Municipal groups urge gov’t to promote tourism in towns

and celebrated Piña Colada Day in New York.

Ponce Mayor Marlese Sifre Rodríguez highlighted her city’s diverse tourist attractions that cater to various visitor interests.

“In addition to the Ponce Pumping Station and the prestigious Ponce Art Museum, we have countless locations that draw tourists,” she said. “Ponce’s greatest asset is its people, contributing to a collaborative effort that encourages visitors to return. Notable attractions include Serrallés Castle, Caja de Muertos Island, La Cruceta del Vigía, La Guancha, Hacienda Buena Vista, and Plaza de las Delicias, among many others.” Mayors Federation President and Camuy Mayor Gabriel “Gaby” Hernández Rodríguez added that island mayors “are committed to enhancing the attractions in their respective municipalities.”

Organizations representing mayors and city officials in Puerto Rico are urging government agencies to promote tourism across all 78 towns and cities on the island.

After concluding a week of activities at the Conference on Community Empowerment and Opportunities in the Municipal Tourism Industry in Puerto Rico held in New York, members of the Puerto Rico Mayors Federation and Mayors Association expressed the need for a shift in the public policy of the Tourism Company. They emphasized the importance of targeted promotion that showcases the unique offerings and attractions of each municipality.

“The promotion of the island should not be limited to beaches and hotels; it must encompass all types of tourist attractions and facilities available across the seventy-eight towns,” Aguada Mayor Christian Cortés Feliciano, who represented the Mayors Association at the forum. “Each municipality has something valuable to offer, from delightful culinary experiences and museums to historical sites and unique accommodations like inns and guesthouses. For instance, in Aguada, we have the Central Coloso, a historic sugar mill, and the story of the discovery of Puerto Rico. There are countless places for tourists to visit in each municipality that should be promoted by the Tourism Authority [sic], particularly by the Discover Puerto Rico Department of Tourism (DMO), which manages the majority of the budget for promoting Puerto Rico overseas. In this context, the marketers behind various campaigns should seek our input to ensure that all towns can benefit.”

The Municipal Tourism event recognized the CAMPOFRESCO company, producer of time-honored Lotus Juice,

“Camuy is known for promoting ecotourism, highlighted by the Camuy River Cave Park and the Peñón Amador beach area, alongside sites like Cueva Clara, the Old Bazaar, Los Almendros Beach, and El Calvario Church,” he said. “Our administration has officials dedicated to managing groups who come to explore the town. We are also working on several infrastructure projects that will further enrich Camuy’s tourism offerings. However, I must note that all neighboring towns are attractive destinations for any tourist or convention group visiting us.”

Entrepreneur María Vann Reyes, owner of Tienda Sesto -- the oldest craft store in Puerto Rico, located in Aguadilla -- advocated for increased government support to help artisans market their products. Meanwhile, Jorge Echevarría, a community environmental leader in Puerto Rico, urged mayors and legislators to reconsider their support for projects that threaten sites of significant archaeological value and the habitats of endangered species. He cited the rapid deterioration of the environmental significance of La Parguera de Lajas, where the Phosphorescent Bay is at risk of vanishing. He also expressed concern about the development of the Esencia Project in Cabo Rojo, which he said could devastate an area rich in archaeological and ecological importance.

The travel company A & A Tours emphasized the necessity of providing convention groups interested in visiting the island with comprehensive information about all municipalities’ offerings.

“The thousands of conventioneers who come to us share a common desire: they want to explore the rest of the island beyond San Juan,” stated Carlos Castellano, A & A’s director of corporate development. “We must expand our attractions for tourists and engage the entire community to ensure that visitors feel welcomed during their stay.”

LUMA hires legal counsel following rejection of emergency rate increase

LUMA Energy has hired the services of Continental, the Puerto Rico Unsecured Creditors Committee’s (UCC) special litigation and conflicts counsel in the Puerto Rico Electric Power Authority’s (PREPA) bankruptcy case, the STAR has learned.

The revelation, made in a Title III bankruptcy court disclosure on June 10, comes after the Puerto Rico Energy Bureau on June 6 rejected LUMA Energy’s request for an emergency rate increase to cover expenses. The PREB ratified its initial ruling last week.

LUMA serves as PREPA’s transmission and distribution operator. Continental has been hired to advise on issues regarding the distribution system operation and mainte-

nance agreement between PREPA, LUMA and the Puerto Rico Public-Private Partnership (P3) Authority, the disclosure said.

“I do not believe that this representation relates to the matters on which the [Unsecured Creditors] committee has retained the firm, or that the representation will affect the firm’s representation of the committee, as special litigation and conflicts counsel, in matters requiring the firm’s services,” wrote Continental attorney John Arrastia in the disclosure. “Additionally, at this time, neither I nor the firm believe that the representation of LUMA presents or will present a matter adverse to the committee.”

LUMA did not answer requests for comment on Sunday.

The disclosure also said that Conti-

nental Strategy, a government affairs consultancy, was recently engaged by Puerto Rico to provide federal advocacy services. Although Continental Strategy is not part of the Continental law firm, it is affiliated through common ownership interests that do not “fully overlap.”

The entities have separate personnel and operations.

“No individual from Continental Strategy is involved in any matter relating to PREPA or in any matter on which the committee has retained the firm,” the disclosure said.

“Continental Strategy’s representation of the commonwealth is limited to government affairs matters that are unrelated to the Title III proceedings or any issue presently before the Title III Court.”

In wake of Salinas femicide, mayor spotlights victim assistance program

In response to a femicide reported late last week, Salinas Mayor Karilyn Bonilla Colón reiterated on Saturday that the Office of Integrated Victim Services, which houses the municipal “You Are Worth It” program, is located at 28 Monserrate Street in the city center and is offering services. “We deeply regret the death of another woman due to gender-based violence, and we extend our condolences to her entire family who are suffering the loss of a young mother,” the mayor said in a written statement. “We once again remind all citizens that the Municipality is ready to help, educate, and defend.”

“Our Municipal Administration has stated that women and men must enjoy equal opportunities, capabilities, power, and knowledge, as equal citizens,” Bonilla Colón added. “As part of the Community Relations Division of our Municipal Police, we have implemented the ‘You Are Worth It’ program since 2014, an effort to provide integrated services to victims of gender-based violence and boldly contribute to eradicating gender-based violence in our community.”

‘No Kings’ is rallying cry in Old City

Salinas’ Office of Integrated Services for Victims offers various assistance options in collaboration with the Office of the Women’s Advocate, non-profit organizations, the Courts Administration and the Police Bureau. It also integrates municipal agencies to channel any municipal or state services. Among the organizations participating in the project are the Peace for Women Coordinator, the Hogar Nueva Mujer and the Puerto Rico Shelter Network.

The group is composed of Program Coordinator Sgt. Ismarie Cruz, whose responsibilities include providing victim assistance and monitoring and surveillance plans; a

legal advocate in charge of the victims’ legal process and providing court support; and a psychologist who provides personalized therapy to participants and family members of victims of gender-based violence and sexual assault. The office offers 100% confidentiality in its services and has a 24/7 hotline at 939-254-3139.

A femicide, suicide, and aggravated assault were reported at around 9:37 p.m. last Thursday on Baldorioty de Castro Street, in front of the post office in Salinas.

According to the police report, a call to the 911 Emergency System alerted police to gunshot wounds at the scene. Upon arrival, they found the bodies of 29-year-old Linda Ledee Díaz, who suffered a gunshot wound that caused instant death, and 38-year-old Emmanuel Colón Díaz, who died at the scene.

EcoEléctrica to build 20-MW battery system in Peñuelas

The Financial Oversight and Management Board has officially approved a contract valued at $76.8 million that will enable EcoEléctrica to install a comprehensive 20-megawatt (MW) battery energy storage system (BESS) at its facilities in Peñuelas.

The decision marks a pivotal step in enhancing the energy infrastructure of the southern region.

EcoEléctrica has been operational since 2000 and is recognized for running a natural gas plant with a capacity of 540 MW. The plant plays a vital role in the island’s electricity supply, providing some 15% of its total power generation. The company’s investment partners include notable energy firms such as Naturgy from Spain, Engie from France, and Mitsui from Japan, highlighting its international backing and commitment to innovative energy solutions.

The approval of the contract is part of a broader initiative known as the Accelerated Storage Addition Program (ASAP), which aims to significantly increase the BESS capacity at EcoEléctrica’s generation facility. The enhancement is crucial

for stabilizing the energy grid and improving overall resilience, particularly in the face of natural disasters. LUMA Energy, the private operator responsible for the Puerto Rico Electric Power Authority’s transmission and distribution system, has indicated that the upgraded BESS capabilities could potentially expedite the restoration of power facilities by as much as 80 hours after a hurricane or other major disruptive events, thereby providing quicker recovery for the communities dependent on this energy supply.

The oversight board’s resolution and order, which authorized the contract, emphasized that the financial terms for Phase 1 of the ASAP are markedly lower than the initial cost estimates, making the project not only innovative but also economically viable.

The proposed contract is structured to last for 20 years, with provisions for two additional five-year extensions, while ensuring that the total maximum amount payable remains capped at $76.8 million. Further specifics detail that the storage capability payment price is set at $16,000 per MW per month, with a provision for an increase to $20,600 per MW per month should investment tax credits not be available.

The approval of the contract is part of a broader initiative known as the Accelerated Storage Addition Program, which aims to significantly increase the battery energy storage system capacity at EcoEléctrica’s generation facility.

In addition to the battery storage capabilities, the project will integrate full-station black start capability into EcoEléctrica’s facilities. This feature is particularly beneficial, as it enables the plant to restart independently in the event of a total grid failure, thereby enhancing the reliability and stability of the electricity supply. Consequently, the initiative is expected to lead to substantial cost savings for ratepayers in Puerto Rico.

The Puerto Rico Energy Bureau, the island’s energy sector regulator, granted its approval for the contract in January, further securing the regulatory framework needed for the project’s successful implementation.

US interior secretary says he’s open to birthright citizenship in free associated states

U.S. Department of the Interior Secretary Doug Burgum did not rule out the possibility that nationals of a country in a free association agreement with the United States could be entitled to birthright citizenship, like the one that applies to people born in Puerto Rico. Burgum, however, argued that the possibility would have to be evaluated on a case-by-case basis. He said he has not had any discussions on the matter. His remarks were made in response to questions from Resident Commissioner Pablo José Hernández Rivera at a hearing last week evaluating the budget that will be allocated to the agency in charge of managing U.S. lands, minerals and other public natural resources, including national parks and wildlife refuges.

Hernández Rivera said the interior secretary’s responses represent “the first expression of willingness in a long time to enter into a democratic compact with the territories and expand their self-government within the union with the United States.”

Hernández emphasized that Burgum “is open to dialogue with the territories to expand their self-government within the U.S. union, based on mutual consent.” Additionally, the resident commmissioner noted, “the Secretary reaffirmed that free association is a status of independence, but indicated — speaking personally — that he does not rule out the possibility of U.S. citizenship for independent countries under free association treaties.”

The resident commissioner raised the aforementioned issues in the context of the Interior Department’s budget, which allocates funds to the freely associated states and the four territories still under its jurisdiction. He noted that Puerto Rico was removed from that jurisdiction in July 1961 by order of President John F. Kennedy, who cited the “unique status of the Commonwealth” as the reason for transferring the island’s affairs to the Executive Office of the President.

“These questions are relevant because the hearing addressed the Interior Department’s budget, which oversees matters of free association and the territories,” Hernández said in written remarks. “While I maintain that status will not be my priority in Congress, I cannot overlook the fact that

this sets a positive precedent for future conversations about the Commonwealth.”

Body of woman found inside clothing recycling bin in Arecibo

Authorities on Sunday were investigating the discovery of a body inside a clothing recycling bin on the shoulder of highway PR-10 in front of the Pueblo Supermarket in Arecibo.

According to the police report, a call was received through the 911 Emergency System. Upon arriving at the scene, police officers were taken by the supermarket’s security guard to the bin containing the body of a woman. Sgt. José Cortes of the Puerto Rico Firefighters Bureau removed the body, described as caucasian and wearing blue jeans, a white T-shirt and red sneakers.

Agents from the Arecibo Homicide Division and Prosecutor Ariel Chico Juarbe were investigating.

As Trump celebrates Army’s founding, his critics take to the streets

President Donald Trump presided over a show of American military might in the nation’s capital Saturday evening, a celebration of the 250th anniversary of the U.S. Army that became a test of wills and competing imagery, with demonstrators around the country decrying his expansion of executive power.

Trump sat in a reviewing stand on Constitution Avenue as armored vehicles dating from two world wars and overflights of 80-year-old bombers and modern helicopters shook downtown Washington. The city was locked down, divided by a wall of tall, black crowd-control fences designed to assure that the parade, the first of its kind since U.S. troops returned from the Gulf War in 1991, was an uninterrupted demonstration of history and American power. It went off without a hitch, but also without even a nod to the current moment. When Trump left his seat between his wife, Melania Trump, and Defense Secretary Pete Hegseth, it was to swear in new soldiers — “Have a great life,” he told them after the brief ceremony — and then, at sundown, to recall the Army’s greatest moments.

He invoked George Washington and recalled Gettysburg. Yet he spoke more to the Army’s power than to its purpose. “Time and again, America’s enemies have learned that you threaten the American people, soldiers are coming for you. Your defeat will be certain, your demise will be final, and your downfall will be total and complete.”

Hours before he left the White House, the day had already encapsulated the sharpness of America’s divide over immigration, free speech and Trump’s determination to reshape the government, universities and cultural institutions to adopt his worldview.

By design, military parades are part national celebration and part international intimidation, and Trump has wanted one in Washington since he attended a Bastille Day parade in Paris in 2017. Formally, the parade celebrates the decision by the 2nd Continental Congress on June 14, 1775, to raise a unified, lightly armed force of colonialists after the shock of the battles with British forces at Lexington and Concord. That army, which George Washington took command of a month later, ultimately expelled the far larger, better armed colonial force.

But no celebration of history takes place in a political vacuum. And protesters in large

cities and small towns from Seattle to Key West, Florida, showed up in overwhelmingly peaceful demonstrations against how Trump was making use of the modern force. His decisions over the past week to federalize the National Guard and call Marines into the streets of Los Angeles, in support of his immigration roundups, have supercharged a debate about whether he is abusing the powers of the commander in chief.

It was a split-screen show of force. Roughly 2,000 protests, under the slogan “No Kings,” pushed back against what the crowds decried as authoritarian overreach. While big-city rallies attracted the attention and the cameras, smaller events were organized in rural areas, including three dozen in Indiana, a state Trump won last November by 19 points.

In Dallas, another stronghold of Trump’s support, crowds of protesters stretched across a wide street for at least five blocks. The Houston protest looked more like a block party, with dances to Mexican music and cool-offs in a fountain.

But in Los Angeles, which has seen a week of demonstrations, car-burnings and episodic violence, a large crowd gathered downtown, spreading over several city blocks. As the evening wore on and an 8 p.m. curfew approached, tensions rose, with police using chemical irritants in an attempt to disperse some protesters from a complex of federal

buildings and officers on horseback charging toward groups of others and swinging their batons to break them up.

Back in Washington, organizers of the America250 events, for which this is the first big production, sold a “dedicated VIP experience” to large donors, and red MAGA hats to the president’s supporters. It is also Trump’s 79th birthday, though he has insisted the celebration was about the Army, not him. Organizers expected veterans of the Korea and Vietnam conflicts to turn out, along with those who fought in Afghanistan and Iraq, two wars that Trump — and many Democrats — have declared were wastes of lives and money.

Trump has defended the spending of as much as $45 million — including the cost of repairing Washington’s streets from the damage expected from rolling 60-ton tanks down Constitution Avenue — as a small price to pay to stoke national pride and to remind the world of America’s hard power. He told an interviewer on NBC last month that the price tag was “peanuts compared to the value of doing it.”

Every minute was broadcast on Fox News and other conservative networks and streaming services, while the legacy cable networks kept to their ordinary programming. One Fox broadcaster declared the parade showed that “America means business,” and another argued that the show of force rolling

alongside the Mall would provide “succor to our allies” and “strike a little bit of fear and a little bit of deterrence” into U.S. enemies.

But in the run-up to the parade, Trump’s critics argued that such a display could do just the opposite, making the country look as if it were yearning for past glories while ignoring the risks of treating allies as if they are a burden.

Trump’s political advisers bet that half the country or more would enjoy watching the display of Army history, from the World War I tanks to the twin-prop B-25 Mitchells that swept over neighborhoods in northwest Washington on their way to the flyover, as much as Trump’s ever-evolving definition of what “America First” means to his presidency. Parades are pure showmanship, and Trump is the master showman.

Yet a military parade is also an unvarnished celebration of America’s hard power, even if this one was dominated by huge equipment, like the M-1 Abrams tank, that seems antiquated in an age of drones and cyberweapons. (Of the 31 Abrams tanks given to Ukraine over the past two years, only a handful remain operational; most were taken out by the Russians or sidelined by breakdowns.)

And it comes at a moment the administration has been ridiculing as wasteful such efforts as providing global aid, battling HIV or backing basic research at universities that Trump has gone to war against. The parade’s estimated cost will amount to about one-fifth of the annual budget of the Voice of America, which had millions of listeners around the world until Trump took it off the air this spring.

The protests, which organizers deliberately kept outside Washington to avoid focusing more attention on the military celebration, had been planned for many weeks as opposition to the administration’s efforts to dismiss expert opinion, oust the “deep state” and silence critics have mounted.

Trump’s decision to move 4,000 National Guard troops and 700 Marines into Los Angeles asserted a role for the military at home, which was exactly what had given the Continental Congress pause about creating a colonial army at all. That same concern, 250 years later, was expected to give the weekend protests mass and weight. They were further fueled by Trump’s speech at Fort Bragg in North Carolina last week, when he lumped peaceful protesters with “troublemakers, agitators, insurrectionists” and later said anyone protesting in Washington would be met with “very big force.”

Police scour rural Minnesota community where suspect’s vehicle was found

Tactical teams mobilized to a rural stretch of Minnesota on Sunday after officers found what they believed was a vehicle belonging to the man suspected of assassinating a Democratic state lawmaker and trying to kill a second.

Investigators expanding their search for the man, Vance Boelter, 57, across the state discovered the vehicle in Sibley County, about an hour’s drive southwest of Saturday’s shootings. As law enforcement officers donned tactical gear and rushed along a rural highway, cellphone emergency alerts blared, asking residents to keep their doors locked and vehicles secured.

Officials have pleaded for help from the public, offering a $50,000 reward for information leading to Boelter’s arrest. At the same time, they urged caution, saying he was believed to be armed, dangerous and willing to kill. State investigators scheduled a news conference to provide updates on the case at 5:30 p.m. Central time.

Communities were on edge around the Minneapolis suburbs where authorities say the suspect went to the homes of two lawmakers early Saturday, pretending to be a police officer. According to investigators, he was wearing a ballistic vest, gloves and an identity-disguising mask as he killed Rep. Melissa Hortman and her husband, Mark. The police almost caught the suspect at the home, but he escaped on foot after

exchanging gunfire with officers.

State Sen. John Hoffman, a fellow Democrat, and his wife, Yvette, were also shot in a separate attack but survived. Sen. Amy Klobuchar of Minnesota said on NBC’s “Meet the Press” on Sunday that the couple were “hanging in there.” Hoffman, she said, “may face some additional surgeries, but he is also in stable condition right now, from what I know.”

Investigators have been examining surveillance footage, bank records, Boelter’s associations and his movements from before the shootings. He had been politically engaged: A friend said he opposed abortion and had supported President Donald Trump, and he previously served on a state workforce development board with Hoffman.

year period that ended this year and helped pass several key policies on abortion rights, marijuana legalization and medical leave. Hoffman is a fourth-term state senator from Champlin, another Minneapolis suburb, and leads the Senate’s Human Services Committee.

— The suspect: Boelter and his wife run a private security company that promotes the usage of SUVs similar to those used by police departments, according to its website. The couple also appears to have run a religious nonprofit. An archived ver-

sion of the organization’s website described Boelter as an ordained minister who had preached overseas. It said that he “sought out militant Islamists in order to share the Gospel and tell them that violence wasn’t the answer.”

— Political violence: Slowly but surely, violence has moved from the fringes to become part of the political landscape. Threats and even assassinations, attempted or successful, have become a steady undercurrent of American life.

Why rooftop solar could crash under the GOP tax bill

Over the past two decades, more than 5 million U.S. households from California to Georgia to Maine have put solar panels on their roofs, drawing energy from the sun and reducing their electric bills.

But that could soon come to a crashing halt.

The big domestic policy bill passed by House Republicans last month would, by the end of this year, eliminate tax credits for homeowners and solar leasing companies that have fueled the popularity of rooftop solar. If it becomes law, it would lead to an immediate plunge in installations, analysts and companies say.

“This sets us back,” said Ben Airth, policy director for Freedom Forever, one of the country’s largest residential solar installers. “I’ve been in this industry 22 years and remember when it was only rich people, doomsday preppers and environmentalists installing solar panels on their roofs.”

One analysis by Ohm Analytics, an energy data firm, estimates that residential solar installations could fall by half next year if the House bill becomes law. Without the tax credits, it would take 17 years, on average, for homeowners to earn back their solar investments. A more pessimistic analysis by Morgan Stanley projects that rooftop solar demand could fall by 85% through 2030.

While Republicans want to curb tax breaks for other renewable energy technologies like wind turbines and largescale solar farms, the consequences for rooftop solar could be more severe. Rooftop solar can cost two to three times as much per unit of electricity as large solar arrays on farms or in deserts, and the residential industry is more vulnerable to shifts in subsidies.

The Senate is now writing its version of the domestic policy bill, and solar executives have descended on Washington to plead for a more gradual wind-down of the energy credits. They note that the solar industry employs roughly 300,000 workers and that rooftop systems can help homeowners cut their electric bills.

Yet some conservative Republicans have made clear they oppose any restoration of tax breaks for renewable energy.

“Those God forsaken subsidies are killing our energy, killing our grid, making us weaker, destroying our landscape, undermining our freedom,” Rep. Chip Roy, R-Texas, said on the House floor last week. “I’m not going to have it.”

The uncertainty is upending an industry that was already struggling with tariffs and high interest rates. Last week, Solar Mosaic, which provided loans to homeowners to install rooftop panels, declared bankruptcy. On Monday, Sunnova Energy, one of the nation’s largest rooftop solar companies, followed suit.

Some experts say rooftop solar will eventually rebound, even without subsidies, if electricity prices keep rising around the country, which would make the economics of going solar more favorable. But the adjustment period is likely to be painful, with more bankruptcies and layoffs.

“We’re not expecting residential solar to go away,” said

Major tax changes

For two decades, Congress has offered tax breaks for people who put solar panels on their roofs. But Democrats supersized those subsidies in the 2022 Inflation Reduction Act, which plowed hundreds of billions of dollars into technologies meant to fight climate change.

The law extended the residential solar credit, which allows homeowners to recoup 30% of the cost of a solar system they own, through 2032. It also expanded an investment tax credit for companies that build low-emissions sources of electricity like solar and batteries.

The latter change fueled a boom in solar leasing, in which homeowners don’t have to pay the upfront cost of a rooftop solar system that can run $30,000 or more. Instead, a company owns the panels and keeps the tax credits. The homeowner leases the equipment from the company and ideally saves money through lower energy bills.

More than 50% of home solar systems are now financed this way, and the rise of leasing has made rooftop solar more accessible to less-wealthy households, as well as to schools, hospitals and small businesses.

The House Republican bill would terminate the residential solar tax credit by the end of 2025. And, in a last-minute change pushed by fiscal conservatives, solar leasing companies would be immediately ineligible for the investment tax credit.

The House bill would also forbid companies from claiming the tax credits if they use components from China, which dominates solar supply chains. Because that provision is so broadly written, many companies say it would effectively make the credits unusable.

“Catastrophic is a fair way to describe the industry impact” of the House bill, said Gregg Felton, CEO of Altus Power,

which develops solar projects on rooftops and parking lots.

If Congress slashed support for renewable energy, experts said companies would continue investing in large-scale solar arrays, since even without subsidies those plants are often one of the cheapest ways to generate additional electrons. Rooftop solar, which is costlier and requires more labor, faces greater risks.

Kenny Pfannenstiel, the chief operating officer at Big Dog Solar, an Idaho-based solar installation company, said that rooftop solar has lately grown popular in newer markets like Montana and Idaho.

“We see a lot of interest from people who want to control their own energy future, or who worry about the grid being available when they need it,” Pfannenstiel said. Once the tax credits were expanded, he said, “the economic argument for those customers to install solar and battery systems became a lot stronger.”

If the credits vanished, some customers might still want panels, he said, but the market “would shrink drastically.”

A debate over rooftop solar

The fight over tax credits in Congress isn’t the only challenge facing rooftop solar. While the technology remains popular with homeowners, some states have started pulling back support amid a barrage of criticism.

Electric utilities and some analysts say that rooftop solar users raise costs for everyone else, because solar households pay less on their monthly utility bills but still rely on the broader grid for backup power. That shifts the cost of maintaining the grid to other households, which are often low-income. (Solar proponents disagree, saying that utilities ignore many benefits of rooftop panels, such as avoided transmission costs.)

The fight has been especially fierce in California, the country’s biggest rooftop solar market. In 2022, regulators slashed the compensation that new solar households could receive for the electricity they produce. In the months that followed, rooftop installations fell 85% statewide, straining installers, manufacturers and distributors.

Even now, some officials are looking to cut support further, including for existing homes. “We have to reevaluate how our current solar subsidy programs impact Californians who may not be able to afford solar-panel systems,” said Lisa Calderon, a Democratic state lawmaker.

The rise in interest rates has further squeezed the rooftop solar industry, by making it more expensive to borrow money to finance new installations. The Trump and Biden administrations also increased tariffs on solar components from China, which aids domestic manufacturers but makes panels more expensive.

“At some point our industry can and should be able to function without tax credits,” said Chris Hopper, co-founder of Aurora Solar, a software company that designs home solar systems. “I do think we could get on board with a phase-down of these credits over an appropriate time period that gives us time to figure out how to find efficiencies and lower costs.”

“But an overnight change would be devastating,” Hopper said. “It’s just not possible to adapt that quickly.”

Fed meeting in focus as investors seek rate-path hints

The Federal Reserve’s balancing act between concerns about a weakening labor market and still above-target inflation will take center stage for investors in the coming week as they weigh risks to the rally in the U.S. stock market.

The benchmark S&P 500 (.SPX), has rebounded sharply over the past two months as worries about the impact of trade barriers on the economy have eased since President Donald Trump’s “Liberation Day” announcement on April 2 sent the market plunging.

The rally hit a stumbling block on Friday as stocks fell globally and investors moved to safe-haven assets after Israel launched a military strike on Iran, and Iran fired missiles in response. Major U.S. indexes ended down over 1% on Friday, with the S&P 500 falling 1.1%.

The Fed’s two-day monetary policy meeting could present the next major obstacle for markets. While the U.S. central bank is widely expected to hold interest rates steady when it announces its decision on Wednesday, investors are eager for any hints about whether the Fed might be poised to lower rates in the coming months.

The fed funds rate has been at 4.25%-4.50% since the central bank last eased in December, by a quarter percentage point.

“What the Fed is going to have to try to do next week is encourage the belief that they are able to act without actually promising anything,” said Drew Matus, chief market strategist at MetLife Investment Management. “If they move rates lower too early before there is evidence that there is weakening in the economy that they can then point to, they raise the risk of actually boosting inflation expectations further.”

At its last meeting in May, the central bank said risks of both higher inflation and unemployment had risen. The Fed has a dual mandate to maintain full employment and price stability, and investors will be seeking any signs of whether officials are more concerned about one of those goals and what that means for the path of rates.

One area of focus on Wednesday will be an update to Fed officials’ projections about monetary policy and the economy, which were last published in March.

Capital Markets America, will be watching estimates for unemployment. While the Fed officials’ last projection was for unemployment to end 2025 at 4.4%, Werther is projecting a year-end rate of 4.6%, saying recent data including jobless claims has indicated softening in the labor market.

“If the unemployment rate is expected to move higher, just aligning with what we’ve seen in the labor market, and inflation isn’t expected to move much beyond what the Fed is projecting, then it opens the door to further easing in support of the labor market later this year,” Werther said.

Fed funds futures indicate markets expect two rate cuts by the end of this year, with the next one likely in September, according to LSEG data. Such bets were bolstered by benign inflation reports this week.

Israel and Iran trade attacks as toll from conflict mounts

Israel and Iran exchanged more missile attacks on population centers Sunday, brushing aside international calls to halt what has quickly become the fiercest clash in decades between the two sworn enemies.

The path to diplomacy appeared to narrow after officials called off talks that had been set for Sunday between Iran and Washington on the future of Iran’s nuclear program.

In unleashing a series of powerful strikes starting Friday, Israel said its goal was to disable Iran’s nuclear infrastructure. It appeared unlikely that this has been accomplished, experts say, and with each side vowing to pursue attacks, civilians in both countries were seeking shelter where they could.

A semi-official Iranian news agency, ISNA, released photos of what it said was the aftermath of an Israeli strike Sunday that hit a residential neighborhood in central Tehran, Iran’s capital. The photos showed some people fleeing, carrying young children. Two men could be seen lying on the pavement bleeding as people tried to tend to their injuries. And a woman stood crying as she held an infant whose clothes and feet were covered in blood.

The skies of Tehran were aglow with flames from burning fuel reservoirs overnight after Israeli fighter jets bombarded the country’s vital oil and gas industries.

“I never imagined witnessing such a scene in my city during my lifetime,” said Behzed, 40, a copyright expert who asked to be identified only by his first name.

In Israel, orange-vested emergency workers were clambering over rubble Sunday morning in the central coastal city of Bat Yam in the wake of an Iranian missile strike that killed at least six people and wounded scores of others. Paramedics were still trying to save three people who were trapped under debris, according to Israel’s military.

Iran’s Health Ministry said Israeli strikes had killed at least 128 people. Israel said at least 13 people had been killed by Iranian missiles that eluded Israel’s sophisticated defenses.

President Donald Trump on Sunday urged the warring nations to move toward standing down in the fighting.

“Iran and Israel should make a deal, and will make a deal,” he wrote in a post on his social media platform. He said: “Many calls and meetings now taking place.”

But on Sunday, Iran’s Revolutionary Guard warned that it would escalate attacks if Israel continued carrying out strikes, according to state news media. Not long after, Israel’s military spokesperson, Brig. Gen. Effie Defrin, said Israel was not ceasing its attacks on Iran “for a moment.”

“At this hour, too, we continue to strike dozens of additional targets in Tehran,” Defrin said. “We are deepening the damage to Iran’s nuclear program and its military capabilities.”

The Israeli assaults have targeted not just sites tied to Iran’s nuclear industry but also scientists and military leaders.

“We will not have a second holocaust, a nuclear holocaust,” Prime Minister Benjamin Netanyahu of Israel said on Fox News on Sunday in his first television interview since Israel struck Iran.

Israel’s foreign minister, Gideon Saar, told CNN on Sunday that “the goal is not a regime change,” saying that “this is for the Iranian people to decide.”

In Iran, the roads leading out of Tehran were packed with heavy traffic, according to residents, the head of the traffic police and images broadcast on Iranian news media. Residents have described long lines forming at gas stations and neighbors trying to flag down taxis while holding suitcases, as people searched for a way to flee the capital.

Heat of Air India crash hinders DNA identification, agonizing relatives

The intensity of the flames from the crash of Air India Flight 171 has made the identification of passenger remains a mammoth task, medical officials in India said Sunday, as relatives of more than 200 victims waited outside a mortuary for a third day.

The Boeing 787-8 Dreamliner was carrying 125,000 liters, or more than 33,000 gallons, of fuel when it crashed on Thursday, a full load for a nearly 10-hour flight from Ahmedabad to Gatwick Airport near London.

Senior health officials in Ahmedabad told a visiting delegation Saturday that initial findings indicated that temperatures at the crash site had reached 1,500 degrees Celsius, or 2,700 degrees Fahrenheit, according to two people who attended the briefing. Such temperatures are more than enough to incinerate bodies.

being sent, told the Indian news media that the damage to the bodies made collection and testing difficult.

“These high temperatures affect the DNA present in various parts of the body,” Sanghvi said. “This process is very complex.”

By Sunday evening, only 35 bodies had been handed over to relatives, among an overall official death toll of 270 from inside the plane and on the ground.

Eight of the bodies, mostly of people killed at the medical school campus where the plane crashed, were identified and released Friday. Others were given to relatives starting Saturday evening, when DNA results began coming in.

Among the victims identified through DNA tests by Sunday afternoon was Vijay Rupani, who served as the state of Gujarat’s top elected official until 2021, according to Harsh Sanghavi, the home minister in Gujarat, where Ahmedabad is the largest city.

Rajnish Patel, an official at the Ahmedabad Civil Hospital, where most of the bodies lie in the mortuary, said hundreds of DNA samples collected from relatives had to be compared one by one with each of the remains.

“The sheer size of it is massive,” he said in an interview.

In a sign of the damaged state of the bodies, the remains released to family mem-

bers Sunday were done so under tight security. Some family members said that officials had told them they were not allowed to open coffins, and that they had to move on with cremations and burials swiftly.

Only one passenger among the 242 on board survived by making a miraculous escape. While the relatives of the other 241 have been officially notified that their loved ones had died, closure has been made more difficult because family members are still left to wander the mortuary halls, uncertain when they will be able to receive whatever remains could be gathered.

For families of the dozens of victims who had been caught in the path of the doomed plane on the ground, the search is even more complicated. They are simply listed as missing.

Among them are Sarla Ben Thakur, 52, and Adhya, 2, the mother and daughter of Ravi Thakur.

The family made a living cooking and delivering lunch to those on the medical school campus. Thakur and his wife would leave Adhya and her 5-year-old brother, Madhav, in the kitchen with their grandmother, who did the cooking. A small swing had been set up for Adhya in a corner of the workspace. Thakur, 32, said that Madhav had run outside to play before the plane struck the building, where his mother and daughter were inside.

He hasn’t found any trace of either of them.

“I looked for my mother and daughter all over, in nearby hospitals and police stations,” he said. “While I was asking around, some doctors told me to go give my DNA. And then yesterday I filed a missing complaint also with the police.”

Thakur said medical officials had told him he would receive a call if his DNA matched any remains at the mortuary.

Also searching for clues is the Patni family, who ran a tea stall at the medical campus.

While the mother, Sitaben Patni, is receiving treatment for wounds and burns at a trauma center, the family has not been able to find her son Akash, 14.

Akash’s sister, Kajal, and brother, Kalpesh, have spent their days outside the mortuary.

“How can I eat when I know my brother is inside?” Kalpesh said. “This is my house until they give me my brother. It is hot, we are hungry, but I want my brother.”

Israel had the courage to do what needed to be done

It may be months or years before we’ll know the full results of Israel’s attack on Iranian nuclear and military targets, which began early Friday morning and could last for days or weeks. But critics of the strike — and already they are vocal — might at least ask themselves whether Israel had any realistic alternative against an adversary that has repeatedly vowed to wipe it off the map.

Barely a day before the strike, the board of the International Atomic Energy Agency, representing 35 nations, declared that Iran was in violation of its nuclear nonproliferation obligations. The agency’s technical report points to “rapid accumulation of highly enriched uranium,” a failure by Iran to provide “technically credible answers regarding the nuclear material at three locations” and Iran’s “insistence on a unique and unilateral approach to its legally binding obligation.”

In plain English, Iran has been deceiving the world for years while gathering the means to build multiple nuclear weapons. In a better world, diplomacy would have forestalled and perhaps eliminated the need for Israeli military action.

But President Donald Trump, who tried to dissuade Israel from striking, failed to get a deal after five rounds of negotiations and noted this week that Tehran had become “much more aggressive” in the talks. Make of his testi-

further underground, figuratively and literally, accelerating its effort to get nukes while making future attacks more difficult to carry off.

Those risks can’t be ignored. But it’s worth noting that Iran was doing many of those things without the pretext of an Israeli strike, sometimes directly and sometimes through proxies, such as the Houthis and Hezbollah.

As for the prospect of Iran now racing toward a bomb, evidence suggests it was already doing so anyway. It will take time, probably years, for Iran to regain its former pace, and it will do so in a severely weakened military, technical and economic state. And it can always be hit again.

mony what you will, but it’s worth recalling that a much more pliant and patient Biden administration spent years trying to reach an agreement, and also gave up in frustration with Iran’s repeated prevarications.

As for other alternatives, the clandestine means of sabotage and targeted assassinations that Israel had long used, and which probably delayed Iran’s nuclear breakout moment by years, had plainly run their course — otherwise, Israel would have continued to use them rather than risk Iranian retaliatory strikes using drones and missiles that could overwhelm Israel’s defenses.

Those strikes may yet come, and soon. But they underscore, from an Israeli point of view, how crucial it is that Iran be prevented from being able to mount any of those missiles with a nuclear warhead. Academic theorists in, say, Chicago may be convinced that an Iran armed with nuclear weapons would merely help create a stable balance against a nuclear-armed Israel.

Yet that fails to take into account the millenarian mindset of some of Iran’s theocratic leaders, for whom the ideological objective of destroying Israel may be worth the price of mass martyrdom in a nuclear exchange. It also ignores the prospect that an Iranian nuclear bomb would lead Saudi Arabia, and perhaps Turkey and Egypt, to seek nukes of their own. How stable is a balance of terror if there are three, four or five nuclear powers in the world’s most volatile region, operating in uncertain diplomatic combinations, each at daggers drawn with the others?

Still, even if Israel had no better options against Iran, it’s no guarantee that the strikes will succeed, either in the short or long term. Besides a direct retaliatory strike on Israel, Iran will be tempted to hit back at other targets: ships transiting the Strait of Hormuz, Jewish sites in faraway places, U.S. diplomatic or military installations in the region. The Israeli strike may also drive Iran’s nuclear programs

It also matters that Iran’s leadership has again been bested on its home turf, not by the “Great Satan” of the United States but, much more humiliatingly, by the “Little Satan” of Israel. The weaker and more uncertain the regime looks in the eyes of ordinary Iranians, the likelier it will spark the kinds of mass protests that nearly brought it down in 2022. An end to the regime that has inflicted so much misery on so many people for so many years offers the only sure route to ending the nuclear crisis for good.

I’m writing in the first hours of a conflict that surely still has many surprises in store. It’s far too soon to say how it will end. But for those who worry about a future in which one of the world’s most awful regimes takes advantage of international irresolution to gain possession of the most dangerous weapons, Israel’s strike is a display of clarity and courage for which we may all one day be grateful.

Como secretaria asociada, se nombró a Dilaila Padilla Vázquez, quien cuenta con 13 años en el Departamento de Justicia y posee una maestría en Gerencia y Liderazgo Estratégico. ‘How to Train Your Dragon’ review: The return of Hiccup and Toothless

This remake of the 2010 film comes just six years after the third and final installment of the animated trilogy, barely a blink of an eye when it comes to developing the nostalgia kick that tends to fuel live-action retreads.

About halfway through “How to Train Your Dragon,” Hiccup, the unlikely hero hiding under a mop of teenage hair, hops onto the back of his newfound dragon friend, Toothless, and cautiously goes for their first ride. Soon, they’re soaring; they’re bumped around and perilously tumbling; they’re finding each other midair; and finally they’re shooting off at light speed, twisting impossibly through the craggy rock formations sprouting over the sea.

It’s a moment of pure exhilaration, the first instance when you nod and momentarily understand the point of this remake

— a live-action mirror of a big sequence from the 2010 animated film that adds visceral weight and big-screen grandeur to the original. By the film’s end, it’s one of the few scenes that genuinely justifies the entire conceit of this reimagining from Dean DeBlois, the franchise’s returning director.

To be sure, this new iteration is entertaining, bears a sense of heart and brings a tight script of fantasy and friendship to life.

It is, in short, all of the original, only too much so: Most of the good of this “Dragon” come directly from its source material, as DeBlois has almost religiously mimed his original creation without much daring or new dimension beyond mechanically trans-

lating it to an IMAX screen. For the faithful to a strong franchise, that is perhaps the best way to do it.

This remake of the 2010 film comes just six years after the third and final installment of the animated trilogy, barely a blink of an eye when it comes to developing the nostalgia kick that tends to fuel live-action retreads. And yet, the movie is bringing to life a franchise that, far more than most animated films, has the pure DNA of a real-deal blockbuster: an immersive fantasy epic full of dragon fights and warmongering Vikings.

Like its original, the new film begins by introducing us, midbattle, to Berk, a remote island village that is in a perpetual war with dragons. When Hiccup (Mason Thames), the feckless son of the village chief, Stoic (Gerard Butler, reprising his role in the animated films), wounds a Night Fury, the deadliest of dragons, he develops a bond with the creature. He names him Toothless and comes to find him, and all dragons, to be more skittish dog than aggressive predator, a realization Hiccup struggles to translate to his people as their war turns ever more deadly.

DeBlois changes little to the story and re-creates many of the shots from the predecessor, a testament to the scope and narrative sturdiness of the original. The focus here is in adding a kind of tangibility and heft to the beasts and the battles. And some of that is there, in spurts. But even in these moments the film runs into a built-in issue with a remake of such recent material: If the idea is to give the fantasy a newly tactile and awe-inspiring life, it’s hard to meaningfully do so to a vision that, animated

less than a generation ago, already felt very much alive. DeBlois’ original creation was a visual wonder, and watching this new one 15 years later, the jump between one already very contemporary format to another doesn’t feel all that impactful or, in that sense, warranted.

The live-action cinematography does lend a sense of scope that can be impressive but also uneven: This world appears bathed in artificial light, and when we see Hiccup and his friends in close-up astride their dragons, we’re suddenly glaringly aware of the green screen hidden beneath everything.

But there is a newfound sense of danger and realism that enhances the core friendship between Hiccup and Toothless. The dragon here is still cute, but he and his skirmishes are heavier and louder. The stakes, then, feel higher, though Thames, who is well-cast as the uncertain teen hero, can nevertheless try too hard at times to tell you that.

Butler is the most welcome holdover from the original. His physical presence fits the role as much as his voice did, and he seems to be relishing the opportunity to put on a Viking helmet and return to a world that is now a bigger playground. Why wouldn’t he? Berk is suddenly made manifest, and dragons are real. But it’s hard not to shake the impression that the excitement is mostly fueled by the memory of something smaller, but better.

Es un apartamiento de dos niveles de forma rectangular y está localizado en la parte Sur del edificio. Mide 45’ 5 5/8%” en su lado más largo medido desde el balcón hasta el patio y una distancia de 12’ 0” medido desde el patio hasta el baño que

hacen un área aproximada de 993.38 pies cuadrados, equivalentes a 92.288 metros cuadrados. Sus lindes y distancias son los siguientes: por el NORTE, en una distancia de 14’ 2 1/4”, con la Calle Pedro Arzuaga; por el SUR, en una distancia de 12’ 0”, con áreas comunes y pasillo; por el ESTE, en una distancia de 45’ 5 3/8”, con el apartamiento 115; y por el OESTE, en una distancia de 44’ 10”, con el apartamento 113. Manny Machado is on the verge of 2,000 hits. Could he be the last player to reach 3,000?

One night in April, after another line drive moved him closer to a rare milestone, Manny Machado heard a fellow member of the San Diego Padres raise a theory. Machado, the team’s franchise third baseman, professes to have forgotten who said it. But the idea has stuck in his head.

Maybe it was the fact that the club had just faced the Houston Astros and José Altuve, who reached 2,300 career hits last Wednesday. Maybe it was Machado’s proximity to hit No. 2,000. Maybe, more than anything, it was the audacity of it all.

If Machado were to eventually reach 3,000 hits, could he be the last to ever do it?

“It does sound crazy,” Machado said, “but at the same time, you kind of see how the game is going right now.”

Machado, who turns 33 next month, finds himself on the doorstep of an increasingly exclusive club. There are four active players — Freddie Freeman, Altuve, Andrew McCutchen and Paul Goldschmidt — with at least 2,000 hits. Machado, with only 19 more hits, will make it five. Yet as recently as two decades ago, there were 27 such players.

This downward trend might only be accelerating. Pitchers are pairing unparalleled velocity with a greater understanding of how to manipulate spin and ball flight. The contact hitter is not extinct, but home runs and uppercut swings still drive team success and nine-figure contracts. While extreme shifts are now outlawed, defenses continue to pursue optimal positioning.

“It’s hard to hit the ball,” said Luis Arraez, the Padres’ first baseman and a threetime batting champion.

In 2025, the leaguewide batting average remains under .250 for a sixth consecutive year. If the season were to end today, the average on balls in play would mark a 33-year low. Arraez, 28, who has 915 career hits, secured the National League batting title last year with a mere .314 average. As players in their late 30s, McCutchen and Goldschmidt are long shots to even come close to 3,000 hits. Altuve was once considered a leading candidate, but he is showing

signs of decline. Freeman is hitting as well as ever, but, like Altuve, is racing against time.

Machado, meanwhile, has a chance to achieve something none of those decorated veterans did: become the 55th player to record 2,000 hits before age 33. He also has a $350 million contract that runs through 2033 and came with the understanding that he would provide the bulk of his production on the front end.

So far, Machado, a six-time All-Star, has delivered few indications of offensive slippage. He spent much of the last three years playing through tennis elbow and then the lingering effects of reparative surgery. He still completed 2024 as the only active big leaguer to have hit at least 28 home runs in nine consecutive full seasons.

Now, he is batting .320 with a seemingly healthy elbow and some of the best underlying numbers of his career. In a recent 3-2 loss to the San Francisco Giants, he lined an opposite-field single and pulled a two-run drive to become the 33rd player with 350 home runs by age 32. He was 3 for 5 with five runs batted in an 11-1 win against the Los Angeles Dodgers on Tuesday.

“It feels good to just be somewhat normal and be able to get some good swings out and not really be on the training room

table every single day,” Machado said. Mike Shildt, the Padres’ secondyear manager, said he was seeing more “consistency and clarity” from Machado.

“I just see a guy that’s really comfortable where he’s at, trusting the guys around him and not making the situation bigger than it is,” Shildt said. “Just putting a good stroke on it, which is one of the best right-handed swings I’ve seen.”

The team’s hitting coach, Victor Rodriguez, added: “He’s healthy. He’s not searching. He’s not trying to feel how he can be comfortable. He’s comfortable. And you see Manny sometimes get out of it, but the next day he’s really focusing on getting back to the big part of the field and being himself.”

Machado has been that guy from the beginning. On Aug. 9, 2012, when he was 20, he skipped over Triple-A and landed in a playoff chase with the Baltimore Orioles. In his second at-bat, he tripled into the right-center gap for his first career hit.

In time, Machado turned consistent doubles power into 30-homer seasons. He won a Platinum Glove in 2013, given to the best overall defensive player in each league, and settled in as one of the finest defenders of his generation. After two knee operations cost him time early in his career, he demonstrated what would become another defining quality.

Since 2015, Machado has started more major league games than anyone else. His only trip to the injured list over the last decade came in 2023, when a fractured hand forced him to miss two weeks. His durability reminds Los Angeles Angels Manager Ron Washington of Adrián Beltré, the third-base contemporary Machado most admired until Beltré retired in 2018.

As the games have piled up, so have the hits. Machado reached 1,500 hits in 2022, becoming the sixth third baseman to cross that threshold by age 29 — and the first since Beltré in 2008. He has batted at least .275 in every season since his rookie campaign, and his gap-to-gap approach holds up in offense-suppressing venues.

Given their continuing performances, Machado and Freeman, the Dodgers’ met-

ronome of a first baseman, appear to be the safest current picks to eclipse 3,000 hits. Both have supplied all-fields production in eerily similar fashion. Since the Statcast era began in 2015, Machado’s batted-ball profile breaks down as follows: 37% to the pull side, 37% up the middle and 25% to the opposite field. The same goes for Freeman, who at 35 is leading the NL in batting average.

“Manny and Freddie, they came from a different era with a different philosophy and a different skill set on how to approach hitting, and they’ve been able to survive,” Shildt said. “And yeah, their talent’s extraordinary, but it’s not so extraordinary that other people can’t follow it. But the industry, including the amateur level, is tripled up where you’re just devaluing the hit. It’s not valued as highly.”

A little more than three years have passed since Miguel Cabrera, an all-fields slugger Machado studied closely, became the 33rd and most recent player to enter the 3,000-hit club. Freeman and Altuve, with perhaps a handful more seasons, could approach elite territory around their 40th birthdays.

Even Machado is far from a guarantee. Of the 10 players this century to reach 2,000 hits by age 32, five — Derek Jeter, Alex Rodríguez, Beltré, Albert Pujols and Cabrera — went on to attain 3,000.
