Nestled just 27 miles north of the bustling metropolis of downtown Houston, Texas, The Woodlands stands as a testament to visionary planning and community development. 2024 will mark a significant milestone as The Woodlands celebrates its 50th anniversary, a journey that began with the remarkable vision of George P. Mitchell.

Officially established in October 1974, The Woodlands has evolved into a thriving master planned community that is home to over 120,000 residents and hosts around 2,500 businesses. What sets The Woodlands apart is not just its sheer size, but the meticulous planning that has gone into every aspect of its creation. From residential neighborhoods to corporate headquarters, from parks to shopping destinations, every element has been carefully considered to create a harmonious and vibrant living environment.

One of the standout features of The Woodlands is its commitment to green spaces and recreational areas. With an astounding 151 parks and an extensive network of 220 connected miles of pathways and trails, residents and visitors alike can enjoy the beauty of nature while staying active. This dedication to preserving nature’s beauty has not only created a healthier community but has also fostered a strong sense of camaraderie among residents.

Throughout its five decades, The Woodlands has not only provided a place to call home but has also emerged as a hub for various amenities and services. It’s not just a residential area; it’s a wellrounded community that encompasses education, healthcare, leisure and commerce. The presence of schools, places of worship, dining establishments, shopping and healthcare facilities within its boundaries ensures that residents can access everything they need with ease.

The success of The Woodlands is due in no small part to the collaborative efforts of homeowner associations, special purpose districts, local businesses and the developer that have all contributed to the community’s growth. This collective spirit has enabled The Woodlands to continually adapt to the changing needs of its residents and maintain its status as a sought-after place to live and work.

As The Woodlands reaches its 50-year mark, it stands as a living tribute to the original vision set forth by George P. Mitchell. His foresight and dedication have given rise to a community that embraces innovation while preserving the natural beauty of the land. Looking ahead, the next 50 years promise further growth and evolution, as The Woodlands continues to be a shining example of what can be achieved when vision, planning and collaboration come together.

Safeguard Your Home for the Holidays

The holidays are just around the corner. It’s a great time to celebrate with close family and friends and have a little time off. Here are some tips to help make sure your time is enjoyable.

• Lock your doors, windows and garage doors, even when you are home. Locking the doors may keep an unexpected intruder out, helping to keep you and your family safe.

• Set your home alarm, if you have one, and make sure your family and guests know how to use it or know how to turn it off. An alarm should be registered with the county where you reside.

• Keep motion cameras charged and ready if you have them. Camera notifications may alert you to someone on your property.

• Consider motion lights for your driveway. It’s best to park in your garage, but if you do have a vehicle in the driveway, the light coming on automatically may deter someone trying to get into your vehicle.

• Trim shrubs and trees back carefully for better visibility to your home. Make sure you can see if someone is hiding behind them.

• Encourage your family not to open the door to solicitors or anyone they don’t know. Speak to the person at the door, so they know someone is inside. Potential burglars typically don’t want anyone home if they are planning a break-in.

• Discuss with your older children what to do in different scenarios and when to call 9-1-1. Make sure they understand what an emergency is, such as a life-threatening emergency.

• Have important phone numbers in your cell phones. Have written numbers by any home phones also.

• Check your blinds. Tilt blinds so that people can’t see you or your valuables.

• After the holidays, turn boxes inside out. Don’t show others what new valuables you have.

• Report any suspicious activity to your local law enforcement when it is happening!

NOVEMBER 2023 THE WOODLANDS COMMUNITY MAGAZINE 9

The Woodlands’ Own Holiday Tradition

Many communities have traditions that are unique to them, and The Woodlands is no different. One of the longest-standing traditions in The Woodlands is the Lighting of the Doves, an event that signals the beginning of the holiday season with a message of peace on earth.

In recent years, the Lighting of the Doves event has attracted upwards of 15,000 residents and visitors to play in snow, participate in a festival, enjoy traditional and international performances on two stages, cheer as Santa Claus arrives on a Waterway barge and view with delight as the darkened Doves magically come to life when Santa flips the switch.

Signs of the Doves can be found throughout The Woodlands: lighted threedimensional doves at major intersections and more lighted doves at Town Green Park and gracing the Lake Robbins bridge. Depictions of doves can also be seen on blue and yellow banners along the major thoroughfares.

But how did it all begin?

The story of how the Doves became part of The Woodlands hearkens back to the first decade of development. According to local newspaper articles,

A BRIEF HISTORY

in early 1982, former The Woodlands Corporation President Ed Lee visited Hong Kong, and while dining in a restaurant there, he saw a giant street display of colored lights that outlined different animal shapes. The one he liked best was a large bird that appeared to be soaring toward the sky: a dove, a universal symbol of peace.

When Mr. Lee returned to The Woodlands, he arranged for three 60-foot-tall Doves of Peace to illuminate the Grogan’s Mill/Woodlands Parkway intersection for the holidays. The site was the only major crossroads in the community at that time, and the Doves were the development company’s gift to the community, placed where they could be enjoyed by all.

The first lighting was held on December 5, 1982. Timing of the event has varied over the years, from the first Saturday in December to Thanksgiving weekend and now to mid-November. Early ceremonies included musical entertainment provided by local church groups, concerts by the McCullough High School Band and York Junior High Chorus, handbell choirs, a cappella groups, local choirs, speakers presenting messages of hope and peace, and the arrival of Santa Claus on an antique

fire engine, accompanied by the high school cheerleaders who passed out candy to the crowd, a sing-a-long, heralding trumpets and finally, the “flipping of the switch” to illuminate the Doves. The Doves then brightened The Woodlands’ largest intersection throughout the holiday season.

For several years, including the first year, merchants at the Grogan’s Mill Village Center held a celebration following the Lighting of the Doves. Stores were open late, and residents bustled in for hot chocolate, carol singing and holiday cheer. Hayrides shuttled residents from the center to the lighting site for the ceremony, and then back to the shopping center. Being a much smaller community with only two villages, probably a few hundred attended.

Mr. Lee passed away in 1986, but his gift of the Doves has remained with the community every holiday season ever since. The Woodlands Corporation (developer of The Woodlands at the time) underwrote the celebration until 1993. At that point, The Woodlands Community Association took on the responsibility of organizing the celebration for the community.

With the construction of The Woodlands Parkway overpass in 1995, there was no more room for the Doves or the event, and the Doves needed a

new home. That year, the event moved to Lake Robbins Drive, for a new event, the Lighting on the Lake. It marked the beginning of change for the Doves. Santa arrived in a red Mercedes convertible, a local television anchor arrived by helicopter, and the doves reflected their peacefulness over the lake that could be seen from I-45 and by those at the mall, while the ceremony took place on the Ring Road bridge, just in front of Landry’s restaurant.

More changes for the Doves came in the years that followed. The 60-foottall birds needed expensive refurbishing and repairs. More construction in the Lake Robbins area meant they could not be placed at their previous location. And so...the doves were sold to another organization, the Town Center Improvement District, who took on the cost and organization of the event.

The three, two-dimensional doves grew to nine three-dimensional doves that graced the new Lake Robbins Bridge. The event itself localized in the Town Center which had become a growing gathering place. A loud whoosh and sleighbells then signaled the arrival of Santa Claus in a large, colorful sleigh, accompanied by

several elves and drawn by Clydesdale horses. Now, this was magic. More doves appeared at various intersections, including some placed by the Community Associations of The Woodlands.

The location for the event eventually settled in Town Green Park and along The Woodlands Waterway®, where it is still held today. The Town Center Improvement District managed the event until it was transferred to The Woodlands Convention and Visitors Bureau, and then to The Woodlands Township Parks and Recreation Department, the managing entity since 2016.

Many people – community leaders and staff of The Woodlands Corporation and its successors, including Howard Hughes, The Woodlands Community Association, The Woodlands Association, The Woodlands Commercial Owners Association, The Woodlands Community Service Corporation, The Woodlands Fire Department, Town Center Improvement District, The Woodlands Township, public safety agencies, CISD teachers and students, especially in the music programs, contractors, entertainers and agencies, members of The Woodlands Symphony, village volunteers, retirement homes and

many more – contributed over the years to making the Lighting of the Doves a true community tradition for The Woodlands. (Yes, for those who remember, there were some additional doves in other locations in The Woodlands, some special holiday trees, and for a while, an international festival, but that is another story!)

While the small community gathering in 1982 has grown to a much larger event over the years, the message has remained the same: Peace on Earth And still, just as Santa whispered slowly to the crowd at the Lighting on the Lake in 1995, just before the lighted Doves and a little bit of fireworks heralded the moment, “Peace...is very...magical.”

May the Doves and their message of peace continue to shine.

The ceremonial illumination of the giant doves continues to symbolize peace during the holidays. The 2023 festival showcases the cultural diversity of The Woodlands and holiday traditions celebrated around the world. Featuring snow play areas, vendor booths, children’s activities and entertainment, the festival culminates with a special appearance by Santa Claus down The Woodlands Waterway and a dazzling fireworks display. Produced by The Woodlands Township Parks and Recreation Department; Sponsored by Texas Children’s Hospital, America’s ER + Urgent Care, The Howard Hughes Corporation®, Wright’s Printing & Marketing.

The Woodlands Township  Holiday Lighting and

Decorating Contest

Celebrate the season with the annual Holiday Lighting and Decorating Contest! Most of the village associations coordinate their own contest with support from The Woodlands Township and The Woodlands Fire Department. To enter the contest, just decorate the outside of your home for viewing by the judges during the month of December. There are usually two categories participating village: Best Home and Best Neighborhood. A neighborhood is broadly defined as a few homes located in close proximity, or an entire cul-de-sac or subdivision. Best Home prizes include a yard sign and plaque. A yard sign and other prizes are usually awarded to Best Neighborhood. Members of each village association serve as contest judges. The selection of winners is left to the sole discretion of the judges. Please check with your village association for more details about your respective village contest.

Please remember that winter holiday decorations and lights may be illuminated no earlier than the second Monday in November through January 15 of the following year. Seasonal displays must also be limited in scope and not become a nuisance or annoyance to the neighborhood.

How to Maintain Your Home and Increase its Value

As seasons change and cooler weather approaches, it is the perfect time for homeowners to get outside and enjoy the fresh air while they tackle those home maintenance projects on their to-do list.

Residents are required to maintain their homes in accordance with The Woodlands Township Covenants and Standards, which are also referred to as Deed Restrictions. The Covenants and Standards are extremely important to the preservation of property values

in The Woodlands. These protective deed restrictions set the standards for property maintenance and apply the acceptable standards for physical changes made to properties. Not maintaining your residence in accordance with the Standards can result in a violation. Fortunately, there are a few easy steps that homeowners can take to maintain their home and increase their home’s value.

Maintaining your home can take minimal effort with a little planning ahead. We all know that life can have

its twists and turns, so it is important to allot a certain amount of time for repairs and necessary upkeep. Spreading tasks out or setting a reminder on the calendar can help you stay on top of things. Now that you are ready to put on those work gloves and get to work, watch your home magically transform before your very eyes!

For more information about Township Covenants and Standards, please visit www.thewoodlandstownshiptx.gov/covenants.

*Holiday decorations and lights may be illuminated no earlier than the second Monday in November through January 15 of the following year. All other seasonal decorations may be displayed for a period not to exceed three weeks.

Holiday Shopping Safety Tips

It’shard to believe, but it’s already time to think about the holidays!

The Woodlands has many wonderful shopping venues, and most of us have the option for shopping online as well. For those of you who want to purchase gifts in person, these tips may help keep you safer.

• Limit items that you plan to take with you. Remove extra credit cards, extra cash, and important documents from your wallet or purse before you shop.

• Remove packages and valuables from your vehicle before you head out and when you get home. Don’t make your vehicle a target for burglary of motor vehicle.

• Make a quick check of your vehicle before you leave. Ensure you have gas or an electric charge, air in the tires, etc., to make sure you get where you are going and back.

• Look for a visible parking spot near the door if you can. Park in a well-lit area if you might return to your vehicle after dark. Be sure the door you choose to park by will be unlocked if you plan to stay until closing.

• Don’t leave children or animals in the car! Even in cooler months, cars can heat up fast.

• Lock your vehicle and set your alarm. You can also take a picture of where you park to help you find your vehicle quickly after a long day of shopping.

• Be aware of your surroundings while walking to and from the store. It’s not the time to check your phone for the latest bargain. Take a friend along to help you keep an eye on your items – it’s more fun anyway!

• Have a plan for your children if you get separated. Let them know what you want them to do or where you want them to meet you, depending on their age.

• Save your receipts. Use your receipts to later verify the amount of your credit purchases and make returns and exchanges go more smoothly.

• Have your keys handy and make sure you have all your items when you leave the store. You don’t want to be distracted when walking to your vehicle.

• If something doesn’t seem right when you are walking to your vehicle, go back to the store. Ask security to walk you to your vehicle.

• If you are driving to another store before heading home, be sure to hide your items in your vehicle before you leave the current store. That way someone won’t be able to see your items in your car when you get there.

• Report any suspicious activity to your local law enforcement when it is happening!

Keys to Understanding, and Lowering, Your Water Bill

If you’re like most folks, the hot, dry summer had you paying closer attention to your monthly bill from Woodlands Water. For help understanding how your bill is determined each month and how to lower it year-round, please continue reading.

WATER The amount you’re charged for water each month derives from a base fee plus a consumption charge.

Base Fee: This constant, monthto-month fee covers the fixed costs of providing water services to your property like infrastructure maintenance, billing and administration.

Consumption Charge: Your water use, or consumption, is charged per 1,000

gallons. Rates are “tiered” to encourage conservation; the more water used, the higher the rate. You can find tiers and their rates (specific to your MUD), on the back of your water bill and at woodlandswater.org/rates.

SEWER Like water, your sewer charge derives from a base fee plus a consumption charge (per 1,000 gallons). Your water use from December through February determines your maximum monthly sewer charge year-round. So, wise water use in winter, such as not watering the lawn, pays off all year long.

TCEQ FEE This is a pass-through fee to the Texas Commission on Environmental Quality (TCEQ) to fund environmental and regulatory programs.

SWC FEE The Surface Water Conversion (SWC) Fee, a pass-through fee to the San Jacinto River Authority, covers the cost of supplying treated

surface water from Lake Conroe. Using surface water helps conserve our groundwater supplies for current and future generations and helps prevent subsidence. Currently, the SWC Fee is $3.20 for every 1,000 gallons of water consumed in a month.

KEEP THOSE BILLS LOW

The key to lower bills is wise water use, like not overwatering the lawn and fixing leaks. And be sure to scan the QR code to use WaterSmart, a free online portal by Woodlands Water that tracks your household water use by the hour, alerts you to high use and notifies you if there’s a leak.

Feeling Wrapped Up in Plastic Film this Holiday Season? Don’t Trash It, It’s Valuable!

During your upcoming shopping trips in preparation for that magnificent Thanksgiving dinner, no doubt you will accumulate plastic grocery bags, bags full of that scrumptious dressing mix, and wrappers from all those paper towels you’ll buy in preparation for cleanup.

All that plastic film creates an opportunity to give a new life to this hardto-recycle product. Any plastic film that’s stretchy and doesn’t make a crinkle sound when crumpled can be recycled, but NOT in your curbside cart. Grocery stores and other local retailers have a bin or barrel where the film can be deposited on your next trip there. If you don’t see the bin, ask at the Customer Service Desk.

Even if you are doing a great job of remembering to take your reusable shopping bags to the store, it’s difficult to completely avoid plastic film. Reducing the amount that gets sent to landfills is important, though, and it can be converted to a variety of new products such as reusable shopping bags, or even woodsubstitutes for things like park benches.

HOLIDAY WASTE COLLECTION AFFECTED

There are NO solid waste collection services on Thursday, November 23, 2023, in observance of the Thanksgiving holiday. All services are affected –trash, recycling, yard trimmings, and bulk pickup. Curbside services will resume on Friday, November 24, 2023. Households with Service Days of Thursday or Friday will be collected on the day following their regular service day. To report missed pickups, contact Waste Management Customer Service: 800-800-5804 or cssatex@wm.com.
