THE Department of Agriculture (DA), led by secretary Francisco P. Tiu Laurel Jr. has approved P514.5 million in fuel subsidies for an estimated 160,000 farmers who own or rent machinery used in crop, livestock, and poultry production.
"This is just one of the many initiatives the Marcos administration is undertaking to alleviate the challenges faced by our farmers, who are the backbone of our economy and the key to achieving our food security goals," said Agriculture secretary Francisco Tiu Laurel.

THE National Bureau of Investigation (NBI) on Sunday said that autopsies conducted on beauty pageant contestant Geneva Lopez and her Israeli boyfriend Yitshak Cohen revealed that each victim sustained two gunshot wounds.

“In our view, it is clear that RA No. 8545 explicitly repealed Presidential Decree Nos. 932 and 1371 only. We echo the Supreme Court's pronouncement in a long line of cases that when the law is clear and free from any doubt or ambiguity, it must be given its literal meaning or applied according to its express terms, without any attempted interpretation,” he said.
Vasquez noted that GASTPE and EGASTPE “do not appear to be inconsistent with each other that would lead to the conclusion of an implied repeal of RA No. 6728.”
He pointed out that it is clear that "the legislative intent of RA 8545 is to merely expand the coverage of RA No. 6728.”
For his part, Powell said China's deployment of its giant ship is meant to project its force, as it seeks to maximize its leverage in the consultations.
"From a Chinese perspective, it helps them to have more force projected and especially something large like the monster ship helps them to say, 'We have you at a disadvantage so you should have to negotiate more on our terms,” he said.
Powell added that with China's projection of dominance, it will then insist on concessions in return for stability, noting that Beijing always estimates de-escalation as the responsibility of the other party.
According to Vasquez, GASTPE was enacted “to provide government assistance to students and teachers in private basic elementary and secondary education” while, in EGASTPE, “the coverage of the government assistance was expanded even to postsecondary vocational and technical education and higher education, and provided salary subsidy to teachers in private high schools.”
The DOJ official said that EGASTPE also provides “new provisions, deleted one, and renumbered some, but the principles of RA 6728 remain.”

SUPREME Court (SC) Chief Justice Alexander Gesmundo has acknowledged that there is so much more to be done amid the Philippines’ continued battle against cybercrimes and cyber-related offenses.
“The threats and their perpetrators are constantly upgrading; and so must we and our tools,” Chief Justice Gesmundo told his United States counterparts and trial court judges during the judiciary of Guam’s 50th Anniversary celebration held at the Guam Museum Indoor Theater last July 5.
“The crimes they commit continue to recognize no borders; and so our efforts in response must be as broad and expansive, with all due regard, of course, for the law and the rights of all,” Gesmundo added.
In his lecture on “Cybercrimes and Our Law” during the Guam Law Li-
brary Education Summit, Gesmundo traced the evolution of the Philippine legal framework on cybercrime and cyber-related offenses vis-a-vis decisions promulgated by the Supreme Court.
The Chief Justice discussed the first comprehensive cybercrime legislation in the Philippines, Republic Act (R.A.) No. 10175 or the Cybercrime Prevention Act of 2012 (CPA), and cited the landmark case of Disini vs Secretary of Justice (G.R. No. 203335, Feb. 11, 2014) in relation to the CPA.
“Today, it (Disini case) remains the only case decided by the Supreme Court dealing with the Cybercrime
Prevention Act in its entirety,” Gesmundo revealed.
In the Disini case, the SC-PIO cited that numerous petitions were filed before the SC by concerned groups after the enactment of the CPA assailing its constitutionality.
The petitioners alleged that the law violates the constitutionally granted right to freedom of expression, due process, equal protection, and privacy of communications, as well as constitutional sanctions against double jeopardy, the undue delegation of legislative authority, and unreasonable searches and seizure.

A major achievement is the accreditation of the DA-BPI by the International Seed Testing Association (ISTA). It is the first government seed testing laboratory in the Philippines to achieve such recognition, highlighting the competence of its personnel in performing internationally recognized sampling and testing procedures.
The Bureau’s Integrated Pest Management programs, pest forecasting, research and development, collaboration, and partnerships provide farmers with sustainable and environmentally friendly solutions to combat pests and diseases such as Fall ArmyWorm (Spodoptera frugiperda).
Additionally, DA-BPI promotes the Philippine Good Agricultural Practices (PhilGAP) certification
among farmers. PhilGAP certification ensures that agricultural products are produced, processed, and handled in ways that minimize risks to food safety and environmental health, thus enhancing market access and consumer confidence for certified farmers.
In response to the growing demand for food safety, the country’s first Mobile Plant Food Safety Laboratory was launched on April 11, 2024. This mobile laboratory exemplifies DA-BPI’s commitment to advancing food safety testing and management. It allows the Bureau to bring essential food safety services directly to consumers and stakeholders. Supporting the current administration’s strategic thrust to boost farmers’ incomes, DA-BPI facilitates market access by linking farmers with buyers, processors, and exporters. These connections open up new opportunities for farmers to sell their products at better prices, enhancing their
income and livelihoods. In May 2024, DA-BPI opened its doors to the Kadiwa Center, further supporting this initiative. Sales since its launch reached 1.5 million pesos. It is one of the ten sites of the government’s Program 29 (P29) rice program which was launched on July 5.
In 2023, DA-BPI successfully expanded bilateral relations, gaining access to both local and international markets. This expansion included notable achievements such as exporting 3,696 metric tons of Philippine fresh durian worth USD 22,000,000 to China, and shipping Philippine fresh Hass avocados to Korea, totaling 3,040 boxes valued at USD 48,433. Additionally, 1,500 kilograms of Philippine fresh mangoes from Davao were sent to Australia, and 22,500 kilograms of Philippine pili nuts (both in shell and without) were exported to Germany. These accomplishments significantly contribute to the ongoing efforts to secure bilateral and multilateral trade agreements
with other countries.
DA-BPI also served as a lead organizer in the first Philippine Horticulture and Urban Agriculture Summit in 2024. The summit, held from May 3 to 6, successfully brought together approximately 900 agricultural practitioners, government policymakers, and stakeholders both local and international. In a recent coordination meeting at Ipil, Zamboanga Sibugay, Senior Undersecretary Emil Sadain stressed the importance of executing projects efficiently and effectively, adhering to the highest standards of quality and safety.
“It is imperative that we approach our work with a strong sense of responsibility and dedication. Delays and substandard work are unacceptable and will not be tolerated,” Sadain said.

₱14.5-billion IGCMRSP is funded through an Official Development Assistance (ODA) loan from the Asian Development Bank (ADB) and is being implemented by the DPWH Unified Project Management Office - Roads Management Cluster II-Multilateral (UPMO - RMC II).

DSWD, SSS to forge tie-up on 4Ps program
THE Department of Social Welfare and Development (DSWD) will sign on Monday a memorandum of agreement with the Social Security System (SSS) for a low-cost social insurance for the beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps).
“The DSWD is fortunate to collaborate with the state-run SSS. This partnership with SSS will extend social security coverage to our 4Ps beneficiaries, providing them with safety nets from income loss, sickness, and other financial burden,” said Assistant Secretary and spokesperson Irene Dumlao.
The partnership is called ‘4Ps AlkanSSSya Program,’ establishing a contribution subsidy table specific for the 4Ps organized groups upon determination by the SSS, based on actuarial study and the actual capacity of the beneficiaries to pay the minimum amount of P570 per month.
The SSS monthly premium will be shouldered by the beneficiaries themselves. The 4Ps beneficiaries, who are members of workers’ associations, informal sector groups and sustainable livelihood program associations are also be covered under the partnership. Rio N. Araja
DHSUD, Pasay City to set up staging area area for relocatees
IN A bid to avoid displacement in the implementation of housing projects in Pasay City, the Department of Human Settlements and Urban Development (DHSUD), the city government, and the Manila International Airport Authority (MIAA) have signed an agreement pertaining to the Pambansang Pabahay para sa Pilipino (4PH) program.
Housing Secretary Jose Rizalino Acuzar described the initiative as another “tatak PBBM” project prioritizing the welfare of the common people and promoting whole-of-government approach.
The agreement involved the establishment of a staging area for the informal settler families who would need to be relocated pending completion of the 4PH project in Pasay.
“The project under this MOA will serve as a showcase area of our promotion of not only the 4PH program but also our desire toward urban renewal or redevelopment. The medical and dental teams also provided HIV screening free of charge, counseling and testing for 284 male PDLs and five male dorm personnel to maintain good health and detect, prevent and manage the spread of infectious diseases inside the facility.

measures to expedite the turnover of the houses to the Yolanda-stricken families in the two provinces. When ‘iconic’ becomes astronomical
“PAINFUL to watch” was how Sen. Ping described the “balitaktakan” in the Senate between his former colleagues Sen. Alan Peter and Sen. Nancy over what was billed as an “iconic” building, a supposedly architectural gem that would for posterity house the 24 members of what its occupants proudly call the “august” chamber of Congress.
The surreal committee hearing is one for a history book, if anyone would want to write about encounters among our legislators where words could injure more than the fisticuffs that characterize some of the sessions of Taiwan’s Legislative Yuan.
The interiors of each senator’s office, as described by a cuckoo at the DPWH, could perhaps be featured in a coffee table book on what is gross about Philippine interior design, as the project supervisors tailored the office accoutrements according to the personal preferences and “tastes” of the individual members of the “august”.
But all the barbs and insults hurled by gentleman Alan upon a befuddled lady Nancy cloaked the real answers to questions in the public mind, wondering how “iconic” comes at an astronomical cost, charged and chargeable to Juan de la Cruz.
And what are these questions?
First of all, why do the two chambers of Congress have to be housed in two distantly sited locations, the “lower” house in the foothills of Rizal and the “upper” one in toney BGC in the southwestern corner of NCR?
But for one former living senator, the “august” are just as addicted to pork and perks as the 316 inhabitants of the “lower” chamber, “bigger” to be politically correct.
Same-same lang naman, bakit ayaw magsama? There must be some more land in the Batasan Hills compound.
Second, why did the Senate, then headed by SP Tito Sotto, thence SP Migs Zubiri, announce a cost estimate of P8.9 billion without specifying before the public that this was only for an initial phase of the construction?
For as far as the public was informed, the entire cost to house our senators was just around P8.9 billion. Not much attention was raised about it, as the public was more pre-occupied with surviving the pandemic.
I was in Taiwan at the time, and pardon my ignorance, but that not so unreasonable cost was what media impressed upon the public.
Was it a case of intellectual dishonesty on the part of our senators, knowing fully well that the actual expense would run to more through the usual “variations” that would ratchet up the cost?
Or belatedly, use DPWH to segregate the construction phases into core and shell, fit-out, finishing, furnish-
ings and fixtures, façade and landscaping, with variation orders neatly placed such that these do not go above the procurement law limit not to exceed 10 percent of budgeted cost?
Certainly not to balloon to as much as P21 billion, plus the cost of land which is not an issue at all, as it was first, reasonable; and second, from one government pocket to another (Senate budget to BCDA)?
Lady Nancy was quibbling about P21 billion and not P23 billion, as if it would make a difference in the investigation initiated by SP Chiz Escudero whose yet unanswered question was why so “astronomical?”
Was it a case of intellectual dishonesty on the part of our senators, knowing fully well that the actual expense would run to more through the usual ‘variations’ that would ratchet up the cost?
To which quibbling, gentleman Alan responded with ad hominems con mucho gusto.
Lost in the squabble were the real issues which even the DPWH resource persons could not adequately answer, wondering which of the two “august” members they had to please, afraid their paltry budget for 2025 would be scrutinized soon, and, as in previous years, be gobbled up by the pork hungry insertions, transfers and assignments to follow the choice of our 340 lawmakers.
Sure, the DPWH gave a cost breakdown, which when properly scrutinized, not by angry senators but perhaps by a hopefully impartial and fearless Commission on Audit and the Ombudsman thereafter, would give the taxpaying public reason to judge whether the new “iconic” Senate building was a gargantuan and needless expense, coming as it unfortunately does at a time when hunger envelops the teeming millions of the poor.
What a spectacle, yet always and ever, at the expense of taxpayers, especially the middle class now rendered nouveau poor by inflation and the forever poor who subsist on Kadiwa’s chalky, broken grained “laon” rice laced with miniscule portions of a tin of sardinas na hinahating kapatid or doused with soupy instant noodles loaded with MSG.
THE need to expand and upgrade broadband infrastructure in the Philippines has become increasingly critical.
As highlighted by Ookla’s Speedtest Global Index, as of May 2024 the Philippines ranks 83rd in mobile internet speed at 32.12 Mbps, which is considerably lower than Vietnam’s 52.15 Mbps, Singapore’s 99.29 Mbps, and Malaysia’s 95.66 Mbps.
In terms of fixed broadband, the country is positioned 56th with an average speed of 94.50 Mbps, trailing behind Vietnam’s 129.01 Mbps, Malaysia’s 134.44 Mbps, Thailand’s 235.86 Mbps, and Singapore’s 289.98 Mbps.
This situation not only hampers our nation’s competitiveness in the global digital economy but also impedes the overall economic and social development of our population. These rankings starkly illustrate the gap the Philippines needs to bridge to achieve parity with its regional peers.
This lag is a substantial barrier to the nation’s aspirations of becoming a middle-income economy, as it affects various sectors, from business operations to educational opportunities.

“Sonny” Angara appears poised to hit the ground running when he takes over the Department of Education on July 19.
Based on his recent statements since he accepted the Education portfolio, Angara has a clear vision of what he intends to do at DepEd.
Recent news reports indicate once he assumes office, Angara will immediately address two key concerns: one, increase the salaries and benefits of teachers and improve their working conditions; and two, simplify the basic curriculum and upgrade the quality of teaching.
“I’m confident that under the Marcos administration, there will be an increase in our teachers’ salaries. I’m just not sure if [it will be] this year or next year, but there will be an increase,” he said.
This is good news particularly for public school teachers.
Early this year, the Makabayan bloc in the House of Representatives filed
House Bill 9920, which seeks to raise the minimum monthly salary of teachers to P50,000.
The bill seeks to close the gap between teachers’ salaries and the cost of living, as well as address the distortion caused by the doubling of the entrylevel pay of military and uniformed personnel.
Can Secretary Angara deliver on his pledge to work for a substantial increase in teachers’ salaries and institute other reforms that would improve the quality of basic education in the country?
Angara wants to study the proposal in coordination with the Department of Finance and the Department of Budget and Management.

THE Philippines, a nation grappling with poverty and corruption, finds itself embroiled in a new controversy -- Philippine Offshore Gaming Operators, or POGOs.
These online gambling hubs, catering to mostly Chinese clientele, have become a double-edged sword.
Speaker Martin Romualdez’s recent call for a congressional investigation into POGO-linked crimes raises a crucial question: are POGOs a boon or a bane?
Golden goose or nest of vipers?
POGOs arrived with a flourish, promising economic stimulus.
They generated jobs, boosted the real estate market, and pumped revenue into the government’s coffers.
But a sinister underbelly soon emerged.
Reports of money laundering, human trafficking, and gang-related violence linked to illegal POGOs cast a dark shadow.
Law enforcement estimates suggest up to 300 illegal POGOs operate with
Asian countries.
For instance, the 2023 budget for the National Broadband Plan by the Department of Information and Communications Technology stood at P1.9 billion, approximately US$0.032 billion at current exchange rates.
In stark contrast, Indonesia invested $2.06 billion, Malaysia $5.1 billion, Singapore $2.8 billion, and China with a staggering $1.4 trillion.
This comparison highlights the insufficient government funding allocated to digital infrastructure in the Philippines.
Even Vietnam, which has surpassed the Philippines in various broadband metrics, invested $0.82 billion, underscoring the urgent need for the Philippine government to scale up its investment efforts substantially.
The private sector in the Philippines has consistently demonstrated its drive to invest in digital infrastructure, with the top three telecommunications companies collectively investing approximately P1.079 trillion from 2018 to 2023.
This investment is significantly higher than the government’s allocation for the same period, which was only P43.3 billion pesos.
While these private investments are commendable, they are not sufficient to close the broadband infrastructure gap entirely.
A coordinated approach where both the government and private sector would
pay and working conditions ahead as Angara has said he is “100 percent” in support of pay increases for teachers because “we know that the quality of education is affected when the teachers are really inspired…and we also get to attract the best and the brightest.”
Meanwhile, Angara would do well to conduct dialogues and consultations with various teachers’ groups and other stakeholders in the country’s basic education sector to get their views on the actual situation and challenges in our education system and how they want the government to address these challenges.
For instance, the Alliance of Concerned Teachers wants to discuss with him their longstanding demand for a P50,000 entry-level pay for teachers and P33,000 for salary grade one employees.
This, they said, would close the gap between teachers’ salaries and the cost of living nowadays.
Can Secretary Angara deliver on his pledge to work for a substantial increase in teachers’ salaries and institute other reforms that would improve the quality of basic education in the country?
We certainly hope so.

SAN FRANCISCO—Bronny James, the 19-year-old son of NBA superstar LeBron James, scored four points on Saturday in his unofficial Los Angeles Lakers debut, a loss in the NBA California Classic. Sacramento defeated the Lakers 10894 at the Chase Center in San Francisco in the summer league contest, a showcase for prospects and newcomers to begin working into their team defensive systems and offensive schemes.
James, taken 55th in last month’s NBA Draft, started at point guard and played 21 minutes and 43 seconds in the 40-minute contest, finishing with four points on 2-of-9 shooting, 0-of-3 from 3-point range and 0-for-2 from the free throw line.
The former University of Southern California guard also contributed two rebounds, two assists and
a steal for the Lakers. James, who signed a four-year deal with the Lakers, will play alongside his famed parent as part of the NBA’s first father-son duo.
The elder James did not attend the game as he was in Las Vegas with the US Olympic team for their first practice session ahead of an exhibition game against Canada before they travel to Europe ahead of the Paris Olympics.
But he made time in Vegas to watch some video of his son’s first basket, and later told reporters that Saturday’s game was part of a learning process.
“I just hope for (him to get) his feet wet in the NBA -- the pace of the game, the speed of the game, the physicality of the game,” LeBron James said.
“But what he does in the California Classic and Summer League, it doesn’t matter if he plays well and it doesn’t mat-
ter if he doesn’t play well. I just want him to continue to grow. Practices, film sessions, his individual workouts.”
Bronny James grabbed his first rebound just 80 seconds into the game then missed his first shot attempt six seconds later.
James was not called for a foul. He was whistled for one early in the second quarter defending a 3-point shot by Sacramento’s Xavier Sneed but the Lakers challenged the call and it was overturned upon video review.

He scored his first basket with 5:51 remaining in the second period on a driving layup, tying the game at 31-31.

Croatia defeated Slovenia in the opener but suffered a loss to New Zealand in the following game, eventually winning the group thanks to their better overall point differential. In the Semi-Finals, they edged out Dominican Republic in a real thriller.

(DOTr) is studying an arbitration case against CRRC Dalian Co. Ltd., the Chinese train manufacturer that allegedly delivered noncompliant trains for the Metro Rail Transit Line-3 system.
“We have a slight issue with it because the trains that were delivered to us appeared not in conformity with the agreed terms. They were heavier,” DOTr Secretary Jaime Bautista
told reporters.
“The reason why we don’t like to operate those trains at this time because of the possible higher maintenance costs, and maintaining the rail line might be affected also. It can result in higher operating cost also,” he said.
Bautista said the government was also considering imposing a penalty against the Chinese train manufacturer.
“We could bring up liquidated damages, because they did not meet our requirements. But of course, it is subject to agreement with them. We need to talk with them. We should be fair and reasonable in terms of what should be collected from Dalian,” Bautista said.
Bautista said this could possibly lead to an arbitration case. “In fact, this is where I see our problem with
Dalian train could lead to,” he said.
He said the government was particularly eyeing to file an arbitration case in Singapore.
The Transport chief said, however, Dalian was working on solutions to make the trains usable on the MRT-3 line.
“Perhaps, if we will be satisfied, we can agree with them to operate the Dalian train,” he said.
Bautista also said the winning bidder for the privatization of the operations and maintenance (O&M) of MRT3 could eventually consider using the Dalian trains.
“We have to involve the private sector… They could come up with solution on how to operate [the Dalian trains] despite the weight,” he said.
Bautista said the government plans to bid out the privatization of MRT 3 by the second or third quarter of 2025.
PH ranks first globally for debt transparency

tary Ralph Recto vowed to maintain the agency’s financial management practices after the Philippines secured the top spot for debt transparency in the 2024 Investor Relations and Debt Transparency Report by the Institute of International Finance (IIF).
“It is very encouraging to see that the Philippines is setting a global benchmark in investor relations and debt transparency,” Recto said in a statement.
“Transparency is most important, especially regarding government debt. We release data regularly to clearly show the public where their taxes and our borrowings go. This transparency reflects the Marcos, Jr. administration’s commitment to managing the country’s finances prudently and sustainably to ensure a future of fiscal stability for Filipinos,” he said.
Recto said the achievement is also the result of the DOF’s proactive engagements with creditors and investors. “Through constant dialogues, we equip our creditors and investors with the knowledge and insights needed to make informed assessments of our country’s performance,” he said.
The IIF said of the 50 countries it surveyed, the Philippines scored the highest in debt transparency at 12.5 out of 13. The debt transparency score assesses sovereign borrowers’ data and policy dissemination practices.
It takes into account the countries’ adherence to enhanced transparency practices; user-friendliness of macroeconomic and environmental, social, and governance (ESG) data formats; and availability of ESG data, among others.
The Philippines also ranked first in the survey on investor relations with a near-perfect score of 48.8 out of 50. It evaluates the overall investor relations practices of countries across 23 criteria. Darwin G. Amojelar

LOCAL share prices are expected to sustain their upward momentum this week after the government reported a slowdown in inflation rate.
Philstocks Financial Inc. research head Japhet Tantiangco said the latest inflation data, which eased to 3.7 percent in June from 3.9 percent in May, would support prospects of a possible rate cut by the Bangko Sentral ng Pilipinas.
This is a positive development for the market and could boost investor optimism, he said.
“The local market was able to close higher last week despite episodes of profit taking in the start and end of the week. We’re seeing a build up of upward momentum as the market was able to maintain its ground above 6,400 and at the same time break the 50-day exponential moving average,” Tantiangco said.
Trading remained thin last week, as many investors stayed on the sidelines, awaiting more clues on the movement of inflation and interest rates.
Meanwhile, investors will also watch out the US June inflation rate which could also provide hints on the US Federal Reserve’s policy direction.
“Investors are also expected to watch out for clues on our local economy through our upcoming labor market, foreign trade and foreign direct investments data,” Tantiangco said.
The market’s resistance is seen at 6,700 level this week, while support is at 6,400.
The bellwether Philippine Stock Exchange index closed at 6,492.75 last week, up 1.26 percent week-onweek.

MEGAWIDE Construction Corp. plans to repay up to P4 billion worth of debts this year as part of its debt liability management program.
Megawide chairman, president and chief executive Edgar Saavedra said during the company’s recent annual stockholders meeting the company would manage its balance sheet by reducing its debt-to-equity ratio to 1.4x from the current 1.9x times.
“This will help ease interest expense, enhance margins and strengthen the balance sheet to boost shareholder value,” Saavedra said.
Megawide said it planned to repay P4-billion debt within the next six to 12 months to achieve the target.
The company did not say how it planned to do this, but indicated that this would not involve sale of assets or raising additional debts.
THE Intellectual Property Office of the Philippines (IPOPHL) ordered the operator of DALI Everyday Grocer to pull out three products off its shelves after it determined these were “confusingly similar” to established brands produced and popularized by Nutri-Asia Inc.
Law firm Cruz Marcelo & Tenefrancia law firm announced on its website that the IPOHL issued an injunction against hard discount store DALI based on the complaint it lodged on behalf of Nutri-Asia.
The Nutri-Asia complaint involved trademark infringement, unfair competition and copyright infringement of its three popular products—UFC Banana Ketchup, Datu Puti Vinegar and Datu Puti Soy Sauce.
DALI is selling these products as KULINA banana ketchup and Raja Puro vinegar and soy sauce, whose packaging are very similar to NutriAsia’s UFC and Datu Puti products, the law firm said.
“During the injunction hearings, our legal team has successfully established Nutri-Asia’s IP rights over two of the Philippines’ most popular household brands against DALI. The injunction preserves Datu Puti and UFC’s well-established goodwill and reputation,” the law firm said.
Cruz Marcelo & Tenefrancia said that by virtue of the injunction, DALI pulled out the products from its stores.

Gov’t subsidies to GOCCs fell 23.4% to P7.37b in May

THE national government’s subsidies for government-owned and controlled corporations (GOCCs) fell 23.4 percent to P7.37 billion in May 2024 from P9.74 billion a year ago, according to the Bureau of Treasury (BTr).
Data from the BTr showed that the National Irrigation Authority (NIA) was the biggest recipient of subsidy amounting to P7.27 billion, higher than P4.22 billion in the same period last year. The SIM Registration Act, enacted in December 2022, mandates the registration of all SIMs to enhance public safety and security by serving as a deterrent against SIM-aided criminal activity.
The law requires SIM users to register using correct and complete details, including the submission of a verifiable photo ID. Customers may easily update their registration details such as change in residential address, change in last name after getting married or legally changing it and updating valid government ID.
“We understand that life circumstances may change, and it’s essential for customers to reflect those changes in their SIM registration information,” Globe vice president and head of consumer mobile business Darius Delgado.
“Our goal is to make the update process as convenient as possible, ensuring that they remain compliant with the law while minimizing any potential disruptions to their mobile services,” he said.
Globe encourages all its customers to take advantage of the easy edit option, launched in June last year, to remain compliant with the law.

ERC. Because they are used to liquid fuel, they are used to Malampaya but for LNG, we are still trying to educate them about the LNG system….You still have to gassify it,” Puno said.
Puno said there are other costs to recovery aside from the cost of imported fuel, such as jettyand regasification, expenses.
First Gen’s fifth LNG cargo is supposed to be delivered by an LNG carrier and unloaded into the storage tanks of the BW Batangas floating storage and regasification unit (FSRU) berthed at the First Gen
Clean Energy Complex (FGCEC) in Batangas City. The LNG will power FGEN’s existing gas-fired power plants which are also located in the FGCEC. FGEN has a portfolio of four existing gas-fired power plants with a combined capacity of 2,017 megawatts that have been supplied for many years by the Malampaya natural gas field in Palawan. Other First Gen’s previous suppliers are CNOOC Gas and Power Trading & Marketing Ltd., Shell Eastern LNG, Trafigura, TotalEnergies Gas and Power Asia Private Ltd.
THE Metropolitan Waterworks and Sewerage System and the Million Trees Foundation Inc. (MTFI) have garnered collective pledges from prominent individuals and top corporations to plant 2.7 million more trees, representing the single-biggest commitment to the Annual Million Trees Challenge (AMTC).
The history-making pledges were made in Quezon City during their joint recognition and pledging session for the 2024 AMTC—a public-private sector initiative that aims to boost ongoing efforts of MWSS and the Department of Environment and Natural Resources (DENR) to rehabilitate critical watersheds through reforestation and treegrowing activities as coordinated by MTFI.
“AMTC has been consistent in meeting its target of one million trees planted annually, ensuring this success has necessitated the establishment of the Million Trees Foundation in 2021,” MTFI president and executive director Melandrew Velasco said.
MTFI set its sights on attaining the goal of 10 million trees more by 2030.

THE Philippines is actively working to finalize negotiations on the proposed Philippines-United Arab Emirates Comprehensive Economic Partnership Agreement (PH-UAE CEPA) by end-2024, according to the Department of Trade and Industry (DTI).
“We have agreed with the UAE to conclude negotiations within the year. We’re targeting October or November,” said Trade Undersecretary for international trade Allan Gepty during a June 28 online stakeholder consultation.

MANY people confuse Turkey’s Bosphorus for a river. It is a 32-kilometer strait that connects the Black Sea on the north to the Sea of Marmara on the south. It is also the geographical boundary between Asia and Europe, making Turkey the only country that belongs to two continents. The Bosphorus is also the world’s narrowest strait used for navigation.
A visit to Istanbul will never be complete if a Bosphorus Cruise is omitted, thus, my group, composed of family and friends, decided to rent a private yacht to take us on a 90-minute sail up and down the strait, while being served unlimited champagne and canapes along the way. Furthermore, it was nice to have our tour guide cruise along with us because he identified the important landmarks we saw on both sides of the waterway. For starters, I learned from him a very important fact – 97 percent of Turkey’s land area belongs to Asia and only 3 percent belongs to the European continent.
Why is the Bosphorus important to Turkey? Through the Black Sea, vessels can sail to the Mediterranean Sea, then on to the Atlantic Ocean via Gibraltar, and to the Indian Ocean via the Suez Canal. Moreover, it is a precious route for the passage of goods from Russia.
What are the important landmarks along the Bosphorus? As we started to sail, we right away saw the medieval Ottoman Rumeli Fortress, which can be seen on a series of hills on the European banks of the strait. It is located on the narrowest portion of the Bosphorus and was built to create a military-financial control point for passing ships.
On the Asian banks of the strait, we saw the Kuleli Military High School, the oldest in Turkey. Built by an Ottoman Sultan, this is where Florence Nightingale served because, during the Crimean War, this was converted into a British military hospital. She brought with her a team of 38 volunteer nurses to care for the British soldiers. The nurses discovered that the hospital lacked medicines and other essentials.
Hygiene was neglected and infections were rampant. So, Nightingale took it upon herself to purchase towels, basins, soaps, and shirts for the soldiers. She would personally check on each wounded

Another popular landmark along the Bosphorus is the Maiden’s Tower, found on a small islet at its southern entrance, and it has a beautiful story attached to it. An oracle prophesied that the Emperor’s much-beloved daughter would be killed by a snake bite on her 18th birthday. So, the Emperor had the tower built on the Bosphorus and had his daughter locked up there to protect her from snakes. He was the only one who could visit his daughter.
Finally, on her 18th birthday, the emperor gifted her with a basket of fruits, very happy that he had succeeded in protecting his daughter from snakes. Unfortunately, an asp has been hiding among the fruits and it bit the daughter who died in her father’s arms, just as it was prophesied.

COMMUTERS and motorists passing through Araneta City have spotted a colorful and creative new addition to the everyday urban landscape. At the corner of General Malvar and General Aguinaldo Avenue, the standard white pedestrian lanes have been transformed into vibrant, eye-catching street art, promoting the upcoming Puregold Nasa Atin ang Panalo Thanksgiving Concert The special pedestrian lanes resemble the bar codes one might find on groceries while shopping at Puregold. Two lanes highlight the four artists collaborating with the grocery chain on their Nasa Atin ang Panalo musical initiative – BINI, SB19, Flow G, and SunKissed Lola. The other two lanes serve as a reminder for the upcoming Nasa Atin ang Panalo concert to be held at Araneta Coliseum on July 12.
After three successful ticketing events in Puregold Qi Central, Taytay, and Parañaque branches, the Nasa Atin ang Panalo concert sold out all its ticketing tiers. Thousands of fans representing the diverse fanbase of BINI, SB19, Flow G, and SunKissed Lola are expected to witness headlining performances.
