA.gov and www.cdc.gov

The Alden Bridge Village Association would like to congratulate the Harts of Hobbit Glen Drive, our August Yard of the Month winner! Mrs. Hart says it’s truly a labor of love, and really wanted to thank her young neighbor next door, Lillian Hopkins, for watering and maintaining the garden when the Harts were away.

And now, let’s switch gears and start looking this month for the highly coveted Spookiest House in the Village Award (best Halloween decorations) at the end of October. Our annual Spooktacular and Fall Festival will be held on Saturday, October 28, 2023, from 1 to 4 p.m. at Harper’s Landing Park. Please mark your calendars to join us for fun, food and games. A costume contest happens at 3:15 p.m., so get in line for judges to vote as you pass on the Trick-or-Treat trail! The judges vote on the cutest, scariest and most unique costumes! Prizes will be presented by 4 p.m. which is when the event ends.

Enjoy Halloween and watch for children on the neighborhood streets. Stay safe and be cognizant of your surroundings in your neighborhood and watch out for each other! Be alert at shopping areas and parking lots. The refreshing breezes of October are back with cooler temperatures, making it the perfect season to venture out into The Woodlands outdoors. Start the month off with family Bingo outings on October 6 and 20 at 6:30 p.m. at The Recreation Center at Rob Fleming Park. Please pre-register as it fills up fast! For a relaxing and maybe romantic cruise, try renting a swan boat or other craft at the Riva Row Boat House for an evening float on October 6. On Sunday afternoon, October 8, many neighborhoods will be gathering for our award-winning National Night Out parties. Be sure to not miss the one near you.

Haunted Happenings

Due to some major improvements to the Bear Branch Park campus this fall, including a covered multi-use rink and splashpad, The Haunted Trail will not be held this year, but it will return in 2024! Meanwhile, The Woodlands Township Parks and Recreation Department has conjured a variety of Haunted Happenings.

Eerie offerings for thrill seekers ages 13 and up include Movie Madness and Treetop Terror on Friday, October 13, 2023. The entire family will enjoy Halloween fun at events such as Putt On Your Costume (Halloween-themed mini golf), Spooky Bingo, Jack-O’-Lantern Jamboree and Halloween Movie Night.

Little ghouls and goblins are invited to creep it real at Haunted Archery, Tandem Trick or Treat, Flashlight Costume Candy Hunts, the Pumpkin Water Patch, Spooktacular Costume Party and Trick or Treat Trail featuring Monster Mash. For adults, the Township Parks and Recreation Department will host a Halloween Pickleball Tournament and Birdies and Boos, presented by Woody Pine Sports. Stop In for a Spell at the Annual Trick or Treat Trail Featuring Monster Mash

Princesses, superheroes, witches and wizards are invited to don their costumes and enjoy a ghoulish celebration at the annual Trick or Treat Trail featuring Monster Mash at The Recreation Center at Rob Fleming Park (NEW LOCATION) on Sunday, October 29, 2023, from 2 to 6 p.m. Children will have the opportunity to trick or treat from booth to booth and fill their bags with goodies from local vendors. This free event will also include strolling entertainment, carnival games throughout the Rob Fleming Recreation Center campus, costume contests, photo areas, balloon artists, food trucks and more!

is here and the time has come to celebrate the arrival of the Halloween season. From pumpkin carving and costume parties to scary movies and haunted houses, there’s something for everyone during the spookiest time of year. Of course, no Halloween is complete without the time-honored tradition of trick-or-treating. Going door to door or trunk to trunk can be fun, but The Woodlands Township Parks and Recreation Department offers an exciting twist on the usual candy-gathering experience.

At Riva Row Boat House, guests are invited to board a tandem kayak to enjoy a trick-or-treating experience like no other on The Woodlands Waterway. Along the banks, participants will find stations where costumed characters wait to distribute Halloween candy. When buckets are full of treats, a final fun surprise awaits at the dock. Being on the water makes for an exciting experience from start to finish.

Pre-registration is required for this one-hour spooktacular event. Tandem kayaks typically accommodate two riders. Children under 42 inches tall can ride in the middle of a tandem kayak with a parent on both sides, if needed. Otherwise, registration assumes one child and one parent per kayak. Green Your Halloween at the Pumpkin Smash

Join The Woodlands Township Environmental Services Department for the Second Annual Pumpkin Smash on Saturday, November 4, 2023, from 3 to 6 p.m. at the Sterling Ridge Park and Ride, 8001 McBeth Way, The Woodlands, TX 77382. This free and fun event provides a unique opportunity for residents to dispose of their Halloween pumpkins.

Each year 1.3 billion pounds of pumpkins end up in U.S. landfills. That’s a scary amount of food waste. Instead of putting your jack-o’-lantern in the trash, bring it to the Pumpkin Smash.

Event Reminders

• There is no limit on the number of pumpkins that participants can bring. Pumpkins can be carved or whole and can be painted with acrylic paints. Pumpkins must be free of non-biodegradable materials such as candles, stickers, yarn, googly eyes, plastics, etc.

Smash It, Don’t Trash It!

• Bring a pumpkin, or pumpkins.

• Bring safety goggles and gloves. Loaners will also be available at the event.

• Wear closed-toed shoes.

Choose your own pumpkin smashing adventure! Catapult it and watch it fly, grab a baseball bat and smash it to pieces or watch it explode on impact from a 30-foot drop. Staff and volunteers will be on hand to monitor safety and ensure fun is had by all participants. Pumpkin remains will give new life as nutrient-rich compost instead of being buried in the landfill. Discover how easy it is to start composting. Local experts will be on hand to answer questions and share upcoming free compost class schedules.

With nearly 100 elements on the course, Texas TreeVentures offers a unique experience for a wide range of ages and abilities. The 2023 expansion added 24 new elements, including one multi-level element, providing even more fun and challenging options for climbers.

Understanding Your Woodlands Water Bill: The SWC Fee and the GRP

Did you know it can take many years for rainwater to replenish water wells? The exceedingly slow “recharge rate” makes our groundwater supplies harder and more costly to access over time. Thankfully, regional solutions were put in place years ago to help conserve and protect this precious resource.

In 2011, the 77th Texas Legislature created the Lonestar Groundwater Conservation District (LSGCD) to preserve, conserve and protect Montgomery County’s groundwater supplies, ensuring their sustainable use for current and future generations. LSGCD implemented various conservation measures. However, demand created by the population boom in Montgomery County has exceeded the aquifer’s ability to recharge.

To meet groundwater reduction requirements set by LSGCD and maintain aquifer levels, the San Jacinto River Authority (SJRA) created the Groundwater Reduction Plan (GRP). The GRP strategy ensures a reliable, long-term

alternative water supply by promoting water conservation, the reuse of treated wastewater, reduced groundwater pumpage from aquifers and the development of surface water from Lake Conroe for all of Montgomery County. The GRP uses pumps to pull raw surface water from Lake Conroe and sends the raw water through a water treatment process to ensure the water meets or exceeds the state drinking water standards. The water is then delivered to The Woodlands and other large volume users along a 55-mile transmission line. This cost-effective solution provides a 50/50 blend of treated surface water from Lake Conroe and groundwater which helps reduce the groundwater withdrawal from the aquifers by 30%.

Woodlands Water, along with over 130 water utilities, is contracted to share a portion of the cost to cover the implementation, operation, and maintenance of the GRP. Since 2010, this cost has been listed on your water bill as the Surface Water Conversion (SWC) Fee.

The SWC fee is a pass-through fee, meaning customers are charged only what Woodlands Water is charged by SJRA to supply treated surface water from Lake Conroe.

The current SWC Fee is $3.20 for every 1,000 gallons of water consumed in one month. SJRA reviews these rates annually and it reports that rates will remain $3.20 through September 2024.
