Guide to Deed Restrictions in The Woodlands
Is it time for home improvements?
Here is a summary of requirements in The Woodlands (not all-inclusive).
The Woodlands Township is a masterplanned community that provides for orderly development of residential and commercial land usage. Long-range planning is critical to preserving the quality of development and to maintaining compatibility with the environment.
Development of The Woodlands is guided by legally binding covenants and development standards that protect the aesthetic integrity of the community.
Additions and modifications to all properties must be in compliance with these covenants and standards to assure continuation of architectural design, maintaining property values and preserving the natural environment.
RESIDENTIAL DESIGN REVIEW COMMITTEES
The Covenants require that all changes and improvements to a property
must be reviewed and approved in advance. Each developed village in The Woodlands has a Residential Design Review Committee (RDRC) made up of at least three people elected by the village residents and property owners to serve one-year terms. Committee members serve in a volunteer capacity and represent the residents’ viewpoint essential to the evaluation and approval process. Each village RDRC meets once a month to review property owners’ applications for modifications or additions to their properties to ensure conformance with the Covenants and Standards.
THE FOLLOWING IS A BRIEF SUMMARY FOR EASY REFERENCE
This summary of the protective covenants and residential standards is
representative, but not all-inclusive, of those now in effect in The Woodlands. Separate standards govern nonresidential projects. Applications for additions and modifications will be approved on the basis of the standards in effect on the date submitted for review. The Residential Development Standards were revised in 2019. Please be sure to review the most current version.

Summary of Standards
Most improvements require an application for review and approval. Please see the applicable Standard for requirements, or call The Woodlands Township Covenant Administration Department at 281-210-3800.
FENCES
All lots are restricted to specific fence designs, including those with ponds, swimming pools or spas, on golf courses or lakes, corner lots, lots adjoining major streets, townhomes or patio homes, etc.
Where permitted, a single rot board no taller than 6 inches may be included at the base of the fence, to allow an additional 6 inches in height. The smooth side must face outward on all sides of the lot, and the construction side must not be visible to adjacent streets or any tract of land. Prohibited fencing materials include chain link, wire or wire mesh (unless within the enclosure of a solid fence), sheet or expanded metal and stamped metal posts, plastic or fiberglass (corrugated, flat or woven), rope, bamboo, reed or wire-bound wood pickets and unfinished cinder block.
DECKS AND OTHER OUTDOOR STRUCTURES
Decks, patios, arbors, trellises, sunshades, storage sheds, gazebos, patio covers and similar structures may be
permitted, as long as they do not extend into any easements or building setback lines. The standards define permitted materials and height requirements.
Please contact The Woodlands Township Covenant Administration Department for more detailed information before commencing with construction of these types of projects.
COLORS AND MATERIALS
Colors that harmonize with the natural landscape are strongly encouraged. Muted shades are considered to be most appropriate. Colors and materials must be compatible with each other so as to develop a cohesive appearance for the dwelling appropriate to its architectural character and to the neighborhood.
Roofing colors must harmonize with the natural landscape, community and Neighborhood Criteria.
Acceptable roofing materials include tile, slate, composition shingles, stone coated or standing seam metal and cement-fiberboard products. All metal roofing must be free of any types of
glossy finish. The Woodlands Township maintains a current chart of acceptable composition shingle roofing materials for reference and comparison.
EXTERIOR LIGHTING
Due to their industrial nature, some lamp types and fixture designs are not allowed on residential lots. Mercuryvapor lamps are acceptable only in shielded fixtures mounted high in trees to provide low level ambient property illumination (moonlight).
The level of illumination of any light should not be offensive or create a glare when viewed from outside the lot. Directional lights must be aimed into the lot on which they are installed. The light source must be shielded.
Lights mounted on buildings, poles or trees to provide general lot illumination must be mounted in fixtures that shield visibility of the lamp from the street or adjacent properties and direct the illumination upward or downward.
PLAY STRUCTURES
Criteria for the color, materials and placement of play equipment and structures are designed to minimize visual impact of the equipment.

feet from the side lot line. Freestanding basketball goals, including portable goals, must be located at least 20 feet from the street pavement edge or no less than half way up the drive or adjacent to the dwelling or garage. Basketball goals may not be placed on any easements.
Forts, swing sets, etc., are restricted in height, tarp color and size and must be located in the rear or side yard and not in any easement. Wood construction is preferred.
ROOM ADDITIONS, GARAGES, DETACHED BUILDINGS AND STRUCTURES
In addition to many other requirements set forth in the Covenants,
Standards and Neighborhood Criteria, all improvements must be architecturally compatible. Architectural compatibility is a continuity or agreeable relationship of architectural style, mass, proportion, scale, materials, color and design detail with existing and planned improvements on adjacent properties and in the neighborhood. Special restrictions as to the percentage of a lot that may be covered by hard surface material as well as the restrictions related to the amount of square feet of living area in a given home are attached to each lot.
Detailed construction drawings, exterior elevation drawings and specifications for color and materials must accompany the completed
application. The drawings must indicate how the proposed improvement will relate architecturally to the existing residence, and the plans must be sealed by an A.I.B.D./T.I.B.D. or N.C.B.D.C. designer, licensed architect or structural engineer. Inspections and a refundable compliance deposit are also required.
Conversion of a garage or carport to some use other than for automobile storage is generally prohibited.
Exceptions may be granted where an architecturally compatible approved replacement structure is provided.
Additional standards have been adopted to address major remodeling. Major remodeling means the substantial remodeling of buildings and other manmade structures, including but not limited to homes, additions, substantial concrete renovations and swimming pools.
POOLS AND SPAS
The pool and/or spa, as well as its associated decking, berms and waterfalls, must not encroach upon any easements. Concrete, paving and interlocking pavers are also limited by standards regulating lot coverage.
Additionally, the water surface and hard surface areas are restricted by the criteria for all lots. Pools and spas must be enclosed by an approved fence with self-closing and self-latching gates. Pool barrier fencing must comply with the most currently adopted code.
Applications, plans and inspections and a refundable compliance deposit are required. Drainwater plans are also required.
Covenant Provisions
LANDSCAPING AND TREE REMOVAL
Residential lots in The Woodlands have been developed to preserve as much of the natural forest as possible. Native vegetation is the single most important landscape element in The Woodlands. It provides the unity and constant “sense of green” that is of immeasurable value to

the visual pleasure and enjoyment of the outdoor experience. The preservation of native vegetation — tree canopy, under story and forest floor — is strongly encouraged. In an effort to preserve the forested environment and ecological balance of The Woodlands, no living tree greater than 6 inches in diameter (as measured at a point 2 feet above natural grade) may be removed without prior written approval.
PETS
Residents of The Woodlands are limited in the number of animals to be kept outside the home. No more than two customary household pets may be placed or kept outside of the home. Animals must not be allowed to run at large, but must be confined to the owner’s lot or controlled by a restraint device.
FIREWORKS, FIREARMS AND HUNTING
The sale and use of fireworks and the use or discharge of firearms of any kind whatsoever is strictly prohibited on any property within The Woodlands. Hunting of any kind by any method is also prohibited.
RESIDENTIAL LOT USE RESTRICTIONS
Without prior approval, no structure may be used for any purpose other than that for which it was originally approved. No profession or home industry may be conducted from any residential property without committee approval.
GARAGE, YARD AND ESTATE SALES ARE EXPRESSLY PROHIBITED
The Woodlands Village Associations conduct a flea market
twice a year in which residents may participate.
BOAT, TRAILER AND AUTOMOBILE PARKING AND STORAGE
Trailers, trailer homes, recreational vehicles, mobile homes, boats or other similar vehicles or equipment may not be parked 48 consecutive hours or more on any street or on any lot where visible at ground level from a street or adjacent property. Parking on lawns, ditches, open space areas or other dirt, gravel or grassy areas is not allowed. Motor vehicles that are disabled or mechanically inoperable may not be parked on any street or at a location where visible at ground level from any street or adjacent property.
DISPOSITION OF TRASH AND OTHER DEBRIS
All trash, refuse or recycling containers may be placed near the street edge no earlier than one day prior to waste collection. Emptied containers must be removed from the street, front yard or driveway by the end of the collection day. Containers must be stored on the owner’s property at all times. All trash and refuse containers must be stored out of public view at ground level from the street or alley or adjacent and surrounding properties at all times except during waste collection.
No lumber, metals, bulk materials, refuse or trash may be kept, stored or allowed to accumulate on any lot or adjacent areas such as greenbelts or open space areas, drainage easements, vacant lots, etc. Building materials may be stored temporarily on the premises during a construction project for a period not to exceed 120 days.
USE OF EASEMENTS AND RIGHTS OF WAY
Easements provide a buffer zone between properties to minimize the impact of one lot upon another.
They are set aside for providing utility service and drainage to each lot, and to provide natural vegetative screening and privacy separations between lots. Being certain that your project respects all easements and setbacks is perhaps the most compelling reason to contact The Woodlands Township before you complete your project plans.
NEW! SHORT-TERM RENTALS
What is considered a short-term rental? Any single-family dwelling rented for monetary consideration for a period of time less than thirty (30) consecutive days for an amount in excess of $15 per stay, not including a residency unit or hotel, more commonly referred to as Air BnBs.
The 2017 Texas Supreme Court ruled in favor of short-term rental use, stating that so long as renters are using the rentals for residential purposes, there were no deed violations. Shortterm rentals were found by the Court to be a “residential” use. The court ruling did allow for regulations to be put in place for said use. Standards have been adopted which require an application and approval process related to short-term rentals. Lastly, due to an increase of short-term rentals, The Woodlands Township desires to assure that properties are listed as shortterm rentals in order to monitor their operation while also upholding owners’ property rights.

VOLUNTEER
Run for a Residential Design Review Committee or Village Association Office
Eachyear, elections are held for more than 100 volunteer leadership positions within our community. Volunteers are critical to The Woodlands; thousands of volunteer hours are necessary to carry out the governance of our community. As in the past, elections will continue to be held in February for the Residential Design Review Committees (RDRCs) and the Village Associations. The Woodlands Township Board of Directors election is held in November and follows a different process.
Residential Design Review Committees
The majority of properties in The Woodlands Township are encumbered with either The Woodlands Community Association Covenants or The Woodlands Association Covenants (both herein referred to as the Covenants). In 2010, these community associations transferred responsibility for Covenant administration to the Township as part of the governance transition, and the Covenants continue to be encumbered on property throughout The Woodlands. As prescribed by the Covenants, five-member resident-elected committees serve to facilitate property improvements of their peers. Elected to one-year terms, residents dedicate several hours each month to review the applications submitted by their neighbors for improvements to their property.
Residents interested in ensuring that design standards are maintained in The Woodlands may be interested in filing for Residential Design Review Committee candidacy in their village.
The following Residential Design Review Committee positions are up for election in February 2020:
All Villages
• Up to five Residential Design Review Committee members to be elected for each village, all serving one-year terms. This includes two committees for the Village of Indian Springs, which is divided into two geographic areas based on Covenant imposition.
Village Associations
Each of the villages has a civic association that facilitates activities specific to their village. Each village will have officer positions and/or area (neighborhood) representative positions open for the 2020 election. While officer duties may vary by position and/or specific village (refer to each village’s bylaws at www.thewoodlandstownshiptx.gov), all villages seek enthusiastic residents looking to volunteer their service and leadership for their closest Woodlands neighbors.

Filing for all community positions begins Thursday, December 26, 2019, and continues through January 16, 2020, at 5 p.m.
In accordance with the current Election procedures, candidates who are interested in running, but do not file by the deadline will be able to run as a writein candidate only if they file as such by 5 p.m. on Wednesday, January 22, 2020.
Cancellation of Uncontested Elections
In the February 2020 election, for any Residential Design Review Committee or Village Association that does not have a contested race as of 5 p.m. on January 22, 2020, the entity’s election will be canceled and the seating and/or filling of vacancies will proceed in accordance with the entity’s bylaws.

One of the longest-standing traditions in The Woodlands, Arbor Day, encourages residents to help with reforestation efforts throughout the community by planting trees in yards, community open space reserves and forest preserves. Since 1977, more than 1.5 million trees have been given away at this annual event. Free seedlings will be available to help reforest our community. Seedling varieties available include: Sugar Hackberry, Eastern Redbud, Tulip Poplar, Witch Hazel, Overcup Oak, Loblolly Pine, Southern Magnolia, Roughleaf Dogwood, Spicebush, Possomhaw Holly, Green Ash and American Sycamore. Varieties available while supplies last. The Woodlands Township Environmental Services Department, in partnership with Tall Timbers Boy Scout Troop, will distribute seedlings January 25, 2020, from 9 a.m. to noon at Northshore Park. 2020 Community Tree Planting
Calling all tree lovers! On Saturday, February 8, 2020, The Woodlands Township will celebrate Arbor Day with the sixth annual Community Tree Planting event, and you’re invited to get your hands dirty and join the fun! Volunteers are needed to help plant thousands of native trees and shrubs, and to spread native wildflower seeds in support of The Woodlands Township’s Plant for Pollinators program.
The site for this year’s event is the Creekside Park West Trailhead to the George Mitchell Nature Preserve, off of Ann Snyder Way in the Village of Creekside Park. The event occurs from 8 a.m. to noon; volunteers are welcome to come and go at any time. Registration is required. If you’re part of a large group, please be sure to preregister at www.thewoodlandstownship-tx.gov/environment.
The Community Tree Planting is made possible through a partnership with The Woodlands Development Company. Previous sites include Spindle Tree Ponds Park (Sterling Ridge), Tamarac Park (Grogan’s Mill) and Footbridge Way Pond Park (Creekside Park). More than 10,000 native trees have been planted since the program began in 2015.

Cure the winter doldrums with a trip down The Woodlands Waterway on a swan pedal boat!
Naturedesigned swans to live comfortably in cooler weather conditions – and the swan pedal boats in The Woodlands Waterway are no exception. If you have been missing the great outdoors during these long winter months, come buddy up on a swan boat at Riva Row Boat House!
Visiting the boat house in January may sound like a peculiar idea to some, but if you’re properly prepared, then boating of all kinds can be a great recreational activity during a Texas winter. Every boater can enjoy the winter colors, pleasant breezes and cooler, usually clearer, water on Lake Woodlands and The Woodlands Waterway. Bring some blankets if you wish and dress for the weather. While the
gentle, self-paced pedaling will help keep you warm, we do recommend checking the weather forecast before you head out the door.
Swan pedal boats were launched in August 2018 and proved to be immensely popular last winter, especially with families and visitors. (Got family in town? Bring everybody over!) The swans nest at the Riva Row Boat House at 2101 Riva Row, The Woodlands, Texas, 77380, located just south of popular Town Green Park. Swans travel on the upper Waterway between Town Green and the east end of the canal, but are not permitted on Lake Robbins. Along the way you will see many of the beautiful Woodlands Waterway art benches, the koi pond, Waterway Square Park and
fountains, and get a unique perspective on all the goings-on in Town Center. Most leisurely trips take about 45 to 55 minutes.
A swan ride is just $25 for the first hour and $5 for each additional hour, with all rider fees and lifejackets included in the price. Our swan boats can fit up to four people with a maximum total weight limit of 700 pounds. So grab the kids, your significant other or some good friends, and get moving this winter! This year’s first village association board/residents’ meeting will be held on Tuesday, January 7, 2020, at 7 p.m. at the Township building, 2801 Technology Forest Blvd. Make it your resolution to attend at least some of our meetings this year. We want to get to know you and your concerns so we can work with you to help. The meetings are a good source of information about what’s going on in our village and The Woodlands overall. We schedule informative speakers periodically and receive updates from the Sheriff’s Department and the Township Board each month. Stop by and introduce yourself.
Our village association elections are held in February, and we’d definitely appreciate your votes. This year, Alden Bridge will elect nine at-large Area Representatives and five members of our Residential Design Review Committee (RDRC). You can learn more about the upcoming election on the Township website. Filing ends this month. Consider running for a position on our board or RDRC. It’s a great way to give back to your community and have some fun at the same time.
As usual, we’ll be busy with activities for our residents throughout the year. You can join us for Spirit Day at Taco Nation on January 15, 2020, as we raise money for our scholarship program, bring the kids to hunt eggs at the annual Spring Festival on April 4, 2020, and nominate your friends and neighbors (or yourself!) for our Yard of the Month competition that goes on from May through September. In the summer, you can join our bus-to-the-ballgame outing to see the Astros. As the year
progresses, you’ll be able to decorate your home and yard to be judged in Halloween’s Spookiest House contest and the Holiday Lighting and Decorating contest.

Cochran’s Crossing
We would like to say a very special thank you to Ginger Fray for an outstanding job coordinating our Fall Festival on October 27, 2019! It was a perfect day, and the kids had an awesome
time. We also had many students from the Interact Club who did a totally amazing job. We hope you were able to come and enjoy it with us.
At the January 28, 2020, meeting, our village associations will recognize several educators from David, Galatas and Powell Elementary Schools in our village. Each year, teachers are given the opportunity to write a grant. Last year, we gave out over $3,000 in teacher grants. Come to the meeting to see some awesome educators who go above and beyond.
Elections will be held in February for the Cochran’s Crossing Village Association board positions. There are 18 positions available and elected members serve a one-year term starting in March. If you are interested in helping your community, we would encourage you to run for a position. We always need additional volunteers to help. Our meetings are held on the fourth Tuesday of each month, unless otherwise announced.

Village Association elections will be held in February for any contested seats. College Park Village will be filling seats for nine at-large Directors plus Vice President and Treasurer. Information on filing is available on the Township website. We have board positions available and would like you to consider joining us. The time commitment is for one monthly meeting and on average, we have one weekend event/activity a month.
Whether or not you decide to become a board member, there are opportunities to support the College Park Village Association through community-wide events. Upcoming is the Earth Day GreenUp in March. Volunteers throughout the community will be contributing to clean-up efforts in targeted locations around our community. This is an event for the entire family to

College Park residents collected 275 pounds of batteries for the 3R Bazaar in November. This compares to the 210 pounds we collected last year. The neighborhood of Windsor Hills contributed 154 pounds of this year’s total. We appreciate residents of College Park who made battery recycling a priority. Start today to collect your used batteries for the America Recycles event in November 2020!
College Park is particularly pleased to have earned first place in the Tech Free 4 Me safe driving challenge. A grateful Thank-you to all residents who participated.
High school seniors who live in the Village of College Park are eligible to apply for a college scholarship to be awarded this spring. In addition to living in one of the three village areas of Harper’s Landing, Windsor Hills or Grogan’s Forest, applicants should be able to demonstrate an interest in community service.

Another year has come and gone, and Creekside Park Village continues to improve with each year. We have seen the continued growth in our village with new businesses choosing to be part of our great community. With the addition of the new Cinepolis Luxury Theater and new restaurant options, Creekside Park has become the place to be.
Mark your calendars for Saturday, January 25, 2020, to be at Rob Fleming Park for the Creekside Park Village Association Winter Festival and Chili Cook-Off. Join your Creekside Park Village Association Board from 1 to 4 p.m. for a free event for all residents. We will have food, our famous snow hill for sledding for kids of all ages, and new this year: a live Zydeco band. We will have kids’ activities including face painting, a balloon artist, a bounce house and more. Of course, the main event is the Chili Cook-Off! Come out and try some great chili and vote for your favorite team. There will also be a raffle for some great prizes!

Community involvement is about showing the next generation the importance of community service and the positive impact it has on not only those in need, but also on the ones performing the service. On October 26, 2019, the annual Indian Springs Taste of the Village was enjoyed by all who attended and generated a ton of buzz for the local businesses that shared their incredible food and services. All of the proceeds will fund the Indian Springs Village Association Community Service Scholarships as well as the Lloyd Matthews Scholarship for the
Montgomery County Women’s Center. Attendance this year was outstanding due to the increased awareness by sharing the event across social media platforms. In addition, we had the most raffle prizes ever and a few participants won multiple times since they bought several tickets. Prizes this year included a new Apple iPad, $250 H-E-B gift cards, John Cooper School Signature Author Series Luncheon tickets, round of golf for four at The Woodlands Country Club, European Wax CenterWalk In Strut Out, a membership at Yoga Pod, as well as gift cards to Tide Dry Cleaners, Car Wash Time, New Balance, Nails of America, Craft Grill and Radiance Medical Aesthetics and Wellness.

The New Year presents the residents of Panther Creek with many opportunities to participate in keeping The Woodlands a “real hometown.” Panther Creek Village Association exists to help residents enjoy and benefit from the many resources in our community. This year will be busy in Panther Creek with flea markets, baseball outings, picnics, parades, holiday lighting
contests, scholarship awards, guest speakers, bazaars and much more.
Help enrich The Woodlands and also enrich your life by being an active member of this great community. All residents are invited to attend and speak at our monthly meetings. Many of the board positions will be up for election in February. You are invited to vote in the election or even to run for any of the positions. Our monthly meetings are held at 7 p.m. the second Thursday of each month at The Woodlands Township building on Technology Forest Boulevard (just off New Trails). Community leaders and civic groups present useful information and make themselves available for your questions and suggestions. Sheriff’s Office deputies present detailed reports of crime prevention and criminal activities in your neighborhood. Our Township program specialist keeps us informed of the wide range of upcoming events taking place in our village and also keeps us up to date on the actions and issues before The Woodlands Township Board. Our village association board members also report on their work on community-wide committees.
Congratulations go out to the voters’ choices in The Woodlands Township Board election last November. More than 30,000 residents turned out to vote for members of the board that serves as our “town council” as we face the upcoming issues of possible incorporation. The final question of incorporation or not will be put to us as voters to choose in a future election. Your village association is a convenient and informal forum to get neighborhood issues addressed.

The Power of Working Together: INVASIVE PLANTS TASK FORCE

According to inventor Jay Harman, “In an educated public, there is always an appetite to do the right thing.” Residents of The Woodlands Township are demonstrating this to be true!
Early in 2019, The Woodlands Township Environmental Services Department held a class on invasive species, with an in-depth look at their environmental and economic impacts, efforts to combat them and ways for residents to get involved in those efforts. From this class, a volunteer Invasive Plants Task Force was formed and soon got to work clearing out potato vine, Japanese climbing fern and other invaders along our greenbelts and pathways. The effort gathered steam in the following months as Boy Scout troops, high school clubs and others joined.
Additional trainings addressed the growing demand and the volunteer corps soon doubled in size.
By September, volunteers had spent a total of 210 hours removing 2,610 gallons of invasive plants from pathways in the Township.

RIDE TO THE RODEO with The Woodlands Express in 2020
Takea ride to the Houston Livestock Show and Rodeo in 2020 with The Woodlands Express! The Woodlands Express, the Township’s Park and Ride transportation service to Houston, will take riders to NRG Stadium each weekend during the rodeo, allowing rodeo-goers to enjoy all of the fun without the headache of parking and driving. Buses will depart from the Sawdust Park and Ride at 701 Westridge Road.
The cost of round-trip transportation to the event is $13 per person. This service will be available only on weekends during the rodeo: March 7 and 8, March 14 and 15, and March 21 and 22, 2020. Reservations are required. Details for rodeo transportation and the reservation site link will be released in early January 2020.

Catch a ride to the 2020 Houston Livestock Show and Rodeo with The Woodlands Express.
Registration is now open for the three signature races offered by The Woodlands Township: Woodforest Bank TRI – The Woodlands, Muddy Trails Bash and Memorial Hermann 10 for Texas. All three races will be capped to ensure participant safety and are expected to reach capacity, so early registration is advised.
Woodforest Bank TRI – The Woodlands will be held on Saturday, April 4, 2020, at Northshore Park. The event, which is USA Triathlon (USAT) sanctioned, offers a beginner-friendly atmosphere and provides participants with a variety of opportunities to prepare for race day. This sprint distance triathlon is composed of a 500-meter open-water swim, a 12.8-mile bike course winding through The Woodlands and a 5K run, making it an ideal first time race for those who are just being introduced to the sport. The Woodforest Bank TRI concludes with a festive awards party featuring live music, food and fun at Northshore Park.
The Muddy Trails Bash will be held Saturday, May 2, 2020, and features chiptimed 10K and 5K trail runs sanctioned by USA Track and Field (USATF). In addition to the chip-timed races, there is the Little Muddy Kid’s Fun Run and 2K-9 Dog Fun Run. Following the races, stay for the post-race party at Rob Fleming Park featuring zydeco music, the Muddy Bowl Crawfish Cook-Off and a Kids’ Zone with crafts and activities.
The Memorial Hermann 10 for Texas will be held on Saturday, October 10, 2020, at Northshore Park with a 10-mile chip-timed race, the 3.1 Armadillo Run 5K and the One 4 Texas one-mile kids’ fun run. The USATF-sanctioned event ends with a Texas-sized post-race party with live music and fun for the whole family.

Make a Resolution in 2020 to Have A Safe Home and Neighborhood

Aswe begin 2020, it is time to reflect on our resolutions for the New Year. The Woodlands Township Neighborhood Watch encourages you to include a safe home and neighborhood in your plans. Crime prevention is a group effort and requires all of us to take a proactive role in our safety. Knowing how to protect yourself and your property, and joining with your neighbors to make your neighborhood safer can reduce the opportunity for crime in The Woodlands.
One of the most basic crime prevention techniques includes the Crime Triangle, which identifies three elements that must be present in order for crime to occur:
DESIRE of a criminal to commit a crime; ABILITY to commit the crime; and the OPPORTUNITY for the crime to be committed
Fortunately, you have control over one of the elements of the Crime Triangle – Opportunity. By removing the opportunity, you can break the Crime Triangle and contribute to the community policing effort in The Woodlands. By following these rules, you can take away the criminal’s most valuable resource: opportunity

8. Hide your things, lock your car and take your keys. Lock your vehicle and roll up all windows. Hide valuables from sight, or take items with you. Park in areas that are well lit and not secluded. Activate your vehicle’s alarm system.
9. Sign up for Vacation Watch. This allows law enforcement patrol deputies to check the security of your residence while you are away.

SJRA Rehabilitation of Bear Branch Gravity Main Project
The San Jacinto River Authority (SJRA) has determined a need to rehabilitate the aging wastewater collection system in The Woodlands. The age of the wastewater collection system in The Woodlands ranges from 5 years to almost 45 years old. With infrastructure this old, the system begins to have issues with the structure of the pipe, leaking joints and potential loss/reduction of service. Leaking joints and manholes allow infiltration and inflow (I/I) from groundwater and stormwater to enter the wastewater collection system and travel to the treatment facilities. This additional water in the system reduces the amount of wastewater that can travel to the treatment plants, which reduces the service level to the end user.
The Bear Branch Gravity Main, consisting of over 2.5 miles of large diameter pipe and associated manholes, has been identified for rehabilitation to restore structural integrity and reduce I/I. The pipe will be rehabilitated using the Cured-In-Place Pipe (CIPP) rehabilitation method, a trenchless technology that minimizes impacts to the environment and the public. The result is a tight-fitting, jointless, and corrosion-resistant structural liner within the existing pipe, or a “pipe-within-a-pipe”. Additionally, manholes will be rehabilitated with new covers and a corrosion-resistant cementitious lining. The project is funded by the Texas Water Development Board.
Construction is anticipated to start in January 2020. At that time, temporary access roads will be established, construction vehicles and heavy machinery will be present along the access routes and at the project site and there will be limited underbrush clearing along the project path.

Q : Should I mow my yard during the winter?
A: Mow once during January with a mulching mower. This action will cut down winter weeds before they can form seed heads. Once or twice mowing during the winter will also mulch leaves, pine needles and other organic debris that has fallen on the grass.
Q : Should I use a Weed-and-Feed product now to get rid of winter weeds?
A: No, not now or ever. Weed-and-Feed products should never be used and are a waste of money.
Q : So, if I can’t use Weed-and-Feed, what can I use?
A: Destroy winter weeds before they seed, and if you do not want to follow the advice above, use industrial-strength vinegar in a spray bottle, and spray each weed. Be careful not to get it on the surrounding lawn. Other organic applications include citric acid, D-limonene and essential oils. All prove to be highly effective for young weeds.
Q : Should I fertilize now?
A: You can. But remember, winter weeds love fertilizer too. Better to fertilize in October and early November, along with aerating and composting your lawn. Fertilize again in late March or early April.
Q : How much should I water my lawn in winter?
A: The Woodlands receives an average of three inches of rain a month in winter. That is more than enough water to help grassroots to keep growing. While your lawn may not be fully dormant, it will not need more than three inches of rain to keep it alive. More water than that can cause fungal infections, weaker plants that are less likely to fight off disease and insect infestations. We recommend turning off your automatic sprinkler controller and operate the system manually only when the lawn needs it.

Come out to The Recreation Center at Rob Fleming Park, have some breakfast, enjoy a seasonal craft and find the eggs! Don’t forget your baskets and camera!

Keep our community beautiful by cleaning litter from streets, pathways and streams. Meet your group at a local park for check-in and supply pickup before going to your cleanup site. BIKE MONTH IN THE WOODLANDS
For the eighth consecutive year, The Woodlands will be celebrating Bike Month with a myriad of fun events throughout the month, for cyclists of all ages and abilities. The Woodlands Township, in partnership with Bike The Woodlands Coalition, will be recognizing National Bike Month in May and has planned activities and events throughout the month. Northwest Aquatic League (NWAL) swim meets are huge undertakings. Each family is asked to help for four (4) total credits over the course of the dual swim meets.

• $200 deposit per family; no additional charge for extra swimmers
• Deposits are fully refundable upon completion of volunteer hours at the end of the season.
• 100% of non-refunded fees go towards your swim team for equipment, ribbons, etc.

Keep our community clean and green by adopting a pathway. Families, businesses, neighbors and volunteer groups are encouraged to join. Groups that clean litter on their assigned route at least once every quarter of the year receive a sign of recognition installed along the pathway.
