INCORPORATION 101
STEP 1: ZONING VS. COVENANTS
Most cities have a planning and zoning commission or board that regulates zoning and architectural planning. The Woodlands does not currently have zoning because the community was founded upon binding covenants and standards. During The Woodlands Township’s Incorporation Planning Study and discussion of whether the future city should have zoning or to continue with the existing covenants model in the event of incorporation, the Board’s preference was to remain with the covenants model and method of covenant enforcement.
While no final determination has been made on this topic, the Board preferred this option because, in the event of incorporation, the covenants do not go away; they remain with the properties. In addition, covenants can only be changed by a vote of the property owners, whereas zoning can be changed by the governing body at any time.
If incorporated, the new city would be able to gain ordinance authority for such nuisance items as noise, fireworks, parking, dangerous animals, excess trash and others. The ordinance-making authority is separate from the zoning versus covenants discussion. Ordinance authority would apply either way.
Choosing to stay with the covenants model does not preclude the potential future city from adopting planning and zoning later if desired. Even if zoning is adopted, the covenants will always remain on The Woodlands properties.

Prepare for Hurricane Season
with Tips from The Woodlands Fire Department
By Jason S. Washington, Battalion Chief, The Woodlands Fire Department
With hurricane season fast approaching, we should do everything we can to be prepared. Hurricane Season runs from June 1 to November 30; however, we must remember that a hurricane can form at any time, and the greatest probability is in September. Knowing how to prepare and what to do in case of impact can be lifesaving.
BASIC PREPAREDNESS
Have a Plan: If you chose to evacuate, know your evacuation routes and where you will be staying.
If You Leave: Put together a go-bag. Pack a flashlight, crank charger, batteries, cash, basic first aid supplies, medications and copies of vital information in case you must evacuate.
If You Stay: Plan for several days without power or water and plan for each person staying to have one gallon of water per day. If you have a generator, remember to keep it outside away from windows and doors. Carbon monoxide buildup is a silent killer. It is odorless and colorless. More often than not, once its presence is realized, it has already done damage.
Prepare Your Home: Hurricane winds are devastating, so preparing your home is crucial. Trim or remove damaged trees. Secure rain gutters. Secure patio and pool furniture. Place any unnecessary equipment in a garage (BBQ pits, potted plants, and any loose debris). Protect windows.

NEWS FROM THE VILLAGES OF THE WOODLANDS
Alden Bridge
May greetings from Alden Bridge! We’ve had a busy spring so far, and many thanks to the volunteers who helped out at the Flea Market, the GreenUp cleanup event and to all who submitted applications for our scholarships. And special thanks to everyone who helped us celebrate spring by attending our Spring Festival.
Our village association board meeting is scheduled for 7 p.m. on Tuesday, May 14, 2019, at the Township building, 2801 Technology Forest Blvd. Please join us at our pre-meeting reception to honor the recipients of our 2019 scholarships. There were so many outstanding applicants this year that the selection process was extremely difficult. Come and help us congratulate these outstanding young people.
The Alden Bridge Yard of the Month program is off and running again. We just awarded this year’s first winner, and an amazing front yard will be chosen every month through September. We need nominations from all of you, so look around your area and send us the address of any yard that you think could be the best in the village – it could be your own! Send your nominations for June’s award to abvainfo@gmail.com by Monday, May 20, 2019. We’ll judge during that week and award the winner on June 1, 2019. In addition to being recognized with a yard sign, the winning homeowner will receive some surprise gifts.
We all look forward to pre-season pool openings and it’s finally time to get out your swimsuit. In our village, Alden Bridge pool will be open weekends May 11-27, 2019, from noon to 6 p.m. on Saturdays and 1 to 6 p.m. on Sundays. On Memorial Day, all pools will be open from noon to 6 p.m. One pool is open weekdays during the May pre-season, and that’s at Bear Branch
Park. The first day for regular season use of all pools will be May 31, 2019. We have beautiful pools here – enjoy them!
Did you know that Alden Bridge has a monthly email newsletter? It’s a convenient way to keep up on what’s going on in Alden Bridge, and it’s easy to get on the mailing list. Just send your email address to abvainfo@gmail.com. Your address will not be shared and will be used only to deliver news of our village to your computer. Between newsletters, please check our website, www.aldenbridge.org, or participate in our active Facebook page. We really want to be a resource for our residents, so please reach out to us with all of your questions or concerns.
I’ve loved writing these columns for so many years, but this is my last one. Board member Stephanie Ruediger will be the voice of our village starting next month, so look forward to a fresh perspective on the news of Alden Bridge. Happy Memorial Day to all!

College Park
It is POOLOOZA time again! Residents of College Park are invited to join the College Park Village Association at Harper’s Landing Pool and Pavilion on Saturday, May 18, 2019, from 1 to 4 p.m. Pool passes are suspended during the event hours. Plus, there will be swimming, food, face painting, games, a bounce house and more. As you can tell, this is an event for the entire family to enjoy and all at no cost to our College Park residents.
Be sure to purchase your pool pass this season and visit all The Woodlands pools. Your pool pass gains you admission to every Township pool. Don’t forget to check out the parks with spraygrounds.
Have you signed up for the Safe 2 Save Village Challenge yet? This is an
app you put on your phone to monitor your safe driving habits – meaning you do not use your cell phone while driving. College Park residents have put us is in first place – so sign up and keep us there! You earn points and prizes and College Park gets points toward receiving a cash award that we can put toward our college scholarships and teacher grants. So thank you and keep up your safe driving!
Looking further ahead to November, we will celebrate America Recycles. Right now we ask you to start saving your alkaline batteries. Set them aside to be turned in at the November recycling event and village challenge. The village with the most collected will be awarded cash prizes to help fund our college scholarship program.
The 2019 College Park board members returning to serve one-year terms are: Joel Barnes serving as vice president, Johanne Stanley, Steve Lamotta and Kevin Pollock. Kevin was appointed to fill the recent vacancy for treasurer. Dave Mulberrry has returned to our board and we welcomed brand new board member Kelly Melancon. Ted Stanley returns to serve another two-year term as the College Park president and Marti Fox Meerscheidt has also been re-elected to serve again as secretary of the board. We will miss Mike Larson whom many of you know through his many years of service to Harper’s Landing residents.

Hurricane Preparedness
With hurricane season quickly approaching, it is never too early to start collecting information and supplies in preparation of a storm. Flooding, power outages, sewer backups, internet disruptions and the like are common during and after these massive storms. Make sure to gather needed supplies for everyone in your home (including pets) at least three days before a storm. In addition, keep important documents in a safe and dry place, including passwordprotected digital copies. Stay informed with real-time unbiased information on weather, creek levels and flood maps. Here are the sites I’ve found to be very informative during any major storm.

For those who want to take on an expanded role in community emergency preparedness, we recommend becoming a Community Emergency Response Team (CERT) volunteer. Managed by FEMA, the CERT Program trains ordinary citizens in how to help themselves and their neighbors in the event of disasters. In addition, because of the training that CERT volunteers undergo, they are often called upon to assist in organized disaster response as well. CERT training is provided free of charge. Panther Creek
Below are listed some of the events available to Panther Creek residents, but first, I need to continue the series introducing members of your Panther Creek Village Association board.
This month I am so pleased to tell you about a board member who has served our community since moving to Panther Creek in 1981 with her husband, Mitch, and their two sons. It is Peggy Hausman. After taking an extended break in the Colorado mountains, Peggy has returned to again serve as a board member having been elected in the February community election. She has long been known as an extremely well-informed citizen activist who knows who to contact to get things done in The Woodlands. That knowledge is surpassed only by her eagerness to help her fellow citizens with local issues. In addition to her service on The Woodlands Township Board, Community Associations, the South Montgomery County YMCA and so many other community
service groups, she has been a vital part of the Panther Creek Village Association. From the Flag Day Picnic (June 15 this year) where her husband Mitch is a Master Chef, to organizing our Christmas gifts for seniors in the community, to the Fourth of July parade, she has been an untiring worker and inspiration to us all. I know of no one who has worked so hard in so many unselfish ways to serve her fellow citizens to make this community a “Real Hometown.”
On April 20, 2019, we held our semi-annual Flea Market that provided opportunities to empty that garage or closet at a profit or to find treasures and bargains from near and far. Keep looking here for the date of the Fall Flea Market later this year. Put Saturday, June 15, 2019, on your calendar for your village association’s Flag Day Picnic at Ridgewood Park, 4192 Interfaith Way near Gosling. This free family event will be a great way to meet neighbors, enjoy the community pool, feast on traditional picnic fare including snow cones and so much more.
Also mark your calendars for our custom coach ride to see the 2017 World Champion Houston Astros on Saturday, September 21, 2019, as they continue the race to retake the MLB Championship. If you haven’t taken the kids to a big league baseball game yet, this is your year. Call our ticket director at 281-296-9960 or contact your area representative. They are listed on our website.
Joining the Panther Creek Village Association board or simply attending a monthly meeting is a wonderful way to get involved in your community. Come to the monthly meetings held on the second Thursday of each month, 7 p.m. at The Woodlands Township, 2801 Technology Forest Blvd (just off New Trails). Also visit us at www.PantherCreekVillageAssociation.org.

What does water do all day?
Whenthe World Health Organization defined “Quality of Life,” it considered that our view of our surroundings — the environment in which we live — plays a major role in how we perceive our quality of life. Aren’t we fortunate that here in The Woodlands our quality of life is elevated by our beautiful natural areas?
In addition to all the green, we have an abundance of blue: ponds, creeks, rivers and lakes that take our breath away with their lush vegetation and scenic wildlife. And the benefits of our many water bodies go far beyond just beauty.
Water is the most critical resource on the planet. Every living organism needs
it to survive. It supports the growth of all the plants and animals we enjoy here in The Woodlands. But did you know it also helps to keep us cooler on warm days?
Evaporating water cools as it turns into a gas, making the air cooler in its vicinity, an effect you notice when you spend time near water bodies.
Of course, the quality of our water is important, too. Without clean, fresh water we wouldn’t have the aquatic organisms that sustain larger fish, water birds such as herons and bald eagles, and other animals that rely on them. Many of our water bodies serve as nurseries for the gorgeous dragonflies we love, along with other favorite creatures.
And we cannot forget the economic value to our Township that derives from the many ways we use water for recreation and commerce. Our waterways draw so many residents and visitors, especially when they serve as backdrops for the fun events we enjoy every year here in the community! So you see, water has many important things to do all day, every day!
If you want to dive into even more ways our water serves us, be sure to attend the next Smarter About Water Seminar presented by The Woodlands Township Environmental Services Department. You may hear some surprises as we take a look at how our rivers, creeks, ponds and lakes do so much more than supply our drinking water. We’ll also explore ways each of us can help to maintain healthy waterways, and to conserve this vital resource. The event date is Saturday, May 11, 2019, from 8 a.m. to noon, at The Woodlands Emergency Training Center, 16135 IH-45 South, Conroe, TX 77385.
This annual seminar is a free event, but with limited space. Please visit our website or call 281-210-3800 for details and register to assure your spot is reserved.

Be Prepared for Mosquito Season
By Megan McNairn
Mosquitoes use highly tuned sensory systems to zero-in on all the things they need to survive — nectar, blood and standing water on which to lay eggs. We can exploit their sensory sensitivity to better protect ourselves from bites and target mosquitoes for disease testing.
You might be surprised to know that mosquitoes drink plant nectar to fuel their bodies and pollinate plants in the process. Only female mosquitoes bite, using the protein-rich blood to make eggs. They find their next blood meal by following the trail of carbon dioxide being emitted by the host – whether it is a bird, dog or human. When the host is within sight, the mosquito is attracted to dark colors and high-contrast patterns. Knowing this, opt for light-colored clothes next time you are enjoying the outdoors.
After finding an attractive host, the mosquito hones in on an area to bite

from “smells” she picks up through her antennae. One function of mosquito repellents is to jam these signals from reaching her antennae, effectively cloaking you. We all have a different chemical signature, so try a few repellents to find the one that’s most effective for you. Look on the front of the bottle for one of the active ingredients the CDC recommends: DEET, Picaridin, Oil of Lemon Eucalyptus and IR3535.
As surveillance professionals, we use scents to our advantage, baiting certain mosquito traps with something that smells a lot like stinky gym socks. This attracts mosquitoes that are captured in a net and sent to a laboratory for identification and disease testing. Tracking changes in the numbers of mosquitoes caught, species present and disease trends over time give us valuable insight into the factors affecting the risk of mosquito-borne disease.
The Woodlands Township Environmental Services Department coordinates the Mosquito Surveillance and Education Program to reduce the risk of mosquito-borne disease. Learn more at www.thewoodlandstownshiptx.gov/MosquitoInfo. To report a mosquito concern, please email enviro@thewoodlandstownship-tx.gov or call 281-210-3800.

Dog Walker Watch Crime Awareness Program
Comelearn how to take a bite out of crime! The Woodlands Township Neighborhood Watch invites you to bring your best friend to an informative training at one of the Township parks as scheduled below. Dog Walker Watch is a crime awareness initiative which encourages dog walkers to serve as extra “eyes and ears” for law enforcement. During the training presentation, participants will learn about how their daily routine can assist law enforcement by being aware of their surroundings, effectively observing and ultimately calling in suspicious and/or criminal activity when it is happening.
Some of the key highlights of Dog Walker Watch training include the topics of what is suspicious, identifying a suspicious person, identifying suspicious vehicles, and important information to note. Training will be conducted by the Montgomery County Sheriff’s Office and/or the Harris County Constable’s Office, Precinct 4.

Txic Plants
Plants sustain all life on Earth. Not only do they feed us, but many plants also have medicinal uses that people of all cultures have used throughout the ages. Plants can help save lives; currently in the U.S., of the top 150 prescription drugs, at least 118 are plant-based, according to Center for Biological Diversity. On the flipside, there are plants that can be toxic to humans and pets if ingested.
If you have small children or pets that might taste, chew, or eat leaves, flowers or other plant parts, avoid using these common garden plants in your landscape.

Mulch Your Grass Clippings DON’T BAG'EM
By Bob Dailey A&M Research:
The Don’t Bag It program was developed by the Texas A&M Agrilife Extension back in the late 1980s and proved conclusively that collecting clippings was a waste of time and landfill space. There are more reasons to mulch instead of bagging grass clippings.

Prevention
Here are some steps you can take to prevent accidental poisoning from plants:
• Know what’s growing in your landscape and identify any toxic plants.
• Keep seeds and bulbs stored out of reach of children.
• Teach your children to keep plants out of their mouths and not to taste flowers or make “tea” from leaves.
• Never chew on jewelry or beads made from seeds, beans, or grasses.
• Don’t make toys or whistles from unknown flowers or trees.
• Know how to recognize poison ivy, poison oak and bull nettle.
• Never eat wild plants or mushrooms.

Nutrients: The tops of grass blades contain high amounts of nitrogen – an important nutrient for grass. Leaving grass clippings on the ground instead of bagging them adds this nitrogen back into the soil. That process lessens the lawn’s need for extra fertilizer. This process will significantly reduce the amount of fertilizer you need.
Slice and Dice: Mulching mowers slice and dice the grass into tiny pieces that fall into the lawn and decompose quickly. They also help conserve soil moisture while they’re decomposing. Plus, mulching helps the lawn survive drought stress.
Thatch: Contrary to what some people say, thatch is not a problem for most lawns in The Woodlands (or elsewhere along the upper Gulf Coast). In fact, it is almost impossible for thatch to develop in St. Augustine and Bermuda grasses.
Shade: A common problem with all types of lawn grasses is shade. Increase the mowing height. That increases the surface areas of the grass blades, so they can receive more sunlight. Remember that grass, like any other plant, needs sunlight to produce food.
Root Systems: The mowing height has a direct effect on root systems. Set your mower height at the highest level to maintain at least three inches of grass. Deep grass roots promote a healthier lawn. Healthy turf can resist disease, insect damage and stress.

100 Deadliest Days
Summer
is almost here, and soon our teens will be out of school, keys in hand and ready to celebrate freedom from school. We are also entering what is known as “The 100 deadliest days” of summer. According to AAA Foundation for Traffic Safety, during the days between Memorial Day and Labor Day, teen crashes rise 16 percent compared to the rest of the year. During the summer, teens are likely to be driving with more passengers, more likely to be out later at night and tempted to travel at higher rates of speed. There are also more drivers on the road.
• Singing/moving to music: Eight percent of crashes
• Grooming: Six percent of crashes
• Reaching for an object: Six percent of crashes
Talking with your teen about safe driving habits is not always an easy task, but it is imperative that you do so. Parents should talk with their teens about the dangers of driving under the influence, speeding and distracted driving. Here are some tips from Ford Driving Safety for Life:
The statistics are astounding and show that inexperience paired with greater exposure on the road is a dangerous and deadly combination. According to new research from the AAA Foundation for Traffic Safety, new teen drivers, ages 16-17, are three times as likely as adults to be involved in a deadly crash. Additionally:
• Motor vehicle crashes are the leading cause of death for teens.
• Teens have the highest crash rate of any age group.
• On average, 1,022 people die each year in crashes involving teen drivers.
• 60 percent of teen crashes today are caused by distracted driving.
The most common forms of distraction leading up to a crash by a teen driver include:
• Interacting with one or more passengers: 15 percent of crashes
• Cellphone use: 12 percent of crashes
• Looking at something in the vehicle: 10 percent of crashes
• Looking at something outside of the vehicle: Nine percent of crashes
• Talk early and often about safety — not only as a driver but also as a passenger.
• Discuss avoiding risky driving situations like speeding and nighttime driving.
• Teach by example and minimize your own risky behavior behind the wheel. Put your phone away or have your child assist with navigation and communication.
• Stay alert, wear your seatbelt and drive at posted speeds. The Woodlands Township Neighborhood Watch is currently partnering with the mobile app SAFE 2 SAVE and the Cortez-Sitter Allstate Agency to initiate the Tech Free 4 Me Village Challenge. The goal of the challenge is to promote awareness of distracted driving and encourage residents in a positive way to drive distraction free. To learn more about the Tech Free 4 Me challenge, please visit www.thewoodlandstownship-tx.gov/ neighborhoodwatch and follow the Facebook page at www.facebook.com/ TownshipNeighborhoodWatch

What Can I Do Today To Keep Kids Safe?
Information in this article submitted by Children’s Safe Harbor, with permission from Children’s Advocacy Centers of Texas (www.cactx.org ).
Dream Big For Children
Child sexual abuse is a silent epidemic too many fail to recognize. Statistics tell us that one in 10 children will be victimized by their 18th birthday. We can change that, but first, we must acknowledge that it exists.
Talk To Your Child
• Start the conversation at a very young age. Speak to your child in a way that is warm, open and supportive. Important conversations like these should take place in the context of a supportive, trusting relationship.
• Discuss boundaries. Teach your child their body is their own. Teach your child the correct names for body parts.
• It’s okay to say “NO” to an adult. Give your child permission to say NO to an adult. Explain if someone makes him/ her feel uncomfortable, find a safe place to go and then tell a trusted adult what happened as soon as possible.
• Never keep secrets. Teach your child that secrets can be hurtful. Explain
that an adult should never ask a child to keep a secret, and if someone does to tell you right away.
Reduce The Risk
Eighty percent of sexual abuse occurs during one-on-one situations. Protect your child by minimizing opportunity, making sure that multiple adults are present. You can set an example by personally avoiding one-on-one situations with children other than your own.
Be Alert
In Texas, 98 percent of children sexually abused are victimized by someone the family knows and trusts. Perpetrators can be found any place children gather; schools, churches, youth serving organizations and sometimes even families.
Know The Signs
Trust your instincts. Some signs of abuse are more obvious than others. Suspected abuse is enough of a reason to contact authorities. You do not need proof.
The Signs of Abuse
• Unexplained injuries
• Changes in behavior
• Returning to earlier behaviors such as thumb-sucking and bed-wetting
• Fear of certain places or people
• Changes in eating
• Changes in sleeping
• Changes in school performance and attendance
• Lack of personal care or hygiene
• Risk-taking behaviors
• Inappropriate sexual behaviors
