THE Supreme Court blocked the impending Senate impeachment trial of Vice President Sara Duterte on Friday, saying it violated a constitutional provision against multiple impeachment proceedings within a single year.
The unanimous 13-0 ruling came just days before Congress was to begin its new session on Monday, when President Ferdinand Marcos Jr. is also set to deliver his fourth State of the Nation Address.

PRESIDENT Ferdinand "Bongbong" Marcos Jr. yesterday launched the expanded version of PhilHealth's "Yaman ng Kalusugan Program Para sa Malayo sa Sakit" (YAKAP), a government health initiative that aims to bring essential medical services closer to communities and reduce preventable deaths due to delayed treatment.
Speaking at the launch held at Quantum Skyview in Gateway Mall 2, Quezon City, the President said the expanded program is designed to address long-standing gaps in healthcare access, particularly in rural and underserved areas where patients often postpone seeking treatment due to distance, cost, or lack of available medical professionals.
"This is not exactly a new program," Mr. Marcos said.
"But we have expanded and strengthened it because we saw that people often arrive at hospitals when their conditions are already severe. That’s because hospitals are too far, and treatment becomes too difficult to access," he added.

TYPHOON “Emong” weakened and was downgraded to a mere tropical storm as it passed close to the Babuyan Islands on its way to Batanes, leaving behind multiple fatalities, ruining crops, and destroying valuable infrastructure. It was forecast to head north northeastward and exit the Philippine area of responsibility this morning.
“Emong” will continue to weaken due to an increasingly unfavorable environment, and is likely to degenerate further today as it enters the East China Sea, the state weather bureau said in its 5 p.m. bulletin yesterday.

Some senators, however, insisted the impeachment court will still proceed and called for an immediate caucus, noting that the Senate has a clear constitutional mandate as a co-equal branch.
“Whether the Supreme Court made that decision or not, the impeachment court will proceed. We’ll proceed,” said Senator Joel Villanueva in a chance interview.
“I’m sure someone will raise it during the impeachment proceedings. But the impeachment court is sui generis. So, we will proceed,” he added. He cited the case of the late Chief Justice Renato Corona where the High Court issued a temporary restraining order on his impeachment proceedings but the Senate ultimately ignored it after voting to do so.

Hogan was inducted into the WWE Hall of Fame in 2005. But the scandal over his use of racial slurs led to his firing from WWE in 2015. He later apologized for his actions and was reinstated to the Hall of Fame.
He memorably appeared at the 2024 Republican National Convention that would seal Trump's nomination — tearing his shirt off to reveal a TrumpVance tank top.

Akbayan Rep. Chel Diokno said the people, in their quest for truth and accountability, lost with the High Court ruling.
“Together with the people, we will not stop holding those responsible accountable. We will continue to work with civil society and reform-minded leaders to defend our democracy and ensure that truth and justice prevail," Diokno said.
The spokesperson of the Senate Impeachment Court said it respects the ruling of the Supreme Court.
"As a co-equal branch of government, we are duty-bound to respect the finality of rulings issued by the High Court," said lawyer Regie Tongol, spokesperson of the impeachment court.
Tongol said the Supreme Court’s decision confirmed the legal uncertainties that surrounded the impeachment articles transmitted by the House of Representatives.

Elsewhere in the country, rescue operations were underway in Tagaytay City after a landslide caused a perimeter wall to collapse and bury a construction workers’ barracks.
Four workers were reportedly trapped during the incident that took place in Barangay Iruhin West, provincial authorities said Thursday. The victims, all construction workers, were resting when the ground gave way, they added.

HEAVY rains brought by the southwest monsoon and tropical cyclones
“Crising,” “Dante,” and “Emong” have significantly impacted the livelihoods of jeepney drivers, who were unable to ply their routes due to flooded roads and fewer passengers.
In response, Department of Social Welfare and Development (DSWD)
Secretary Rex Gatchalian on Friday directed their National Capital Region (NCR) field office to extend food assistance in the form of family food packs (FFPs) to members of the Pasang Masda transport group in Tayuman, Santa Cruz, Manila.
“We know that our jeepney drivers did not travel for almost a week because the streets were flooded and many of them had their houses flooded so...a group of them contacted the Pasang Masda, led by Ka Obet, if there could be a special distribution of family food packs to our jeepney drivers,” Gatchalian told reporters in Filipino on the sideline of the relief distribution in Tayuman.
Gatchalian said the agency has allocated a total of 3,500 boxes of FFPs for the jeepney drivers to ensure they have food on their tables, as President Ferdinand Marcos Jr. had instructed concerned government agencies.
Additionally, the DSWD will also assist 1,500 Pasang Masda members in Bulacan.
Gatchalian assured the public that the production of FFPs in the agency’s main production hubs at the National Resource Operations Center (NROC) in Pasay City and at the Visayas Disaster Resource Center (VDRC) in Mandaue City, Cebu, is ongoing to ensure sufficient stocks of food packs.

III has tagged “Oplan Tokhang,” the battle cry of President Rodrigo Duterte’s bloody anti-drug war, as a “flawed operation marred by falsehood.”

ty-list Rep. Leila De Lima met with Torre in Camp Crame on Friday to discuss transitional justice for the victims of Duterte’s bloody anti-narcotics campaign.
“I believe that Oplan Tokhang in its most basic concept is flawed. Flawed
in the sense that it shows how misinformation can start inside our own house,” said Torre during the oath taking of officers of the PNP Press Corps Wednesday night at Camp Crame.
Under Oplan Tokhang, PNP operatives were supposed to knock on the
doors of drug suspects, then ask them to stop their illegal activities.
However, critics of the Duterte administration charged the operation was just a cover for the law enforcers to kill the suspects outright, an unlawful practice labelled as extra-judicial killing (EJK).
Data from the previous administration said over 6,200 drug traffickers and users were killed in purported shootouts with law enforcement authorities.
However, activist and human rights groups claimed more than 30,000 perished in the Duterte anti-drug campaign, mostly EJK victims.

A GLOBAL environmental advocacy group has dared the Marcos administration to take the lead in “pursuing climate accountability by suing fossil fuel companies and adopting stronger policies for corporate climate accountability.”
Greenpeace raised the challenge as the Philippines was buffeted by heavy rains and floods triggered by the southwest monsoon (habagat) intensified by three tropical storms over the past week.
In a statement, Greenpeace cited a “landmark” advisory opinion issued Wednesday by the International Court of Justice (ICJ) “that can pave the way for Filipino communities to seek reparations from the world’s biggest climate polluters.”
At present, communities around the country are still bracing for flooding and landslides.
Over 2.7 million Filipinos have been affected so far, at least twelve have lost their lives, and infrastructure damage is raking in at over 3.7 billion pesos and climbing, the statement read.
“The ruling of the world’s highest court marks the start of a new era of climate accountability on a global scale, and a turning point in the march for climate justice,” said Greenpeace senior campaigner Virginia Benosa-Llorin.

GOVERNMENT employees affected by tropical storms Dante, Emong, Crising, and the southwest monsoon are encouraged to avail of the Special Emergency Leave (SEL), in accordance with guidelines from the Civil Service Commission (CSC).
Those residing or working in areas officially declared under a state of calamity may use up to five days of SEL within 30 days from the onset of the disaster, the CSC said in a statement. This special leave is not deducted from their earned leave credits and may be taken either consecutively or on separate days, it added.
“The SEL is granted under CSC Memorandum Circular Nos. 2, s. 2012 and 16, s. 2012, which allow the use of emergency leave in the event of natural disasters, provided a state of calamity is declared by the President or relevant local government units,” the statement read.

BUREAU of Customs (BOC) Commissioner Ariel Nepomuceno has relieved nine Customs officers linked to an alleged extortion incident at the Ninoy Aquino International Airport (NAIA) Terminal 3 last month.
The incident is now the object of a full-blown investigation by the Internal Inquiry Division of the Customs Intelligence and Investigation Service (CIIS), Nepomuceno said.
The nine employees implicated in the irregularity have been removed from their posts pending the outcome of the probe, the Nepomuceno said without giving details of the incident.

2 Sudanese illegal aliens to be deported

THE Armed Forces of the Philippines has joined forces with popular local brand Linya-Linya in a creative campaign aimed at raising public awareness and strengthening national consciousness on the West Philippine Sea (WPS) issue.
The partnership was formalized on July 24 through a Declaration of Cooperation signed by AFP Chief of Staff Gen. Romeo S. Brawner Jr. and Linya-Linya founder and creative director Ali Sangalang.
“This partnership with Linya-Linya is part of our efforts to maximize the possibilities of the cognitive domain—using creativity, culture, and communication to build national unity and social cohesion,” Brawner said.
The collaboration, launched under the banner Linya-Linya x West Philippine Sea, is centered on a limited-edition statement shirt bearing the phrase “KARAPAT-DAGAT IPAGLABAN.”
The shirt serves as a visual call to action, aiming to engage the public in conversations on maritime sovereignty and Filipino identity. Proceeds from the campaign will support Filipino troops, fisherfolk, and coastal communities directly affected by tensions in the WPS.

I HAD been working with Ms. Elizabeth Angsioco for several years – she as opinion columnist for this newspaper and I as opinion editor –before I was able to get to know her better. That happened, of all places, via Zoom, in May 2022 when I requested her to talk to my students on how her advocacy fed and sustained her writing. She shared some details of her early life that got her into activism: Her father used to work in Subic and it was there, as a child, that she observed the lives of women in prostitution. Her mother died when she was in Grade 6, forcing her to live with her grandmother and her aunt in an urban poor community in San Juan here in Metro Manila. “We were very poor so we had to make do with what we had,” she said. “Early on I learned to exist and survive on my own.”
A product of the public school system, the young Beth’s ultimate dream was to have an owner-type jeepney. When she was 18, she worked for an office supplies company. The rank-and-file employees formed a union to assert their rights, and went on a six-month strike. Beth joined the union even though she was not supposed to because she was already a manager. Of course, she was fired.
The next few years saw her furthering her involvement in several political groups, anchored on feminism and social democracy/social justice. She became a founding member of the Democratic Socialist Women of the Philippines, and eventually its national chairperson (this was how we met, at the height of the conversations on the reproductive health bill). Her affiliations with various groups brought her to meetings and conferences in other countries, and she was able to observe how other governments worked to address their problems.
If I remember correctly, it was sometime in 2010 when she started writing for Manila Standard. Her column, Power Point, covered a broad range of topics. She wrote about gender issues, children’s rights, domestic violence, workers’ plight – areas with which she was familiar. But she also wrote about politics and history; she was never bashful about where she stood. She called out officials for their misdeeds or inadequacies.
But Ms. Beth was always respectful. Her pieces contained facts that supported her position, either through documents and statistics, or actual conversations with people with high
stakes in the issue. Her advocacy work took her to the halls of Congress or government agencies – she was a consultant on the technical aspects of bills – but also to the slums, to the homes of women whose experiences she knew too well.
Angsioco’s passing leaves a void
Someone like Ms. Beth should then be confident about knowing what she was doing – there are many out there with a fraction of her experience and 10 times the bravado. But in the two times I requested her to speak to my journalism students (the other time was just last November, face to face), she was initially reluctant to do so, not quite sure whether she could give the students the input they needed. In both times, however, the students and I came off more convinced than ever that in order to dish out good opinion, one must first consistently seek to know.

Like many others, I scrolled my social media feeds more often in the past rainy week or so. On Facebook I saw that Ms. Beth posted a photo of herself with her three grown children at a restaurant. Now that they all had lives of their own, it was special to get them together at the same time, she said. But it was her birthday and they gave her a treat – she had just turned 67. On Instagram was a photo of her in her rubber shoes, but using white socks; she said she just realized she had no black ones. A few weeks ago, she sounded elated at the idea of writing the introduction to a history book.
So when I saw an FB post by her daughter, saying that Ms Beth had passed earlier on July 23, I did not immediately believe it. Had she passed on, really, when she sounded excited and still full of ideas on how she could help make a difference?
Ms. Beth’s passing is a loss not only to her family and personal friends but to her larger circle -- to me, who held her in great admiration and esteem, and to the countless women and communities whom she got to know, and whom she inspired to take charge of their lives notwithstanding the many forces that threatened to defeat them.

WE ARE impelled to pull up to a recent blog post attempting to link First Lady Liza Araneta Marcos to the drug-related death on March 8, 2025 in Los Angeles, California of 44-year-old Filipino businessman Juan Paolo Tantoco.
The claims are “deeply irresponsible” and “morally dishonest,” with the blogger exploiting a private tragedy for political gain.
“A man is dead. His wife is grieving. And instead of respecting that grief, this blogger decided to drag someone else into it just because of who she works for. That’s not seeking the truth. That’s targeting people for sport.”
The blog, titled “Cocktail Party of the Rich,” purportedly detailing the
results of the toxicology – the study of the effects of chemical, biological, and physical agents on living organisms, particularly humans – confirming drug use by Tantoco, administrator of the department store chain Rustan’s.

MANY Filipinos do not seem to learn their lessons lickety-split, particularly when it comes to the perennial problem on floods.
These past few days we have seen several streets and areas in the national capital region flooded, and have seen the reactions of government officials and the ordinary man in the street.
Authorities in Metro Manila have blamed – for the umpteenth time -some Filipinos for their repeated improper disposal of garbage as among reasons for the uncontrollable rising floodwaters.

Authority Chair Romando Artes said while MMDA’s 71 pumping stations were operating at full tilt, trash in the waterways “reduced the efficiency of the pumping stations to siphon floodwaters off” as rains continued to whack the metropolis where 13 million people live.
It is rather infuriating to have to witness that included in the piles of trash retrieved at the Tripa De Gallina pumping stations in Pasay City, for

The latest disaster should be a red flag to authorities, who must properly look at the strength of infrastructure projects, and the ordinary Joe to chasten himself on refuse disposal or waste management. It’s nauseous to have to be comforted by the mobilization of significant resources, personnel and rescue vehicles as well as rubber boats to address what should have been dealt with long time back, knowing the rainy season is an annual, often sad, experience.

HK issues bounties for 19 overseas activists charged with subversion
HONG KONG – Hong Kong police announced bounties Friday for information leading to the arrest of 19 overseas activists, accusing them of national security crimes.
Political dissent in Hong Kong has been quashed since Beijing imposed a sweeping national security law in 2020 after huge, sometimes violent pro-democracy protests the year before.
Many opposition figures have fled abroad, while others have been arrested and sentenced to years in jail.
Police said the 19 activists were involved in what they called a “subversive organisation”, Hong Kong Parliament -- a pro-democracy NGO established in Canada.
On July 1, Hong Kong Parliament said on social media that it was holding an unofficial poll online to form a “legislature,” aimed at “opposing one-party dictatorship and tyranny and pursuing Hong Kong people ruling Hong Kong”.
In a statement on Friday, police accused the group of seeking to “unlawfully overthrow and undermine the fundamental system” of the Chinese and Hong Kong authorities.
The investigation into the organization is ongoing, the police said, warning that they “will offer bounties to hunt down more suspects in the case if necessary.”
They also called on the accused to “return to Hong Kong and turn themselves in, rather than make further mistakes”.

Abdallah was detained in 1984 and sentenced to life in prison in 1987 for his involvement in the murders of US military attache Charles Robert Ray and Israeli diplomat Yacov Barsimantov in Paris.
The Paris Court of Appeal had ordered his release “effective July 25” on the condition that he leave French territory and never return.

WSJHINGTON, DC – A Venezuelan man who was deported to a notorious prison in El Salvador from the US took the first steps Thursday (Friday Manila time) toward suing the Trump administration over the ordeal.
Neiyerver Adrian Leon Rengel, 27, was one of 252 Venezuelan migrants sent to the Terrorism Confinement Center as part of US President Donald Trump’s high profile mass-deportation of migrants.
The administration claimed that the men were linked to violent gangs, but they were sent without trial to El Salvador.
“Had they investigated each person, they wouldn’t have sent us to CECOT,” Rengel told AFP at his home in Venezuela.
Now Rengel, who says he was beaten and abused during four months at CECOT, has filed an administrative claim with the Department of Homeland Security, the first step toward legal action against the federal government.AFP
China tells EU leaders ‘can’t afford’ subsidies
BEIJING – Chinese Premier Li Qiang dismissed EU fears over Beijing’s allegedly excessive subsidies to its industry, telling the bloc’s leaders “we can’t afford it” in markedly candid remarks during a tense summit.
Speaking during a roundtable with EU chief Ursula von der Leyen on Thursday, Li insisted that “China is by no means doing what some call a subsidies policy or fiscal subsidies.”

TAIPEI – Taiwan’s main opposition were scheduled to protest Friday ahead of unprecedented recall elections targeting its lawmakers that could tip the balance of power to President Lai Chingte’s party.
Supporters of Lai’s Democratic Progressive Party are seeking to unseat 31 Kuomintang (KMT) lawmakers who they accuse of being pro-China and a threat to national security.
The KMT, which advocates closer ties with Beijing, controls parliament with the help of the Taiwan People’s Party and has slammed the recall effort as undermining the self-ruled island’s democracy.
Two dozen KMT lawmakers could lose their seats on Saturday in a legal process that allows the public to oust elected officials before the end of their term.
Another seven face recall elections on Aug. 23.
Started by civic groups this year, the recall campaigns have dominated Taiwanese politics, newspaper headlines and social media feeds for months.
The DPP lost its parliamentary majority in the 2024 elections that swept Lai, who is detested by Beijing, to the presidency.
Since then, the KMT and TPP have joined forces to stymie Lai’s agenda and cut the government’s budget.
A series of opposition bills, including reforms expanding parliament’s powers, sparked brawls in the legislature and massive street protests last year.
The DPP needs a minimum of 12 KMT lawmakers to be recalled to give it a “shortlived legislative majority,” risk analysis firm Eurasia Group said, giving that outcome “a 60 percent probability.” AFP

PARIS – France’s highest court was scheduled to decide Friday whether to uphold an arrest warrant against Syria’s ex-president Bashar al-Assad as part of a probe into deadly 2013 chemical attacks during the country’s civil war.
Friday’s hearing is scheduled to start at 1300 GMT (9 pm Manila time). Rights activists say that if the Court of Cassation confirms Assad does not enjoy immunity due to the severity of the accusations, it could set a major precedent in international law towards holding war criminals to account.
But if the reasoning is that the warrant is valid because France did not consider Assad to be a legitimate ruler at the time of the alleged crimes, it would not have the same impact. French authorities issued the warrant against Assad in November 2023 over his alleged role in the chain of command for a sarin gas attack that killed more than 1,000 people, according to US intelligence, on August 4 and 5, 2013 in Adra and Douma outside Damascus.
Assad is accused of complicity in war crimes and crimes against humanity in the case, though Syrian authorities at the time denied involvement and blamed rebels.
The French judiciary tackled the case under the principle of universal jurisdiction, whereby a court may prosecute individuals for serious crimes committed in other countries.
An investigation -- based on testimonies of survivors and military defectors, as well as photos and video footage -- led to warrants for the arrest of Assad, his brother Maher who headed an elite army unit, and two generals. ISTANBUL – Iranian diplomats will meet counterparts from Germany, Britain and France on Friday for renewed nuclear talks, amid warnings that the three European powers could trigger “snapback” sanctions outlined under the 2015 deal.
The meeting, set to take place in Istanbul, will be the first since Israel’s mid-June attack on Iran, which sparked a 12-day war and targeted key nuclear and military sites.
Israel’s offensive — which killed top commanders, nuclear scientists and hundreds of others as residential areas were struck as well — also derailed USIran nuclear talks that began in April.
Since then, the European powers, known as the E3, have threatened to trigger the “snapback mechanism,”
which would reinstate United Nations sanctions on Iran by the end of August, under the effectively moribund 2015 nuclear deal.
The option to trigger the snapback expires in October, and Tehran has warned of consequences should the E3 opt to activate it.
“Inaction by the E3 is not an option,” a European source said, noting that Tehran would be reminded during the meeting that the snapback window closes this autumn.
The source said Europeans are preparing to trigger the mechanism “in the absence of a negotiated solution” and called on Iran to make “clear gestures” regarding uranium enrichment and the resumption of cooperation with the UN nuclear watchdog. AFP

FRANCE—The 19th stage of the Tour de France has been shortened due to the discovery of a contagious disease in a herd of cattle located along the original route between Albertville and La Plagne, race organizers said Thursday.
“The discovery of an outbreak of contagious nodular dermatitis affecting cattle in a herd located specifically in the Col des Saisies has necessitated the culling of the animals,” said organisers in a statement about Friday’s stage.
“In light of the distress experienced by the affected farmers and in order to preserve the smooth running of the race, it has been decided, in agreement with the relevant authorities, to modify the route of Stage 19 (Albertville–La Plagne) and to avoid the ascent to the Col des Saisies.”
This considerably changes the profile of the stage, which will now be just 95km long instead of the planned 129.9km.
The ceremonial start will be given as planned on the outskirts of Albertville but will now take place at 1230 GMT -- an hour later than originally scheduled.
After a 7km parade the official start will then be given. The Col des Saisies will notably be bypassed with the race rejoining the original route just after the initially scheduled 50km mark.
Three climbs remain on the programme with the hors categorie Col du Pre, the Cormet de Roselend and the final ascent to La Plagne for a finish at an altitude of 2,052m.

EDSEL Moral emerged as the highest-placed Filipino and the best Southeast Asian runner in the recent 32nd Pattaya Marathon.
The 29-year-old Moral, running in his first international race, landed fourth overall in two hours, 37 minutes and 44 minutes in the men’s 42-km marathon in the windy early morning of July 20.
“Exciting po ang first international race ko. Sinunod ko ang game-plan na dumikit lang hanggang sa halfway mark,” said Moral in an online interview with the Manila Standard.
Moral was among 13 Filipino runners brought to Thailand by local organizers of the 2025 7-Eleven Run Series as he finished behind three Ethiopians, who came up with podium finishes.
Ethiopan Tarik Abdi ruled the men’s action in 2:25.03, with the race bringing a vibrant energy to Pattaya and Chonburi Province, while boosting the area’s local tourism and the economy.
His compatriots Dereje Miko and Kindu Tirunek settled for second and third in 2:33.13 and 2:35, respec-
tively, in the event which drew overwhelming participation from both Thai and international runners.

In a resolution titled “A Resolution to Ensure the Safety and Integrity of the Proposed Boxing Match Between PNP Chief Nicolas D. Torre III and Acting Davao City Mayor Sebastian ‘Baste’ Z. Duterte,” the GAB will recommend a qualified and accredited professional referee to officiate the bout. It also mandates that a medical team will be on standby to provide immediate assistance should the need arise. The GAB said that it is acting “upon the request of PNP Chief Torre and Acting Davao City Mayor Duterte.”

AN ongoing border dispute between Cambodia and Thailand will not affect the preparations and staging of the coming 33rd SEA Games.
A Cambodian sports official said this following escalating political tensions between the two Southeast Asian countries.
Vath Chamroeun, the secretary general of the National Olympic Committee of Cambodia (NOCC), said the conflict won’t disrupt any participating country’s participation in the biennial meet, which is scheduled to be held in Bangkok this December.
“Sports are not linked to political issues or other matters that would affect the sporting move-
ment. Thailand’s Olympic Committee, which is organizing the 2025 SEA Games, affirmed at the council meeting that Cambodia, like all other regional countries, will continue to be warmly welcomed and is expected to participate as usual,” said Chamroeun in an online statement.
The Cambodia sports executive assured the public that their nation’s athletes are continuously preparing for the games as planned.

lations with Thailand’s National Olympic Committee remain despite the conflict.
“As for the SEA Games in December 2025 in Thailand, we see no change to our plans. Our athletes are still preparing normally for official participation. We hope the border situation improves, but either way, we are proceeding with regular preparations,” he said.
The Philippine Olympic Committee is assembling its biggest contingent in the coming Southeast Asian Games in Thailand this December.

US investment firm Cerberus Capital Management agreed to invest P15 billion in fresh funds over the next 12 months to strengthen its footprint in the Philippines.
Secretary Frederick Go, the Special Assistant to the President for Investment and Economic Affairs (SAPIEA) who joined President Ferdinand Marcos Jr. and Trade Secretary Cristina Roque at the meeting with Cerberus in the US, cited the positive impact the investment would bring to the Philippine economy.
“These projects are vital to enhancing our country’s energy resilience and logistics infrastructure. They will generate thousands of jobs, spur regional growth and strengthen the Philippines’ role as a key logistics hub in Southeast Asia,” Go said.
The planned investments include continued upgrades to the Agila Subic Shipyard and new ventures in logistics, energy and transport infrastructure, further positioning the Philippines as a prime destination for strategic, long-term capital.

THE Philippine Chamber of Commerce and Industry (PCCI) said Thursday it welcomes the 1-percent reduction in US tariffs on select Philippine exports, from 20 percent to 19 percent, as a positive, though modest, move toward stronger bilateral trade relations.

THE Department of Energy (DOE) on Friday reassured the public about the safety and reliability of electric vehicles (EVs) and their charging infrastructure in the Philippines, following an incident involving a Nissan LEAF that emitted smoke while charging at a dealership in Metro Manila.
The DOE said it is working closely with Nissan Philippines, which is conducting a full investigation into the cause of the incident.
The department said it was monitoring the probe’s progress and would mandate any necessary corrective actions to ensure public safety. The DOE said it also conducts regular inspections of electric vehicle charging stations (EVCS) to ensure compliance with its Registration and Accreditation Guidelines.
“The safety of the public is our paramount concern,” Energy Secretary Sharon Garin said in a statement.
“While this isolated incident is concerning, this should not deter us from the national goal of transitioning to cleaner and more sustainable transportation. The Philippines has an existing regulatory framework under the Electric Vehicle Industry Development Act [EVIDA] to ensure that all EVs and charging stations on our roads meet stringent safety standards,” said Garin.
SEC reduces IPO filing fees by 30% to lift market

(SEC) is offering a 30-percent discount on registration fees to companies that file to go public by the end of the year to boost activity in the local capital market. The discount applies to all registration statement applications submitted until Dec. 31, 2025, including initial and followon public offerings, bonds, investment contracts, and other securities. The initiative is based on SEC Memorandum Circular No. 9, Series of 2025, issued on July 24.
“Our goal for the Philippine capital market is clear—increase market participation to bring it up to par with our peers in the Southeast Asian region,” SEC chairman Francisco Lim said.
“The SEC will streamline processes and provide discounts or incentives where possible, in order to encourage more businesses to tap the capital market, enabling them to unlock their full growth potential through diverse financing options,” said Lim. Under current rules, companies planning to issue bonds and equities are required to pay no more than 0.1 percent of the total value of securities being offered.
The SEC also said it would strictly adhere to a 45-day review timeline for most registration statements. This timeline begins once companies pay an initial portion of their registration fee and submit proof of payment along with required documents.

THE Philippine peso and stocks ended the week in the red as investors remained cautious ahead of President Ferdinand Marcos’ State of the Nation Address (SONA). The benchmark Philippine Stock Exchange index lost 30.96 points, or 0.48 percent, to close at 6,413.18, while the broader all-shares index declined 11.52 points, or 0.30 percent, to settle at 3,796.87. The peso also tumbled to 57.11 against the US dollar Friday from 56.65 Thursday.
“Profit taking continued this Friday causing the local market to extend its decline,” Philstocks Financial Inc. research head Japhet Tantiangco said, referring to the stock market.

ELECTRICITY prices in the Wholesale Electricity
Spot Market (WESM) dropped in the first half of 2025 on improved supply margins, growing renewable energy investments and enhancements in transmission infrastructure.
The Independent Electricity Market Operator of the Philippines (IEMOP) said in a statement Thursday the average WESM prices decreased to P4.14 per kilowatt-hour (kWh) in the first half of 2025.
This marks a 26-percent decline from P5.58 per kWh in 2024 and represents the most affordable average market price since 2020.
It translates to more competitive electricity costs for Filipino consumers and businesses, IEMOP said.
“To understand why prices are lower in the WESM, at least for the first half of the year, we need to appreciate the contribution of each segment in the electric power industry value chain,” said IEMOP president and chief executive Richard Nethercott.
“The lower prices in the market are the result of improved efficiency in the entire industry value chain. It is a product of the collaborative efforts of all sectors, public and private,” Nethercott said.
He said the government plays a crucial role in lowering power rates. “As in any other industry, government plays an essential role in crafting the necessary policy and legal framework to guide private stakeholders in their strategic decision-making. Even more so in the Philippine electric power industry whose structure is almost completely private,” Nethercott said.

Similar reductions are projected for the Visayas and Mindanao grids, potentially saving P0.90 to P1.32 per kWh overall by 2029.
The DOE also requires distribution utilities to adopt a competitive selection process for power procurement to secure the most affordable supply and pass savings to end-users. It also urges consumers to adopt energy-saving habits, particularly during summer peak periods, to ease grid congestion and reduce spot-market price spikes.
Commercial, government and industrial sectors are encouraged to reschedule high-energy operations and implement energy audits and building management systems to reduce overall consumption and peak load strain.
The DOE aims to reduce congestion costs and enable cheaper power sharing between regions by requiring the transmission services provider to fast-track projects under the approved Transmission Development Plan.

The new feature incorporates TIEZA’s Travel Tax Payment Facility into both the eGovPH Super App and the eTravel System.
This aims to provide a centralized, secure, and user-friendly digital platform that simplifies the payment process for Filipino and foreign nationals departing the country. The integration is expected to eliminate the need for in-person transactions at airport counters and enhance the overall passenger experience.

GOVERNMENT schemes and compulsory contributory healthcare financing schemes accounted for the largest share of healthcare spending in the Philippines in 2024, representing 44.7 percent of the current health expenditure (CHE), the Philippine Statistics Authority (PSA) said.
Household out-of-pocket payments followed with a 42.7-percent share, and voluntary healthcare payment schemes comprised 12.6 percent.
The total health expenditure (THE) at current prices reached P1.56 trillion in 2024, a 17.1-percent increase from P1.33 trillion in 2023. It also represented 5.9 percent of the gross domestic product in 2024. CHE contributed 92.2 percent to THE, while health capital formation
expenditure (HK) accounted for 7.8 percent in 2024. Both CHE and HK recorded increases of 18.7 percent and 1.7 percent, respectively.
“On a per capita basis, health spending went up to P12,751 in 2024, an increase of 17.6 percent from the P10,840 expense in 2023,” the PSA said.
For the first time, the PSA included primary healthcare expenditure (PHCE) in its release. In 2024, PHCE amounted to P748.80 billion, a 19.2-percent increase from P628.41 billion recorded in 2023.
According to the World Health Organization, primary healthcare refers to the first level of contact of individuals, families and communities with the national health system.

THE Department of Tourism (DOT) said it is working to ensure the safety of travelers and tourism businesses as storms Emong and Dante continue to affect weather conditions across the Philippines.
DOT Secretary Christina Frasco reported that over 1,000 tourists, primarily in Regions 8 and 10, were affected or stranded due to flight and ferry cancellations. No injuries or fatalities among tourists have been reported.

“Our industry, normally, does not engage in crisis or disaster response related to weather disruptions, but it is of absolute importance that we act now rather than later to anticipate the needs of our stakeholders and provide
the necessary support in the short and medium term,” she said.
Regional offices and attached agencies reported varying degrees of impact on local tourism operations.
In Intramuros, floodwaters have receded and all roads are accessible. However, the Intramuros Administration (IA) reported that key heritage sites, including Fort Santiago, Puerta Real Gardens, Baluarte San Diego and the ASEAN Garden, sustained damage from flooding and heavy rains.
To support restoration efforts, Frasco instructed the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) to assist the IA in surveying affected areas.
In the CALABARZON region, the DOT Regional Office reported damage to infrastructure and tourism-related facilities in Montalban, Rizal. Preliminary estimates indicate trail and facility destruction, disrupted livelihoods, and potential income losses amounting to P2.8 million Philippine pesos.
In MIMAROPA, the DOT-4B office cited damage to accommodations and travel agencies in El Nido valued at over 264,400 pesos, while tourist boats in Coron sustained damages worth around P550,000. Additional revenue losses were reported due to canceled tours.

Secretary Ralph Recto, the ex-officio chair of the Social Security Commission (SSC), approved the improvements to the Social Security System’s (SSS) Calamity Loan Program. The changes aim to provide quicker financial aid to Filipinos in areas under a state of calamity.
Recto said these enhancements include a lower interest rate and a faster activation process for the loans.
“This is very good news for our countrymen who need immediate financial assistance. If before it took one month to get the loan, now it’s only seven days. Aside from this, we further lowered the interest so it won’t be heavy on the pockets,” he said.
The initiative follows President Ferdinand Marcos Jr.’s directive in May to reduce interest rates and accelerate the delivery of government financial services to disaster-affected Filipinos. Interest rates for calamity loans
have been reduced to 7 percent per year from the previous 10 percent. Last month, the SSS already lowered the interest rate for salary loans to 8 percent per year from 10 percent.
The SSS also streamlined the activation process for its calamity loans to just seven days, a significant improvement from the previous onemonth activation period.
Members can renew their calamity loans after six months, provided they make timely payments on the existing calamity loan program (CLP).
The calamity loan is payable within two years, spread across 24 equal monthly installments, with repayments starting the month after the loan is approved. A service fee of 1 percent of the loanable amount will be deducted from the loan proceeds. To ensure transparency and efficiency, loan proceeds will be disbursed through members’ active Unified Multi-Purpose ID (UMID) ATM cards or active single accounts in any PESONet participating bank.

PAG-IBIG Fund is offering a onemonth moratorium on housing loan payments to assist members affected by recent severe tropical storms and the southwest monsoon, aligning with President Ferdinand Marcos Jr.’s call for swift relief to calamity-stricken areas.
Housing loan borrowers residing or working in areas officially declared under a state of calamity are eligible.
These areas include Manila, Quezon City, Cebu City, Marikina City, Malabon City, Dagupan City, the province of Cavite, Calumpit in Bulacan, Sebaste and Barbaza in Antique, Calasiao and Umingan in Pangasinan and Cainta in Rizal.
Additional areas declared under a state of calamity in the coming days will also be covered. The moratorium
aims to ease financial burdens and redirect resources toward urgent recovery needs.

THE Philippine Statistics Authority (PSA) will conduct a national migration survey from Aug. 4 to Sept. 5, 2025 after formally granting survey clearance for its administration. The survey aims to estimate the country’s international and inter-regional migration flows, identify major migration streams, and examine different types of migration, including the characteristics of internal and international migrants. It will also help determine the levels, patterns, trends, and processes of internal and international migrations. It will gather key data on lifetime migration, period migration, internal migration, and international migration levels and rates in the Philippines. The government budgeted P85 million for the nationwide survey over the next two months, with results expected to be released between June 5 and July 3 2026. The PSA “strongly encourages all sampled individuals to actively participate in the survey by providing accurate and truthful information for data-driven migration management and policy formulation,” the agency said in a statement. Tax deadlines extended in storm-hit areas
THE Bureau of Internal Revenue (BIR) said Friday it is extending the deadlines for tax filings, payments and document submissions in areas affected by recent tropical cyclones and the enhanced Southwest Monsoon.
BIR Commissioner Romeo Lumagui Jr. said the extension applies to taxpayers in Metro Manila and other provinces impacted by tropical cyclones “Crising,” “Dante” and “Emong.”
“We understand the challenges that come with severe weather conditions,” Lumagui said.
“Part of our drive for excellent taxpayer service is listening and adjusting to the realities faced by taxpayers. Stay safe, prioritize your families and loved ones. The BIR will be moving the deadline to July 31. For full details, refer to RMC No. 75-2025,” he said. The relief aims to ease the burden on taxpayers and BIR personnel in affected areas. If the new deadline falls on a holiday or non-working day, the due date will be moved to the next working day, the agency said.
GSIS expands emergency loan coverage
THE Government Service Insurance System (GSIS) expanded its emergency loan program to cover additional areas in Luzon, following local government unit declarations of a state of calamity.
GSIS said that starting July 25, members and pensioners in Cainta, San Mateo and Montalban in Rizal, and the cities of Malabon, Marikina, Las Piñas, Navotas and Valenzuela could apply for the emergency loan until Oct. 24, 2025. GSIS also announced that members and pensioners residing or working in the municipalities of Agoncillo in Batangas, Balagtas in Bulacan, Malasiqui in Pangasinan, Roxas in Palawan, the provinces of Bataan and Pampanga, and Dagupan City, Pangasinan, could apply for the emergency loan until Aug. 24, 2025. These newly covered areas are in addition to the five locations previously opened for loan availment: Cavite, Quezon City, Umingan in Pangasinan, Calumpit in Bulacan, and Manila.

Cars have always said something about their drivers. Today, that message is more deliberate and design-driven. More than just transportation, cars have become lifestyle accessories, especially among younger, urban, and environmentally conscious consumers who see their vehicles as extensions of personal identity.
Electric vehicles (EVs) have become the perfect canvas for this shift. Without the limitations of combustion engines, designers are free to explore new forms and aesthetics. The result is a new breed of vehicle that feels as natural in a design museum as it does on the

For over a century, automotive design was shaped by the mechanical needs of combustion engines and transmissions. Gas, diesel, and hybrid powertrains need room to spin and breathe, sometimes at the expense of space and aesthetics. EVs remove those constraints, opening the door to cleaner, more innovative design.
The newest electric models lean into sleek, aerodynamic profiles that echo the clean lines of modern architecture and fashion. Designers are favoring smooth surfaces, sculpted silhouettes, and flush panels that reduce drag while elevating visual appeal.
