CANBERRA—President Marcos told Australia's parliament the Philippines was on the "frontline" of a battle for regional peace Thursday as he urged Canberra to join forces in facing the threats that disrupt peace, stability, and the rule of law.

With Beijing's warships loitering in waters off the Philippines' coast, Mr. Marcos told Australian lawmakers he will remain firm in defending the country's sovereignty, despite "formidable" challenges.

"I shall never tire of repeating the declaration that I made from thefirst day that I took office: I will not allow any attempt by anyforeign power to take even one square inch of our sovereign territory," Mr. Marcos said.

"The challenges that we face may be formidable, but equally formidable is our resolve. We will not yield," he added.

The President was expected to return to Manila late Thursday. He will return to Australia on March 4 to attend an Association of SoutheastAsian Nations (ASEAN) summit in Melbourne.

Philippines authorities this week reported detecting Chinese navyvessels around Bajo de Masinloc or Scarborough Shoal -- an area seized by Beijing in 2012.

China has claimed the shoal and large swathes of the South China Sea as its own, ignoring regional objections and an international tribunal ruling that the claims have no legal basis.

The budget for the 4Ps increased by 3.57 percent to P106.3 billion this year from P102.6 billion last year.

AT LEAST four in 10 adult Filipinos expect the economy to improve in the next 12 months, the latest Social Weather Stations (SWS) survey showed, lower than those who believe it would stay the same (44 percent) while 10 percent said it would worsen.

SWS used the term “optimists” for those who believe the Philippine economy will improve, “pessimists” for

those who think it will worsen, and “no change” for those who said it will stay the same.

The percentage of economic optimists minus the percentage of economic pessimists yielded a net economic optimism score of +30, which SWS classifies as “very high” (+30 to +39).

However, the score rose to "very high" +36 from "fair" +16 in Metro Manila and to "high" +25 from "fair" +15 in Visayas.

El Niño damage now at P357m—DA

THE El Niño weather phenomenon has left P357 million in damage to the farm sector, the Department of Agriculture (DA) said Thursday.

THE Philippines gained at least 15 leap year babies –you can call them “leapers” or “leaplings” too – on Thursday, led by Baby “Hector”,who was born at Dr. Jose Fabella Memorial Hospital in Manila at 12:11 a.m.

Hector’s other leaper batchmates at Fabella – known to Manilans as thetop birthing hospital in the city, with its large maternity ward also a favorite of photographers for New Year’s Day -- were born before 9 a.m., officials said.

Based on the website of Guinness World Records, a family from Norway holds the record for the “Most Siblings Born on a Leap Day.” These are Heidi (1960), Olav (1964) and Leif-Martin (1968), who are children of Karin and Henry Henriksen.

In a leap year, there are 366 days instead of 365. The extra day is added every four years to realign the calendar with the Earth’s orbit around the sun, which takes approximately 365.24 days, five hours, 48 minutes, and 45 seconds.

The discrepancy was first recognized in 45 B.C. by Roman emperor Julius Caesar, who issued a decree to add an extra day every four years.

Catching the bug: ‘Surot’ found on NAIA metal seats

THE bedbugs keep biting at the Ninoy Aquino International Airport (NAIA), after the insects—“surot” in Filipin—were spotted on steel chairs at the departure area of its terminals in the latest video going viral on social media on Thursday.

But if it’s any consolation, the Tourism Congress of the Philippinessaid that while the incident was “embarrassing,” it was an “isolatedcase.”

THE Metro Manila Council (MMC) has suspended the collection of amusement taxes on local films being shown in the National Capital Region (NCR) over the next three years in a bid to help promote the Filipino film industry.

The MMC issued a resolution on the suspension saying the imposition of amusement taxes on Filipino films “adds a financial burden to local film producers, potentially affecting the sustainability of the Filipino film industry.”

Metro Manila Development Authority(MMDA) chairman Romando Artes who also heads the and Metro Manila Film Festival said the MMC resolution will be adapted by each local government unit in NCR to likewise help the movie industry.

The MMC, which is composed of the mayors in Metro Manila, is the governing board and the policymaking body of the MMDA.

“In support of the resolution, they will amend their respective local revenue codes to waive the amusement tax for Filipino movies exhibited in Metro Manila from January 8 to December 24 of every year for the next three years,” Artes said.

During the MMC meeting held Wednesday, the Film Development Council of the Philippines through its director Jose Javier Reyes said the state of the Philippine film industry is dismal and has declined significantly.

THE House of Representatives Committee on Health has approved House Bill 9867, authored by Speaker Ferdinand Martin G. Romualdez, that aims to accelerate the formulation and development of innovative medicines.

Batanes Rep. Ciriaco Gato Jr., the panel’s chairperson, cited the need to look closely into the present regulation and clinical trial activities if a more affordable and wider array of medicines were to be developed.

“There is a clamor to improve our access to innovative medicines by assessing and redesigning the present clinical trial system and possibly by establishing a center which shall serve as a pharmaceutical hub for medical research and development,” said Gato, a co-author of the bill.

In the explanatory note of HB 9867, otherwise known as the Pharmaceutical Innovation Act, Romualdez said the passage of Republic Act 11223, or the Universal Health Care Act, made it the government’s policy to adopt a healthcare model that provides every Filipino with cost-effective, quality, preventive, curative, rehabilitative and palliative health services.

“In line with this policy, the conduct of clinical trials has been recognized as a scientific and research-based approach that helps medical researchers and developers optimize benefits, reduce risks and ensure the safety and efficacy of innovative medicines,” Romualdez said.

Investigation is ongoing whether these are the real identities of the hackers.

The backend operation for the recovery of PCG’s Facebook page was led by the Cybercrime Investigation and Coordinating Center (CICC) under the Department of Information and Communications Technology (DICT).

“The CICC confirmed that the hackers utilized malware to breach the Facebook page’s security on 26 February 2024,” Balilo said.

On Friday, the CICC will also conduct a comprehensive hardware check on all office laptops and computers of the PCG Public Affairs Service (CGPAS) and computers used by CGPAS personnel to access their official social media platforms to remove remaining traces of malware and to strengthen cybersecurity against potential breaches.

“THE term ‘narcissism’ originated from the Roman poet Ovid’s Metamorphoses (Book III) in the first century story of Narcissus and Echo [which] later evolved into a highly specialized psychoanalytic term” (A Brief History of Narcissism, University of Michigan Library).

It was classified as a mental disorder by the British physician Havelock Ellis in 1898.

Narcissus, the son of the river god Cephissus and the nymph Liriope, rejected the advances of potential lovers including the nymph Echo (Oxford Classical Dictionary).

He was punished by the gods by making him fall in love with his own reflection in a pool of water and when he realizes that the object of his love refuses to love him back, he pines away and dies (Wikipedia, Narcissism).

Ellis “characterized [narcissism as] an inflated self-image and addiction to fantasy.”

The person has “an unusual coolness and composure shaken only when the narcissistic confidence is threatened, and by the tendency to take others for granted or to exploit them” (Britannica, Science and Tech).

NOW that the Commission on Elections has awarded a contract worth almost P18 billion to lease an automated election system for the 2025 midterm polls to a joint venture led by the controversial South Korean company Miru Systems Co. Ltd., the question is whether this new system will be beyond reproach.

Hamas: War deaths over 30,000 as famine looms

– The Hamas-run health ministry said Thursday more than 30,000 Palestinians have been killed in Gaza since the war between the militant group and Israel began nearly five months ago.

While mediators say a truce deal between Israel and Hamas could be just days away, aid agencies have sounded the alarm of a looming famine in Gaza’s north.

Children have died “due to malnutrition, dehydration and widespread famine” at Gaza City’s Al-Shifa hospital, said the health ministry, whose spokesman Ashraf al-Qudra has called for “immediate action” from international organizations to prevent more of these deaths.

Citing the deteriorating conditions in Gaza, USAID head Samantha Power said Israel needed to open more crossings so that “vitally needed humanitarian assistance can be dramatically surged”.

“This is a matter of life and death,” Power said in a video posted on social media platform X.

The latest overall toll for Palestinians killed in the war came after at least 79 people died overnight across the war-torn Gaza Strip, the health ministry said Thursday.

Mediators from Egypt, Qatar and the United States have been seeking a six-week pause in the war sparked by Hamas’s Oct. 7 attack on Israel, which in response vowed to eliminate the Palestinian Islamist group that rules in Gaza.

Negotiators are hoping a truce can begin by the start of Ramadan, the holy Muslim month that kicks off March 10 or 11, depending on the lunar calendar.

The proposals reportedly include the release of some Israeli hostages held in Gaza in exchange for several hundred Palestinian detainees held by Israel.

Short of the complete withdrawal Hamas has called for, a source from the group said the deal might see Israeli forces leave “cities and populated areas”, allowing the return of some displaced Palestinians and humanitarian relief.

Israeli officials have denied blocking supplies, and the army on Wednesday said “50 trucks carrying humanitarian aid” had made it to northern Gaza in recent days.

The war was triggered by an unprecedented Hamas attack on southern Israel that resulted in the deaths of around 1,160 people, mostly civilians, according to an AFP tally of official Israeli figures.

Two years after he launched his assault on Ukraine, Putin’s position has improved.

Last year at this time, Russian troops were reeling from Ukrainian counteroffensives that pushed them back in northeastern and southern Ukraine.

Outgunning Ukrainian forces on the battlefield, Putin’s troops seized the eastern stronghold of Avdiivka and are attempting to build on their advances.

And on the economic front, Russia is faring better than many expected.

Massive investment in military production, as well as high salaries and benefits for soldiers, has largely shielded the economy from the worst consequences of Western sanctions.

But after a Ukrainian counteroffensive in the summer of 2023 failed to bring similar results, today Kyiv has moved to defensive positions.

The initially strong Western support for Ukraine also appears to be shaking, with a $60-billion US aid package stalled in Congress.

Putin said his speech would “of course” mention the presidential elections that will take place March 15-17 without any real opposition candidates on the ballot.

Manila Water registers record operating income on higher tariff

MANILA Water Company Inc. said Thursday it posted P20.5 billion in operating earnings in 2023, driven by the continued recovery of customer demand with the resumption of economic activities and the implementation of tariff adjustments in the east zone concession and other businesses.

The company said coupled with the implementation of cost management and efficiency initiatives, operating margins improved 11 percentage points to 67 percent.

Consolidated revenues rose 35 percent to nearly P31 billion, supported by the recovery of the east zone’s commercial and industrial accounts and the 20-percent increase in revenues from Manila Water’s non-east zone businesses in the Philippines.

The company said its efforts to streamline costs and realize operating efficiencies contributed to holding costs steady at P10.8 billion.

Manila Water also recognized a one-off provision related to East Water, one of the company’s legacy investments which it acquired in 2018. Manila Water said an impairment provision amounting to P4.1 billion was recognized to reflect current market conditions and outlook.

It said this tapered consolidated net income to P5.6 billion, with net income margin settling at 18 percent.

Taking out non-recurring items, core net income grew 74 percent to P9.6 billion, with core net income margin improving to 31 percent.

Rates are rising due to hidden costs of electricity pricing in PH

REFORMS and deregulation in the nation’s power sector have failed to reduce the cost of electricity in the Philippines.

More often than not, monopoly Manila Electric Co. is adjusting the rates it charges to consumers higher. Meralco announced the latest electricity rate increase in February—P0.5738 per kilowatt hour due to higher cost of power from suppliers.

The government, especially the Energy Regulatory Commission, has vowed to make electricity rates competitive to lessen the burden of residential and commercial customers. Through the so-called competitive selection process (CSP), Meralco chooses the most competitive or lowest electricity charges possible as tendered by power generators.

The CSP mechanism seems credible—it easily guides Meralco to accept or award the lowest electricity charge offered during the auction process. But is CSP transparent?

Judging from the latest CSP conducted by Meralco, the CSP was not straightforward. Meralco did not disclose certain hidden costs of power delivery. Prudence dictates that Meralco reveals significant factors that could raise the cost of electricity supply over time, given the vagaries of energy pricing in the world commodities market.

Consumers, thus, are generally in the dark on how Meralco determines its power rates—the CSP notwithstanding. The recent CSP conducted by Meralco for contracts to supply the utility with electricity from natural gas power plants is a case in point. Meralco can merely say that its awards were in compliance with ERC rules. It omitted the fact,

Power plants exclusively using liquified natural gas, like the 1,200-MW combined-cycle power generating facility in Barangay Ilijan, Batangas, are held hostage by imported LNG suppliers. The actual generation cost of the Ilijan plant is above P8 per kwh, or far from the plant owners’ bid of P7.0718 per per kwh. The higher cost of imported LNG, including freight, account for the difference. Meralco itself conceded that the average generation cost of Ilijan was P8.40s per kwh.

The CSP, as being conducted by Meralco, should favor indigenous gas, which is naturally cheaper because of the Malampaya production field off northwest Palawan. But indigenous gas is unfairly treated as the CSP completely disregards the advantages it has over imported gas.

The Malampaya field, in addition, gives 60 cents per every dollar worth of gas sold in the market. The field so far has remitted over $13 billion to the Philippine treasury.

The CSPs of Meralco is doing mere lip service to indigenous gas—power supply agreements, or PSAs, are awarded to indigenous plants only in case of a tie with those fed by imported gas. Its award of nearly 3,000-MW capacity to power plants that run on imported gas has made every Filipino vulnerable to the instability of global oil prices. Crude prices could soar by 50 percent in just two months and up to 600 percent in two years.

Meralco should have factored the unpredictability of oil and gas prices in the world market. Its preference for imported LNG is putting each Filipino at the mercy of gas traders. These middle-men in times of major geo-political events could easily stop delivering gas to the Philippines and sell the commodity to major users, given the infinitesimally volumes the Philippines imports compared with countries like China, South Korea and Japan. Pakistan, a minor gas market, has had a national energy crisis since 2023 because of its heavily reliance on the imported commodity.

The CSP award, meanwhile, is a dampener to the Philippine oil and gas exploration industry. No local company would be willing to fund hundreds of millions of dollars in drilling for an exploratory well and a bigger amount for developing a commercial gas field if power plants buy their fuel from abroad.

Malampaya’s snub calls into question the ability of the Department of Energy’s Philippine Energy Plan 2020-2040 to deliver on its objective of “secure, sustainable and resilient energy.” Around 25 percent of the country’s energy is expected to be accounted by natural gas under the plan.

Environmentalists have long described natural gas as a good stepping stone for a world looking to replace coal with renewable energy. It is a stand-in for dirty fuels, like coal and oil, but the omission of indigenous gas from Meralco’s power supply mix is unpatriotic, to say the least.

February inflation likely stayed within target range—BSP

INFLATION rate in February likely settled within a range of 2.8 percent to 3.6 percent, the Bangko Sentral ng Pilipinas (BSP) said Thursday.

The BSP’s forecast is within its 2024 target range of 2 percent and 4 percent. The Philippine Statistics Authority will release the official inflation report next week.

“Continued price increases for key food items, such as rice, meat and fish, along with increased petroleum prices and electricity rates are the primary sources of upward price pressures for the month,” the BSP said.

“Meanwhile, lower prices of vegetables, fruits and sugar could contribute to downward price pressures. Going forward, the BSP will continue to monitor developments affecting the outlook for inflation and growth in line with its data-dependent approach to monetary policy decision-making,” it said.

Security Bank Corp. chief economist Robert Dan Roces predicted that February inflation rose to 3.2 percent from 2.8 percent in January.

Roces said month-on-month inflation also likely reached 0.4 percent.

“We attribute this estimate to continued price hikes in essential food items like rice, meat and fish, coupled with rising costs of petroleum and electricity,” he said.

“However, some offsetting may be seen from lower prices for vegetables, fruits, and sugar,” Roces said.

The Monetary Board of the Bangko Sentral ng Pilipinas (BSP) on Feb. 15 kept the overnight borrowing rate steady at 6.5 percent for the third time amid the slowdown in inflation.

It also maintained the interest rates on overnight deposit and lending facilities at 6.0 percent and 7.0 percent, respectively.

Proposed modular reactor near Malacanang not feasible—study

INITIAL results of a pre-feasibility study conducted by US-based Ultra Safe Nuclear Corp. (USNC) show that one of its proposed sites at Isla del Provisor across Malacañang Palace in Manila may not be viable.

Meralco executive vice-president and chief operating officer Ronnie Aperocho said USNC already submitted the results of the pre-feasibility study to the company.

Meralco and USNC earlier signed a cooperative agreement to study the potential deployment of one or more fourth-generation gas-cooled micromodular reactor (MMR) energy systems in the Philippines.

The study will help Meralco in

critical decisions and potential future activities on project-specific studies and project development plans at identified sites. The study will assess financial, technical, safety and siting, among other considerations.

“We are reviewing it, and they are presenting their delegation here a few weeks from now,” Aperocho said.

He said that of Meralco’s three proposed sites, Isla Del Provisor in Paco may not be feasible for small nuclear facility.

Meralco acquired the site from the government in 2021 for P632,162,185. The property consists of eight separate non-contiguous vacant lots spanning 20,975 square meters.

Aperocho said the other proposed sites are Talim Island in Rizal prov-

ince and San Rafael, Bulacan. “The third site is Isla Del Provisor. We got word that it did not pass, but we do not know yet the reason,” he said. Meralco is studying building micro-modular nuclear power plants, with a range of 5 megawatts (MW) to 30 MW on the proposed sites. Aperocho said Meralco is open to supporting the Department of Energy’s target of putting up 1,200 megawatts of small modular reactors by 2032. “We will support the target. Hopefully, we can help the Department of Energy achieve that target,” he said. Aperocho earlier said Meralco focused on the three sites because it is located within its franchise area.

MBank & Trust Co. (Metrobank) said Thursday it raised $1 billion from the overseas debt market amid strong demand from investors.

The 5-year and 10-year bonds were priced at 110 and 130 basis points above the benchmark US Treasury notes, respectively, with fixed coupon rates of 5.375 percent and 5.50 percent.

The final order book was more than 11 times oversubscribed, reaching $5.6 billion from investors globally, higher than the initial target of $500 million.

“We are positively overwhelmed with the high interest we received from global investors for this issuance. It shows their strong confidence on Metrobank’s credit and track record in the Philippines. This offering will fund the bank’s key growth initiatives as we continuously develop innovative financial solutions to serve our clients,” said Metrobank president Fabian Dee.

Moody’s Investors Service assigned an investment-grade rating of Baa2 to both the 5- and 10-year bonds, on par with the Republic of the Philippines’ sovereign dollar debt.

The issuance established several records for being the longest senior dated note by a private sector bank in the Philippines, the largest non-sovereign note issuance of $1 billion and the tightest ever credit spreads on the 5-year tranche among non-sovereign Philippine issuers.

By geographical allocation, 86 percent of the investors came from Asia Pacific and 14 percent from Europe, Middle East and Africa (EMEA). By investor type, 73 percent was allocated to fund managers, 14 percent to banks/financial institutions and the remaining 13 percent to insurers, corporations and private banks.

Developers ask gov’t to help cut mortgage rates for socialized housing to close backlog

HOME developers on Thursday asked the government to make mortgage rates on socialized housing more affordable to address the huge backlog.

The Chamber of Real Estate and Builders’ Associations Inc. (CREBA) said that while the government raised the ceiling of socialized housing to P1.2 million under Pambansang Pabahay Para sa Pilipino Housing (4PH) project, the capability of many Filipino families to pay mortgages is not at par with the housing prices.

“This is one way to move forward, but the law needs more teeth, and there are some loose ends that should be tightened,” said CREBA president Noel Cariño at the sidelines of the group’s general membership meeting in Makati City.

He said while the 4PH program was designed to close the wide housing backlog in about five years, “the rate at which these programs are unravelling may not meet targets.”

The group said with less than 300,000 homes being built annually, it may take a longer period before the 6 million housing backlog is addressed.

FIL-AMERICAN standouts Emma Malabuyo and Lee Jung-Ruvivar earned crucial points following their participa tion in the second leg of the 2024 FIG Artistic Gymnastics World Cup series in Cottbus, Germany on Sunday.

The 21-year-old Malabuyo landed 13th in the women’s floor exercises and did not reach the finals.

But the Mountainview, Califor nia-born Malabuyo got 14 Olympic qualification points for her effort after scoring 12.6 points during the preliminaries.

“I am happy, I improved on all events, by 3-tenths on bars and a full point on floor, as well as half a point on beam. And I am also pleased that I was able to gain more points on bars,” said Ruvivar in an interview with the Manila Standard.

With her effort, the Los Angeles, California-born Ruvivar earned to 12 points to stay at no. 6 in the 2024 Apparatus World Cup’s Women’s Artistic Gymnastics Reallocated Points Rankings of the International Gymnastics Federation.

THE Philippines has formalized on Thursday its bid to host the prestigious FIVB Volleyball World Men’s Championship 2025 where 31 of the world’s best nations plus the country’s national team will showcase elite action in the sport from September 12 to 28.

“As they say, teamwork makes the dream work and this meeting is a first major step towards the dream of a successful bid and eventual hosting of the men’s world championship,” said Philippine National Volleyball Federation (PNVF) president Ramon “Tats” Suzara during the Special Briefing of the Philippines Bid to Host the FIVB Volleyball World Men’s Championship 2025 at the Grand Hyatt Manila at BGC in Taguig City.

While it is true that many single women struggle to beat their biological clocks and evade the shame of being tagged as “old maids,” many wives and mothers also wish to have the time and freedom of a single woman to pursue the things they want. As we have often been told over time, the grass seems always greener on the other side.

It is about time to challenge the notion of a woman’s worth. True fulfillment comes from unapologetically embracing who we are sans the dresses and the makeup and pursuing the things that bring us spark. Whether it’s shifting careers or immersing in creative pursuits, womanhood is all about honoring our core. This is the cue to ask ourselves: What makes me feel alive and want to do more?

This is the time to celebrate the experiences that make up womanhood, recognizing that there is no one-size-fits-all or cookie-cutter definition. It doesn’t matter if a woman is single, married, with or without children, each journey is uniquely her own, worthy of respect and appreciation.
