The fuel line lenders of the Puerto Rico Electric Power Authority (PREPA) asked the Title III bankruptcy court over the weekend to not include their “current ex penses” debt under a Financial Oversight and Management Board request for a summary judgment that seeks to dismiss the bondhold ers’ claims.
Cortland Capital Market Services LLC, SOLA LTD, Solus Opportunities Fund 5 LP, Ultra Master LTD and Ultra NB LLC are among the fuel line lenders who are owed about $700 million by PREPA. The fuel line lenders are one of the three major creditor constituencies in PREPA’s Title III proceeding. The other two are the bondholders and the so-called union parties (the Electrical Industry and Irrigation Workers Union, or UTIER, and PREPA’s Retirement System).
“There is no dispute that the Fuel Lines have full recourse against PREPA in the Title III case. The Fuel Lines also have an additional feature that differentiates them from the bonds. PREPA committed to the Fuel Line Lenders that the Fuel Lines would be “Current Expenses” under the Trust Agreement that governs the bonds,” the fuel line lenders said in a motion dated Nov. 25. “As ‘Current Expenses,’ the Fuel Lines were eligible and required to be paid out of the ‘General Fund’ before PREPA’s revenues were deposited into funds earmarked for payments on the bonds.”
Recently, the oversight board asked the bank ruptcy court to resolve as a motion for summary judgment or without a hearing whether the holders of PREPA bonds have a secured claim against the utility. The board says the bondholders’ claim is only guaranteed and limited by a sinking fund that has about $8 million. The bondholders argue that their $8 billion claim is a secure one.
The fuel line lenders say they are afraid a court ruling may impact their $700 million claim. They reminded the court that their litigation regarding the status of “Current Expenses” and their relationship to the bondholder claims has been stayed, and thus is not before the court at this time.
“The Fuel Line Lenders file this response to ensure
that issues of importance for future Current Expense litigation are not predetermined in a manner that would prejudice the Fuel Line Lenders,” they said.
The fuel line lenders said the court does not need to resolve any “Current Expense issues, including the distinction between a gross and net revenues claim, to resolve the core issue of whether the bondholders’ lien and claim are limited to specified accounts.”
The scope of the relief the bondholders have sought requires clarification, the fuel line lenders argued, because they want a more expansive ruling that could impact the current expenses dispute with PREPA.
The bondholders’ “recourse extends to all PREPA’s current and future revenues, and other moneys as they are or may become available, and is not limited to moneys deposited to the credit of the Sinking Fund or any other individual fund.”
The oversight board seeks a judgment disallowing the bondholders’ claim to the extent that it asserts a right to payment beyond moneys currently credited to the Sinking Fund, the fuel line lenders say.
“In sum, the question of whether the bondholders’ recourse or lien reaches PREPA’s revenues prior to the payment of Current Expenses should be unaffected by the Court’s ruling on these summary judgment mo tions, even if the ruling were to be in the bondholders defendants’ favor,” the fuel line lenders argued.
Consumer Affairs (DACO by its Spanish acronym) secretary-designate Hiram Torres Montalvo said Sunday that the agency he heads will be monitoring sales as sociated with Cyber Monday today.
“We recognize that this coming Monday, November 28, is one of the days when most of our consumers make their purchases through internet portals,” Torres Montalvo said in a written statement. “We want to urge all citizens who encounter some type of problem associ ated with the promotions offered by different online businesses during ‘Cyber Monday’ to contact our offices in order for us to evaluate them with the agility that is required.”

Cyber Monday, held first in 2005, is one of the busiest days of online buying and sell ing. According to data from Adobe’s Digital Economic Activity Index, in 2021 consumers in the United States, including Puerto Rico, spent $7.1 million on online purchases that day.
Torres Montalvo noted that since the COVID-19 virus pandemic, online purchases have assumed an increasingly prominent role in retail purchases made by consumers on the island.
“Our recommendation to consumers who
wish to benefit from the discounts at the various portals on the Internet is to make sure to read all the conditions related to these offers,” he said. “Also, it is important to note that DACO does not have jurisdiction over individual-toindividual sales, such as those made through sites dedicated to that type of transaction. The jurisdiction of DACO is over the businesses and the process of advertising and sales that is developed.”
Separately, Torres Montalvo said that only a fine was issued to a Walgreens pharmacy during inspections conducted in island stores related to Black Friday sales.
“It was because of a labeling issue that has nothing to do with sales and specials; it was basically an isolated incident,” he said at a press conference.
Torres Montalvo also said he believes that although there were not a lot of buyers in stores on Friday, shoppers turned out in larger numbers this year.
“We have to make the comparison per haps with 10 years ago when there were no such digital platforms to buy online,” he said. “So compared to recent years, it was more crowded.”
“To our surprise, televisions were again the most sought-after items since the early hours of the morning -- 70- and 75-inch TVs,” he added.
“The truth is that we have not had, on this Black Friday, much controversy in the stores,” Torres Montalvo said. “They have opened the doors for us, we have reviewed the inventories and they have all the products available.”
The island Housing Department an nounced Sunday that it will hold five public hearings to discuss changes to be incorporated into the Action Plan for the use of Community Development Block Grant Disas ter Recovery (CDBG-DR) funds in communities impacted by the 2019-2020 earthquakes and Tropical Storm Isaias.
“We continue to strengthen administrative strategies to effectively implement the funds available in the recovery of the south and the municipality of Mayagüez affected by the storm Isaias, so that the mayors of the most affected communities have a greater participation in the administration and management of the projects that will be carried out in the region,” Housing Secretary William Rodríguez Rodríguez said.
The hearings on the plan for the use of the $184.6 million allocated for the recovery of the southern and western regions will be
held today at the Ponce City Hall starting at 4:30 p.m., on Tuesday in the Yauco Municipal Legislature starting at 10 a.m., on Dec. 9 at the Bo Beach Community Center in Guayanilla starting at 10 a.m., and on Dec. 14 at 10 a.m. at the Ensenada Puerto Rican Club in Guánica and at 4 p.m. at Anastasio Ruiz Irizarry Cultural Center in Lajas.
The amendment to the plan includes unmet needs following Tropical Storm Isaias, a new needs assessment for the use of the mitigation fund reserve, and data on public outreach efforts and stakeholder engagement following the publication of the original ac tion plan.
The Housing Department opened a period for public comment on Nov. 4, after publishing the draft amendment to the action plan, still available on the page www.cdbg-
dr.pr.gov. That citizen participation effort, along with the feedback that the agency will receive in public hearings, will form part of the amendment that Puerto Rico will submit for the consideration of the U.S. Department of Housing and Urban Development.
Residents of Ponce, Guayanilla, Yauco, Guánica, Mayagüez, Lajas and Peñuelas are invited to participate in one of the coordinated public hearings.
“Citizen participation is a key component for affected communities to contribute to ef fective disaster recovery, so with the holding of the hearings we hope to see that citizens have taken this opportunity to hear key in formation about the investment of funds in their homes and their communities,” Deputy Secretary of Disaster Recovery Maretzie Díaz Sánchez said.
Interim Women’s Advocate Madeline Bermúdez Sanabria announced on Sunday a budget allocation of $250,000 to the Pre-Vocational and Industrial Institute of Puerto Rico, which will allow the nonprofit to continue offering services for victims and survivors of domestic violence, in the regions of Arecibo and Mayagüez, under the Safe House for Women and Children (CAPROMUNI) program.
Bermúdez Sanabria reiterated that it is important to high light and support the work of nonprofits and their programs, such as CAPROMUNI, because they are efforts that contribute to the daily struggle that is promoted from the Office of the Women’s Advocate (OPM by its Spanish initials) to eradicate domestic violence from Puerto Rican culture and society.
“With this assignment to the CAPROMUNI program, once again the public policy of Governor [Pedro] Pierluisi against gender-based violence is realized,” the interim women’s ad vocate said. “In this way, we ensure that the CAPROMUNI program can continue to provide a service that is crucial for victims of gender-based violence, as well as their children and other close family members, to be able to break out of the cycle of abuse and empower themselves, particularly through the shelter services that are also essential life-saving services. Gender-based violence is a social problem that harms women, their support resources and the people they are close to.”
Nilsa López Rivera, the founder and principal executive officer of CAPROMUNI, expressed appreciation for the effort by Bermúdez Sanabria and the entire OPM team to resuscitate the organization’s budget and keep its shelter open.
“CAPROMUNI is a program aimed at offering shelter and guidance to battered women and their dependents, so that they can overcome victimization resulting from gender-based violence,” López Rivera said. “Establishing and operating this program requires an effort that crosses organizational, public and private boundaries. This budget allocation allows us to
improve existing resources, coordinating and integrating services to reach women and their families more quickly and effectively, and maintaining the operation of the shelter.”
In addition to temporary shelter, CAPROMUNI offers to victims and survivors of gender-based violence crisis interven tion; mental health assessment and treatment; psychological services; individual and group counseling; legal advice and advocacy; infirmary services; and guidance and support in a safe, healthy and loving environment.
Bermúdez Sanabria stressed that the assignment joins other efforts by the central government administration to strengthen organizations that provide services to women who are victims of abuse. Those services include economic self-sufficiency projects for women of low and moderate income, sexual health programs and services, and reproductive as well as prevention and educational services with innovative strategies on gender-based violence and discrimination that are essential
for empowering women and their families.
Also under the open-call $1 million budget item from commonwealth funds under the Committee Against Gender Violence (PARE) assigned by the governor, vehicles and electrical generators are granted to shelters to ensure the provision of services to victims of domestic violence and their children 24/7.
Last week, organizations that presented proposals and met eligibility requirements were notified of the assignment.
“The priority for allocating this $1 million is aimed at support services to victims of gender-based violence that are offered by nonprofit, faith-based, community-based organi zations and specialized coalitions recognized for their track record in providing direct services to victims and survivors of gender-based violence,” the interim women’s advocate reiterated.
Other organizations benefiting from the assignment include the Hogar Nueva Mujer Santa María de la Merced, Julia de Burgos Shelter, Casa Ruth, Juana Colón Home for Support and Guidance to Women, Casa Pensamiento de Mujer del Centro, Vida Plena Community Services Center and San Juan Bautista School of Medicine. Also receiving support are the ALAS la Mujer Foundation, the University of Puerto Rico Río Piedras Campus School of Law’s Comprehensive Support Center for Victims, and the Support Center for Victims of Crime attached to Inter American University of Puerto Rico, among others.
Bermúdez Sanabria also announced that the OPM achieved the approval of another budget item of $350,000, which will allow the office to strengthen the direct services it offers to victims of gender violence in Puerto Rico.
She reminded the victims of domestic violence and abuse in any form that they are not alone. She also urged victims of domestic violence or assault to report their abuser and seek help, through Orientation Line A OPM Victims Of Domestic Violence: 787-722-2977.
“At OPM we are to support them,” Bermúdez Sanabria said.

The Federal Emergency Management Agency’s (FEMA) temporary Disaster Recovery Centers (DRCs) in Bar ranquitas, Jayuya, Lares, Loíza, Salinas, San Sebastián and Yauco will be closing permanently.
The Barranquitas DRC will close permanently at 1 p.m. on Wednesday, Nov. 30. Hours of operation will be from 8 a.m. to 5 p.m. today and Tuesday, and 8 a.m. to closing on Wednesday.
The Loíza, Salinas, San Sebastián and Yauco DRCs will close permanently at 5 p.m. on Wednesday. Hours of operation will be from 8 a.m. to 5 p.m. today, Tuesday and Wednesday. The Jayuya and Lares DRCs will also close permanently at 5 p.m. on Wednesday, with hours of opera tion from 9 a.m. to 5 p.m. today, Tuesday and Wednesday.
The other temporary FEMA DRCs will be operating from 8 a.m. to 5 p.m. from Monday to Saturday and closed on Sundays, unless otherwise stated. The Financial Oversight and Manage ment Board announced a revised schedule for the process of developing, submitting, approving and certifying the 2023 Fiscal Plan for the Commonwealth of Puerto Rico by February.
The fiscal plan is the long-term blueprint to ensure financial sustainability, efficient and affordable government services, and a more competitive economy.
The oversight board said the revised schedule allows the integration of more recent information regarding Puerto Rico’s macroeconomic environment, federal funding, and government revenues and expenditures.
“Incorporating this information into the 2023 Fiscal Plan will better underpin the FY2024 budget development process taking place in the spring of 2023,” the board said.
During the 2023 Fiscal Plan process, the oversight board said it expects to increase collaboration with the government. To that end, the board set up collaborative working groups with the government on a series of topics including, but not limited to, reve nue forecasting, broadband infrastructure, municipality-specific topics and Medicaid.
“We are hopeful that these working groups will contribute to a more collab orative certification process and enable a continuous dialogue toward strengthening fiscal responsibility and facilitating the conditions for economic growth in Puerto
Rico,” the oversight board said in a letter to Gov. Pedro Pierluisi Urrutia dated Nov. 23.
The oversight board said it hopes that enhanced collaboration during the fall of 2022 will allow for the resolution of potential differences prior to the governor’s submission
of a proposed 2023 Fiscal Plan to the board.
The revised schedule for the process of developing, submitting, approving and certifying the 2023 Fiscal Plan calls for the governor to submit a proposed plan by Jan. 13, 2023. The oversight board will then
send the government notices of violations by Jan. 24, 2023.
On Feb. 3, 2023, the governor will submit a revised proposed 2023 Fiscal Plan to the oversight board. On or before Feb. 17, 2023, the board will certify the 2023 Fiscal Plan.
When the history of American hardship is written in some distant decade, two recent events may capture the whipsaw forces of the age.
Child poverty fell to a record low. And the program that did the most to reduce it vanished.
The story of that temporary program — technically, a taxcredit expansion but more plainly a series of monthly checks to most families with children — was extraordinary in every way. A guaranteed income in a country long resistant to one, the ex panded child tax credit emerged from obscurity to win support from most of the Democratic Party, aided millions of low- and middle-income families during the pandemic and helped cut child poverty nearly in half.
Then it died, as President Joe Biden’s efforts to preserve it drew unified Republican opposition and the defection of a crucial Senate Democrat. Critics called the monthly payments of up to $300 per child an expensive welfare scheme that would deter parents from working by providing cash aid regardless of whether they had jobs.
The checks have ended, but the battle has not. Supporters say new evidence shows the payments lowered hardship and nurtured children without reducing parental employment. Some Democrats hope to revive payments to small groups of parents as part of a year-end tax deal, and despite Republicans taking control of the House in January, restoring the full program remains a long-term Democratic goal.
“It was soul crushing not to get it, but the commitment to the tax credit remains — absolutely,” said Maria Cancian, a for mer Obama administration official who is dean of the McCourt School of Public Policy at Georgetown University. “We’ve shown that we can get money in the hands of parents and really make a difference.”
Skeptics argue the payments’ six-month run was too brief to test whether the guaranteed cash weakened incentives to work, and they find the short-term benefits less impressive than supporters say.
“There was a meaningful reduction in material hardship, but the reduction has been exaggerated,” said Michael Strain of the American Enterprise Institute. “It’s much smaller than you would expect when hearing the phrase, ‘Cut child poverty in half.’”
Each side might find support in the experience of Thomas Horton and his wife, Pamela Mudge, who are raising three children in Pitcairn, Pennsylvania, outside Pittsburgh.
Horton, 38, and a teenage son receive disability benefits, which became the family’s main support after Mudge lost work at the start of the pandemic. Tax credit payments of $750 a month raised their cash income by nearly 50% and lifted them above the poverty line.
While most of the aid went to bills, Horton cited two breaks from frugal norms that lent the children a boost. One was a trip to Walmart, to quiet their classmates’ taunts over their thrift-shop clothes. Another was the family’s first vacation — a single night in a state park, where they pitched a borrowed tent and made s’mores. “I saw a happiness in my wife and kids I hadn’t seen in a long time,” he said. “I felt like father of the year.”
overall decline in child poverty reached 46%, a one-year drop without precedent.
Food insecurity among households with children also rea ched a record low, the Agriculture Department reported. Surveys have consistently found that the children’s payments reduced food hardship, variously defined, in some cases by 25% or more.
But some hardships seemed largely unaffected. Multiple studies found little or no impact on parents’ ability to pay rent, perhaps because housing payments are large. While supporters hoped the credit would boost educational or enrichment spending, a study that posed the question directly found it had not. And there was little impact on parental depression or stress, perhaps because payments expired too soon to address entrenched problems.
“The evidence is uneven,” said Elaine Maag, a researcher at the Urban Institute who helped conduct multiple studies. “But just because we didn’t see improvements in every aspect of someone’s life doesn’t mean we shouldn’t support a program that helped in some aspects. I thought people’s lives would be easier, and they were.”
At the same time, Horton acknowledged the payments’ end hastened his wife’s return to work — a point the program’s detractors would emphasize — and that her earnings roughly replaced the lost aid. (She works part time so she can assist with his care for a bone disease that has required several back opera tions.) Horton said she would have returned to work anyway and, had the payments continued as supporters hoped, the children would be better off.
“We’re back to the everyday struggle,” he said.
Many countries offer cash aid to subsidize child-rearing costs. But historically the idea gained little traction in the United States, where faith in upward mobility held greater sway and ra cial divisions slowed the growth of the welfare state. As recently as the 1990s, a Democratic president, Bill Clinton, eliminated guarantees of cash aid to poor families.
In part the growing interest in family aid is rooted in concerns about inequality. It also reflects science that showed the importance of the formative years and research (summarized in an influential 2019 report) that found government aid helps children advance.
An unlikely force accelerated the drive: a Republican tax cut. A 2017 law elevated the child tax credit by doubling its value and extending it to high-income families while keeping earnings requirements that denied the poorest one-third of children the full benefit.
Republicans argued that tax credits logically favor taxpayers, but Democrats saw inequity in a children’s policy that excluded children who most needed help. They sought to subsidize all poor and middle-class families, regardless of parental employment, and increase the benefit.
The pandemic offered the chance. The aid Biden won last year included six monthly payments (of $250 a child or $300 for those under 6) and a lump-sum payment for an additional six months that was paid this spring. Supporters had hoped that the program, kept temporary to limit costs, would prove too popular to lapse.

The payments’ effect on parents’ decisions to work has drawn extensive interest. One study found the aid coincided with an employment decline of 2 percentage points, though only among the least-educated parents. But least six studies found no change in parental employment, though a decline would likely take longer than six months to fully appear.
Scott Winship of the American Enterprise Institute argues that last year’s program has little predictive value because the conditions were so unusual, with short-lived payments, other forms of temporary aid, and a job market skewed by the virus. “Studying a six-month program in the midst of a pandemic just doesn’t give you much information,” he said.
But others say a real-world test that involved more than 60 million children is more rigorous than the small experiments that often shape policies. “It’s worlds ahead of the kind of evidence we usually have,” said H. Luke Shaefer, a researcher at the University of Michigan who found that hardships fell as soon as the payments started and rose as soon as they stopped.
Last year, Biden’s lengthy attempt to continue the payments failed to persuade Sen. Joe Manchin, D-W.Va., who criticized the program’s costs and said aid should be limited to parents who work.
Despite bets on its popularity, the program expired with little political backlash, and Democrats, accused of inflationary spending, said little about it in congressional campaigns. The credit reverted to its previous state: a $2,000 annual benefit that includes high-income families but fails to fully reach those in the bottom third.
Supporters of the credit often lament that the United States has higher child poverty rates than many advanced countries (with poverty defined as half of each nation’s median income). Zachary Parolin, a researcher affiliated with Columbia University, found that the expanded credit raised the American rank to 21st of 53 nations, from 40th — to a place beside Germany, rather than Bulgaria.
He was stunned when the payments ceased. “I had this theory that once the policy is there, there’s no way to get rid of it,” he said. “I was wrong — it’s gone.”

Former President Donald Trump on Tuesday night had dinner with Nick Fuentes, an outspoken antisemite and racist who is one of the country’s most prominent young white supremacists, at Trump’s private club in Florida, advisers to Trump conceded late last week.
Also at the dinner was performer Ye, who has changed his name from Kanye West and has also been denounced for making antisemitic statements. Ye traveled to meet with Trump at the club, Mar-a-Lago, and brought Fuentes along, the advisers said.
The fourth attendee at the four-person dinner, Karen Giorno — a veteran political operative who worked on Trump’s 2016 cam paign as his state director in Florida — also confirmed that Fuentes was there. Attempts to reach Fuentes through an intermediary Friday were unsuccessful.
In recent years, Fuentes, 24, has devel oped a high profile on the far right and forged ties with such Republican lawmakers as Rep. Marjorie Taylor Greene of Georgia and Rep. Paul Gosar of Arizona, largely through his leadership of an annual white supremacist event called the America First Political Action Conference.
A Holocaust denier and unabashed racist, Fuentes openly uses hateful language on his podcast, in recent weeks call ing for the military to be sent into Black neighborhoods and demanding that Jews leave the country.
It is unclear how much Trump knew of Fuentes’ welldocumented bigotry and extremism before their dinner.
Citing people close to Trump, some earlier news coverage of Ye’s visit to Mar-a-Lago had falsely reported that Fuentes did not attend the dinner.
During the dinner, according to a person briefed on what took place, Fuentes described himself as part of Trump’s base of supporters. Trump remarked that his advisers urge him to read speeches using a teleprompter and don’t like when he ad-libs remarks.
Fuentes said Trump’s supporters preferred the ad-libs, at which Trump turned to the others, the person said, and declared that he liked Fuentes, adding: “He gets me.”
In a statement Friday, Trump said: “Kanye West very much wanted to visit Mar-a-Lago. Our dinner meeting was intended to be Kanye and me only, but he arrived with a guest whom I had never met and knew nothing about.” The statement said
nothing about Fuentes’ views.
In a post later Friday on his social media website, Truth Social, Trump said that Ye “unexpectedly showed up with three of his friends, whom I knew nothing about.” He said the dinner took place “with many members present on the back patio. The dinner was quick and uneventful. Then they left for the airport.”
Early Friday evening, Trump made a third attempt at defending himself, saying that Ye had sought business advice from him, “expressed no anti-Semitism, & I appreciated all of the nice things he said about me on ‘Tucker Carlson.’ Why wouldn’t I agree to meet? I also, I didn’t know Nick Fuentes.”
Even taking at face value Trump’s protestation that he knew nothing of Fuentes, the apparent ease with which Fuen tes arrived at the home of a former president who is under multiple investigations — including one related to keeping classified documents at Mar-a-Lago long after he left office — underscores the undisciplined, uncontrolled nature of Trump’s post-presidency just 10 days into his third campaign for the White House.
A handful of Republicans, including at least one close ally of Trump’s, castigated him over meeting Fuentes and Ye.
“To my friend Donald Trump, you are better than this,” David M. Friedman, who was Trump’s longtime bankruptcy lawyer and then his appointee as ambassador to Israel, wrote on Twitter. “Even a social visit from an antisemite like Kanye West and human scum like Nick Fuentes is unacceptable. I urge you to throw those bums out, disavow them and relegate them to the dustbin of history where they belong.”
“This is just another example of an awful lack of judg ment from Donald Trump, which, combined with his past poor judgments, make him an untenable general election candidate for the Republican Party in 2024,” said Chris Christie, a former governor of New Jersey who is considering a candidacy of his own.
In a statement that did not name Trump but was issued
in response to the Fuentes dinner, Matt Brooks, CEO of the Republican Jewish Coalition said, “We strongly condemn the virulent antisemi tism of Kanye West and Nick Fuentes, and call on all political leaders to reject their messages of hate and refuse to meet with them.”
Jonathan Greenblatt, the CEO of the Anti-Defamation League, condemned Trump’s meeting with Fuentes.
“Nick Fuentes is among the most promi nent and unapologetic antisemites in the coun try,” Greenblatt said in a brief interview. “He’s a vicious bigot and known Holocaust denier who has been condemned by leading figures from both political parties here, including the RJC.”
Greenblatt added that the idea that Trump “or any serious contender for higher office would meet with him and validate him by sharing a meal and spending time is appalling. And really, you can’t say that you oppose hate and break bread with haters. It’s that simple.”
Fuentes, who attended the bloody farright rally in Charlottesville, Virginia, in 2017, is best known for running a white nationalist youth organization known as America First, whose adherents call themselves groypers or the Groyper Army. In the wake of Trump’s defeat in 2020, Fuentes and the groypers were involved in a series of public events supporting the former president.
At a so-called Stop the Steal rally in Washington in November 2020, Fuentes urged his followers to “storm every state capitol until Jan. 20, 2021, until President Trump is inau gurated for four more years.” The following month, at a similar event, Fuentes led a crowd in chanting “Destroy the GOP,” and urged people not to vote in the January 2021 Georgia Senate runoff elections.
On Jan. 6, 2021, Fuentes led a large group of groypers to the Capitol, where they rallied outside in support of Trump. The next day, Fuentes wrote on Twitter that the assault on the Capitol was “awesome and I’m not going to pretend it wasn’t.”
At least seven people with connections to his America First organization have been charged with federal crimes in connection with the Capitol attack. In January, Fuentes was issued a subpoena by the House select committee investigat ing the Jan. 6 attack on the Capitol seeking information about his role in it.
Christie speculated that hosting Ye and Fuentes served a desire particular to Trump: “He can’t stand not having attention all the time,” Christie said. “And so, having someone show up at his club — even if you believe that he didn’t know who Nick Fuentes was — and want to sit with him, feeds the hunger he feels for the attention he’s missing since he left the presidency.”
Ye, who ran for president in 2020 and has said he will run again in 2024, posted on Twitter a video in which he described the dinner. He claimed that Trump was “really impressed” with Fuentes.
Ye also said that he asked Trump to serve as his running mate and claimed that Trump spoke derogatorily about Ye’s ex-wife, Kim Kardashian.
The Walmart supervisor who shot and killed six of his co-workers at a store in Chesapeake, Virginia, last week purchased a pistol only hours before the massacre and left a note on his phone, in which he described planning to target some colleagues and spare others, according to details released Friday.
With loved ones of the victims con tinuing to mourn and a candlelight vigil planned by the city Monday, the note pro vided the first indication of what led to the eruption of workplace violence Tuesday night in a Walmart break room, where members of what has been described as a close-knit overnight team were gunned down.
As with a seemingly endless series of recent mass shootings across the coun try — through a Raleigh, North Carolina, neighborhood, at an Indiana mall’s food court, inside a Colorado nightclub — the employee’s ability to purchase the weapon and quickly use it provided yet another grim data point in the nation’s ongoing tug of war over gun violence.
President Joe Biden, speaking to repor ters on Thanksgiving Day, said he would press for new restrictions in Congress, particularly on military-style rifles.
Asked whether he could do anything about gun violence before Republicans take power in the House of Representatives next year, Biden said, “I’m going to try. I’m going to try to get rid of assault weapons.”
While such weapons have figured into several mass shootings in recent months, including at an elementary school in Uval de, Texas, and in a grocery store in Buffalo, New York, the gunman in the Chesapeake Walmart opened fire with a newly acquired 9 mm handgun.
“The gun was legally purchased from a local store on the morning of Tuesday,” Chesapeake city officials said in a statement, adding that the gunman “had no criminal history.”
Police found a box of ammunition as well as a receipt and other paperwork rela ted to the purchase of the gun, the city said. Officials did not say where the gunman had bought the weapon.
Police also said an analysis of a phone belonging to the gunman, identified as Andre Bing, 31, turned up a message that he called
a “death note,” in which he said employees at the store had mocked him and compared him to a serial killer. The phone was found at the scene, officials said when posting the message on Twitter.
In the message, the gunman said he would not kill an employee who had cancer because the gunman’s mother had died from the disease. “My God forgive me for what I’m going to do…” the note ended. Officials said that investigators were still trying to determine when the note had been written.
The massacre at the Chesapeake Walmart was the second high-profile mass shooting in the state in less than two weeks. Earlier this month, a student at the University of Virginia shot and killed three members of the school’s football team on a bus after a class trip.
“Too many families will have an emp ty seat at their tables at Thanksgiving and Christmas,” said state Sen. L. Louise Lucas, a senior leader in the Virginia Legislature. “My thoughts and prayers are with those families, but my actions will be working tirelessly to fix our gun laws until we stop this violence.”
Democrats in Virginia have enacted several new restrictions on gun purchases in recent years, including universal background checks. But based on the information that officials have released, it did not appear that any of the regulations would have applied to the Walmart gunman. Like most states, Virginia does not require a waiting period for firearm purchases.
Republicans in Virginia, who now con trol the House of Delegates, have not indica ted interest in pursuing further regulations, and Gov. Glenn Youngkin, a Republican, has said that if his party took control of the state Senate as well, he would back a repeal of some of the restrictions put in place by Democrats.
In the aftermath of the Walmart shoo ting, Youngkin said Wednesday that it was too early at that point to begin talking about what policies should be pursued in response to the recent violence.
“The investigation at the University of Virginia and this investigation are still active. We want to gather all the facts, and then make good decisions,” the governor said. A spokesperson for the governor did not add anything beyond those comments Friday.
Gun control advocates pointed to po licies that they said could reduce impulsive
shootings of the sort that appeared to have occurred in Chesapeake and at Atlantaarea massage businesses in 2021, such as licensing requirements or waiting periods for purchasing.
“Waiting periods can meaningfully reduce gun suicides and homicides,” said Allison Anderman, senior counsel and director of local policy at Giffords, which advocates for stricter gun laws. “If there is a mandatory period for people to reconsider their actions, they may consider a different course. But being able to acquire a very lethal form of killing when they’re in a period of crisis is not a good idea.”
Messages seeking comment from the National Rifle Association and Gun Owners of America were not immediately returned. The NRA, on its website, calls waiting periods “arbitrary impositions” that do not impede crime or suicide.
According to a witness, the Walmart gunman opened fire without warning after entering the break room where his co-workers had gathered as their 10 p.m. shift began. The first call came to police at 10:12 p.m., and officers entered the store about four minu tes later, authorities said. By that point, the gunman was already dead from what police have said was an apparently self-inflicted gunshot wound.
The victims included several employees who had worked with him for years — Randall
Blevins, Lorenzo Gamble and Brian Pend leton — and others who had more recently joined the staff, including Kellie Pyle and Tyneka Johnson. One victim was a 16-yearold boy identified Friday by authorities as Fernando Chavez-Barron.
Two people injured in the shooting remained hospitalized Friday, including one in critical condition, officials said.
Former co-workers said the overnight team at the store had formed a close re lationship but also recalled that Bing, as a supervisor, displayed some off-putting behavior. One former employee said that he could be aggressive. Another described him as “a loner.”
Shaundrayia Reese, 27, who had wor ked on the overnight crew, said that some on the team “did complain to the managers about Andre’s behavior.”
The note attributed to the gunman indicated a belief that at least one of his co-workers, whose names were redacted by police, had been “trying to get rid of me since day one” and that his phone had been “hac ked.” The note included several references to God, the Holy Spirit and Satan and suggested that the gunman had been concerned about having “social deficits” since he was a child.
In a statement in response to the release of the note, Walmart said Friday that “there is nothing that can justify taking innocent lives.”.
Commerce Secretary Gina Raimondo was meeting with students at Purdue Universi ty in September when she spotted a fami liar face. Raimondo beamed as she greeted the CEO of SkyWater Technology, a chip company that had announced plans to build a $1.8 billion manufacturing facility next to the Purdue campus.
“We’re super excited about the Indiana announcement,” she said. “Call me if you need anything.”
These days, Raimondo, a former Rhode Is land governor, is the most important phone call in Washington that many CEOs can make. As the United States embarks on its biggest foray into in dustrial policy since World War II, Raimondo has the responsibility of doling out a stunning amount of money to states, research institutions and com panies such as SkyWater.
She is also at the epicenter of a growing Cold War with China as the Biden administra tion uses her agency’s expansive powers to try to make America’s semiconductor industry more competitive. At the same time, the administration is choking off Beijing’s access to advanced chips and other technology critical to China’s military and economic ambitions.
China has responded angrily, with its lea der, Xi Jinping, criticizing what he called “poli ticizing and weaponizing economic and trade ties” during a meeting with President Joe Biden this month, according to the official Chinese sum mary of his comments.
The Commerce Department, under Raimondo’s leadership, is now poised to begin distributing nearly $100 billion — roughly 10 ti mes the department’s annual budget — to build up the U.S. chip industry and expand broadband access throughout the country.
How Raimondo handles that task will have big implications for the U.S. economy going forward. Many view the effort as the best — and only — bet for the United States to position itself in industries of the future, such as artificial intelli gence and supercomputing, and ensure that the country has a secure supply of the chips neces sary for national security.
But the risks are similarly huge. Critics of the Biden administration’s plans have noted that the federal government may not be the best judge of which technologies to back. They have warned that if the administration gets it wrong, the United States may surrender its leadership in key techno logies for good.
“The essence of industrial policy is you’re gambling,” said William Reinsch, a trade expert at the Center for Strategic and International Studies, a think tank. “She’s going to be in a tough spot
because there probably will be failures or disap pointments along the way,” he said.
The outcome could also have ramifica tions for Raimondo’s political ambitions. In less than two years in Washington, Raimondo, 51, has emerged as one of Biden’s most trusted Cabinet officials. Company executives describe her as a skillful and charismatic politician who is both en gaged and accessible in an administration often known for its skepticism of big business.
Raimondo says she is eager to lead the Commerce Department through its next chapter as it tries to build up America’s manufacturing sector. While the scale of the task is daunting, it so far has not fazed her. Colleagues and a family member describe her as having little aversion to conflict and say she is drawn to messy policy pro blems by an impulse to fix them.
Raimondo grew up in Rhode Island in a close-knit Roman Catholic family, raised partly by a brother 13 years her senior who recalled wrest ling with her and throwing her in the water at the beach.
She was “afraid of pretty much nothing,” said her brother, Dr. Thomas J. Raimondo, a pul monologist in Warwick, Rhode Island. “I think because we brought her up tough, but No. 2, she’ll enter a conflict figuring out, ‘How am I going to fix this?’”
In sixth grade, she was also deeply in fluenced by watching her father lose his job at the Bulova watch factory as American manufac turers began sending jobs overseas. The job was a source of her father’s pride and allowed him to provide for his family, and the loss sent him into a funk for years, Raimondo said in an interview. Her mother had shone in a job in human relations at U.S. Rubber, Raimondo said, but she was dis missed when she became pregnant, a common policy at the time.
As Raimondo grew up, manufacturers such
as Timex and U.S. Rubber shut their doors, and she saw Rhode Island’s schools and infrastructure begin to fray. The significance of these closures would resonate when Raimondo studied econo mics as an undergraduate at Harvard, where her professors fed her a “steady diet” of how trickledown Reaganomics had hollowed out the U.S. economy, she said.
It was also this decaying system — spe cifically, Rhode Island’s decision to slash public bus routes and library hours when budgets fell short — that ultimately drove Raimondo to leave a lucrative job in venture capital and run for sta te treasurer in 2010. There, she made changes to shore up the state’s pension system, clashing with unions and progressive Democrats in the process.
She was elected as the state’s first fema le governor in 2014. In that job, she introduced free community college and all-day kindergarten, repeatedly raised the minimum wage and cut business taxes. She also courted controversy by proposing a toll on commercial trucks to rebuild the state’s roads and bridges. In 2016, 18-whe el trucks circled Rhode Island’s State House for months, blasting their horns in protest and rattling the nerves of Raimondo’s staff.
Biden, then vice president, came to her de fense. He traveled to Providence to applaud her efforts and inspect a local bridge that he said was being held up by “Lincoln Logs.”
“Let the horns blow,” Biden said. “Fix the bridges and the roads.”
At Commerce, Raimondo has taken an active role in trade negotiations, at times overs hadowing the Office of the U.S. Trade Repre sentative, which traditionally crafts the country’s trade deals. She played an outsized role in some of the administration’s major legislative victories, including reaching out to executives to win their support for the infrastructure bill and leaning on her relationships with lawmakers and executives to get funding for the semiconductor industry put into law.
Raimondo has also presided over the most aggressive use of the Commerce Department’s regulatory powers in a generation. While the de partment is well known for its role in promoting business, it has an increasingly important role in regulating it by policing the kind of advanced te chnology that U.S. firms can share with China, Russia and other geopolitical rivals.
In February, her department moved swiftly with allies to clamp down on technology ship ments to Russia following its invasion of Ukraine. And in October, the department issued sweeping restrictions on advanced semiconductor exports to China in an attempt to curtail the country’s ac cess to critical technology that can be used in war.
But Raimondo has also received some cri
ticism on that front. Republican lawmakers and others say she has not moved forcefully enough to stop U.S. companies from enriching themselves by selling sensitive technology to China. In parti cular, critics say that the Commerce Department has issued too many special licenses that offer companies exemptions to the restrictions on se lling to China.
In an interview, Raimondo said that the claim was “just not true” and that exemptions were based on technical specifications, not politi cal considerations.
The restrictions that the Biden administra tion issued on China’s semiconductor industry last month are “the boldest, most coherent strate gic set of policies that the Commerce Department has ever rolled out with respect to export con trols,” Raimondo said.
When it comes to overseeing industry, Rai mondo has said she sees reasonable regulation of business as a necessity, saying corporations left to their own devices will “get greedy.” And she has been outspoken about improving living con ditions for the poor, often decrying an economic system where many women and people of color can work 60-hour weeks but still live in poverty.
But unlike some progressive Democrats, Raimondo clearly does not see an issue with being labeled “pro-business.”
“I come from a place in my politics that, fundamentally, Americans are pro-job, pro-busi ness, pro-wealth,” she said. “Americans want to make money and feel like they can make money.”
She added: “American entrepreneurship is the envy of the world. We cannot snuff that out.”
While she came from humble beginnings, Raimondo and her husband, Andy Moffit, a for mer executive at McKinsey & Co. who is now chief people officer at a health care technology platform, have amassed a net worth of between $4 million and $12.5 million, according to gover nment disclosure forms.
As her department turns to funding semi conductor projects, Raimondo has promised to use tough standards to evaluate company appli cations, including prohibiting money from being used for stock buybacks or to make investments in advanced technology in China. The department is expected to lead the work of reviewing and ap proving grants, but any awards to companies of more than $3 billion will be approved by Biden.
At an event held by the Atlantic Cou ncil in September, Raimondo acknowledged that people were watching closely and that the administration’s credibility was on the line.
“Did you get it right? Did you meet the mis sion? Was it impactful?” she asked. “And if the answer is yes, I think we will be able to convince Congress and others to do more.”
Global stocks and oil prices slipped on Monday as a spike in COVID-19 cases and newly record ed deaths in China prompted authorities in the world’s second-largest economy to reinstate lockdowns.
Beijing’s most populous district urged residents to stay at home on Monday as the city’s COVID-19 case numbers rose, while at least one district in Guangzhou was locked down for five days.
“It looked like zero COVID-19 was moving in the right direction and everyone was excited but the Chi nese government is taking some strong action and in the short term there’s going to be fits and starts,” said Thomas Hayes, chairman of Great Hill Capital in New York.
MSCI’s broadest index of world shares fell 0.91%, while European stocks were down 0.8%.
On Wall Street, all three major indexes were trading lower, led by a selloff in technology, energy and con sumer discretionary stocks.
The Dow Jones Industrial Average fell 0.24% to 33,664.66, the S&P 500 lost 0.49% to 3,945.76 and the Nasdaq Composite dropped 0.83% to 11,053.73.
Oil prices dropped to their lowest level since early January on concerns of lower Chinese fuel demand ow ing to the COVID-19 lockdowns as well as reports that Saudi Arabia and other OPEC members are holding talks on a potential output increase.
Europe is scrambling to wean itself off Russian supplies and build up reserves before the cold winter months, but investors reckon the hit to its economy will be huge.
Russia scrapped a Saturday deadline for flows down the Nord Stream pipeline to resume, citing an oil leak in a turbine. It coincided with the Group of Seven finance ministers announcing a price cap on Russian oil.
The euro slid to $0.9876 in early European trade, the lowest level since 2002, while sterling -- with the British economy also vulnerable to rising gas prices -- dropped half a percent to a new 2-1/2 year low of $1.1444.
“Gas flows have been curtailed even more than ex pected and we have already seen evidence of demand destruction weighing on activity,” said Michael Cahill, a strategist at Goldman Sachs.
“We now expect the Euro to fall further below par ity ($0.97) and remain around that level for the next six months,” he added.
In what is a huge week for the euro, investors are also preparing for the European Central Bank meeting on Thursday and markets have priced a near 80% chance of a supersized 75 basis point (bp) interest rate hike.
ECB officials will be keen to see the euro, which has lost around 8% of its value in the past three months, sta bilize. That will feed into the desire to try and tame infla tion through tightening policy.
Increasingly frigid winter weather presented new challenges for Ukraine on Sunday as mud churned up the battlefield and snow fall made the government’s task of restoring power supplies devastated by weeks of Rus sian bombing all the more urgent.
The state energy company, Ukrenergo, said there was enough electricity to cover 80% of the country’s consumption needs be cause nuclear power stations, disconnected from the national grid by Russian attacks last week, had been brought back online. But it urged Ukrainians to continue to use electric ity sparingly to avoid overwhelming a national grid that has been weakened by repeated bar rages of Russian cruise missiles and drones.
“If consumption increases in the evening, the number of outages may increase,” Ukraini an President Volodymyr Zelenskyy said in his nightly address late Saturday. “This once again shows how important it is now to save power and consume it rationally.”
The pleas highlighted the growing con cerns in Ukraine and among its allies that even as its forces gain ground on the battlefield, the onset of winter will bring new difficulties. Muddy, cold conditions could slow the prog ress of Ukrainian troops trying to recapture territory in the east and south, although they will also challenge the Russians. At the same time, Russia’s strategy of attacking Ukrainian infrastructure from the air could make life mis erable for civilians far from the front lines and add to pressure on Zelenskyy’s government.
Ukraine’s allies, whose military hardware has helped shift the momentum in the war, are accelerating their effort to help the country prepare for more disruptions to its power sup ply. The European Union announced over the weekend that it would deliver to Ukraine 40 generators, each capable of powering a hos pital, as well as 200 transformers, according to a statement by the European Commission’s president, Ursula von der Leyen. The United States said it has also provided generators, and Canada said it had allocated money for the same purpose.
For some Ukrainians, the switch to gen erator power carried its own risks. The chief of police of the Kyiv region, Andriy Nebytov, said that in the village of Bobrytsia, a man died and his wife was hospitalized because of carbon monoxide poisoning from a generator placed in their living room. He said that in another vil lage in the region, Hostomel, four members of
one family, including a 12-year-old girl, were also hospitalized because of carbon monox ide poisoning.
Moscow has escalated its attacks on Ukraine’s energy system over the past several weeks as its troops have been forced to retreat from territory they had seized across a broad front, from the city of Izium in the northeast to Kherson hundreds of miles away in the south.
Since Ukraine reclaimed the city of Kher son on Nov. 11, neither side has recorded significant advances on the battlefield. “The overall pace of operations along the frontline has slowed in recent days due to deteriorating weather conditions,” said a report late Satur day by the Institute for the Study of War re
search institute.
But military analysts say that another, per haps more significant, factor is that Ukraine’s advance has pushed the invading Russian forces to the eastern side of the Dnieper River, which bisects Ukraine and now provides a natural barrier.
In eastern Ukraine, both sides have estab lished stronger defensive positions and dug trenches to provide cover from the intense artillery fire of frequent battles. Serhiy Haidai, head of the military administration in the Lu hansk region in the east, said in a post on Tele gram on Sunday: “Every liberated meter of the Luhansk region is very, very hard.”
Analysts say that while fighting is unlikely
to stop for winter, the weather will make it harder for both armies to maintain troops in the field.
In the eastern city of Bakhmut, which Russian forces have pummeled for months but failed to capture, residents have taken to cutting down trees and foliage to burn for warmth, its utilities having been destroyed by unrelenting attacks. The ground, not yet fro zen, has turned to mud, sticking to uniforms and weapons and ensnaring vehicles, military and civilian alike.
Analysts said that cold can affect morale and that mud will present a particular obsta cle for vehicles over the next few weeks be fore the ground freezes. In such conditions, the supply of Western support to Ukraine’s military, which has included winter clothing, could help keep troops warm and give them an advantage, not least over newly mobilized Russian soldiers just arriving on the battle field.
Still, Russia has continued to bombard Ukrainian towns and villages, with authori ties in at least five Ukrainian regions report ing attacks Sunday. Kyrylo Tymoshenko, a se nior official in Zelenskyy’s office, said seven people had been killed since Saturday and 19 others wounded because of Russian attacks or explosions caused by land mines planted by Moscow’s forces.
Kherson has been hit particularly hard since Russian forces retreated this month from the regional capital to the eastern side of the Dnieper and set up a defensive posi tion from which they have continued to fire upon Ukrainian soldiers and civilians. Yaro slav Yanushevych, head of the Kherson re gional military administration, said on Tele gram on Sunday that Russia had shelled the region from across the river 54 times since Saturday. One person was killed and a girl was wounded in an attack overnight, he said.
Russia was using “terror tactics, deliber ately targeting civilian infrastructure and civil ians,” he said. In a separate post, he added that Russian artillery had again hit the city’s power lines Sunday.
Valentyn Reznichenko, head of the military administration in the central region of Dnepro trovsk, said on Telegram that Russia had fired Grad rockets and heavy artillery at the district of Nikopol from positions in Enerhodar, a city close to the embattled Zaporizhzhia Nuclear Power Plant. Residents in Nikopol were “ter rorized” by the attack, he said, although no body was injured.
The U.S. Treasury on Saturday grant ed Chevron a license for a limited expansion of energy operations in Venezuela, signaling the possible begin ning of the country’s reentry into the in ternational oil market. Foreign investment in the oil sector is something that Ven ezuela’s authoritarian president, Nicolás Maduro, desperately needs to improve the economy.
The license was issued in response to the resumption of talks between rep resentatives of Maduro’s government and the Venezuelan opposition in Mexico on Saturday, after a stalemate that stretched more than a year. The two sides agreed that billions in government funds frozen abroad should be transferred to a human itarian fund administered by the United Nations.
A senior Biden administration offi cial described Saturday’s announcements as “important steps in the right direction” but added that there was “a long way” to go in resolving Venezuela’s complex eco nomic, political and humanitarian crisis.
The deal is part of a shift in U.S. strat egy on Venezuela that many analysts say has been accelerated by reduced global oil supplies as a result of the Russian in vasion of Ukraine. Venezuela holds vast oil reserves, and its energy production potential has grown in global relevance amid the largest land war in Europe since World War II.
In a call with reporters Saturday, the senior U.S. official rejected the notion that the license had been issued to Chev ron as a result of an increase in energy prices, saying it was part of an effort by the Biden administration to restore de mocracy to Venezuela.
The multibillion-dollar humanitari an agreement — a verbal accord that has not yet been signed by the Maduro gov ernment or the opposition — amounts to a concession by Maduro, who has long denied the scope of the humanitarian cri sis that has been unfolding in Venezuela under his watch.
More than 7 million Venezuelans, one-fourth of the population, have fled to other nations. In recent months, a record number of Venezuelans have arrived at
the U.S. border, seeking new lives.
The Chevron deal is limited in scope. It is good for six months and must be renewed after that. The agreement leaves space for the United States to re voke it if Maduro does not follow through on the humanitarian or other commit ments — or to offer him future conces sions if he does.
The Biden administration is also calling on Maduro to allow the United Nations to have unfettered access to Ven ezuela to write and publish assessments on the progress of the new humanitarian agreement.
In granting this license, the Unit ed States “is still holding on to plenty of leverage for future talks,” said Geoff Ramsey, director of the Venezuela pro gram at the Washington Office on Latin America.
The Chevron deal would allow the company to expand operations at a few projects it already runs with Venezuela’s state oil company, PDVSA, and to import Venezuelan oil to the United States. It specifically states that the oil company is prohibited from paying any taxes or roy alties to the government of Venezuela. Instead, according to the Biden adminis tration official, profits earned will go to ward the repayment of government debt
to Chevron.
In an email, a Chevron spokesper son, Ray Fohr, said the company was “determined to remain a constructive presence in the country.”
Venezuela was once an affluent na tion, its economy flush with oil money. But Maduro and his predecessor, Hugo Chávez — two leaders claiming social ist ideals — plunged the economy into disarray while destroying its democratic institutions.
During the Trump years, the admin istration tried to weaken Maduro through sanctions and isolation. The Biden ad ministration has opted for more engage ment.
Maduro’s larger goal is for Wash ington to lift all U.S. sanctions, allowing him to engage with the global economy, rebuild Venezuela’s dilapidated energy sector and restore its enfeebled econ omy.
Washing ton’s ultimate goal — and that of the otherwise oftenfractured Venezu elan opposition — is to push Maduro
toward setting free and fair conditions for the 2024 presidential election. In the past, Maduro has controlled elections by barring many opposition leaders, jailing others and co-opting political parties.
Francisco Monaldi, director of the Latin America Energy Program at Rice University, said the Chevron deal was not just symbolic. Within two years, the company could be producing more than 200,000 barrels a day in Venezuela, add ing to the approximately 765,000 barrels now pumped daily, according to Argus, an industry monitor.
The issue to watch going forward, he added, is whether other companies will be able to use the Chevron deal to pressure Washington into lifting further sanctions against Venezuela.
Current U.S. rules prohibit both American and foreign companies from buying Venezuelan oil. But entities such as Repsol in Spain and Reliance in India have lobbied Washington for sanctions relief for years, Monaldi said.
“It’s very hard to justify — for the U.S. to tell India not to buy Venezuelan oil when they are buying Venezuelan oil,” he said.
Although the multibillion-dollar humanitarian-aid deal still needs to be fi nalized, the Venezuelan government and opposition on Saturday signed an accord laying out the framework for monitoring that future program. Norway will facili tate that monitoring process.
In a presentation to the news me dia, Dag Nylander, head of the Norwe gian delegation at the meeting in Mexico, said that the aid program would work to improve the country’s public health sys tem, its national electricity system and its public education system, and that it would address problems caused by tor rential rains this year.
Protests spread to cities and college cam puses around China on Saturday night, reflecting rising public anger at the country’s draconian COVID controls, with some in a crowd in Shanghai directing their fury at the Communist Party and its top leader, Xi Jinping.
The wider demonstrations followed an outpouring of online anger and a street protest that erupted Friday in Urumqi, the regional capital of Xinjiang in western China, where at least 10 people died and nine others were injured in an apartment fire Thursday. Many Chinese people say they suspect COVID res trictions prevented those victims from esca ping their homes, a claim the government has rejected.
The tragedy has fanned broader calls to ease China’s harsh regimen of COVID tests, urban lockdowns and limits on movement nearly three years into the pandemic. For much of that time, many accepted such controls as a price for avoiding the widespread illness and deaths that the United States, India and other countries endured. But public patience has eroded this year as other nations, bolstered by vaccines, moved back to something like nor mal, even as infections continued. And after years of enforcing the strict “zero-COVID” ru les, many local officials appear worn down.
The widening discontent may test Xi’s efforts to hold those rules in place.
“The demonstrations across the country have been like the spark that lit a prairie fire,” James Yu, a resident of Shanghai, said in an interview, adopting a Chinese phrase used to describe the spread of Mao Zedong’s commu
nist revolution. “I feel like everyone can make their voice loud and clear. It feels powerful.”
The biggest protest Saturday appeared to be in Shanghai, where hundreds of people, mostly in their 20s, gathered at an intersec tion of Urumqi Road, named after the city in Xinjiang, to grieve the dead with candles and signs. Many there and elsewhere held sheets of blank white paper over their heads or faces in mournful defiance; white is a funeral color in China.
The numbers grew, while lines of police officers looked on, and chants broke out, with people calling for an easing of the COVID controls, video footage showed. Some used obscene language to denounce the demand that residents check in with a COVID phone app in public places such as shops and parks. Their shouts took on a boldly political edge.
“We want freedom,” protesters chanted.
Some also directed their anger at Xi, a rare act of political defiance likely to alarm Com munist Party officials and to prompt tighter censorship and policing.
“Xi Jinping!” a man in the crowd repea tedly shouted.
“Step down!” some chanted in response. Many protesters used their phones to record the collective mourning and protests, images that may spread despite censorship, embolde ning others to speak out.
The protest dispersed after more police officers moved in, dividing the crowd, and officers dragged some people away, according to Eva Rammeloo, a Dutch journalist who was there posting updates on Twitter.
Last month, Xi won a groundbreaking third term as the Communist Party’s general secretary, entrenching his status as China’s most powerful leader in decades. He also packed a new national leadership lineup with loyalist officials, making his hold seem assu red.
But the night of public anger signals how his stringent COVID policies, initially heral ded as a success for China after the pandemic spread globally from there in early 2020, are becoming a liability.
They have hurt restaurants, shops and other small businesses, worsening China’s economic slowdown. This month, thousands of factory workers angry over bungled lock down measures and delays in payment of a promised bonus clashed with riot police and tore down barricades at a huge plant in cen tral China that makes iPhones.
This month, the government issued mea sures to ease the restrictions that have ham pered travel and business. Yet local officials remain under intense pressure to keep infec tions near zero, leading to confusing flip-flops in rule enforcement. The resulting uncertainty over where China’s war on COVID is going and when it might end has fueled public frus tration, as seen in Urumqi, Shanghai and be yond.
“There is only one disease in the world, that is, being unfree and poor, and now we have both,” a man in Chongqing, in southwest China, declared in a video that spread widely in the country in recent days despite censor ship.
“Give me liberty or give me death!” shouted the man, whose identity is unknown but who quickly acquired the nickname “Su per Brother” online.
Protests and mourning vigils also took place on at least three university campuses, according to online videos verified by The New York Times.
“Before I felt I was a coward, but now at this moment I feel I can stand up,” a young man who said he was from Xinjiang told a gathering at a campus of the Communication University of China in Nanjing, in eastern Chi na. His comments were captured by a video that emerged online Saturday night and who se location was verified by the Times.
Hundreds held up their phones like lit candles. He said, “I speak for my home re gion, speak for those friends who lost relatives and kin in the fire disaster.”
“And,” he added, “for the deceased.”
Smaller protests and vigils also occurred at Peking University and Wuhan University of Technology, videos, verifiable from the buil dings in the background, showed.
A protest also broke out in another city in Xinjiang: Korla, in the region’s nor th. Hundreds of residents assembled at the prefecture’s government office, as seen in video footage that appeared online Saturday evening.
“Lift the lockdown,” they shouted.
In September, scientists at the University of Hong Kong published the most complete census of ants ever assembled.
The numbers are so big as to seem made up. The study estimated that there are at least 20 quadrillion — that is, 20,000,000,000,000,000 — ants on Earth. That’s about 2.5 million ants for every human. And because the study relied on a conservative estimate for ants that live in trees and did not include subterranean ants, the census is almost certainly an undercount. “I wouldn’t be surprised if it actually turns out to be an order of magnitude higher,” Sabine Nooten, an author of the study, told The New York Times.
The numbers floored me. Like perhaps every kid, I went through a period of intense childhood obsession with ants, spending endless summer afternoons in the backyard observing the mystery and majesty of ant life — how unbelievably many there were, how elegantly they organized themselves, how terrifically busy they all seemed.
What has always beguiled me about ants is how their similarities to humanity — they live in societies, they’ve all got jobs, and they endure arduous daily commutes to work — are offset by incomprehensible alienness. So much of ant life makes no sense to us: There’s the abject selflessness, the subsuming of the individual to the collective. There’s the
absence of any leadership or coordination, their lives dictated by instinct and algorithm, out of which emerges collective intelligence. There’s the way they navigate and communicate through chemical signals, creating road signs from pheromones and never getting stuck in traffic jams.
But the quadrillion ant census got me thinking about ants in a way I hadn’t before — as a social species not just remarkably different from our own but one that is in many ways unquestionably superior.
Ants, I keep thinking, are an example for humanity to emulate. Over tens of millions of years of evolution, ants have figured out how to become astonishingly numerous without depleting the world around them. Indeed, just the opposite is true: Because they provide so many important functions to their habitats, they are “the little things that run the world,” as the great sociobiologist and ant enthusiast E.O. Wilson once wrote about ants and other invertebrates.
It is natural, as a human, to slip into thinking of our species as somehow special. By many objective measures, though, ants are far more consequential to life on Earth than we are. Wilson pointed out that if people were to disappear, little about the world would change for the worse; if ants and other invertebrates did, nearly everything would suffer. Ants aerate soil, transport seeds and aid in decomposition; their mounds serve as dense nutrient oases that are a foundation for a wide range of life. Given their centrality to life on the planet, not to mention their teeming populations, shouldn’t we think more highly of ants? They are among the most sophisticated and successful life-forms ever to crawl the earth.
Humans are, of course, smarter and bigger than ants, and in the past 300,000 years or so of our species’ reign, we have conquered the planet and commandeered its resources to a degree perhaps unmatched in the history of life. But compared with those of ants and other social insects — bees, termites and some wasps — our record is a hilarious blip.
Ants have been around for 140 million years. They are a dominant feature — often some of the primary ecosystem engineers — of nearly every land-based ecosystem on Earth. And they are the true inventors of what we think of as several quintessentially human endeavors.
Ants have been farming for at least 60 million years. Leafcutter ants, for instance, forage for vegetation, which they use to grow crops of a fungus that they have domesticated for their exclusive use. Other ants maintain herds of aphids that feed on the sap of plants; the ants then “milk” the aphids of their sugar-rich secretions. Ants are master architects as well, formidable warriors that can also maintain peace through strength and even engage in compromise and a kind of democracy.
Ants aren’t always good neighbors. But even when they’re ecologically destructive, they have much to teach us about cooperation. Over the past century or so, the Argentine ant, an invasive species that hitched rides with humans to
spread from South America to much of the rest of the world, has dominated the globe by forming a surprising and perhaps evolutionarily novel organizational structure: the supercolony.
These are massive colonies of ants in which individuals mix freely among different nests spread across huge distances. The ants do so because, in their adaptation to their new lands, they dramatically reduced their aggressiveness, allowing for much bigger collectives. One supercolony of Argentine ants spans nearly 4,000 miles from Italy to Spain. It is “the largest cooperative unit ever recorded,” to quote one study.
This sort of social flexibility is a key part of ants’ success. It’s hard to imagine that in a few million years, humans will still be among the planet’s dominant life-forms. Ants, though? Their antics are sure to endure.
In a paper published this year, ecologists Catherine Parr and Tom Bishop suggested that even climate change, our species’ great stain on the planet, might not prove a great calamity to ants, whose social structure will allow them to “ride out environmental changes to a much greater degree than solitary organisms.”
Which, really, is no surprise. Ants were here before us, and they are likely to long outlast us. They run the place. We’re just visiting.

to del sistema de transmisión y distribución de la red eléctrica de Puerto Rico con la empresa LUMA Energy vencerá tras culminar el periodo interino de 18 meses, según disponen las secciones 6.1 y 7.1 del acuerdo.
Al no haberse completado el proceso de rees tructuración de la deuda de la Autoridad de Ener gía Eléctrica (AEE), el contrato con LUMA Energy
perderá su vigencia automáticamente, sal vo que se pacte y otorgue una extensión al Supplemental Terms Agreement previo a la expiración de la vigencia del contrato.
“Lo que buscamos es tener un diálogo sosegado, con todas las opciones sobre la mesa, para que lleguemos a un acuerdo de consenso y el pueblo no siga expuesto a la incertidumbre e inestabilidad de nuestro sis tema eléctrico”, expresó Hernández Monta ñez en declaraciones escritas.

For many North Americans, the lasting news image of Hurricane Maria, the monster storm that laid waste to Puerto Rico in 2017, wasn’t of the storm itself, but of a political photo-op that followed, when former President Donald Trump visited more than two weeks after the disaster had left the island desperately short on power, fresh water and food.
Trump was escorted to an emergency distribution center where, in a kind of cartoon version of imperial largesse, he began lobbing rolls of paper towels into a crowd. The gestu re read to some as a rebuke: “Clean up your mess.” (Trump had earlier confided to Twit ter that Puerto Ricans “want everything to be done for them.”) Turning his back on the mild scramble that ensued, he purred to reporters, “There’s a lot of love in this room, a lot of love.”
There actually is a lot of love in the exhibition titled “No existe un mundo pos huracán: Puerto Rican Art in the Wake of Hurricane Maria” at the Whitney Museum of American Art in Manhattan, New York. There’s also a tremendous amount of anger and sorrow, along with much beauty, in a ca refully textured and moving show that is also among the first major surveys of contempo rary Puerto Rican art in a leading U.S. mu seum in nearly 50 years.
Organized by Marcela Guerrero, a Whitney associate curator, along with An gelica Arbelaez and Sofia Silva, present and past museum fellows, the exhibition takes its Spanish-language title from a line in a poem by Puerto Rican writer Raquel Salas Rivera, which Guerrero translates twice, as “A posthurricane world doesn’t exist” and as “There isn’t a world post-hurricane.” In her syntac tically slippery second rendering, two ideas interlink.
One is that the social and economic hardships experienced by residents on the is land not only continue today, five years after Maria, but have always, in some form, been there as a product of long-standing colonialist exploitation. (Designated an “unincorporated territory” by Washington, Puerto Rico exerci ses self-governance but is effectively a U.S. colony).
The second and more abstract idea is that the Puerto Rican realities, present and past, thrown into relief by Maria are also the realities of oppressed countries and cultures
across the globe — and that those realities de mand the creation of a new world that still is only being imagined.
The show itself, with 50 works by 20 artists, most of whom will be new to visi tors, takes us straight into a specific world, the one created by Maria’s arrival in Puer to Rico on Sept. 20, 2017, as recorded in a feature-length, documentary-style video by Sofía Córdova. Projected on a large screen at the exhibition entrance, the film starts with a flickery cellphone video taken by the artist’s aunt Maggie in her home a few hours after the storm hit and the island’s already tentative power grid had failed.
By the phone’s light, we see rain leaking in through closed windows and under doors, and we hear her aunt’s reassuring accounts of how various household pets are faring. The view of crisis broadens as the film moves, in daylight, outdoors to shots of floodwater surging through city streets, and to interviews with residents trying to come to grips, mate rially and emotionally, with the chaos.
Interjected into the documentary flow are images of symbolic, even poetic respon ses to crisis. A cloud-strewn aerial view of the island is accompanied by a vintage pop song extolling Puerto Rico as “the pearl from the Caribbean.” In an extended sequence, we see a woman, possibly housebound by the storm, performing a strenuous calisthenic dance on the balcony of her home. And in a series of clips repeated throughout the film, another woman, mysteriously masked, guides us, like a cautionary spirit, through half-ruined tropi cal forests.
Several themes the film sets up, politi cal and personal, are elaborated on in work
by the show’s other artists. Some give us his tory and the sense that the past and present are, for better and worse, continuous.
In a painting called “Collapsed Souls” by Gamaliel Rodríguez, the image of an ex ploding ship, done in bruisy blues and blacks, recalls the battleship Maine, whose destruc tion in Cuba in 1898 sparked the SpanishAmerican War, which led to the United States claiming Puerto Rico as its own. But the pain ting was directly inspired by the 2015 sinking, in a hurricane, of an antiquated U.S. cargo vessel on its way from Florida to San Juan, the capital, with food, building materials and medical supplies — North American imports on which the island remains cripplingly de pendent as a result of punishingly restrictive U.S. shipping laws.
Several works focus on the century-long development of Puerto Rico as a speculative real estate investment by both carpetbagging outsiders and an opportunistic home gover nment. Yiyo Tirado Rivera’s sandcastle-style model of the 1950s “tropical modernist” San Juan hotel, “La Concha,” an early emblem of leisure-industry profiteering, suggests how shallow the investment is: The sculpture is de signed to slowly disintegrate during the run of the show.
And Sofía Gallisá Muriente’s video “BRoll” is an acid-dipped culling of outtakes from promotional films produced by the Puerto Rican government, selling “paradise” to the highest bidders, with profits landing in just a few well-oiled hands. (She also has work in a small, smart show called “Tropi cal is Political: Caribbean Art Under the Vi sitor Economy Regime” at Americas Society, through Dec. 17.)
Politically minded to the core, the Whit ney show is also a thing of serious tenderness and of many individual beauties, among them Candida Alvarez’s double-sided mountain landscapes; Edra Soto’s sculptural garden wall embedded with viewfinder photos of stormaltered island life; and painted salutes — part public mural, part prayer card — to secular martyrs of the near and distant past by Armig Santos, based in San Juan, and Danielle de Jesus, based in Queens, New York.
Gallisá Muriente comes through again, powerfully, with a 2020 video titled “Celaje (Cloudscape),” an homage to deceased family members and to a homeland under threat from climate change. But no work is more stirring than Gabriella N. Báez’s “Ojalá nos encontremos en el mar (Hopefully, we’ll meet
at sea),” a pair of tabletop installations dedi cated to her father, who died by suicide some months after Maria.
One reliquary grouping assembles a few of his portable possessions: his came ra, some music tapes. The other is made up of family snapshots, mostly of him and his daughter. Báez has enlarged several pictures and in each connected the eyes, mouths and hands of father and child with sewn lengths of red thread.
Begun in 2018, this meditative piece — like, I would guess, the artist’s searching relationship to her father — is an open-ended project, a quest indefinitely in progress.
But about one reality there’s little ques tion: Maria was and remains a touchstone, and possibly turning point, in modern Puerto Rican history, both for the damage it caused and for the cultural self-awareness and selfassertion it seems to have raised.
Or so the exhibition implies. It begins, in the Córdova video, with a single cellphone light flickering in the dark and a single voice describing a tempest breaking. And it ends in another video, this one by Elle Pérez and tit led “Wednesday, Friday,” on another night of grid-failure darkness, this one post-Maria. Fil med outdoors and illuminated by what seem to be fusillades of light —car headlights seen though pouring rain — it catches a traditio nal street fiesta in progress. The celebration feels like a riotous love fest and suggests the existence of a political energy source that’s more than resilient. It’s charged up and irre pressible.

Irene Cara, an Oscar-winning sing er who performed the electric title tracks in two aspirational self-ex pression movies films of the 1980s, “Flashdance” and “Fame,” has died. She was 63.
Her death at her Florida home was confirmed by her publicist, Ju dith Moose, on Twitter on Saturday. Moose, who did not specify when Cara died, said her cause of death was “currently unknown and will be released when information is avail able.”
Cara, a child actor, dancer and singer, was the voice behind two of the biggest movie theme songs of the 1980s. She performed the title track from the movie “Fame” (1980), which followed a group of artsy high school students as they move through their first auditions to graduation.
In 1984, she won the Oscar for best original song as one of the writ ers of “Flashdance … What a Feel ing,” the title song from “Flashdance” and which she also sang. The buoy ant song also earned Cara a Grammy Award in 1984 for best pop vocal per formance by a female, and a Golden Globe for best original song. The movie, like “Fame,” chronicled the aspirations of a young person seek ing to express themselves through art — in this case, dance.
Cara was born Irene Escalera on March 18, 1959, in the New York City borough of the Bronx. She repeatedly disputed reports about her birth year, at times describing it as in 1964. Her
official Twitter account says she was born in 1962. Her mother told The New York Times in 1970 that Cara, already a busy performer, was 11 years old.
Her mother, Louise Escalera, was a cashier and her father, Gaspar Escalera, was a musician and worked at a steel factory. Details on Cara’s survivors were not immediately avail able.
Cara grew up in New York City and attended music, acting and dance classes as a child and was said
to be able to play the piano by ear at age 5. She attended the Professional Children’s School in Manhattan, a school for child performers and chil dren studying the arts.
As a child, she sang and danced on Spanish-language television. At 13, she was a regular on “The Elec tric Company,” a children’s show in the 1970s. She was also a member of its band, the Short Circus.
She stayed busy, taking roles in theater, television and film, including the title role in “Sparkle,” a 1976 film
about a family of female singers in the 1960s that was remade in 2012.
Her breakout role was in the movie musical “Fame,” where she played Coco Hernandez, a student at a school modeled after the high school now known as Fiorello H. La Guardia High School of Music & Art and Performing Arts. On the film’s soundtrack, Cara sang the title track and another single, a ballad called “Out Here on My Own.”
Both songs were nominated for an Oscar in 1981. The film was nomi nated for several awards, and “Fame” won for both best original song and score.
She continued to act and make music into the 1990s, when she was embroiled in a legal battle with her record company over her earnings. She was awarded $1.5 million by a California jury in 1993, but Cara said she was “virtually blacklisted” by the music industry because of the dis pute, People magazine reported in 2001.
In recent years, she shared songs from her catalog, including some that had not been released, on her pod cast, “The Back Story.”
In an episode from July 2019, she spoke about her ballad “As Long as It Lasts,” saying it had similar qual ities to “Out Here on My Own” and explaining why she connected to both songs.
“Very naked, just vocal and pia no and a great lyric and a great story within the lyric, those are the kinds of songs I relate to as a songwriter,” Cara said.
Callista Wessels, a college senior in Ithaca, New York, has been used to flying home to Seattle from the small airport in her university town. But flights in and out of Ithaca Tompkins Regional Airport dropped to about 3,000 this year from 6,000 in 2019, according to data from Cirium, an avia tion analytics firm — and prices have gone up so much that sometimes she takes a four-hour bus ride to New York City to take advantage of airfares that are hundreds of dollars cheaper. “There is definitely more of a barrier to getting home,” she said. An unexpected hangover of the pandemic has been the withered flight schedules at many regional airports. Of the 430 airports in the continental United States and Hawaii that offered commercial passenger service before the pandemic, 76% had fewer flights scheduled in 2022 than in 2019, according to the Regional Airline Association.
Smaller airports lost “a dramatically higher percentage” of their flights than larger airports, Faye Malarkey Black, chief executive of the association, wrote in an email. Those airports lost an average of 34% of their flight traffic while larger airports’ schedules shrank an average of 16%.
This September, American Airlines ceased flying to Ithaca and Islip’s MacArthur Airport in New York — as well as To ledo, Ohio, and Dubuque, Iowa — bringing the total number of airports where it has canceled service to 15. The airline says it has 100 regional jets parked because of a lack of pilots. United Airlines is ending flights to Lewisburg, West Virginia; Clarks burg, West Virginia; Weyers Cave, Virginia; and West Paducah, Kentucky, this fall. Delta has not returned to 10 of the airports it left in May of 2020, including Flint, Michigan, and Lincoln, Nebraska.
For travelers who live near small-market airports, that can mean not only higher fares, but also inconvenient and infre quent scheduling, hours added to trips as they need to make new connections, or long drives to bigger airports that still have service.
Lynda Brown, 74, a consultant who flies from the airport near her home in Missoula, Montana, which has lost almost 20% of its commercial flights, according to Cirium, has been frustrated by the situation. “The schedule keeps changing — what airlines are flying to what towns in what time of year. They’ll add a flight and we’re like, ‘Is this a summer flight? Is this forever’?”
The prices have been frustrating, too. Recently, when she saw that a one-hour flight from Missoula to Seattle cost $567 one way, Brown thought it must be for two tickets, “but it wasn’t.” For longer trips she checks back multiple times to see if the price has gone down, and considers if she’s willing to endure two stops or “ridiculous” layovers.
“We love to travel but this has had a chilling effect,” she said.
Domestic passenger travel demand has come roaring back, but route economics have changed and disproportion ately affect regional flights, said Brett Catlin, vice president of network and alliances at Alaska Airlines. The pilot shortage

that arose during the pandemic has boosted salaries, especial ly among regional-carrier pilots, he said, making those flights more expensive to run. Smaller planes are also less efficient. A 500-mile flight in a regional jet that holds an average of 76 pas sengers uses about 30% more fuel per passenger than the typi cal mainline jet, which carries an average of 159 passengers, said Catlin.
This leaves airlines choosing to keep their most profitable routes. “Why fly a 50-seat plane into a small town when you can deploy those same resources such as pilots, flight attendants and ground crew for a plane that carries three times more pas sengers and earns more revenue?” said Jim Hetzel, director of product marketing at Cirium.
At some regional airports, airlines are keeping their foot print but reducing its size. Alaska Airlines cut flights to Walla Walla, Washington, to one per day, from three. The current midday departure gets passengers into the Seattle hub too late to make some connections they used to be able to catch.
Airline representatives recently visited Walla Walla to meet with businesses and flyers to understand their schedule needs better. “Some liked the early departure and others liked the midday,” said Catlin. So while the airline doesn’t plan to add additional flights, “we may change the schedule to fly at different times on different days,” he said.
The situation is likely to worsen over the next couple of years, said Brad DiFiore, managing director at Ailevon Pacific Aviation Consulting, which helps airlines and airports analyze routes and other business operations, in an email: “Smaller communities are just now starting to realize what is coming down the road.”
The flight reductions are eroding passengers’ ability to connect to other places, wrote Black of the Regional Airline As sociation.
Fewer flights means less competition and that can trans late to higher fares, said Gregory Samson, general manager of CheapAir.com, a ticket-buying website. The company found
the largest price increases for airline tickets in 2022 were in smaller markets.
In Ithaca, ticket prices follow the school calendar, and this year are running as high as $1,349 one way from Ithaca to Seattle for winter break. “It used to be less than a thousand,” Wessels said. Passengers who would perhaps have flown from nearby regional airports in Rochester or Syracuse are finding fare increases of about 25% over last year.
The rising fares “run the risk of triggering a spiral” where higher ticket prices depress demand and hasten service cut backs, said Catlin. A market may have made sense at a certain fare, he said, “but if you have to raise prices, it may not make sense to fly there.”
Even when airports are served by multiple airlines, “when you drill down into the route level there may be only one choice,” said Samson, and offered the example of Flint. Alle giant Airlines, American and United all fly into the airport there, but American and United fly only between Flint and Chicago. Allegiant flies to 10 destinations, and while travelers can find other choices and lower fares at larger airports, “they may have to drive a few hours” to do so, he said.
The exits have left a handful of airports, like the one in Dubuque, entirely or almost entirely without commercial pas senger service. The federal government’s Essential Air Services Program subsidizes airlines to ensure service to about 100 com munities, but Dubuque is not on that list.
Todd Dalsing, Dubuque Regional Airport’s director, said American Airlines had been varying the timing of its scheduled flights to Chicago, its single destination from Dubuque, over the past two years. On Sept. 7, the flights stopped completely. “We are working hard to restore sustainable commercial ser vice,” said Dalsing. This month, Avelo Airlines, a new low-cost startup, announced it would run two flights a week between Dubuque and Orlando, Florida, beginning in January.
In the meantime, the 100,000 people in Dubuque County need to drive 70 miles to the Cedar Rapids Airport or three hours to Chicago O’Hare International Airport to fly anywhere else.
There is some activity mitigating the cuts. Avelo and Breeze Airways, another low-cost startup, for example, are expanding. The companies fly larger newer jets, so they can profitably serve some of the cities that regional carriers cannot, said Lukas John son, chief commercial officer of Breeze. The company has be gun serving about 30 cities since launching in 2021. Avelo also flies to about 30 destinations. Frontier Airlines has added new routes to its roster this fall, too, some to smaller airports.
Local economies feel the effects of the reductions. Molly Grover, president of the Dubuque Area Chamber of Commerce, said the loss of air service “is of tremendous concern and a huge challenge,” because it makes it harder for companies to meet with business partners, to transport their staff and to attract in vestment and employees. “Companies need efficient, conve nient, reliable commercial air service to succeed and grow,” she said. “A 21st-century company expects air service.”
“Time is a precious commodity,” said Grover. “The time spent to get to an airport much farther away is a resource you can’t get back.”

Mexico still had 20 minutes to score, to turn everything on its head, to leave Argentina crestfallen and heartbroken once more.
Those last few minutes must have seemed, to him, as if they took an age. Mexico buzzed around, menacing Argen tina’s penalty area without ever making a breakthrough. Argentina did what it could to waste time, to draw the air from the game, to scrap by tooth and claw to hold what it already had.
Only when Fernández intervened did the storm break. It was the sort of goal that would have been distinctly familiar to Messi: the ball at the 21-year-old Fernán dez’s feet at the corner of the penalty area, a defender looming directly in front of him. He shimmied his hips, just quick enough to destabilize his opponent, to knock him ever so slightly off balance. For a few minutes, Messi stood there, his arms beating out a rhythm, his voice joining them in song.
