Give Crime and Drugs a Going-Away Party

NATIONAL NIGHT OUT IN THE WOODLANDS,

The Woodlands Township Neighborhood Watch invites everyone to join together with their neighbors and public safety personnel on Tuesday, October 6, 2015, for a night out against crime! National Night Out is an annual community-building campaign that promotes police-community partnerships and neighborhood camaraderie to make neighborhoods a safer, better place to live. National Night Out creates a sense of community by bringing residents and the public safety agencies that serve our community together under positive circumstances.

Participating in National Night Out since 1990, The Woodlands Township Neighborhood Watch and the community have won numerous awards for the way we unite and celebrate our policecommunity partnerships. On Tuesday, October 6, 2015, from 5:30 p.m. to 8 p.m., residents are asked to lock their doors, turn on outside lights and gather with their neighbors. When neighbors are connected

as a neighborhood, they are more apt to report suspicious activity and look out for one another.

Hosting a National Night Out party is just the way to bring your neighbors together!

Take this opportunity to send a message that your neighborhood is united against crime. How you celebrate is up to you. It can be as simple as providing popsicles, or as elaborate as playing games and hosting a barbecue. All you need to do is participate! Local law enforcement and The Woodlands Fire Department will briefly visit with many of the neighborhoods that register their parties with the Township.

Last year, The Woodlands had approximately 250 parties, so early registration is important! To register, just visit www.thewoodlandstownship-tx.gov/ nationalnightout. There, you can find the

Neighborhood Party Guide and Frequently Asked Questions. If you wish, we will also provide you with party supplies at our Supply and Registration Day on Thursday, September 24, 2015, from 10 a.m. to 6 p.m. at The Woodlands Township, 2801 Technology Forest Boulevard.

Available supplies will include balloons, giveaways, yard signs, party ideas and more! Even if you want to keep it simple and don’t need supplies or a visit from one of the various public safety agencies, we encourage you to still register your party. It is important for us to know how many neighborhoods participate in this community-building event!

Ride in the fast lane

The Woodlands Express!

The Woodlands Express has long been a fast, comfortable and convenient way for residents of The Woodlands to commute to Houston. Making the commute even more convenient, the Township’s Transportation Department recently launched a Twitter account, @ TownshipTransit, and added new runs to the Park and Ride service.

Followers of @TownshipTransit will find up-to-date information regarding service notices, reminders and interruptions, as well as important transit resources and emergency notifications for The Woodlands Express, The Woodlands Trolley and The Waterway Cruisers.

The new runs expanding the Express schedule include the 7 p.m. “Sunsetter” service from downtown Houston to all three lots, 3:20 p.m. service from downtown Houston to the Sterling Ridge

lot, and 5:20 a.m. service from the Research Forest lot to downtown Houston. The Park and Ride lots are located at 3900 Marsico Place (Research Forest), 8001 McBeth Way (Sterling Ridge) and 701 Westridge Road (Sawdust). Destinations include the Texas Medical Center and Greenway Plaza, as well as the central business district of Houston.

Tickets on The Woodlands Express cost $12 round-trip and must be purchased in advance as the drivers do not accept cash. The service is provided Monday through Friday, excluding holidays. Targeting Mosquitoes!

Whenmosquitoes are a concern,

The Woodlands Township Environmental Services Mosquito Abatement Team answers the call! The team employs Integrated Mosquito Management, recognized as best practice for mosquito abatement. The step-by-step approach involves conducting mosquito surveillance, trapping and identifying breeding sites. When trapping results indicate high numbers of the Culex quinquefasciatus mosquito, or when the Texas Department of State Health Services (TDSHS) reports a West Nile Virus positive sample of mosquitoes, the team mobilizes for action.

The group takes a targeted approach. In addition to identifying breeding sites, the team educates residents how to take responsibility for their property,

neighborhood and personal well-being by eliminating standing water and wearing repellent when mosquitoes are active.

The team also works in conjunction with mosquito abatement programs handled by Montgomery and Harris Counties.

Easy to apply and sold at home and garden centers, BTI, a biological larvicide, is available as donutshaped dunks or granules. By dip testing, Karina Valenzuela confirms the presence of mosquito larva and identifies a mosquito breeding site requiring attention. Cochran’s Crossing

It takes many pieces to make The Woodlands a thriving community. Each year many people make it their new home. But one of the most important pieces is the people that already live here.

The village associations have long been a vital part of the mix representing the residents as a whole. Members of the association boards volunteer their time for the overall good of The Woodlands Cochran’s Crossing’s 18-member board and welcome community participation at board meetings and community activities. The monthly board meeting is the fourth Tuesday of each month at 7 p.m. at the Township meeting rooms. This year’s board was introduced in the April issue of the community magazine. Since that time, Tom Buffa has joined the board filling the one open position.

A good example of community leadership was concern expressed to the Township that small cul-de-sac islands need to be cleaned and trimmed. Action has been taken and at this point work has been completed in Alden Bridge and Cochran’s Crossing.

Also this summer, Cochran’s Crossing awarded scholarships of $500 each to two graduating seniors: Benjamin Miller who will attend the University of Texas studying aerospace engineering, and Justin Tabarini, who is also attending the University of Texas majoring in mechanical engineering. They took part in the Fourth of July parade along with members of the village association board.

On a broader perspective, the village board has also gained details on matters of community interest. Recently, for example, former Harris County Court Judge Robert Eckels updated the board on the proposed high-speed rail line planned between Houston and Dallas. Mr. Eckels, is now President of the Texas Central High-Speed Railway, LLC.

College Park Village Association is a unique village in that we represent three distinct areas of The Woodlands Township; Harper’s Landing, Grogan’s Forest and Windsor Hills. Under the leadership of your board, the residents of College Park are winners! We came in second place of all villages in the 2014 Caps and Corks collection and third place overall in the Water Wise Village Challenge!

Four college scholarships were awarded to graduating College Park Village residents. If you will be a 2016 graduate, you live in College Park Village, and you participate in volunteer activities, then you might be the next scholarship recipient. One of the most anticipated community events, the Taste of the Village was initiated 11 years ago by the Indian Springs Village Association in cooperation with local businesses. A flag-waving thank you is due to the many volunteers, veterans, and residents who made our annual Flag Day Picnic another great success. The turnout at Ridgewood Park was one of the largest ever. Your dogs are enjoying the summer weather, too. The Woodlands provides four dog parks for pets to run and play. When you walk your dogs in the neighborhood, be sure to carry along plastic baggies to pick up any doggie droppings.

As you head off to whichever vacation spots you choose this summer, don’t forget to protect your home by notifying the Montgomery County Sheriff’s Department to keep an extra eye on your property while you are gone. The program is free while you travel from two to 30 days at a time. Since it began, no home registered with the Vacation Watch Program has been burglarized while residents were off having their vacations.

Parking on public streets in The Woodlands neighborhoods

With continued growth in The Woodlands over the last several years there has been a drastic increase in calls to The Woodlands Township Neighborhood Watch and law enforcement in relation to parking issues. The most common complaint received is that some residents do not utilize their private driveway to park their vehicles on a daily basis.

In many of the neighborhoods, vehicles are parked on the street across from a neighbor’s driveway, in front of the cluster mailboxes, too close to an intersection or stop sign, parked facing the wrong direction (into traffic) and parking that prohibits the safe movement of traffic. While some of these parking habits may not be illegal, they can contribute to an unsafe environment in the neighborhood. Parking in the driveway or garage allows

for smooth and safe movement through neighborhoods in The Woodlands.

street, however, the problem occurs when vehicles are parked on both sides of the street, which causes impeded sight lines and makes movement of vehicles slow and difficult. It also can inhibit the safe movement of fire apparatus, ambulances, law enforcement vehicles,

school buses, U.S. Mail and utility vehicles. Additionally, it causes an unsafe environment for pedestrians to move freely around their neighborhood, especially small children.

Law enforcement strongly encourages residents to park in their private driveway, even though in most cases it is not illegal to park on neighborhood streets. All violations of traffic laws will be strictly enforced by law enforcement, and if your vehicle is deemed to be a traffic hazard or violates traffic laws, it can be ticketed or moved at the owner’s expense.

Specific Texas Parking Laws

Texas parking laws are listed under the state’s Transportation Code Section 545.301. Law enforcement appreciates your attention to these state laws and just as importantly your consideration of a safe neighborhood. Here is a summary:

a. An operator may not park a vehicle:

• On the roadway side of a vehicle stopped or parked at the edge or curb of a street.

• On a sidewalk.

• In an intersection.

• On a crosswalk.

• Between safety zone and the adjacent curb or within 30 feet on the curb opposite of the safety zone.

• Where an official sign or other Texas parking law prohibits parking.

b. An operator may not, except momentarily to pick up or discharge a passenger, stand or park an occupied or unoccupied vehicle:

• In front of a public or private driveway.

• Within 15 feet of a fire hydrant.

• Within 20 feet of a crosswalk.

• Within 30 feet of a flashing signal, stop sign, yield sign, or trafficcontrol signal located at the side of the roadway.

• Where an official sign prohibits standing or other Texas parking law prohibits parking.

• A vehicle must be parked parallel to a curb and be parked within 18 inches of the curb.

Abandoned Motor Vehicle

A motor vehicle is abandoned if the motor vehicle:

• Is inoperable, is more than five years old, and has been left unattended on public property for more than 48 hours.

• Has remained illegally on public property for more than 48 hours.

• Has remained on private property without consent of the owner or person in charge of the property for more than 48 hours.

• Has been left unattended on the rightof-way of a designated county, state or federal highway for more than 48 hours.

• Parking on lawns, ditches, open space areas or other dirt, gravel or grassy areas is not allowed.

New for 2015, the Village Recycling Challenge once again goes beyond the curb to recycle unusual items. Start saving toothpaste tubes with caps, toothbrushes and floss containers from any manufacturer for the Oral Care Brigade in partnership with Terracycle.

Caps and corks recycling have been retired from the event. In the case of plastic caps, the technology has evolved to the point that it is now best, after emptying the contents of the plastic

bottle, and giving it a quick rinse as needed, to put the cap back on the bottle. And corks are now always taken at local Specs stores where the collection of corks supports cancer research.

Who are the isolated individuals in your neighborhood? Take time to meet them. Help them make a plan for emergencies, and include checking on them in your plan.

Promote emergency preparedness in your community.

GET INVOLVED

It takes more than police, fire and EMS to respond to a disaster. It takes people who are committed to neighborhood, churches, schools and volunteer organizations.

• Include a Do One Thing preparedness topic in newsletters or on bulletin boards each month.

• Talk to your scout troop leader about how Do One Thing activities can be used toward a preparedness badge.

• Get a group together to make emergency kits for seniors or children who stay home alone.

• Visit the www.do1thing.com website to see how other organizations are promoting preparedness in their communities.

Become a volunteer in your community (CERT, Red Cross, Neighborhood Watch, etc.).

If you are interested in helping in your community or other communities during a disaster, become a volunteer for your local Red Cross or Salvation Army chapter. Many communities also have a volunteer center or a Retired and Senior Volunteer Program (RSVP). These programs can find ways for you to help in your community that will fit your schedule and abilities.

Memorial Hermann 10 for Texas Race Celebrates 10 Years!

10, 2015, will be the 10th anniversary of the popular Memorial Hermann 10 for Texas race. The event kicks off at 7 a.m. with the One 4 Texas Kids’ Fun Run, a one-mile, noncompetitive run for children. Parents are welcome to run with their children at no additional cost. The 10-mile, USA Track and Field-sanctioned, 10 for Texas race starts at 7:30 a.m. Both races begin and end in Market Street. Participants will be rewarded with a Texas-sized post-race party in Market Street’s beautiful Central Park! The smooth course, first class volunteers and top-notch organization make this event a great experience for everyone.

The registration fee for the 10-mile race includes a technical shirt, finisher medal and hat. The registration fee for the Kids’ Fun Run includes a T-shirt and

finisher medal. All registrants receive a participant packet, post-race party food and beverages. Race Day registration will not be available if the race sells out prior to race day. and along The Woodlands Waterway®. The Festival featured live music on two stages, hot dog eating contests, face painting, strolling performers, games, inflatables, arts and crafts, concessions and more. “We were delighted to support the Red, Hot and Blue Festival again this year and bring together the entire

You’d Better Shape Up for a Grease Sing-a-Long

Dig out those poodle skirts and leather jackets for a Grease Sing-A-Long at The Cynthia Woods Mitchell Pavilion August 15, 2015. This presentation of the original motion picture begins at 8 p.m. Tickets start at $5 for lawn seating, $10 and $15 for covered seating.

Are You Thriftier Than Your Neighbors?

The average residential customer in The Woodlands used 13,000 gallons of water last month. If usage was more than that, it’s possible it was because of too much water on the landscape.

Now, residents can find out their monthly usage and discover how they stack up to their neighbors. People can simply go to www.wjpa.org and log in to their account. From that point, they can access the chart below. The chart describes a year of their use (orange bars) to the neighborhood’s average use (blue bars). No login ID? Not a problem. One can easily create a login ID at the site. Once there, residents may want to sign up for e-billing, a secure, quick and easy way to pay the water bill. Usage generally goes up in the summer months, particularly in August and September, because of overwatering of turf grass, and goes down in winter when grass is dormant. However, water-wise residents don’t water when it’s raining. Water-wise residents also know that warm weather turf grass like St. Augustine, Bermuda and zoysia only require an inch or less of water per week to stay healthy. These grasses need even less than that if it rains.

Most residents have reduced their irrigation usage, observing the Odd/Even Defined Irrigation Schedule, which promotes residents to water no more than two days a week. In fact, less than 700 first notifications were handed out from the inception of the program to date – less than two percent of the total number of residences served.

Contrary to what some residents believe, the Defined Irrigation Schedule was never part of a drought contingency plan. Instead, MUDs implemented the plan for a variety of reasons: to promote water conservation, help prevent aquifer depletion, provide water for future generations, lower customer monthly bills and nurture good, healthy turf grass.

Little ghosts, princesses and goblins will get a head start on Halloween at the 6th Annual Trick or Treat Trail to be held Sunday, October 25, 2015, from 3 to 6 p.m. at Town Green Park and along The Woodlands Waterway. Kids can trick or treat for candy and surprises, participate in craft s, enjoy a costume contest and interactive games and booths.

The 33rd Annual Lighting of the Doves and the 9th Annual iWOW (International Winter On The Waterway) will be held Saturday, November 21, 2015, at Town Green Park, 2099 Lake Robbins Drive, and along The Woodlands Waterway from 3 to 9 p.m. Town Green Park will feature interactive booths and games, live music, snow play areas, balloon artists, face painters, inflatables and fireworks (weather permitting)!

With its “street fair” atmosphere, iWOW showcases the holiday traditions from other countries with exhibits along the banks of the Waterway. Plus, Santa makes his grand entrance in a dazzling, decorated sleigh along the Waterway. Lighting of the Doves and iWOW are free and open to the public. Tickets for food, concessions and games may be purchased at the events.

The Ice Rink in The Woodlands will open daily beginning Saturday, November 21, 2015, at the northeast corner of Lake Robbins and Six Pines Drive. A special preview weekend will take place on Saturday, November 14 and Sunday, November 15, 2015. The largest seasonal outdoor ice rink in the southwest, The Ice Rink in The Woodlands will remain open daily through Monday, January 18, 2016.

The Winter Wonderland features illuminated holiday scenes and storybook displays surrounding The Woodlands Ice Rink along the northeast corner of Lake Robbins and Six Pines Drive. Visitors can wander through a fantasy land of magical, lighted toy soldiers, elves, doves, musical angels and snowmen from November 21, 2015, to January 18, 2016.

WILDERNESS SURVIVAL

This learn-by-doing class teaches the survival mind set, conventional and alternative fire methods, signaling, water collection, basic snare construction, protection from the elements, and related survival skills. WILDERNESS FIRST AID

This 16-hour course is perfect for those involved in activities that take them beyond the boundaries of traditional urban emergency medical services, like hikers and backpackers. This course meets the requirements for training in back country emergency response and is approved by the American Camping Association and Boy Scouts and Girl Scouts of America. Two-year certification issued upon successful completion. No experience required.

10-MILE RACE • KIDS’ ONE-MILE FUN RUN

The 10-mile race, certified by USA Track & Field, and One 4 Texas Kids’ Fun Run is produced by The Woodlands Township Parks and Recreation Department and Luke’s Locker. Participants will enjoy a Texas-sized post-race party in Market Street’s beautiful Central Park with fun for the whole family! Plus great swag, smooth course, first class volunteers and top notch organization make for an unforgett able experience.

Kids’ One-Mile Fun Run starts at 7 a.m. ● 10-mile race starts at 7:30 a.m. Post-race party kick-off starts at 8:30 a.m.
