Arbor Day Celebration
Community Organizations and Businesses Prepare for the 37th annual in
the Woodlands Development Company (tWDC), a wholly owned subsidiary of the Howard Hughes Corporation, The Woodlands Township, the Woodlands convention & visitors Bureau and The Brickman Group, ltd. have stepped up as sponsors for the 37th annual arbor day celebration, puffy’s 6th Birthday and “i love puffy” day on saturday, January 19, 2013, from 10 a.m. to 2 p.m. in the award-winning rob Fleming park in the village of creekside park
In more recent years, the Woodlands Development Company and its sponsors have given away 30,000 tree seedlings annually at the arbor Day Celebration. this year, the Woodlands township is donating an additional 91,000 tree seedlings to distribute at the event in an effort to reforest the Woodlands due to the 2011 historic drought.
eight different varieties of tree seedlings will be available for free,

continuing a tradition that began in 1977. the selection of trees includes eastern redbud, flowering dogwood, loblolly pine, river birch, southern wax myrtle, sweetbay magnolia, shumard oak and water oak. In addition to receiving free tree seedlings, guests may register at the event to win one of five, seven-gallon native trees. the drawings will take place hourly. Must be present to win.
“through the years, the developer and sponsors have given away approximately 969,000 tree seedlings to help perpetuate the forested environment at the arbor Day celebration. With this arbor Day, we will surpass more than one million tree seedlings distributed throughout the 37 years,” said susan Vreeland-Wendt, director of marketing for the Woodlands Development Company. “We are grateful to all of the sponsors that make this a wonderful, free community event. We invite residents of the community to come out and enjoy
the arbor Day festivities and receive new tree seedlings.”
the Woodlands township is excited to help sponsor arbor Day. “arbor Day has always played a special role in the history of the Woodlands,” said the Woodlands township Chairman Bruce tough. “arbor Day is especially important this year as we witness the long reaching effects of the 2011 drought on thousands of trees in residential yards, commercial properties, roadways, parks and open spaces. the Woodlands township has been actively addressing the removal of these hazardous trees. arbor Day will serve to highlight why the Woodlands is one of the most special places to live and visit, its trees.” residents are encouraged to collect their free tree seedlings at arbor Day and plant them on their property, in community open space reserves and forest preserves.
lovable mascot of the Woodlands, puffy pine cone®, will also celebrate his birthday at this event along with the second annual “I love Puffy” Day. simply interpret your favorite pine cone’s outfit for his 6th birthday and receive a free sandwich, chips and a drink at the event. “Dress like me and eat lunch for free,” states Puffy Pine Cone. Puffy’s birthday celebration begins at 1 p.m. with free birthday cupcakes and a visit with his mascot friends including Bridgeland Bill from the Woodlands’ sister community, Bridgeland.
Free giant inflatable rides and rock walls, pony rides, petting zoo and face painting will entertain the crowd. Concessions will also be sold at the event (cash only). Musical entertainment will be provided by local youth.

The 2013 Arbor Day offerings include a varied selection of east Texas native evergreen, deciduous, canopy and understory trees.
A total of 121,000 trees will be given away to aid in the reforestation of The Woodlands.
These pine tree saplings were planted last spring by the residents of Slash Pine Park in the Village of Grogan’s Mill. The Slash Pine cul-de-sac island suffered the loss of many large trees during the 2011 drought. The neighbors nearest the island joined together in a collaborative effort to reforest it. They received the saplings at The Woodlands 2012 arbor Day Celebration, carefully planted them on the island, then flagged the little trees to deter damage.

Deedof restrictions in The Woodlands
theWoodlands township is a master-planned community that provides for orderly development of residential, commercial and industrial land usage. long-range planning is critical to preserving the quality of development and to maintaining compatibility with the environment. Development of the Woodlands is guided by a group of legally binding covenants and design standards that protect the aesthetic integrity of the community. additions and modifications to residential properties must be in compliance with these covenants and standards to assure continuation of good design, maintain property values and preserve the natural environment.
thinking about home
improvement? Here is a summary of requirements in the Woodlands (not all-inclusive).
Residential design Review committees the Covenants require that all changes and improvements to a property must be reviewed. each developed village in the Woodlands has a residential Design review Committee (rDrC) made up of at least three people elected by the village residents and property owners to serve one-year terms. Committee members serve in a volunteer capacity and represent the resident viewpoint essential to the evaluation and approval process. each village rDrC meets once a month to review property owners’ applications for modifications or additions to their properties to ensure conformance with the Covenants.
Brief summary for easy reference. this summary of the protective covenants and residential standards is representative, but not all-inclusive, of those now in effect in the Woodlands. separate standards govern non-residential projects. since the standards are updated from time to time, it is important that residents check with the Woodlands township for copies of the most current standards. applications for additions and modifications will be approved on the basis of the standards in effect on the date submitted for review by the residential Design review Committee.
For further information about the application process, contact the Woodlands township at 281-210-3973. application forms for various types of projects and copies of the most up-to-date standards are available at the Woodlands township, located at 2801 technology Forest Boulevard, and on the Web site at www.thewoodlandstownship-tx.gov.

8 The Woodlands CommuniTy magazine january 2013 summary
summary of standards
Fences: some lots are restricted to a specific fence design, including those with large ponds, swimming pools or spas, on golf courses or lakes, corner lots, lots adjoining major streets, townhomes, patio homes and those in certain sections of the Woodlands.
Front yard fences, which must be of an “open” design, are limited in height depending on lot size. For most other fences, the maximum height is six feet. a single rot board no taller than six inches may be included at the base of the fence, then the total maximum fence height is six feet six inches. the smooth side must face outward on all sides of the lot and the construction side must not be visible to adjacent streets, reserves, parks or pathways. Prohibited fencing materials include chain, chain link, wire mesh, wirebound picket, plastic, fiberglass, rope and bamboo.
Decks and other patio structures: Decks, patios, arbors, trellises, sunshades, storage sheds, gazebos and similar structures must conform to the architectural character of the existing dwelling. easements must be observed. Gazebos, summer kitchens, patio covers and some storage sheds may also be required to respect setbacks and building lines. Please contact the Covenants Department for more detailed application information before beginning construction of these projects.
Colors and materials: exterior painting or re-staining and roof replacement require an application and review and action by the residential Design review
Committees prior to installation. Changes in exterior color or material must be reviewed by the residential Design review Committees. this standard applies to doors, shutters, trim, and changes in siding. limited colors and selections in muted shades are strongly encouraged. Canvas awnings and roofs must be of solid muted shades and require an application and review prior to installation.
Exterior lighting: Due to their industrial nature, some lamp types and fixture designs are not allowed on residential lots. In general, pole lights, pedestal lights and tree lights intended to shine downward must be located at least 20 feet inward from the street pavement edge and respect all easements. Mercury-vapor lamps are acceptable only in shielded fixtures mounted high in trees to provide low-level ambient property illumination (moonlight).
the level of illumination of any light should not be offensive or create a glare when viewed from outside the lot. Directional lights must be aimed into the lot on which they are installed. the light source must be shielded.
lights mounted on buildings, poles or trees to provide general lot illumination must be mounted in fixtures that shield visibility of the lamp from the street or adjacent properties and direct the illumination upward or downward.
Play structures: Criteria for the color, materials and placement of play equipment and structures are designed to minimize visual impact of the equipment. Basketball goals must be attached to the residence or mounted on a pole at least 20 feet from a street edge and five feet from the side lot line or no less than half way up the drive or adjacent to the dwelling or garage. Play equipment and basketball goals are not permitted on cul-de-sac islands or on the street edge.
Forts, swing sets, etc., are restricted in height, tarp color and size and must be located in the rear or side yard and not in any easement. Wood construction is preferred. large play structures may require approval prior to installation.
Pools and spas: Pools and spas require an application and review by residential Design review Committees. Pools and
spas must be enclosed by an approved fence with self-closing and self-latching gates. Pool barrier fencing must comply with the residential Code. the pool and/ or spa, as well as its associated decking, berms and waterfalls must not encroach upon any easement. Concrete, paving, and interlocking pavers are also limited by standards regulating lot coverage. additionally, the water surface area is also limited by the standards. the homeowner should allow plenty of time for the application to be processed as drainage, access routes and tree-removal questions are all carefully considered. Inspections and a refundable compliance deposit are required.
Satellite dishes: a satellite dish antenna can be allowed on a lot if the dish is inconspicuous. all dishes must be black or gray in color. the removal of vegetation for signal reception is not allowed. More stringent restrictions apply to dishes more than 39 inches in diameter. since special restrictions apply to the location of satellite dishes on a lot, please contact the Woodlands township before a purchase is made.
Room additions, garages, and detached buildings: Please call the Woodlands township for the Neighborhood Criteria that apply to any lot before planning a project. special restrictions as to the percentage of a lot that may be covered by hard surface material as well as the restrictions related to the amount of square feet of living area in a given home are attached to each lot. the design of any proposed alteration must be architecturally compatible with the dwelling.

Detailed construction drawings, exterior elevation drawings and specifications for color and materials must accompany the completed application. the drawings must indicate how the proposed improvement will relate architecturally to the existing residence, and the plans must be sealed by an a.I.B.D./t.I.B.D. or N.C.B.D.C. designer, licensed architect or structural engineer. Inspections and a refundable compliance deposit are also required. Conversion of a garage or carport to some use other than for automobile storage is generally prohibited. exceptions may be granted where an architecturally compatible approved replacement structure is provided.
Covenant Provisions
Landscaping and tree removal: In an effort to preserve the forested environment and ecological balance of the Woodlands, no tree greater than six inches in diameter may be removed without approval of the residential Design review Committees. Native plants are encouraged.
Pets: residents of the Woodlands are limited in the number of animals to be kept outside the home. No more than two, either cats and/or dogs, may be kept outside. Puppies and kittens are not counted in this total until they are weaned from their mother. animals must not be allowed to run at large, but must be confined to the owner’s lot or controlled by a restraint device.
Fireworks, firearms and hunting: the sale and use of fireworks and the use or discharge of firearms of any kind whatsoever is strictly prohibited on any property within the Woodlands. Hunting of any kind and by any method is also prohibited.
Residential lot use restrictions: Without prior approval by the residential Design review Committee, no structure may be used for any purpose other than that for which it was originally approved. No profession or home industry may be conducted from any residential property without committee approval.
Garage, yard, and estates sales are expressly prohibited: the Woodlands Village associations conduct a flea market twice a year in which residents may participate.
Boat, trailer and automobile parking and storage: Boats, trailers, trailer houses, recreational vehicles, truck campers, semitruck tractors or mobile homes may not be parked 48 consecutive hours or more on any street or any lot where visible at ground level from a street or adjacent property. Parking on lawns, ditches, open space areas or other dirt, gravel or grassy areas is not allowed. Motor vehicles that are disabled or mechanically inoperable on a public street may not be parked on any street or at a location where visible at ground level from any street or adjacent property.
Disposition of trash and other debris: all trash, refuse or recycling containers may
be placed near the street edge no earlier than one day prior to waste collection. emptied containers must be removed from the street, front yard or driveway by the end of the collection day. Containers must be stored on the owner’s property at all times. all trash and refuse containers must be stored out of public view at ground level from the street or alley or adjacent and surrounding properties at all times except during waste collection.
No lumber, metals, bulk materials, refuse or trash may be kept, stored or allowed to accumulate on any lot or adjacent area such as greenbelts or open space areas, drainage easements, vacant lots, etc. Building materials may be stored temporarily on the premises during a construction project for a period not to exceed 120 days.
Use of easements and rights-of-way: easements provide a buffer zone between properties to minimize the impact of one lot upon another. they are set aside for providing utility service and drainage to each lot, and to provide natural vegetative screening and privacy separations between lots. Being certain that your project respects all easements is perhaps the most compelling reason to contact the Woodlands township before you complete your project plans.
Please contact the Woodlands township at 281-210-3973 or visit www.thewoodlandstownship-tx.gov for the current standard as applicable. this list is not all-inclusive.

Cochran’s Crossing
stuart schroeder, president of the Cochran’s Crossing Village association, recently presented a community service award to anna Bowden, store director, and Pete Prelli, manager at Kroger signature store in the Cochran’s Crossing shopping Center. Kroger provided the food and drinks for the Cochran’s Crossing Village association’s Fall Festival held at shadowbend Park. Nearly 1,000 residents of the Woodlands turned out to enjoy games, bounce houses, a petting zoo and pony ride. also providing great assistance for the Festival were rotary Interact Clubs from the Woodlands and College Park High schools and the Kiwanis Key Club from College Park. there was record attendance for the event and plans are already being made for next year the third sunday in october.
the Cochran’s Crossing Village association participated in the 3r Bazaar event. Cochran’s Crossing Village association collected 14 boxes of plastic caps for the village challenge contest. special thanks go to the students, parents, staff and Principal Marlene lindsay at Galatas elementary school for helping make this possible. special thanks to Daniel schroeder for his help during
the 3r Bazaar! Daniel was a great help with picking up contributions, storing, transferring and sorting.
the Cochran’s Crossing Village association welcomes village residents to attend their meetings, which are held the fourth tuesday of each month at 7 p.m. at the township town Hall. From time to time there are board vacancies. any Cochran’s Crossing Village association resident interested in participating as a member of the village association can attend a meeting for more information.

In closing, have a wonderful 2013 and please remember that our monthly College Park meeting is always the third Monday of the month at 7:30 p.m. at the Woodlands Fire Department emergency training Facility! remember, just go north on the I-45 feeder road, past the Harper’s landing entrance and the training center is the next right. Grogan’s Mill
a plan to replace the pathway bridge between Grogan’s Point and the Grogan’s Mill shopping Center that was damaged in the summer storms was presented to the township Board in November. a new wooden bridge, elevated two feet above ground level, is proposed that will be 60 feet long and supported by helix piers. the old bridge was 22 feet long. the estimated cost for the new bridge is $46,000. Hopefully, construction will start in January or February. also, pavement renovations to the east end of the Millbend loop pathway between Fernridge and North Millbend to Fernridge and south Millbend should be completed by the end of the year.
a new locally owned Mexican restaurant, taco usa, will open in the vacant Grogan’s Mill shopping Center storefront between Woodforest Bank and Chef Chan’s in late January. We will report more details when they are available.
the rate for a gallon of water has increased by more than 15 percent in
the Woodlands since october 2012. the rate will continue to increase by at least 50 cents per thousand gallons every year for the next three years to support the cost of building infrastructure and facilities to meet increasing demands from lake Conroe.
Don’t be surprised to see scuba divers in the lakes. eight lakes in the township are being desilted. tamarac Pond, in tamarac Park, is among the selected lakes with approximately one foot of silt to be removed. a new system to remove organic material is being used in which a diver takes a large vacuum and cleans out the bottom of the lake. the material may be used as landfill in other parts of the community.
Because of the warm and wet fall this past year, the Grogan’s Mill Farmer’s Market has abundant amounts of fresh squash, locally grown tomatoes, beets, potatoes, leafy greens, eggplant and many other fresh items. the popularity of the market continues to increase with new vendors joining us as we grow our customer base. If you haven’t been to the market lately, come out and explore what’s available this time of year.
If you’re looking for a part-time job opportunity, or know someone who is, stop by the Grogan’s Mill Village association tent at the market for information. several vendors are looking for representatives to sell for them on saturday mornings at the Farmer’s Market. We hope to see you every saturday, rain or shine, at the Grogan’s Mill Village Center, located at the corner of Grogan’s Mill road and south Millbend, from 8 a.m. until noon. Visit www.grogansmillvillage.com for the latest information on vendors and products. You can also subscribe to a weekly Farmer’s Market e-blast newsletter at the same Web site.

Run For a Residential Design Review Committee or Village Office
Each year, elections are held for more than 100 volunteer leadership positions within our community. Volunteers are critical to the success of The Woodlands Township as thousands of volunteer hours are necessary to carry out the governance of our community. as in the past, elections will continue to be held in February for the residential Design review Committees (rDrCs) and the Village associations. The Woodlands Township Board of Directors election follows a different process.
Residential design Review Committee
the majority of properties in the Woodlands township are encumbered with either the Woodlands Community association Covenants or the Woodlands association Covenants (both herein referred to as the Covenants). In 2010, these community associations transferred responsibility for covenant administration to the township as part of the governance transition, and the Covenants continue to be encumbered on properties throughout the Woodlands. as prescribed by the Covenants, five-member resident-elected committees serve to facilitate property improvements of their peers. elected to one-year terms, residents dedicate several hours each month to review the applications submitted by their neighbors for improvements to their property. residents interested in ensuring that design standards are maintained in the Woodlands may be interested in filing for residential Design review Committee candidacy in their village.
the following residential Design review Committee positions are up for election in February 2013:
all villages
• up to five residential Design review Committee members to be elected for each village, all serving one-year terms. this includes two committees for villages such as Indian springs and Grogan’s Mill that are divided into two geographic areas based on covenant imposition.
Village associations
each of the villages has an association that facilitates activities specific to their village. each village will have officer positions and/or area (neighborhood) representative positions open for the 2013 election. While officer duties may vary by position and/or specific village (refer to each village’s bylaws at www.thewoodlandstownship-tx.gov), all villages seek enthusiastic residents looking to volunteer their service and leadership for their closest Woodlands neighbors.
the following village association positions are up for election in February 2013:
Grogan’s Mill village association
• seven at-large area representatives (two-year terms)
panther creek village association

The Woodlands Governance What’s ahead
theWoodlands township Board of Directors has been working through a process to proactively examine whether the current governance structure is best suited for the community now and into the future or whether changes need to be made. Based on the research conducted and feedback received from the community through the outreach efforts, the Board of Directors found that, absent significant changes in community needs or financial consequences, there is insufficient community support or a compelling need to pursue incorporation in 2014 or in the foreseeable future. therefore, an incorporation election should be indefinitely deferred.
as part of that decision, the Board requested that a process be developed to report to the Board any significant changes in community needs that may necessitate the Board to consider further actions related to the community’s future governance. In November, the Board adopted an assessment model whereby staff would evaluate the current governance model. the model provides direction to identify potential issues or items not currently in the direct control of the township that may need to be addressed by Board policy or might otherwise trigger a reconsideration of governance structure. If an issue or item is identified, staff would utilize a four-
level evaluation model to inform the Board on the best possible solutions. this process would occur annually, prior to the start of the budget process, so that the Board can take action that would subsequently be reflected in its budgeting policy or provide sufficient time to prepare for pursuit of a legislative solution.
While actions to modify the current or pursue a different governance model are not anticipated in the foreseeable future, this assessment tool provides the Board the ability to monitor governance and guide considerations for potential action based on community needs and desires.
The Governance Strategy and Assessment Report can be found on the Township’s Web site, www.thewoodlandstownship-tx.gov; click Government then Transition and Governance.

CrIme Prevention Pridein t aking
By David Borchardt, Montgomery County Sheriff’s Office Crime Prevention Deputy
People are typically pretty proud of themselves for one reason or another: military service, being a small business owner, teacher or all-american blue-collar hero. there’s a few who take pride in some non-standard feats. I’ve met a few folks who will tell you they still mow their own lawn or change the oil in their car like they were telling you they won the Ironman. Whether by necessity or convenience, it seems that outsourcing certain aspects of our lives has become common for many americans. Crime prevention should not be one of them.
“our community is worth being proud of.”
the Montgomery County sheriff’s office takes great pride in serving the Woodlands and many of us take it personally when someone comes into our neighborhood and causes problems. the fact is, though, we can’t be all places at once and we serve as an outer layer of defense: we can’t do our jobs effectively without your help and support in forming an inner layer of defense around your
home and property. there has been attention lately on day-time burglaries and there are some pretty important steps that you can take to help reduce the chance of being a victim.
1. Don’t believe, “It’ll never happen to me.” Don’t be afraid, but be aware. the fact of the matter is your chances of being burglarized are extremely low. so is your chance of being struck by lightning, but you won’t see me playing golf in a thunderstorm.
2. set your alarm, even when you leave for just a few minutes. a monitored alarm system by itself is not a guarantee you won’t experience a burglary, but combined with other preventive measures, it can improve the chances of deterring a burglar.
3. Place window locks on ground-level windows consistent with fire safety. these locks are inexpensive and can be found at most hardware stores.
4. lock your backyard gate. Burglars have been known to enter backyards and enter homes through rear windows and glass doors. this benefits them because they are out of sight from your neighbors. By locking your gate, you’ll force them to either move on or send an unmistakable signal they’re up to no good when they roll over the top of your six-foot fence.
5. Keep your garage door closed, even in the daytime. as an attractive, well-maintained community we are occasionally a target in daylight hours for those who can satisfy their needs with a small, expensive and easily portable power tool.
6. Get to know your neighbors. Community cohesion is something money can’t buy. Knowing your neighbors and their habits will help you identify when something is out of place.
7. trust your gut. If something doesn’t look right, it’s probably not. You may always contact the sheriff’s office on our non-emergency line to report a suspicious person or vehicle. It may be “nothing,” but last fall we had two calls from residents where “probably nothing” was indeed “something,” which resulted in arrests. Call 936-760-5800 anytime of the day or night.
We may not all change our own oil or have won the Ironman, but we can definitely take a few simple steps to prevent crime in our community.

New Year’s resolution
Make it your New Year’s resolution to help prevent crime in your neighborhood in 2013. the Woodlands is a wonderful place, so let’s continue to work together to help keep it that way! the Woodlands township has many resources to help you and your neighbors get to know each other better and to help prevent crime. Contact your Neighborhood services program specialist to schedule a meeting or event today, so you can help to keep your neighborhood safe. a great educational experience for you and your neighbors is to have a Watch Meeting in your neighborhood. Check with your Woodlands Watch coordinator
and/or your program specialist to set one up. You provide a spot to meet, and your program specialist, a Montgomery County sheriff’s office deputy or Harris County Constable Precinct #4 deputy (depending on where you live) and a Woodlands Fire Department firefighter will present crime prevention and safety information at the meeting. Many residents who attend are surprised about how informative it is and how much they enjoyed it too.
If you already have a neighborhood event planned, please invite your program specialist to the event to share crime prevention tips with your neighbors. If possible, allow four weeks to schedule.
By Holly steinke
Your program specialist has more suggestions if you need ideas. Here are a few more crime prevention reminders:
• Continue to call in suspicious activity in your neighborhood when you see it happening. suspects have been apprehended after alert residents have reported suspicious activity. Keep up the good work!
• Continue to hide your things! lock your car! take your keys! this helps prevent burglary of motor vehicle incidents. Please contact the Woodlands township at 281-210-3800 or neighbor@thewoodlandstownship-tx.gov to schedule a meeting or ask questions.
“It was a beautiful run through the woods.”

defined irrigation schedule starts January , 203 Let’s Make Sure Our Children’s Cups are Full!
Beginning January 1, 2013, most of the Woodlands Municipal utility Districts have set in place a Defined Watering schedule, limiting lawn irrigation by programmable sprinkler systems to no more than two days per week.
A Message from The Woodlands Joint Powers Agency
Fridays through 4 a.m. on saturdays and at 8 p.m. on tuesdays through 4 a.m. on Wednesdays. addresses ending in even numbers (0, 2, 4, 6, or 8) may water from 8 p.m. on saturdays through 4 a.m. on sundays and from 8 p.m. on Wednesdays through 4 a.m. on thursdays.
“the Woodlands, along with the rest of Montgomery County, faces a water supply crisis,” said James M. stinson, P.e., general manager of the Woodlands Joint Powers agency, the management group for 11 Woodlands Municipal utility Districts (MuDs). “this policy is intended to reduce the wasteful use of water in landscape irrigation practices, which places a significant strain on our water supply and distribution system,” he added.
the new plan restricts landscape irrigation by programmable sprinkler systems to two days per week, based on an odd-even address code. addresses ending in odd numbers (1, 3, 5, 7 or 9) will be allowed to water from 8 p.m. on
“Correcting wasteful landscape irrigation practices will help stabilize our water supply for future residents, reduce the expense to provide for increased and unnecessary demand and set a positive community example for being good
stewards of a critical natural resource,” said Mr. stinson. the policy does not apply to hose-end sprinklers, hand-held hoses with a positive shut-off device, drip irrigation systems, soaker hoses or handheld buckets. “our purpose is to educate, not penalize,” said Mr. stinson. “We want people to understand the vital role water plays in making the Woodlands a desirable and prosperous community. However, we also want the Defined Irrigation schedule to be taken seriously.” the MuDs have chosen to provide a transition period for implementing the new irrigation schedule. until June 1, 2013, customers not adhering to the schedule will be provided a notice explaining the benefits to watering landscapes no more than twice per week. after June 1, MuDs have the ability to add surcharges on bills in the amount of $50 for the second violation, $100 for the third violation and $200 for each subsequent violation.
