The Woodlands Township 2014 Board & Officers

TheWoodlands Township Board of Directors recently recognized a retiring director, seated newly elected or re-elected directors and elected officers. John P. McMullan, Peggy S. Hausman and Bruce Tough were sworn into office to serve two-year terms after each won their elections on November 5, 2013. The Board of Directors elected their officers for the year: Chairman Bruce Tough, Vice Chairman Peggy Hausman, Secretary Ed Robb and Treasurer Gordy Bunch. Additionally, The Woodlands Township honored one retiring director, Nelda Luce Blair, as she stepped down from the board after seven years of service to the Township, preceded by serving continuously on the Town Center Improvement District board since 1999.

The Woodlands Township contracts with Waste Management to provide solid waste service. Targeting waste reduction, the plan includes:

• Once-per-week fully-automated curbside trash collection utilizing a 96-gallon cart with green lid.

• Once-per-week automated collection of recyclables utilizing a 96-gallon cart with yellow lid.

• Once-per-week manual collection of yard trimmings.

• Scheduled pickup of bulky items.

• Twice-a-month scheduled collection of moving boxes and oversized cardboard for recycling.

• All collections occur on the same day between 7 a.m. and 7 p.m.

Curbside Guidelines

• Trash and recycling carts, yard trimmings and bulky items must be at the curb no later than 7 a.m. on your service day.

• Each cart must not exceed 200 pounds.

• Allow four feet between each cart and other items to enable space for the automated arm on each truck.

Trash Collection

• Must use wheeled cart with green lid provided by Waste Management.

• Place trash cart at curb with handles facing house and four feet from other items.

• Container lid must close completely.

• Excess trash must be bagged and tagged with pink tags available at The Woodlands Township and local grocery stores for $1.75 each.

• Each bag of excess trash must not exceed 40 pounds.

• NO household hazardous waste or construction debris.

Single-Stream Recycling

• Use wheeled cart with yellow lid provided by Waste Management.

• Place all standard recyclables together. NO sorting or bagging.

• Rinse cans, bottles, jars and containers.

• Only clean paper products are recyclable.

• NO plastic bags, Styrofoam™, scrap metal or ceramics.

• The following items are accepted:

– Dairy, juice and soup cartons

– Glass bottles and jars: clear, brown and green

– Rigid plastic bottles and containers: codes 1, 2, 3, 4, 5 and 7, remove lids before recycling, NO plastic bags

– Corrugated cardboard and

paperboard, cereal boxes and tubes: Flatten and/or trim to fit cart, NO pizza boxes

– Paper: Books, phone books, catalogs and magazines, newspaper (include slicks, remove plastic sleeves), office and school paper, junk mail, brown paper bags

– Aluminum cans and clean foil pans

– Tin or steel cans

Yard Trimmings Specs

Place all yard trimmings at the curb by 7 a.m. on your service day and at least four feet from the 96-gallon carts. No additional service tags required.

• Grass clippings, leaves and prunings

– NO petroleum-based plastic bags

– May use certified compostable bags that meet ASTM-6400 standards: Certified compostable, plant-based bags and kraft bags are currently available at Kroger, Randalls, H-E-B, Target, Ace and Sears Hardware. Dsolv kits available free at some Township sponsored events. Replacement bags available for purchase at 8203 Millennium Forest Drive during regular business hours.

– May be placed in an open container such as traditional 32-gallon trash can, weighing no more than 40 pounds

• Branches, tree limbs and trimmings

– No larger than four inches in diameter

– Trimmed to four feet in length

– Tied with natural twine into bundles no higher than four feet

– May be placed in an open container

additional cost. For a trouble-free pickup, please adhere to specifications:

• Bulk waste refers to appliances, furniture and other large household items too large to fit in the 96-gallon trash cart if it were empty.

• Carpet (four-foot bundles, limit of two)

• Refrigerators, freezers and AC units must be certified Freon-free.

• NO construction debris, concrete, bricks, roofing, vehicles or parts, household waste or yard trimmings.

• Extra bags of household trash require a pink tag available for $1.75 each at local grocery stores and do not need to be scheduled for pickup.

Schedule Bulk Pickup

• At least two working days prior to your regular service day, call Waste Management at 1-800-800-5804, or e-mail southtxcallcenter@wm.com to schedule pickup.

– Name, address, phone number, village, service day and description of items.

– Request a confirmation number. Keep it handy until service has occurred.

– No bulk trash pickup second Monday or fourth Friday of the month.

Guidelines for Bulk Recycling of Moving Boxes and Oversized Cardboard

Cardboard boxes too numerous or large to fit in the recycling cart must be scheduled for pickup. The service is provided at no additional cost on the second Monday and fourth Friday of the month. For a troublefree pickup, please adhere to specifications:

• Flatten and stack or consolidate smaller boxes into a larger box.

• Fold paper and place in recycling cart or cardboard box.

• NO packing peanuts, Styrofoam™ or plastic.

• Place items at the curb before 7 a.m. on the scheduled pickup day.

How Green is Your Greenbelt? Be a Greenbelt Guardian

Do you live on a greenbelt? Even if you do not, we all benefit from healthy green spaces, and The Woodlands has many of them. We are fortunate to reside in a living forest. With any privilege, comes responsibility. Dumping of yard trimmings in the greenbelt may seem like a harmless action, but there are serious consequences. The greenbelt is designed to accommodate the recycling of nature’s resources generated in place. Gradual decomposition restores nutrients back to the forest floor. However, the natural processes can quickly become overwhelmed when residents or contractors add landscape debris to the mix, regardless of seasonal conditions:

– In drought, the accumulation of yard debris can become a fire hazard.

– In flooding, the piles can impede the natural drainage to the waterways causing flooding and creating mosquito breeding sites.

Owners of property that do not border open space preserves need to be aware of how contracted landscape services are disposing of their debris. Homeowners are responsible for the actions of their landscape contractors. Dumping can incur criminal penalties up to $500 a day! The preservation of the green spaces and the forest benefits us all.

Ten Steps to Greenbelt Guardianship

• Become knowledgeable and share the curbside waste services for yard trimmings with your neighbors.

• Do not dump in the green space!

• Clean up areas where past dumping has occurred.

• Monitor and clean up litter.

• If your portion of greenbelt borders a street – monitor from fence to street right of way.

• Allow some natural leaf litter to remain and decompose on site to restore nutrients to forest floor.

• Periodically evaluate tree health in adjacent greenbelt just as you would on your own property.

• Learn to recognize invasive exotic species.

• When using the hike and bike pathway system, report areas where you observe dumping or invasive species. Call 281-210-3800 and ask for Environmental Services.

The Woodlands Township Fire Department’s Central Station and architect Joiner Partnership, Inc. have been awarded the grand prize – the Gold Award – for new facilities constructed in 2013 in the Career Departments category by Fire Chief magazine. Station Style Design Awards is a prestigious competition to encourage, recognize and celebrate architects and fire departments for their achievements in fire station design and construction.

According to Fire Chief magazine, a panel of six judges — architects and fire personnel — reviewed the electronic portfolios submitted by architects from across North America. Each portfolio was reviewed individually by each of the judges, based on the category selected, location and resources available to meet the needs of its department and community. Central Station, located at 9951 Grogan’s Mill Road, opened its doors on April 23, 2013 and is the hub of The Woodlands Fire Department. Personnel assigned to this station provide fire, rescue and EMS service while maintaining the established five-minute response criteria to Town Center and the Villages of Grogan’s Mill and Panther Creek. In addition, the

station houses the Township Emergency Operations Center, The Woodlands Fire Communication Center and The Woodlands Fire Administration offices.

The 26,610 sq. ft. station includes four apparatus bays, living quarters, 12 dorm rooms, administrative offices,

conference/study rooms, work rooms, decontamination room and a physical wellness area. It’s equipped with a fire engine, command vehicle, ladder truck, rescue boat, attack vehicle and a Montgomery County Hospital District unit.

VOLUNTEER

Eachyear, elections are held for more than 100 volunteer leadership positions within our community. Volunteers are critical to The Woodlands; thousands of volunteer hours are necessary to carry out the governance of our community. As in the past, elections will continue to be held in February for the Residential Design Review Committees (RDRCs) and the Village Associations. The Woodlands Township Board of Directors election is held in November and follows a different process.

Residential Design Review Committee

The majority of properties in The Woodlands Township are encumbered with either The Woodlands Community Association Covenants or The Woodlands Association Covenants (both herein referred to as the Covenants). In 2010, these community associations transferred responsibility for Covenant administration to the Township as part of the governance transition, and the Covenants continue to be encumbered on property throughout The Woodlands. As prescribed by the Covenants, five-member resident-elected committees serve to facilitate property improvements of their peers. Elected to one-year terms, residents dedicate several hours each month to review the applications submitted by their neighbors for improvements to their property. Residents interested in ensuring that design standards are maintained in The Woodlands may be interested in filing for Residential Design Review Committee candidacy in their village.

For the February 2014 election, changes will be implemented to the Election procedures, as approved on November 20, 2013 by The Woodlands Township. For any Residential Design Review Committee or Village Association that does not have a contested race as of 5 p.m. on January 22, the entity’s election will be cancelled and the seating and/ or filling of vacancies will proceed in accordance with the entity’s bylaws.

Happy New Year from Alden Bridge! Thanks to everyone who decorated your homes so beautifully this year – it was very hard to choose winners of the Holiday Lighting & Decorating Contest!

The first village association board/ residents’ meeting of 2014 is scheduled for Tuesday, January 14, at 7 p.m. at the Township building, 2801 Technology Forest Blvd., and residents are always encouraged to join us. This month’s guest speaker will be from the Montgomery County Food Bank.

Resolve to become involved in your village in 2014! Attend our board meetings, volunteer for village events, perhaps even run for a position on our village association board! We’ll elect nine at-large area representatives and five members of our Residential Design Review Committee in February. You can learn more about the upcoming election on the Township Web site – filing ends this month.

This will be another fun-filled year for Alden Bridge residents! We’re already planning the annual Spring Festival. We’ll be awarding scholarships to Alden Bridge students and prizes to winners of our Yard of the Month and Spookiest House contests. We’ll participate in the 4th of July Parade, Villages Flea Markets, the annual baseball game outing and other events during the year. Cochran’s Crossing

Cochran’s Crossing Village Association completed a busy three months with early morning assistance to The Woodlands annual flea market, the Cochran’s Crossing Fall Festival attended by more than 1,500 neighbors, significant donations in 3R Bazaar collections (including hours of sorting in advance of the event), and selection of the area’s outstanding Christmas lighting.

Much of the attention has focused on the water transmission project that has made its way through the middle of Cochran’s Crossing. Although there is no way to change this massive effort, the Board has maintained close communications with the San Jacinto River Authority, and helped field answers to resident concerns. The project in our area is not completed since work in front of The Woodlands High School has been delayed until the end of the school year. However the positive way those living in Cochran’s Crossing have managed to maintain should be recognized. We would also urge support of the businesses along Research Forest that have been impacted by the project. The River Authority should also be commended for its efforts to move the project forward as rapidly as possible. It has been clear that selection of a highly qualified contractor, round the clock work, and the intent to replace and repair the environment and roads damaged by the construction have been priorities.

This was mentioned last month, but this is a reminder that board elections will be held in February. If you are a Cochran’s Crossing resident and want to get involved as a volunteer, come to a board meeting. They are held at 7 p.m. the fourth Tuesday of each month (except December) in the Township’s main building, 2801 Technology Forest Blvd.

Greetings fellow College Park residents, I wish all of you a new year filled with joy and happiness. May the New Year bring you and your families good health, abundant wealth and peace.

In preparing for the New Year, it helps to reflect on the past year. And, in reviewing the past year, I would like to thank all of you who have helped with the various events that we host here in the Village of College Park; particularly, I would like to thank our village association board of directors. Each member of our board puts so much time and energy into making our village a better place to live. I appreciate each of them and simply wish to say thank you to each member of our board.

While the members of our board of directors do a fantastic job at providing leadership to our village, we all must contribute in some way or another to our great cause. That is why I’m asking you to make a commitment this year to help in some way in our all-volunteer effort to bring a better life to our village and to you and your families.

We conduct several family oriented events each year where your help can be very important and vital to the success of these events. Please consider volunteering for any of the events that are of interest to you. Also, consider attending our monthly meetings, participate in our events, encourage your neighbors, be a part of the Neighborhood Watch program or simply offer suggestions or input via our Web site.

If each adult resident within our village committed to two hours of volunteer time this year—two hours per year—we would have 302 volunteer hours per month. This is so much more than we actually need.

Please consider donating two hours this year for an event of your choice.

All of the Grogan’s Mill Village stone entrance signs (with the exception of one that was moved due to the recent road construction) were festively decorated this past Holiday Season courtesy of the Grogan’s Mill Village Association. The decorations will be stored and reused each year.

Please remember to vote in the Village Elections in February. Seven board members will be elected to the Grogan’s Mill Village Association board for a two-year term. In March, the village board will meet for its annual planning retreat when the upcoming year’s programs and budget will be determined. We are always interested in learning what

Indian Springs

Glen Loch Elementary Donation

The Indian Springs Village Association is pleased to once again support our neighborhood elementary schools. Funds raised at Indian Springs Village Association events, such as Taste of the Village, are put back into our community through scholarships for our high school seniors and donations to our local elementary schools. A $500 donation was made to the Glen Loch Elementary PTO toward Glen Loch’s Accelerated Reader program, a program which helps assess and motivate reading for students. The check was presented by Indian Springs board member Eric Thomas and The Woodlands Township Program Specialist for Indian Springs, John Osborne.

3R Bazaar

Indian Springs Village Association would like to thank all our residents for collecting plastic bottle caps and corks for a special recycling day put on by The Woodlands Township. The 3R (Reduce, Reuse & Recycle) Bazaar has been held each November for the past several years and helps The Woodlands celebrate America Recycles Day. Last spring, Indian Springs Village Association was able to increase the number of college scholarships given to Indian Springs high school students, in part by monies earned from the 3R Bazaar’s Village Challenge. Residents may continue to drop off

their corks and plastic caps in the blue recycling bin placed at the Indian Springs H-E-B entrance throughout the year.

The Woodlands Township is holding elections for the eight village associations in February. All adult residents are considered members of their village association. The Indian Springs Village Association offers opportunities for residents to be involved in the discussion of relevant issues and the planning of community events. You can jump in anytime, and you don’t have to do things in any order. It’s as easy as:

1. Read each month’s topic.

2. Select one of the easy “Things to do.”

3. Do that one thing!

This month, make sure that you understand the potential risks from disasters, and take steps to lower your risks through planning. Disasters change things. When an emergency happens you may have to decide what to do very quickly, while you are worrying about what might happen. By planning ahead, it will be easier to make the right decisions when the worst happens. Choose one of the following things to do this month to become better prepared:

Learn which disasters can happen in your area and decide what you will do in a disaster.

It is important to know which types of disasters can happen where you are, including tornadoes, hurricanes, wildfires, floods or earthquakes.

Meet with your family or household members. Discuss how to prepare and

respond to emergencies that are most likely to happen where you live, learn, work and play. Identify responsibilities for each member of your household and plan to work together as a team. If a family member is in the military, plan how you would respond if they were deployed.

Talking about disasters can be scary, especially with children, or with someone who may have difficulty coping with daily life. Be open and positive. The unknown often causes more anxiety than knowing the facts. Listen to what the individual has to say, learn how they feel and what they may be afraid of. Older people and people with disabilities may worry that asking for help during a disaster will take away their independence. Talk about different options for assistance and make a plan with them.

Take steps now to prevent damage to your home in a disaster. Once you know which disasters could happen in your community, there are things you can do to lower your risk of injury or property damage.

Plan what to do if you have to evacuate.

Choose two places for your family to meet. One should be right outside your home in case of a sudden emergency, such as a fire. The other should be outside of your neighborhood, in case you cannot return home or are asked to evacuate.

Decide where you would go and what route you would take to get there. You may choose to go to a hotel, stay

with friends or family in a safe location, or go to a shelter. Hold evacuation drills at home. Practice getting out of the house quickly, and drive your planned evacuation route. The more you practice, the more confident you will be if you really have to evacuate.

Plan ahead for your pets. Due to health concerns, pets are not allowed in Red Cross shelters. Keep a phone list of pet-friendly hotels and animal shelters that are along your evacuation route in case a designated pet shelter is not available. Contact your local humane society or animal shelter to ask if pet emergency shelters will be opened in a disaster.

Remember, emergency preparedness doesn’t have to be hard or expensive. We encourage you to follow the plan throughout the year and to “stay informed & be ready” by following us on the web (www.twcert.com), Facebook or Twitter for more timely preparedness tips.

SUMMER Employment Opportunities

The Woodlands Township is accepting applications for 2014 summer seasonal positions in the Parks and Recreation Department. Available positions are lifeguards from $8.25/hour, swim coaches from $8.50/hour and water safety instructors from $10.25/hour. Training classes for positions will be provided at a reduced rate to successful candidates.

Summer Camp positions (must be age 18 or older) from $9.50/hour. Counselors will help coordinate and organize recreation programs and activities for children 6 to 12 years old attending summer camp (June, July and August) at the Recreation Center. Pool Pass Recreation Aide, $7.25/hour (April through July), will process new and renewal membership pool pass applications for The Woodlands neighborhood pools. Experience should include previous cash handling, report reconciliation, heavy customer service and basic computer skills with heavy data entry. Must be available to work a flexible schedule to include days, evenings and weekends.

All team members must be at least 16 years of age, unless otherwise stated, and successfully pass a pre-employment drug screen. Leadership team members must also successfully complete an extensive background check. off the 40th Anniversary Year of The Woodlands

The Woodlands Development Company (TWDC), a wholly-owned subsidiary of The Howard Hughes Corporation® (NYSE:HHC), The Woodlands Convention & Visitors Bureau, Repsol, The Woodlands Township and The Brickman Group, Ltd. have stepped up as sponsors for the annual Arbor Day Celebration on Saturday, January 18, 2014 from 10 a.m. to 2 p.m. in the award-winning Rob Fleming Park in The Woodlands’ Village of Creekside Park. Repsol, an integrated global oil and gas company with U.S. headquarters in The Woodlands, is the newest event sponsor. The Arbor Day Celebration will kick off the 40th anniversary year of The Woodlands which officially opened on October 19, 1974.

Since 1977, The Woodlands Development Company and its sponsors have given away approximately 1.9 million tree seedlings at Arbor Day. For the second year, The Woodlands Township will donate an additional 91,000 tree seedlings to be distributed at the event in an effort to reforest The Woodlands due to the 2011 historic drought. This brings the total amount of tree seedlings to be handed out to 121,000 this year.

Eight different varieties of tree seedlings will be available free, continuing a 38-year tradition that began in 1977. The selections of trees include Eastern Redbud, Flowering Dogwood, Loblolly Pine, River Birch, Southern Wax Myrtle, Sweetbay Magnolia, Shumard Oak and Water Oak. In addition to receiving free tree seedlings, guests may register at the event to win one of five, seven-gallon native trees. The drawings will take place hourly. You must be present to win.

“Through the years, the developer and sponsors have given away over one million tree seedlings to help perpetuate the forested environment at the Arbor Day celebration,” said Susan Vreeland-Wendt, Director of Marketing for TWDC. “We are grateful to all of the sponsors who make this a wonderful, free community event. We invite residents of the community and guests to come out and enjoy the Arbor Day festivities and receive new tree seedlings.” Residents are encouraged to collect their free tree seedlings at Arbor Day and plant them on their property, in community open space reserves and forest preserves. Lovable mascot of The Woodlands, Puffy Pine Cone®, will also celebrate his birthday, beginning at 1 p.m. with free birthday cupcakes and a visit with his mascot friends including Bridgeland Bill from The Woodlands’ sister community, Bridgeland. Bridgeland is also a wholly-owned subsidiary of The Howard Hughes Corporation. Free giant inflatable rides and rock walls, pony rides, petting zoo and face painting will entertain the crowd. Concessions will also be sold at the event (cash only). Musical entertainment will be provided by local youth.

SHUMARD OAK

Trees are The Woodlands. At least five of the native tree selections offered this year are drought-resistant or drought-tolerant. One, shumard oak (Quercus shumardii), is very drought tolerant. Shumard oak was the first tree species I planted at our Cochran’s Crossing home 22 years ago. It continues to reward us with a crimson canopy in late autumn. Shumard oak is one of our fastest growing southern oaks and can be one of our largest, attaining heights in excess of 80 feet with a broad open crown of 40 feet.

One of the adaptations contributing to drought tolerance of many oaks is their deep and extensive root system. New saplings will initially require more frequent watering. Typical shallow lawn sprinkling is not sufficient for trees because it encourages shallow surface roots. To carry landscape trees through the stressful times, promote deep root systems with infrequent, deep irrigation techniques.

Trees become increasingly valuable as they mature, not only adding value to our homes but also to the environment. Trees double their environmental benefits after 35 years. That means twice as much improvement to air and water quality, and twice as much wildlife habitat, according to American Forests, the nation’s oldest nonprofit citizen conservation organization. Select your drought-tolerant native species at The Woodlands Arbor Day, and water wisely!

Canyou name an ecological food chain? You may remember wheatmouse-fox… each organism is a link of the “chain.” But what happens when one of the links on the chain is contaminated with a fatal chemical? The consumer eating the contaminated meal will either die or won’t be able to reproduce… and that is exactly what is happening with our birds of prey.

Certain brands of rat poison sold as bait traps have an active ingredient called brodifacoum. Rodents crawl into the bait house, nibble the bait laced with the poison and exit to continue their nocturnal rounds. When birds of prey hunt these contaminated rodents, they become poisoned themselves. Brodifacoum remains active long after the rodents’ death and the effects on the predators such as owls and Cooper’s hawks are disastrous. Even Bald Eagles, which have migrated to The Woodlands for over a dozen years, could become victims since they are known to take

advantage of carrion (decaying flesh). “Broadifacoum is lethal to birds of prey that consume poisoned rats and mice. Most birds that fall prey to the poison unfortunately are probably then consumed by another predator before they are found. A neighbor hired a pest company to put out rat poison around her house and within two weeks her resident screech owls were dead on top of the poison box,” stated Mary Anne Weber from the Houston Audubon Society. And these are not the only animals suffering the consequences of poison traps. Foxes, skunks, coyotes are also affected. Rat poison can harm children and pets, too.

Raptors Are The Solution (RATS) in partnership with the American Bird Conservancy offer alternatives to rodenticides in a campaign called “Don’t take the Bait.” To learn more, go to www.raptorsarethesolution.org.

Explore Your Water Use With The New Interactive Water Calculator

While lawn irrigation is still by far the largest water waster in The Woodlands, dishwashers, long showers, clothes washers and other household appliances and activities can also be highly wasteful.

Residents of The Woodlands receive information on their monthly water bills on total usage, but there is no way to accurately separate outdoor versus indoor use, nor is it possible to discover what indoor appliances use the most water. Now, residents can estimate their daily and annual water usage with the new HomeWaterWorks online calculator. Developed by the Alliance for Water Efficiency, with cooperation from The

Field Museum of Chicago, this advanced home water calculator allows users to accurately gauge water usage. The calculator also provides useful tips and resources for saving water and money. Residents need answer a few simple questions, and the water calculator does the rest. The water calculator also compares your water use to a similar average and efficient house in the area, estimates energy savings and carbon footprint of hot water usage, and helps identify specific areas for improving overall household water efficiency. Home water conservation is easy once you understand where and how your water is being used.

Whether you are a novice or a tennis whiz, The Woodlands Township has a tennis program for you! Multiple lighted tennis courts are available in every Village! The Woodlands Parks and Recreation system features over 74 tennis courts. The larger tennis complexes are located at Bear Branch, Shadowbend, Creekwood, Sawmill and Lakeside Parks.

All tennis programming is coordinated by The Woodlands Tennis Academy at The Woodlands Township Recreation Center. Lessons are available for players of all skill levels and ages! The Academy also offers leagues, drills, tournaments and play days with 16 highly experienced tennis instructors, many of whom are USTPA certified.

This specialized stimulating and challenging program is designed to appeal to children aged 5 - 17 years old. A team of highly trained and motivated instructors provide a wonderful environment for your child to learn tennis! I hereby assume any and all of the foregoing risks resulting from my, or my child’s, participation in the Program and accept al l personal responsibility for any resulting damage including, but not limited to, injury, permanent disability or death.

I hereby verify that I, or my child, am/is in good physical health and able to participate in and/or complete the Program.

I hereby agree to indemnify and hold The Woodlands Township harmless from and against all liabilities for any injury which may be suffered by the Participant arising out of or in any way connected with his/her participating in the Program.
