THE Senate will start on Tuesday, August 19, its legislative inquiry to gather information and evidence regarding alleged anomalies related to the government’s flood control projects.
Senator Rodante Marcoleta, chairman of Senate Blue Ribbon Committee, acknowledged the complexity of the inquiry into corruption within the public works system, saying it would be a daunting task.
The probe will focus on the involvement of public officials who profited from flood control projects, not just erring contractors in question.
The House of Representatives, for its part, said it will “yield” its own investigation if a member of the lower chamber is found to be involved in anomalous contracts, Bicol Saro party-list Rep. Terry Ridon said.
“We will immediately recuse [the investigation] and yield it to, whether to an independent third-party probe, if it will be formed, or to an executive led probe to make sure that there will be no conflict of interest or cover-up in the course of the tri-committee (hearings),” Rido said.
Senator Panfilo Lacson, for his part, noted a “passing through” modus operandi where contractors are asked to pay 5 to 6 percent of project cost in legislative districts where the lawmaker is a contractor or their relatives are contractors.

LEPTOSPIROSIS cases are declining while dengue numbers have slightly increased following the monsoon rains and typhoons in July, the Department of Health on Saturday said.
The DOH assured the public that 49 dedicated fast lanes for leptospirosis patients remain operational nationwide.
The department reported a huge drop from the almost 200 cases logged daily from Aug. 3 to 9 to just 10 daily from Aug. 10 to 14.
From June 8 to Aug. 14, the DOH tallied a total of 3,752 cases.
“DOH hospitals remain on alert while leptospirosis fast lanes have been activated nationwide,” the agency said in a statement.

THE Department of Budget and Management on Saturday backed a proposal to livestream all congressional budget deliberations to promote transparency and public engagement.
“I support the proposal to livestream and make all budget deliberations in Congress and the Senate, including the bicameral conference committee proceedings, more accessible to the public,” Budget Secretary Amenah Pangandaman said during the Quezon Educators’ Research Convention in Lucena City.

Speaker Ferdinand Martin G. Romualdez vowed full support for President Ferdinand “Bongbong” R. Marcos Jr.’s plan to establish 10 state-of-the-art fish ports nationwide as a vital step toward enhancing the country’s food security.
He assured that the 20th Congress will judiciously deliberate on proposed appropriations for the agri-fishery sector under the 2026 National Expenditure Program (NEP) to ensure prudent allocation of resources for
productivity and growth.
“Our fishermen sail courageously so that they can get seafood and fish not only to provide for their families but also sell to our markets. Their courage and perseverance should be given appropriate support from the government through modern facilities,” Romualdez said.

President for pushing the construction of new fish ports equipped with advanced technologies such as cold storage facilities, rather than merely rehabilitating existing ones.
“The President’s decision to establish modern cold storage facilities is a prudent investment that will significantly enhance our food supply chain, boost the income of

Gatchalian has assured that agency social workers will journey with the rescued children from the New Life Baptist Church of Mexico Pampanga, Inc. (NLBCMPI) until they are healed from trauma.
Gatchalian said the 160 rescued children are now under the care of the DSWD’s Field Office 3 – Central Luzon as cases of abuse have been documented against the NLBCMPI, a social welfare and development agency (SWDA).
According to the DSWD chief, a number of the children were distraught and recounted stories of abuse they experienced in the NLBCMPI facility, making their recovery a paramount concern for the agency.
“I managed to speak to around four or five of them. The ones I spoke to were clearly distraught. They were talking about their harrowing experience inside that private care facility, what they underwent in the past couple of months. But suffice to say, they’re in our hands now. Our social workers are with the kids, and our psychometricians are actually doing the trauma and post-stress debriefing. We’ll make sure that they get through difficult times together with our social workers,” Gatchalian said in a television interview.

THE Office of the Vice President (OVP) on Friday said no public funds were spent for Vice President Sara Duterte’s overseas travels, including her latest trip to Kuwait where she met with the Filipino community.
In a statement, the OVP stressed that Duterte’s engagements abroad are conducted “in full compliance with existing government rules and regulations,” adding that her presence overseas is lawful and aligned with her official mandate.

15 to attend a gathering of overseas Filipinos, where she discussed concerns and issues affecting migrant workers.
“As part of the Vice President’s mandate to represent and advocate for the welfare of all Filipinos, including those overseas, it is essential that she remains actively engaged with the Filipino migrant communities wherever they may be,” the OVP said.

2 arrested, P13.6m shabu seized in Zamboanga

Customs seizes P8.2m misdeclared vape items
THE Bureau of Customs (BOC) intercepted P8.244 million worth of misdeclared vape products from China at the Port of Clark. The shipment was falsely declared as “non-commercial items such as shoes and clothes,” but x-ray scanning and physical inspection revealed the illegal contents.
Examination found 69 boxes containing a total of 20,610 pieces of Black Ultra vape pods in various flavors. A warrant of seizure and detention was issued against the shipment for violations of the Customs Modernization and Tariff Act. Solon seeks legalization of medical cannabis
CAMARINES Sur Rep. Miguel Luis Villafuerte has filed a bill seeking to legalize the use of medical cannabis in the Philippines.
He said marijuana has been proven to be an effective pain reliever and could help Filipinos suffering from epilepsy and other debilitating illnesses.
Villafuerte is optimistic that in the 20th Congress, lawmakers will finally support the measure, which will allow patients access to the non-addictive strain of marijuana as a relatively affordable pain reliever. His father, Camarines Sur Gov. Luis Raymund Villafuerte, had filed similar bills in previous Congresses, but none prospered.
Under House Bill 420, Villafuerte proposes the legalization of the non-addictive, non-hallucinogenic ingredient of the cannabis plant solely for medical or therapeutic use. The measure also seeks to create the Medical Cannabis Office (MCO) under the Department of Health to regulate cultivation, importation, manufacturing, and use.

PNP unit holds training to enhance response
THE Philippine National Police - Aviation Security Group (PNPAvsegroup) recently conducted a simulation exercise to strengthen coordination and response capabilities at airports nationwide.
PNP-Avsegroup Director Brig. Gen. Jay Cumigad led the exercise, which was designed to test operational readiness and improve interoperability among units. Participants included personnel from Aviation Security Units, the Mobile Patrol Security Unit, and the Special Operations Unit.
Avsegroup has also pioneered the use of body-worn cameras, with 20 units distributed to lower divisions. A TV monitoring system has been installed at the Command Center to provide real-time oversight of personnel movements.
The group has adopted new technologies, including the use of the Discord application, to facilitate coordination, timely updates, and improved response even across different locations. Technical support was provided by the PNP Communications and Electronics Service.

De Lima renews call for anti-EJK law
HOUSE Deputy Minority Leader and Mamamayang Liberal Partylist Rep. Leila de Lima has renewed her call for justice for victims of extrajudicial killings (EJKs) and the urgent passage of a law defining and penalizing such acts. De Lima issued the statement on the eighth anniversary of the killing of 17-year-old Kian delos Santos, who was gunned down during a police anti-drug operation in Caloocan City on August 16, 2017. She cited House Bill 1432, or the Anti-Extrajudicial Killing Act, which seeks to establish the Inter-Agency Council Against Extrajudicial Killings. The council will design programs to hold state and non-state perpetrators accountable. Under the measure, any public officer, authority figure, or private individual convicted of committing EJKs will face life imprisonment without parole.

THE Philippine Coast Guard (PCG) has rejected Beijing’s claim that its vessels were at fault in the August 11 collision in Bajo de Masinloc, even as the United States expressed hope the incident could help deescalate tensions in the West Philippine Sea.
China’s Ministry of National Defense earlier accused “multiple PCG vessels” of illegally entering Chinese territorial waters and conducting “dangerous maneuvers” that led to the collision with China Coast Guard and People’s
Liberation Army Navy ships.
Beijing also warned Manila to stop what it called “provocations.”
PCG spokesperson for the West Philippine Sea Commodore Jay Tarriela dismissed the allegations, saying the Philippines bears no responsibility for the incident.
“It’s not the Philippine Coast Guard or the Philippine government that escalates tension in the West Philippine Sea. The reason why tension is rising is because of their dangerous actions and illegal presence within our exclusive economic zone,” he said.
Tarriela stressed that if there is one country heightening tensions, “that is the People’s Republic of China,” pointing to the deployment of CCG vessels and PLA Navy warships in Philippine waters.

VINNY Marcos, the youngest son of President Ferdinand Marcos Jr., on Saturday unveiled a new youth movement that he said will push young Filipinos to become leaders rather than bystanders in national development.
Speaking at the launch of Bagong Pilipinas Youth (BPY), Marcos said the organization was built to challenge young people “to stop waiting for opportunities and instead take the lead in creating them.”
The event coincided with this year’s Linggo ng Kabataan celebrations and gathered student leaders, Sangguniang Kabataan officers, youth advocates, and
supporters.
Marcos, who chairs the group, said BPY seeks to cultivate civic participation and innovation through education, skills training, and community-driven projects. He stressed that the initiative is “more than just a youth organization,” describing it as a movement to promote youth leadership as the norm.
The launch also marked the inauguration of the first BPY Hub at the Bagong Pilipinas headquarters in Mandaluyong City.
The hub, described as a collaborative space, aims to provide a venue where young people can exchange ideas, develop projects, and participate in structured programs designed to
foster creativity, solidarity, and civic action.
Youth representatives showcased proposals such as a Youth Voter Registration Hub, leadership training programs, mental health caravans, anti-bullying seminars, community cleanups, and cultural activities including songwriting, film screenings, and sports tournaments.

THE Department of Trade and Industry (DTI) and the National Tobacco Administration (NTA) have issued separate warnings against the sale and use of counterfeit and illicit tobacco products circulating in the local market.
The DTI, through its Office for Special Mandate on Vaporized Nicotine, Non-Nicotine Products, Their Devices, and Novel Tobacco Products (OSMV), cautioned consumers on the proliferation of counterfeit “Black Ultra” vapor products. The agency said the items are unauthorized, uncertified, and not connected to any legitimate manufacturer.
Reports reaching the DTI-OSMV showed that some distributors and retailers were misled into believing the products were part of the official X-Ultra line of X-Vape Technology Inc. The agency stressed that the circulation of counterfeit items misleads consumers, poses health risks due to unregulated ingredients, undermines fair competition, and damages the reputation of legitimate vape brands.
Consumers were advised not to purchase or use “Black Ultra” products, which are illegal and uncertified with the Philippine Standard (PS) License. Retailers and distributors were also reminded to verify their product lines with the DTI and comply with Republic Act No. 11900, or the Vaporized Nicotine and Non-Nicotine Products Regulation Act.
Meanwhile, the NTA warned the public against the sale and use of “Thuoc Lao,” locally known as “Tuklaw,” which has entered the country without authorization. NTA Administrator Belinda S. Sanchez said the agency has not issued any import license for the product, which has been linked to teenagers exhibiting seizure-like symptoms after use.
She explained that “Thuoc Lao” contains nicotine levels of up to nine percent—much stronger than ordinary cigarettes—and the variant being sold in the Philippines is reportedly laced with synthetic cannabinoids and smuggled into the country, with sales largely taking place online. Sanchez urged the public to report sightings of “Tuklaw” and stressed the need for a whole-of-government and whole-of-society approach to curb the illicit tobacco trade.
NCHORAGE – Donald Trump and Vladimir Putin made no breakthrough on Ukraine at their high-stakes summit on Friday, pointing to areas of agreement and rekindling a friendship but offering no news on a ceasefire.
After an abrupt ending to three hours of talks with aides, Trump and Putin offered warm words but took no questions from reporters – highly unusual for the media-savvy US president.
“We’re not there yet, but we’ve made progress. There’s no deal until there’s a deal,” Trump said.
He called the meeting “extremely productive” with “many points” agreed, although he did not offer specifics.
“There are just a very few that are left, some are not that significant, one is probably the most significant,” Trump said without elaborating.
Putin also spoke in general terms of cooperation in a joint press appearance that lasted just 12 minutes.
“We hope that the understanding we have reached will... pave the way for peace in Ukraine,”
Putin said.
As Trump mused about a second meeting, Putin smiled and said in English: “Next time in Moscow.”
The former KGB agent quickly tried to flatter Trump, who has voiced admiration for the Russian leader in the past.
Putin told Trump he agreed with him that the Ukraine war, which Putin ordered, would not have happened if Trump were president instead of Joe Biden.
Trump for his part again complained of a “hoax” that Russia intervened to help him in the 2016 election – a finding backed by US intelligence.
Before the summit, Trump had warned of “severe consequences” if Russia did not accept a ceasefire.
But when asked about those consequences during a Fox News interview with Sean Hannity after the talks, Trump said that “because of what happened today, I think I don’t have to think about that now.”

Meta probed over AI chatbot talk with kids
A US senator on Friday announced an investigation into whether Meta AI chatbots were allowed to engage in potentially harmful online exchanges with children.
Republican Senator Josh Hawley posted a copy of a letter to Meta chief executive Mark Zuckerberg demanding all documents and communications related to a report that its AI chatbots were permitted to have “romantic” and “sensual” exchanges with minors.
“We have clear policies on what kind of responses AI characters can offer, and those policies prohibit content that sexualizes children and sexualized role play between adults and minors,” a Meta spokesperson said in response to an AFP inquiry.
Hawley said the Senate Judiciary Committee’s Subcommittee on Crime and Counterterrorism, which he heads, will start an investigation into whether Meta generative AI products “enable exploitation, deception, or other criminal harms to children.”
Meta was put on notice to preserve all relevant records and submit them to Congress by September 19.

Air Canada shuts down as flight attendants strike
AIR Canada’s flight attendants went on strike Saturday, as the airline announced a complete shutdown of operations, creating summer travel chaos for its 130,000 daily passengers.
“We are now officially on strike,” the Canadian Union of Public Employees (CUPE), which represents Air Canada’s 10,000 flight attendants, said in a statement.
Air Canada, which flies directly to 180 cities worldwide, said it had “suspended all operations” in response to the work stoppage.
“Air Canada is strongly advising affected customers not to go to the airport,” it said, adding that it “deeply regrets the effect the strike is having on customers.”
CUPE was in a legal position to strike as of 12:01 am (0401 GMT), after delivering a 72-hour strike notice on Wednesday. The strike began at 12:58 am, both sides confirmed.
Air Canada had been gradually winding down operations ahead of the possible labor action.
As of 8:00 pm Friday, the airline said it had cancelled 623 flights affecting more than 100,000 passengers. Its full 700-flight daily schedule has been scrapped for Saturday.

The majority of deaths, 307, were reported in mountainous Khyber Pakhtunkhwa province, the Provincial Disaster Management Authority said.
Most were killed in flash floods and collapsing houses, with the dead including 15 women and 13 children. At least 23 others were injured.
The provincial rescue agency told AFP that around 2,000 rescue workers were engaged in recovering bodies from the debris and carrying out relief operations in nine affected districts where rain was still hampering efforts.

Senator Sherwin Gatchalian, chairperson of the Senate Committee on Finance and sponsor of the measure, said Senate Concurrent Resolution No. 4 (SCR 4) aims to usher in a “golden age of transparency” by ensuring that the public can access and analyze budget documents at every stage of the appropriations process.
Under the measure, the Senate and House of Representatives will upload on their respective websites documents such as the General Appropriations Bill (GAB), committee reports, bicameral reports, transcripts of budget briefings and hearings, and plenary deliberation records.
These documents must also be provided in machine-readable and searchable formats to enable effective public analysis.

In the quiet of the 2020 lockdown, siblings Precious and PJ Silva stood close at the counter, marveling at their work—nothing fancy, but something that felt like the start of something more.

They weren’t chasing a business idea that day, just trying to make something sweet to lift the mood. But by the time the last crumbs of that nine-cookie batch were gone, they had a feeling this could be more than a hobby.
“It began with trying to pass the time, looking for worthwhile activities,” Precious recalled. “But we also thought, what if this could help people who needed work?”
That question stuck. Soon, neighbors were placing orders, and the kitchen counter turned into a production line. PJ handled the mixing; Precious perfected the packaging.
Friends became customers, customers became regulars, and before long, the name Drip and Bites was born— coined from two main ingredients: good cookies and good intentions.

The cookies found early fans through word of mouth, but the real breakthrough came when Drip and Bites joined TikTok Shop. Suddenly, their cookies weren’t just known in the neighborhood— they were being discovered by people from Luzon to Mindanao.
“TikTok Shop allowed us to reach customers across the country without having to set up in different locations. It also helped us connect with affiliates and resellers who support our growth. For a small business like ours, it’s been a practical and powerful way to expand while keeping our focus on product and quality,” Precious said.

“People would visit our booth at mall pop-ups just because they had seen us on TikTok. It became one of our most effective marketing channels. There’s a

A deep dive by the Motorcycle Development Program Participants Association, Inc. (MDPPA) revealed that total sales reached 910,923 units for Q2 2025, up from 876,074 units in Q2 2024. According to Alex Cumpas, President of the MDPPA, this consistent growth is fueled by the practicality and efficiency of motorcycles in navigating urban environments. “Filipinos continue to see two-wheeled vehicles as a practical solution to daily commuting challenges,” Cumpas stated. Independence Day, or Hari Kemerdekaan, is a momentous occasion celebrated annually on Aug. 17.
It marks the nation’s proclamation of independence and serves as a powerful reminder of the country’s long and arduous journey to freedom, a journey filled with the courage and resilience of its people.
The celebrations are a vibrant tapestry woven with patriotism, traditional culture and a deep sense of community, reflecting the spirit of “Bhinneka Tunggal Ika,” or “Unity in Diversity,” the national motto.
The story of Indonesia’s independence is one of struggle and determination. For over 300 years, the archipelago was under Dutch control, a period that significantly shaped its history, economy, and social structure.
The seeds of nationalism, however, were sown much earlier. In the early 20th century, a growing sense of national identity began to emerge, fueled by the efforts of local intellectuals and political figures. These pioneers envisioned a unified Indonesia, free from foreign dominance. The Japanese occupation during World War II, though another period of hardship, inadvertently created a window of opportunity.
As Japan’s power waned, Indonesian leaders saw their chance. On Aug. 17, 1945, just two days after Japan’s surrender, Sukarno and Mohammad Hatta, the nation’s founding fathers, officially declared Indonesia’s independence. This was not the end of the struggle, however.
A four-year armed and diplomatic revolution fol-
lowed, known as the Indonesian National Revolution, before the Dutch finally recognized Indonesia’s sovereignty in 1949.
The celebrations for Hari Kemerdekaan begin well before the actual day. The entire month of August is often a festive period, filled with preparations and activities. Streets are adorned with red and white, the colors of the Indonesian flag, which symbolize courage and purity, respectively. Businesses and homes hang flags and banners, creating a sea of national pride. Traditional decorations, like “umbulumbul” (long, decorative flags), line major thoroughfares, bringing festivities to the entire country. The atmosphere is palpable with excitement and a collective sense of anticipation for the grand day. Communities come together to clean and decorate their neighborhoods, fostering a strong sense of togetherness and shared purpose.
On Aug. 17, the day begins with a solemn flag-raising ceremony at the Merdeka Palace in Jakarta, the official residence of the President. This national event is televised and watched by millions across Indonesia.

Food also plays a significant role in the celebrations. Many communities organize communal feasts, or “makan bersama,” where neighbors share traditional dishes. This is a time for people to come together, share meals, and enjoy each other’s company. Dishes like nasi tumpeng, a coneshaped rice dish surrounded by various side dishes, are particularly popular. The cone shape of the rice symbolizes the mountains and is a traditional way of expressing gratitude. Sharing food is a powerful way to reinforce social bonds and celebrate the nation’s bounty. It’s a time when everyone, regardless of their background, can come together and feel a part of something bigger than themselves. The celebrations serve as a powerful reminder of the importance of unity in a nation as diverse as Indonesia, which is home to hundreds of ethnic groups, languages and cultures.

HILTON and Ayala Land Hospitality will open the first Canopy by Hilton in the Philippines in 2026 at One Ayala in Makati City.
The 24-story Canopy by Hilton Makati will have 400 rooms and suites, ranging from compact urban accommodations to larger spaces, blending contemporary comfort with locally inspired materials and artwork.
The hotel will rise above the bustling One Ayala development, a new landmark development where culture, creativity, and commerce converge in Makati’s most vibrant neighborhood.
The property will feature a destination restaurant, a rooftop bar with skyline views, and a speakeasy. Hilton said the spaces will serve as venues for Manila’s “creative pulse,” hosting DJ sets, social events, and cultural programs.
