President Marcos said on Saturday, as Manila’s maritime row with Beijing over the West Philippine Sea escalates.

The President likewise ordered graduates of the Philippine Military Academy to “keep our people safe in their homes, our territory secure, our defenses against threats strong, and our democracy stable.”

“Against intruders who have been disrespecting our territorial integrity, we will vigorously defend what is ours,” Mr. Marcos said in his speech that came on the heels of media reports saying that Beijing has issued a regulation empowering its coast guard to detain foreigners trespassing in the South China Sea.

He said the PMA “Bagong Sinag” Class of 2024 graduates have answered the call “to serve at a crucial time” in the country’s history.

“What we are facing now is a blatant disregard of internationally accepted principles and deployment of weapons of mass destruction by parties who seek to drive a wedge between a united citizenry. But people are not fooled. They can see through such schemes,” Mr. Marcos said.

His remarks follow a series of incidents involving Philippine and Chinese vessels near disputed reefs in the South China Sea that have strained diplomatic ties.

In a report published by the South China Morning Post on Thursday, the China Coast Guard warned that under the new regulation that will take effect in June, they can detain trespassers in the South China Sea without trial.

Philippine Coast Guard spokesperson for the WPS Commodore Jay Tarriela immediately denounced China’s directive, calling it “illegal.”

CONGRESS LEADERS DENOUNCE CHINA’S ORDER TO ARREST FOREIGNERS IN SCS

CONGRESS leaders have denounced China’s order to arrest foreign nationals in the South China Sea, which covers the West Philippine Sea and parts of the country’s 200-nautical mile exclusive economic zone.

“There will be a problem. Allies and claimants will react. I think there will be complications here in the whole setup,” Senate President Juan Miguel Zubiri said, warning of a “deterioration of peace and order” in the area.

“China’s aggressive pronouncements are a blatant escalation of tensions in the West Philippine Sea. These unilateral actions flagrantly violate international law and the established norms that guide the Philippines and other law-abiding nations with claims in the South China Sea,” House Speaker Martin Romualdez said. In a report published by the South China Morning Post on Thursday, the China Coast Guard said a new regulation has been issued that authorizes the arrest of “foreigners” in the disputed maritime territories, including the South China Sea, beginning June.

“Foreigners suspected of illegally passing China’s borders can be held for up to 60 days,” the newspaper reported. Romualdez said China must respect international rulings and act as a responsible member of the global community, rather than imposing its own laws unilaterally and bullying other nations.

“The House of the Filipino People will not tolerate any arrests of our citizens or fishermen within our own Exclusive Economic Zone (EEZ). LA NIÑA’S RAIN DANCE: MORE STORMS ARRIVING

THE La Niña phenomenon is expected to arrive in July, and could continue until August or September amid the lingering effect of the weak El Niño episode, the state weather bureau PAGASA said.

“While we experienced much higher temperatures in the past two weeks of April and first week of May, at least there will be a lowering of temperatures in the coming days,” Analiza Solis, PAGASA Climate Monitoring and Prediction Section chief told Manila Standard.

There is a 69 percent probability of La Niña occurrence in the third

quarter of this year, with the onset of the rainy season between the last week of May and June.

Solis said the government is now crafting a national action plan to ensure proper interventions are in place as the country transitions from El Niño to La Niña.

She said 16 storms may likely enter the Philippine area of responsibility by the latter half of the year, higher than last year’s 11 tropical cyclones due to the El Niño phenomenon.

The Department of Environment and Natural Resources, for its part, called for proactive adaptation of flood prevention measures. Environment Usec. Carlos Primo Da-

vid highlighted an immediate challenge – a 40 percent decrease in rain projected for May and June, followed by an average July and above-average rainfall expected in August and September. “July will be the transition month and August and September will be when we will experience higher than average rain,” he said.

The President also reminded the “Bagong Sinag” of Class of 2024 to remain resolute amid various threats blocking the administration’s shift to a secure, safe and progressive “Bagong Pilipinas”.

Amid all the threats, President Marcos, as Commander-in-Chief of the Armed Forces of the Philippines (AFP), also highlighted the adminis-

tration’s achievements over the past two years as far as peace building is concerned, saying the Filipino people can now “see and feel.

“The southern front has been relatively quiet. Development has replaced the blast of bombs and cannon, and booms,” the President said.

President Marcos reminded the cadets that attempts to divert people’s attention and dissipate the energy are better spent in making the country better and face the urgent tasks ahead.

One of the tasks, Marcos said, is to keep the Filipino people safe in their homes, the Philippine territory secured, the defenses against threats strengthened, and maintaining a stable and strong democracy.

“You are now inductees in the national effort to attain the following: Against parties whose fossilized ideas have been rejected by a people tired

of war, no quarter will be given, but we offer peace, of the principled kind that will uproot the causes of social discontent.,” President Marcos said.

“Against intruders who have been disrespecting our territorial integrity, we will vigorously defend what is ours, but our conduct always guided by law and by our responsibility as a rules-abiding member of the community of nations. Against evolving threats that harm our people and corrode social and political trust, we will be adept, we will be flexible, and we will be ready in repelling such things,” he added.

Of the 350 original cadets, a total of 278 made it to the finish. They were conferred with the degree of Bachelor of Science in National Security Management. Among the 278 are 224 males and 54 females.

THE Commission on Elections

(Comelec) said Saturday the 4.2 million individuals delisted from the poll body’s list of voters could apply for reactivation to be able to participate in the May 2025 midterm elections.

According to Comelec chairman George Garcia, delisted voters who wish to have their registrations reactivated may go to the different voter registration sites nationwide to apply for reactivation.

“Meron po tayong ongoing registration, puwede po sila magpa-reactivate (Registrations are ongoing and they can apply for reactivation),” he said in a radio interview.

On Thursday, the Comelec reported that it has removed about 4.2 million names from its official list of voters.

Among the reasons for the delisting were failure to vote in two successive preceding regular elections, by court order, loss of Filipino citizenship, and having nonvalid documents.

The Office of Election Officer in the city or municipality is open from Monday to Saturday, 8 a.m. to 5 p.m.

The nationwide voter registration ends on Sept. 30, 2024.

The poll body is expecting more than 3 million new voters for the May 2025 midterm polls.

MARCOS ORDERS TRANSFER OF PCIC UNDER DA CONTROL

PRESIDENT Ferdinand R. Marcos Jr. has transferred the Philippine Crop Insurance Corp. (PCIC) to the Department of Agriculture (DA). According to a news release from the Presidential Communications Office on Saturday, Marcos issued Executive Order (EO) 60 dated May 13, placing the PCIC under the DA’s control to make it more responsive to the needs of small farmers, fisherfolk, and other agricultural stakeholders.

“A strong organizational link between the PCIC and DA is necessary to enhance agricultural insurance protection program highly responsive to the needs of small farmers and fisherfolk and other agricultural stakeholders, with policies and programs aimed at ensuring food security and modernization of the agricultural sector,” he said in the executive order.

The PCIC is a governmentowned or -controlled corporation (GOCC) tasked to provide insurance protection to farmers against losses arising from natural disasters, plant diseases, and pest infestation.

EO 60 reorganizes the PCIC Board to include the respective presidents of the Land Bank of the Philippines and PCIC; the executive director of the Agricultural Credit Policy Council; and a representative of the private insurance industry appointed by the President upon nomination by the Secretary of Finance.

TORRES NAMED NEW CHIEF OF AFP WESTERN COMMAND

REAR Admiral Alfonso Torres Jr. is the new commander of the Armed Forces of the Philippines’ Western Command (AFP WESCOM), replacing Vice Admiral Alberto Carlos, who took a leave of absence, the AFP said.

In a statement released on Saturday, AFP Public Affairs Office (AFP PAO) chief Xerxes Trinidad said Torres’s designation “is an administrative decision of the AFP.” “It is part of the ongoing changes in leadership and key positions within the military which is necessary for the institution to adapt

to evolving security environment and effectively address emerging challenges,” the AFP PAO said in a statement.

According to the AFP PAO, the WESCOM requires an experienced “full-time leader” to provide continuity and strategic direction.

DILG RECOMMENDS SUSPENSION AGAINST BAMBAN MAYOR AMID PROBE

THE Department of the Interior and Local Government (DILG) has recommended to the Office of the Ombudsman the issuance of a preventive suspension against Bamban Mayor Alice Guo of Tarlac “to prevent any influence on the continuing investigations of our and other agencies.”

The department formed a special team to investigate allegations of Guo’s involvement in illegal Philippine Offshore Gaming Operators (POGOs) in Bamban, Tarlac.

DILG Secretary Benjamin Abalos Jr. tapped lawyer Benjamin Zabala of the agency’s Internal Audit Service to lead the 7-man team tasked to conduct the probe.

“The Task Force’s updated report has been submitted today, May 17, 2024, to the Office of the Ombudsman for their

appropriate action. Based on the report, there are troubling findings of serious illegal acts which may have severe legal implications,” Abalos said.

“The DILG does not have the power to directly suspend or dismiss local officials. Hence, the DILG defers to the Ombudsman regarding any sanctions that may be imposed against Guo, in line with its disciplinary authority over elective officials of local governments under Section 21 of Republic Act No. 6770,” he added.

The DILG chief said they will continue to cooperate with the Ombudsman and other investigative bodies on the matter.

The measure, which obtained an overwhelming 188 votes during plenary session at the House, resulted from the consolidation of eight other bill, namely HB 954, 1429, 2300, 2994, 6390, 8156 8758, and 9258

Romualdez also said that it implements innovative and alternative solutions in addressing the housing needs of informal settler families, the lowerincome classes and other vulnerable sectors. It also espouses the adoption of viable land acquisition and management approaches.

The measure extends the corporate term of the NHA for a period 25 years, which shall be under the control and supervision of the Department of Human Settlements and Urban Development (DHSUD). It authorizes the NHA “to determine, establish, and maintain the most feasible and effective program for the management or disposition of specific housing or resetlement projects and acquisition of lands for the immediate and future needs of its beneficiaries.”

It also provides for the powers and functions of the NHA to develop and implement comprehensive and integrated housing and urban and rural development programs

DSWD WELCOMES APPROVAL OF GOV’T FOOD STAMP PROGRAM

THE Department of Social Welfare and Development (DSWD) welcomed the recent House of Representative’s approval of the consolidated version of proposals aimed at institutionalizing the agency’s “Walang Gutom 2027: Food Stamp Program.”

“The department would like to express our gratitude to the House Committee on Social Services for supporting our government’s flagship program on eradicating involuntary hunger among our kababayans,” DSWD Assistant Secretary for Disaster Response Management Group (DRMG) Irene Dumlao, who is also the agency spokesperson, said in a statement.

During the hearing last Tuesday, the committee gave its nod to the unnumbered substitute bill to House Bills 8532, 8899, 10010, and 10202, which all seek to strengthen the antiinvoluntary hunger program of the government. DSWD Assistant Secretary for Innovations Baldr Bringas attended the hearing for the agency. Bringas briefed the members of the committee, chaired by Nueva Ecija Representative Ria Vergara, on how the Food Stamp Program operates and how it helps the beneficiaries achieve food security among food-poor families.

MORE POWERFUL SOLAR STORMS COULD BE HEADING TO EARTH WORLD

TOURISTS normally have to pay big money and brave cold climates for a chance to see an aurora, but last weekend many people around the world simply had to look up to see these colorful displays dance across the sky.

Usually banished to the poles of Earth, the auroras strayed as far as Mexico, southern Europe and South Africa on the evening of May 10, delighting skygazers and filling social media with images of exuberant pinks, greens and purples.

But for those charged with protecting Earth from powerful solar storms such as the one that

GEOMAGNETIC Storms create a magnetic charge of voltage and current, “essentially overloading” things like satellites and power grids, according to Mike Bettwy of the US Space Weather Prediction Center.

The most famous example came in 1859 during the worst solar storm in recorded history, called the Carrington Event.

As well as stunning auroras, the storm caused sparks to fly off of telegraph stations. The charge that originated from the Sun was so strong that some telegraphs worked without being plugged into a power source.

So what would happen if such a powerful geomagnetic storm struck Earth again?

Bettwy said most countries have improved their power grids, which should prevent prolonged outages like those that hit Sweden in 2003 or Canada in 1989.

Still, he suggested people have an emergency kit in case electricity is knocked out for a day or two. Fresh water might also help in case filtration plants go offline.

There appears to have been less damage from the latest solar storms, though it often takes weeks for satellite companies to reveal problems, Bettwy said.

There were reports that some self-driving farm tractors in the United States stopped in their tracks when their GPS guidance systems went out due to the storm, he told AFP.

These strange effects are caused by massive explosions on the surface of the Sun that shoot out plasma, radiation and even magnetic fields at incredibly fast speeds born on the solar wind.

The recent activity has come from a sunspot cluster 17 times the size of Earth which has continued raging over the week. On Tuesday it blasted out the strongest solar flare seen in years.

The sunspot has been turning towards the edge of the Sun’s disc, so activity is expected to die down in the short term as its outbursts aim away from our planet.

But in roughly two weeks the sunspot will swing back around, again turning its gaze towards Earth. AFP

LGBTQ groups protested Friday outside Peru’s health ministry after the government issued a decree listing transsexualism as a mental disorder.

“It is a decree that takes us back three decades,” said Jorge Apolaya, spokesman of the Collective Pride March, a Lima-based rights group. “We cannot live in a country where we are considered sick,” he said.

Transgender people are those who reject the sex they were assigned at birth. Some opt for surgical or medical intervention.

The government on May 10 updated its list of insurable health conditions – which since 2021 has offered benefits for mental health treatment – to include services for transgender people.

In the decree, the health ministry describes the condition as a “mental disorder” – an obsolete term long officially abandoned by the World Health Organization.

HE ARRIVED in Texas, tried on his flight suit for the first time, and is now preparing to live out his childhood dream. On Sunday, French entrepreneur Sylvain Chiron will board a Blue Origin rocket and blast off into space, joining the select group of humans who have ventured beyond Earth’s bounds.

“I never thought I’d get to do this,” the 52-yearold, who hails from the mountainous southeastern region of Savoy, told AFP in an interview two days before his adventure.

“We’re going to be astronauts for 15 minutes, so a bit like pretend astronauts, but astronauts nonetheless!” Blue Origin’s spaceflights are brief hops just beyond the edge of space and back again – but still allow passengers to admire the curve of the Earth while free floating during a few minutes of weightlessness.

In all, the Jeff Bezos-owned enterprise has flown 31 humans to space on its New Shepard suborbital rocket system.

Sunday’s mission, the first with crew after a two-year pause, will see six people soar beyond the Karman Line, the internationally recognized boundary of space, 62 miles (100 kilometers) above sea level.

“This morning, I put on my flight suit for the first time – my wife found me very handsome as an astronaut,” Chiron joked on the phone, as he prepared for a day of training including a flight simulator.

What is he most looking forward to?

“Seeing the Earth from space,” he replied. “This feeling of leaving the world of men and seeing the Earth as a whole, from above, without borders, in all its fragility and beauty.”

It’s an exceedingly rare opportunity. Only 10 French space agency astronauts have ever gone to

space. In 2023, French-Italian Ketty Maisonrouge flew to space with Virgin Galactic, a competitor of Blue Origin. Prices for these ultra-coveted tickets are a wellguarded company secret.

“Yes, it’s expensive” but “not completely crazy either,” said Chiron. “There are some who would buy a pretty red car with this money.”

This thrill-seeker believes that the check he wrote was only a part of the reason he was selected.

“They received thousands of applications, from people much wealthier than me,” he said, and believes it was his lifelong passion for space that set him apart.

And he wants to become “an inspiration for young people” to follow their dreams and never give up -foremost his two children, aged 14 and 15. Not to mention, “Dad’s going up in a rocket!” has a cool ring to it, he laughed. AFP

AN IMPRESSIVE SUZUKI ESCAPADE

SUZUKI’S latest offering, the XL7 Hybrid, has recently captured the attention of the local motoring media, who experienced the vehicle’s impressive fuel efficiency during a long-distance test drive. The Suzuki Exciting Excapade, a media event held from the Suzuki Kawit Showroom to the Phoenix Station in Nasugbu, Batangas, showcased the XL7 Hybrid’s exceptional performance.

The 72-kilometer journey saw 36 participating

media personnel divided into 12 Suzuki XL7 Hybrid vehicles. To the amazement of both the media and Suzuki Philippines officials, the vehicles achieved an average fuel consumption of just 1.7 liters. Even more impressive, the winners of the test, with three participants per car, managed to complete the route using just over a liter of gasoline. The second-place finisher consumed around 1.3 liters.

Suzuki Philippines had previously conducted an official mileage test with experts, which had the XL7 Hybrid registered at 22 kilometers per liter. Based on this figure, the media test drive should have consumed around 3.3 liters of fuel. However, the actual results far exceeded these expectations, highlighting the XL7 Hybrid’s exceptional fuel efficiency.

The test drive route took the participants through various road conditions, from the plain and smooth roads of Cavite to the steep and winding sections leading into Nasugbu. Despite these challenges, the XL7 Hybrid maintained its

impressive fuel economy, leaving both the media and Suzuki officials in awe.

Norihide Takei, the director and general manager of Suzuki Philippines’ automobile division, enthusiastically welcomed the participants, noting the much-anticipated event and the opportunity for them to experience the New XL7 Hybrid firsthand.

TOKYO, Japan – Honda revealed on Thursday its ambitious plan to double its investment in electric vehicles (EVs) to $65 billion by 2030, aligning with its goal to transition fully to electric cars. The Japanese auto giant is aggressively pursuing its target of achieving 100 percent EV sales by 2040, a goal set three years ago. In a landmark move in April, Honda announced the largest automotive investment in Canada’s history: an $11 billion EV battery and vehicle assembly plant.

Honda is alwso collaborating with Sony on EVs and exploring a partnership with rival Nissan as they navigate a transformative period in the automotive industry. Analysts suggest this substantial investment aims to help Honda catch up with Chinese competitors like BYD, which have surged ahead in the global EV market.

“Honda is planning to invest approximately 10 trillion yen in resources... through 2030, when the period of full-fledged popularisation of EVs is expected to start,” the company stated. This marks a significant increase from its previous allocation of five trillion yen for EV technology in the medium term.

Honda aims to reduce overall production costs by about 35 percent and lower battery procurement costs in North America by over 20 percent compared to current levels by 2030. The company projects that electric and fuel-cell vehicles will make up 40 percent of its global sales by the end of the decade.

The announcement comes as the world’s leading automakers increasingly prioritize electric and hybrid vehicles amidst growing demand for environmentally friendly models. However, the EV market faces challenges, including high prices, concerns over reliability and range, and a lack of charging infrastructure.

In 2023, China surpassed Japan as the world’s largest vehicle exporter, buoyed by its dominance in electric cars. Despite this, Honda’s recent earnings report indicates an expected increase in vehicle sales in the United States and Japan for the current financial year, although sales in other parts of Asia are projected to decline.

Honda plans to produce around two million EVs annually by 2030. In comparison, its larger rival Toyota aims to sell 1.5 million EVs per year by 2026 and 3.5 million by 2030. Toyota is also focused on mass-producing solid-state batteries, a technological advancement that could lead to faster charging times and greater range.

BOSSONG SHINES IN PH ATHLETICS

HARVARD University’s middledistance runner Victoria Bossong delivered a promising performance at her debut in the 2024 ICTSI Philippine Athletics Championships in the Philippines.

The 21-year-old Fil-American prospect, who celebrated her birthday just before competing in the women’s 800-meter run in Pasig, showcased her potential and hinted at her future with the Philippine national team.

Despite clocking one of her slower times this season, Bossong secured the gold medal with a finish of 2 minutes and 9.56 seconds. Although this time was below her season’s best of 2:00.92, achieved at the Pepsi Florida Relays in late March, Bossong remained elated and proud of her rst race in the Philippines.

“This is my rst competition in the Philippines. I’m happy to come out with this win. This is a great day to be here,” said Bossong.

Bossong’s mother, a dentist with roots in Puerto Galera, Mindoro Oriental, expressed pride in her daughter’s accomplishments. Bossong is now preparing to head to Lexington, Kentucky, where she will compete in the NCAA Division I East Regional from May 22 to 25 as one of four Maine track and eld athletes.

Ranked third in the women’s 800 meters in the East Division with her time of 2:00.92, Bossong aims to nish among the top 12 in her event to advance to the NCAA Championships, schedule d for June 5 to 8 in Eugene, Oregon.

“I want to bring pride and honor to the country. I think I did that. It’s definitely a glimpse of what I can do. I can run for two minutes at. But this was not close to that. But it’s all part of the journey. It’s all part of

ASPIRING envoys recently gathered to discuss a wide range of pressing current issues on diplomacy and governance in the prestigious Harvard World Model United Nations (WorldMUN) Taipei 2024.

Themed Where Cultures Meet, Where Peoples Cross, the Harvard WorldMUN Taipei 2024 served as a platform to engage in constructive debates and mutual learning on international challenges such as disbarment, environmental cooperation, economic development, and healthcare.

More than 700 participants from nearly 50 countries worldwide took on the roles of country representatives to navigate complex problems, refine critical thinking skills, and thus expand their perspectives.

The delegates were distributed to various committees, such as the United

Nations Environmental Programme, World Health Organization, Disarmament and International Security, Economic and Financial Affairs, International Atomic Energy Agency, Legal, Special Political and Decolonization, Social, Humanitarian, and Cultural, the Ministers of the Soviet Union, Houses of York and Lancaster, and the Boeing Board of Directors.

De Santos revealed that he was pleasantly surprised to find out that a third season of the hit Pinoy BL (boys love) series Gameboys is already in the works.

During the movie screening of Gameboys The Movie at the “EnlighTEN: The IdeaFirst Film Festival”, the whole cast was taken by surprise when a photo flashed on the screen saying Gameboys NYC

“I don’t know if that is really season 3. But as far as I know, there will be Gameboys in New York,” said Kokoy.

He even asked film director and producer Perci Intalan to know more about the muchanticipated sequel but failed to get further details.

Kokoy also shared that he trusts the content creation company and felt excited about what was in store for the beloved series.

“But I’m so excited. So, I feel like it’s anytime soon because, you know, it’s The IdeaFirst Company, they like to surprise,” he continued.

The Your Mother’s Son star is excited to reunite with Elijah Canlas for the next season of their series.

“I miss him. We’re both busy, but nothing’s changed. We still call each other ‘Baby’ and talk often,” Kokoy said.

On their on-screen chemistry, Kokoy credited their friendship: “It’s the authenticity and how we treat each other as real friends.”

After his initial work in Gameboys, Kokoy became busy carving his own name in the entertainment industry –from being part of the longestrunning gag show Bubble Gang to becoming one of the runners in Running Man Philippines alongside Mikael Daez, Glaiza De Castro, Lexi Gonzales, Buboy Villar, Angel Guardian, and Miguel Tanfelix
