CBCP won’t participate in e-gambling conclave
By Vito Barcelo and Othel Campos
THE leader of the Catholic Bishops Conference of the Philippines (CBCP) said the group will not participate in the government's call for a multi-stakeholder “conclave” meeting if the aim is to regulate online gambling instead of imposing a total ban.
This as President Ferdinand Marcos Jr. earlier said the government will develop its policy on online gambling through broad consultations to address its social impact, especially among vulnerable sectors and young people, without necessarily resorting to a total ban.
CBCP president and Kalookan Archbishop Pablo David said they remain committed to addressing the moral implications associated with online gambling activities.
“If the purpose of the consultation is to regulate rather than outright ban online gambling, then we are not interested,” the CBCP leader told reporters in an interview.

NONE of the 28 Filipinos apprehended and deported by United States Immigration and Customs Enforcement (ICE) have been sent to a third country, the Department of Foreign Affairs told senators on Wednesday, adding that around 69 are currently in ICE custody.
Citing information from ICE, DFA Undersecretary for Migrant Affairs Eduardo de Vega said the 69 Filipinos being processed by ICE were getting legal assistance from the Philippine government.
"There have been deportations, but all of them were to the Philippines. None have been sent to another country," De Vega said.

The proposed national budget for next year is 7.4 percent higher than the enacted 2025 budget.
The 2026 NEP, the Budget department said, aims to sustain the country’s economic growth momentum while strengthening commitment to nurturing “future-ready generations toward achieving the full potential of the nation.”
In his budget message, President Ferdinand Marcos Jr. said the Philippines is "on track with our ‘Agenda for Prosperity’ and poised to be a leader among nations, especially in the Asia Pacific region."
"We must not lose sight of our collective responsibility to ensure a brighter future for our people, especially the next generations," Mr. Marcos said.
The proposed budget continues the administration’s fiscal consolidation program, with the deficit projected to narrow from 5.5 percent of GDP this year to 5.3 percent in 2026, and further down to 4.3 percent by 2028.
Revenue collections are expected to hit P4.983 trillion in 2026, up 10.2 percent from the P4.520 trillion programmed in 2025, driven by digitalized tax administration, recent tax reforms, and higher non-tax income.
As this developed, the Senate on Wednesday unanimously adopted a resolution seeking to institutionalize transparency and accountability mechanisms in the national budget process.
Senator Sherwin Gatchalian, chairperson of the Senate Committee on Finance and sponsor of the measure, said Senate Concurrent Resolution No. 4 (SCR 4) aims to usher in a “golden age of transparency” by ensuring that the public can access and analyze budget documents at every stage of the appro-

The President earlier cautioned against banning online gambling, saying it would only stoke illegal operations that would be harder to arrest.
"The problem is not online gambling. The problems are the social effects on our children and those who are addicted to gambling," he said in a recent BBM Podcast.
"The first effect of banning it fully is to put it underground, and then we have no control," the President added.

Under the measure, the Senate and House of Representatives will upload on their respective websites documents such as the General Appropriations Bill (GAB), committee reports, bicameral reports, transcripts of budget briefings and hearings, and plenary deliberation records.
These documents must also be provided in machine-readable and searchable formats to enable effective public analysis.
The resolution also establishes an online platform where the public can submit suggestions, analysis, or criticism of the national budget.
Senator Panfilo Lacson expressed support for the measure after securing two key commitments from Gatchalian: that senators proposing budget amendments will help identify funding sources, and that the committee chair will disclose the identities and justifications of proponents behind insertions or realignments upon request during plenary deliberations.
“The outcome is the same —it is for transparency,” Lacson said.
SCR 4 was unanimously filed by senators in response to President Marcos’ call during his 2025 State of the Nation Address for greater transparency in flood control and infrastructure spending.
At the House of Representatives, Speaker Martin Romualdez said they would implement at least five reforms in the enactment of next year’s annual budget and its execution.
"A budget is not just a spending plan—it is a mirror of our priorities and a measure of our accountability to the people. And because this is the people’s money, the process of crafting it must be transparent, inclusive, and worthy of public trust," Romualdez told his colleagues and DBM officials during the turnover of the NEP.

He drew a comparison to the debate over Philippine Offshore Gaming Operators (POGOs), saying licensed operations were not the issue, but rather the illegal activities that some operators became involved in.
"POGO itself was not the problem…But it was accompanied by human trafficking, credit card scams, all sorts of things happening,” he said.
“What we are trying to solve is the social impact – people drowning in debt, kids learning how to gamble. Let’s focus on that. How can we stop these from happening?”
“These are the things that we are going to examine and we will come up with a plan to make sure that we address the problem,” the President added.
Last week, the Bangko Sentral ng Pilipinas (BSP) said it is finalizing new rules that will protect consumers from the risks associated with online gambling.

"Again, this is all about transparency and accountability. That's why we have an open budget. That's why we're doing what we're doing. So whatever helps towards transparency, whatever helps towards accountability, everyone and anyone should be on board for it," the President said.
He also said he believes the House can help by identifying potential anomalies in infrastructure projects, but will primarily be up to the Executive branch "to be able to identify where these anomalies lie, given the fact that, again, the accused, so to speak, are within the legislature."
The holdover provision means that all incumbent barangay and SK leaders will continue in their posts for more than a year beyond their original mandate.
Meanwhile, the Commission on Elections (Comelec) is tasked with drafting the implementing rules within 90 days.
Barangay and SK Elections, which cover more than 42,000 villages nationwide, have historically been prone to postponements.
Daily limits on gambling-related transfers to reduce excessive financial losses will also be included in the new rules.
The BSP said the upcoming measures would also include time-based restrictions on gambling payments to help curb impulsive behavior and user tools for setting personal spending caps, taking voluntary breaks, or self-exclusion from gambling transactions.
"These safeguards aim to reduce the risks of addiction, fraud, and financial harm, while promoting the responsible use of digital financial services," the BSP said.
AFP deplores fake video on PH-Malaysia naval standoff
THE Armed Forces of the Philippines (AFP) yesterday deplored the dissemination of a YouTube video claiming a naval standoff between Philippine and Malaysian forces.
The 12-minute clip, which heavily uses AI-generated footage, falsely portrays a confrontation over territorial claims in Sabah and the South China Sea, the AFP said in a statement.
“This is entirely fabricated—no such incident occurred,” the AFP said.
“It intends to strain our 60-year diplomatic ties with Malaysia, erode public trust in the AFP, and provoke unnecessary tensions,” it added. Currently, Malaysia is the chair of Association of Southeast Asian Nations, and the Philippines will assume the chairmanship next year.

Romualdez said the House will also invite civil society, people’s organizations, and the private sector to join budget hearings while strengthening the Lower Chamber’s oversight function in the execution of the budget, including requiring timely reports from agencies and real-time tracking of major projects.
"Every time they arrest a Filipino, not just for deportation but also for criminal cases, they are supposed to inform our government," De Vega said of the consular notification process with the US.

Migrante Seattle and Migrante sa University of Washington Medical Center in April pressed the Philippine Consulate General in San Francisco to lay out concrete steps it is taking to assist Filipinos facing deportation and other immigration issues.

The aircraft’s mission was to verify Chinese maritime activity and locate the China Coast Guard (CCG) vessel damaged in the recent collision.
“Around 8:20 a.m., the PCG Caravan monitored the presence of two U.S. Navy ships, DDG-76 (USS Higgins) and LCS-20 (USS Cincinnati), approximately 102 nautical miles from Zambales and about 30 nautical miles from Bajo de Masinloc,” Tarriela said.
“Based on a statement from the U.S. government, these two U.S. naval vessels are conducting freedom of navigation and overflight patrols,” he added.
While the PCG aircraft was conducting its MDA flight, it was intercepted by a Chinese fighter jet that flew as close as 500 feet laterally from the plane.
“For 20 minutes, it conducted dangerous maneuvers at that distance and even flew directly above the Coast Guard aircraft at an approximate height of 200 feet,” Tarriela reported.
In a separate statement, China claimed it had expelled the USS Higgins after it allegedly “intruded” into waters surrounding Huangyan Dao, China’s name for Bajo de Masinloc.
“The navy of the PLA Southern Theater Command mobilized forces to monitor, issue warnings, and expel the vessel in accordance with laws and regulations,” said Senior Captain He Tiecheng, a spokesperson for the PLA Southern Theater Command, in a statement published by Chinese state media outlet Global Times.

DSWD, NCDA launch test run of unified PWD ID
By Maricel V. Cruz
THE Department of Social Welfare and Development (DSWD) and its attached agency, the National Council on Disability Affairs (NCDA), rolled out the unified ID system for persons with disabilities (PWDs) following months of systems development and internal testing.
“The DSWD is very pleased to announce that the rollout for the unified persons with disabilities ID has commenced in San Miguel, Bulacan,” Social Welfare Assistant Secretary and spokesperson Irene Dumlao said on Tuesday.
“This is the first of the 35 pilot local government units (LGUs) that will be able to provide a more convenient and efficient method of validation for their persons with disabilities constituents,” she added.
Dumlao said the other areas scheduled to roll out the ID this week include the cities of Pasay and Muntinlupa in Metro Manila, as well as Santa Rosa in Laguna.
The application, verification, and approval of the unified PWD ID will be done by the LGUs through their respective Persons with Disability Affairs Offices (PDAO), while the NCDA will handle centralized printing of the IDs.
“NCDA will continue to coordinate with other participating LGUs to plot the schedule for their respective pilot rollouts in the following weeks,” Dumlao said.
Among the security features of the unified ID system is a digital ID accessible via a mobile app or web portal, with a QR code that can be scanned by business establishments for quick verification. PWDs also have the option to present physical IDs that are RFID-enabled PVC cards for offline use.

SC issues rules on child rape cases
By Pot Chavez
THE Supreme Court (SC) on Wednesday issued amended guidelines on the proper use of “qualified rape” and “statutory rape” in cases involving child victims to resolve inconsistencies in jurisprudence.
In a resolution penned by retired Associate Justice Mario V. Lopez, the SC en banc denied the motion for reconsideration filed by a man convicted of raping his eight-year-old daughter.
The High Court affirmed its earlier rul-
ing finding him guilty of qualified rape of a minor, noting that such designation is applicable in the presence of any of the 10 special qualifying aggravating circumstances listed under Article 266-B of the Revised Penal Code (RPC).
Although some rulings since 2014 began using “qualified statutory rape,” which led to confusion, the High Tribunal had consistently used the term “qualified rape” even when elements of statutory rape were present.
As such, the SC categorically ruled that “qualified statutory rape” is not the proper legal term and issued guidelines providing that when the elements of both statutory rape and qualified rape are present, the correct designation is “qualified rape of a minor.”
The term “qualified rape” applies when any of the special qualifying aggravating

Cha-cha push not intended to abolish Senate, says solon
By Maricel V. Cruz
A LEADER of the House of Representatives has allayed fears over the renewed push to amend the 1987 Constitution, saying the initiative is not intended to abolish the Senate or extend political terms, but merely to clarify ambiguities in the Charter.
Deputy Speaker and Antipolo City First District Rep. Ronaldo Puno maintained that his Charter change proposal through a Constitutional Convention (Con-con) does not include political amendments such as extending the terms of politicians. On Monday, Puno, who also chairs the National Unity Party (NUP), revived talks on Charter change in a privilege speech, citing the need to correct “enduring ambiguities and deficiencies that weaken its legal foundations and degrade its reliability as the country’s supreme law.”
circumstances are present, but the victim is neither below the statutory age nor suffering from mental retardation. Meanwhile, “statutory rape” applies when no special qualifying aggravating circumstance is present, but the victim is below the statutory age or is suffering from mental retardation.
The High Tribunal likewise increased the minimum amounts of damages that may be awarded, setting P150,000 each for civil indemnity, moral damages, and exemplary damages in qualified rape of a minor; P100,000 each in qualified rape; and P75,000 each in statutory rape.

Manila to impose liquor ban, noise control on Bar exams
THE city government of Manila announced on Wednesday the imposition of a liquor ban and noise control measures within a 500-meter radius of two local testing sites for the 2025 Bar Examinations.
In a two-page order signed by Manila Mayor Francisco Moreno Domagoso, the restrictions will apply in the areas of San Beda University and the University of Santo Tomas to maintain peace and order, and to assure the safety of examinees. “This is to maximize concentration and focus of the bar examinees as they take this milestone in their lives,” Domagoso said.
The examination dates cover September 7, 10, and 14, with the liquor ban enforced from midnight of the prior date until 10 p.m. of the exam date. Ambulant vendors within the same radius will also be prohibited during specified dates to limit foot traffic and distractions.
Likewise, the use of videoke, karaoke, loudspeakers, and other sound-emitting devices in the restricted zone will be banned. Disruptive activities such as political rallies, parades, “salubong” events, parties, concerts, and other loud gatherings unrelated to the Bar Exams are also prohibited. Pot Chavez

Aviation agency denies Palawan plane crash
By Joel E. Zurbano
THE Civil Aviation Authority of the Philippines (CAAP) on Wednesday denied reports about an alleged aircraft crash in Roxas, Palawan.
“All flights operating within Palawan and its surrounding areas have been fully accounted for, with no incidents, emergencies, or distress calls reported,” the agency stated in its advisory.
CAAP information officer Bea Bernardo said the agency’s Philippine Aeronautical Rescue Coordination Center (PARCC), in coordination with air traffic control units, airline operators, and local authorities, conducted thorough verification and confirmed that no aircraft was missing or involved in any mishap.
“The public is strongly urged to obtain information only from official sources and to refrain from disseminating unverified reports that may cause unnecessary alarm,” Bernardo said.
Puno stressed that the Con-con route — rather than a constituent assembly — ensures singularity of purpose, avoids conflicts of interest, and guarantees broader representation. He said both the House and the Senate can set parameters for which provisions should be amended and the qualifications of Con-con delegates.
The most recent example, Puno said, is the interpretation of the word “forthwith” in Article XI, Section 3(4) on impeachment, which should have been a safeguard against delay but has instead become a source of deadlock and controversy. In his speech, Puno said a Con-con allows the people, through their chosen delegates, to correct textual deficiencies, reconcile contradictions, remove ambiguities, institutionalize needed reforms, and ensure that the foundational law meets the needs of a dynamic and democratic society.
Nueva Ecija police director Colonel Heryl Bruno confirmed that the victim passed away on Tuesday evening. The 18-year-old suspect also died more than 24 hours after the shooting incident.
According to police, the suspect entered the school on August 7 at around 10 a.m. and tried to get the victim out of her classroom. When she refused, he shot her before turning the gun on himself. Authorities recovered a .22-caliber snub-nose revolver from the scene.
Police Regional Office-3 chief Police Brig. Gen. Ponce Rogelio Peñones Jr. expressed sadness over the incident and stressed the need to protect students and maintain safe learning environments. He also urged vigilance in reporting threats or suspicious behavior. Vince Lopez

NBI dismantles POGO hub in Davao City
By Pot Chavez
THE National Bureau of Investigation
(NBI) announced on Wednesday the dismantling of a Philippine Offshore Gaming Operations (POGO) doing business in a residential property in Davao City.
In a message, NBI director Jaime Santiago vowed to pursue and dismantle all remaining POGOs in the country. Santiago cited the efforts of their agents under the leadership of regional director Arcelito Albao.
Operatives of the NBI-Southeastern Mindanao Regional Office arrested eight Chinese nationals and seized 10 personal computers and multiple mobile phones that believed used to facilitate their unlawful online gaming operations.
The NBI revealed an emerging pattern in illegal POGO activities where operators have split into smaller groups and moved into residential areas to avoid detection.
The NBI thus urged the public to report suspicious activities in their communities to help stop illegal offshore gaming operations, as well as the crimes linked to the illegal activities.
In 2024, President Marcos banned all POGOs in the country, noting that it has disrespected the laws and legit system in the country.

Three other soldiers were wounded and airlifted to V. Luna Hospital in Quezon City. Casualties on the rebels’ side remained undetermined.
Maj. Gen. Ramon Zagala, acting commander of the Army’s 2nd Infantry “Jungle Fighter” Division, expressed deep sorrow over the military’s loss while also honoring the troops’ ultimate sacrifice in the line of duty.

Bulacan town offers scholarships in law
THE municipal government of Pandi, Bulacan, has partnered with Baliuag University to provide free law studies for qualified local government employees.
A memorandum of agreement forged on Monday guarantees full financial support for the Juris Doctor (JD) program, covering tuition, miscellaneous and academic-related fees, allowances, and other necessary expenses.

Firm eyes P80-m watershed project in Pakil
By Alena Mae S. Flores
AHUNAN Power Inc., led by Prime Infrastructure Capital Inc., has mapped out an P80-million Integrated Watershed Management Plan for its $5-billion, 1,400-megawatt pumped storage hydro project in Pakil, Laguna.
The plan, which aims for watershed and forest conservation, protection and water management, was submitted to the Department of Environment and Natural Resources (DENR) Calabarzon.
The plan, or IWM P, was developed through extensive consultations with local government officials, the DENR and other stakeholders. It outlines strategies to sustainably manage the Pakil River and Malaking Ilog-Tibag watersheds.
Expected to be one of the largest facilities of its kind in Asia, the Pakil pumped storage hydro project is slated to begin operations in 2030 and provide electricity to 2.3 million households.
An assessment found that the two sub watersheds are “highly susceptible to rain-induced landslide and soil erosion,” while low-lying areas near Laguna de Bay are “susceptible to flooding.”
To address these vulnerabilities, Ahunan’s plan includes strategies to enhance ecological resilience and support community development. These strategies include reforestation, agroforestry, establishing a nursery and arboretum, and watershed protection. The company will also launch a multi-stakeholder campaign to raise awareness and promote stewardship of natural resources.
Social Services and Development Department will support and assist the children and their families, Let us pray for their speedy recovery, the city said.

In his latest podcast, he declared that those “allies” who engaged in corruption are no longer his allies. In his latest State of the Nation Address, he directly called on perpetrators of such corruption to be ashamed of themselves (Mahiya naman kayo!).
After his return from India, he listed down the biggest contractors who cornered the bulk of flood control projects, with some of the most flood-prone regions and provinces not “blessed” with the budgetary allocations by Congress when it mangled his National Expenditure Program.
A senator who has shunned pork barrel entitlements throughout all the years he had been in the “august” chamber, Ping Lacson, has been exposing the many shenanigans that have bled taxpayer money dry, and even caused deaths among the unfortunate.
In the 2025 “most corrupt” budget that raised the hackles of the president himself, our legislators even “stole” money from PhilHealth and parked the loot into unprogrammed allocations for later release to their pet projects in “collab” with their handpicked DPWH district engineers.
The abuses and humongous greed of many officials cry to the highest heavens for investigation and thereafter, punitive action. Nothing less will satisfy the suffering people, let alone bring appreciation from the heavens (as if our politicians care).
A Task Force to investigate and expose corruption in the way taxpayer money is absconded by the uber-greedy should be created and given full authority to do its job and come up with real recommendations.
It should not involve a Tricomm where, after a series of high-profile investigations by the “usual suspects” including another from the leftist fringe, the mountains will labor to come up with a mouse.
An executive order by the president will suffice. And his sincerity in ferreting the truth can be immediately judged on the basis of who will lead the investigations.
Spare none of the contractors, and more, spare none of the government officials, whether in the legislature or local government units and in departments and agencies as well --- let the axe fall where it must.
And President BbM should appoint Mayor BBM to undertake the investigation. That would be the signal of sincere intent.
I know of no one in the country with the principles, determination, the investigative skills, and the clinical fairness needed for the responsibility than Baguio City
Mayor Benjamin Banez Magalong, whose public service career both as a PNP officer and as LGU official gives him the proper credentials for this important task at this time.
When he was asked by then President Benigno S. Aquino III to investigate the modus operandi of corrupt officials of the National Irrigation Administration, he did so with no fanfare, and came out with a report too factual that PNoy fired the NIA administrator right before the agency employees assembled for the commemoration of its anniversary.
The abuses and humongous greed of many officials cry to the highest heavens for investigation and thereafter, punitive action
BBM has done wonders as mayor of the summer capital despite a paucity of resources, with proper planning, excellent monitoring by his young and motivated staff, and consistent implementation.
In spearheading the Mayors for Good Governance, BBM has been courageously exposing the sub-standard and overpriced projects undertaken by greedy officials, from thinly-paved roads to slope-protection devices that are unable to save lives and property from landslides, to excessive overpricing in street lights and uselessly redundant cat-eyes.
He has been vocal against the 7-7-7 million bonus for mere attendance in Bagong Pilipinas extravaganzas, plus 9-9-9 million to the more active legislators, and 30-30-30 million for those whose cities or capitals host the events.
These are for soft, ayuda giveaways in the form of MAIP, AICS, and TUPAD, recently spiced with the addition of AKAP in the 2025 budget.
It was BBM who estimated, based on confessions of contractors leery of the excessive “tongpats” that politicians get as much as 40 percent of the budgeted outlay for infrastructure projects, with only a third of the outlay being used for actual construction.
Whether in “hard” pork or “soft” pork, the people get royally screwed.
As BbM said, “Mahiya naman kayo!”
Now if BbM is true to his newly found “crusade,” he should issue an executive order creating that investigative task force and appoint BBM to head it, forthwith.
The garbage test
By Melandrew T. Velasco
SAN Miguel Corporation Chairman and CEO Ramon S. Ang has never been one to shy away from big problems.
Whether it’s building the country’s largest airport, expanding expressways, or cleaning up the Pasig River, he approaches challenges with an engineer’s pragmatism and a businessman’s resolve. His latest challenge, however, is not about concrete and steel—it’s about garbage. A mechanical engineer but foremost a nation builder at heart, Ang is thinking big again—and this time, his vision stretches from the streets clogged with trash to the rivers that overflow every rainy season.
In last week’s meeting with MMDA Chairman Don Artes and Metro Manila mayors, the SMC chairman threw a bold challenge to Metro Manila’s chief executives: “Let’s clean up your garbage, turn it into energy, and in the process, help solve Metro Manila’s perennial flooding.”
It’s a sweeping proposal with a simple premise: if we manage the 10,000-plus tons of trash Metro Manila produces daily—keeping it out of esteros, waterways, and clogged drainage systems—we do not only generate electricity through a wasteto-energy facility, but also give our flood control systems a fighting chance.
Fewer blocked canals mean faster drainage during storms, which translates
to fewer streets submerged after a few hours of heavy rain. But Ang’s challenge isn’t just a call for environmental responsibility; it’s a political test.
Garbage is not merely waste—it’s a billion-peso industry.
Waste collection contracts, landfill operations, and tipping fees have long been fertile ground for overpricing, ghost trips, and under-the-table arrangements.
Ang’s vision stretches from the streets clogged with trash to the rivers that overflow every rainy season
Over the years, it has become one of the most lucrative—and most corruptionprone—local government operations.
A functioning waste-to-energy system threatens to disrupt that.
Done right, it would slash landfill use, cut greenhouse gas emissions, and produce renewable power.
More importantly, it would strip away the opportunities for rent-seeking embedded in the current waste collection system.
And that is where the real challenge lies: breaking the entrenched political and
Can the private sector help solve flooding in Metro Manila?
THAT’S exactly what tycoon and San Miguel Corp. president and CEO Ramon Ang is saying, as he has volunteered to help solve the flooding problem in Metro Manila at no cost to the government or the Filipino people.
Ang disclosed this in a recent meeting with the Metro Manila Development Authority and several city mayors.
What he told them was this: “I, Ramon Ang of San Miguel, am volunteering to be the first to help the whole of Metro Manila address flooding, at no cost to the people and no cost to the government…We will do the cleaning, but without your authorization, we can’t proceed.”
The tycoon proposed that waste clogging waterways and structures, such as houses built along rivers, be removed, as they block water flow toward drains and creeks.
He said that since houses along rivers must be cleared to address flooding, residents should also be provided with relocation sites: “Let’s provide them with housing so they won’t feel they are being evicted without due consideration (to their situation).”
The tycoon’s proposal to assist in mitigating flooding in the National Capital Region is timely and appropriate, as the MMDA itself has acknowledged that improper waste disposal
business relationships that profit from inefficiency and decay.
So, will the Metro Manila mayors take the bait?
Will they have the courage to dismantle these cozy arrangements in favor of cleaner waterways, less flooding, and renewable energy generation?
Or will they play along for the cameras, issue a press release about “public-private cooperation,” and quietly file the proposal in the archives of lost opportunities?
Ang has shown what’s possible—his work in cleaning up the Pasig River, rehabilitating Tullahan River, and investing in massive flood-mitigation projects prove that solutions exist when there’s willpower and funding.
Last week, RSA did the unthinkable by pledging to help solve Metro Manila’s chronic flooding “at no cost to the people and no cost to the government.”
“Ako po San Miguel, Ramon Ang, nagvo-volunteer ako ngayon. Ako na ang tutulong sa buong Metro Manila ma-solve
significantly hampers flood-control efforts in Metro Manila.
It is clear the MMDA’s problem with flooding in Metro Manila is compounded by the lack of proper waste management and the deteriorating state of drainage systems.
Ramon Ang’s proposal to assist in mitigating flooding in the National Capital Region is timely and appropriate
According to the agency, trash accumulation in drainage systems is a major factor contributing to flooding in Metro Manila.
During recent cleanup operations, large items such as sofas, refrigerators, and other bulky waste were found blocking drainage systems and pump-
ang baha at no cost to the people at no cost to the government,” Ang declared.
He vowed to lead drainage construction, clearing operations, and relocation housing for residents displaced from riverside structures. He added he’d provide them with housing so they won’t feel they are being evicted without due consideration.
Ang also stressed that waste and informal structures clogging waterways must be removed to restore water flow.
“We will do the cleaning, but without your authorization, we can’t proceed,” he told local officials.
Now, he’s offering the same decisive action for the metro’s garbage as an important component to solve the perennial flood woes.
Ang has placed the ball squarely in their court.
The garbage problem is solvable—with the right technology, infrastructure, and transparency. What’s harder to clean up is the political
ing stations. The debris obstructs the flow of water, making it difficult for the drainage systems to function effectively.
It’s not only the garbage problem that exacerbates flooding in Metro Manila, but also its antiquated drainage infrastructure, some of which were built more than 50 years ago and now unable to cope with the amount of trash thrown even in waterways by a rapidly growing population.
To improve flood control, a collaborative effort between the government and the private sector is essential to ensure that waterways remain clear of trash and debris.
The offer of a big business conglomerate in the country to assist in mitigating flooding in Metro Manila is commendable and should perhaps be joined by other business groups that make the NCR the hub of their operations. We need all hands on deck to ensure that our political and economic center is free from floods.
During his inspection of flooded communities in Metro Manila, President Marcos Jr. pointed out: “We have more flood control now than before, but we now see the effects of climate change… “The problem is, I hope people learn. Don’t throw your trash anywhere, because it’s the garbage that clogged our pumps, making them less effective than they could be.”
garbage that surrounds it. In the end, this is not just about waste management.
It’s a test of political will, a measure of whether local leaders will put the public good above private gain. The choice before our local leaders is stark. They can treat garbage and flooding as perpetual crises to be “managed” every election cycle—or as solvable problems that, once fixed, might deprive certain quarters of a dependable cash cow.
In the business world, Ramon Ang has made a career out of turning problems into opportunities.
The question now is whether Metro Manila’s mayors can do the same—or whether they’ll just let the city keep drowning, in water and in waste.

razor-toothed whale that prowled the seas 26 million years ago, saying Wednesday the species was “deceptively cute” but a fearsome predator. Museums Victoria pieced together the species from an unusually well-preserved skull fossil found on Victoria’s Surf Coast in 2019.
Scientists discovered a “fast, sharptoothed predator” that would have been about the size of a dolphin.
“It’s essentially a little whale with big eyes and a mouth full of sharp, slicing teeth,” said researcher Ruairidh Duncan.
“Imagine the shark-like version of a baleen whale -- small and deceptively cute, but definitely not harmless.”
The skull belonged to a group of prehistoric whales known as the mammalodontids, distant smaller relatives of today’s filter-feeding whales.
It is the fourth mammalodontid species ever discovered, Museums Victoria said.
“This fossil opens a window into how ancient whales grew and changed, and how evolution shaped their bodies as they adapted to life in the sea,” said palaeontologist Erich Fitzgerald, who co-authored the study. AFP
Mexico transfers 26 fugitives to US
MEXICO CITY – Justice officials said Tuesday (Wednesday Manila time) that Mexico has sent 26 wanted fugitives to the United States, including alleged Mexican drug cartel kingpins, amid pressure to crack down on cross-border fentanyl smuggling.
“These fugitives are collectively alleged to have imported into the United States tonnage quantities of dangerous drugs, including cocaine, methamphetamine, fentanyl and heroin,” the US Department of Justice (DOJ) said in a statement. US officials released a list of those extradited and currently in their custody, saying they are fugitives wanted for “violent and serious crimes” including drug trafficking, kidnapping, human smuggling and the murder of a Los Angeles sheriff’s deputy in 2008, among other crimes. KAOHSIUNG, Taiwan – Typhoon Podul slammed into southeastern Taiwan on Wednesday, with powerful winds and heavy rain lashing the island.
The typhoon had wind gusts of 191 kilometres per hour as it made landfall in Taitung County at around 1:00 pm, the Central Weather Administration said.
Podul is expected to sweep across the island and into the Taiwan Strait later Wednesday, battering central and southern areas still recovering from storms last month.
More than 5,500 people living in the typhoon’s path have been evacuated from their homes, while fishermen have secured their boats.
“We are worried about this typhoon,” Kaohsiung fisherman Huang Wei told AFP as he used more ropes to tie down his boat and checked on other vessels hours ahead of Podul making landfall.
“We had already made general typhoon preparations yesterday, but this morning I woke up and saw news reports that the typhoon has intensified to be as strong as the last, (Typhoon) Krathon,” Huang said.
“Last time, the two boats behind us weren’t tied properly and hit my boat.” Krathon slammed into Kaohsiung in October, with wind gusts of 162kph.

Putin, Kim vow stronger ties ahead of Summit
SEOUL – Russian President Vladimir Putin and North Korea’s leader Kim Jong Un have vowed to strengthen cooperation, days ahead of Putin’s summit in Alaska with Donald Trump, Pyongyang’s state media reported Wednesday.
Putin and Kim spoke by phone in a “warm comradely atmosphere” on Tuesday and confirmed “their will to strengthen cooperation in the future”, the official Korean Central News Agency (KCNA) said.
The call came three days before the summit between Putin and Trump, the first between a sitting US and Russian
European leaders to hold Ukraine online meeting
BERLIN – European leaders will hold online talks with US President Donald Trump on Wednesday, hoping to convince him to respect Ukraine’s interests when he discusses the war with Russia’s Vladimir Putin in Alaska on Friday.
German Chancellor Friedrich Merz has invited Ukraine’s President Volodymyr Zelenskyy as well as the French, British and other European leaders and the heads of the EU and NATO to an afternoon video conference.
They are then expected to talk to Trump and Vice President JD Vance in a second round of the conference call.
The Trump-Putin meeting on Friday — their first since Russia launched its full-scale invasion of Ukraine over three years ago — is so far planned to go ahead without Zelenskyy. This has fueled fears Kyiv could be forced into painful concessions, including over land.
EU leaders stressed on Tuesday “the inherent right of Ukraine to choose its own destiny”, adding that “international borders must not be changed by force”. Zelenskyy, speaking to reporters Tuesday, ruled out withdrawing troops from the Donbas region which Moscow claims. AFP

North Korea has sent thousands of troops to Russia’s Kursk region as well as weapons to aid its war effort, with Kim offering Moscow his full support for the war during talks last month with Russian Foreign Minister Sergei Lavrov.
During their call on Tuesday, Putin expressed appreciation for “the selfsacrificing spirit displayed by service personnel of the Korean People’s Army in liberating Kursk,”, KCNA said. Kim, in turn, pledged that North Ko-
rea would “fully support all measures to be taken by the Russian leadership in the future, too”. The Kremlin confirmed the phone call in a statement, adding that Putin had “shared information with Kim Jong Un in the context of the upcoming talks with US President Donald Trump”. warrant against the 52-year-old.
The court granted the warrant, citing the risk of tampering with evidence, after prosecutors submitted an 848-page opinion laying out Kim’s alleged “unlawful acts.”
With the arrest, South Korea now has a former president and first lady both behind bars for the first time in the nation’s history.
The charges against Kim include violations of capital market and financial investment laws, as well as political funds laws.
The arrest caps a dramatic fall for the ex-first couple after former president Yoon Suk Yeol’s stunning martial law declaration on Dec. 3, which saw soldiers deployed to parliament but was swiftly voted down by opposition MPs. Yoon, a former top prosecutor, was impeached and removed from office in April over the martial law declaration, prompting the country to hold a snap election in June.
He has been under arrest and in detention since July 10.
Last week, Kim underwent hours-long questioning by prosecutors, who filed for her arrest warrant the next day.
“I sincerely apologize for causing trouble despite being a person of no importance,” Kim said as she arrived at the prosecutors’ office on Wednesday. Controversy has long surrounded Kim, with lingering questions about her alleged role in stock manipulation.
Public criticism was reignited in 2022 when a left-wing pastor filmed himself presenting her with a Dior handbag that she appeared to accept.
She is also accused of interfering in the nomination process for MPs in Yoon’s party, a violation of election laws. AFP

White House to host cage fight in 2026
WASHINGTON—The White House is
to play host to a mixed martial arts bout on July 4 next year, the day the United States marks the 250th anniversary of its founding, UFC boss Dana White said Tuesday.
President Donald Trump has been a regular guest at the often-bloody contests, where fighters punch, kick and grapple with their opponent in a noholds-barred battle to submission or knockout.
Bringing the brutal combat sport to the center of US political power will mark a historic first.
“It is definitely going to happen,” White, a high-profile supporter of the US president, told CBS television.
“I talked to him last night -‘him’ being the president -- and I’m flying out there at the end of this month, and I’m going to sit down and walk him through all the plans and the renderings, and we’re going to start deciding what he wants and doesn’t want.”
Ultimate Fighting Championship (UFC) is the largest and most successful organization in the burgeoning world of MMA, a blend of martial arts disciplines like jiu-jitsu, kickboxing, boxing and wrestling.
Bouts take place in an eight-sided ring -- dubbed “The Octagon” -bounded by a chainlink fence.
With few exceptions -- like eyegouging -- male and female fighters are allowed to employ almost any technique to attack their opponent.
Fights often end with a prone fighter being pummeled in the face as they lie on the bloodied floor, before the referee steps in to stop the action.
The shaven-headed White, who has regularly spoken warmly of Trump as both a friend and a political leader, said the president’s daughter would be involved in organizing the Independence Day spectacle at the White House.
“When (Trump) called me and asked me to do it, he said: ‘I want Ivanka in the middle of this,’” White told CBS, whose parent company Paramount has just signed a $7.7 billion streaming deal with UFC.
White took over the UFC in 2001 when it was a small, loss-making organization, shepherding it into one of the fastest-growing sports promotion companies in the world.
The sport’s popularity with young men -- a key demographic in the 2024 US election -- and Trump’s long association with the UFC, have made the president a regular fixture at some of its more high-profile events, where he is greeted like a rock star.
Its brutal nature and high injury rate mean the sport is controversial, with doctors decrying the potential for brain damage amongst fighters who are repeatedly hit in the head, though it has gained increasing mainstream acceptance in recent ye ars. AFP

Duplantis sets new pole vault world mark of 6.29m
BUDAPEST—Armand ‘Mondo’ Duplantis bettered his pole vault world record by a centimetre on Tuesday, clearing 6.29 metres at the athletics meet in Budapest.
Sweden’s Duplantis broke the world record for the 13th time as he soared over the bar at the second attempt to improve on his 6.28m from Stockholm in June.
It was the 25-year-old’s third record of 2025 having also cleared 6.27m in Clermont-Ferrand in February.
Duplantis notched up his 33rd competition victory, clearing 6.11m on his first attempt to finish ahead of Greece’s Emmanouil Karalis (6.02m) and Australia’s Kurtis Marschall (5.83m).
On his second attempt at 6.29m, Duplantis touched the bar with one leg and his stomach, but it held, and the jump was validated.
Since Ukrainian Sergey Bubka became the first athlete to clear 6 metres on July 13, 1985 in Paris, the world record has been broken 26 times, including 12 times by Bubka, 13 times by Duplantis and once by Frenchman Renaud Lavillenie.
The US-born Duplantis first broke the world record in 2020 with 6.17m. Duplantis is favourite for a third consecutive outdoor world title in a month’s time in Tokyo.
On the track Jamaican sprinter Bryan Levell laid down a marker for those championships by posting the third quickest time this year to win the men’s 200m.
The 21-year-old, who reached the semi-finals at last year’s Olympics, headed into the race with a season’s best of 20.10. He pulled away from the field in the home straight to win in 19.69 to clock the third best time of the year behind the Americans Noah Lyles (19.63sec) and Kenneth Bednarek (19.67sec). Levell smashed Erriyon Knighton’s meeting record by 0.19sec leaving South African veteran Wayde van Niekerk a distant runner-up in 20.07. Olympic bronze medallist Muzala Samukonga held off Jereem Richards and Khaleb McRae to win the men’s 400m in a season’s best of 44.11 while Laban Kipkorir Chepkwony, who finished fourth at Kenya’s World Trials last month, won the men’s 800m in a personal best of 1min 42.96sec, breaking David Rudisha’s meeting record from 2016.
Dungca wins again, shakes up JPGT 7-10 Finals race
LUBAO, Pampanga—Ronee Dungca proved her breakout performance in the Riviera leg reflected her true ability as she staged a stirring comeback from four shots down then held her nerve at the finish to edge Mavis Espedido by one and clinch the girls’ 7-10 crown in the ICTSI Pradera Verde Junior PGT Championship here Wednesday.
Showing poise and precision beyond her years, the rising star from Angeles City came out firing at Pradera Verde’s Pinatubo course, birdieing four of her first 10 holes. She hit another birdie on the 12th but wavered coming home with bogeys on Nos. 13 and 16 to card a 69, completing a two-day total of 143. Espedido, who held a commanding four-shot lead after an opening 70, launched a late charge with a birdie-eagle run from No. 16 to momentarily reclaim the lead. But a costly double bogey on the 18th saw her finish with a 74 for a 144 total – handing Dungca the victory.
Dungca’s final-round performance followed a clutch opening 74, which she capped with back-to-back birdies to gain momentum entering the final day of the 36-hole event organized by Pilipinas Golf Tournaments, Inc.
“I focused more on my short game,

Despite a strong finish from Espedido, Dungca said she didn’t feel any pressure.
“I just stayed relaxed, focused, and enjoyed the game,” she said, though she admitted frustration over two late bogeys due to shaky chip shots and putting.
Espedido’s title hopes faded early after she bogeyed the fifth and doublebogeyed the par-5 sixth. Though she birdied the 10th and fought back with a strong finish, the closing misstep on the last hole proved decisive. Venus delos Santos settled for third at 151 after a 76, followed by Penelope Sy who hit a late birdie to save an 80 and finish fourth at 164. Tyra Garingalao also carded an 80 to end up fifth at 167. With one leg remaining in the sevenstage Luzon series – set at Camp John Hay in Baguio City next week – the battle for the final three spots in the Elite Junior Finals in the girls’ 7-10 division is shaping up to be a thrilling finish.
PSC, Elite Link to roll out next-generation athlete platform
THE Philippine Sports Commission (PSC) and Elite Link., Inc. will soon launch a mobile application designed to empower the Filipino athlete globally, in a new partnership that signals a bold leap toward a new era of modern, data-driven sports management in the Philippines.
PSC chairman Patrick Gregorio forged an agreement on Tuesday with Elite Link, Inc., a technology company based in Delaware, United States, for the creation of a digital database and recruitment platform connecting Filipino athletes across all sports and competition to support talent identification and development efforts of the PSC and National Sports Associations (NSAs). Through the app, athletes can register, upload and update their personal profile, statistics, credentials, achievements, and performance highlights for visibility and monitoring by verified coaches, scouts and recruiters, showcasing Filipino athletic talent on a global scale.
“This partnership with Elite Link is a beautiful gift for Philippine sports. It is a chance for our young, talented athletes to find their communities, to discover oppor-
tunities, and to realize their potential. This is a great generosity that I am sure future champions will honor with their success.,’’ said Gregorio after signing the Memorandum of Understanding (MOU) at the Wildflour Restaurant at Rockwell in Makati City.
“We are proud to sign this MOU and join forces with the Philippine Sports Commission to empower the next generation of Filipino athletes. With the Elite Link app, we are creating a game-changing digital platform where athletes can connect with peers, train with specialized coaches, secure sponsorships, join teams, showcase their skills, and get noticed by scouts and recruiters — all while accessing opportunities to compete in sporting events at every level,” said Elite Link President and CEO Guillaume Lucci.
“Our mission is to transform the sports ecosystem into an inclusive space that offers equal opportunities for athletes from grassroots to professional ranks,” he added.
According to Lucci, they will design, develop, and manage a secure, scalable, and user-friendly mobile application—crafted with the needs of Filipino athletes at its core, yet built with global readiness and appeal to
connect with athletes worldwide, fostering a richer and more diverse sporting exchange.
“On behalf of the entire Elite Link team, we thank the PSC for their steadfast dedication to advancing Philippine sports and for standing firmly behind our athletes as they chase their dreams,” said Lucci.
Data protection mechanisms and authentication will be installed to ensure secure access and integrity of athlete data. PSC will be given basic data insights and analytics through a dedicated dashboard to assist in their implementation and oversight of an integrated amateur sports promotion and development program for the country.
“White Cloak Technologies is proud to apply our deep expertise in mobile and web development to the Elite Link project. Leveraging our experience in building scalable architectures, secure data environments, and intuitive user interfaces, our team has been hands-on from concept to code, ensuring the platform meets the highest standards of performance and reliability,” said White Cloak Technologies in a statement.

PLDT shifts focus to final hurdle— Chery Tiggo
WITH perhaps the biggest stumbling block to its dream Premier Volleyball League title now cleared from its path, PLDT shifts its full focus to the final hurdle – one that will challenge not just its skills, depth and firepower, but more so, its character.
“Siguro more of, move on agad dito sa panalo. Nandiyan rin ‘yung Chery (Tiggo) sa Finals dahil trinabaho rin nila. Maayos rin yung tao nila. Nakabalik narin sila Imee (Hernandez) tapos maganda rin ‘yung na-pick up nila from Draft, (tapos) may Ara (Galang),” said PLDT head coach Rald Ricafort after his High Speed Hitters rallied from 1-2 set down and overpowered the Creamline Cool Smashers in Set 5 in their heated semis clash Tuesday.
“Malaking bagay talaga na makapag-prepare, maka-move on at makafocus ulit kami against Chery na,” he added. Indeed, the High Speed Hitters have marched into the one-game finale of the PVL On Tour unbeaten, their rise driven by hard work, grit and a willingness to adapt. But all that could quickly fade if they falter against a Chery Tiggo squad hungry to reclaim its place atop the league. PLDT’s route to the finals hasn’t been without adversity. From surviving a dramatic five-set duel against the Cool Smashers – highlighted by Savi Davison’s 34-point eruption – to enduring off-court challenges, including being stranded during the Habagat onslaught, the team has been tested in every way imaginable. And every test, they’ve passed.
What makes PLDT’s rise particularly impressive is its overwhelming firepower and balanced rotation. The return of Davison has given the High Speed Hitters a true offensive anchor – a go-to scorer capable of breaking games open with her explosiveness and range.
But even in the Fil-Canadian’s absence, PLDT proved it was no onewoman show.
At the net, the trio of Majoy Baron, Mika Reyes and Kim Dy has formed a fearsome wall, turning PLDT’s frontline into a near-impenetrable fortress. Dy’s renewed health and form add another layer of offense, while Kim Fajardo, with her veteran poise, runs the plays with precision and vision.
Complementing the core is Kath Arado, one of the league’s most consistent liberos, whose stability and digging prowess give PLDT transition opportunities off every rally. And when the starters need rest, the bench steps up – no hesitation, no drop in quality.
It’s a roster that has everything: power, depth, chemistry and momentum. But standing in PLDT’s way is a team that knows exactly how to win when it matters most.

Yoon champions tech-driven golf at Solaire
AS golf evolves beyond the traditional fairways, LPGA rookie Ina Yoon finds herself at the forefront of a game-changing movement – both on the course and in the digital space.
The 22-year-old Korean rising star, already a two-time winner on the Korean LPGA, made a striking appearance yesterday at the launch of the Solaire Virtual Golf facility inside the new Solaire Sports Club in Entertainment City, Parañaque. While still in search of her first Top 10 finish on the LPGA Tour after 16 starts, Yoon remains confident and charismatic – a symbol of a generational shift in how golf is experienced, practiced, and enjoyed.
“I think technology is very good. Whenever I practice in virtual golf, it’s always better to be indoors,” Yoon said through an interpreter. “When I go to tournaments, it’s very helpful. It’s similar. Back then, technology wasn’t as advanced as now. The stats today are much better and more accurate.” She added, “I prefer that beginners start playing golf indoors so they can focus more on their swing, rather than being distracted by outdoor elements.”
A self-confessed fitness enthusiast and wellness advocate, Yoon embodies the modern athlete: performance-driven, innovation-embracing, and lifestyle-aware.
Her presence at the launch coincides with a growing global trend – Virtual Golf is transforming the sport’s accessibility and appeal, offering new ways for people to connect with the game.
With the unveiling of Solaire’s state-of-the-art indoor golf facility, golfers of all levels now have access to a hyper-realistic, weatherproof experience powered by cutting-edge technology.
The simulators offer real-time swing feedback, precision shot analysis, and stunning visual recreations of iconic golf courses around the world. Multiplayer modes add a social dimension, ideal for group practice or friendly competition.
“Indoor simulators are a great addition to any player’s practice,” Yoon said. “And when the weather doesn’t allow outdoor play, golf lovers can still come here, evaluate their swings, and improve.”
PH to seek clarification on SEAG eligibility rules
By Peter Atencio
TThe Philippine delegation’s chef de mission, Dr. Raul Canlas, said this a week before he attends a CDM meeting in Bangkok on Aug. 19. Canlas explained organizers will implement FIBA rules in the men’s basketball, women’s cagefest, and in the 3x3 events.
This means participating countries will be allowed to field national teams with only one naturalized player.
Under the same rules, dual citizens are required to have the passport of the country they choose to represent by the age of 16 to be considered a local.
This may mean that the Philippines, under coach Norman Black, will have to assemble a different roster and with more local talent involved.
“We are still clarifying some qualifications that they are doing in basketball,” said Canlas.
In previous SEA Games editions, host Cambodia brought in naturalized American players Darrin Dorsey, Darius Henderson, Dwayne Morgan, Brandon Peterson, and Say-
Jalandoni leads PH Silat team to strong showing at Asian tilt
By Randy M. Caluag
MITZ Jalandoni secured the sole gold medal for the Philippines at the recent Asian Pencak Silat Championships in Vietnam, headlining a strong performance that also yielded 5 silvers and 12 bronze medals for the national team.
The 27-year-old from Iloilo showcased her mastery in the Solo Creative event to claim the top honor. Her success didn’t stop there -- she also partnered with Shara Jizmundo to win a silver medal in the Ganda (Double) Female event.
This impressive dual-medal haul by Jalandoni helped lead the country to a remarkable showing.
This achievement is particularly significant for Jalandoni, as it compensates for the exclusion of her events from the most recent Southeast Asian Games in Thailand. Now in her sixth year with the national team, she has already set her sights on the 2026 World Championships.
The team’s success was widespread, with 17 of the 26 participating athletes bringing home medals. The five silver

A delegation of more than 1,600 athletes is now preparing for the biennial meet, set from December 9 to 20.
Games will be held at the Bangkok Metropolitan Region and in the provinces of Chonburi and Songkhla, Thailand.
Among the players expected to be called up for national team duty are Philippine Basketball Association cagers like San Miguel Beer’s June Mar Fajardo and CJ Perez, Meralco’s Chris Newsome, Barangay Ginebra’s Japeth Aguilar, Scottie Thompson, Troy Rosario, RJ Abarrientos and TNT’s Calvin Oftana.

Rebisco Extreme brings ‘Fencing for All’ to life in free grassroots camp
A FREE two-day fencing camp backed by Rebisco Extreme and led by Filipino-Ivorian Olympian Maxine Esteban drew more than 50 youngsters in Manila on Aug. 9–10, underscoring a push to make the sport accessible beyond elite circles. Dubbed “Be the Next Fencing Champ,” the community camp was run entirely by volunteer coaches and staff as part of Rebisco’s advocacy for inclusive youth sports.
“This isn’t just about fencing—it’s about opening doors,” said Enrique Lucero, of the Rebisco Extreme brand team. “We believe every child deserves a chance to fall in love with sports, regardless of background.” Esteban — who personally organized the event — said the effort was her way of giving back.
“Fencing changed my life, and I want these kids to see that it can change theirs too,” she said. “This is about giving back and paying forward.” Aligned with the International Fencing Federation’s “Fencing for All” vi-

NGCP announces higher transmission charges in August
By Alena Mae S. Flores
THE National Grid Corp. of the Philippines (NGCP) said Wednesday its transmission rates rose in August 2025, after the Energy Regulatory Commission (ERC) approved its maximum allowable revenue and allowed it to recoup under-recoveries from 2016 to 2022.
The company said a decrease in energy consumption from June to July also contributed to the higher rates, which would be reflected in end-users’ bills in August.
“The increase of the transmission rates is due to the new revenue of 58 billion pesos and the under-recoveries of 28 billion pesos, plus the decrease in energy consumption,” said Julius Ryan Datingaling, NGCP business and regulatory development head in a briefing.
NGCP’s transmission rates increased to P0.5923 per kilowatthour, up P0.1312 pesos from P0.4611 in June.
Ancillary services rates, on the other hand, fell to P0.5872 per kWh in July from P0.6182 in June, a decrease of P0.0310.
With other charges of P0.1439, the overall average transmission rates for the July billing period increased 9.25 percent to P1.3233 from P1.2113 per kWh in June.
The ERC earlier approved a fixed rate of P0.0384 per kWh to be implemented for 84 months, or until the P28 billion in under-recoveries is fully collected.
ADB approves $400-m loan to reduce PH hunger
THE Asian Development Bank (ADB) said Tuesday it approved a $400-million loan to the Philippines to help reduce hunger, food insecurity and poor nutrition as the nation faces escalating climate and disaster risks.
The project, called the “Reducing Food Insecurity and Undernutrition with Electronic Vouchers,” will support the government’s new flagship social assistance initiative, the Walang Gutom (Zero Hunger) Food Stamp Program.
The project will help finance monthly electronic food vouchers for 750,000 food-insecure households nationwide.
“With nearly half the Philippine population unable to afford a healthy and nutritious diet, food vouchers
are essential to help poor and vulnerable households meet their nutritional needs,” said Pavit Ramachandran, ADB deputy director general for Southeast Asia and concurrent country director for the Philippines.
“This project reflects ADB’s commitment to improving food security and nutrition so that all Filipinos can thrive,” said Ramachandran.
The Philippines’ high vulnerability to disasters further compounds the risk of food insecurity and malnutrition. The
country is in the Pacific Ring of Fire and Western Pacific typhoon belt, making it prone to frequent earthquakes, tropical cyclones, flooding, and landslides, which are projected to intensify with climate change.
Poverty and food insecurity contribute to undernutrition, with nearly 30 percent of Filipino children under the age of five stunted. Childhood undernutrition is estimated to cost the economy $8.5 billion annually, according to the ADB.
ADB said that aside from receiving electronic food vouchers, beneficiaries would attend monthly sessions aimed at promoting positive nutrition-related behaviors. The project also seeks to strengthen the government’s implementation capacity and systems for shockresponsive social protection.

THE United States Department of Agriculture (USDA) has lowered its forecast for the Philippines’ rice imports this year by 500,000 metric tons (MT) to 4.9 million MT, following a 60-day import ban ordered by the government.
The new projection, contained in the USDA’s latest global grains trade report, represents a 9-percent drop from its earlier estimate of 5.4
million MT.
The ban, ordered by President Ferdinand Marcos Jr., will take effect from Sept. 1 to Oct. 31 to stabilize local rice prices, the government said.
The move comes amid complaints from local farmers who say an influx of cheaper imported rice has pushed down the prices they can get for their crop.
Despite the reduction, the Philippines is still expected to remain the world’s top rice importer for the
THE Philippine government is close to finalizing a power subsidy package for Samsung Electro-Mechanics Philippines Corp. (SEMPHIL), paving the way for the company’s planned $1-billion expansion in Laguna province.
Philippine Economic Zone Authority (PEZA) director-general Tereso Panga said the formula and mechanism for the subsidy have been settled, with rates acceptable to both the government and the South Korean electronics giant.
“We’re set to endorse this to the Fiscal Incentives Review Board [FIRB] within the week,” he said, adding that the proposal would then be forwarded to Malacañang for
fourth consecutive year, according to the USDA data.
The USDA report also projected the country’s local rice output at 12.4 million MT for the 2024-2025 season and 12.3 million MT for the following year. This contrasts with the Philippine government’s target of over 20.46 million MT of unhusked rice (palay).
Data from the Philippine Statistics Authority (PSA) show that first-half output increased 6 percent year-onyear to 9.08 million MT.
presidential approval. Once cleared, PEZA will sign the registration agreement with SEMPHIL, which is targeting to break ground on the expansion by January 2026. Panga said the arrangement has been rationalized to keep the government’s fiscal exposure low.
The expansion is part of the Luzon Economic Corridor, a strategic initiative linking Subic Bay, Clark, Manila and Batangas to spur highvalue manufacturing and trade.
Under the CREATE MORE law, the project qualifies for a tailored incentive package, with processing fast-tracked as a priority investment.

THE Philippine government’s outstanding national debt is projected to surpass P19 trillion by end-2026, with the most the amount to be financed through domestic borrowing, according to documents released by the Department of Budget and Management (DBM). The government’s Budget of Expenditures and Sources of Financing for 2026 shows that the total outstanding debt might reach P19.057 trillion next year, a significant increase from the projected P17.359 trillion for 2025. In 2024, the country’s outstanding debt was P16.051 trillion. Data showed that at end-June 2025, the national government’s total outstanding debt amounted to P17.27 trillion. Total domestic debt reached P11.95 trillion as of endJune, while external debt jit P5.32 trillion.
The DBM said of the P19.057trillion projected national debt for next year, P13.28 trillion would be sourced from domestic lenders, with the remaining P5.78 trillion coming from foreign sources. To finance this, the government’s total gross borrowings are expected to be P2.682 trillion. The majority of this, P2.055 trillion, will be raised locally, while P627.104 billion will be sourced internationally.
The DBM said for domestic borrowing, the government plans to issue P1.995 trillion in fixed-rate treasury bonds and P60 billion in treasury bills. It said that for foreign borrowing, P263.292 billion would come from program loans, P61.712 billion from project loans and P302.100 billion from foreign bonds and other inflows.
The government’s P6.973 trillion for 2026 is equivalent to 22 percent of gross domestic product (GDP) and reflects a 7.4-percent increase from the 2025 budget of P6.326 trillion. The proposed 2026 national budget further integrates key measures to enhance climate and disaster resilience, reinforce social protection systems and deepen the devolution of basic services to local government units.

Stocks, peso climb on US inflation data
By Jenniffer B. Austria
LOCAL shares rose for the second straight trading day, closing above the 6,300 level on Wednesday, after US equities hit fresh record highs on softerthan-expected inflation data.
The benchmark Philippine Stock Exchange index closed at 6,325.09, up 35.24 points, or 0.56 percent. The broader all-shares index ended at 3,764.64, up 13.37 points, or 0.36 percent. The peso also strengthened to 56.72 to the US dollar on Wednesday, from 57.075 on Tuesday.
Regina Capital Development Corp. head of sales Luis Limlingan said expectations for a potential Federal Reserve rate cut next month were boosted after the U.S. inflation rate remained at 2.7 percent in July.
“Sentiment was lifted by the steady US inflation report which could influence the
Fed’s monetary policy and overall investor sentiment in the country,” Limlingan said.
Holding firms led sectors, rising 1.48 percent, followed by financials, which increased by 1.12 percent.
Services, on the other hand, declined 10.92 percent, while mining and oil dipped 0.17 percent.
Value turnover was robust at P9.24 billion. Gainers outnumbered decliners 103 to 91, while 58 stocks were unchanged.
Shares of BDO Unibank Inc. jumped 4 percent to P143.80. The stock price of Universal Robina Corp. declined 2.54 percent to P80.55.
Markets rose Wednesday on growing hopes of US interest rate cuts after soft inflation data, with Japan’s Nikkei hitting a second record high in as many days.
The S&P 500 and Nasdaq finished at fresh highs Tuesday after US data showed a tamer-than-feared impact on prices from President Donald Trump’s tariff blitz.
That boosted hopes among that the US Federal Reserve and its embattled chief Jerome Powell will cut interest rates next month.
“Jerome ‘Too Late’ Powell must NOW lower the rate,” Trump said on Truth Social, while also threatening a “major lawsuit” over renovations to Fed buildings.
The US consumer price index reading for July showed annualized inflation at 2.7 percent, unchanged from a month earlier.
Investors calculated that the benign data was not enough to sway the Fed away from an expected interest rate cut next month.
“Stocks... took the (inflation) number as confirmation that September is shaping up to be the long-anticipated ‘insurance cut’ in an economy still treading water above the break-even line,” said Stephen Innes at SPI Asset Management. With AFP

CEBU Pacific (CEB) said Wednesday it is adding more flights to major domestic routes starting Oct. 26, 2025 to meet the expected surge in holiday travel.
The carrier, listed on the Philippine Stock Exchange as CEB, will increase its flight frequencies between Clark and El Nido to 18 times weekly and between Clark and Coron (Busuanga) to 17 times weekly.
Cebu Pacific will also operate more
flights between Cebu and Calbayog, offering greater flexibility for travelers to and from the Eastern Visayas.
From Manila, the airline will add flights to Butuan, Cagayan De Oro, Cebu, Dumaguete, General Santos, Iloilo, Pagadian, Puerto Princesa and Zamboanga.
“With the peak holiday season fast approaching, we want to ensure that our passengers have more opportunities to spend time with their loved ones and enjoy their well-deserved breaks,” said Cebu Pacific president
GETTING friendlier with an economic powerhouse as India is a win win situation. With a market of nearly 1.5 billion people, India is an ideal trading partner and a foreign investment source that can significantly boost the Philippine economy.
The Philippines cannot ignore India’s rapid economic rise and its stature as the world’s fourth-largest economy. Its business interests in the Philippines have been here for decades. Indian-Filipino companies include Indo Phil Textile (1,800 employees), Global Steel (950 and 8,000 in Iligan), Hinduja Global (3,500) and Aegis People Support (over 12,000).
There are about 150,000 Indians residing in the Philippines. But the number of Indian-Filipinos, or Filipinos of Indian descents who have historical connections and have established themselves in the Philippines, is far greater.
Per the National Geographic, 3 perent of the average Filipino’s genes are of South Asian origin, which equates to nearly 3,300,000.
President Ferdinand Marcos Jr. must have been aware of this historical connection when he looked farther to southwest of Asia and embarked on a five-day visit to India early this month.

“By adding more flights on key domestic routes, we aim to make it easier for every Juan to travel to their chosen destinations,” said Lao. Passengers can book their flights through the airline’s multiple payment options, including credit and debit cards and e-wallets, it said. Cebu Pacific operates in 37 domestic and 26 international destinations across Asia, Australia and the United Arab Emirates.
President Marcos described his visit as the start of a “new beginning” in bilateral relations. He brought home $446 million in confirmed investments and announced that the trip opened the door for billions more in potential deals.
The official visit, marked by meetings with Indian Prime Minister Narendra Modi, President Droupadi Murmu and Indian business leaders, is undoubtedly a success. It opened a wide range of opportunities for cooperation in sectors from agriculture to digital technology, defense, maritime security, pharmaceuticals and training.
“The more we discussed possible areas of cooperation, the more we found… We have always had amicable relations for over 70 years, but now we will engage each other more aggressively in trade, supply chains, and industry development,” Mr. Marcos said.
India is one of the Philippines’ major trading partners, with bilateral trade reaching $3.53 billion in fiscal year 2023–2024, up from $3.05 billion the year before, based on data from the Indian Embassy in Manila.
The initial talks with India generated investment commitments worth about $446 million, with further opportunities valued at $5.6 billion to $5.7 billion.
Two major Indian investors also committed to create a combined 2,000 new jobs in the Philippines through expansion projects in the business process management (BPM) and healthcare sectors.
Hinduja Group, one of India’s largest conglomerates, pledged to generate at least 1,000 new full-time jobs in the business process industry by 2027.
The jobs are part of a $5-million expansion of its local arm, Hinduja Global Solutions (HGS). The company employs over 3,800 Filipinos and has invested more than $50 million since entering the Philippine market in 2003.
Meanwhile, NephroPlus, Asia’s largest dialysis network, announced plans to expand from 39 to 150 clinics nationwide by 2028, creating about 1,000 new jobs and widening access to renal care in underserved provinces.
The $50-million investment plan includes the local manufacture of dialysis supplies and the establishment of a training academy for Filipino hemodialysis nurses.
Attracting Indian tourists to Boracay and other exotic destinations in the Philippines is another gold mine that the Philippines can pursue.
The Philippines has just relaxed visa rules for Indian travelers as part of efforts to boost foreign arrivals and tap highgrowth tourism markets.
Indians holding valid visas from the US, Japan, the UK, Australia, the Schengen area, Canada and Singapore can now enter the country visa-free for up to 14 days, says Special Assistant to the President for Investment and Economic Affairs Secretary Frederick Go
“Tourism has always been one of the lowest-hanging fruits for our country to maximize, and I have long pushed for it, even back when I was still presidential adviser. Almost every country in the world now offers online visa applications, and we must keep pace if we want to compete,” Go added.
“With access now to 1.5 billion people in India, we can be looking at major tourism numbers,” Go said, citing the October launch of Air India’s direct Manila–New Delhi flights, the first in years. The route is expected to cut travel time from as long as 20 hours to just six hours.
President Marcos’ state visit to India is bearing fruit this early. India is a friendlier nation that we should cultivate more.

Concrete Stone teams up with GETO of China to build P1.36-b Bataan factory
CONCRETE Stone Corp. (CSC), a unit of listed-firm Asiabest Group International Inc., has teamed up with China’s Jiangxi GETO New Materials Corp. Ltd. to build a P1.36-billion manufacturing facility in Mariveles, Bataan, the companies said Tuesday.
The joint venture will develop a 40,000-square-meter industrial property to produce advanced formworks systems for the Philippine construction and infrastructure sectors.
The project will be managed by two new corporations: CSC-GETO Realty Corp. (CGRC), which will oversee the property and GETO-CSC Formworks Inc. (GCFI) which will operate the manufacturing facility.
CSC will provide the land and operational leadership, while GETO will
contribute technology, expertise and equipment, they said in a statement.
CSC is set to become a subsidiary of Asiabest Group International Inc. in the second quarter of 2026.
“We are setting the stage for a transformative industrial project that will boost local employment and enhance construction efficiency,” said Concrete Stone chairman Francis Lloyd Chua. Lian Jie, general manager of GETO International, said the partnership would also establish a production hub to “serve the broader ASEAN region.”

by 63.98 percent to P73.61 billion from P44.89 billion in June 2024.
The BSP attributed this to a significant increase in provisions for credit losses on loans and other financial assets, which grew to P84.19 billion from P51.38 billion a year earlier.
Michael Ricafort, chief economist at Rizal Commercial Banking Corp. (RCBC), said the rise in net earnings was driven by an easing non-performing loan ratio and improved asset quality.
He also cited stronger loan growth, trading gains from rate cuts by the BSP and the US Fed-
eral Reserve, and the country’s 5.5 percent gross domestic product growth in the second quarter.

CELINE Song crafted a good film with Materialists (2025), which I’m unsure whether to categorize as a rom-com or a horror movie. Or better yet, a combination. The script is fiendishly clever, which proved to be catnip to a very dedicated cast. When I say dedicated, I mean that the lead actors—Dakota Johnson, Chris Evans, and Pascal—are dedicated to generating a vast distance from the usual tropes of characters they play and the public personas that envelope them.
This is an apt vehicle to show a range of their acting chops: from calculated coldness (Johnson), rakish fragility (Pascal), to (my pick for the biggest surprise of the lot) utter vulnerability (Evans). The movie follows a modern-day matchmaker (Johnson) as she navigates depravity and desperation, buoyed by enthusiasm in a gritty and cynical New York City. But the undergirding notion of this movie is the fundamental materiality of partnership. The word “romance” is not bandied about here, but pairing up is ultimately transactional. Everything is reduced to mathematics for the wizened matchmaker. The script is hilarious and whip-smart, which should make the more discerning viewer do a double-take and think, “Wait, did she say that?” Matchmaking as a business has been in existence since the dawn of history, with records dating back to ancient times. This is perhaps the point of “materiality”: not the focus on material goods, but the tangible connection throughout human history regarding partnerships. Pinoys will not like this movie despite the familiar faces. Most of the movie hinges on this cruel arithmetic—that kilig is not the point. It is not chemistry and magical happenstance, but resource access and allocation that are the point of investing to arrive at shared affections. This is why I asked if this were a horror film, because the emotional payoff comes at such a dizzying emotional shakedown from cynical truths—but truths nonetheless.
Some scenes are stylistically reminiscent of When Harry Met Sally (1989, directed by Rob Reiner, which many deem the ultimate romcom movie), particularly when characters look directly at the camera to reveal their secrets to a successful relationship. However, in Materialists when people look directly at the camera—and, in turn, the viewers—they discuss what they want from a partner. It is as if a human being can be assembled at will for them, provided one is willing to pay for it. This is the insidious point of Materialists: money. Or better yet, the energy money brings—or its absence brings—which is value. People are reduced to products with unique selling propositions. What can you bring to the table? Please take note of the words in this excellent script, such as a difficult-to-pair client being somebody with “no specialty appeal.”
Although I have mainly discussed the cruel aspects of math, Materialists offers a point of view on mathematics, which is the recognition of patterns, thus mitigating risks and failures. But that is the thing with love, right? It is never a comfortable equation. It is always friction.

RTISTS who have developed so much confidence in themselves can simply say they were born ready. They consistently rehearse, have all the time to polish their acts, and are regularly exposed to live gigs.
But what about those who are not yet ready and are put in a situation to showcase something in front of a live audience?
For performers who have experience doing it live and possess some kind of skill but find themselves feeling unprepared and rusty for whatever reason, there’s only one way to deal with the matter: go do it.
Last Saturday, I found myself in a no-choice spot and had to come up on stage at Noypitz Bar & Grill in the city of Rancho Cucamonga, Southern California, to perform a song. I was there with family and friends celebrating my sister Bea’s birthday. She asked me if I could perform a song from the ‘80s that she likes, and the featured band of the night welcomed the idea of backing me up, even allowing me to borrow one of their guitars.
The song in question is “I Just Died In Your Arms,” the signature song of the band Cutting Crew.
I could have declined and said I was not prepared. But I felt the occasion was extra special for my sister, as my other siblings and our mother were there, too. Kuya Boyet, the oldest in the brood, also asked me to perform on stage if there would be an opportunity. We were told the band could call someone from the
audience to sing.
So, toward the end of the party, when many of the guests had already gone home, the singer in the band called my name— mispronounced, as often happens when people meet me for the first time, so it’s not an issue for me. Despite this, I was sure he was calling me to go up on stage. That was the point when there was no turning back. I had to go up.
I told the crowd that I was not supposed to do that, but I would owe my sister a thousand dollars if I didn’t. One of the band members asked which key I was singing and playing the song in. With that, we started playing.
“I keep looking for something I can’t get. Broken hearts lie all around me…” I started singing after a couple of bars playing the two chords (Bm and A) to launch the tune.
The audience seemed pleased. A couple of guests recorded portions of my performance. Somebody messaged me that I did “a veteran’s move.” Another described my effort as “binasic,” which meant I made it look easy. In short, it wasn’t a bad performance.
Truth be told, being a performer or playing or making music, for someone with considerable experience or a track record, is like biking. You can’t be rusty. Even if you find yourself in a long lull, the moment you step on stage, you’re good to go. Your years of experience and the confidence you have chiseled through the years will come into play. It’s the passion and muscle memory that will keep you appearing and sounding ready.
That is why there’s no wasted gig in the past. I’ve been to live performances—back in the Philippines—with my bands Syato and The Pub Forties. I’ve recorded music for years, many of them my compositions. I’ve listened to various music genres, including those of the 80s, in line with my profession as a music journalist and my nature as a music lover.
For a time, my mates and I in The Pub Forties rehearsed “I Just Died In Your Arms” because I liked the song myself. We never got to play it live because of the pandemic, when bars were closed. What makes an impromptu performance special is that you’ve been ready for the moment—not on that day, but many moons ago. The Beatles were still undecided about going to the roof of the Apple Building right at the last minute. But they were ready. So, when John Lennon decided for the group to do it, it was easy for them to lock in. It may have been their best live performance. They’d been readied by the life they chose to live.

ID Lucero sees added meaning in his latest project, Posthouse
For the award-winning actor, the upcoming horror film is also a platform to talk about the wounds people carry, often without realizing it.
In the movie, Sid plays Cyril, a filmmaker from a family deeply rooted in the craft. Estranged from his daughter, portrayed by Bea Binene, Cyril finds himself reconnecting with her through a shared passion for film, setting the stage for events inside a mysterious editing house.
Sid said the story struck a personal chord. “It basically talks about scars that we can pass on. And sometimes you don’t even know that it’s there,” he said during the film’s grand media conference on Aug. 5 at Viva Café.
“We’re not aware of the generational scars that we have. That tends to dictate how we treat the people around us.”
The 43-year-old actor linked this theme to his own life and long-running advocacy for mental health awareness, an issue he has been weaving into his work over the last four years. He said his understanding of mental health evolved from the limited view he had growing up.
Sid Lucero frames horror role around mental health, family scars
“At that time, all I knew was ‘baliw’ or ‘hindi baliw.’ My personal experience has opened my eyes to how much it affects all of us, and how it has affected me,” he said.
Playing Cyril, Sid said, gave him an immediate starting point because of their similarities. Like his character, he also comes from a filmmaking family and is a father to a daughter who lives with her mother.
“There was really something to dive off from because it was already personal from the start,” he said.
That personal connection, he added, made him more invested in how the role was portrayed.
He noted that even in projects where mental health isn’t directly part of the script, he looks for ways to bring the subject in, especially on television.
“Since I’m often cast as the bad guy, I get to put some input on how I want to do it,” he said.
The film, directed by
inspiration from lost silent films.
While the plot carries supernatural elements, Sid believes its underlying message on inherited trauma and emotional wounds will resonate with audiences.
“At this point in my life, I’m very much aware of how my parents’ scars have been passed on to me and how I have affected other people around me because of those scars,” he said. “That’s why it’s such an advocacy for me to do these things.”
The actor said he hopes viewers will leave the theater with more than just a fright.
“It definitely has something to say,” he said. “And if it gets people to think about the things we carry and how we pass them on, then it’s worth it.” The film opens on Aug. 20 exclusively in cinemas.

All-in-one health and wellness app launches new self-care campaign
mWell has partnered with singer Regine Velasquez for the “Gift of Wellness Exclusives,” part of its “I Am Well” campaign promoting the importance of self-care and encouraging Filipinos to prioritize both mental and physical health.
The Asia’s Songbird, who previously lent her voice to the campaign’s anthem, worked with the health and wellness mega app to create a curated set of wellness wearables offered at discounted prices.
The collection includes special edition Regine watches, designed to track blood pressure and physical activity, and the mWell ring, which monitors sleep quality. The devices are intended to support rest and renewal.
“Taking care of yourself both in mind and body is the first step to caring for everything else. Let your gift to self be one that fills you up because you cannot pour from an empty cup,” Regine said.
mWell president and CEO Chaye Cabal-Revilla, who also serves as chief finance, risk, and sustainability officer of Metro Pacific Investments Corp., said the initiative aims to make wellness “wearable and affordable” while inspiring Filipinos to monitor their health daily and prevent chronic diseases.
The “Gift of Wellness Exclusives” is available on the mWell website, eShop, Shopee and TikTok shop. Customers can choose between the special edition Regine Power or Prestige watch and pair it with the mWell ring at discounted prices.
Each purchase included a chance to win tickets to the SuperDivas concert, held Aug. 8 and 9 at the Smart Araneta Coliseum, and signed merchandise from the Songbird.

Lessons on health, movement, and mindset from a day of wellness talks
ON JULY 27, I spent an entire day at the Manila Peninsula immersed in conversations about health, movement, and the science of feeling well. The Marie France Wellness Summit was neatly divided into four main topics: lifestyle and nutrition, movement and fitness, hormones, and stress and mental health.
Estrada
Hosted by Issa Litton and attended by familiar faces like Mariel RodriguezPadilla, Bernadette Allyson, Gela Laurel, Polo Ravales, Brent Javier, Mikaela Lagdameo, Amanda Griffin, and Gary , the program was anchored by the Marie France team and a lineup of wellness experts who shared insights that were equal parts science and practical advice.
Marie France, I learned, was the first
to introduce non-invasive weight-loss procedures in the Philippines. In 2013, they expanded their services by bringing in nutritionists, helping clients build a healthier relationship with food. That move felt ahead of its time, especially now that “healthy” has become the new definition of sexy.
The summit also touched on biohacking—a millennial-fueled selfimprovement trend that uses technology to manage stress and burnout. Think cold
in the gut, not the brain, which is why gut health can influence mood and overall well-being On movement, the message was simple but powerful: “Movement is medicine.” Muscle is the foundation of metabolism and an organ of longevity.
The problem is, muscle mass naturally declines after age 30. Building lean muscle is key to staying metabolically healthy, and experts pointed out that “obesity, at its core, is a disease of the muscle.” Exercise, they stressed, should never feel like punishment—it’s about preserving our ability to move and live well.
The day’s sessions left me thinking about health not as a checklist, but as a set of daily decisions that stack up over time.
water therapy, intermittent fasting, red light therapy, and breathwork.
In contrast, lifestyle medicine focuses more on nutrition and daily habits. Both approaches share the same goal: improved well-being.
One of the main takeaways for me was how lifestyle medicine is now considered the foundation of healthcare. It’s an evidencebased, clinical approach that supports long-term behavior change, built on six pillars: nutrition, exercise, stress management, substance control, sleep, and relationships. The striking statistic? Nutrition accounts for 80 percent of it.
One fascinating fact that stuck with me was that serotonin, otherwise known as the happy hormone, plays a big role in regulating mood, sleep, digestion, and even how we perceive pain. About 95 percent of serotonin is actually produced
Make HIV testing accessible, stigma-free
By Angelica Villanueva
TELEHEALTH platform
KonsultaMD has partnered with Southstar Drug and Faberco Life Sciences to roll out HIV self-test kits in the Philippines, aiming to make testing more accessible, discreet, and stigma-free.
In a ceremonial signing held on Aug. 6, the initiative aims to encourage early detection and prevention by combining e-commerce, pharmacy access, and telehealth.
“This is a real and growing crisis. Healthcare must meet people where they are—with empathy, with dignity, and with urgency. We are making prevention and support more accessible, more compassionate, and more personal than ever,” said Rina Tadiar, head of consumer at Metro Pacific Health Tech, which operates
KonsultaMD.
Under the partnership, users can purchase FDA-approved Mylan HIV self-test kits through the KonsultaMD app’s Pharmacy section. Customers can choose to have the kits delivered in discreet packaging or pick them up at selected Southstar Drug branches.
“The whole process can be done privately and conveniently. Even the packaging is discreet, because we understand the fear of being judged,” Tadiar added.
The collaboration also integrates medical guidance into the process.
Teleconsultations with KonsultaMD doctors trained in HIV 101 and motivational counseling are available for individuals who take the test. The goal is to ensure proper guidance and to connect users to further care if needed, including preventive options such as pre-exposure prophylaxis (PrEP).
development, Faberco Life
Faberco Life Sciences, which holds the license for the Mylan HIV self-test kit in the Philippines, highlighted the importance of self-testing in breaking down barriers.
“Self-testing empowers individuals to take charge of their health without fear of discrimination. It’s about giving people choices and control,” Faberco managing director Ashley Ng shared.
Southstar Drug, one of the country’s largest pharmacy chains, will serve as
a key distribution partner. General manager Thaddeus L. Sanchez said making the kits available through both online and in-store channels can help normalize HIV testing.
“For many, going to a clinic for an HIV test is intimidating. Having the option to order online or pick up in-store encourages early action and helps normalize testing,” Sanchez stated.
Dr. Carlo Carrillo, medical information director at KonsultaMD,
stressed that fear and stigma remain among the biggest hurdles to HIV prevention.
“Knowing your HIV status is a powerful step in taking control of your health. With teleconsultations built into the service, we ensure that people have access to proper guidance and care—no judgment, just support,” Carrillo explained.
The Department of Health (DOH) has reported a steady rise in new HIV cases in recent years, with young Filipinos among the most affected. While traditional clinic-based testing remains essential, advocates say self-testing can complement existing services by reaching individuals who might otherwise avoid testing altogether.
“This is just the start. Our goal is to create a seamless, end-to-end healthcare pathway—from awareness and early detection to consultation, treatment, and ongoing support—so no one feels alone in this journey,” Tadiar added.
By leveraging KonsultaMD’s telehealth platform, Southstar Drug’s retail reach, and Faberco’s product expertise, the partnership hopes to reduce barriers to testing and foster a culture where HIV awareness and prevention are part of regular healthcare practices.
