the Woodlands Governance

online Participation sought

regional Participation Agreements (rPA) entered into with the Cities of Houston and Conroe prevent the annexation of The Woodlands and allow residents to determine their own future governance structure within the next 50 years. In 2007, voters overwhelmingly approved the change in governmental structure to become The Woodlands Township, however, the rPAs provide the opportunity to change the current governance structure, including the option to incorporate as a municipality after May 29, 2014.

The Township’s Board of Directors has been working through a process to proactively examine whether the current governance structure is best suited for the community now and into the future

or whether changes need to be made. research has been completed, and the results are important to everyone who lives or works in The Woodlands.

March was a busy month for the governance process as several meetings and forums were held with residents, service providers and the business community to present the research completed to date and to gather feedback. If you have not participated in these events, The Woodlands Township is offering a chance to watch an online video similar to what was presented at the community forums in March. Individuals who watch the video can also provide feedback using an online form. Those interested in learning more about future governance and who

would like to provide feedback, should visit the Township Web site. The video and feedback form are available online through April 2012.

All of the feedback received will be compiled into a summary report presented to the Township Board of Directors later this spring. The Board will then determine the next steps in the governance process.

To view the video and complete the feedback form, or for additional information about the governance process, please visit the Township Web site at www.thewoodlandstownship-tx.gov and click Government then Transition and Governance. You can also follow along through monthly briefings provided at the Board of Director’s meetings. www.woodlandswellness.com

Beyond the Bag plastic Bags Meet the 3rs

if you bag yard trimmings, look for leaf and lawn bags that specify “certified compostable.” These bags are plant-based and will break down at the commercial composting facility that creates soil amendments from yard trimmings.

Plastic bags are everywhere! The petroleumbased polymer was first hailed for convenience in 1957, when plastic sandwich bags were introduced. Dry-cleaning bags hit the scene the next year with plastic bread bags and produce bags entering markets in the mid-60s. use burgeoned by the late 70s, when major department stores and grocery chains turned to plastic over paper bags. Today, 100 billion bags are sold worldwide, according to the plastics industry trade association, sPI.

recognizing the future of plastics, the industry group works on reduce, reuse, recycle efforts. While a preferred means to dispose of household garbage, plastic bags have been phased out for yard trimmings collection and curbside recycling in favor of more efficient and cost-effective processes.

Reduce Move over petroleum-based plastic: there is a new product in town! Plant-based plastics and kraft paper bags are the latest innovation in yard trimmings

management. solid waste hauler for The Woodlands, Waste Management, no longer accepts leaves, grass clippings and other yard trimmings in petroleumbased plastic bags.

residents may use certified compostable plant-based plastic and kraft paper bags that will break down in the commercial composting process. Bagless options include bundling yard trimmings or placing in an open container. The change saves the community $12,000 a month on contracted solid waste services by eliminating debagging at the commercial composting facility.

Reuse For shopping or packing lunch, BYOB—bring your own bag—is gaining steady popularity. Whether for larger capacity, to make a fashion statement or to reduce litter, carrying a reusable bag is increasingly the choice of many. reusing those plastic retail bags that make it home is another viable option. Give plastic a second life as a lunch bag, trash can

liner, doggie bag, travel laundry bag, shoe bag or a handy cover for a wet umbrella.

Recycle

Although plastic bags are not accepted in the curbside recycling program, they are collected at local grocery stores, super centers and Precinct 3 recycling Complex at 1122 Pruitt road.

Trex® is the leading plastic bag recycler in the united states. seventy percent of all plastic bags recycled through in-store collection programs are used by Trex® to manufacture plastic lumber, decking and other products. shrink wrap (clean and dry), dry cleaner bags, bubble wrap and other number 2 and number 4 plastic films are also accepted.

For more information about solid waste services in The Woodlands, please visit www.thewoodlandstownship-tx.gov/ environment or call 281-210-3800.

Editor’s Note: Information in this article was compiled by The Woodlands Township Environmental Services Department.

To be labeled “certified compostable,” a bag must comply with aSTM D-6400 testing standards requiring the bag to disintegrate in an aerobic setting within a specified period of time into non-toxic elements. Bags marked “biodegradable” are not necessarily compostable.

Grogan’s Mill

With warmer weather now here, the Grogan’s Mill Farmer’s Market is growing with more vendors and visitors than ever, attesting to its great success. The market operates every saturday morning from 8 a.m. to noon at the Grogan’s Mill Village Center, at the corner of Grogan’s Mill road and south Millbend Drive. For more information on vendors and goods, check the Grogan’s Mill Village Association Web site at www.grogansmillvillage.com. The Web site provides full information and an application for becoming a vendor at our market. The vendor application provides instructions for home gardeners who wish to sell their surplus produce in our Gardener’s Corner. You can also subscribe to the weekly Farmer’s Market Newsletter. every Friday you’ll receive an e-mail newsletter listing the vendors and products that will be available at the market the next morning.

The residents of Grogan’s Mill will soon see two major improvements to our village:

1. sawmill Park, the oldest village park in The Woodlands, is getting a major upgrade this year from The Woodlands Township, including a sprayground, the addition of a new basketball court, conversion of the old basketball court into a tennis court, playground improvements and 50 new parking

spaces. The Woodlands Township noted these improvements will enhance property values in the adjacent area and make the park more inviting to area residents.

2. Due to increasing traffic and safety reasons, Montgomery County will install a traffic light and right turn lane later this summer at the intersection of south Millbend Drive and sawdust road.

It’s Yard of the Month time again! The Grogan’s Mill Village Association likes to show appreciation to those homeowners who take special pride in the upkeep and care of their yards and homes. Your Grogan’s Mill Village Association board members continually monitor our neighborhoods looking for well-maintained lawns, landscaping and homes. We would like any resident in Grogan’s Mill to tell us who they feel has a yard worthy of recognition. Don’t be bashful, it can even be your own! each month during the growing season, the selected winner will get a $50 gift certificate to a store of their choice in the Grogan’s Mill Village Center.

susan and Vince Giacona, October 2011 Yard of the Month winners, built their house in Wilding estates in 2006, but have been residents of The Woodlands for many years. The blooming plants change color seasonally, but most of their plants are year-round mainstays. Complementing the Mediterranean-style home are Italian Cypress trees and tropicals, along with large rocks and a rock waterfall.

• Homeowner name(s)

panther Creek

April is the first full month of spring. This time of year reminds us of renewal and new things. Consider participating or volunteering to take part in one or more of this month’s community activities or events taking place in our village or one of the surrounding villages. The following is a short list of ideas and dates: Muddy Trails Bash – April 7; Creekwood Fishing Derby – April 14; Concerts in the Park – most sunday evenings in April at Northshore Park. Details for any of the preceding events can be easily found on the Township Web site or in this magazine.

This month the Houston Astros will begin a new season. Panther Creek coordinates the annual baseball game outing that is open to all residents. This year it will be August 12, 2012, versus the divisional rival Milwaukee Brewers. Mark your calendars now for this rain or shine event at Minute Maid Park, which includes bus transportation to and from The Woodlands.

The Woodlands Township Board of Directors has been working through a process to proactively examine whether the current governance structure is best suited for the community now and into the future, or whether changes need to be made. Feedback from residents related to future governance is obtained in community forum meetings and two were concluded in March. Participants who could not attend in March will have a chance in April to watch an informational video and provide feedback online. residents may follow the process by visiting the Web site or hearing monthly briefings provided at the Township Board of Directors meetings.

Our village board encourages and invites all residents to attend our monthly meetings. Bring a neighbor or two along! This is an excellent way to learn about and keep abreast of village and community activities and services. Our board is made up of a combination of people who have served for more than a decade as well as new first-year members, and we are always pleased to meet our fellow residents.

The Woodlands Township has signed national headlining band Vocal Trash to perform at Concert in the Park at Northshore Park, 5:30 to 7:30 p.m., on sunday, April 22, 2012, the 42nd anniversary of earth Day. Combining music, choreography and comedy with recycled instruments, the eco-entertainers bring a contagious energy to the stage.

Performing a variety show of tight a cappella harmonies, industrial “stomp”-

style drumming and award-winning break dancing, Vocal Trash delivers a unique mix of rock, oldies, swing and pop. The driving beat comes with an earth-friendly message. Horns and acoustical instruments blend with trash can percussion, gas can guitar and a milk urn bass.

Home-grown Texas talent, Vocal Trash wows crowds from coast to coast and internationally in appearances at festivals and venues like six Flags and Madison square

Garden. “We play to all ages,” says Kelsey rae, the group’s female vocalist. “Good music appeals to everyone and the kids love the drumming theatrics. It’s a lot of fun!”

a Different Kind of

Garden Coral Gardens in the Gulf

Practically at The Woodlands backdoor, just 115 miles from Galveston in the Gulf of Mexico, lies a wild place of surreal beauty: Flower Garden Banks National Marine sanctuary. Natural formations on salt domes, the sanctuary’s three coral reefs teem with life: 23 species of coral, manta rays, sea turtles, whale sharks, hundreds of fish and more than 80 species of algae.

shelley Du Puy, education and outreach coordinator with the sanctuary, reveals our connection to the undersea world at A Different Kind of Garden, a Walk in the Woods Nature Lecture on Thursday, April 12, 2012, at 7:30 p.m. at McCullough Jr. High school, 3800 south Panther Creek Drive.

“Coral reefs,” says Ms. Du Puy, “are the rainforests of the sea, home to the highest diversity of species.” Discovered by fishermen in the late 1800s, the sanctuary’s reefs are among the healthiest in the region, including the tropical Caribbean. Covering 56 square miles, the sanctuary is a vital nursery. “The majority of domestically harvested seafood comes from the Gulf,” she explains.

A premier diving destination, the reef’s colors and hues are spectacular! “smaller coral and sponges really bring color to the reef,” notes Ms. Du Puy. Adding to the dramatic panorama, more than 300 species of fish and 250 species of invertebrates—urchins, snails, lobsters and jellies—inhabit the reefs.

Ms. Du Puy will use exquisite photography to take us on a virtual tour of the sanctuary’s habitats—the coral and rocky reefs, sand flats and open ocean. A free program of The Woodlands Township, Walk in the Woods Nature Lecture is sponsored by Waste Management, The Woodlands G.r e e.N. and Hilton Garden Inn. Please call 281-210-3800 for more information.

safety is the number one priority of the Woodlands township. Keeping that in mind, the Woodlands Watch program wants to share some important and helpful burglary of habitation crime prevention tips.

enough emphasis cannot be put on this fact: unused locking devices and alarm systems offer no protection. use both locking devices and alarm systems, even if you’re only going to be gone for a short time.

1. Close and lock your garage door. This is especially important if it is an attached garage.

2. If you don’t have an alarm system, make it look like someone is home. A potential burglar may approach a door and knock to see if there is movement or noise coming from inside. If someone comes to your door and you are not expecting them, beware. remember: Never open your door for a stranger. Answer through a closed door, and if you are uncomfortable, call law enforcement and let them know there is a suspicious person on your property. The burglar does not want you to be home. An unoccupied home and time are important to a burglar. Leave a television or a radio on for background noise.

3. If you see a vehicle or unknown persons lingering in your neighborhood, pay attention and gather information. A good description to share with law enforcement is a plus. Also, call law enforcement and report suspicious activity immediately.

4. Get to know your “back door” neighbor. Daytime burglaries often occur at the back of a home. For that matter, get to know all of your neighbors. Join The Woodlands Watch! The first step in crime prevention is neighbor knowing neighbor. Make it a point to know who lives in your neighborhood, which houses are unoccupied during the day and who is on vacation.

5. sign up for WoodlandsAlert at www.thewoodlandstownship-tx.gov. WoodlandsAlert will provide you with public safety information about issues such as criminal activity and emergency preparedness.

6. Provide lighting for all outside entrances to your home. If possible, perimeter lighting on all sides of your house is preferred. Consider motion sensor lighting or timers. Make sure your address/house number is clearly visible from the street and lighted at night.

7. Only share vacation plans with those you trust. Do not post your plans on Facebook and/or other social media. use Vacation Watch programs offered by Montgomery County sheriff’s Office and Harris County Constable Precinct 4. Advise trusted neighbors of your plans so they can be aware of your absence and keep an eye on your home.

8. Be thorough when hiring home contractors such as lawn care, cleaning or other services you may require in your home. Be cautious when giving anyone access (or a key) to your home. Get references, ask if the company does background checks on their employees and check with the local Better Business Bureau.

Forming good crime prevention habits can make a difference. Please take that extra moment to practice the tips provided. For more information about what you can do to help, contact The Woodlands Township and ask for a program specialist at 281-210-3800 or e-mail neighbor@thewoodlandstownship-tx.gov.

Protect your belongings during hurricane season and every season… Consider Purchasing Flood insurance

In

spite of the generally hot and dry conditions of summer, it is important to remember that the Houston area is prone to heavy seasonal rains and tropical storms. The Woodlands is part of the Texas Gulf Coast, and hurricane season will start soon. The next storm could be the one that is intense enough or long enough that the 100-year flood plain boundary is exceeded. For information on how to obtain flood plain information for property in Montgomery County, call the Montgomery County Inspection Office at 936-539-7836. Harris County residents may call 713-956-3000. For more information about flood insurance, contact a local insurance agent. You may also visit the Federal emergency Management Agency (FeMA) Web site for the National Flood Insurance Program at www.floodsmart.gov, or call 1-888-379-9531.

www.floodsmart.gov

Coverage obtained through the national Flood Insurance Program is relatively inexpensive and provides peace of mind.
