Palace spokesman Harry Roque said that aside from the National Capital Region (NCR), other areas under Alert Level 3 are Baguio City (included as an area for special monitoring), Bataan, Cavite, Laguna, Rizal, Iloilo City, Siquijor, Lanao del Norte, Davao City and Davao del Norte. “We are gradually adjusting the alert level system so we won't have a surge in COVID-19 cases," Roque said Friday. “Although the data have shown a lower attack rate and hospital care utilization rate, of course there will be an increase in mobility with transportation capacity now at 70 percent,” he said. “So we expect that with the increased mobility, it’s also possible for cases of COVID to increase,” Roque said. Business leaders described the decision to extend Alert Level 3 as a "minor Next page setback."

THE government on Friday said it will gradually increase passenger capacities for public transportation in the National Capital Region (NCR) from 70 percent to full capacity starting Nov. 4 as the Metropolitan Manila Development Authority said it is considering lifting or shortening further the curfew and asking mall owners to open for a longer period. The move comes after the InterAgency Task Force for the Management of Emerging Infectious Diseases (IATF) approved an increase of capacity for public transportation, for a one-month pilot implementation in the NCR. Transportation Undersecretary Artemio Tuazon Jr. said his department was ready to implement the increase in a gradual manner, beginning from 70 percent capacity for road- and rail-based public transportation. Transportation Assistant Secretary Mark Steven Pastor said the increase in passenger capacity and the P1 billion in cash aid to public utility vehicle (PUV) drivers would be a big help. “This is a welcome development considering the burden on our PUV drivers and operators of implementing the limited passenger capacity rule, which was aggravated by recent fuel price hikes,” Pastor said. The livelihood of public transport drivers and operators was severely affected with passenger capacity in public transport maintained at 50 percent due to pandemic restrictions. Increasing passenger capacity will mean higher revenue for the public transport sector, considering the increase in expenses brought by rising fuel prices. Next page

PH still ranked ‘7th deadliest place for journalists’ GLOBAL IMPUNITY INDEX Rank Country

THE Philippines remained the 7th deadliest country in the world for journalists in terms of unsolved killings, according to press freedom organization Committee to Protect Journalists (CPJ) in its 2021 Global Impunity Index report. “Globally in 2020, at least 22 journalists were singled out for murder in retaliation for their work, more than double the total for 2019. For 2021, the number of murders is tracking closely

to last year’s, but political volatility in Afghanistan and other high-risk nations makes the final 2021 total difficult to predict,” CPJ said in a statement. The 2021 index showed littled change from last year's, with Somalia, Syria, Iraq and South Sudan occupying the worst five spots on the list “as conflict, political instability, and weak judicial mechanisms perpetuate a cycle of violence against journalists.” Next page

THE Commission on Higher Education, now on the roll with its continuing inoculation drive, wants to reach up to 80 percent vaccination rate for college students nationwide by the end of November with the deployment of nursing and medicine students. "In a week or so, we will issue the new guidelines to allow students in Nursing and Medicine in their fourth year and new graduates to act as vaccinators," CHED chairman Prospero De Vera said. This came a day after the Department of Health announced its plan to hire more vaccinators, including dentists, as the country started to gear up to inoculate minors aged 12 to 17 against COVID-19. Health Undersecretary Maria Rosario Vergeire said they are also doing this in preparation for the administering of booster shots to health care workers and senior Next page
