Township Board Sets Tax Rate

The Woodlands Township Board of Directors approved the 2018 budget in late August. Continuing to use sound fiscal management and show support of economic development, the Board recommended a proposed ad valorem tax rate of 23 cents per $100 of taxable property value, which is equal to the current tax rate. The Township continues to be positioned to manage the growth of the area while maintaining and replacing capital assets and facilities as necessary.

The Woodlands Township Neighborhood Watch invites everyone to join together with their neighbors on Sunday, October 8, 2017, between 3 and 5 p.m., for National Night Out. National Night Out is an annual communitybuilding campaign that promotes policecommunity partnerships, raises awareness of crime and drug prevention, generates support for local anti-crime efforts and sends a message to criminals letting them know neighborhoods are organized and fighting back. Residents are asked to lock their doors and gather with neighbors. When your neighborhood participates

in National Night Out, it accomplishes one of the first steps in crime prevention, “neighbor knowing neighbor.”

Take this opportunity to send a message that your neighborhood is united against crime. How you celebrate is up to you. It can be as simple as providing popsicles or as elaborate as playing games and hosting a barbecue. All you need to do is gather your neighbors and participate! Why not start a new tradition in your neighborhood? Greet your trick-or-treaters outside! Grab your pumpkin, candy and lawn chair and set up in your driveway to hand out your treats. This not only provides for a safer environment for the neighborhood goblins, but also gives you an opportunity to visit with your neighbor.

Children should trick or treat with an adult. If kids are mature enough to be without supervision, they should stick to familiar areas that are well lit and go in a group. Teach children to never go into a stranger’s house unless an adult is with them.

If children are trick-or-treating without an adult, have them carry

a cell phone and check in often. Instruct them only to go to houses with illuminated porch lights.

Costumes should be made of light colors. Consider adding reflective tape to costumes or bags. Glow sticks help children to be seen by drivers. Parents should carry a flashlight to lead the way.

When selecting a costume, make sure it is the right size to prevent falls and other bumps in the night. Also, make sure that costumes are flame retardant. Costume accessories should be short, soft and flexible.

Try makeup instead of a mask that could obstruct a child’s vision. When choosing makeup, look for ingredients that are labeled “Made

with U.S. Approved Color Additives,” “Laboratory Tested” or “Non-Toxic.”

When driving on Halloween, be especially alert for children. Children are excited on Halloween and may move in unpredictable ways. Remove any distractions from your vehicle so you can concentrate on your surroundings. Teach children to make eye contact with drivers before crossing in front of a vehicle.

Examine all treats for choking hazards and tampering.

Jack-o’-lanterns are fun, but can present a fire hazard if left unattended. Instead, use a glow stick or flameless candle for illumination.

The Woodlands Remembers the Fallen of 9/11,

Honors First Responders

The Woodlands Township and Board of Directors hosted two ceremonies on September 11, 2017, in memory of the many lives lost on September 11, 2001, and in gratitude for the first responders who risk their lives daily for public safety.

The morning ceremony at Central Fire Station centered upon the tragic events of September 11, 2001, during the attacks on the World Trade Center and the Pentagon. Fire Chief Alan B. Benson and Chairman of the Board Gordy Bunch both spoke in remembrance of the victims and encouraged the residents of The Woodlands to keep their memories alive.

“Today, we remember the nearly 3,000 people who lost their lives during the September 11, 2001, terror attacks on the United States,” Chairman Bunch said. “Of these individuals, over 400 were first responders who selflessly entered harm’s way to help retrieve survivors and those who had perished. Sixteen years later, the aftermath of the heinous acts still remains with those who suffered the loss of a loved one or experienced the horrific events firsthand at ground zero.”

The Woodlands Fire Department Honor Guard also participated in the

Presentation of Colors and The Ringing of the Bell, in honor of the fallen. At 7:48 a.m., the moment when the first plane struck the Twin Towers, the group observed a moment of silence and reflection.

The afternoon ceremony at Town Green Park focused on honoring first responders for their service and dedication to the community. Fire Chief Alan B. Benson and Chairman of the Board Gordy Bunch both spoke about the selflessness of first responders who often sacrifice everything, even up to their lives, for the safety of others.

“Of those who perished during the initial attack on the World Trade Center: 23 NYC police officers, 37 port authority officers and 343 NYC firefighters…all first responders who died in the performance of their duties, never thinking twice about the dangers that were present, just doing their job,” Chief Benson said.

Township Secretary Laura Fillault read the Proclamation, and bagpiper Richard Kean performed an evocative rendition of “Amazing Grace.” Chairman Bunch then recognized a number of local agencies and organizations who support and protect the community. The ceremony

concluded with a 21-Gun Salute by the Montgomery County Sheriff’s Office Honor Guard.

The Woodlands Township and Board of Directors would like to thank all of our first responders and volunteers who came to the aid of our community in recent weeks, particularly during and after Hurricane Harvey. Your generosity and heroism will not be forgotten. We also thank those who were able to join us for these special ceremonies in honor of our American heroes.

Good for You, Good for the Air!

Awalk to school habit yields many benefits, not the least of which is improving personal health and the health of the planet. Traversing on foot leads to fewer cars on the road and waiting in carpool lanes, which means less exhaust and fewer fumes to impact young lungs.

Start a family walk-to-school habit by joining your school’s official event in October! Twelve elementary schools in The Woodlands will observe International Walk to School Month with scheduled walk days. It takes only about 10 minutes to walk a quarter of a mile or to bike an entire mile.

Walking to and from school is an easy way for kids and parents to be physically active together every day and explore nature on the way. Another plus: recent studies have demonstrated a positive link between walking to school and concentration skills in the classroom!

Walking and biking to school with our children is also an opportunity to instill basic safety skills. Young pedestrians and cyclists may even grow up to be safer drivers because they will be more aware of walkers and bicyclists. Learning safety rules gives children self-confidence and helps them to develop independence.

During Walk Month, staff from The Woodlands Township, Bike The Woodlands Coalition, Conroe ISD Police and Harris County Precinct 4 Constable’s Office will partner to rekindle the spirit of walking to school. We need volunteers to work for Alden Bridge at the Fall Villages Flea Market, held at the Town Center garage next to the Pavilion on October 28, 2017. Village associations share in booth sales profits based on the number of volunteers we provide, and our share goes directly to our scholarship fund. The Woodlands Covenants do not permit garage sales, so this is residents’ semiannual chance to sell unneeded “stuff” while benefitting Village association activities. Cochran’s Crossing

Here’s a question. How many of you who are reading this article lived in The Woodlands 20 or more years ago? Chances are, not many. However, if you were in The Woodlands in October of 1997 you probably enjoyed the Cochran’s Crossing’s Village Association’s Fall Festival. Yes. The festival has been a highlight of the fall season in The Woodlands for more than 20 years.

This year is no exception. The free event will be held October 22, 2017, at Shadowbend Park from 1 to 4 p.m. Although we are not certain how many attendees there were 20 years ago, last year nearly 2,000 attendees throughout The Woodlands enjoyed the festival. Families are invited to enjoy bounce houses, a rock climbing wall, games and prizes for kids, a petting zoo, pony rides, and hot dogs and drinks provided by the Kroger located in the Cochran’s Crossing Shopping Center. And once again this year, the Rotary Interact Clubs from The Woodlands and College Park High Schools will be assisting with the games, face painting and serving food. In addition, The Woodlands Township, represented by Doris Provencio, will be providing significant support for the festival.

Please note one other point related to the Fall Festival. The monthly meeting of the Village association board is usually on the fourth Tuesday of each month. However, to make sure all details for the event are in place, the October meeting will be Tuesday, October 17, 2017.

It’s not too early to be thinking about Christmas and outdoor lighting. Each year, many Cochran’s Crossing residents have outstanding seasonal displays. They look forward to having their homes recognized as best in the area, and they enter their displays for judging. There are

Montgomery County Sheriff’s Officer Coroiescu reported that five suspects were apprehended in July as the result of a resident reporting suspicious activity. We are continually reminded that the effectiveness of our safety depends on our own eyes and ears in our neighborhoods. Report anything that concerns you – your call to law enforcement may be the one that results in the capture of a criminal. If you suspect suspicious activity in your neighborhood, please don’t hesitate to call in a tip to Crime Stoppers or to the Montgomery County Sheriff’s Office non-emergency line at 936-442-7797.

Upcoming events include National Night Out on Sunday, October 8, 2017, from 3 to 5 p.m. The annual Halloween Spooktacular is on Saturday, October 28, 2017, from 1 to 4 p.m. Both events are at Harper’s Landing Park. The Spooktacular continues to be a favorite of College Park residents. If you haven’t been to one yet, then this is the year to attend. There will be a trackless train, bounce house, Trick or Treat Trail and costume contest. All activities are supported through the College Park Village Association and free to our residents. We could not host this event without the help of student volunteers from College Park High School JROTC and the Ambassadors. Check out the College Park website for updates and a full calendar of our annual scheduled events.

The Village Challenge is on, and this year we are collecting CDs, DVDs, jewel cases and video cassettes. These will be collected at the America Recycles event on Saturday, November 11, 2017. Start now to inventory your old CDs and saving them. The America Recycles event is sponsored by the Township’s Environmental Services Department.

This summer saw the opening of the long-awaited Kuykendahl Bridge. The opening of this bridge has brought a relief in the flow of increased traffic, however it has brought on an increase of faster speeds of many traveling on Kuykendahl. As residents of Creekside Park, please be aware of the speed signs posted and set an example for those passing through. Our Precinct 4 Constables have been monitoring the speed around the bridge and have issued many citations for speeding. Let’s help them keep our roads safe!

Indian Springs

The 13th annual Taste of the Village is a free family event with great food to sample and entertainment for all ages. The event will be held on Saturday, October 21, 2017, from noon until 3 p.m. at the Indian Springs Village Center, located at the intersection of Kuykendahl Road and Woodlands Parkway. The event provides an afternoon of free family fun for residents of The Woodlands as they walk among 40 booths to experience the

newest offerings and old favorites from the center’s businesses.

This is a free event, and everyone is invited. Free samples will be available from nearly a dozen food vendors. Families can also enjoy live entertainment, face painting, balloon art and friendly mascots and characters. Don’t miss a chance to interact with departments from The Woodlands Township, The Woodlands Fire Department and local law enforcement. The event will take place rain or shine.

The Taste of the Village is one of the most anticipated community events and was initiated 13 years ago by the village association as an outreach effort to bring local residents and businesses together for a fun, family-friendly event. “It is a great place to taste local foods, learn about local businesses and the community, hear great music, mingle with your neighbors and much more,” said Michael J. Arendes, village association president and event chair. The event draws more than 4,000 people each year and supports the Indian Springs Community Service Scholarship fund. Proceeds from soft drink and water sales and raffle tickets in 2016 enabled the Indian Springs Village Association to fund four $1,000 scholarships for Indian Springs’ high school seniors this spring. These students were primarily recognized for their commitment to community involvement.

The Taste of the Village is co-sponsored by the Indian Springs Village Association, H-E-B and Regency Development Company in cooperation with business establishments located in the Indian Springs Village Center and Woodlands Crossing shopping center.

Wet-footed

Discover and experience the wonder of nature with two free series hosted by The Woodlands Township Environmental Services Department in October and November. With evening lectures and Saturday outdoor guided walks, these programs are designed to appeal to nature enthusiasts of all ages.

1. Aerate. Aeration extracts plugs of soil from the lawn, leaving a pattern of holes in the ground. It might look a little unsightly, but the next step you will take will solve that problem almost immediately.

2. Add organic matter. Immediately after aerating, spread organic matter across the lawn. Organic matter (compost) will penetrate the plugs taken during aeration, and inoculate the soil with beneficial organisms that will multiply rapidly throughout the soil structure.

3. Turn off your programmable sprinkler system. Warm season

grasses go dormant in the fall and winter. Irrigating when the grass is dormant encourages harmful lawn diseases like take-all patch, brown patch and a variety of other problems. It can also encourage root rot. Turn off the sprinkler controller. If you must irrigate, operate your system manually.

4. Fertilize. Slow-release, organic fertilizer is, by far, the best type for your lawn. Man-made fertilizers are high in salts, and salts kill microorganisms and earthworms and can change the pH of the soil.

5. Have your soil tested. Poor soil can enhance diseases. Texas A&M Soil,

Water and Forage Testing Laboratory can test your soil for proper levels of plant nutrients. Since the lab is usually overtaxed in the spring, now is a good time to test.

6. Reduce or stop mowing. Since grass is dormant, mowing can be stretched to twice a month or even once a month.

7. If you must mow, use a mulching lawnmower. Don’t bag your grass clippings. Leave them on the lawn. They add nitrogen to the soil.

8. Do not plant winter rye grass. Rye grass requires much more water than warm season grasses. Rye grass also depletes the soil of nutrients much faster than grasses like St. Augustine and Zoysia.

9. Go easy on pesticides, herbicides and fungicides. Many of the man-made chemicals have substances harmful to pets and humans who can pick them up just by walking on lawns. They can also track the poisons inside the home, exacerbating the problem. When in doubt, use organic substances.

10. Attend area seminars and talks on plants. There are many events and presentations in the area focusing on proper plant and lawn care. Check your local library, The Woodlands Township’s Environmental Services section of the website (thewoodlandstownship-tx. gov/environment), the Montgomery County Master Gardeners Association (mcmga.com), the Heartwood Chapter of the Texas Master Naturalists (txmn. org/heartwood) and The Woodlands Joint Powers Agency (wjpa.net).

FALL AQUATICS PROGRAMS:

Just Keep Swimming!

As autumn begins and your family starts missing all the fun at the neighborhood pool, just remember that the Township offers many exciting aquatic programs for all ages, all year round!

FOR KIDS

Private Swim Lessons

• One-on-one swim instruction after school on Tuesdays and Thursdays, as well as Saturdays and Sundays in the morning hours. Limited availability, but all levels are offered.

Junior Swim Team

• This program is designed for kids exploring swim teams for the first time. Coaches focus on endurance, strokes, and acclimation to swim team practice format.

TAAF Cyclones Swim Team

• Think of this as an extension of the summer swim teams. Swimmers work on strokes, turns and starts, and are encouraged to come as often as possible to build swimming endurance.

Coach Russell Swim Clinic

• Get swim-team-level instruction from an experienced coach! The clinic

focuses on proper foundations of swimming to provide a solid base to build correct stroke technique.

FOR ADULTS

Weight Program

• Take the weight room to the water! Low- and high-impact water aerobics class that builds strength, cardiovascular fitness and flexibility using handheld weights.

Deep Water

• Low-impact water aerobics class for those who want to remain active but are concerned about strenuous exertion on muscles, bones and joints. Instead of just swimming laps, we “run” them!

Aqua Yoga

• Yoga on TOP of the water! Participants focus on balance and strength while on floating mats secured in place in the water. We will work the whole

body using common yoga moves, building as we go.

Aqua Yoga ABS

• Work that core some more! Similar to the regular Aqua Yoga program, with additional core-targeted exercises and stretching between reps. Less balance work, more core strengthening.

HEATED POOLS!

You didn’t think we’d make you swim in cold water, did you? The Township heats a few swimming pools for these off-season aquatic programs and on-going lifeguard training. We maintain water temperature of about 80-81°F using thermal pool covers to help conserve energy.

On some October days, it just feels like summer never went away. But if you and your kids want to cool off this month, don’t just turn on the hose or run in the sprinklers! There’s a fun, interactive alternative at a nearby park!

All five Township spraygrounds are running daily from 8 a.m. to 8 p.m. through October 31, 2017. Each facility is FREE to the public throughout the month. The Township’s Parks and Recreation staff checks each location for safety, cleanliness and functionality every day of the week.

2017 VILLAGE RECYCLING CHALLENGE

Reduce, Replay, Recycle

Give your old CD and DVD collections a replay! The Woodlands Township Environmental Services Department is celebrating America Recycles Day 2017 by hosting the 3R Bazaar—an opportunity to recycle beyond the ordinary. The 3R Bazaar will take place on Saturday, November 11, 2017, from 9 a.m. to 1 p.m. at the Township’s Parks, Recreation and Environmental Services Facility, 8203 Millennium Forest Drive, 77381.

For this year’s Village Recycling Challenge, we ask residents to join their neighbors in saving a specific recycling commodity — CDs, DVDs and jewel cases with the paper insert separated. The friendly competition among the eight villages provides rewards for individuals as well as funds for scholarships donated to each village by The Woodlands G.R.E.E.N.

We are excited to provide this unique recycling service to residents by partnering with CD Recycling of America, whose mission is to divert millions of compact discs from an ill-fated trip to the landfill or incinerator. The organization encourages distributors and manufacturers to take responsibility for their products to avoid unnecessary pollution and to conserve natural resources. HURRICANE PREPAREDNESS: STAY PREPARED IN OCTOBER

The recent events of Hurricane Harvey and its effect on local and surrounding communities were a somber reminder of the importance of keeping storm kits well-stocked and accessible at all times. Although hurricane season is almost over, residents are encouraged to stay vigilant not only in October, but throughout the year with necessary supplies. Every home should have a ready kit with the following supplies:

• One gallon of water per person per day for drinking and sanitation

• At least a three-day supply of nonperishable food

• Battery-powered or hand-crank radio and a National Oceanic and Atmospheric Administration (NOAA) weather radio with tone alert and extra batteries for both

• Flashlight and extra batteries

• First aid kit

• Whistle to signal for help

• Filter mask or cotton T-shirt to help filter the air

• Moist towelettes, garbage bags and plastic ties for personal sanitation

• Wrench or pliers to turn off utilities

• Manual can opener and utensils if kit contains canned food

• Plastic sheeting and duct tape to shelter-in-place

• Important family documents

• Items for unique family needs, such as daily prescription medications, infant formula or diapers and pet food.

As the holiday season approaches, it’s time to prepare for festive times and festive decorations. Along with the holiday festivities comes the responsibility of being considerate of others in our neighborhoods. Please keep in mind the guidelines that help make our community the special place that we are all proud to live in before, during and after the holiday season.

The Residential Development Standards regulate seasonal decorations and lighting as follows:

• Seasonal displays must be limited in scope and not become a nuisance or annoyance to the neighborhood.

• Decorations and lighting may be installed no earlier than the first Monday in October and must be removed by January 15 of the following year.

• Winter holiday decorations and lights may be illuminated no earlier than the second Monday in November through January 15 of the following year.

• All other seasonal decorations may be displayed for a period not to exceed three weeks.
