The Woodlands Township lowers Tax Rate
TheWoodlands Township Board of Directors recently lowered the 2018 property tax rate and adopted the 2019 budget. The Board approved a tax rate of 22.73 cents per $100 of taxable property value. This number is made up of 21.03 cents on each $100 of taxable property value within the Township for maintenance and operations and a 2018 ad valorem tax rate of 1.70 cents on each $100 of taxable property value within the Township for debt service. The Woodlands Township Neighborhood Watch invites everyone to join together with their neighbors on Sunday, October 14, 2018, from 3 to 6 p.m., for National Night Out. National Night Out is an annual communitybuilding campaign that promotes policecommunity partnerships, heightens crime and drug prevention awareness, generates support for local anti-crime efforts and sends a message to criminals, letting them know neighborhoods are organized and fighting back. Residents are asked to lock their doors and gather with their neighbors. When your neighborhood participates in National Night Out, it

The National Night Out Community Safety Expo is coordinated by The Woodlands Township Neighborhood Watch and offers residents an opportunity to meet and thank the first responders who keep our community safe. Residents can explore public safety equipment from local, state and federal agencies, ask questions and learn more about public safety. In addition, local community organizations will participate to promote awareness of their organizations and programs.

One of the community’s premier running events, the 13th Annual Memorial Hermann 10 for Texas race series includes a 10-mile course, the 3.1 Armadillo Run (5K) and the One 4 Texas Kids’ Fun Run (1 mile).
Early registration for the race is strongly encouraged, as openings for the event fill quickly. The number of participants in all three races is capped to ensure runner comfort and safety.

• The Board proclaimed September 11, 2018, as Patriot Day and the National Day of Service and Remembrance. The Board also proclaimed September 11, 2018, as First Responders Day. The Township held two public events on September 11 to recognize those lost in the attacks on September 11, 2001, and to recognize The Woodlands Township’s first responders.
• The Woodlands Express recently launched a mobile ticketing app for passengers travelling to and from several locations in Houston. Visit www.woodlandstransit.com for more information.
• The Woodlands Convention and Visitors Bureau recently signed an agreement to remove the Waterway Cruisers, damaged during Hurricane Harvey, from The Woodlands Waterway. Plans
are underway to replace the boats with another amenity or newer boats.
• The Woodlands Township recently accepted a contract to build an adventure course in the Village
of Creekside Park as part of the amenities at the Recreation Center at Rob Fleming Park. Watch for more information on this in the coming months and early next spring.

Hit the Pathways with Walk TO School MONTH

October is International Walk to School Month, and it couldn’t be a nicer time to get out on the pathways and enjoy the cooler weather. For kids and adults alike, walking has many benefits that include exercise, opportunities to experience nature and reduced exhaust fumes from idling in the school drop-off line.
A 2014 study by Stanford University showed that walking can boost creative output by 60 percent, and a 2012 Danish study found that even a small amount of exercise increases academic concentration and performance. When parents and kids walk together, there’s the added benefit of quality family time for connection and learning. Walking to school with our children is an opportunity to teach kids basic pathway safety awareness. Experience gained from walking and bicycling gives our children self-confidence and develops independence.
Walk to School in October
Twelve elementary schools in The Woodlands observe International Walk to School month with scheduled
walk days. It only takes about 10 minutes to walk a quarter of a mile or to bike an entire mile – so join the fun!
During Walk Month, staff from The Woodlands Township Environmental Services, Neighborhood Services, Parks and Recreation, Park Rangers, Conroe ISD Police and Harris County Precinct 4

The Woodlands Township will offer Sunny Dayz Thanksgiving Break Camp beginning on Monday, November 19 through Wednesday, November 21, 2018, from 7:30 a.m. to 6 p.m. at The Recreation Center at Rob Fleming Park, 6464 Creekside Forest Drive. Camp will close at 3 p.m. on Wednesday, November 21, 2018.
Campers will enjoy a multitude of fun-filled games and activities including archery, crafts, gym games, trips to the park, movies, special snacks and more! Camp is for children ages 6 to 12, as well as Teen Camp for ages 13 to 15. Enrollment options and fees are $125 for 3-Day and $50 daily options per child. Sibling discounts are available.

Happy October from Alden Bridge! Hooray! It’s time for pumpkins, colored leaves and candy corn!
We have a couple of interesting speakers lined up for our October village association board meeting, so please join us. Alan Pennington of Matrix Consulting will talk about the work his company is doing on the incorporation study, and Teri MacArthur from the Township’s Environmental Services Department will educate us on her department’s activities in The Woodlands. We’ll meet at the Township building, 2801 Technology Forest Blvd., at 7 p.m. on Tuesday, October 9, 2018.
Our latest Yard of the Month winner was the Pogue family in Hawthorne Hollow. Congratulations on a job well done! We’ve put that program to bed for the winter, but we’ll be back in May, awarding beautiful yards around our village. Meanwhile, we’ll award this year’s “Spookiest House in Alden Bridge”
on October 30, 2018, and we always have some really spooktacular Halloween decorations in our village. Help us choose the best by looking around and emailing your nomination to abvainfo@gmail.com no later than October 21, 2018.
Volunteers are always needed to work for Alden Bridge at The Woodlands Village Associations’ Flea Market, which will be held at the Town Center garage next to the
Pavilion on October 6, 2018. The village associations that provide volunteers share in profits from booth sales, and our share benefits our scholarship fund. It’s very early Saturday morning, so you’ll have all afternoon for your own activities, plus you get first look at all the goodies for sale. Garage sales aren’t permitted in The Woodlands, so this is your semi-annual opportunity to sell unneeded “stuff” while benefiting village association activities (and maybe pick up a neat Christmas gift). Early voting for The Township Board of Directors election is from October 22 through November 2, 2018, and Election Day will be November 6, 2018. Cochran’s Crossing
Mark your calendar for the Cochran’s Crossing Village Association’s Fall Festival on Sunday, October 21, 2018, from 1 to 4 p.m. at Shadowbend Park. Remember, the event is held free of charge!
From time to time, the Cochran’s Crossing village association board has an open director position. Earlier this year, Ginger Fray joined the board. It didn’t take her long before she found herself chairperson of this year’s Fall Festival. Dabney Wisenbaker, who previously headed up the festival, left a well-documented set of directions, and Ginger and the board are ensuring that the event continues successfully.
Other keys to success for the Fall Festival are the Rotary Interact Clubs from College Park, The Woodlands Township, Cooper High School and Cochran’s Crossing Kroger, who will provide the food and drinks for the event.
In addition to the Fall Festival, the Cochran’s Crossing board recently sponsored a trip to an Astros game. The Cochran’s Crossing residents who came along on the trip had a great time at the game.
Board meetings continue to be an opportunity for residents to express their concerns. The fear that some drainage issues have not been addressed is still a matter of discussion.

The board meetings also have provided an opportunity for the bylaws of Cochran’s Crossing to be reviewed and recommendations made for revisions. This review process had not been carried out for more than five years. To expedite the review, a survey of board members was taken to determine which suggestions would be carried forward. The survey has been completed and revised wording will be presented in the future.
One of the features at each board meeting is the law enforcement report. The Sheriff’s Deputies report on 12 “crimes of note” categories. In June, there were nearly 1,200 calls for services in Cochran’s Crossing. Burglary of motor vehicles continues to be the most reported crime of note.

Mark your calendar for upcoming events around The Woodlands! National Night Out is Sunday, October 14, 2018, from 3 to 6 p.m. This event is an annual community-building campaign that promotes police-community partnerships and neighborhood camaraderie to make neighborhoods a safer, better place to live.
The annual Halloween Spooktacular is on Saturday, October 27, 2018, at 1 p.m. Both events are at Harper’s Landing Park. The Spooktacular continues to be a favorite of College Park residents. If you haven’t been to one yet, then this is the year to attend. There will be a trackless train, a bounce house, trick-or-treat trail and a costume contest. Bring your used alkaline batteries to either of these events
and drop them off with us for the Village Challenge.
All activities are supported through the College Park Village Association and free to our residents. We could not do this event without the help of student volunteers from College Park High School JROTC and the Ambassadors. Check out the College Park Village Association website for updates and a full calendar of our annual scheduled events.
Fourteen teachers in College Park applied for and received teacher grants as part of our initiative to give back to our residents. The money was earned by College Park board members and with the help of the residents through various Village Challenges and volunteer efforts. Activities we support are the Flea Markets, Earth Day GreenUp, America Recycles Challenge and the Water-Wise Village Challenge. When you respond to our requests for volunteers or when you choose to get involved in a Village Challenge, you are supporting the College Park community.
The Village Challenge is on and this year we are collecting alkaline batteries. These will be collected at the 3R Bazaar on Saturday, November 10, 2018. The event will be at The Farmer’s Market in Grogan’s Mill Shopping Center and is sponsored by the Township’s Environmental Services Department.
The College Park Village Association Board of Directors sponsors and supports many events in your neighborhood. Our monthly minutes are on the College Park website at www.villageofcollegepark. com. We have board positions available for residents interested in serving the community of College Park. Greetings Creekside residents!
Hope your summer was good and you enjoyed the events offered by your village association and The Woodlands Township. The Creekside Park village association board held the annual Wendtwoods Pool Party this summer. The weather was great and the event was a success. About 360 residents attended the party. Kona Ice made 200 free Kona Ice cones for those who attended, and we CPR-certified about 30 residents! We look forward to seeing everyone again next year!
October is here, and that means it is time for National Night Out. This event was established to increase awareness about police programs in communities such as drug prevention, town watch, neighborhood watch and other anticrime efforts. The Woodlands took first place in our category, 100,000 – 300,000 resident communities, in 2017. If you have not registered your neighborhood or street for a party, it is not too late. National Night Out will be held on Sunday October 14, 2018, from 3 to 6 p.m. For information about the event, resources for party ideas and party registration, please visit www.thewoodlandstownship-tx.gov/ NationalNightOut.
October is also the beginning of the Water-Wise Village Challenge. The Woodlands Township Environmental Services Department invites residents and village associations of The Woodlands to participate in this challenge. Turning off your automated sprinkler systems or not watering your grass in the winter months, between October 15 and April 15, helps conserve water and reduces water runoff. When a household takes the challenge and pledge, they are earning points for their village. The village with the most points will receive a cash donation for their education funds. Residents of The Woodlands and Indian Springs love the excitement of Halloween events like trick-or-treating, parties and visits to the neighborhood haunted houses. During this fun, we must be cautious and aware of the safety concerns. To help ensure everyone is safe on this ghoulish holiday, the American Academy of Pediatrics has compiled a list of Halloween Safety Tips.
• Young children should be accompanied by an adult during neighborhood rounds.
• Plan and review an acceptable route for older children going alone.
• Agree on a specific time children should “check-in” and be home.
• Remind children to never enter a stranger’s home or car.

There is plenty to offer for babies and toddlers this fall! Toddler Time began in September and a new program, Baby Time, has been added to the season’s offerings as well. These programs are offered on multiple days to accommodate parents’ busy schedules.
Toddler Time
Are your children tired of playing at home with the same old toys? Get out of the house and let your kiddos have fun with our toys and equipment. Toddler Time is a great program to allow the kids to socialize before pre-school and allow parents to socialize with other parents! Parental supervision is required. Toddler Time is offered twice weekly from September to May, on Tuesdays from 10 a.m. to noon at Bear Branch Recreation Center (5310 Research Forest Drive) and Thursdays from 10 a.m. to noon at
Rob Fleming Recreation Center (6464 Creekside Forest Drive). There are special themed weeks offered each month:
• October 20/Nov 1, 2018: Halloween party!
• November 13/15, 2018: Turkey Day Fun!
• December 11/13, 2018: Holiday Party!
Toddler Time is offered for kids crawling to pre-school age. The fee to participate is $3/day or $10/month. There is no Toddler Time during the weeks of Thanksgiving or Christmas. There will also be a blanket and baby toys out for parents with younger babies.
Baby Time
Join us for a come-and-go program that encourages play with educational toys and baby/parent socialization. Spend time together, play in a play
group atmosphere, make friends and visit with other parents. This can be a great opportunity to meet new parents going through the same phase of life as you!
Baby Time is free to participate and is offered for babies up to 12 months old. This program is offered every Monday from September to May from 10 a.m. to noon at Bear Branch Recreation Center. There is no Baby Time during the weeks of Thanksgiving and Christmas.

Residents are encouraged to stay vigilant not only in October, but all throughout the year with necessary supplies. Every home should have a ready kit with the following supplies:
• One gallon of water per person per day for drinking and sanitation
• At least a three-day supply of non-perishable food
• Battery-powered or hand-crank radio and a National Oceanic and Atmospheric Administration ( NOAA) weather radio with tone alert and extra batteries for both
• Flashlight and extra batteries
• First-aid kit
• Whistle to signal for help
• Filter mask or cotton T-shirt to help filter the air
• Moist towelettes, garbage bags and plastic ties for personal sanitation
• Wrench or pliers to turn off utilities
• Manual can opener and utensils if kit contains canned food
• Plastic sheeting and duct tape to shelter-in-place
• Important family documents
• Items for unique family needs, such as daily prescription medications, infant formula or diapers, and medication and food for pets.

On some October days, it can feel like the summer heat never went away. If your family needs to cool off this month, be water-wise! Don’t just turn on the hose or run in the sprinklers because there is a fun, interactive alternative at your neighborhood parks!
All five Township spraygrounds operate daily from 8 a.m. to 8 p.m. through October 31, 2018. Each facility is free to the public throughout the month. Sprayground water is re-captured, filtered, sanitized and re-used. It is a much more
environmentally-conscious way to stay cool than the water hose at your home. The Township Parks and Recreation Department staff checks each location daily for safety, cleanliness and functionality.
Pavilions are also located nearby in most parks and can be rented for special events. Contact the reservations staff if you’re interested in renting a pavilion by emailing Reservations@ thewoodlandstownship-tx.gov, or calling 281-210-3900.

Native Plants Now Eligible for WJPA Rebates
Native plants, which use significantly less water than non-adapted plants, have been added to The Woodlands Joint Powers Agency (WJPA) for rebates on residents’ water bills. Rebates already exist on such items as rain barrels for rainwater harvesting, drip irrigation for landscape plants, rain sensors and smart irrigation controllers.
Native plants, which have survived for eons on available rainwater alone, are much more resilient to the hot summers of southeast Texas, require little or no fertilization and help lower water use, resulting in lower water bills for residents.
Native plants serve a larger purpose than just looking nice. They act as sources of pollen and nectar for butterflies, hummingbirds and bees. Their seeds provide winter food for birds, and many of them are perennials or readily reseed themselves.
Residents can choose from a list of 100+ native plants at several participating nurseries. WJPA has used the Texas
Native Plant Society-Houston Chapter’s master list of native plants which do exceptionally well in our area. The WJPA website includes the list of eligible plants and the participating nurseries (www. wjpa.org/services/rebate).
The rebate program allows residents to purchase any of the above-mentioned water products and receive a 50 percent rebate on their water bill – with the rebate capping at $150 (representing $300 in purchases). Each home has a rebate of $150 allotted to it, and the resident can purchase a combination of the items until they reach the $150 rebate level.
In other words, if a resident purchases a rain barrel for $100, that resident will receive a rebate of $50. If later, the resident purchases $200 of native plants, they receive a $100 rebate – for a total of $150. Any combination of items qualifies for rebates. Once the $150 is reached, the resident is no longer eligible for any further rebates.

The resident may drop the receipt off at the WJPA Water Resources Building, 2455 Lake Robbins Drive, The Woodlands, TX 77380, mail it in to the same address or email it to lwest@wjpa.org.

Fall offers some of the nicest weather for getting out in the yard and garden. It also happens to be the best time of year to perform certain landscaping tasks.
Hereare a few fall “to-dos” this month and next to spruce up your landscape, give it a good start for next spring and spend some quality family time outside.
Plant trees, shrubs and perennials.
October and November are the best months for planting trees, shrubs and perennials in our area. The cooler months before winter give new plantings plenty of time to develop sound root systems before the onslaught of heavy rains, drought and heat. Assess your yard and garden to see if you need to replace a plant or have a spot for a new addition. Always consider planting natives first— they establish well in the garden and are built to withstand our soil, weather and common garden pests. This means they require no fertilizers or pesticides, and additional water only during drought. Avoid planting any invasive species, such as Chinese or Japanese privet, Chinese wisteria, coral vine, English ivy, Japanese honeysuckle, Heavenly bamboo, Golden bamboo or Chinese tallow tree.
Grow winter herbs or vegetables.
Winter is the prime season for growing some of your favorite herbs
and vegetables, so set your plants in now. Winter crops include broccoli, cauliflower, Brussels sprouts, lettuce, cabbage, spinach, peas, dill, fennel, cilantro and parsley—just to name a few.
Make some compost.
Come spring, virtually everything you grow in your garden will thank you for composting. And fall is the perfect time to start making your own from newly fallen leaves and spent plants in your beds. So pile it up, bin it up, just save it up and you’ll have some “black gold” to spread on your beds and lawn during growing season.
Mulch.
By covering your beds with two inches of mulch in fall, you help protect your plants’ root systems from the colder winter weather and help your soil maintain healthy moisture levels. In our climate, mulch tends to break down after 12 months, so an annual application is recommended. Pine straw, shredded bark mulch, compost or leaves all make good mulch.
Compost your lawn and patch dead spots.
Add compost to your turf instead of fertilizer. Compost improves soil that is heavy with clay and feeds beneficial microorganisms that are the unsung heroes of a healthy, productive lawn. If you have any brown spots in your lawn, now is the time to cut those away and patch with new sod. Just as with other fall planting, this gives your new sod time to establish a good root system so it will be ready for spring growth.
Attract backyard song birds.
Don’t forget about our feathered friends. Finches, hummingbirds, warblers and cedar waxwings are some of the birds visiting our backyards during their fall migrations; while robins, wrens, cardinals, titmice, chickadees and woodpeckers call our area home all year.
Add fall and winter color.
If you want to put a new face on your beds, there are a number of colorproducing perennials and annuals that are especially good growers in our colder months. Consider snapdragons, alyssum, asters and dianthus especially, as each of these supports our native butterflies and bees as nectar-rich food sources when blooming plants are hard to come by.

Winter is a perfect time for growing some of your favorite vegetables, so set your plants now.
Fall is the perfect time to add compost to your lawn instead of fertilizer. Compost is a great natural alternative to help your lawn stay healthy.
