Makati City distributes goods in evac areas
THE Makati City government has distributed relief goods to 103 families and 306 other individuals staying at four evacuation centers due to ongoing rains and flooding in Metro Manila. Mayor Nancy Binay personally visited the Pio del Pilar Main Elementary School to check on evacuees and assess their needs.
During the visit, Binay assured the displaced residents that the local government is monitoring the situation and is ready to provide additional support as needed. She also supervised the distribution of food, clean water, and essential supplies.

Drainage repairs start in Commonwealth Ave.
THE Metropolitan Manila Development Authority (MMDA) and San Miguel Corporation (SMC) are set to begin widening drainage inlets along Commonwealth Avenue in Quezon City to address persistent flooding.
MMDA Chairman Don Artes led an inspection at MRT-7 Batasan Station, where they found a severely constricted drainage opening.
Artes explained that the original 3x3 meter inlet had shrunk to just 2 feet by 2 feet. He said the MMDA will widen the steel-grating drop inlet to better intercept floodwater from IBP Road. MRT-7 management will conduct the repairs at no cost.

Taguig City cops foil drug session, arrest 4
TAGUIG City police arrested four suspects who were allegedly using illegal drugs inside a modular tent at an evacuation area in Barangay Hagonoy. Officers from Substation-9 acted on a tip from an evacuee who reported suspicious activity in one of the tents. Upon inspection, police found the suspects in possession of four heatsealed transparent plastic sachets containing suspected shabu. The seized drugs weighed approximately 3.1 grams and had a Standard Drug Price (SDP) value of P21,080. The suspects were reportedly preparing a tooter and handling drug paraphernalia at the time of arrest. THE Philippine Institute of Volcanology and Seismology (Phivolcs) has issued a lahar advisory for residents and communities around Mayon Volcano as Tropical Storm DantePH, Severe Tropical Storm EmongPH, and the southwest monsoon (habagat) are expected to bring heavy rains to the Bicol Region.
Phivolcs said the forecasted heavy to torrential rains could generate posteruption lahars along major channels draining Mayon Volcano. These lahars may incorporate loose materials from pyroclastic density current (PDC) deposits from the 2018 and 2023 Mayon eruptions.
The largest concentration of erodible PDC deposits occupies the watershed areas of the Miisi, Mabinit, Buyuan, and Basud Channels. In addition, older and highly erodible eruption deposits on the eastern and western slopes of the volcano may be remobilized as non-eruption lahars
through erosion of riverbanks and channel beds. Potential lahars and sediment-laden streamflows may affect the Miisi, Binaan, Anoling, Quirangay, Maninila, Masarawag, Muladbucad, Nasisi, Mabinit, Matanag, Basud, and Bulawan Channels in Albay province.

PH, India to hold joint patrols in WPS in August

THE Philippines and India are set to conduct joint patrols in the West Philippine Sea next month, a move analysts interpret as a firm stance against China’s growing assertiveness in the region.
According to a report from New Delhi Television Ltd. over the weekend, the two countries will hold a Maritime Cooperative Activity (MCA) from August 4 to 8.
The development underscores deepening defense ties between Manila and New Delhi amid rising tensions in the South China Sea. The MCA will follow a scheduled port visit of four Indian Navy warships to Manila, first announced by Indian Ambassador to the Philippines Shri Harsh Kumar Jain in a July 11 speech. In an advisory released Wednesday, the Indian Embassy confirmed that the vessels—guided missile destroyer INS Delhi, anti-submarine warfare corvette INS Kiltan, fleet tanker INS Shakti, and survey ship INS Sandhayak—will dock in Manila ahead of the joint maritime drills.

Over time, due to negligence, lack of discipline, and poor management, these rivers have become dumping grounds for waste and sewage, choking the waterways with pollution.

THE Commission on Elections (Comelec) has called on civil society organizations (CSO) and voter education partners to take active roles in ensuring the success of the elections in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) this coming October 13.
“We appeal to all of you —our regional and field election officials, our partners in governance and advocacy, and all CSOs and media/ social media entities —to be ambassadors of meaningful elections for BARMM,” said Comelec acting director Frances Carolyn Aguindadao-Arabe during a consultative meeting.
Aguindadao-Arabe also emphasized that the Comelec “understands that this electoral exercise did not come easy.”
Meanwhile, Comelec chairman George Garcia said up to 7,000 automated counting machines (ACMs) would be used for the BARMM polls.
“We want to have contingency machines on standby in every polling precinct. We are eyeing a 1:1ratio for ACMs,” Garcia said.
Printing of ballots for the BARMM elections will be done July to August, he said.
On the other hand, Aguindadao-Arabe said the elections seek to achieve meaningful autonomy, lasting peace, and inclusive development in the BARMM.

The Quad Comm, composed of the House Committees on Dangerous Drugs, Public Order and Safety, Human Rights, and Public Accounts, was formed in 2024 in response to concerns over the rise of Philippine Offshore Gaming Operators (POGOs) and their alleged links to serious crimes, including dangerous drugs, alleged land-grabbing by some Chinese nationals, and the extrajudicial killings (EJKs) tied to the Duterte administration’s war on drugs.

In his fourth State of the Nation Address on Monday, July 28, therefore, he will no doubt touch on what his administration has accomplished in the past three years to see for himself whether he has the support of the people behind his policies and programs.
But more importantly, he is likely to focus on what he intends to do until the end of his term in 2028, to see whether he can instill in the Filipino people the conviction and the will to carry on.
We recall that in his inaugural speech in 2022, the President said he wanted to be his best not only as a person but as the leader of the nation. He concluded this inaugural address with this assurance: “The changes we seek will benefit all and will shortchange no one.”
Three years later, we have seen him personally checking on the progress made in his administration’s key projects and seeing to it that these will benefit everyone.
Recently, the President visited the ongoing Malampaya drilling operations off Palawan province. There, he reaffirmed that his administration is committed to the goal of energy security by signing the agreement governing the drilling operations.
He emphasized that by tapping the immense wealth beneath the sea, the nation can pursue economic development at a faster pace, and thus ensure a better future for all Filipinos.
It does not end there.
Remember his campaign promise to deliver P20 per kilo rice? Skeptics scoffed at this, saying that would not be possible at all given prevailing market forces and stiff resistance by both the farmers and sellers of our staple food.

The President himself led the inauguration of this facility recently.
We expect the President to cite the government’s achievement in the economic, political and social spheres in the year just passed.
More than this, we expect this SONA to give Filipinos a glimpse of what challenges need to be hurdled in the next three years, so that succeeding administrations can build, step by step, a better future for the entire nation.

Why Duterte’s interim release must still be denied
ON JUNE 12, Rodrigo Duterte’s lawyers, led by international counsel Nicholas Kaufman, filed a petition before the International Criminal Court requesting that the former Philippine president be granted interim release from detention. They argued that continued detention violates due process, that Duterte no longer holds office and therefore cannot obstruct justice, and that his surrender was both unlawful and politically motivated. They further claim the Philippines’ withdrawal from the Rome Statute in 2019 casts doubt on the ICC’s jurisdiction.
In a recent development, the ICC’s PreTrial Chamber announced it would delay its decision on Duterte’s interim release request, granting Kaufman’s motion for additional time to submit supplementary documents supporting his client’s plea. Kaufman has insisted that “President Duterte deserves a fair hearing and should not be subjected to unjust detention while these procedural questions remain unsettled.”
The Pre-Trial Chamber, in its brief order, stated “in the interests of procedural fairness and full consideration of all arguments, the Chamber will defer ruling on interim release until the defense has presented its complete evidence.” Meanwhile, the ICC Prosecutor’s Office has
reiterated its strong opposition, warning that Duterte’s release would pose “an immediate and credible threat to the safety of witnesses and the integrity of the proceedings.”
This delay does not change the fundamental facts: Duterte’s interim release should ultimately be denied.

CHINA has consistently rejected the 2016 ruling by the Permanent Court of Arbitration under the United Nations Convention on the Law of the Sea (UNCLOS).
In doing so, it has propagated several outright falsehoods and misleading narratives to undermine the Philippines’ legal claim to its exclusive economic zone in the West Philippine Sea.
We can cite a number of distortions spread by the Chinese government regarding the South China Sea.
One, China has historic rights over the South China Sea that go beyond UNCLOS.
These so-called “historic rights” based on the vague and baseless “ninedash line,” of late revised to “ten-dash line” to include Taiwan—supersede the Philippines’ sovereign rights over its exclusive economic zone or EEZ under UNCLOS.
The PCA ruling explicitly invalidated this claim, stating that China’s historic rights have no legal basis under international law.
Two, China dismisses the Arbitral Ruling as “illegal” or “just a piece of paper.”
Some Philippine officials and social media commentators echo this narrative, prompting the Armed Forces of the Philippines to call such statements
Reality tells another story. In the 2025 midterm elections, Duterte’s bloc won five of 12 contested Senate seats, more than any other alliance.
He himself was elected Davao City mayor yet again, and his son was elected vice mayor. His daughter, Vice President Sara Duterte, remains among the country’s most popular political figures and is widely expected to run for the presidency in 2028.
This is not the profile of a private citizen in retreat. This is the machinery of a powerful political dynasty still deeply embedded in the country’s institutions.
The threat this influence poses is not abstract.
Duterte’s brutal war on drugs left thousands dead and many families devastated—many of whom now serve as witnesses before the ICC.
These witnesses, often poor and vulnerable, have already faced intimidation for daring to speak out.

If Duterte is allowed to await trial under loose supervision in an undisclosed state, the risk of witness tampering or worse is not only plausible—it is likely. Kaufman and Duterte’s defenders compare this request to the ICC’s interim release of former Ivory Coast President Laurent Gbagbo. But the comparison collapses under scrutiny. Gbagbo’s political influence had waned dramatically when he was released. Duterte’s remains potent. He has repeatedly dismissed the ICC’s legitimacy and threatened to evade its reach.
The Pre-Trial Chamber was right to hear the defense’s full arguments.
But the basic test under the Rome Statute remains the same: no interim release should be granted if the accused poses a flight risk, a threat to the proceedings, or a danger to victims and witnesses. On all three counts, Duterte fails. This case is bigger than one man’s fate.

These efforts aim to suppress global awareness of China’s aggressive actions and our legal victory under the 2016 PCA ruling.
Five, China has continued to undermine the legitimacy of UNCLOS and selectively interprets its provisions to suit its claims, while ignoring provisions that protect EEZ rights of coastal states like the Philippines.
Filipino officials have called out this “revisionist and self-serving” application of international law.
Six, China takes offense at the Philippine government’s decision to accept the deployment of missiles from the United States in locations within the country as an act that would trigger an arms race in the region.
But isn’t it China that has seized islands in the South Chin Sea and transformed them into military facilities with missiles, fortifications and airstrips that can accommodate their advanced fighter jets?
It’s China that has started the arms race in this part of the world.
The Philippines, backed by the 2016 PCA ruling, should continue to assert its sovereign rights in our EEZ through diplomacy, legal action and international partnerships in the years ahead, despite Beijing’s provocations and disinformation.
It is about whether the world still believes that no leader is too powerful to answer for crimes against humanity.
The families left behind by Duterte’s drug war deserve justice that is credible, uncorrupted by intimidation, and seen through to its rightful end.
The ICC Prosecutor’s warning is clear: Duterte’s release would undermine witness safety and risk the entire case.
The Pre-Trial Chamber’s duty is equally clear: to protect the integrity of this process and prove that the international community can hold even the most powerful to account.
When the Chamber finally rules, it must send the right message – that no amount of political power or legal maneuvering will shield an accused from facing justice.

BEIJING – China’s spy agency warned public workers on Thursday to curb their “desire to show off” state secrets on social media. Beijing has ramped up espionage warnings in recent years as ties with the United States and other Western nations have cooled. Its Ministry of State Security said this month that foreign spooks were targeting public officials with tantalizing “honey traps” and blackmail to infiltrate the country and steal sensitive information.

The International Court of Justice in The Hague declared Wednesday that states are obliged under international law to tackle climate change.

WASHINGTON, DC – A US appeals court on Wednesday ruled that President Donald Trump’s order restricting birthright citizenship was unconstitutional and backed the decision of a lower court to block the nationwide order.
The order has been mired in legal back-and-forth for months, and is currently halted by a federal court amid multiple legal proceedings.
The Supreme Court ruled last month that lone judges had likely exceeded their powers by issuing nationwide injunctions against a string of Trump’s policies, including his move to end birthright citizenship.
Several district judges had blocked
Trump’s attempt to end the longstanding rule, guaranteed in the US Constitution, that anyone born on US soil is automatically an American citizen.
But the Ninth District Court of Appeals ruled that an injunction issued by a district judge based in Seattle was not a case of judicial overreach.
“We conclude that the district court did not abuse its discretion in issuing a universal injunction in order to give the States complete relief,” Judge Ronald Gould wrote.
According to Gould’s ruling, limiting an injunction to the state level would be as ineffective as not blocking the order at all, because of complications that could
arise if people move between states with different citizenship rules.
The appeals court also concluded that Trump’s birthright order went against the wording of the US Constitution.
“The district court correctly concluded that the Executive Order’s proposed interpretation, denying citizenship to many persons born in the United States, is unconstitutional. We fully agree,” Gould wrote.
Trump’s executive order decrees that children born to parents in the United States illegally or on temporary visas would not automatically become citizens -- a radical reinterpretation of the 14th Amendment to the US Constitution.

Thailand’s army said three civilians were wounded in a Cambodian rocket strike on Thursday as the two countries’ militaries clashed again in an escalating row over a disputed border
The neighbors are locked in a bitter spat over an area known as the Emerald Triangle, where the borders of both countries and Laos meet, and which is home to several ancient temples.
The squabble has dragged on for decades, flaring into bloody miliary clashes more than 15 years ago and again in May, when a Cambodian solider was killed in a firefight.
Fresh fighting erupted on Thursday morning near two temples on the border between the Thai province of Surin and Cambodia’s Oddar Meanchey.
“The Thai military violated the territorial integrity of the Kingdom of Cambodia by launching an armed assault on Cambodian forces stationed to defend the nation’s sovereign territory,” defence ministry spokeswoman Maly Socheata said in a statement.
“In response, the Cambodian armed forces exercised their legitimate right to self-defense, in full accordance with international law, to repel the Thai incursion and protect Cambodia’s sovereignty and territorial integrity.”
The Thai army blamed Cambodian solders for firing first, and later accused them of a “targeted attack on civilians”, saying two BM-21 rockets had hit a community in Surin’s Kap Choeng district, wounding three people.

A rescue helicopter later spotted the burning fuselage of the plane on a forested mountain slope about 16 kilometers from Tynda.
The plane was carrying 43 passengers and six crew members on board, according to the region’s governor Vassily Orlov. Russia’s state TASS news agency, citing emergency services, said the plane was carrying 40 passengers and six crew.
The plane crashed while attempting a second approach to Tynda airport, Russia’s Far Eastern Transport Prosecutor’s Office said.
“While approaching Tynda Airport, the aircraft went around for a second landing, after which contact was lost,” it said.

The PSC board has approved the across-the-board increase in the salaries of the athletes and coaches as announced by Gregorio last July 8. Gregorio, who was appointed by President Marcos as the 13th PSC chairman, made the announcement barely a week into office when he met the athletes, coaches and representatives of the different NSAs (national sports associations) at the Ninoy Aquino Stadium.

“Why? WELLINGTON—A top New Zealand minister on Thursday declared “biological males have no place in women’s sports”, as the government moved to scrap guidelines for transgender athletes in local competitions. Sports around the world are wrestling with how to govern transgender participation, with the US Olympic Committee and English Football Association among those to recently restrict trans athletes from women’s sport. Government agency Sport NZ in 2022 developed “guiding principles for the inclusion of transgender people in community sport”.
Senior government minister Winston Peters -- New Zealand’s top diplomat -- said Thursday the “woke” guidelines had been scrapped.
“The state has no place in people’s bedrooms -- and biological males have no place in women’s sports,” Peters said in a statement.
“This is purely about ensuring there is safety and security for girls and women in the sports they play at every level.” New Zealand has for years been seen as a world leader in allowing transgender participation in sport.
Weightlifter Laurel Hubbard in 2021 at Tokyo became the first openly transgender woman to compete at the Olympics, entering the over-87 kilogramme women’s category.
The now-dropped guiding principles included wellbeing and safety, anti-discrimination and anti-bullying. They gave advice on providing private spaces in bathrooms and using gender-inclusive language.

LOS ANGELES—Major League Soccer commissioner Don Garber refused to be drawn on whether the league planned to sanction Lionel Messi after the Inter Miami and Argentina superstar was a late withdrawal from Wednesday’s All-Star game.
Messi and Miami teammate Jordi Alba had both been due to start in Wednesday’s showpiece in Austin, where a combined MLS XI defeated a team representing Mexico’s Liga-MX 3-1. However news broke early Wednesday that Miami had informed MLS neither player would feature in the game, for reasons that were not immediately clear.
The 11th-hour snub has left Messi and Alba facing a one-game suspension from MLS. Under league rules, players selected for the AllStar game must participate unless they have a valid reason -- such as an injury -- not to do so.
Garber however was tightlipped on a possible sanction for Messi following his controversial no-show, declining to say if the league would go ahead and issue a ban against its biggest star, who could now miss Miami’s game against FC Cincinnati this weekend.
“Anything that’s going to happen as relates to next weekend, we’re not going to talk about today,” Garber told reporters ahead of Wednesday’s match.
“The game is not until this coming weekend and we don’t need to answer that. We’re managing through this process as we speak.”

If finalized, the deal would be one of the largest foreign equity investments in Philippine infrastructure in recent years, AEV said in a disclosure to the stock exchange.
The deal was discussed during a high-level meeting in the United States led by President Ferdinand Marcos Jr. and Aboitiz Group president and chief executive Sabin Aboitiz and GIP chairman and chief executive Bayo Ogunlesi. GIP specializes in investing in and managing large-scale infrastructure assets worldwide. The firm manages more than $183 billion in assets, focusing on sectors such as energy, transportation, digital infrastructure, and water and waste management.
AIC operates a diverse portfolio of infrastructure assets, including key investments in airports such as Mactan-Cebu International Airport, Laguindingan International Airport and Bohol-Panglao International Airport. THE national government’s budget deficit saw a 15.6-percent increase in June 2025 to P241.6 billion from P209.1 billion a year ago, the Bureau of the Treasury said Thursday.
It said this brought the first-half budget shortfall to P765.5 billion, up by 24.69 percent from P613.9 billion in the same period last year.
Despite the higher deficit, the BTr said the government’s fiscal performance in the first half of 2025 remained broadly on track due to sustained double-digit growth of tax revenues, pushing total revenue collections to P2.260 trillion, or 5.15 percent higher year-on-year (YoY).
The six-month deficit remained relatively within the target of P765.5 billion, a 0.63-percent above the
program despite accelerated and higher public spending to support economic growth.
Total revenue collections in June reached P306.9 billion, up by 3.50 percent from last year’s level, as the sustained double-digit growth in tax collections offset the high base effect of the one-off remittances under nontax revenues last year.
Six-month collection also rose 5.15 percent to P2.260 trillion from a year earlier.

collection and surpassed the previous year’s figure by 10.74 percent. Meanwhile, the remaining 10.07 percent came from non-tax sources, which outperformed the P221.4 billion program for the period by 2.87 percent even as the figure was tempered by the absence of extraordinary receipts recorded last year. The Bureau of Internal Revenue (BIR) posted a robust 16.24 percent increase in June, collecting P200.5 billion after netting P1.6 billion in tax refunds. This marked the bureau’s sixth consecutive month of posting doubledigit growth.

PAGCOR chairman and chief executive Alejandro Tengco said the casinos accounted for nearly half of the local gaming industry’s total GGR of P215 billion from January to June this year. The peso strengthened to 56.65 to the U.S. dollar Thursday from 56.881 Wednesday.
The local bourse ignored gains posted by Wall Street overnight. Most Asian stocks also ended higher Thursday as hopes for tariff deals lifted investor sentiment.
Michael Ricafort, chief economist at Rizal Commercial Banking Corp., said the market’s decline was a healthy correction after the index rose for four consecutive trading days.
Except for the services sector, which declined 1.13 percent, all sub-indices ended in positive territory. Mining and oil rose 1.36 percent, followed by property, which advanced 0.29 percent. Trading activity was thin as 73.38 million shares valued at P5.933 billion changed hands.
Foreign investors finished with net purchases of P96.22 million, stock exchange data showed.
Shares of grocery chain operator Puregold Price Club Inc. rose 3.08 percent to P40.10. Conversely, utility giant Manila Electric Co.’s share price declined 2.2 percent to ₱533.
Online gaming firm DigiPlus Interactive Corp. was the day’s most actively traded stock, closing up 12.37 percent at P27.25. Asian stock markets extended the week’s gains Thursday on optimism other countries will follow up the Japan-US trade deal with agreements of their own, as speculation builds that the EU is on course. Investors have been on a roll in recent weeks on bets that governments will eventually hammer out pacts with Donald Trump ahead of the US president’s August 1 deadline.
The mood has been upbeat since Japan had reached a deal to lower sweeping tariffs from 25 percent to 15 percent, including those on the country’s crucial car sector.
The breakthrough fanned hopes that others were in the pipeline. There is talk that the European Union is edging towards an agreement. Reports say Brussels could get something similar to Japan, with tariffs cut to 15 percent from the threatened 30 percent.
The Financial Times said the two would waive tariffs on some products, including aircraft, spirits and medical devices.
That came after US Treasury Secretary Scott Bessent said negotiations were making progress, with talks planned later in the day between the bloc’s top trade negotiator and his American counterpart.
Analysts said a deal with Washington’s biggest trading entity would provide a massive boost to equities.

METRO Pacific Agro Ventures (MPAV), a subsidiary of Metro Pacific Investments Corp. (MPIC), announced Thursday it completed the acquisition of Franklin Baker Group of Companies for P1 billion.
The acquisition will boost the Metro Pacific group’s coconut production capacity to more than 2 million coconuts daily, MPAV said in a statement.
“Coconut is one of the Philippines’ most important and iconic crops — something we should be proud of,” said MPIC chairman and chief executive
Manuel Pangilinan.
“With Franklin Baker and Axelum, we now have the opportunity to scale a globally competitive coconut platform — one that brings together world-class processing, long-standing customer relationships and strong ties to our farming communities. This is a unique opportunity to strengthen a flagship export sector and help make Filipino agricultural products a global standard.”
Franklin Baker, one of the country’s oldest coconut processors, was founded in 1921 and operates facilities in Laguna and Davao. The company exports a range of value-added coconut products, including desiccated coconut, coconut water, virgin coconut oil and coconut cream, to more than 50 countries. The acquisition complements MPAV’s existing coconut operations under Axelum Resources Corp., a leading coconut product exporter based in Misamis Oriental.

million in the second quarter of the year, up 15.3 percent year-on-year despite softer demand.
Franklin Baker is an original equipment manufacturer for Axelum, in which MPAV holds a 34.76 percent stake.
MPAV stated the acquisition will provide Franklin Baker with the capital and strategic support needed to stabilize operations, address an export backlog and pursue long-term growth. The deal is also expected to help protect over 5,000 jobs and maintain a reliable market for more than 50,000 coconut farmers nationwide, according to MPAV.
“This transaction is about growth,” said MPAV president and chief executive Jovy Hernandez. “With Franklin Baker joining Axelum in our portfolio, we are building a coconut powerhouse that combines heritage, scale and global reach. Our goal is to strengthen the entire value chain — from farmer to processor to export markets — while cementing the Philippines’ leadership in the global coconut industry.”
In a disclosure to the stock exchange, CIC said the growth was largely driven by a strong contribution from its associate, Concepcion Midea, Inc. (CMI), and better sales performance from its refrigeration and appliance businesses.

Aboitiz unit secures readiness certificate for Negros solar plant

ABOITIZ Renewables Inc., the renewable energy arm of Aboitiz Power Corp., has secured the “Final Certificate of Approval to Connect” (FCATC) from the National Grid Corporation of the Philippines (NGCP) for its 137.4-megawatt Calatrava Solar Power Plant in Negros Occidental.
The certificate signals the facility’s readiness for commercial operation.
The FCATC confirms that the Calatrava Solar Power Plant meets NGCP’s technical and operational requirements for grid connection, making it the largest operating solar and variable renewable energy (VRE) facility in the Visayas.
The solar plant is expected to enhance energy availability in the region and support national objectives to increase VRE integration across the grid.
“Aboitiz Renewables is able to complete great projects like the Calatrava SPP with the strong collaboration from NGCP,” said Aboitiz Renewables President Jimmy Villaroman.
“We appreciate NGCP for working closely with us to bring this project online, and helping us progress our humble mission to deliver affordable, reliable, clean energy to customers.”
Villaroman added, “This milestone adds significant capacity to the grid, helps electricity suppliers meet their Renewable Portfolio Standards obligations, and is another step forward for the country as far as our nationwide energy transition objectives are concerned.”
Aboitiz Renewables is also preparing to energize two more solar projects in Luzon. The Olongapo Solar Power Plant in Olongapo City is 95 percent complete and is on track for testing and commissioning by the third quarter of 2025. Construction continues on the San Manuel Solar Power Plant in Pangasinan, targeting the same commissioning window. These upcoming facilities will connect to NGCP’s Castillejos 230 kV and San Manuel 69 kV substations, respectively.

Basic Energy president and chief executive Oscar De Venecia said on the sidelines of the company’s annual stockholders meeting that the budget allocation covers pre-development and ongoing solar and wind projects.

“Preliminary engineering design and feasibility studies are ongoing, and early results indicate strong potential for scale and viability,” De Venecia said. “The initial phase of this project is expected to generate 50 MW of clean energy capacity, translating to approximately 199 gigawatt-hours annually — enough to

The Mabini wind project is being developed by Basic under a 50/50 joint venture with Renova, a publicly listed renewable energy company in Japan with a proven track record in the development and operation of wind and solar assets across Asia. De Venecia said with the groundwork progressing steadily, commercial commissioning for the Mabini project is targeted by the second half of 2028. Another promising development is the Panay Wind Energy Project, located in San Joaquin, Iloilo, and extending into parts of Hamtic, Antique.

MIDDLE-INCOME Filipinos are crucial to economic growth and national development but remain vulnerable to economic shocks and the risk of falling into poverty, experts and academics said on Wednesday.
Data from the Philippine Institute for Development Studies (PIDS), presented at the University of Asia and the Pacific’s (UA&P) 2025 mid-year business economics briefing, showed that 58.5 percent of lower middleincome households are still at risk of poverty.
GSIS offers emergency loan in calamity areas
THE Government Service Insurance System (GSIS) has activated its emergency loan facility for members and pensioners in four areas declared under a state of calamity due to Severe Tropical Storm Crising and the enhanced southwest monsoon (habagat).
The affected areas are Cavite, Quezon City, Umingan in Pangasinan and Calumpit in Bulacan. The loan aims to provide immediate financial relief to those impacted by the recent weather events.
Eligible individuals in Umingan, Pangasinan and Calumpit, Bulacan, can apply until Aug. 23, 2025. For Cavite and Quezon City, the application period extends until Oct. 23, 2025.
“This emergency loan is one way we can quickly respond to the needs of our members and pensioners affected by the recent calamities,” said GSIS officer-in-charge Juliet Bautista.
GSIS expects to expand the list of covered areas as more local government units (LGUs) submit their official calamity declarations. This will ensure broader access to emergency financial assistance for those in similarly affected locations.
Qualified members with existing emergency loans can borrow up to P40,000, while first-time borrowers may avail up to P20,000. The loan is payable over three years, with a 6-percent annual interest rate and no processing fee.
This vulnerability persists despite their significant contribution to the gross domestic product (GDP) growth and the expanding middle class, due to factors such as geographic disparities, gaps in social protection and job insecurity.

Job insecurity also presents a challenge, with many middle-class workers concerned about securing stable employment and facing limited advancement opportunities.
The government has consistently aimed to transform the country into a predominantly middle-class society by 2040.
To achieve this, experts and academics stressed the need to address the middle class’s vulnerabilities by creating more quality jobs, improving access to affordable education and healthcare and implementing targeted social insurance mechanisms to guard against potential economic shocks.
“A resilient and expanding middle class is essential to sustaining inclusive economic growth in the Philippines. While poverty reduction efforts have achieved progress over the past decades, the expansion of the middle class remains uneven and vulnerable to economic shocks,” a UA&P cursory paper said.

The results showed 65 percent of respondents expect improved business development in the coming year,
while 58 percent reported a currently favorable business situation.
Despite the optimism, companies expressed tempered expectations regarding broader economic trends. Some 49 percent anticipate no change in the country’s local economic development, with only 39 percent projecting improvement.

Sadain said that while the 2.3-kilometer northbound tunnel—marked by a ceremonial breakthrough in April 2025— continues to undergo technical refinements, the parallel southbound tunnel is now only about 32 meters away from breakthrough, expected by this third quarter of 2025. These refinements are being implemented by the Shimizu–Ulticon–Takenaka Joint Venture, in response to evolving ground conditions.
“These intensified measures are designed to ensure ground stability, construction safety, and overall project resilience”, Sadain said.
On July 18, 2025, Senior Undersecretary Sadain, along with Roads Management Cluster 1 - Unified Project Management Office (UPMO-RMC 1) Project Director Benjamin A. Bautista, conducted a site inspection of Contract Package I-1 which includes the twin-tube two-lane tunnels, a key engineering feature of the entire bypass road.
Contract Package I-1, which spans from Sta. 12+800 to Sta. 23+500, has reached 60.64% physical completion, making it one of the most advanced sections of the project to date.
In addition to the twin-tube tunnels, this segment includes a 7.9-kilometer four-lane road; three pairs of bridges totaling 500 meters in length—including the Davao River Bridge; two underpasses; two overpasses; 12 box culverts; and four at-grade intersections.
The twin tunnels represent a historic milestone as the Philippines’ first long-distance road mountain tunnel system— marking a significant leap in the nation’s infrastructure development.
Once completed, the Davao City Bypass Construction Project—connecting the Davao–Digos Section of the Maharlika Highway to the Davao–Agusan National Highway in Panabo City—is expected to significantly enhance regional mobility and substantially reduce travel time between Davao City, Panabo City, and nearby areas.
The project is jointly funded by the Government of the Philippines and Japanese Official Development Assistance (ODA) through Japan International Cooperation Agency.
RANSFORMING the Philippine transport sector to meet global standards remains a top priority for the Marcos administration.
Despite ongoing challenges, continuous efforts are underway to modernize and improve transport system ensuring commuters have access to accessible, affordable, comfortable, safe, and efficient services.
Within the railway sector, the Light Rail Manila Corporation (LRMC) is steadfastly building a transport system that not only meets the current demands of Metro Manila but also anticipates and shapes its future.
Working closely with the Department of Transportation (DOTr) and the Light Rail Transit Authority (LRTA), LRMC has introduced a wave of innovations since taking the helm of the LRT-1 that significantly enhanced operations and the commuting experience for the public.
“We recognize that as a highridership north-south artery, the LRT-1 has a pivotal role in the government’s ongoing push for railway renaissance. As such, important upgrades and expansion initiatives have been completed to increase its capacity, alleviate congestion, and seamlessly connect a greater number of communities,” Enrico R. Benipayo, president and chief executive of LRMC said.
The recent opening of the Cavite Extension Phase 1 is a landmark milestone in LRT1’s modernization that added six kilometers of new track and five state-of-the-art stations to the line. These new stations are equipped with elevators, escalators, and tactile paving that make transportation more accessible for all passengers. New, modern Generation 4 train sets were also introduced and enhanced through the installation of a state-of-the-art onboard signaling system. As of writing, there are
now 28 Gen-4 trains in commercial service that are bolstering the LRT1’s overall capacity and operational safety. Notably, one of the most visible improvements has been the comprehensive LRT-1 station upgrades that are directly aimed at better serving passengers by creating more comfortable and accessible environments. LRMC also embarked on an extensive light rail vehicle rehabilitation program that ensures the continued availability of well-maintained trains, leading to more dependable service for commuters.

GRAB Philippines and MOVE IT have launched a comprehensive disaster relief and community support Initiative following the devastation caused by the intensified southwest monsoon, which has displaced thousands and disrupted livelihoods across several regions in Luzon.
The initiative spans immediate aid and longer-term recovery support for Grab’s ecosystem of drivers, delivery partners, merchants, and consumers, and is being rolled out in close coordination with local government units and national agencies.

A COLLABORATIVE effort between New NAIA Infra Corp. (NNIC), the private operator of Ninoy Aquino International Airport (NAIA), and San Miguel Corporation (SMC), through its Better Rivers PH program, has significantly eased flooding in Parañaque City, particularly in areas surrounding the airport.
This joint initiative to clean up nearby rivers is proving crucial with the onset of the rainy season, directly addressing a major cause of urban flooding.
NNIC reported that as of July 12, the initiative has successfully removed approximately 225,000 metric tons of waste across 4.8 kilometers of river channels and clogged waterways in the city.
The extensive cleanup has resulted in a larger carrying capacity and enhanced outflow to Manila Bay especially in sections previously
made shallow and restricted by years of accumulated waste and clogged outflows. A substantial portion of the extracted waste, around 126,000 tons of silt and debris came from a 3.3-km stretch of the Paranaque River. Large volumes of waste and silt were also removed from other waterways including Don Galo River (46,000 tons), Villanueva Creek (27,000 tons) and San Dionisio Creek (25,000 tons). In addition, the on-going initiative also cleared clogged natural flood drains leading to Airport Creek, Cut-Cut Creek, Multinational Creek, and Libjo Creek. A total of 17,800 tons of garbage and silt were removed from around 2 kilometers of these specific waterways. To further boost flood prevention efforts around the airport complex, SMC and NNIC also de-clogged drainage systems along Domestic Road and NAIA Road.

Grab has also begun preparations for the second phase of its disaster response. These include:

PNR staff to train in overseas railway fellowship program
THE Philippine National Railways (PNR) is set to boost its workforce capabilities and strengthen international ties through renewed partnerships with Japan.
PNR General Manager Deovanni Miranda expressed his gratitude to representatives from the East Japan Railway Culture Foundation (EJRCF) during the signing ceremony for two key programs: the “Japan Railway East Fellowship 2025” and the “Japan Railway East Follow-up Course 2026.” Both initiatives aim to foster friendly relations between the two countries through the exchange of technology, skills, and cultural insights, which are set to enhance and capacitate the PNR workforce by sending delegates to Japan for training.

Earth is celebrating its 25th anniversary with the theme
“The Silver Lining,” starting with the press presentation of its official thirty-seven candidates, held at Lime Resort Manila, CCP Complex, Pasay City on Tuesday.
Founded by Carousel Productions, Inc. in 2001 to select the country’s representative for Miss Earth, the pageant has remained distinct from others with its objective to serve as a platform for Earth advocates’ programs promoting environmental protection and sustainability.
Over the past two and a half decades, four Miss Philippines Earth winners have gone on to win the Miss Earth crown.
In recent weeks, the candidates from across the country and overseas Filipino communities around the world have participated in eco-activities aligned with the pageant’s environmental causes. These included tree planting, coastal cleanups, eco-interaction school tours, and a charity visit to Child Haus Manila to share love, joy, and compassion with the children.
“The resilience of MPE, which has proven the strength of its cause amid environmental and global conflict, is the silver lining of its legacy. TAKING on lead roles for the first time, JM Ibarra and Sofia “Fyang” Smith walked the purple carpet with excitement and a touch of nerves as they welcomed viewers to the premiere of their new iWant series, Ghosting
Held on July 18 at Gateway Mall 2, the event witnessed the launch of a new romantic-horror series and a career milestone for the two fresh-faced stars.
Both actors admitted that while the journey was far from easy, it was filled with unforgettable moments—on and off camera.
“For me, the happiness and excitement definitely outweighed the pressure throughout the process,” JM shared during the media huddle after the show’s special screening.
“I didn’t feel pressured at all because we were just having so much fun making the project.”
Fyang, who plays the vibrant and affectionate Jaja, described the experience as a rollercoaster.
“There were so many super happy moments. It really felt like a rollercoaster,” she said. “But even though it was hard, I still enjoyed it. I learned a lot.”
Ghosting tells the story of characters navigating love, loss, and the supernatural.

“It was so hard because every time Gelo would ad-lib, he was just so funny,” Fyang shared.
“JM had to stay serious throughout because his character is a soldier from the 1940s. He couldn’t laugh or break character.”
She added that she was proud of her costar’s dedication throughout the shoot.
“I’m really proud of him because he was struggling, but he never showed it. He really pushed through and finished all the scenes.”
The two also opened up about some of their more vulnerable scenes, including their first on-screen kiss.
JM admitted he felt unsure during the scene, especially when it came to direction. “I struggled a bit, I couldn’t see how we looked. I needed someone to guide me.”
Despite the challenges, both leads remained focused on their goal of connecting with the audience.
“I guess we just want people to enjoy it,” Fyang said with a smile. “If they laughed or felt something, that’s already more than enough for us.”

HYBE, the agency behind K-pop superstars BTS, was raided by police on Thursday in connection with alleged fraudulent trading involving its founder Bang Si-hyuk, investigators said
“We are conducting a search and seizure at HYBE’s headquarters in Yongsan District,” Seoul police said in a brief statement.
