THE Philippine National Police (PNP) is reopening its investigation into the 2020 murder of Philippine Charity Sweepstakes Office (PCSO) board secretary Wesley Barayuga.
ng Pilipinas on Thursday ordered electronic wallets, including GCash and Maya, to sever links to online gambling platforms within 48 hours.
On Sunday, PNP Chief Police General Rommel Francisco Mar bil said he ordered the reopening of the cold case after whistleblower Police Lt. Col. Santie Mendoza told the House Quad Committee that he helped carry out the killing at the behest of ex-PCSO general manager Royina Garma. Mendoza narrated before congressmen how Garma allegedly facilitated the PCSO official’s roadside assassination on July 30, 2020 by providing the necessary information about his schedule, details about his vehicle and the funding necessary to carry it out.
"We ordered them today [to remove links to online gambling] within 48 hours," BSP Deputy Governor Memento Tangonan said during yesterday’s hearing of the Senate Games and Amusement Committee, chaired by Senator Erwin Tulfo.
“The Monetary Board has approved our policy that we order or direct the BSP supervising institutions to take down and remove all icons and links redirecting to gambling sites,” Tangonan added.
The whistleblower also implicated incumbent National Police Commissioner Edilberto Leonardo in the planning of the murder.

WHISTLEBLOWER Julie ‘Dondon’ Patidongan and his brother Elakim filed administrative complaints yesterday against former Criminal Investigation and Detection Group (CIDG) director Brigadier Gen. Romeo Macapaz over alleged misconduct in connection with the “missing sabungeros” case.
TRANSPORTATION Secretary Jaime Bautista denied an online news report claiming that Malacañang was angry with the increase in airport fees without the approval of the Cabinet members.
The brothers, who are considered key witnesses in the case, submitted their affidavits at the National Police Commission (Napolcom) headquarters in Quezon City, accusing Macapaz, lawyer Jairus Vincent Concina, and Lt. Col. Rossel Encarnacion of misconduct, dishonesty, and conduct unbecoming of a police officer. Another brother, Jose, accompanied them.
“The Bilyonaryo article is malicious and unfounded,” Bautista said in a Viber message, referring to the website that published the said story. “Bilyonaryo is inconsistent,” he added. ‘‘It is not necessary to have a lead investigator because there is already a process in place.’’
Magalong, in a media interview, earlier suggested that a lead investigator be designated to conduct a probe, citing information he has gathered on the matter. He also claimed to have identified 67 members of Congress allegedly connected to the controversy.
Castro said it would be better for Magalong to present his findings directly to the president.
She stressed that if the information is complete, it can be submitted immediately so that cases may be filed if there is sufficient evidence.
‘‘The President won’t immediately fire them if there’s no evidence,’’ Castro said when asked why officials from the Department of Public Works and Highways (DPWH) appeared to have been spared from accountability over the poor implementation of flood control projects.
‘‘A so-called witch-hunt is difficult. It’s difficult for the President to fire DPWH officials just because all, or almost all, of the flood control projects are sloppy,’’ she added.
Castro nevertheless assured the public that all officials found negligent or involved in anomalous flood control projects will face consequences after a fair and thorough investigation.

Tangonan explained BSP’s supervising institutions would need time to take down in-app links and icons to online gambling sites.
“The other reason is so that we can also provide time for the customers, consumers to withdraw their funds from the online gaming account once they learn that we are already removing the links from the mobile payment applications and websites,” Tangonan said.

‘‘Let’s find out what their responsibilities are, what their negligence was, and if the President sees it, he won’t hesitate to fire them immediately,’’ Castro said.
When asked whether Mr. Marcos has given a timeline for the investigation, Castro said there was none.
Castro added that in Magalong’s interviews, he also discussed issues related to “rock netting’’ and ‘‘cat’s eyes,’’ elements of certain public works projects, and that these should likewise be supported with detailed documentation before any legal action is pursued.
Magalong, in his interviews, proposed that the President appoint a dedicated lead investigator to oversee the flood control probe.
He cited an apparent wealth of knowledge on the matter, including the identification of 67 members of Congress allegedly involved in questionable flood control-related activity. In addition, he raised concerns about specific project elements like ‘‘rock netting’’ and ‘‘cat’s eyes,’’ pointing to these as aspects warranting further scrutiny.
Magalong’s recommendation implies that a more centralized investigative approach led by a designated individual might strengthen accountability, ensure consistency, and bring greater public confidence to the inquiry process.
Castro said the president’s directive to the Regional Project Monitoring Committees remains the primary means to review and assess the projects in question.

For the first time, groups representing ordinary Filipinos will be part of the budget process from day one watching, listening, and speaking for their communities.
‘‘This is not just about documents’ it‘s about trust,’’ Romualdez said. ‘‘The budget is the lifeblood of government. It tells our people where we are putting their hopes and their hardearned taxes. If we want our people to trust us, they must see and feel that the budget is truly theirs.’’
The ceremonial turnover, held at the Social Hall of the House of Representatives, follows the unanimous approval of House Resolution 94, which institutionalizes the participation of people’s organizations as non-voting observers in House budget deliberations. The resolution was authored by Speaker Romualdez along with Tingog Party-list Reps. Yedda Marie K. Romualdez, Andrew Julian Romualdez, and Jude Acidre.
CSO leaders hailed the move as a breakthrough for public participation.
‘‘Opening the budget process from the Legislative side is a big milestone,’’ said Maxine Tanya Hamada of the Campaign for Tobacco-Free Kids, speaking for the group. ‘‘We represent people, communities, and issues. "We will not rest on this and the concerned agencies will take immediate action, and immediately," Castro said. In response to the school-based violence, Education Secretary Sonny Angara issued a memorandum on August 8 instructing all schools to tighten security measures. The directive includes mandatory bag inspections, increased visibility of security personnel, and stricter control of school entry and exit points. The Education Department also called on schools to strengthen their mechanisms for reporting and addressing incidents involving child abuse, bullying, violence, exploitation, discrimination, and gang-related activity on campus.
“There are also reports that online gambling is linked to money laundering, cybercrimes, and other illicit activities. There are also numerous reports of families being affected by online gambling. There are rising cases of gambling addiction and mental health issues, particularly among the youth and vulnerable population,” Cayetano said.
Senator Juan Miguel Zubiri described the situation as a national crisis, pointing to a 5,564 percent surge in online gambling revenues from P8 billion in 2022 to P135.71 billion in 2024, with over P106 billion already in the first half of 2025.
He said the figures reflect not just profits but broken families, drained savings, and lives lost.
Tengco, however, has been lukewarm to proposals for a total ban on online gambling.
“If properly regulated, online gaming can be a major contributor to government services and economic development,” he said in an interview in July.

Earlier in the day, Budget Secretary Amenah Pangandaman handed over the NEP to the House through Romualdez.
The Speaker then outlined reforms to ensure the budget’s passage and execution will be ‘‘fully open to public scrutiny’’ this year:
• Removing the ‘‘small committee’’ that previously finalized changes behind closed doors
• Opening the House-Senate bicameral conference on the budget to the public and the media
• Inviting civil society, people’s organizations, and the private sector to budget hearings
• Strengthening the House’s oversight of budget execution
• Prioritizing investments that truly change people’s lives
• Romualdez stressed that these changes are meant to make the budget work for the people in real, measurable ways.
‘‘In the coming weeks, we will review every page of this NEP guided by one question: Will this be good for our people? If yes, we will support it. If not, we will work to make it better,’’ he said.“Every peso must be allocated wisely; every expenditure must have a benefit for the people. Because a budget the people can trust is a government the people can believe in.’’

A formal transmittal letter was sent to Senator Robinhood Padilla, chairman of the Senate Committee on Ethics.
The Senate has yet to announce whether any administrative or legal measures will follow based on the OSAA findings.
According to the report, the first incident took place in the second week of July 2025 when a male staffer reported a strong odor emitting from the senators’ extension offices.
Security personnel responded, but did not find anyone smoking in the area at the time.
The second incident occurred on Aug. 12 when another staff member claimed to smell an odor similar to marijuana in a nearby ladies’ restroom.
The staffer, who introduced himself as part of Senator Lacson’s office, said the only person inside the restroom was Senate staff member Nadia Montenegro.
Security approached Montenegro, who denied smoking or using marijuana, but admitted to carrying a vape, which she suggested might have caused the reported odor.
Following the incident, Senator Padilla’s office asked Montenegro to submit a written explanation within five days.
Padilla’s chief of staff, lawyer Rudolf Philip Jurado, clarified that no formal complaint has been filed against Montenegro.
The case remains under review while authorities work to determine whether any policy violations occurred.

DICT Assistant Secretary Miguel Luis Planas underscored the agency’s commitment to harnessing technology, social media, and disaster response for the benefit of Filipinos. “We firmly believe that technology, especially AI, must serve people first,” he said. Katrina Manubay
Greenhills East residents oppose hi-rise condo

THE maximum suggested retail price (MSRP) for imported rice will remain in effect during the two-month suspension of rice imports ordered by President Ferdinand Marcos Jr., the Department of Agriculture (DA) announced Thursday.
“We will maintain the MSRP even during the two-month rice import ban.
Throughout the suspension, we will closely monitor supply and market dynamics, especially among retailers, wholesalers, and importers, and take appropriate action to uphold market
discipline,” Agriculture Secretary Francisco P. Tiu Laurel Jr. said.
The MSRP for 5 percent broken imported rice was cut from P45 to P43 per kilo on July 16.
President Marcos ordered the suspension of rice importation from Sep -
tember to October to stabilize palay prices, which dropped to as low as P8 per kilo—well below production costs even for the most efficient farmers. The steep decline has raised concerns over the livelihoods of the country’s estimated three million rice farmers.
Tiu Laurel noted that the suspension period could be shortened or extended depending on price trends and the results of the main harvest in the coming months. Specialty rice varieties, such as Japanese, black, and basmati, will be exempt from the ban.

Garcia P1.2m over admin raps
By Rio N. Araja
THE Office of the Ombudsman has ordered former Cebu governor Gwendolyn Garcia to pay P1.2 million in fines after finding her guilty of administrative charges. Garcia was found guilty of conduct prejudicial to the best interest of the service and simple misconduct over a desilting project undertaken in Mananga River during her administration.
The penalty was equivalent to a oneyear suspension without pay. However, since Garcia is no longer a public official, the Ombudsman ordered her to pay a fine equivalent to six months of her basic salary when she was governor of Cebu.
A provincial governor earns between P203,200 and P226,000 per month, according to the Department of Budget and Management’s compensation scheme.
The case stemmed from Garcia’s issuance of a special permit to Shalom Construction Inc. without the required environmental certificates. On May 14, 2024, the provincial government issued the permit, allowing the company to conduct desilting activities in the Mananga and Lusaran Rivers—both located within the Central Cebu Protected Landscape.

THE Department of Environment and Natural Resources (DENR) in the National Capital Region (NCR) is conducting comprehensive assessments of plant and animal life in Metro Manila’s parks and green spaces to help city planners develop new conservation areas and build climate-resilient urban habitation, including flood management, air quality improvement, and climate adaptation.
The DENR’s Conservation and Development Division has partnered with Caloocan City, Pasig City, and Las Piñas City to collect scientific data for the City Biodiversity Index, a tool local governments can use to integrate nature conservation into urban planning and climate action strategies.
The DENR-NCR has launched the Urban Biodiversity Site Profiling and Assessment program to identify and catalog species found in city parks and green spaces.
The agency’s researchers surveying 61 sites had documented over 2,500 trees representing 40 species, including
native varieties such as Molave, YlangYlang and Antipolo.
The assessors also identified local bird species, including the Philippine pied fantail and Philippine hanging parrot, demonstrating that wildlife continued to thrive within the urban environment despite rapid real estate development. The DENR-NCR underscored the protection of urban biodiversity requiring immediate action rather than future planning and calling for community involvement based on local knowledge and environmental awareness.
The biodiversity profiling extends beyond simple data collection to provide scientific information that could shape effective environmental protection policies.
Metro Manila, home to more than 13 million people, faces persistent challenges in balancing urban development with environmental conservation as the region continues to expand.

SOME 100 former Moro National Liberation Front (MNLF) combatants in the municipality of Mabuhay, Zamboanga Sibugay have received new homes through the government’s PAyapa at MAsaganang PamayaNAn (PAMANA) Program, marking another milestone in their transition to peaceful, productive lives. The houses, worth over ₱40 million, were formally turned over on Aug. 7 in Barangay Taguisian, Purok SabaBatang. The project was implemented by the Department of Social Welfare and Development (DSWD) under its Modified Shelter Assistance Program (MSAP), with funding from the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU). OPAPRU executive director Cesar De Mesa, speaking on behalf of OPAPRU chief Carlito Galvez Jr., said the initiative was part of the MNLF Transformation Program aimed at uplifting former combatants and fostering peace in the communities.
“With the launch of this housing project, we have shown our solidarity, cooperation, and more importantly, the desire to give decent, sturdy, and comfortable homes to our MNLF brothers and their loved ones,” De Mesa said in Filipino. Since 2023, at least 200 MSAP units have been completed for MNLF communities nationwide. De Mesa said the program seeks to improve livelihoods and strengthen peace and security under the DSWD’s Peace and Development Buong Bansa Mapayapa framework. Mabuhay Mayor Edreluisa Caloñge thanked the national government for the project, which she said was long anticipated. She proposed renaming the MNLF camp “Mabuhay Nurturing Love and Friendship Community,” emphasizing unity and cooperation for lasting peace.
MORE than a hundred student journalists and press freedom advocates held a protest and candlelight vigil at the University of the Philippines (UP) Diliman on Aug. 13 to condemn the killing of Al Jazeera journalist Anas Al-Sharif and other media practitioners in Gaza City. Organized by the College Editors Guild of the Philippines (CEGP), the country’s oldest alliance of student publications, the event denounced what the group called a “grave attack on press freedom” amid Israel’s ongoing military offensives in the territory.
In a statement, the CEGP condemned the targeted Israeli airstrike that killed Al-Sharif and six other journalists, calling it part of a broader pattern of impunity and violence against mediamen. Israel had labelled Al-Sharif a member of Hamas, a claim it has also frequently made against aid workers and civilians in Gaza.
“One death is too many,” the CEGP said. “Impunity must not be condoned, and those who wage war to kill the truth must be held accountable.”
The CEGP said the tactics used by the Israel Defense Forces, including surveillance, labelling of journalists as terrorists, and targeted attacks reflected those used against Filipino journalists and human rights defenders who expose corruption and state abuses.
“The same culture of impunity exists here in the Philippines,” the group said, citing ongoing cases of harassment, censorship, and violence targeting both campus and professional journalists.
The group also voiced alarm over increasing military cooperation between the Philippines and Israel, criticizing recent defense agreements under the Marcos administration. Rex Espiritu
WHAT did President Ferdinand R. Marcos Jr. do in April this year that clearly showed he is his own man and can think and act independently without worrying about what other people think or being swayed by outside influences?
That may well be his veto of a naturalization bill involving Liduan Wang, also known as ‘Mark Ong,’ despite the measure being passed by both chambers of Congress, the House of Representatives in late 2023, and the Senate on Jan. 27 this year.
Wang’s bid for Filipino citizenship had strong backing from lawmakers, including the sponsor of House Bill 8839, and 19 senators who voted in favor of the measure, among them Senate President Chiz Escudero and principal proponent Senator Francis Tolentino.
However, President Marcos Jr. was unmoved by the political support for Liduan Wang’s naturalization.
In his veto message to Congress, he cited “alarming and revealing warnings” from national security agencies, which described Wang’s character and influence as potentially dangerous—posing “ominous and dire consequences,” if not a “clear and present danger” to the country.
Risa Hontiveros was the lone senator who voted against Wang’s naturalization.
Her independent investigation revealed Wang’s deep involvement in casino junket operations and Philippine Offshore Gaming Operators, or POGOs.
She also uncovered his ties to Duanren Wu—a fugitive, a former Chinese police officer, and a suspected member of the Communist Party of China.
Wu was linked to illegal hubs in Bamban and Porac, sites of human trafficking, torture, and online scams.
These were considered not just business ventures, but threats to national security.
Wu’s disappearance followed his alleged connection to the operations of former Bamban Mayor Alice Guo, who was found to have falsified her Filipino citizenship.
With Guo and several associates now in custody, and President Marcos ordering a nationwide shutdown of POGO operations beginning this year, Wang’s failed naturalization bid appeared to signal a turning point.
Yet, sources claim that one individual—referred to as the “Lady in Red”—is furious at Senator Hontiveros for conducting a probe of the issue.
Known in some circles as “Ms. Chan,” she is alleged to have boasted about offering inducements to lawmakers during the deliberation of HB 8839, only to be thwarted by Hontiveros’s opposition.
While Guo may have served as the public face of questionable POGO-linked activities, Ms. Chan is believed to be a behind-the-scenes operator.
That her name also never surfaced during the long series of hearings in the Senate and by the ‘Quadcomm’ in Congress last year related to POGO, offers ample proof, it is said, of her wide influence and connections.
Described as a “fixer,” Ms. Chan reportedly claims to have connections not only within Congress but also in other corridors of power, allegedly extending to the Palace grounds.
If the government is committed to resolving the POGO issue and restoring public trust, further investigation into Ms. Chan’s activities and affiliations may be warranted
If the government is committed to resolving the POGO issue and restoring public trust, further investigation into Ms. Chan’s activities and affiliations may be warranted—particularly to safeguard the integrity of institutions she claims to influence.
The question now stands: What action will the Presidential Anti-Organized Crime Commission headed by Executive Director Gilbert Cruz, take in response to all this?
What it should do is to pursue this investigation with urgency and transparency to show the public that no one is above the law—not the mayor who faked her citizenship, not the fugitive financier, and not the alleged fixer who hides behind charm and influence.
The essence of the rule of law is that all people and institutions within a political body are subject to the same laws. This concept is sometimes stated simply as “no one is above the law” or “all are equal before the law.”
It is defined as “the mechanism, process, institution, practice, or norm that supports the equality of all citizens before the law, secures a non-arbitrary form of government, and more generally prevents the arbitrary use of power. (Email: ernhil@ yahoo.com)
IT’S typhoon season once again in the Philippines. And as always, we brace ourselves for the heavy rains, flooding, and landslides that will disrupt lives and test the limits of our preparedness. We hope for the best, but with over twenty typhoons entering our country each year, hope alone is no longer enough. The question remains: how many more lives and livelihoods must be at risk before we finally realize that disaster resilience must be built into the very structure of governance?
Admittedly, we’ve made progress. Early warning systems are more reliable. Evacuation protocols are more organized. Relief operations are quicker and better coordinated. But we remain, in many ways, reactive — responding after disasters happen, instead of doing more to prevent their worst impacts in the first place. First, we need institutional reform. A key step is the creation of the Department of Disaster Resilience — a national agency with a full mandate to lead, implement, and coordinate long-term strategies for disaster risk reduction and management. While the National Disaster Risk Reduction and Management Council (NDRRMC) plays an important role, it is primarily a coordinating body — lacking the authority, budget, and operational muscle to drive resilience policy on a national scale. TINGOG Partylist has long championed the establishment of this department, firmly believing that lives must never be lost due to bureaucratic delays or fragmented response. Second, we must fully embrace digital innovation in disaster risk governance. The Department of Science and Technology (DOST) has developed several
groundbreaking tools. LiPAD — or the LiDAR Portal for Archiving and Distribution — offers high-resolution elevation data and hazard mapping resources, essential for planning flood controls and zoning. HazardHunterPH Mobile, developed by DOST-PHIVOLCS, allows users to generate location-specific hazard assessments, helping both local governments and ordinary citizens understand the risks of earthquakes, volcanic activity, and hydro-meteorological events.
It’s time to disasterproof the Philippines — not tomorrow, not someday, but now
Also noteworthy is Project NOAH, now under the University of the Philippines Resilience Institute. It integrates real-time data, flood modeling, and weather forecasts to help vulnerable communities anticipate threats and prepare accordingly. These tools already exist — what we need is widespread usage, proper funding, and political will to integrate them into planning, budgeting, and development. Third, we must build resilience into our day-to-day governance processes. This includes updating procurement rules to enable quick and transparent emergency purchases, enforcing land use policies that keep people away from high-risk zones, and designing infrastructure that can withstand extreme weather events.

THE good news in the education front is that some of our students are excelling in international mathematics competitions.
Last month, a Grade 9 student of the Philippine Science High School–Central Luzon campus in Clark Freeport brought home a silver medal from an international math olympiad in the United States.
Fourteen-year-old Liam Casey Opulento earned the distinction after competing against about 5,000 students worldwide to reach the finals of the 6th Copernicus Olympiad at Columbia University in New York City from July 26 to 28. He was among roughly 150 finalists from 22 countries. He has consistently excelled in math competitions, having won gold or silver medals in previous international olympiads in Hong Kong, Macau, and Thailand.
In January, Team Philippines emerged overall champion in the World International Mathematical Olympiad (WIMO) finals in Shenzhen, China, bagging 10 gold, 10 silver and 20 bronze medals.
The team composed of Jenylle Nyka Lee, Carsten Edmund Ang, Allen Iver Barroga and Ma. Cassandra Reich Duque excelled during the event in early January.
Barroga and Duque are both from Sarrat National High School in Ilocos Norte.
Lee represents Chiang Kai Shek College and Ang is from the Chinese Inter-
Disaster preparedness must also mean keeping public services running — hospitals, water systems, evacuation shelters — even during calamities. This is what we mean by a whole-ofsociety approach — but to make it truly work, we also need a whole-of-government, whole-systems process. Every branch, agency, and level of government must treat disaster resilience not as an extra task, but as a core function of governance. After all, disasters don’t just damage homes — they disrupt agriculture, education, infrastructure, healthcare, and public services. That’s why we need a central, empowered agency — like the proposed Department of Disaster Resilience — to lead, coordinate, and integrate all these efforts. Resilience should not be scattered across various mandates

We highlight the achievements in math of these young students to inspire others to excel as well in their basic education, which, as we know by now, faces many challenges
One, there’s poor learning outcomes. Filipino students rank among the lowest globally in reading, math, and science. Two, fragmented governance since
or treated as an afterthought. It must be institutionalized, mainstreamed, and anchored at the very heart of how our government works.
It’s time we shift from a mindset of reaction to a culture of resilience. While aid and relief will always play a role, they should no longer define our approach. The centerpiece of our strategy must be prevention, preparedness, and longterm investment. That means building robust flood control systems, promoting climate-smart agriculture, ensuring disaster-resilient housing, and establishing local early warning systems rooted in science and community knowledge. Our barangays must be equipped not just to respond when disaster strikes, but to anticipate risks, reduce vulnerabilities, and bounce back stronger. And just as impor-
education agencies lack coordination and unified direction. This leads to inconsistent teacher development, curriculum implementation, and resource allocation.
Three, inadequate resources. There’s shortage of textbooks, and many schools lack basic infrastructure, digital tools, and internet access.
Four, teachers face heavy administrative burdens and limited professional development opportunities. Low salaries and overcrowded classrooms, some with up to 70–80 students, affect teaching quality.
Five, socioeconomic barriers. Poverty forces many children to drop out or never enroll. Disparities in access between urban and rural areas, and between private and public schools. And six, nutrition and health issues. 1 in 4 Filipino children under age 5 are stunted due to poor nutrition, affecting cognitive development.
The government has to move decisively in addressing these challenges.
Among the needed changes, we can cite the need to align the curriculum with actual student competencies, and to introduce diagnostic assessments to identify learning gaps early.
The government must also invest in teachers and increase their salaries, as well as provide them continuous training and clear career advancement pathways.
We must also equip schools with digital tools and ensure reliable internet access, and develop non-formal education pathways for out-of-school youth.
tantly, we must demand accountability at every level of leadership — because resilience is not just about systems, but about the choices leaders make to protect and empower their people. Disaster resilience is not a seasonal task. It is a foremost government duty — and a moral one. It requires vision, leadership, and the political will to protect lives, livelihoods, and futures.
So here’s the call to action: Let us stop waiting for the next storm to remind us of what should have already been done. Let’s stop rebuilding the same fragile systems only to watch them fail again. Let’s build a country where readiness is not the exception, but the norm. It’s time to disaster-proof the Philippines — not tomorrow, not someday, but now.

Scientists find surprising sex reversal in birds
SYDNEY – Scientists have documented a surprising rate of sex reversal in wild Australian birds, a phenomenon that could be explained by rising pollution or other environmental triggers.
A study of five common Australian species, including kookaburras, magpies and lorikeets, found around six percent of birds had the chromosomes of one sex but the reproductive organs of another.
The findings indicated a surprisingly high number of birds had reversed their sex after birth, said researchers from the University of the Sunshine Coast.
“This indicates that sex determination in wild birds is more fluid than we thought, and can persist into adulthood,” said study co-author Dominique Potvin.
The study performed DNA tests on almost 500 birds.
The overwhelming majority of sex reversals involved genetically female birds growing male gonads.
“We also discovered a genetically male kookaburra who was reproductively active with large follicles and a distended oviduct, indicating recent egg production,” said Potvin. AFP
Striking Boeing workers turn to US Congress
NEW YORK – Boeing defense industry workers currently on strike asked for congressional lawmakers’ support on Wednesday as they seek to pressure the aviation giant to improve its bargaining offer to the union.
“We respectfully ask you to join us in supporting this vitally important, highly skilled workforce,” the machinist union said in letters to the Missouri congressional delegation, describing Boeing’s latest offer as “substandard.”
Some 3,200 members of the International Association of Machinists & Aerospace Workers District 837 have been on strike since August 4 after rejecting a contract proposal. The two sides have not held talks since the walkout, representatives of both sides said.
The strike affects Boeing facilities in St. Louis and St. Charles, Missouri and Mascoutah, Illinois.
“We ask you to urge the Boeing Company to promptly return to the bargaining table with new ideas and proposals in order to seek a fair and equitable settlement to this disagreement,” said a letter signed by IAM International President Brian Bryant. AFP
Ukraine drones spark fires in 2 Russian areas
MOSCOW – Ukraine fired dozens of drones at Russia between late Wednesday and early Thursday, wounding three people and sparking fires in two southern regions, including at an oil refinery, officials said.
Videos posted on Russian social media purported to show a large fire at an oil refinery in the southern city of Volgograd, about 470 kilometers from the front line.
“The debris from the attack caused oil products to spill and catch fire at the Volgograd oil refinery,” Volgograd region governor Andrei Bocharov said in a statement on Telegram.
The governor of Russia’s Belgorod region, Vyacheslav Gladkov, said a Ukrainian drone struck a car in the centre of the region’s capital, setting it alight and wounding three people.
He posted a video showing the car in flames and debris scattered across the street.
“Emergency services are working at the scene,” he wrote on Telegram. AFP
Defense lawyers call for acquittal of Bolsonaro
BRASILIA – Defense lawyers for former president Jair Bolsonaro asked Brazil’s Supreme Court for an acquittal during Wednesday’s (Thursday Manila time) closing arguments in a trial in which he is accused of attempting a coup.
Bolsonaro’s lawyers argued in a 197page document submitted to the court that the far-right former leader is “innocent of all charges” and that an “absolute lack” of evidence was presented during the trial, which began in May.
Bolsonaro and seven collaborators are accused of attempting to hold power despite his 2022 electoral defeat by Brazil’s current leftist leader, Luiz Inacio Lula da Silva.
Thousands of Bolsonaro supporters stormed government buildings in Brasilia on January 8, 2023, a week after Lula’s inauguration, alleging election fraud and calling on the military to intervene.
Bolsonaro, who led the Latin American country from 2019 to 2022, has maintained his innocence for months, calling any coup “abhorrent.”
He faces up to 40 years in prison if found guilty.
Bolsonaro was placed under house arrest in Brasilia this month for violating a ban on using social media to plead his case to the public.
The prosecutor’s office maintains that Bolsonaro led an “armed criminal organization” that orchestrated the coup attempt and was its main beneficiary. AFP
SEOUL – The powerful sister of North Korea’s leader on Thursday denied reports by the South Korean military that Pyongyang has started removing loudspeakers used in tit-for-tat propaganda wars along their border.
South Korea’s President Lee Jae Myung has vowed to reach out to the nuclear-armed North and pursue dialogue without preconditions since his election in June -- a reversal from his hawkish predecessor.
The South’s military said in the same month that the two countries had halted propaganda broadcasts along the demilitarized zone, adding last week that it had detected North Korean troops dismantling loudspeakers on the frontier.
But North Korean leader Kim Jong Un’s sister, Kim Yo Jong, on Thursday denied the reports, saying Pyongyang had no interest in improving relations with Seoul.
“We have never removed loudspeakers installed on the border area and are not willing to remove them,” Kim said in an English-language statement carried by the official Korean Central News Agency. AFP
PATRAS, Greece – Greece battled a dozen major wildfires on Wednesday, including one threatening its third-largest city Patras, as a heatwave stoked blazes and forced the evacuation of thousands in southern Europe.
Spain, Portugal, France, Italy, the Balkans and Britain have this week wilted in high temperatures that fuel wildfires and which scientists say human-induced climate change is intensifying.
Thousands of firefighters backed by the army deployed across Greece, with fire service spokesman Vassilis Vathrakogiannis saying “the situation remains difficult” for “forces waging a tough battle”.
“It’s a cocktail of high temperatures, strong winds... and minimal humidity,”
the head of civil protection for Western Greece, Nikos Gyftakis, told public broadcaster ERT.
AFP journalists saw residents and firefighters backed by helicopters frantically attempt to douse flames in scrubland and forests outside Patras, with thick smoke reducing visibility.
Officials evacuated 12 children from a Patras hospital, Vathrakogiannis said. Eighty elderly people were removed from a retirement home, and local media footage showed the roof of a nearby 17th-
KAOHSIUNG, Taiwan – Typhoon Podul weakened to a severe tropical storm when it roared ashore in southeastern China early Thursday, state media said, after carving a path across Taiwan, shutting down businesses, grounding flights and knocking out power to thousands of homes.
Podul made its second landfall in Fujian province’s Zhangpu County, Chinese state news agency Xinhua said, citing the provincial meteorological observatory, reporting maximum sustained winds of 108 kilometers per hour.
On Wednesday, wind gusts of up to 178 kilometers per hour were recorded shortly before the typhoon slammed into Taiwan’s Taitung County, the country’s Central Weather Administration said.
One person is missing after he went fishing and was swept away, and 112 have been injured, disaster officials said.
More than 8,000 people were evacuated from their homes.
As Podul swept across storm-battered central and southern areas of Taiwan, it toppled dozens of trees and triggered flooding.
Streets in the port city of Kaohsiung were littered with fallen branches.
“Kaohsiung, Tainan and Chiayi will become major rainfall hotspots tonight, with increasing rain also expected in Penghu and Kinmen,” CWA Administrator Lu Kuo-chen told a briefing attended by President Lai Ching-te.
All domestic flights across the island of 23 million people were canceled on Wednesday, along with dozens of international journeys.

Other fronts were burning on the popular Ionian tourist islands of Zante and Cephalonia and the Aegean island of Chios, scarred by a huge wildfire in June that ravaged more than 4,000 hectares.
Around 20 villages were evacuated in the western Achaia region on Tuesday, while the Greek coastguard said nearly 80 people were removed from Chios and near Patras.
Vathrakogiannis said 71 people had received medical care, mostly in the western town of Preveza and the Patras area.
After Greece requested four water bombers from the EU Civil Protection Mechanism to bolster its resources, the main opposition PASOK Socialist party questioned the conservative government’s preparedness for fires that strike

“A fully reformed civil protection system with an emphasis on prevention is required,” PASOK said, identifying a poor coordination of forces and a lack of local emergency plans that made firefighting “extremely challenging.” Wildfires dominated the news in Spain, where flames have threatened a world heritage Roman mining site in the northwestern region of Castile and Leon. Regional authorities said almost 6,000 people from 26 localities had been evacuated from their homes, while seven people had been admitted to hospital for burns, including four in critical condition.
Interior Minister Fernando GrandeMarlaska said late Wednesday that Spain had asked the European Union for help, including the deployment of two waterbombing planes. AFP
ANCHORAGE, United States – Pressure mounted ahead of a
summit in Alaska between the United States and Russia, as Donald Trump warned that Vladimir Putin had only one chance but Moscow pressed ahead with major battlefield gains in Ukraine. Putin and Trump will meet Friday at an air base in the far-northern US state, the first time the Russian leader has been permitted on Western soil since his Feb. 2022 invasion of
which has killed tens of thousands of people. With such high stakes, all sides were pushing hard in the hours before the meeting. Ukrainian President Volodymyr ZelenskYy, who has refused to surrender territory to Russia, spoke by telephone Wednesday with Trump, as did European leaders who voiced confidence afterward that the US leader would seek a ceasefire rather than concessions by Kyiv. Trump himself sent mixed messages, saying that he could quickly organize a
three-way summit afterward with both Zelenskyy and Putin but also warning of his impatience with Putin.
“There may be no second meeting because, if I feel that it’s not appropriate to have it because I didn’t get the answers that we have to have, then we are not going to have a second meeting,” Trump told reporters.
Russia, Trump said, would face “severe consequences” if it does not halt its offensive.
But Trump said: “If the first one goes okay, we’ll have a quick second one,” involving both Putin and Zelenskyy. Putin pitched the meeting after Trump threatened sanctions on Russia. Trump has already ramped up tariffs on India, which has
IN A showcase of endurance, strategy and unyielding spirit, SEA Games triathlon medalists Kim Remolino and Erika Burgos stamped their class once again at the 2025 Sunrise Sprint in Mactan, Cebu last Sunday, delivering performances that reflected not just physical prowess, but championship character.
Remolino, the pride of Cebu and a multiple SEA Games medalist, reaffirmed his dominance in the men’s division, successfully defending his overall crown with a time of 1:10:03 in the sprint triathlon (750m swim20km bike-5km run).
It was a masterclass in consistency and composure under pressure – and a symbolic re-assertion of supremacy in his ongoing rivalry with fellow Cebuano standout and SEA Games medalist Matthew Hermosa, who finished just 31 seconds behind at 1:10:34. From the start, Remolino set a blistering pace with a 9:12 swim, emerging first from the water and immediately asserting control. He then maintained a steady tempo in the bike leg (39:28), before unleashing his best in the final run leg, clocking 17:31 – the fastest among the field –to fend off a late push from Hermosa.

Facing the prospect of another painful defeat, Romero, ranked No. 24 in the world with 110 World Polo Tour points, rose to the occasion and delivered the game-changer with an incredible show of speed and bravery to cap the team’s remarkable come-
from-behind win.
“One of my best shots ever,” said the former lawmaker, who gained recognition after GlobalPort’s histotic debut at the 2025 Gauntlet of Polo, often referred to as the Olympics of polo. Romero’s last-gasp goal – his
second of the game – underscored the team’s mighty stand in the face of Flying Changes’ aggressive attack early on to stay on course for another great ride following an impressive quarterfinal finish in the prestigious US Polo Open Championship in Florida only last May.
More than showcasing the team’s resilience, the win was a sweet redemption for Romero and company – American Colo Gonzalez, ArgentinianNino Obregon, and Fil-Am Anthony Garcia — after absorbing a stinging 13-14 defeat to CD Peacock in the opener.

SOME 1,500 athletes from 79 countries are expected to show up for the third FIG Artistic Gymnastics Junior World Championship that Philippines will host this November.
The turnout has thrilled the Gymnastics Association of the Philippines (GAP) and its president Cynthia Carrion, who said that the number of entries have gone beyond their expectations.
“So far, I expected 63 countries. Now, it’s 79. Everybody is excited at having this event hosted in the country,” said Carrion.
The gymnastics’ chief talked about the world tournament during its launch on Thursday at the Newport Performing Arts Theatre inside the Newport World Resorts Mall in Pasay City.
Gymnastics officials from the Philippines and from all over the world are upbeat that a new generation of aspiring stars will be around, waiting to be discovered.
Organized by the GAP and sanctioned by the International Gymnastics Federation (FIG), the event will be held from Nov. 20 to 24 at the Marriott Hotel in Pasay City.
“Gymnastics is a beautiful sport. I hope more peo-
ple will support the sport, and our hosting,” added Carrion, in the launch which was graced by Philippine Sports Commission chairman Patrick Gregorio.
Top officials of the FIG were also around, days after inspecting the competition venue that will be used for the meet.
FIG Men Artistic Gymnastics Technical Committee President Andrew Tombs also discussed their observations with Women’s Artistic Gymnastics Technical Committee President Donatella Sacchi.
MAG Senior Events Manager Stepane Detraz and WAG Senior Events Manager Celine Cachemaille were also around.
WHEN the Philippine national women’s football team ended its 2025 ASEAN MSIG Serenity Cup campaign with a 1-1 draw against Myanmar, Filipinas’ coach Mark Torcaso saw several promising players, who can be included in future games.
One of them is Filipino-American booter Nina Mathelus, a prolific scorer for the U-17 team.
The 16-year-old Mathelus netted her first-ever senior international goal in the 71st minute, leading to the standoff in their encounter with Myanmar in Haiphong, Vietnam.
“We saw Nina Mathelus come on and did a really good job, although she still needs to learn and get some understanding of her position, but she scored a goal.
We saw Tea Pidding in the last game as a 16-year-old and we just want to have as many players available for the Asian Cup,” the coach said.
Torcaso believes that Mathelus can be back with the squad, along with Pidding and Adelaide Wyrzynski. Wyrzynski, a former member of Australia’s U-18 squad, also made a significant impact during the tournament with a goal and an assist.
Pidding, who is from Del Monte High School in San Diego, California, played well defensively.
Then, there’s left back Azumi Oka, who played all 270 minutes in the three group stage matches, just like team captain Hali Long.
Oka’s game-saving block against a solo run by Yoon Wadi Hlaing in stoppage time denied Myanmar the win.
Torcaso said the newbies blended well with the veterans of the Filipi nas squad, as all showed grit and determination against the group’s top contender. Peter Atencio

IN THE run-up to the much-anticipated finale of the PVL On Tour, Chery Tiggo head coach Norman Miguel is taking a different route – one less focused on drills and more on deepening the emotional and mental ties that bind his team.
Rather than overloading his wards with last-minute systems work or tweaks, Miguel is choosing to let them do their thing – trusting the process, trusting his staff, but most importantly, trusting his players. His emphasis isn’t on hardline tactics, but on a philosophy rooted in something more intangible – connection. Miguel isn’t guessing here. He speaks from experience – the same approach led him to steer the National U Lady Bulldogs to a title redemption campaign in the UAAP women’s volleyball tournament just last year. For him, that victory wasn’t won solely on the court, but in the hearts and minds of his players.
“Sa tingin ko lang, based na rin doon sa mga past experiences ko na na-swertihan na napag-champion, yung connection,” said Miguel. “Yung connection with the players sa akin kasi malaking bagay yun – na may nae-establish kang relationship. Although syempre hindi siya smooth flowing, during the training may mga bumps yan eh. But still, hindi mo dapat i-give up yung connection mo sa bawat isa, kasi doon magbi-build yung trust.”
It’s this relational approach that Miguel believes is the true game-changer, especially in high-pressure matches where talent often evens out and mental resilience becomes the difference.
“Every time may nagtatanong sa akin, yun lagi yung sinasabi ko. Importante sa akin yung maka-connect ako – mapasok ko yung sarili ko doon sa kaloob-looban nila at magkaintindihan kami,” he said with conviction.

GILAS Pilipinas lost to a better team in the FIBA Asia Cup 2025.
Coach Tim Cone said this after the Australian Boomers struck hard in the first period, and sustained the momentum they gained from there for an 84-60 subduing of Team Philippines on Wednesday evening.
“No doubt about Australia’s athleticism and height. When you play them on the court, you realize that they’re superior. And we just had a hard time staying in front of them,” said Cone at the end of the quarterfinals at the King Abdullah Sports City in Jeddah, Saudi Arabia.
The Boomers took control early, build a commanding 29-12 lead with Jaylin Galloway setting the early tone with three makes from deep, while Jack McVeigh and Will Magnay chipped in with key plays at both ends.
Owen Foxwell led the Boomers with 15 points, adding 4 rebounds, 3 assists and 3 three-pointers, while Magnay added 10 points, 6 rebounds, 2 assists, 1 steal and 1 blocked shot.
“We had a hard time challenging their threes and (they) move the ball really well. They got their shots quick,” added Cone.
Kevin Quiambao led the Philippines with a team-high 17 points, 4 rebounds and 5 triples, while Dwight Ramos added 15 points and 7 boards.
one of the fastest-growing sports in the country.
The Filipinos blazed through the elimination round with a 6-1-0 record (win-draw-loss), their lone draw ironically coming against Vietnam. That
result set the stage for a high-stakes championship rematch.
The men’s doubles opened with high drama.
Down 20-16 and facing multiple match points, De La Cruz and Isagan staged a gutsy comeback, rallying to a thrilling 23-21 victory that electrified the crowd.
In the women’s doubles, Amirul and Saraza asserted their dominance early, dismantling their Vietnamese rivals to put the Philippines within a match of the title. With momentum firmly on their
side, Amirul teamed up with Isagan in the mixed doubles, battling through tight rallies before securing the decisive win and sealing the gold medal.
The victory also earned Isagan and Amirul joint Most Valuable Player honors, underscoring their crucial role in the team’s success.
The Philippines’ triumph reflects the rapid rise of pickleball in the Philippines. Once a niche sport, it has been steadily growing in local communities, sports clubs, and school programs, attracting players of all ages for its accessibility and fast-paced action.

A LOCAL government mayor in Oriental Mindoro will take legal action against recently banned GenSan Warriors’ player Michole ‘Mike’ Solera. Pola Mayor Jennifer M. Cruz, who is also the Team Owner of the Mindoro Tamaraws’ Team in the Maharlika Pilipinas Basketball League, said this after the league penalized Solera with a lifetime ban and a P200,000 fine. Solera a player of the Gensan Warriors was sanctioned after he punched and hurt Jonas Tibayan of the Mindoro Tamaraws during their game in Batangas.
The incident sent the 6’3” Tibayan to the hospital, with a concussion, broken jaw, a busted lip and a fractured shoulder. Tibayan was stretchered out and brought to a local hospital, before he was eventually transferred to the New Era Hospital in Manila for further examination.
“We strongly condemn the unsportsmanlike conduct of Michole Sorela of the GenSan Warriors against our player, Jonas Tibayan, during the recent MPBL game. Sorela’s on-court behavior was both shocking and unacceptable — a brutal act that has no place in the world of sports,” said Cruz in a post on Facebook.

LUBAO, Pampanga – Zachary Villaroman and Korean debutant Seeun Pak fashioned out contrasting wins in the ICTSI Pradera Verde Junior PGT Championship here Thursday, dominating the 15-18 division but in strikingly different fashion.
While Villaroman fought fiercely to finally taste victory after five legs of near-misses with a closing 75, Pak cruised to a commanding title in her maiden appearance in the country’s premier junior circuit, navigating the tough Pinatubo layout with poise despite a closing 85.
Both players capitalized on the sizeable leads they built over the first two rounds of the 54-hole event, the penultimate leg of the seven-stage Luzon series organized by Pilipinas Golf Tournaments, Inc., turning the final 18 holes into a virtual coronation walk – albeit on different paths.
For Villaroman, the win was as sweet as it was overdue. After one runner-up and three third-place finishes in the prior legs, the 73-70-75 effort that brought him to a two-over 218 total finally pushed him to the top of the leaderboard. But it didn’t come easy.
“It feels great to finally have a breakthrough after six legs,” said the 17-year-old Villaroman, who trains at Cangolf and credits his breakthrough to better decisionmaking on the course.
“It took a while because my course management wasn’t at par with the others. But once I was able to fix that, my game really improved,” he said.
Villaroman added that this win is a significant milestone in his budding golf career.
“This win means a lot. It serves as a stepping stone for all my international events this year,” said Villaroman, who beat Jose Carlos Taruc by seven.
He confirmed he will be competing at the John Hay leg next week, aiming to end the Luzon series with back-toback victories.
The clutch victory also propelled him to No. 3 in the rankings with 37 points, with Patrick Tambalque (45 points) and Shinichi

rose 1.4 percent in the first seven months of 2025, reaching 269,207 units from 265,490 units in the same period in 2024, data from the Chamber of Automotive Manufacturers of the Philippines, Inc. (CAMPI) and the Truck Manufacturers Association (TMA) showed Thursday.
CAMPI president Rommel Gutierrez said the spike was driven by robust commercial vehicle demand and a recovering passenger car market.
“The industry’s continued growth, particularly in commercial segments, reflects strong market fundamentals and the agility of our members in navigating short-term challenges,” he said.
The groups said that despite weather-related disruptions that temporarily slowed retail activity in July, the sector remains on an upward track, fueled by strong commercial vehicle demand and signs of recovery in the passenger car market.
With new model launches, promotional campaigns and improving consumer sentiment ahead, CAMPI and TMA are confident in the sector’s sustained recovery and expansion.
“We are optimistic that the momentum will carry forward into the second half of the year,” Gutierrez said.

THE planned Sangley Aerocity and Sangley Point International Airport (SPIA) in Cavite is expected to generate up to 15,000 jobs and an estimated $500 million in government revenue, following a renewed commitment from Indian infrastructure conglomerate GMR Group to advance the project.
President Ferdinand Marcos Jr. secured the assurance during a meeting with GMR Group Business Chairman (Energy and International Airports) Srinivas Bommidala and local partners Cavitex Holdings Inc. and House of Investments. Marcos stressed the project’s stra-
tegic role in easing congestion at the Ninoy Aquino International Airport (NAIA) and enhancing regional connectivity.
The president said the national government is working closely with the Cavite provincial government to fasttrack land-related approvals to keep the project on schedule.
GMR also expressed interest in operating and modernizing airports in Laoag, Siargao and Bohol, citing the potential to stimulate economic growth and tourism in these regions, which aligns with the government’s “Build Better More” program. Othel V. Campos

THE Sugar Regulatory Administration (SRA) said Wednesday all sugar produced in the 2025-2026 crop year will be classified as “B” or domestic sugar to prioritize local demand. SRA administrator Pablo Luis Azcona made the announcement at the 71st Philsutech Convention in Cebu, saying the allocation “will best serve local industries dependent on the sweetener.”
In past crop years, the SRA has also tagged all sugar output as “B” to secure local supply amid anticipated weak production.
The SRA classifies raw sugar as Afor export to the US market; B - for domestic consumption; C - for reserves; and D - for export to the world market.
It said that as of July 27, 2025, the country produced 2.084 million metric tons (MT) of raw sugar, up 8.4 percent from last season’s 1.92 million MT and exceeding the industry’s target of 1.7 million MT by 300,000 MT.
Azcona recognized farmers in the southern island of Mindanao as “this year’s heroes of the sugar industry,” citing the largest growth in production from a newly-formed sugar federation there.
The milling season will officially open on Oct. 1, or the nearest Monday, restoring the traditional last-quarter start after a three-year transition. Despite the strong output, Azcona asked sugar farmers to remain vigilant against the Red Stripe Soft Scale Insect (RSSI) infestation, which has affected over 3,200 hectares in Negros Island and Panay.

THE Bases Conversion and Development Authority announced a P4 billion investment for a new waste-to-energy facility in New Clark City, Capas, Tarlac.
The project is one of the major infrastructure agreements from President Ferdinand Marcos Jr.’s state visit to India.
“This investment delivers direct national value and reinforces our transition to clean energy, supports modern waste management for cities, and brings high-impact foreign capital into one of the Philippines’ most strategic growth areas,” said BCDA president and chief executive Joshua Bingcang.
The BCDA revealed plans to build the facility on a four-hectare site with a planned expansion of an additional six hectares.
It will process 600 metric tons of municipal solid waste daily and generate 12 megawatts of electricity, enough to power more than 10,000 households.
The BCDA said the expansion could bring in several billion pesos more in follow-on invest-
ment while increasing processing capacity and energy output.
The project is a joint venture between the BCDA and a consortium of Philippine and Indian companies, including Global Heavy Equipment and Construction Corp., ATD Waste-to-Energy Corp., and India’s Uttamenergy Limited, a regional leader in waste-to-energy and biomass facilities.
The plant will use German-engineered Enviropower™ ReverseActing Grate System technology from MARTIN GmbH, which ensures high-efficiency, low-emission waste combustion. Construction is expected to begin within two years of the contract signing, with commercial operations

FFCCCII applauds Ramon Ang’s flood control offer
THE Federation of Filipino Chinese Chambers of Commerce and Industry Inc. (FFCCCII) has welcomed and applauded an offer by San Miguel Corp. (SMC) president and chief executive Ramon Ang to lead flood control initiatives in Metro Manila.
FFCCCII president Victor Lim said the group “fundamentally endorse(s) such visionary private sector initiatives that directly address critical national challenges.” Ang’s proposal, offered pro bono, focuses on removing obstructions from river systems and relocating affected communities. The FFCCCII said Ang’s leadership harmonizes “ambitious engineering with profound social responsibility.”
The FFCCCII highlighted its own “Operation Barrio Schools” program, which has constructed and donated more than 6,500 rural public school buildings nation-
wide since the 1960s.
The group said it has unequivocal confidence in Ang, citing his work on the San Miguel Skyway project and recent reforms at the Ninoy Aquino International Airport (NAIA).
The FFCCCII said it views the offer as a catalyst for resilience and recognizes the potential for significant economic benefits by mitigating the costs of flooding.
The federation said it stands firmly behind Ang and SMC in the endeavor and urged “constructive engagement from all stakeholders to translate this pro bono offer into tangible results.”
“When government strategically partners with dedicated private sector philanthropists and innovators, accelerated social progress and national development become achievable realities,” the FFCCCII said.

POWER retailer Manila Electric Co. is set to receive a grant from the U.S. Trade and Development Agency for a feasibility study on small nuclear reactors, a top executive said Thursday.
Meralco, the country’s biggest distributor, is pursuing nuclear power generation to support the government’s clean energy agenda and energy security goals.
“We will be receiving a grant from USTDA, around $2.7 million to help us in our study on the adoption of small modular reactor in the Philippines,” Meralco chief operating officer Ronnie Aperocho said on the sidelines of the American Chamber of Commerce of the Philippines’ 8th Annual Energy Forum at the Marriott Hotel in Pasay City.
“This will be formalized via a signing ceremony very soon,” he said.
He said discussions are ongoing with other companies after a cooperative agreement with Ultra Safe Nuclear Corp. to study the potential deployment of its Micro-Modular Reactor failed to materialize.
“The discussion on MMR is still ongoing but this time bringing in new partners and slightly—the same technology. We’re using molten salt but we are yet to discuss with them what the details are,” Aperocho said.
Aperocho believes Meralco was able to secure the grant because they are “very aggressive and we really walk the talk.”
“Even without the law, we already signed a lot of potential partnerships and we even sent scholars,” he said.
Meralco launched FISSION in 2023, a scholarship and training program for Filipino nuclear engineers, and has sent scholars to the United States and China.

FASTFOOD chain operator Jollibee Foods Corp. (JFC) saw improved performance in its China business in the second quarter of 2025, signaling a potential turnaround after several periods of sluggish growth.
JFC said in a disclosure to the stock exchange same-store sales growth (SSSG) in China rose 3.9 percent in the second quarter, contributing to the overall international business segment, which saw a robust 326-percent growth in system-wide sales (SWS).
“China is showing early signs of recovery, marking a potential turnaround in performance,” said Jollibee Group chief financial and risk officer Richard Shin.
The positive trend in China is part of the broader rebound in Jollibee’s international business, which includes strong performances from other key markets such as Vietnam and the Middle East.

Jose Juan Jugo, executive vice president and Signature Series Group head, said the potential partner has operated in the local market for years, catering to the high-end segment.

He noted strong demand for premium primary residences, a market the Signature Series brand plans to target.
The project is slated for launch by the first half of 2027.
Makati has limited land for new developments, which has contributed to higher property values and growing interest in new premium offerings.
“Signature Series is all about creating value. In the future, your Signature Series property will certainly appreciate. It’s also intended to be
future-proof and can be passed on to the next generation,” Jugo said.
Market data from Colliers Philippines supports continued demand in Makati’s residential sector.

systems consultants is expected to be awarded by the third quarter of 2026, while the procurement for the systems and rolling stock is scheduled for 2026 and will be conducted through open competitive bidding.
The DOTr said it has been actively working on acquiring the right-of-way for the MRT Line 4project since 2021.
The agency reported receiving positive feedback from the affected property owners.
“Unlike the other railway projects, the MRT4 was very lucky that the majority of the right of way is along the existing corridor, so the major issues that we are looking at are those that will be affected by the station,” it said.
“We are seeing that we will be clearing the project right of way by the second quarter of 2027,” the DOTr said.
The government is seeking a $1-billion loan from the ADB to finance the planned mass transport system that will run from San Juan City to Taytay, Rizal.
The 15.56-kilometer MRT4 will have 11 stations, two other provisional stations in the future and a barrier-

free design to allow inclusive access. It is expected to address the transport bottleneck along Ortigas Ave.
The ADB said the MRT4 project would provide reliable, rapid, affordable and safe public transport and would reduce traffic congestion and commute/ travel times from Taytay to the Ortigas CBD from one to three hours by road to less than half an hour by rail.
It will also maintain the higheconomic growth and inclusive urban development of eastern Manila, the Ortigas CBD, Pasig City and the neighboring Rizal province, the ADB said.
Once fully operational, the P59.3billion MRT-4 system could run 80 kilometers per hour at maximum speed and a commercial speed of 25 kilometers to 40 kilometers an hour.
The railway will cut across the cities of Mandaluyong, San Juan, Quezon, Pasig and the municipalities of Cainta and Taytay in Rizal, addressing the massive traffic problem and limited road capacities in the densely populated areas of eastern Metro Manila.
It is expected to serve 4,464 passengers at peak and 2,678 passengers an hour off-peak with an estimated travel time of 27 minutes from N. Domingo in San Juan City to Taytay, Rizal. The daily ridership is expected to reach 328,804 by 2030.

NLEX Corporation, together with the Department of Transportation (DOTr), Toll Regulatory Board (TRB), Department of Public Works and Highways (DPWH), the local government units (LGUs) of Valenzuela and Meycauayan, and the Metropolitan Manila Development Authority (MMDA), continue to collaborate to address flood risks in specific areas of the expressway and the two LGUs.
Following an inter-agency coordination meeting initiated by DOTr Secretary Vince B. Dizon last August 2, NLEX Corporation presented 11 areas where waterway obstructions were found to have contributed to the flooding in Valenzuela, Meycauayan, and certain portions of the NLEX.
The joint cleanup and clearing operation of identified blocked waterways commenced last August 4 and is now in full swing. This collaborative effort aims to mitigate flooding by focusing on the blocked waterways that contributed to the recent flooding incidents.
Regular inspections are being conducted to check the status of the clearing operations and identify improvement areas to speed up the operation.

together because it can’t be done at the same time. We don’t know when it will rain heavily again. So we have to take advantage of the relatively good weather to clear it because it will be difficult if the flooding happens again,” Dizon said. In support of the initiative, NLEX has deployed around 120 personnel daily, along with equipment such as an amphibious backhoe, backhoe on barge, boom trucks, dump trucks, and a genset, across all assigned locations to accelerate progress and improve water flow ahead of inclement weather conditions.

TAYLOR Swift’s The Life of a Showgirl released on Oct. 3, the star has revealed, as she showcased cover art and a tracklist for what is expected to be one of the biggest albums of the year.
The news came during Wednesday’s episode of the New Heights Show, a podcast fronted by her boyfriend, Kansas City Chiefs player Kelce, and his brother Jason It was also confirmed on Swift’s own social media accounts.
“And, baby, that’s show business for you. New album The Life of a Showgirl. Out October 3,” she wrote on Instagram.

The tracklist, which was also unveiled on Wednesday, shows 12 entries, including the title track, which it says features Sabrina Carpenter Swift’s last major release, The Tortured Poets Department came in April last year. The 35-year-old has recently wrapped up a nearly two-year world tour, with a $2 billion dollar take that shattered records. The 149 shows of the Eras Tour were typically more than three hours long, delighting fans who had shelled out big bucks for the chance to see one of pop’s biggest ever stars. AFP
AFTER six years of working abroad, Marine Transportation graduate Jake Villamor decided to return to the Philippines to chase the dream he had always carried, which was becoming a singer.
His journey began with social media videos of him singing in parking lots, a style inspired by Seattle-based Vietnamese-American singer, songwriter, and producer Johnny Huynh, who rose to fame on TikTok with his garage performances.
A year ago, Jake tried it himself in the parking lot of the building where he lives and was surprised by the warm reaction from netizens.
That same passion eventually caught the attention of Ogie Alcasid, who recently introduced Jake as the newest artist under A-Team Talent Management. The label, owned by Ogie, also manages singers Lara Maigue, Poppert Bernadas, and Ferdinand Aragon
According to Ogie, it was his wife, Asia’s Songbird Regine Velasquez, who first discovered Jake and encouraged him to take him on as a talent. Ogie met Jake in December 2024 while Christmas decorations were being set up at their home.
“Last Christmas, Badang (Rueda) was fixing the decors at home, and Jake was assisting him with the lights. I was in the basement rehearsing for a show. Then my wife came down carrying Jake along and introduced him to me,” Ogie recalled.
Curious, Ogie checked Jake’s Instagram and found numerous singing posts. Impressed by his voice, he told Jake they would talk soon. But with a busy schedule, Ogie wasn’t able to follow up right away, and months passed before they reconnected.
Jake admitted he thought Ogie had lost interest. “I faced a lot of rejections, so I was already at the point of trying to move on, get over it, and move on with my life. I thought maybe he saw something he didn’t like, and he didn’t want to push me as one of his talents,” he said.

Then, in April 2025, Ogie sent him a message inviting him to be part of the music video for his new single “Hanggang Dito Na Lang Ba Tayo.” “Thankfully, he messaged me on Instagram, ‘Jake, please standby because I want to cast you for my next video.’ That’s when we started talking constantly again,” Jake said.
Now officially part of A-Team, Jake will release four songs, three written by Ogie, which he believes have the potential to be big hits. Ogie, for his part, expressed full confidence in Jake’s abilities. “I’m very excited for Jake, and my dream is for his dreams to come true,” he For Jake, this is the opportunity he had been waiting for. “Music has always been my passion,” he said. “Now, I’m ready to give it everything

AT EXACTLY 2:17 a.m., 17 third-grade students vanish from an elementary school in a fictional town in Pennsylvania. Only one child, Alex Lilly (Cary Christopher), remained. That’s the chilling starting point of Zach Cregger’s Weapons, a mysteryhorror that stays with you long after you leave the cinema.
Cregger, who wrote, co-produced, and directed the film, uses this mystery as the backbone for a story told from multiple angles. Instead of following one protagonist, the narrative jumps between the perspectives of Justine (Julia Garner), Archer (Josh Brolin), Paul (Alden Ehrenreich), James (Austin Abrams) and Marcus (Benedict Wong). Each shift reveals new details while raising fresh questions, making it hard to predict where the story will go or who’s telling the truth. That unpredictability is where Weapons thrives. The film blends unsettling horror with excellently timed humor, giving audiences moments to breathe before tightening the tension again.
of something more sinister at play, deepening the mystery behind the children’s disappearance.
Cregger takes his time letting these threads build. Some moments are slow-burning, but the deliberate pacing works. Every scene adds to the larger picture, and the tension comes from watching those pieces fall into place.
Even in quiet moments, there’s a hum of terror that keeps you on edge.
Visually, Weapons knows how to set the mood. The cinematography uses shadows and framing to strong effect, while the sound design creeps in at just the right moments.
This isn’t flashy horror—it’s precise, crafted to keep you leaning forward in your seat.
With its mix of creeping dread, sharp humor, and layered storytelling, Weapons stays with you long after the cinema lights come up. It’s the kind of film horror fans can sink their teeth into, offering plenty to unpack
Rather than weakening the scares, the laughs make the disturbing moments hit even harder. By the time the ending arrives, the payoff feels unexpected and oddly satisfying. Amy Madigan delivers a standout performance as Gladys Lilly. From her first scene, you can sense something is wrong, and she leans into that unease with a mix of charm, mania, and menace. She’s the kind of character you can’t look away from—not because she’s likable, but because she’s unpredictable in the most disquieting way.
But the film’s impact goes beyond its performances. Beneath the surface scares, Weapons hints at heavier themes.
That undercurrent feels even sharper when you see how Alex is treated at school, especially by Archer’s son, Matthew.
And while the film stays grounded in emotional realism, there’s an unsettling suggestion
ONLY on her second attempt to compete for a national beauty title, Joy Mayanne Barcoma emerged triumphant in the recent finals of Miss Philippines Earth 2025. Her crowning glory was doubly meaningful as it happened during the ‘Silver Lining Coronation’ presentation of the Miss Philippines Earth pageant, on the occasion of its grand 25th anniversary celebration.
Barcoma’s elemental court of honor includes Miss Philippines Air 2025 Maria Flordeliz Mabao; Miss Philippines Water 2025 Angel Rose Tambal; Miss Philippines Fire 2025 Jaymie Strickland; and Miss Philippines Eco Tourism 2025 Kriezl Jane Torres
In one dream, Archer sees a gun. The detail lands heavily given the school backdrop. While Cregger has said the story is rooted in grief and loss rather than direct social commentary, it’s hard not to see it as touching on America’s school violence problem.

AT A time when first impressions can open doors, color becomes both a matter of taste and a strategy.
Random Talk Kate Adajar
For certified image consultant Ginny Villegas, founder of Flair Image Consultancy and one of the first to offer color analysis in the Philippines, the service is a powerful tool to help people look radiant, feel confident, and shop smarter.
“Color analysis began in the US and became strong in the ’80s,” she explained.
“It is based on three color theories: undertone, value, and intensity. By putting color drapes under the client’s bare face, the aim of the color expert is to determine the color undertone— meaning whether the shade is warm, neutral, or cool—as well as the value and intensity of the client’s complexion and features, in order to recommend the best colors for hair, makeup, clothes, and accessories.”
According to Ginny, the science behind it is quite simple—the right colors can lift the face and make it glow, while the wrong ones can leave it looking tired or washed out. The Western system divides people into four main seasons—winter, summer, spring, and autumn—each with its own sub-seasons like Deep Winter or Light Spring. “In Western color analysis, aside from analyzing the complexion, it is essential to consider the color and pattern of the eyes as well as the color of the hair in determining the season,” she added. Adapting the color theory for Asian skin
While Western color analysis has been around for decades, popularized by Carole Jackson’s Color Me Beautiful in the ’80s, Ginny knew there was room to adapt it for Asian features.
“I learned that the Korean and Japanese color analysis methods are adaptations of Western color analysis to suit Asians,” she explained. “Even the colors of the drapes are adjusted to the Asian complexion. For example, the Spring colors are brighter and darker. The main determining factor for the color undertone and the season of the client is complexion since most Asians have black or blackish-brown hair and eyes.”
This shift can lead to surprising results. “This explains why, with the Korean color analysis method, an Asian can be categorized as a Summer or Spring — which is not possible with the Western method unless one is a mestizo or mestiza with American or European blood,” Ginny pointed out. Merging two worlds of expertise
After a decade as a Certified Color Consultant trained by the International Image Institute in Toronto, Canada, Ginny decided to push her craft further.
“I wanted to level up color analysis by merging the best personal color analysis techniques of the Western method and the Korean style adapted to Asians,” she shared. “I decided to take a course on the
Korean Color Analysis method in Seoul last year. I am now a Certified Personal Color Consultant by the Korea Color Sensibility Association after completing the Personal Color Mastery Course by Azor Image.”
Ginny favors a customized approach that blends the precision of Western analysis with the sensitivity of Korean draping. “From the Korean system, I learned how to use Korean drapes to also analyze some moreno clients with black hair and eyes as Summer or Spring, which is not possible with the Western method,” she said. “But actually, I can say, as an image consultant and artist, it’s the experience, trained eye, and connaturality with colors that matter in doing color analysis, whether one uses the Western or Korean method.” Transformations beyond the mirror Ginny’s clients range from students booking sessions with friends to executives refining their professional wardrobes. Each one walks away with a customized e-color guide that becomes a personal style blueprint. “Knowing your personal color palette is like having a style blueprint—it simplifies shopping, saves money, and ensures you always look fresh and radiant,” she said. “You avoid costly mistakes and instead build a wardrobe where everything works together effortlessly.”
The results can be life-changing. Ginny detailed, “One client, a young professional, used to wear mostly black and neutrals because she thought they were ‘safe.’ After discovering she was a Bright Winter, we introduced vibrant colors into her wardrobe—fuchsia, aqua, and royal purple—and she instantly looked smashing. This boosted her professional presence and level of confidence!” She recounted the story with pride.
The process Just like how I experienced it more than a year ago, a typical in-person session starts with the client arriving bare-faced, hair covered with a white bandana, and body draped under a cape—creating a neutral canvas. Ginny then places a variety of fabric swatches under the chin, observing how each shade interacts with the skin, eyes, and overall features.
“It is better to do a face-to-face color analysis because if you do it virtually, it might not be as accurate,” Ginny explained. Factors like screen resolution, filters, and lighting can skew results. “We do it with daylight. It is best done outdoors, under the sun, or to simulate it with a good LED light that mimics daylight.” It’s a mix of science and artistry that technology alone can’t replicate. Her Fine Arts degree from the University of Santo Tomas comes in handy.
A color journey for every individual
From young adults discovering their personal style to seasoned professionals refreshing their look, the benefits cut across age, gender, and lifestyle. A single session can redefine a wardrobe and how someone approaches self-presentation.
For Ginny, it is about empowerment. “Getting started is easy—book a personal color analysis session,” she said. “We offer both in-person and online consultations, so you can start your color journey from anywhere.”
Now that style advice is often one-size-fits-all, Ginny Villegas is proving that the most impactful fashion statement is finding the right hue that matches and brings out the best in you.
