years of study and numerous public meetings, The Woodlands Township Board of Directors took action on Friday, August 13, 2021 to place Incorporation on the November ballot. The residents of The Woodlands will have a choice in determining the type of government they want: a special purpose district or to become the City of The Woodlands. Incorporation, essentially, equals the City of The Woodlands, according to Township Chairman Gordy Bunch. “We have finally reached a point where we have completed all studies and found that the initial tax rate will be equal to what residents are currently paying,” he said. “Incorporation does not include a tax rate increase.” Since 2018, The Woodlands Township has held nearly 40 Planning Sessions/Special Meetings, has more than 50 video hours of live streaming, recorded and posted on the website, and numerous reports and summaries regarding Incorporation. WHAT DOES INCORPORATION MEAN FOR THE WOODLANDS?

The residents of The Woodlands have a choice in determining the type of government they want – a special purpose district (called The Woodlands Township) or to incorporate as the City of The Woodlands. Incorporation, essentially, equals the City of The Woodlands.

The following is a partial summary comparing key topics arranged in categories and how they would be affected if the community remains as The Woodlands Township, OR the residents choose to become the City of The Woodlands.

Topics include law enforcement, drainage and flood mitigation, path to local control, government authority, utilities, transportation/roads, building standards, community planning and financial implications.

What is The Woodlands Township?

The Woodlands Township is a “Special Purpose” government district, authorized by state statute. The Township is unincorporated and its boundaries are within both Montgomery County and Harris County, the Extraterritorial Jurisdictions of the City of Houston and the City of Conroe, and primarily within the municipal utility boundaries of 11 Municipal Utility Districts (MUDs) in The Woodlands.

Though the Township governance and administrative model has allowed it to offer municipal types of services, core service areas such as law enforcement and transportation infrastructure maintenance are delivered by county agencies. Water, wastewater, and stormwater management services are provided by multiple Municipal Utility Districts throughout The Woodlands. While the Township has entered into

contracted arrangements with the county agencies to provide enhanced law enforcement services, the Township’s authority to direct those services is limited.

In 2018, The Township Board of Directors initiated a study to consider the benefits and impacts of municipal Incorporation. This draft study has been completed and is located at www. thewoodlandsincorporationstudy.com.

PATH TO LOCAL CONTROL

Regional Participation Agreement (RPA)

• The Woodlands Township

Currently, The Woodlands Township has Regional Participation Agreements (RPAs) with the Cities of Houston and Conroe, which provide that neither city will annex any part of The Township through 2057.

• City of The Woodlands

At Incorporation, the RPAs provide that property located within the ETJs of the City of Houston and Conroe and within The Woodlands Township boundaries, would be released from the ETJs of the two cities and become part of the boundaries of the new City of The Woodlands. All properties within the new City of The Woodlands would no longer be subject to annexation by the City of Houston or the City of Conroe.

GOVERNMENT AUTHORITY

Government Authority

• The Woodlands Township

The Township is a special purpose government district with limited authority and can only establish and enforce rules on property it owns (Township parks, pathways, pools, facilities and recreation centers) in accordance with its enabling legislation.

• City of The Woodlands

The city will have municipal powers and authority as provided to a General Law City and can initiate and enforce rules for community standards through establishment of city ordinances (examples – animal control, fireworks, restricting clear cutting, noise violations, tree preservation, street parking, road right of way and utility corridor management authority, law enforcement, etc.) as defined by State Law. If the City were to change to Home Rule, its authority and ordinance-making authority would be broader and defined by its voterapproved City Charter.

Uniformity of Local Government Services.

• The Woodlands Township

Transportation, roadway maintenance, law enforcement, drainage, and development review within The Woodlands fall under the governmental authority of Montgomery County (Precincts 2, 3 and 4), Harris County (Precinct 4), the City of Houston ETJ, the City of Conroe ETJ and the 11 MUDs primarily operating within Township boundaries.

• City of The Woodlands

The direct authority for transportation, roadway maintenance and law enforcement is assumed by the city government at Incorporation. The city council can, but is not required to, take action to abolish the MUDs and assume operations as a municipal utility at any time, following Incorporation. In addition, the new city is removed from the ETJs of the cities of Houston and Conroe, and the role of the two counties is diminished.

KEY FINANCE ACHIEVEMENTS

The Woodlands Township Board of Directors approves an annual budget each year during the month of August. As of the publication time of the magazine, The Woodlands Township was in the middle of considering and deliberating the 2022 Budget.

This Budget is prepared in accordance with nationally recognized guidelines for budget presentation as established by the Government Finance Officers Association (GFOA). The Township received the GFOA’s Distinguished Budget Award for its 2020 Budget, which is the highest award in governmental budgeting. The Township has won this award every year since its founding in 2010. The Township’s financial health is the result of effective fiscal management, long-term strategic planning, and comprehensive efforts to address

cost-effective methods of service delivery, creating a positive atmosphere for economic development, and providing flexibility on budgetary issues.

The Township views its planning and operational activities in a strategic manner. The Township is guided by certain key objectives as defined in the Vision 2034 Strategic Plan adopted by the Board of Directors in July 2014. Those objectives include:

• Developing a budget and financial plan that meets the short-term and long-term needs of the Township.

• Continuing to provide high quality, cost effective services and amenities.

• Providing funds for enhancements to services as needed and appropriate.

• Maintain and replacing capital assets and facilities as necessary.

• Creating financial flexibility for changing conditions and opportunities.

In the last three years,

The Woodlands Township has enhanced service levels; expanded park, pathway and recreational amenities and programs; provided additional funding for public safety; and established or improved reserve balances while lowering the property tax rate from $0.2300 in 2018 to the effective tax rate of $0.2273 in 2019, and again lowering to the effective rate of $0.2240 in 2020. Since 2009, the Township has reduced the property tax rate by 47% compared to the overlapping rate of the previous community associations. The current tax rate is also 32% lower compared to the Township’s initial tax rate in 2010.

The Woodlands Township’s tax rate is amongst the lowest of any surrounding cities and is also significantly lower than other similarly sized cities in Texas.

In the most recent Incorporation Study, the Maximum Initial Tax Rate was built based on the Township’s base budget and a series of Incorporation initiatives. In the original model presented in 2020, the Board was very conservative in its revenue assumptions. Since then, The Woodlands Township has had stronger than expected sales tax and property tax growth. Based on the current assumptions, the tax rate will remain unchanged under Incorporation.

The average Township tax paid is $1,024 and will remain unchanged under Incorporation. The Woodlands Township’s tax percentage among all taxing jurisdictions is 11.7% of the overall tax bill in Montgomery County. The two largest taxing entities are the school district and Montgomery County.

The Woodlands Township has just achieved the highest bond rating in the State of Texas for an unincorporated community and second highest rating possible within Standard & Poor’s criteria.

The announcement from Standard & Poor’s Global Ratings puts the Township in an elite group for its outstanding financial management. Only 53 of 1,216, or 4%, of cities/towns in Texas hold an AA+ rating.

The high bond rating follows another major recognition for The Woodlands when earlier this year it was named the #1 City to Live in the United States by Niche.com.

S&P stated in its bond rating announcement the following about the Township:

• “Rating action reflects improved economic metrics and very strong finances.”

• “Very strong reserves for more than a decade.”

• “Conservative budget assumptions, prudent debt use, and consistently growing major revenue sources have led to this trend.”

With this new rating, The Woodlands Township was also able to refinance $8.13 million of general obligation bonds originally issued in 2011 and 2012 with an average rate of 3.1% to an incredibly low all-in interest

cost of 1.224%, saving taxpayers in the Township $884,323.

“Again, this is just a true testament to current and prior boards, an outstanding staff, all committed to the financial health of The Woodlands. Being stewards of the tax dollars for our residents and businesses and helping our economy grow are top priorities,” Chairman Bunch said.

The Township’s financial health is the result of effective fiscal management, long-term strategic planning, comprehensive efforts to address costeffective methods of service delivery, creating a positive atmosphere for economic development, and providing flexibility on budgetary issues.

We are pleased Standard & Poor’s has raised its credit rating on The Woodlands Township’s general obligation debt from AA to AA+. This is a great achievement among the many accolades The Woodlands has received, and it shows why The Woodlands is so desirable as a place to live, work, invest and visit.

TOWNSHIP ADVOCATES BEFORE U.S. TREASURY FOR COVID-19 RELIEF

The Woodlands Township submitted on July 16, 2021, public comment for the U.S. Treasury’s Coronavirus State and Local Fiscal Recovery Funds interim final rule for COVID-19 relief funds authorized by the American Rescue Plan Act (ARPA). The President signed ARPA into law in March to provide direct federal stimulus to states, counties, local and tribal governments to address the coronavirus pandemic. The legislation tasked the U.S. Treasury with the administration of the State and Local Fiscal Recovery Fund including developing the formulas and eligibility criteria for funding.

The U. S. Treasury announced the interim final rule in mid-May outlining the details for the distribution and eligible use of $65 billion intended specifically for local governments across the country, simultaneously releasing guidance documents detailing how the agency arrived at the list of local governments eligible for funding and the funding amounts for each entity. The initial funding allocations omitted The Woodlands Township – although the community appears to meet the eligibility criteria – leaving the community ineligible to participate in up to an estimated $30 million in aid the community could receive for pandemic response needs such as fire and public safety, health response and economic recovery.

A public comment period was available through July 16 for local communities to share concerns or questions regarding the rule. The Woodlands Township Board of Directors approved in June retaining Brownstein,

Hyatt, Farber and Schreck to provide professional services to prepare public comment and advocate before the U. S. Treasury and Congress on behalf of the Township.

Pursuant to requirements in ARPA, Treasury divided local government funding into two categories: (1) nonentitlement units of local government and (2) metropolitan cities. The Township’s public comment argues that the Township is eligible for funding under either category even though the Township was omitted from both categories.

Non-entitlement units of local government typically, but not always, have populations of less than 50,000 residents. Non-entitlement units of local government can include towns and townships that are closely populated, provide city-type services and do not have a city within their boundaries providing certain housing assistance activities. The Township appears to meet these three criteria.

Local government funding is also available to communities defined as metropolitan cities. While there is no single definition for what constitutes a metropolitan city, large urban and suburban areas are commonly defined by Census as Metropolitan Statistical Areas (MSAs). The Woodlands Township is part of the Houston-The WoodlandsSugar Land MSA.

The Township reasoned in its public comment to the Treasury that it should

have received pandemic relief funding as part of an MSA. The HoustonThe Woodlands-Sugar Land MSA is the fifth most populous MSA in the United States and includes six principal communities – of which all but The Woodlands Township are receiving funds. The Township’s comment argues the Township should have been funded as the sixth principal city in the MSA. The chart nearby reflects ARPA funding for the other principal communities.

The Treasury is currently reviewing the over 1,500 public comments filed during the public comment period and is expected to release an updated rule later this year.

ARPA represents the second time since the beginning of the coronavirus pandemic that the Township was excluded from an equitable share of direct federal aid. Last year, Congress passed and the President signed into law the Coronavirus Aid, Relief and Economic Security (CARES) Act providing $150 billion in assistance nationwide. The Township received approximately $1 million of the nearly $6.8 million for which it was eligible.

The Woodlands Township Board of Directors continues its work with local, state and federal partners to secure the community’s equitable share of pandemic relief funds. The Township has seen a $9 million direct impact to local government revenues and services from the pandemic, including increased overtime and quarantine-related costs for The Woodlands Fire Department as it provides the Township’s front line emergency and medical response to the ongoing COVID pandemic.

Fall Maintenance Checklist

Fall is an ideal time of year to get your home and landscape in shape. Here are some quick tips to help you maintain your property:

• Mow and edge the lawn.

• Edge, weed and mulch all landscape beds.

• Repair and replace broken fences.*

• Remove mildew and algae from brick, siding, fences and driveway. Helpful hint: Periodic cleaning with a power washer containing only water may help prevent mildew and algae growth.

• Repair and repaint damaged or faded siding.*

• Remove pine needles, leaves and debris from roof. Remember, removing debris will improve the longevity of the roof, reduce fire hazard and discourage pests.

Hello again from Alden Bridge! This month’s village association board meeting will be held on Tuesday, September 14, 2021, at 7 p.m. Meetings are scheduled at the Township Town Hall, 2801 Technology Forest Blvd. Stop on by if you get a chance, especially if you have questions about your Alden Bridge neighborhood.

Check out longtime Alden Bridge residents, Dwane and Lily Johnson of North Millport, July’s Yard of the Month winners! Lily had to completely replant everything after the February freeze and her work really paid off. The variety of plants and mix of colors truly brightens up the neighborhood. Congratulations!

If you want to be in the “winner’s circle,” be thinking about the highly coveted Spookiest House in the Village Award (best Halloween decorations) at the end of October and, before you know it, it will be time to look for Alden Bridge’s best holiday decorations, as part of our annual Holiday Lighting Contest.

Cochran’s Crossing

The Cochran’s Crossing Village Association board has filled all 18 area representative positions and we are busy planning the free family Fall Festival. Please mark your calendars and reserve October 24, 2021 for the outdoor event at Shadowbend Park from 1 to 4 p.m. Come out and enjoy the free games for the kids, inflatables, rock climbing wall, petting zoo, music, and food! Stop by the local vendor booths for more fun! It’s always a great afternoon!

The board is selling booths for the Fall Festival benefiting the education and scholarship fund. Fire Chief Buck attended the July meeting of College Park and addressed a question regarding residents having

a fire extinguisher in the home. His reply is worth repeating for all of us to benefit. He explained three prevention tips for home fire safety: 1) There should be a smoke alarm in each bedroom and on each floor level.

2) Carbon monoxide detectors are advised if you have gas appliances.

3) It is wise to keep the lid for the pot close by the stove in case it is needed and to never leave your cooking unattended. Most home fires start with unattended cooking. Access to an ABC fire extinguisher is helpful in an emergency. If you have smoke in your home after putting the fire out yourself, do not hesitate to contact the fire department to be sure the fire is out and to help with smoke removal. Maintain smoke alarms by checking them every year when you set your clocks for daylight saving time.

For your calendar and looking ahead, the annual Sundae in the Park in Tapestry Park will be on September 12, 2021. Organizer Jeff Gross joins the rest of the College Park Board of Directors in extending an invitation to join us. While the event is in Grogan’s Forest, we invite all College Park residents to bring your family out to the park for pizza, ice cream and fire trucks. The event runs from 1 to 3 p.m. As always, check the College Park Facebook for updates.

The Woodlands National Night Out is scheduled for Sunday, October 3, 2021. Join your neighbors by hosting a block party. Contact Neighborhood services to get your party registered.

The College Park Village Halloween Spooktacular is scheduled for Saturday, October 30, 2021, starting at 1 p.m. in Harper’s Landing Park. Under the leadership and planning of area representative Johanne Stanley, this annual event promises to be bigger and better than ever.

Indian Springs

Taste of the Village, October 23, 2021, Noon to 3 p.m.

The Annual Taste of the Village event will be held on October 23, 2021, from noon to 3 p.m. at the Indian Springs Shopping Center located at the southwest corner of Kuykendahl Road and Woodlands Parkway.

anticipated community events. Initiated more than 16 years ago by Indian Springs Village Association, it was designed to be an outreach effort to bring local residents and businesses together for a fun-filled, family-friendly occasion. The annual event draws more than 4,000 people from across the area and funds the Indian Springs Community Service Scholarship.

“It is a great place to taste local foods, learn about local businesses, watch our local artists perform and mingle with your neighbors,’’ said Michael Saucier, Indian Springs president and event chair.

In addition to sampling tasty treats from a variety of food vendors and visiting 40 booths of local businesses and community organizations, families will enjoy several amusements that will be on-hand. Entertainment includes a live band, bouncy house, face painting, balloon artistry and several walking entertainers for the kids. There will also be a raffle for numerous prizes, such as gift cards, leisure outings and electronics to name a few.

Falconwing Park Renovation

Chris Nunes, director of Township Parks and Recreation, spoke at our July Indian Springs board meeting and gave us an overview of the upcoming Falconwing Park renovation. This work will be done in phases from July 2021 to January 2023, with construction being August 2022 to January 2023. Panther Creek

Summer in The Woodlands is a splendor of green trees and a rainbow of colorful flowers. It seems that whatever the spring freeze did not kill, it invigorated. Gardens across Panther Creek have been in resplendent bloom. Pollinators are essential to the growth of both agricultural produce and of floral beauty. As part of the annual Plant for Pollinators Village Challenge, many yards in Panther Creek have participated with pollinatorfriendly landscaping which helped The Woodlands Township win the Monarch Champion designation by the National Wildlife Federation. One small example is a Butterfly Garden started by the children on Pineash Court. Seven of them planted hundreds of seeds next to a thriving lantana bush near our mailboxes. Even with a late start, we are already seeing butterflies and bees enjoying the garden.

On September 4, 2021, residents will help clean up around Panther Creek during the Township’s GreenUp: Fall Sweep. It will be a family event to help keep The Woodlands clean and green.

On September 11, 2021, 20 years after the terrorist attacks of 9/11,

we will honor our first responders and other patriots at the Patriot Day of Remembrance at 7:30 a.m. at the Central Fire Station. First Responders Day will take place from 3 to 6 p.m. at Town Green Park.

Your Panther Creek Village Association has for many years served to foster and support community activities and assist in solving community problems. We have openings on our board for you. The Woodlands Township Neighborhood Watch invites everyone Sunday, October 3, 2021, for an afternoon out against crime. National Night Out is an annual communitybuilding campaign that promotes police-community partnerships and neighborhood camaraderie to make neighborhoods safer.

Participating in National Night Out since 1990, The Woodlands Township Neighborhood Watch, public safety and the community have won numerous awards for the way we unite and celebrate our police-community partnerships. On Sunday, October 3, 2021, from 3 to 6 p.m., residents are asked to lock their doors and gather with their neighbors. When your neighborhood participates in National Night Out, it accomplishes one of the first steps in crime prevention of “neighbor knowing neighbor.”

Host a National Night Out party!

Take this opportunity to send a message that your neighborhood is united against crime. How you celebrate is up to you. It can be as simple as providing popsicles, or as elaborate as playing games and hosting a barbecue. All you need to do is gather your neighbors and participate! Local law enforcement and The Woodlands Fire Department will briefly visit with many of the neighborhoods that register their parties with The Woodlands Township Neighborhood Watch.

Party registration is easy!

In 2019, more than 100 public safety personnel visited parties throughout The Woodlands. To join in on the

fun and receive a public safety visit, your neighborhood must fill out the registration form. To register, just visit www.thewoodlandstownship-tx.gov/ nationalnightout. There you can find the National Night Out Party Guide and frequently asked questions. You can also call The Woodlands Township Neighborhood Watch at 281-210-3800 and ask for the program specialist assigned to your village.

Even if you want to keep it simple and don’t need supplies or a visit from the various public safety agencies, we encourage you to still register your party. It’s important for us to know how many neighborhoods participate in this community-building event. Be an early bird and register your neighborhood party by September 3, 2021 to be eligible for a prize! Once you’ve filled out the party registration form, a program specialist with neighborhood watch will contact you to make sure we have all the details needed. The final day to register and to receive a public safety visit is Friday, September 24, 2021.

This contest is designed to promote neighborhood cooperation, crime prevention awareness, and to test a person’s skill and accuracy in identifying a suspect. One party from each village will be drawn from the parties registered to participate in the challenge. A “burglar,” along with a “good guy” will be escorted by a Montgomery County Sheriff’s Office deputy to the party chosen from each village. The neighborhood must work together to help identify the burglar!

As September brings forward the hope of autumn and the shifting of the seasons, we are celebrating the harvest of our incredible resource of our children’s advocacy center, Children’s Safe Harbor. On August 31, 2021, Children’s Safe Harbor celebrated its 23rd anniversary of serving children and families in Montgomery County who have experienced sexual assault, severe physical abuse, violence, child sex trafficking and online exploitation, and trauma. As these families walked through the doors of our children’s advocacy center, they were accompanied by the heroes of our multi-disciplinary team: local law enforcement detectives and children’s protective services workers assigned to investigate and protect our children from criminal predators. Our children’s advocacy center continues to grow exponentially in its services to the entire community. September 1, 2021, also brings enaction of the Texas 87th Legislative Sessions laws. Many of the new laws enacted by the legislators reflect a deep understanding and support of the dynamics of child sex trafficking. Children’s Safe Harbor’s mission continues to support our community’s efforts to create a space where healing and justice is available to all of the children and families who need our specialized, collaborative and unique service delivery structure.

The Woodlands Township Enhances Transit Services

The Woodlands Township Transit Services offers a variety of transportation options for the community. Residents and visitors can enjoy a ride on the free Town Center Trolleys while shopping and sightseeing around Town Center. Residents and business travelers can commute in a comfortable fashion via The Woodlands Express bus service rather than losing valuable travel time in traffic.

The Woodlands Township’s Transit Services works continuously to provide passengers with excellent service. Upcoming and current improvements include new equipment and programs to better serve passengers for The Woodlands Express, ranging from enhanced technology to new destination partnerships.

“It is the goal of The Woodlands Township Transit Services to always provide our riders with the best experiences possible,” said Deputy Director of Community Services Ruthanne Haut. “We hope to achieve that with our convenient mobile ticketing options and new routes for business travelers.”

The Woodlands Express provides a convenient and economical way to commute to and from Houston. Business travelers board at one of the three Park and Ride locations and are ferried to their stop. Destinations include the Texas Medical Center, Greenway Plaza, as well as the Central Business District of Houston. Reverse commuting from Houston to The Woodlands is also offered. Scheduled service is provided Monday through Friday, excluding holidays.

Township Transit Enhancements

On-Boarding Equipment for Ticket Validation

The Woodlands Express passengers can on-board buses with little to no hassle with the completion of the mobile ticketing system for The Woodlands Express commuter bus service. For use, download The Woodlands Express mobile ticketing app and scan the mobile app’s ticket barcode to verify a ticket within 20 seconds or less.

Suburb-to-Suburb Commuter Bus Services

The Woodlands Township, in partnership with the Energy Corridor Management District, will operate a new commuter-bus service route from The Woodlands to the Energy Corridor district beginning in January 2022. This service will provide a premium transit option for employees who work in The Woodlands and commute to the Energy Corridor District. The service schedule includes four morning service runs and four evening service runs and Friday midday runs. The Woodlands Express buses are equipped with Wi-Fi and restrooms to make passengers commute convenient and enjoyable.

Re-Opening of the Sterling Ridge Park and Ride

The Woodlands Township’s Sterling Ridge Park and Ride is open with morning service runs available between 5 to 8 a.m. Evening service runs returning to the Sterling Ridge Park and Ride are available around 4 to 7 p.m. The Research Forest and Sawdust Park and Ride service schedules are available online or at the park and ride facilities. Passengers can purchase tickets via The Woodlands Express mobile ticketing app or at the park and ride facility.

Water and Lawn Tips for Texas Wildflowers

Whenfall comes to an end and spring approaches, expect to take the scenic route as highways, meadows and prairies will fill with more than 1,000 native Texas wildflowers. Proper lawn preparation in the fall gives these wildflowers the best chance to germinate during cooler seasons and bloom in the spring, even in your back yard.

An array of options such as gaillardia, Indian paintbrush, Mexican hat, Drummond phlox, bluebell, gayfeather and the state flower, the bluebonnet, can be a wonderful addition to your garden. Plant these wildflowers from late September to mid-October. They will bloom from March to May. It is important to understand your lawn, expose your soil, spread your wildflower seeds and water appropriately to create your breath-taking view in the spring.

Watering is an important step but it is best to let Mother Nature run her course. If rain is limited, water lightly and walk across or tap areas of distribution to make sure certain seeds are in your soil. You can also visit The Woodlands Water Agency’s ‘Low-WaterUse Plants for the Woodlands’ page to obtain more specific native wildflower watering information.

If vegetation is too thick, remove pesky weeds so that your wildflowers are not in competition. Tilling the soil is another effective way to make sure your seeds have good soil contact.

Hand-broadcasting is a simple yet effective way to spread your wildflower seeds throughout your lawn. It is a good idea to buy a mixture of fresh seeds from a reputable storefront or nursery to see which wildflowers thrive in your area.

It is important to note that some seeds can be heavier than others. To achieve balance, mix your seeds with sand or potting soil to help ensure even distribution.

With appropriate lawn preparation, a handful of seeds and a little bit of patience, you can transform your garden with these beautiful Texas wildflowers.
