Theol’ saying, “April showers bring May flowers,” might be true in many parts of the country, but here in The Woodlands, we have experienced some of the most beautiful wildflowers in years, and not only in the month of May. Our wildflowers in the Spring are a true testament to the beautiful natural environment we have in The Woodlands. Driving throughout, you’ll see tall, towering pines and bluebonnets everywhere. In just a few weeks, the crape myrtles will be in full bloom.
Spring is always a great time for new beginnings, and we will see new changes at The Woodlands Township this month in the May 8, 2010, election. The Township Board of Directors will transition from 11 dedicated volunteer directors into seven at-large volunteer positions. Four positions will be elected on May 8, 2010. I encourage you to vote and let your voice be heard. Election information can be found in this issue and at The Woodlands Township’s Web site.
Spring also brings about the opening of 13 spectacular pools and the offering of many new activities this summer. A helpful Summer Action Guide is contained in this issue, so if you’ve ever thought about Fly Casting, Tai Chi, or learning Spanish, it’s all available in this guide. Be sure to check out all the great kids’ activities in Summer Camps, including Lego® Mania, Woodlands Adventure, Space and Rocketry, Acting and Drama Camp and much more.

Bonds issued
The Board of Directors of The Woodlands Township issued $34.8 million of taxexempt unlimited tax bonds in late March. The average interest cost of the bonds is 3.82 percent. The Woodlands Township Chairman of the Board Nelda Luce Blair said, “Our financial plan assumed a five percent interest rate, so this issue is going to yield significant savings to the taxpayers.”
The winning group of underwriters in a sealed bid process included Southwest Securities, Inc., Citigroup Global Market, Inc., Edward Jones, Wells Fargo Public Finance and Stephens Inc. These firms prevailed over three other bidders. Bonds were offered by the underwriters to initial investors at rates ranging from 0.73 percent in 2011 to 4.33 percent in 2030.
The sale of the bonds comes after the voters in The Woodlands approved three different bond propositions on November 3, 2009, to fund fire services, park improvements and refinancing of association line of credit. The sale of the bonds included a very favorable bond rating of AA by Standard & Poor’s (S&P). The S&P noted The Woodlands Township’s strong economy, good financial management and limited future debt as strong positives for the rating, according to Chairman Blair.

Morethan 275 people from 13 Woodlands area churches, clubs and corporations volunteered at the Saving Our Seniors Day, sponsored by Interfaith of The Woodlands.
Volunteer work involved yard and exterior home maintenance plus interior cleaning at 15 single family homes within The Woodlands. Many area retirement and nursing homes plus elderly apartment complexes were also served.

It’s me again It’s hard to believe your faithful friend could be considered a public nuisance, but if he’s a barker and disturbs the neighborhood, it’s a safe bet that’s how he’s perceived by others. Easiest way to find out is to ask. Your neighbors will appreciate the consideration and if they tell you his bark’s worse than his bite you can remedy the situation, nip any hard feelings in the bud and take pride in being a good neighbor. Oh, and there’s one other thing…clean up after your pet! It’s the responsible thing to do.
Keep ‘em out of sight!
On the subject of neighborly consideration, remember that trash cans are to be stored out of sight. What’s your pet peeve? Let us hear about it.

May has finally arrived with its great weather and long golden days. The College Park Village Association would like to invite all residents to our annual Spring Fling party at Harper’s Landing Pool and Pavilion. We are pleased to supply hot dogs, chips, cookies and drinks to all of our residents while they enjoy a free day at the pool. Please join us on Saturday, May 29, from noon until 4 p.m., and come celebrate the start of our pool season. This is a great chance for your family to check out the pool and get a ride on our friendly alligator.
We will be there with plenty of food and fun all afternoon and the best part is-
it is free to all residents. I look forward to seeing you all there for a great time while we kick off another fabulous summer season.

Grogan’s Mill
April 2010 Yard of the Month winner Stan and Ellen Ericksen have lived in their home in Grogan’s Mill for 16 years and enjoy working in their yard. Their hard work really shows with the beautiful display of plantings of amaryllis, society garlic, mums, ferns and red photinias, all of which are bordered by landscaping rocks. They have other plants that bloom at different times of the year. Their home is surrounded by several well-maintained trees. They say they are pleasantly surprised and honored to receive this award and will display the Yard of the Month sign with pride. Congratulations to them.

In May, we celebrate Memorial Day. Memorial Day weekend is the perfect time to honor those brave soldiers who are still with us. Thank them for the freedoms we enjoy, but also take time to give thanks for those who have given their lives and health to keep this nation safe.
Celebrate Flag Day at the Annual Panther Creek Picnic and Pool Day at Ridgewood Park on Saturday, June 12, 2010, 10 a.m. to 2 p.m. The village association is providing food and drinks. The swimming pool will be open free of charge. All village residents are invited. Come to the picnic and enjoy a day with your neighbors.
As a reminder, the Panther Creek Village Association Annual Baseball Outing will be Saturday, September 11. This is a great time to bring the whole family and guests as the Astros will host the Los Angeles Dodgers. The Panther Creek Village Association will provide bus transportation from the Panther Creek Village Center to Minute Maid Park and return. STAR Volunteer Program Unveiled
Volunteering is something you can do as a family that allows you to meet new friends and build personal and professional contacts. Serving To Advance the Ridge (STAR) is a community outreach program that will work to bring our village residents a central and cohesive partnership for volunteerism in Sterling Ridge and The
Woodlands Township. We have a modest first-year goal of enrolling one percent of our village population. We feel strongly that the program will generate excitement and the generosity of our residents’ time towards making The Woodlands Township a greater community.
Individuals will have the flexibility to choose the events and the amount of volunteer time they can provide. STAR asks for only five hours of volunteering per year; volunteers can donate more time if they wish.
Each point of the “STAR” represents a volunteer’s first five hours of community service.
• Upon completing five hours of volunteer work, each volunteer will be recognized by the Village Association and will be presented a STAR button to wear.
• They will receive a coupon for a free beverage at our neighborhood Sterling Ridge Village Starbucks!
• STAR Volunteers will receive recognition at Sterling Ridge Village Association events.
We are actively looking for volunteers for many of our events and other ad-hoc activities. Please visit www.sterling-ridge.org for more information.

Residents in Montgomery County should make sure their alarm company knows to contact the Montgomery County Sheriff’s Office at 936-760-5800. In Harris County, alarm companies should contact the Harris County Constable’s Office, Precinct 4, at 281-376-3472.
To avoid false alarms, be sure that you know how to use your alarm correctly and report any problems with your system to your alarm company for repair. Please make sure your alarm company has the correct contact information for the law enforcement agency serving your area.

It is not only a hot topic in Texas, but around the world. There’s either too much of it… as in hurricanes and flooding…or not enough, as in the drought experienced across many Texas counties last year. One thing is for certain, however; you can count on everyone having an opinion on the topic.

Here in The Woodlands, water issues have been increasingly in the news for the past year. Did you know, for example, that on June 26, 2009, we broke all water consumption records? The Woodlands Municipal Utility District delivered 38.2 million gallons to predominantly residential customers in a single day! With fewer than 30,000 single family residences in the service area, that translates to more than 1,000 gallons per household…in just one day!
It is an alarming fact that approximately 80 percent of all residential water used during the summer months is used for irrigating yards and landscaped areas, and 50 percent of this water is wasted – running off onto streets and driveways and into storm sewers. This staggering amount of waste is especially appalling when you consider that turf experts have demonstrated it takes no more than one inch of water a week - through either rainfall or irrigation - to sustain a healthy, nice looking lawn. Sadly, we’re wasting millions of gallons of water every year on lawns that don’t need it…when our residents do need it for valid household purposes.
The Woodlands Joint Powers Agency – serving the 11 Montgomery County M.U.D.s in The Woodlands – is working aggressively to provide serious assistance to residents who will make a commitment to using our water supplies more efficiently. Our primary focus is on eliminating the waste associated with overwatering and irrigation systems that have not been properly adjusted to maximize water use. Modified pricing for increased usage has been implemented. Instead of encouraging water consumption, the new tiered rates mean that after a certain threshold, the more water you use, the more you’ll pay for it.
Coincidentally with rate increases, the WJPA is offering some significant incentives to reduce irrigation-related water waste. First, we’ve established a 50 percent rebate, up to a maximum of $150, to residents who install rain continued on page 25

Everyyear, more than 30 children die because they are left alone in a car. In just 10 minutes a car’s temperature can increase by 19 degrees and can continue to rise as time goes on. There is no evidence that cracking the windows helps keep a car cool. In fact, sunshine coming through car windows makes the car work like an oven. Make it a point to never leave your child alone in a car, even for one minute. It may seem like an innocent act to leave a child in a back seat while you make a quick run into a store, but it is dangerous because it only takes a few minutes to put your child at risk. Make it a habit to check the back seat every time you exit, and remember to never leave your child alone in a car.

Texas sundrops bloom from March through September
ardeners in The Woodlands searching for a low-maintenance native plants may find that the Texas sundrop (Calylophus berlandieri) can fit the bill. A native of Texas, the plant can be found in the wild in plains areas and at the edges of woodlands.
Texas sundrop is a perennial that grows up to 18 inches high and spreads as much as three feet. The plant sports its lemon-yellow flowers from March through September in Texas gardens. These blooms, which can be two inches across, have four crinkled petals. The thin, grayish-green leaves almost resemble needles.
Sundrop, which makes an excellent ground cover or border plant, does especially well in rock gardens because
it can tolerate a high amount of heat. However, it is an attractive plant in any sunny or partial shade location in the yard, making it a versatile and colorful perennial.
The best and easiest way to propagate the plant is by seed. Sow the seeds in the fall. Gardeners can also take cuttings from new growth in the spring. Although it prefers sandy or rocky soils, Texas sundrop will survive in just about any type of growing medium. Soil pH doesn’t seem to affect the plant either, because it will thrive in alkaline, neutral and acidic soils.
The sundrop attracts bees, butterflies and birds. It is also moderately deer resistant. It’s also considered droughttolerant although it does require some

watering. Do not overwater.
Sundrop bears a strong resemblance to the evening primrose (Oenothera), and even has some of the same habits (the flower blooms one afternoon and fades the next afternoon, starting as bright yellow and ending as a pinkish-orange), although Texas sundrop is a distinctly different genus.
The plant is hardy to United States Department of Agriculture Zone 6 but it will look scraggly after any winter. The best way to assure good blooming is to prune the plant back to the ground in early spring.
To ensure continuous blooming, remove spent flowers and water when the plant is dry.

Family to Family Network is an organization dedicated to helping families that have children with disabilities by providing information, training, referrals and support in order to successfully navigate the complex education, medical and social service systems.
Family Friends Volunteer Program matches adult volunteers as a special friend/mentor to a child with disabilities and/or a chronic illness and their family. Volunteers visit the family home to play games, read a book, help with homework and just have fun! Time spent with the child enhances their socialization skills and gives their parents time to attend to other matters or take a much-needed break.

Woodlands Adventure Camp
The Woodlands Adventure Program is a unique day camp with experiential learning sessions in kayaking, indoor climbing, mountain biking, fishing, adventure racing and wilderness skills. This program will challenge your child’s abilities and boundaries while exploring new activities. The various activities take place in a demanding environment, participants must be able to function physically, cognitively and behaviorally in a manner that supports everyone’s safety.
