FOREIGN Affairs Secretary Enrique Manalo on Monday said the Philippines wants to solve maritime disputes with China peacefully -- but delivered a simple message to Beijing: “Stop harassing us.”

Speaking on the sidelines of ASEAN-Australia summit in Melbourne, Manalo defended Manila’s policy of publicizing Chinese maneuvers in contested maritime territory, including the recent passage of warships near Bajo de Masinloc or Scarborough Shoal.

“Our independent foreign policy compels us to cooperate with them on matters where our interests align, to respectfully disagree on areas where our views differ, and to push back when our sworn principles, such as our sovereignty, sovereign rights, and our jurisdiction in the West Philippine Sea — are questioned or ignored,” President Marcos said in his keynote speech at the Lowy Institute forum in Melbourne.

The President also criticized China’s provocative and illegal actions despite an international arbitral ruling invalidating its massive nine-dash-line claim over the South China Sea.

PH inks $1.53b deals with Australia

PRESIDENT Marcos has secured US$1.53 billion (P86 billion) in investments from 12 business deals signed during the Philippine Business Forum on the sidelines of his participation to the ASEAN-Australia Special Summit in Melbourne on Monday.

The deals consist of 10 memoranda of understanding (MOUs) between Filipino and Australian business leaders and two letters of intent (LOIs) from Australian business leaders who intend to invest in the Philippines.

Among the MOUs are the development, design, construction, commissioning and funding of a Tier-3 Data Center with a capacity of 30 megawatts (MW) to 40 MW in the Poro Point Free -

port Zone with a land area of about 16 hectares; and Expansion of Next-Generation Battery Manufacturing in the Philippines.

Gasoline up, but diesel, kerosene costs down today

LOCAL oil firms will implement a mixed oil price movement effective 6 a.m. Tuesday, with gasoline prices increasing by P0.50 per liter while diesel and kerosene prices go down by P0.40 to P0.35 per liter, respectively.

Seaoil Philippines, PTT Philippines, PetroGazz and Chevron Philippines announced their latest price movements to reflect the movements in the world oil market.

Department of Energy (DOE) director for the oil industry management bureau Rodela Romero attributed the movement to the inventory increase of US crude stocks, the signal of a possible Gaza ceasefire against the reality on the ground, and the postponed reduction in the interest rates that is expected to restrain global demand.

“The increase are due to the potential extension of OPEC+ (Organization of the Petroleum Exporting Countries) supply cut from first quarter of 2024 to second quarter of 2024,” Romero said.

She said specific to gasoline is the Russian imposition of a 6-month export ban starting March 1.

On Feb. 27, the oil companies implemented a per liter price decrease for gasoline, diesel, and kerosene by P0.70, P0.95 and P1.10, respectively. Year-to-date adjustments for gasoline, diesel and kerosene stand at a net increase of P5.45 per liter, P4.45 per liter and P0.40 per liter, respectively.

In Washington, the Philippine Embassy in the US rejected China’s allegation that Ambassador Jose Manuel Romualdez serves as mouthpiece for “another country,” as it accused him of spreading false information against Beijing in connection with its claims over the disputed South China Sea.

In a statement, the embassy said Romualdez’s remarks last week on the developments in the South China Sea “have been consistent with the position expressed by the Philippine government’s highest officials, particularly regarding the threat posed by unlawful, aggressive and provocative actions of the Chinese Coast Guard and Chinese maritime militia against Philippine vessels and personnel and Filipino fishermen.”

Romualdez earlier said the dispute in the South China Sea and not the tension in Taiwan was Asia’s “real flashpoint” for a major armed conflict. He described it as the “most difficult challenge” Manila has faced since World War II.

A HEART attack claimed the life of award-winning actress Jaclyn Jose, her daughter Andi Eigenmann confirmed Monday. Facing the press with her brother Gabby Eigenmann, Andi tearfully confirmed that her mother died on Saturday morning, but was only found lifeless the next day when she didn’t make a movie date with a friend.

“It is with great sadness that I announce the untimely passing of my nanay, better known as Jaclyn Jose at the age of 60 on the morning of March 2, 2024 due to a myocardial infarction or heart attack,” Andi told reporters.

“We’d like to thank everyone who has since extended their prayers and condolences to us as our family is trying to come to terms with this unfortunate incident,” she said.

PNP says civilians can now legally own 7.62 mm firearms, semi-automatic rifles

CIVILIANS can now legally own semi-automatic rifles, according to the Philippine National Police (PNP).

PNP spokesperson Col. Jean Fajardo, in a press briefing, said the ease on gun ownership came as an offshoot of amendments to the Comprehensive Firearms and Ammunition Regulation Act Monday.

Fajardo said the police organization made some minor amendments to the implementing rules and regulations (IRR) of the Comprehensive Firearms and Ammunition Regulation Act to allow private citizens to own rifles.

“We have to compare what is happening in Region 4A (Calabarzon) and what is happening in different parts of this country. For that, we will be allowing your motion that we need to invite all the regional directors, but insofar as the resolution that I filed is concern,” Fernandez said. Meanwhile, Tulfo also revealed that the involvement of local officials, including politicians and the police authorities has made the campaign against illegal gambling more difficult.

PAO set to render legal assistance to public accountants

APART from indigent clients, the Public Attorney’s Office (PAO) is extending free services to government public accountants facing court cases in the performance of their duties and functions.

PAO and the Philippine Association of Local Government Accountants (PHALGA) recently forged an agreement whereby public accountants can seek consultation, legal aid and representation from PAO in court hearings.’

“Under the agreement, all PHALGA members would automatically be rendered free legal service should they encounter (legal) problems, especially in the courts,” PAO chief Persida Acosta said.

Last week, she spoke before hundreds of PHALGA members during their 16th Geographical Conference for Mindanao, held in Cagayan de Oro City.

The conference had a theme of “Promoting Discipline in Local Governance.”

Acosta said discipline must prevail in helping the country to fully recover from poverty and to improve the living standard of the people.

“Should that happen, we can move forward to the Bagong Pilipinas that our President Ferdinand Marcos Jr. is pushing,” she added.

Cancer-survivor Abalos underscores need for early detection of the disease

Makati says no permit needed for Taguig park

THE Makati City government on Monday dismissed a statement from the City of Taguig saying that Makati must secure a business permit to operate a controversial park that is now under the territory of Taguig following a recent Supreme Court (SC) decision.

Lawyer Don Camiña, the city legal officer of Makati, explained that national government agencies and local government units are exempted from paying business and other taxes.

Camiña said the property where the park is located has also been awarded to Makati by the national government through Presidential Proclamation No. 1916. He added the proclamation has not been nullified and remains valid based on the SC decision in G.R. No. 235316.

Camiña pointed out that Makati does not collect business taxes from the City of Manila, which owns the Manila South Cemetery located in Makati. He also emphasized that Taguig’s insistence on Makati securing a permit for the park confirms Makati’s ownership of the park and other facilities in the EMBO (Enlisted Men’s Barrio) villages.

Makati expects Taguig to reverse its position soon.

The SC rejected in 2022 Makati’s Motion for Reconsideration, stating that Fort Bonifacio Military Reservation, including ten EMBO barangays, was part of Taguig City’s territory.

The High Court also prohibited Makati City from improving or treating the affected areas as part of its territory.

The EMBO barangays include Cembo, Comembo, Pembo, East Rembo, West Rembo, South Cembo, Pitogo, Post Proper Northside, Post Proper Southside, and Rizal.

But Camiña clarified that the SC decision was only a territorial jurisdiction dispute and did not transfer ownership of Makati properties to Taguig. In an earlier statement, Makati criticized Taguig’s actions as “childish, arrogant, and reckless”, which can greatly undermine the national government’s efforts to attract foreign investments.

THE Philippine National Police (PNP) on Monday said it will deploy a sufficient number of police officers to the park which has been the subject of escalating tensions between the cities of Makati and Taguig.

In a press briefing in Camp Crame, Quezon City, PNP spokesperson Col. Jean Fajardo said both cities are maintaining their presence in the vicinity of the Makati Park and Garden in Barangay West Rembo.

Prices of agri goods drop in February, says PSA

PRICES of select agricultural commodities, including onion, tilapia, and brown sugar dropped in February, according to the Philippine Statistics Authority (PSA).

Onion prices saw the most significant drop, with the average price per kilogram (kg) falling from P188.37 in January to P163.11 in February.

The downward trend continued throughout February, with prices dropping further from P174.91/kg in the first two weeks of February to P163.11/kg in the last half marking a P11.80 reduction.

Tilapia prices showed a slight decline from P169.02/kg in January to P167.62/kg in February, down by at least P1.40 compared to the previous month’s average and by P0.90 compared to January’s peak price. Brown sugar followed the downward trend with a P1.58 decrease per kilogram, dropping from P78.10/kg in January to P76.52/kg in February.

Eggplant prices also saw a downward trend, decreasing from P91.51/kg in January to P86.18/kg in February, translating to a P5.33/kilo reduction.

The Department of Agriculture (DA) continues to monitor market prices through the Agribusiness and Marketing Assistance Service (AMAS), according to assistant secretary and Spokesperson Arnel de Mesa.

When the breakaway of Enrile and the RAM was announced, then PC-INP chief Fidel V. Ramos did not yet join Enrile. It was only after that day that Ramos did, and the RAM group of Enrile and Honasan moved over to the PC-INP headquarters at Camp Crame.

In other words, the breakaway was not against Marcos, but against a Ver-headed AFP. In fact, this was made very clear when Enrile and Marcos talked over the telephone, with the young Bongbong Marcos holding the telephone for his father.

This is what happened from Feb. 22 to Feb. 25, 1986. And JPE, who told me about it, is still alive at age 100, in Malacanang. Cory Aquino was then in Cebu. And when she arrived in Manila, she hid at the Pink Sisters Convent.

She was nowhere near the RAM at the PC-INP headquarters building.

In fact, the nearest Cory ever got to the PC-INP headquarters was in the corner of EDSA and Ortigas Avenue, in front of the Department of Labor Building.

The swearing in of Cory ushered in the gathering of over half a million people at EDSA to proclaim Cory as the new Philippine President.

This led the Americans to airlift the Marcos family to Clark Air Base in P{ampanga and on to Honolulu, Hawaii for fear something would happen to them because of the mood of the mob that gathered.

In other words, the airlifting of the Marcos family was not the result of the EDSA gathering. It was in Honolulu where Marcos stayed with his family until he died on Sept 29, 1989 at age 72, the same day Aquino was scheduled to confer on former President Diosdado Macapagal the highest civilian government award.

Macapagal was the president of the elected 1971 Constitutional Convention which drafted the 1971 Constitution which he presented to Marcos in Malacanang.

To place everything in its proper perspective, the gathering of over half a million people at EDSA was not a “People Power Revolution” as concocted by Cory lovers and the Western Press who all romanticized the event.

The country at that time had 56.11 million population.

That call of Cory Aquino as an “Icon of Democracy” was a distortion and romanticized to make Cory the hero of EDSA.

Neither was the People Power Revolution a real revolution because a revolution connotes a change of government, like when the Philippine Revolution occurred that made the country become a republic from the colonial rule of Spain.

That’s why there is a need to place everything in its proper perspective, not only for the sake of clarification, but for the benefit of history.

THERE appears to be a new border for China’s ambitions in Southeast Asia.

The other day, the Philippine Navy, with its telescopes on the tension-filled West Philippine Sea, reported spotting two Chinese vessels “loitering” around the Philippine Rise, originally called Benham Rise, within the Philippines’ Exclusive Economic Zone and continental shelf.

Observers note that can only mean one essential thing: Beijing is trying to figure out how Manila can be quick at monitoring security while attending to other concerns in other parts of its territory like the West Philippine Sea.

What were the Chinese vessels doing within the Philippine Rise, described as rich in metallic minerals, including sulfides like gold and copper, since it is within the Pacific Ring of Fire, as well as manganese deposits, a vital component of steel production?

The Rise, a vast undersea landmass in the Western Pacific, is part of the Philippines’ extended continental shelf, and very distant from the burgeoning conflicts nearer to China’s coast in the South China Sea.

Zelensky defiant as Ukraine mourns 12 victims of Odesa drone strike

KYIV – Ukrainian President Volodymyr Zelensky has called for the world to help Kyiv defeat “Russian evil” as the death toll from a drone strike on Odesa rose to 12, including five children.

The strike on an apartment block in the southern port city last weekend partially destroyed several floors, leaving more than a dozen people under the rubble.

The attack killed five children, including two babies less than a year old, according to statements by Zelensky and the regional governor.

“Mark, who was not even three years old, Yelyzaveta, eight months old, and Timofey, four months old,” Zelensky said, naming the youngest victims of the strike in a post on Telegram.

“Ukrainian children are Russia’s military targets,” he added.

Rescuers were still pulling bodies

from the rubble on Sunday evening, more than 36 hours after the strike, although Zelensky said the search and rescue operation had been called off.

He had pleaded Saturday with Kyiv’s Western allies to supply more air-defense systems as Russia continued to pound Ukraine with drones, missiles and artillery fire in the war’s third year.

Kyiv is currently on the back foot, following recent battlefield gains by Russia.

Zelensky said this latest strike underlined the importance of supporting Ukraine. A stalled $60-billion aid package from the United States has left Kyiv facing ammunition shortages.

“We are waiting for supplies that are vitally necessary, we are waiting, in particular, for an American solution,” Zelensky said later Sunday in his evening address. AFP

US calls for ‘immediate truce’ in war-torn Gaza

PALESTINIAN Territories – US Vice President Kamala Harris urged an immediate ceasefire in Gaza, upping the pressure on key ally Israel as heavy fighting raged in the Palestinian territory.

Harris’s comments on Sunday, the most forceful to date by a US administration official, came as Washington led a push to lock in a truce before Ramadan, the Muslim fasting month that begins in around one week.

Envoys from the United States, Qatar and Hamas were in Cairo for the latest round of talks over a proposal to pause the five-month-old war.

According to a senior US official, Israel has broadly accepted the terms, which would see stepped-up aid deliveries and the exchange of hostages for Palestinian prisoners.

Several sticking points reportedly remain, including Hamas’s insistence that Israeli forces entirely withdraw from the devastated territory.

“Hamas claims it wants a ceasefire. Well, there is a deal on the table,” Harris said.

Taking an unusually sharp tone, she demanded Israel “do more to significantly increase the flow of aid” into Gaza, where she said people are starving and the conditions “inhumane”.

“Given the immense scale of suffering in Gaza, there must be an immediate ceasefire.”

Pressure for a truce has mounted after attempted aid deliveries have descended into scenes of tragedy, and convoys have failed to reach families gripped by food shortages in the north.

In Cairo, mediators and Hamas envoys have made “significant progress” towards a Gaza truce, Egyptian state-linked TV reported Monday as the talks in Cairo entered a second day.

After weeks of diplomatic efforts, Egypt, Qatar and the United States have been scrambling to lock in a proposed six-week truce in the war between Israel and Hamas before Ramadan starts next week.

The proposal also includes the release of hostages abducted during Hamas’s Oct. 7 attack that sparked the war, in exchange for Palestinian prisoners held by Israel.

Indian police hunt more suspects in gang rape

NEW DELHI – Three Indian men have appeared in court after the gang rape of a Spanish tourist on a motorbike trip with her husband, with police hunting four other suspects, reports said Monday.

The attack took place on Friday night in eastern India in Jharkhand state’s Dumka district, where the couple were camping.

Seven men are accused of carrying out the brutal assault.

“We have formed a team to hunt the remaining suspects,” senior local police officer Pitamber Singh Kherwar told AFP.

Stock index breaches 7,000 level before closing lower

PHILIPPINE stocks opened the week strong as the market awaits key inflation data on Tuesday.

The bellwether Philippine Stock Exchange index briefly breached the 7,000 level before closing at 6,951.67.

The broader all-shares index climbed 9.74 points, or 0.27 percent, to reach 3,618.95.

Philstocks Financial Inc. research analyst Claire Alviar said the market was boosted by positive cues from US markets and the robust S&P Global Philippine Manufacturing report for February.

Alviar noted, however, that profittaking emerged after the index hit the 7,000 level, as investors turned cautious stance while waiting for inflation data.

“Moreover, foreign investors helped lift the market as it recorded a net inflow of P799.6 million,” Alviar said. Meanwhile, Asian markets mostly

rose Monday following US gains and ahead of a Chinese legislative session where Beijing’s annual growth target and other key policies will be announced.

Japan’s benchmark Nikkei 225 index surpassed the 40,000 mark for the first time, with analysts predicting it could advance even further, lifted by Wall Street rallies, robust corporate earnings and optimism over artificial intelligence.

Bloomberry’s 2023 income climbed 85% to P9.5b

BLOOMBERRY Resorts Corp., the operator of Solaire Resorts & Casino, saw its net income surge 85 percent in 2023 to P9.5 billion from P5.1 billion in 2022 on higher gaming revenues from the mass market.

Bloomberry said in a disclosure to the stock exchange Monday total gross gaming revenues (GGR) rose 16 percent to P58.3 billion.

Globe completes enhancements to SIM registration channels to combat fraud

GLOBE Telecom Inc. said Monday it completed major improvements to its SIM registration channels aligned with the company’s commitment to protect customer identities and deter fraudulent activities. Globe said in a statement the measures include implementing advanced encryption protocols to secure data transmitted during the registration process and introducing live photo capture technology to prevent the use of stock or pre-existing photos.

Globe said it continues to use Optical Character Recognition (OCR) technology to combat the submission of fraudulent documents.

This allows the matching of text entries on the SIM registration form with data on a SIM user’s uploaded ID, significantly reducing the chances of having fake or doctored documents pass through the system.

Globe said it also limited the number of ID submission retries to prevent random or repeated attempts to register with fictitious documents.

Globe’s efforts extend beyond the initial registration process as the company has embarked on a comprehensive postvalidation initiative, having already reviewed 11 million existing SIM records as part of its commitment to the success of the SIM Registration Act.

AGI taps green power supply from MPower

MPOWER, the local retail electricity supplier of Manila Electric Co. (Meralco), said Monday it will supply 100 megawatts (MW) of renewable energy to Alliance Global Group Inc. (AGI) through property firm Megaworld Corp. and Newport World Resorts operator Travellers International Hotels.

MPower signed the retail supply contracts with AGI’s businesses led by Andrew Tan, allowing the property developer’s hotels, resorts and real estate projects to use renewable energy for their operations.

“AGI has commendable efforts in procuring up to 95 percent of its power requirements from renewables, making it a forerunner in the adoption of cleaner energy sources. Alcaraz turns back Nadal in made-for-Netflix show

LOS ANGELES—Carlos Alcaraz and Rafael Nadal warmed up for the ATP Indian Wells Masters on Sunday with a lively exhibition in Las Vegas won by Alcaraz 3-6, 6-4, 14-12.

The contest at the Mandalay Bay Resort and Casino, carried live by streaming service Netflix, was a chance for both Spanish stars to test their fitness.

Nadal, a 22-time Grand Slam champion, missed most of last year with a hip injury sustained at the Australian Open.

He made his comeback at the Brisbane International in January before a small muscle tear forced the 37-year-

old to pull out of this season’s first Grand Slam in Melbourne.

He shelved plans to return to action at the Qatar Open in February, saying he was “not ready to compete.”

He told interviewer Mary Joe Fernandez he felt “much better than expected” after pocketing the first set against Alcaraz. And he had enough in the tank to save five match points in the match

tiebreak before Alcaraz finally finished it out.

It was an encouraging performance before Indian Wells, where Nadal is a three-time champion. In his most recent Indian Wells appearance, Nadal finished runner-up to American Taylor Fritz in 2022.

The Spanish veteran will play his first-round match at Indian Wells on Thursday. Alcaraz, who will be seeded in the California desert, will have a first-round bye.

VETERAN actress Jaclyn Jose passed away on March 2 at her Quezon City residence. She was 60.

Jose’s daughter, Andi Eigenmann, confirmed the news in a press conference on Monday, stating the cause of death as myocardial infarction, commonly known as a heart attack.

Eigenmann spoke fondly of her mother, highlighting her legacy through her work, family, and the countless lives she touched.

“Her undeniable legacy will definitely forever live on through her work, through her children, through her grandchildren, and the many lives she’s touched. She herself, her life itself was her greatest obra maestra,” Eigenmann said in a press conference on Monday.

Initial reports indicate that Jose, whose real name was Mary Jane Guck, became unresponsive to calls and messages from relatives, prompting a welfare check that discovered her lifeless at home. Her management, PPL Entertainment, expressed their condolences and requested privacy for the grieving families while promising further updates soon.
