Friends of Our Lands Manzanar or “Apple Orchard”: An idyllic name for a place that witnessed much suffering

It was like an immigration raid.

The difference is that the people who were being rounded up were not foreigners but mostly American citizens—they just happened to be of Japanese descent at a turbulent time: only two months after Japan had bombed Pearl Harbor on December 7, 1941, hurling the United States into World War II.

Japanese Americans were unjustly found to be guilty by association.

Executive Order 9066, issued by President Franklin D. Roosevelt on February 19, 1942, authorized the evacuation from the West Coast of the United States of all persons considered to be a threat to national security. In the next six months, more than 100,000 men, women, and children of Japanese descent were moved to assembly centers in the interior of the country. While the places where they were sent were euphemistically called “relocation centers,” they were actually internment camps located in faraway, windswept desert locations.

The people were only allowed to take what they could carry with them. Many sold appliances or whatever they could at dirtcheap prices to neighbors or anyone who could benefit from rushed deals. Many who were business owners lost everything when their shops were looted. Pet owners had to say goodbye to their beloved animal companions that were not allowed to come with them.

Manzanar War Relocation Center, just 6 miles south of Independence, the Inyo County seat, was one of 10 camps in the Continental U.S. where the government incarcerated Japanese American citizens as well as Japanese immigrants ineligible for citizenship during World War II.

Today this relocation center is called Manzanar National Historic Site and is managed by the National Park Service. According to the official website, nps.gov/manz, “exhibits include historic photographs and audiovisual programs, artifacts, and a scale model of Manzanar War Relocation Center crafted by people formerly incarcerated at Manzanar. A large [floor to ceiling] graphic includes the names of over 10,000 Japanese Americans who spent all or part of World War II at Manzanar.” Lots to discover (or to unearth)

About two weeks ago, I had the opportunity to take a private tour of the grounds of Manzanar organized by the Maturango Museum in Ridgecrest, and led by the Manzanar Cultural Resources Program Manager, Jeff Burton.

I joined about 30 other people who participated on this archeological tour on a beautiful sunny day that nonetheless was not without wind. It can be very windy in Manzanar. We walked for part of the tour and also drove, as the entire area of Manzanar is one square mile, and there are paved roads designed to allow visitors to comfortably drive to and park near the different remains of structures, replicas of buildings and Japanese gardens that are being restored.

I had been to Manzanar before, but I learned some really startling things on this visit.

Of the more than 112,000 persons of Japanese descent who were incarcerated in 10 war relocations centers in the Continental U.S., two-thirds were U.S. citizens. About 80 percent of those detained were living in California at the time they were rounded up.

Two of the five largest relocation centers were in California. Tule Lake, near the Oregon border, housed almost 19,000 detained persons, and Manzanar more than 10,000. The other eight centers were in the states of Arizona, Colorado, Utah, Idaho, Wyoming and Arkansas.

This archeological tour helped me to understand what became of Manzanar when World War II ended. After the incarceration camp was closed, the U.S. government sold a lot of the buildings. According to display panels at Manzanar, a number of structures became homes, motels and social halls in Owens Valley and Mojave Desert communities. Other buildings were torn down, and as one wanders the Manzanar grounds, one can still find lots of the rusted nails that once held the barracks together. (These and other objects, by the way, MUST NOT be disturbed and MUST BE LEFT WHERE THEY ARE for the sake of posterity.) Whatever was not dismantled was buried, and whatever was not buried, the wind took care of covering with dust and sand.

Manzanar was laid out army style with rows and rows of flimsy barracks—little better than field tents—made of tarred paper stretched over wooden frames. Their construction was rushed and crude, and let in the blistering heat in summer, the bone-chilling cold in winter, and the dust that was a constant year-round because of the incessant winds in the area. In fact, the Japanese name for Manzanar, written phonetically in Chinese characters, means “place full of sand.”

Meteorological Records 2023

Eastern Sierra, CA—It’s been labeled “the winter that just doesn’t want to end” by the National Weather Service, Reno, Nevada, and for many in the eastern part of California, it’s been “one of the heaviest—if not, the heaviest precipitation ever experienced in California,” according to CalMatters.org. With another storm due to arrive this week, weather-weary residents can only imagine what each of the nearly 13 atmospheric rivers, since last year, will mean to their daily lives. Many are struggling with unimaginable amounts of snow, some have suffered avalanche destruction of their homes, and many have suffered losses due to flooding...and the runoff hasn’t started yet. Some residents have been trapped in their homes (especially in southern California’s mountain communities), and the heavy snow fall kept them from being able to clear snow fast enough.

As the news stories unfold, the residents of the state of California are bracing for the possibility of more rain and snow into April. The California snow pack is rivaling the 1982-1983 winter (the largest on record), and the Department of Water Resources estimates the California snow pack is above the 200 percent mark. The southern Sierra Nevada range is 269 percent above normal; the central Sierra is 228 percent of normal, and the northern Sierra is 178 percent of normal. UC Berkeley’s Snow Lab, in the Central Sierra (Soda Springs), has records for the past 77 years, and some records date back to the Southern Pacific Railroad’s time, in the 1880s. The meteorological records show 1952 with 812 inches of snow, followed by 2023, with 677 inches (so far); 1983 records indicate 671 inches, followed by 2011 with 643 inches, and 1982, with 624 inches.

Massive Spring Runoff and Flooding Not a New Event in California

“Spring flooding,” says water experts, could be overwhelming, and people aren’t seeing the risks, and they are “seriously underestimating the risk.” Warmer temperatures and heavy snowfall cause rapid snow melt, which leads to a quick rise in creeks, rivers, lakes, and streams’ water levels. Bishop has overflow channels to help alleviate some of the snow melt. However, the other mountain communities are already overwhelmed with snow, much less the flooding to occur once the snow melt has started. Parts of Round Valley have remained flooded for weeks, with some Mono County residents (Paradise and Swall Meadows) having to drive the long, and tricky dirt road around Round Valley, just to get back on the paved road to their homes.

California’s Great Flood, a “megaflood,” took place from December 1861 to Janu-

ary 1862. It rained for 45 days straight, with parts of San Francisco, Los Angeles (66 inches of rain in two months), and San Diego being most affected. Some places in the Central Valley were under 30 feet of water. Sacramento traditionally suffers extensive flood damage, and Nevada also listed the Great Flood of 1862, as well as Oregon. Other notable flooding periods include 1938 and January 2005.

Today, Mammoth Lakes, CA is buried under an overwhelming amount of snow, and by some estimates, there could be 52 feet of snow around the town. Mono County is enduring its “coldest winter on record,” says Dawn Johnson, a meteorologist with the National Weather Service in Reno, Nevada. And, Reno, Nevada, has had the most snow days ever (since 1921-1922), with 32 days of snowfall. Reno has also had the 11th snowiest season (valley floor), and it hasn’t hit 65 degrees, since November 1, 2022.

Property damage includes structural failure due to snow loads, which are exceeding the common snow load abilities. For example, one cubic square foot of snow can weigh between four pounds (light and dry snow) and 20 pounds (very heavy wet snow), and ice build-up must be added to the overall weight. Most homes in the mountains are built to withstand about 20 pounds per cubic square foot. However, these same mountain homes cannot withstand layers of snow more than 30 feet high. And, at the end of the winter season, there could be a substantial number of homes which will be “red tagged,” as uninhabitable. Home propane tank explosions, due to snow loads on the propane tanks, have caused a number of homes in California to collapse, including the recent propane tank explosion in Mammoth Lakes, CA, at a luxury condo complex. This explosion caused five people (one critically injured) to become trapped and injured in the unit’s collapse under the weight of snow.

More snow is on the way, and residents are advised to pay attention to the details of each storm. Remain vigilant in snow removal, especially fire hydrants and propane tanks. These emergencies are being acerbated by the lack of snow removal by residents, or by second-homeowners’ inability to get to their homes and remove snow. Residents in the lower elevations need to stay vigilant for runoff and roadway and property flooding, which then creates a cascading series of natural disasters. Sand bags are available, and proper placement of sand bags can help divert the flood waters. Remember your neighbors property doesn’t need your flood waters and debris in their yards either, so plan according when placing your prevention measures.

California Invests Another $1.1 Billion to Continue Rebuilding Its Transportation Infrastructure

SACRAMENTO — The California Transportation Commission (CTC) last week allocated more than $1.1 billion for projects to repair and improve transportation infrastructure throughout the state. The allocation includes more than $533 million in funding from the federal Infrastructure Investment and Jobs Act of 2021 (IIJA) and more than $190 million in funding from Senate Bill (SB) 1, the Road Repair and Accountability Act of 2017.

“California and our federal partners are taking action now to create a safer, more resilient, and more equitable transportation future for all Californians,” said Caltrans Director Tony Tavares. “These visionary infrastructure investments are giving Caltrans the tools it needs to rebuild California.”

Locally approved CTC project:

· The Conway Ranch Shoulder project, just north of Lee Vining at State Route 167 to 0.4 miles north of Conway Ranch Road, has been allocated an additional $2.257 million to widen shoulders, install shoulder rumble strip, correct a compound curve, and improve a chain control area.

The IIJA, also known as the “Bipartisan Infrastructure Law,” is a once-in-a-generation investment in our nation’s infrastructure to improve the sustainability and resiliency of our energy, water, broadband and transportation systems. California has already received nearly $18.5 billion since the IIJA’s passage in November 2021.

SB 1 provides $5 billion in transportation funding annually that is shared equally between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.

and ironing, communal mess halls, a fire department, a newspaper, school facilities for the children, a morgue, a cemetery, even a sewage treatment plant, and most impressively, the largest hospital between Los Angeles and Reno, Burton said. During those years, 150 people died and 350 babies were born in Manzanar, he said.

According to Burton, Manzanar also had scores of gardens, including traditional Japanese gardens with ponds, which the nature-loving incarcerated residents built to make their detention more bearable. It was impossible to forget that they were prisoners. The entire detention center was surrounded by barbed wire fencing. There were eight guard towers with searchlights and armed guards.

Manzanar was the only relocation center that housed orphaned Japanese-American children—101 altogether, Burton said. There were dormitory facilities for the boys separate from those for the girls and infants. Visitors can see a replica of a two-swing set and a fenced play yard near a commemorative sign.

Incarcerated persons at all the detention centers had to complete a loyalty questionnaire. It asked them whether they would be willing to serve in the U.S. Army and also whether they would renounce their loyalty to the Japanese Emperor. Some people didn’t know how to answer those questions because, how could they serve for the military of the country that had betrayed them on the one hand, and on the other hand, how could they renounce loyalty to an emperor whom they had never been loyal to in the first place. Those who didn’t answer “correctly” were sent to Tule Lake. This created a lot of instances of family separation.

Visit Manzanar

Indeed, there is much to learn at Manzanar—not only about the unfortunate experience of Japanese Americans, but also about the Owens Valley Paiute, the original inhabitants of this land, and their tragic displacement after white settlers came.

“Everybody in America should visit this place at least once in their life to see what can happen if we let our guard down, if we let our prejudices get the better of us,” said Barbara Bane, Archeology Curator of the Maturango Museum, who organized our visit.

Admission is free to Manzanar National Historic Site, which is located at 5001 Highway 395, Independence, CA 93526. For information, or to talk to a park ranger, call (760) 8782194 x3310. The Manzanar grounds are open daily from sunrise to sunset, but the Visitor Center is only open from 9 a.m. to 4:30 p.m. It is closed Christmas Day. Unforeseen closures may occur due to severe weather and other factors.

There is plenty of free information available for visitors to enjoy a self-guided tour of Manzanar, including an educational film, lots of indoor and outdoor displays and informative panels, and an official brochure. The bookstore sells many books and souvenirs. For Spanish speakers there is much material that has been translated, as you can see in the photo—including the script of the educational film in its entirety. It is free but you need to ask for it at the counter inside the Visitor Center bookstore.

Coming Soon

The last Saturday in April (April 29 this year) offers a great opportunity for visitors. That is the date of an annual pilgrimage to Manzanar organized by the Manzanar Committee, which, according to its web page, manzanarcommittee.org, is “dedicated to educating and raising public awareness about the incarceration and violation of civil rights of persons of Japanese ancestry during World War II, and to the continuing struggle of all peoples when Constitutional rights are in danger.” This is an all-afternoon special event at Manzanar that usually begins at noon that day and includes speeches, traditional Japanese music and dance, and a solemn commemorative ceremony, Burton said. There is no charge to attend this event.

Maybe we’ll see each other there if you choose to go this year. Till then, let’s all continue to be friends of our lands. And may we never repeat the mistakes of the past.
