‘At least 195 Chinese vessels a day in SCS’

Think tank: 183 China ships swarmed Mischief Reef in July

THE Chinese maritime militia is as active as ever in the West Philippine Sea, deploying an average of 195 vessels a day across 10 features in the South China Sea—and a high of 183 ships at the Philippines’ Panganiban Reef (Mischief Reef) alone last July—a Washington-based think tank’s recent report showed.

The Asia Maritime Transparency Initiative (AMTI) of the Center for Strategic and International Studies (CSIS) noted the "dramatic shift" of China's maritime militia deployment in a report it published on Feb. 28, including in areas within the Philippines' exclusive economic zone (EEZ).

China vessels leave Benham—Navy

For the entire 2023, AMTI tracked Chinese ships deployed across the South China Sea using its satellite imagery, specifically in the following features:

Fiery Cross Reef, Hughes Reef, Iroquois Reef, Subi Reef, Thitu Reefs/Sandy Cay, Whitsun Reef, and Gaven Reef.

The tracking extended to Philippine maritime features Mischief Reef (Panganiban), Scarborough Shoal (Bajo de Masinloc), and Second Thomas Shoal (Ayungin).

An average of 195 Chinese militia vessels, sized between 45 to 65 meters, were observed across these locations last year, the think tank noted.

This represented “an increase of 35 percent from AMTI's last observation of the militia over a 12-month period in 2021-2022," the report said.

Humanitarian mission reaches Pag-Asa Island

A TEAM from the Naval Reserve Command and other Manila-based stakeholders recently organized a humanitarian mission to Pag-asa Island in the West Philippine Sea to provide support to the local community.

NAVRESCOM chief Major General Joseph Ferrous Cuison, designated Captain Norman Biola, the commander of Naval Reserve Command (NRC) in the National Capital Region (NCR), as the overall head of the mission.

The team also included the Junior Chamber International (JCI)-Manila, Cebuana Lhuillier, and the 1st AFP Affiliated Medical Reserve Center.

The team donated generators, laptops, water filtration systems, office and school supplies, medicines, and food items to address the immediate needs of the soldiers and residents in the island’s Kalayaan Municipality.

Among the recipients were the Health Center Municipality of Kalayaan, Pag-asa Elementary School, troops of Naval Station Emilio Liwanag, and Joint Task Unit Pag-asa.

Aside from Pag-asa Island, the team also donated generators to two of the Philippine-held features in the WPS namely Panata and Patag Stations. Indeed, one place where Barbie’s influence is undeniably justified is in the world of design and fashion -- so says the curator of “Barbie: The Exhibition,” a new London showcase of items from the pink and plastic world first manufactured by Mattel.

The exhibition, which opens on July 5, will explore Barbie’s changing appearance in relation to evolving cultural shifts around diversity and representation, according to a report in The Guardian.

The Design Museum exhibit will feature more than 180 dolls including the rare first edition known as “Number 1 Barbie”. There will be examples of the first black, Hispanic and Asian dolls to bear the Barbie name. Prior to Benavidez’s new assignment, Tiu Laurel issued Administrative Order 1 which sets guidelines on the conduct of Regulatory Impact Assessment, or RIA, for proposed DA regulations.

Undertaking RIA, according to ARTA, will ensure regulations are subjected to proper consultations and evidence-based analysis before their issuance.

The RIA process is expected to help government agencies, local government units, and other government instrumentalities to pass sound and effective regulations that provide the most benefit to Filipinos.

Malabon raids yield P1-b vapes

THE aggressive anti-smuggling operations against vape products by the Customs Intelligence and Investigation Service - Manila International Container Port (CIISMICP) led to another seizure of P1.073 billion worth of smuggled vapes and used clothes during Friday’s series of raids on some Malabon City warehouses.

Bureau of Customs (BOC) operatives earlier seized smuggled vapes worth P3.72 billion during raids on several warehouses in Malabon and Parañaque cities.

Customs Commissioner Bienvenido Rubio said around 20 warehouses located along 67 Gov. Pascual St. in Barangay Potrero were initially identified

as storage facilities for vape products smuggled from China.

“Our operations against these smuggling groups will not stop until they are all held liable for their crimes. This recent enforcement of our laws sends a clear message that these activities will not go unchecked on our watch,” Rubio stressed.

CIIS Director Verne Enciso also cited the importance of these operations amid the agency’s anti-smuggling efforts.

“Our officers have remained vigilant in their enforcement efforts to prevent the entry of smuggled prod -

ucts into our country. The operations these past couple of days show how serious we are in the CIIS to disrupt the flow of these activities and stop them at all cost,” he said.

According to Enciso, the initial inspection of the location revealed a total of 20 warehouses, and the CIIS team was able to open one warehouse where they found 8,400 boxes of Flava-branded vapes valued at P462 million. Effort to unclog schools remains wanting senator

CITING findings of the Commission on Audit (COA), Senator Sherwin Gatchalian has flagged the ambiguity on whether the programs under the Government Assistance to Students and Teachers in Private Education (GASTPE) effectively address issues related to public school congestion.

A COA performance audit report released in 2018 revealed that the Department of Education (DepEd) had had limited data on the GASTPE’s effects on the decongestion of public schools.

The COA also criticized the program for having no clear performance indicator.

For Gatchalian, the program’s resources should be allocated to areas with the highest concentration of congested public schools.

“It would appear that the guidelines are not clear,” Gatchalian said during a hearing on the implementation of the expanded GASTPE law (Republic Act No. 8545).

He emphasized that in implementing the program, the concentration should be in congested areas. However, COA findings showed there was no clear policy as to where the Educational Service Contracting (ESC) and the voucher program should be implemented.

Secretary Benjamin Abalos Jr. has called on local government units (LGUs) to help one another by sharing best practices to attain sustainable community development, and help realize the vision of the Bagong Pilipinas.

Abalos issued the call during the recent general assembly of the League of Municipalities of the Philippines (LMP).

The event was aimed at helping accelerate the implementation of the 17 United Nations’ Sustainable Development Goals (SDGs) at the local level.

“I fully trust LMP to gather the best ‘sharers’ and practitioners in the field who will enable not only knowledge sharing, but also transfer of technology and experiential learning in this gathering,” Abalos said.

The 17 SDGs were established in 2015 as an urgent call to action by all countries to tackle global challenges.

All countries have agreed to work towards achieving them by 2030.

In his message, Abalos emphasized the importance of good local governance, noting that LGUs are closer to the level where actions are more likely to produce measurable results in a more responsive and inclusive process.

Flip-flops

LAST week showed political commentators going ga-ga over FPRRD’s speech in the Cebu City rally followed by a press conference in his hometown Davao.

For all intents and purposes, his statements were a complete volte face from his angry speech in his Davao City rally a month back.

He now supports the lifting of economic restrictions in the 1987 Constitution, the only condition being a flat “no” to term extension of incumbent officials.

He has gone back on his threat of a Mindanao secession, stating he will not support the dismemberment of the Republic. And he has taken back his accusation of “bangag” against the President, disingenuously clarifying “drugs” to mean anything, including antibiotics, ha ha ha.

So what about the “confidential” PDEA list he claimed to have been shown?

Predictably, political bloggers went to town on the flip-flop.

My friend Ronald Llamas, the current “darling” of political commentators on social media, was (or seemed to be) mad, claiming FPRRD was “insulting the intelligence” of the people.

The DDS were eerily quiet, befuddled and bewildered after they quickly upped the ante on their attacks against the present order after the Jan. 28 Davao City rally.

I was just laughing all along, and in our regular Thursday Group lunch meeting, which coincided on the leap year 29th of February, where we celebrated the birthdays of two members, Isabela Gov. Rodito Albano and businessman Buboy Virata, I chided Llamas about his “frothing” in mock anger over Ian Esguerra’s Facts First.

Recall how I described FPRRD’s secession threat in my column last Feb. 8, titled “Divide we fall”, thus: “…in the end, he will quip “istorya ra kana, ‘ni tuo diay kamo?” In Tagalog, “kumagat naman kayo?”

Even his former cabinet members, now retained by PFRM Jr., mouthed their own denunciations of their former boss, as well as Mindanao legislators who vehemently disagreed with FPRRD’s threat.

So the flip-flop was all in character for the playful, mischievous former president. “Sutil” is the Tagalog description for the former president’s statements, which you

need not take too seriously, just as his 2016 vow to take a jet-ski and plant the Philippine flag in the artificial islands put up by China, his and his alone, without any coaching from Vince Dizon or myself.

Besides, those who claim that FPRRD’s credibility has been irreparably damaged forget two things: One, that he is not running for any national office in the future anyway to worry about his popularity; and, more importantly, the more ‘intelligent’ masa never took his threats seriously, unlike the ‘political analysts’ who denounced his flip-flopping.

Still, there was another flip-flop, more difficult to fathom, this time on the part of Vice President Inday Sara Duterte.

There was absolutely nothing wrong about the trite motherhood statement her office released in commemoration of the EDSA ‘people power’ that returned formal democracy debased of real substance that happened 38 years ago.

So why the recall of her statements the following day?

If it was a case of a statement released without prior clearance, that showed an incompetent staff and internal system, but since the statement was perfectly in order and quite politically harmless, why the flip-flop?

In her case though, credibility always matters, because she is the second highest elected official of the land, and a likely contender for the highest position come 2028.

Of course, like most events these days, shelf life of newsworthy events is short, given that Filipinos have short memories, except for the ‘political analysts’ who always need to prove their relevance in the life of this benighted nation.

Why, even the ‘historic’ state visit of PFRM Jr. to Australia, evidenced by his address to the Australian Parliament, was upended by hideous happenings, no longer strange nor unusual, at the NAIA complex.

Discombobulated by bugs and a huge rat. “Surot” at “daga,” in what will continue to be among the world’s worst air gateways until Ramon Ang delivers on his bid to upgrade the same to First World standards.

Of course, the speech of our president was eloquently delivered, in King’s English better pronounced than his hosts could muster, though one wonders if the historically-researched speech was ghostwritten by the same guys who crafted PM Anthony Albanese’s and opposition leader Peter Dutton’s.

Same theme, same motherhood sentences.

Somehow though, it made us proud that we have a leader who can speak English so very well.

But apart from getting boxed-in with the Western allies who are China’s worst enemies these days, how I wish the visit will increase our exports to the countrycontinent down under, which now suffers from a massive four-to-one imbalance of trade.

Oh well, another week in the life of the benighted land.

Timely move for safety’s sake

WHY did it take so long for the Metro Manila Council to pass a resolution prohibiting e-bikes and e-trikes on national roads?

After all, it’s been many years since these vehicles made an appearance in the metropolis and other urban centers.

They competed with faster vehicles for precious road space, posing a grave risk to life and limb for their drivers and passengers alike, not to mention contributing to already horrible traffic congestion in the National Capital Region.

Nevertheless, we welcome the belated MMC decision as this would definitely alleviate the heavy traffic situation in NCR.

MMDA Regulation 24-022 series of 2024 states the traversing of e-vehicles, such as e-bikes and e-trikes, as well as tricycles, pedicabs, pushcarts, and kuligligs on national roads, circumferential and radial roads in Metro Manila will be prohibited. Violators of the resolution will face a P2,500 fine.

The hefty fine—possibly higher than the average income derived from daily operation of these vehicles—will no doubt discourage drivers from using

THE situation has escalated beyond the China Coast Guard’s risky maneuvers with the recent sightings of People’s Liberation Army-Navy warships harassing Philippine vessels and China’s alleged jamming of identification signals near Panatag (Scarborough) Shoal further bumps up tensions in West Philippine Sea.

In a quoted statement before flying to the state visit to Australia, the President remarked, “It’s really worrisome. Before, it’s just the China Coast Guard that’s making moves in our area. Now their Navy and fishing boats are joining them, so the situation is really changing.”

He gave assurances the Philippines will continue to defend its sovereign rights and protect Filipinos’ livelihood in traditional fishing grounds.

The two-day state visit on Feb 28-29 at Canberra pursues what has been an effective alliance building strategy with like-minded states to address the escalating risks to the country’s national and economic security.

Panay power supply expected to improve this month, says DOE

THE Department of Energy said over the weekend the Panay power supply is expected to improve this month with the completion of the Cebu-NegrosPanay transmission upgrade and the end of Palm Concepcion Power Corp.’s regular maintenance shutdown.

The DOE made the statement after the Panay-sub-grid suffered a partial blackout on March 1 after a coal plant went on forced shutdown.

“In the meantime, the DOE reiterates the need for cooperation among the generators, distribution utility and the system operator in Panay,” the agency said in a statement.

“The general public is also encouraged to conserve energy while we await the completion of the transmission upgrade and maintenance of PCPC by the end of March,” the DOE said.

Abra Mining stockholders ask Congress to enact law penalizing illegal trading

STOCKHOLDERS of Abra Mining and Industrial Corp. (AR) asked Congress to probe the alleged lack of action from the Securities and Exchange Commission (SEC) and the Philippine Stock Exchange (PSE) on the unresolved status of the mining stock.

Stockbroker Victor Dominguez sought the Congressional inquiry over the alleged failure of the SEC and the PSE to formalize charges against the executives of Abra Mining which sold shares that were unlisted and unregistered, leading

to the suspension on trading of the stock.

Dominguez said the congressional inquiry would lead to the crafting of legislation that would make it a criminal offense for the PSE or the SEC to drag their feet on matters concerning trading irregularities.

Dominguez said officials of Abra Mining had traded 250 billion shares, although there were only 99 billion that were listed, resulting in its suspension, leaving in a limbo the hundreds of investors who bought the said stock.

PHILIPPINE stocks may make another attempt to breach the 7,000 level this week, as investors await the February inflation report.

Analysts said, however, the market’s failure to hit the 7,000 level last week indicates that the selling pressure is strong.

Philstocks Financial Inc. research head Japhet Tantiangco said investors may take cues from the upcoming inflation data.

“An inflation print significantly higher than January’s 2.8 percent may cause a pullback from the local investors,” Tantiangco said.

“Investors may also watch out for our upcoming labor market data as this would give cues on the health of the general economy,” he said. The local market’s immediate major support is seen at 6,700 level, and resistance at 7,000 level this week.

Aside from macroeconomic data, investors will also continue to monitor corporate earnings by listed firms, which so far have been better than the previous year’s.

CONGLOMERATE San Miguel Corp. launched the country’s first biodiversity offset program (BOP) in Bulacan province to minimize the environmental impacts of its huge airport project on the local ecosystem.

Unit San Miguel Aerocity Inc. (SMAI) inaugurated its ‘Saribuhay sa Dampalit’ project in Barangay Pamarawan, Malolos, Bulacan in late February to balance development efforts in building the New Manila International Airport project (NMAI) with environmental preservation. The program also seeks to support local livelihoods and address flooding issues in Bulacan’s flood-prone areas.

Biodiversity offsets are conservation initiatives that aim to compensate for the lasting impacts of development on species and ecosystems. They are designed to minimize the environmental impacts of a development project by ensuring any damage in one place is compensated for somewhere else.

The pilot BOP site in Pamarawan covers 40 hectares with plans to expand to 800 hectares of offset sites across various areas.

DENR chooses Cagayan’s Sta. Ana to host marine station in the north

THE Department of Environment and Natural Resources (DENR) through the Biodiversity Management Bureau has identified the municipality of Sta. Ana, Cagayan as one of the six project sites nationwide for the establishment of a marine stations to enhance ocean science, resource management and development strategies.

northernmost site to serve as sentinel covering the Northern Philippine Sea marine biogeographic region,” said Loyzaga, stressing the island’s beauty, diverse flora and fauna and vast natural resources.

Loyzaga also said corals living in the northern parts of the Philippines are resilient to climate change per extensive scientific research conducted by the University of the Philippines–Marine Science Institute (UPMSI).

“This project is so important that is why we are working with the UPMSI to create further studies in collaboration with the community, and we would like this to be a center of education so that we know why we need to protect the area,” she said.

THE Philippine Sambo Team began its 2024 campaign with an outstanding performance at the 2024 Dutch SAMBO Open in Dalfsen, The Netherlands, seizing three golds, a silver and a bronze medal.

Leading the charge was Sydney Sy-Tancontian, a bronze medalist at the World Sambo Championships and the chairperson of the FIAS Athletes’ Commission as she displayed world-class skills in clinching the gold in the Women’s +80 kg Senior category.

Sustaining the family’s success, Sydney’s brother, Chino Sy-Tancontian, and national team head coach Ace Larida claimed gold in their respective categories in the Men’s +98 kg Senior and Men’s -88 kg Masters, respectively.

Tiger wins USGA Bob Jones Award as Shinnecock gets ‘36 US Open

WASHINGTON—Tiger Woods, the 15-time major champion who redefined golf and inspired a generation of talent, was awarded the US Golf Association’s highest honor, the Bob Jones Award, on Saturday.

The 48-year-old American returned to the PGA Tour last month after ankle surgery last April following the Masters to ease pain following a 2021 car crash, the latest example of perseverance that has helped make him among golf’s greatest legends.

“This award goes beyond playing performance, recognizing the lasting impact of one person’s journey that has forever changed the image and growth of golf,” said USGA chief executive Mike Whan.

“There are very few who stand alongside Tiger Woods in terms of on-course accomplishments and he’s in a class of his own when it comes to the impact he has made on the game and future generations who will play it.”

The announcement came as the USGA also revealed the 2036 US Open and US Women’s Open tournaments will both be played at Shinnecock Hills, the Long Island venue to stage the events on consecutive weeks.

It will be only the third time both US Opens are staged at the same course on back-to-back weeks, with Pinehurst having done it in 2014 and being set to do it again in 2029.

Shinnecock has hosted the US Open five times, most recently when Brooks Koepka won there in 2018, and is set to host again in 2026.

Woods received the Bob Jones Award, named for the Masters cofounder who was a 1920s star who captured 13 titles in what were then considered the four major events, including five US Amateurs and four US Opens.

Like ones Woods has won nine USGA titles, with Woods capturing three US Junior Amateurs, three US Amateur titles and three US Open triumphs.

NUEVA Ecija survived a gutsy Quezon squad before pulling off a gripping 87-85 win in Don Dulay’s coaching debut with the squad, but SGA-St. Benilde had a trouble-free ride in beating Manila, 95-84, to lead the winners in the PSL President’s Cup at the Filoil-EcoOil Centre in San Juan.

Kipchoge struggles to 10th place as Kipruto wins Tokyo Marathon

TOKYO—Kenya’s double Olympic champion Eliud Kipchoge said “not every day is Christmas” after his Paris Games preparations hit a snag with a 10th-place finish at Sunday’s Tokyo Marathon behind winner Benson Kipruto.

Big on justice: Jo Berry’s little story as ‘Attorney-At-Law’

ASTORY of dreams and justice takes hold in the courtroom drama series, Lilet Matias: AttorneyAt-Law.

Tackling the struggles of a lawyer with a small stature but a big heart, Jo Berry stars as the titular character Lilet Matias, who is met to uphold justice and defend the oppressed. During the show’s media conference, Berry recounted her preparations for the role such as researching about the law and the procedures typically done by lawyers within courtrooms, further sharing that they had a legal consultant on set.

“ Pinanood kami nina direk ng series, and pina-attend rin po kami ng court hearing with the production team bago nag-start ‘yung taping ng Lilet Matias,” said Berry.

Attorney Bem Sabanal , the show’s legal consultant, helped maintain the accuracy of the script when it comes to legal terminologies as well as courtroom processes.

“Before the script is sent out to the actors, we go through a consultation, nandoon na ‘yung mga legal terms, legal procedures, legal processes,” said Sabanal.

“What I do is make sure na correct ‘yung sinasabi nila, at correct ‘yung proseso sa korte, especially kapag mayroong eksena sa loob ng court, I have to be there,” she added.

Berry also shared that she wants to showcase the familial aspect of the series as her role had allowed her to view the perspective of a child whose challenging background had impacted the course of her life.

“For me, napakalaking epekto ‘nun and since ang pinag-uusapan is

a child and buong buhay niya yung mababago. ‘Dun nag-start eh. Mababago yung buhay niya, kung saan siya mapupunta, kung sa tama o sa mali ,” the actress said, also pointing out how that aspect made the role intense for her.

Gelli de Belen back to GMA, hosts public service program

ACTRESS Gelli de Belen gladly spoke about her delight in returning to GMA Network as part of the newest public service program, Si Manoy Ang Ninong Ko. In an interview, Gelli couldn’t contain her excitement talking about the show.

“I’m so happy to be back. It’s nice to be home,” said Gelli who was one of the hosts of GMA’s defunct morning talk show, SiS, alongside Janice de Belen and Carmina Villaroel

“This is a first for me, and I’m truly grateful for the opportunity. It’s a new adventure, a new challenge, and that’s what makes me so excited about this,” she added. She clarified that while she has hosted before, Si Manoy Ang Ninong Ko marks her first foray into the world of public service-focused shows.

“But this is truly a genuine public service—helping to change the lives of other people. It’s a big responsibility,” continued the actress.

On the other hand, Sherilyn emphasized, “We want to go beyond solving their immediate problems. We also want to give them hope by providing opportunities to support themselves long-term.”

Wilbert then expressed his hopes that viewers would give the show a chance to be inspired by each episode.

“The show is good. While it may not be perfect now, we hope you’ll like it. Through this show, we aim to build a society with a heart. Let’s not become insensitive to what’s happening in our environment,” the public servant stated.

The hotel’s Nostalgia Lounge and Bar has become a favorite of many expats, mostly from the Asian Development Bank which is right across, and other top officers of the large business community in the area. For Valentine’s Day celebration, the Nostalgia offered a 5-course menu which I had the privilege of partaking in.

Joy Nostalg Hotel and Suites Manila is a 5-star serviced residence managed by Accor. It has 229 spacious rooms, ranging from a studio to a 3-bedroom Executive Suite, with all the suites offering spacious living and dining areas, a fully-equipped kitchen, and laundry amenities.

But, I think the biggest “come-on”

For starters, I had chickpea, caviar, crayfish, white tomato mousse, cherry mozzarella, and strawberry salad. All these were paired with a sparking rosé from Spain called 49 Millions. Naturally, I had to try it to see if it made me feel like a millionaire. Then I had soup made of artichoke heart crème paired with dark chocolate-filled clam ravioli.

This was followed by cocoa husk-smoked duck breast before I had my amazing main entrée of wagyu beef belly. Of course, the dessert is always my favorite part of the meal, and I wasn’t disappointed –dates and chocolate fondant. Having enjoyed a menu like this, I certainly felt like a millionaire.

To celebrate the Chinese New Year, the hotel offered what they rightfully bannered as Flavors of Prosperity.

To go along with the celebration of good fortune and abundance, the Nostalgia Lounge and Bar further enhanced its menu.

There was a daily dim sum bar that had chiu chao, hakaw, shrimp and pork siomai, spinach wagyu dumplings, crab roe dumplings, siopao asado and bola-bola, and cuapao.

They also featured flavors from different regions in China – Cantonese, Sichuan, Beijing, Jiangsu, and Hunan

Aside from the sumptuous culinary preparations that Nostalgia Lounge and Bar is known for, there is another venue I like about Joy Nostalg Hotel. It’s on the 43rd floor and it’s called The Roof. This

I find it very relaxing to have a bite of my favorite comfort food with my favorite drink on hand while the evening breeze continuously flows from all directions. It is the perfect antidote to stress.

When my elder brother visited from Houston, I brought him there after our dinner at Nostalgia and he had nothing but superlatives for this haven of joy and nostalgia.

When I asked him how the owners came up with such a unique name, he simply said that “Joy” refers to what guests experience when they avail of the hotel’s services and offerings, and “Nostalg,” coined from “nostalgia,” points to the fond memories the guests have of their joyful moments at the hotel. To me, that made a lot of sense. Even when my son was still working for the hotel, I could never visit it as often as I would have wanted to because I live in the opposite part of the metropolis and my business activities were always just limited to the Makati and Manila areas. Nevertheless, there were a couple of occasions when a chance to experience and enjoy its luxurious accommodations and culinary delights.
