PREPA bond trustee says it will oppose debt adjustment plan

U.S. Bank National Association, the Puerto Rico Electric Power Authority’s (PREPA) bond trustee, said it will oppose the utility’s debt adjustment plan as it advised bondholders that they have until June 7 to vote for or against it.

The information is contained in a filing to the markets, according to the Electronic Municipal Market Access (EMMA). June 7 is the deadline for bondholders insured by U.S. Bank National Association to complete an election regarding their treatment and rights, and the deadline to object to the confirmation of the proposed plan. It is unclear how the vote will impact the approval of the debt plan since bondholders account for a significant portion of the utility’s $10 billion debt.

than its secured claim. The Title III court ruled that the PREPA bond trustee holds an unsecured claim based upon PREPA’s payment and equitable relief covenants in the Trust Agreement.

The Title III court, however, declined to rule that the amount of the PREPA bond trustee’s unsecured claim was equal to the full amount of the bond indebtedness. Instead, the court indicated that it intends to conduct additional proceedings.

“The PREPA bond trustee opposes confirmation of the proposed plan on numerous grounds,” the bond trustee’s filing said. “The trustee currently intends to coordinate with members of the majority bond group to oppose confirmation of the proposed plan and anticipates jointly seeking leave for an interlocutory appeal of the summary judgment order together with the majority bond group.”

On March 22 of this year, the U.S. District Court in San Juan issued an opinion and order in a Lien and Recourse Litigation upon cross motions for summary judgment. In the order, the Title III bankruptcy court rejected the position of the PREPA bond trustee and majority bondholders that the indebtedness evidenced by the bonds is secured by a lien in all of PREPA’s future revenues of the system. Instead, the Title III court granted partial summary judgment in favor of the Financial Oversight and Management Board and ruled that the Trust Agreement only created a security interest in the moneys actually deposited by PREPA to the Sinking Fund, Self-Insurance Fund, Capital Improvement Fund, Reserve Maintenance Fund and Construction Fund.

“This is an adverse ruling because it limits the security interest securing the Bonds to relatively small sums of money that are insufficient to provide a material recovery to Bondholders on account of the PREPA Bond Trustee’s secured bankruptcy claim,” the EMMA publication says.

With respect to the PREPA bond trustee’s unsecured claim based on the bonds and the Trust Agreement, the Title III court rejected the argument advanced by the oversight board and the Official Committee of Unsecured Creditors that the amount of the unsecured claim held by the PREPA bond trustee could be no greater

“Under the proposed plan, a Class 2 unsecured claim is to receive the same treatment as general unsecured creditors,” the filing says. “... The PREPA Bond Trustee opposes confirmation of the Proposed Plan on numerous grounds, and nothing herein is intended to constitute a waiver or admission with respect to any of the rights of the PREPA Bond Trustee or grounds for opposing confirmation of the Proposed Plan.”

Confirmation hearings on the oversight board’s proposed PREPA adjustment plan under the Title III case are scheduled for July 17-28, according to the document.

Separately, PREPA’s retirees on Tuesday sought a meeting with Gov. Pedro Pierluisi Urrutia to discuss the future of the utility’s retirement system, which under the plan will change to a “Pay as You Go” structure.

Governor vows to find confirmable women’s advocate candidate

Gov. Pedro Pierluisi Urrutia said Tuesday that he will seek a candidate for the Women’s Advocate Office “who does not arouse passions.”

“I have to renew the search, look for a suitable person to run that office,” the governor said at a press conference. “As soon as I identify it, I will make that designation. This just happened [interim Women’s Advocate Vilmarie Rivera Sierra’s withdrawal of her nomination last week], and now I have to ask my team to identify candidates. What happened is unfortunate because, well, every time I make a nomination and it doesn’t have the votes of the Senate, it’s a bad thing. Well, for the next appointment, I will have to make a great effort to try to find someone who passes that endorsement. ... It may take me a while because [I have to] try to ensure that the next appointee does not find a stumbling block like the one Vilmarie Rivera just found.”

Asked if Madeline Bermúdez, the new interim women’s advocate, could be formally appointed, Pierluisi replied, “What

I can say is that she has been doing her job, but this is a difficult decision because the person I desire I have to make an almost superhuman effort to please a majority of the Senate.”

“Obviously, this is not easy,” he said. “… I have to find someone who … does not raise too many passions on one side and the other. We have a conservative sector and a progressive or liberal sector in that Senate and I have to try to reconcile this so that they approve someone with the majority of the votes.”

Likewise, Pierluisi recalled other appointees who were rejected by the Senate.

“At all times I defended the appointment. It was defended by my team,” the governor said. “Thank God this has not happened so much. It happened with Larry Seilhamer and it hurt me a lot. It happened with Judge Rodríguez Casillas and it hurt me a lot, to give two examples. Now it happened with Vilmarie Rivera and it also hurt me a lot.”

“Now, hundreds of appointments have been confirmed,” he added. “From time to time these things happen. They are not pleasant in the least and I am going to make a great effort

because I realize what has happened here, to look for a person who will get the 14 votes that are necessary.”

Despite investing thousands of dollars in a social alert application in 2015, the island’s 9-1-1 Emergency Systems Bureau failed to implement it because numerous mistakes had been made in the contracting process, a Puerto Rico Comptroller opinion showed Tuesday.

The comptroller issued an adverse opinion on the fiscal operations of the computerized information systems of the 9-1-1 Emergency Systems Bureau of the Puerto Rico Department of Public Safety.

The tests carried out, as well as the evidence, revealed that officials did not carry out the operations related to the investment and payments for the emergency alert system of the Social Alert platform, in all significant aspects, under the applicable law and regulations.

Social Alert is an application that organizations, agencies and communities use to receive and send emergency alerts using smartphones. In addition, the application allows citizens to report emergency incidents in real time.

The comptroller’s report reveals that the 9-1-1 Bureau invested $167,750 in the acquisition of licensing and implementation of the Social Alert platform, which has yet to be of any use since it has only been in the test phase. In addition, officials failed to install a mobile application, the monitoring portal, the alert reports, and the educational portal.

The Bureau formalized a contract on May 6, 2015, for $869,000 to acquire the license and implement the Social Alert security platform for 9-1-1 emergencies. However, the contract, valid until May 4, 2020, was canceled on Dec. 6, 2016 after an internal audit report was revealed showing that officials failed to obtain certain quotes for the application and that neither a

feasibility study nor a risk analysis study had been done. In addition, in December 2016, the director of the Bureau’s Information Systems Office established that the application was only in the testing stage, that the staff did not participate in the evaluation process, and that officials did not consider the requirements and standards of federal regulations when awarding the contract.

The situation is attributed to the fact that the director and deputy executive director at that time needed to carry out a necessity and feasibility study to analyze whether the platform met their operational and technological requirements. Those officials also did not request or review additional proposals in order to compare and evaluate the costs submitted by the contractor, the report notes.

The audit indicates that the Bureau approved the most costly and advantageous billing for the contractor. The then-executive director signed the contract with a leonine clause in which the Bureau had to pay $92,000 for the planning and development phase of the Social Alert platform, whose license was not exclusive and whose implementation cost $8,000. A leonine clause threatens the balance in contractual benefits, grants unjustified advantages and is contrary to the reciprocity of benefits. The comptroller’s report highlights that the Bureau should have demanded a final product that was functional and adapted to the existing systems.

The audit also reveals that the Bureau paid invoices for the various phases of the Social Alert platform, not to mention the programming carried out to make it functional. In addition, the contracted training sessions did not present the product, did not explain the use of the platform, and were not perceived as useful for call center telecommunications workers.

The audit recommends that the secretary of Justice advise the Bureau to carry out the necessary recovery actions.

Pacts signed for 2 federally funded mental health facilities in Bayamón

Gov. Pedro Pierluisi Urrutia on Tuesday announced the signing of two agreements totaling $167 million between the island Housing Department and the Mental Health and Anti-Addiction Services Administration (ASSMCA by its Spanish initials), and the Housing Department and the Department of Corrections and Rehabilitation (DCR), for the construction of two new mental health facilities.

Housing Secretary William Rodríguez Rodríguez signed the agreements with DCR Secretary Ana Escobar Pabón and ASSMCA Administrator Carlos Rodríguez Mateo.

“As part of our statewide reconstruction plan submitted to the federal Department of Housing for CDBG-MIT [Community Development Block Grant Disaster Mitigation] funds, we created the Health Care Reserve in the Infrastructure Mitigation Program,” the governor said at a press conference. “To this program, which is allowing us to create resilient infrastructure in our communities, we allocated $1 billion for the reconstruction of public health facilities.”

The governor added that “today the Department of

Housing and the Mental Health and Anti-Addiction Services Administration are signing an agreement for the rehabilitation and reconstruction of the Ramón Ruiz Arnau University Hospital, known as HURRA, in Bayamón.”

“At the same time, today the Department of Housing will also sign a subrecipient agreement with the Department of Correction and Rehabilitation to build the first psychiatric hospital for inmates that will be located in the municipality of Bayamón,” he said.

The multimillion-dollar investment in the two projects comes as part of the $1 billion health care reserve of the CDBG-MIT Infrastructure Mitigation Program.

The Housing secretary stressed that “these important agreements are key to the future of mental health in Puerto Rico.”

“Recovery funds have a great reach and today we see it,” Rodríguez Rodríguez said. “These new infrastructure works will allow us to address the need for alternatives and treatments for Puerto Ricans who need them and do not have the opportunity to receive assistance.”

Campaign aims to raise awareness about dangers of texting while driving

Executive Director Luis Rodríguez Díaz announced on Tuesday the launch of an educational campaign aimed at raising awareness about the risks of distracted driving.

With the slogan “When you use the cell phone, it is not only your life that is at stake. If you drive and text, you pay”, the campaign will be held through next Monday.

With the allocation of $168,554 in federal funds by the CST, the educational effort will also have the participation of commonwealth and municipal police, who will intervene with drivers who are using their cell phone

while behind the wheel.

“It is imperative that drivers know the consequences of being distracted by driving, which can cause crashes or lead to fines, or in the worst case, end with a negligent fatality,” Rodríguez Díaz said. “Through this campaign, we call for responsibility and respect for the law. We must all be spokespersons. The hands should always be on the steering wheel and the eyes on the road. No call or text message is more important than life itself.”

In addition to warning about the danger of engaging in the act of texting while driving, the objective of the campaign is to change the behavior of the entire population, mainly in drivers between 21 and 36 years old, since statistics show that this demographic is the one that most often engages in the practice.

“It is forbidden to send and read text messages, emails or any other action that distracts the driver’s attention,” the CST chief said. “It is recommended to use ‘handsfree’ systems or stop in a safe place. However, in medical or security cases, generating or answering a call using a hands-free system is authorized. This law applies to drivers, bus drivers, school transportation drivers, truck drivers and motorcyclists. There are no exceptions.”

As for the police effort, it was announced that the commonwealth police will work with municipal police in 18 municipalities to intervene and fine violators of Law 22-2000, as amended, which regulates, among other things, the use of cell phones in motor vehicles, and expressly prohibits all drivers from reading and texting messages while driving.

The participating municipal police forces will be from Arecibo, Barceloneta, Bayamón, Caguas, Camuy, Ceiba, Guaynabo and Hatillo. They are also joined by officers from Ponce, San Juan, Toa Baja, Yauco, Vega Baja, Isabela, Salinas, Cidra and Guayama.

“We have all witnessed drivers who are distracted by using a cell phone, putting their lives and those of other road users at risk,” Rodríguez Díaz said. “Behavior change by citizens must be a collective effort. Let us avoid tragedies; a call or a text can wait.”

“If you drive and text, you pay”: The Traffic Safety Commission’s educational effort will be augmented by the participation of commonwealth and municipal police, who will intervene with drivers who are using their cell phone while behind the wheel.

Resident commissioner co-sponsors bill to expand high-speed connectivity

Resident Commissioner Jenniffer González Colón and Rep. Sam Graves (R-Mo.), chairman of the House Transportation and Infrastructure Committee, to which González Colón belongs, are co-leading legislation to eliminate barriers and promote projects that bring high-speed connectivity to disadvantaged communities and urban centers in Puerto Rico and the rest of the nation.

Reps. Tracey Mann (R-Kan.) and Michael Guest (R-Miss.) are also sponsors of the measure.

House Resolution (HR) 1752, the Eliminating Barriers to Rural Internet Development Grant Eligibility (E-BRIDGE) Act, seeks to remove obstacles to broadband projects in grants under the Economic Development Administration (EDA), including challenges that arise in the effort to complete the final leg of connecting to customers. which often delays broadband deployment in rural areas. It also ensures that local communities can partner with the private sector to carry out broadband projects and gives communities more flexibility to meet their financing matching requirements.

“More and more American citizens are regularly working,

buying food and supplies, and receiving critical medical care without leaving their homes, thanks to high-speed broadband connections. These services and skills have become critical for many businesses and job creators. Unfortunately, many of our communities, particularly in rural America, still lack access to broadband. In some cases, just completing that socalled ‘last mile’ is what’s standing in the way of connecting people to a job they need,” Graves said. “The E-BRIDGE Act will help drive projects that attract jobs and businesses to expand economic development and opportunity in rural and poor communities.”

González Colón added that “[i]n rural areas and disadvantaged communities across the nation, opportunities for business development, distance education, remote work and telemedicine are limited by the challenge of bringing high-speed connectivity to that final stretch to homes, small businesses and community institutions.”

“E-BRIDGE is important to bridge the gap between these and developed urban centers,” she said. “Especially, in places like Puerto Rico, where communities are facing disaster recovery, we need to be able to rebuild a more resilient network.”

Governor: Full extent of PRASA hack yet to be determined

Gov. Pedro Pierluisi Urrutia said Tuesday that a complete picture of the customers impacted by the cyberattack on the systems of the Puerto Rico Aqueduct and Sewer Authority (PRASA) is still unknown.

“Well, that’s going to be reported as soon as the investigation reflects the exact number of customers impacted by this cyberattack,” the governor said in response to questions from the press. “I mean, this is under investigation. The FBI,

alongside PRITS [Puerto Rico Innovation and Technology Service], among other entities, is investigating this thoroughly. And it’s becoming as transparent as we can be. As soon as we have more information, we will provide it. Meanwhile, the clients of the Authority are being urged to take a series of measures, such as changing their code keys to access their accounts, and others, and we will continue to do so.”

Asked what measures he will implement to avoid a similar situation in other government agencies and corporations, Pierluisi replied: “A measure that we announced some time

ago and that [is] being implemented, is that we have a system to monitor possible cyberattacks on all instruments, on all personal computers and tablets of government personnel. All those systems right now are under constant scrutiny to detect any possible hacking or cyberattack. In other words, that measure is already being taken.”

“In addition, PRITS is supporting all agencies; we are improving systems as government resources allow,” the governor added. “This is continuous work. What is happening here, happens all over the world.”

TSA balance reduction leads $288 million overall decline in gov’t bank accounts in February

Government bank accounts totaled $18.29 billion as of Feb. 28, a $288 million decrease from the previous month, when the accounts had $18.58 billion, a Puerto Rico Fiscal Agency and Financial Advisory Authority report published in the markets says.

The March 31 unaudited report shows that the overall decrease was mostly driven by a $289 million reduction in the treasury single account (TSA) balance, a $151 million decrease in public corporations and legally separated entities, and a $5 million drop in the central government’s non-TSA balance account.

The summary shows a $155 million increase in restricted accounts and/or those subject to Title III proceedings to $1.4 billion, and a $2 million increase in pension-related accounts.

Regarding the entities with restricted accounts, the report

shows that the liquidity of the Highways and Transportation Authority increased to $213.9 million as of Feb. 28, from $199.8 million as of Jan. 31.

The Puerto Rico Sales Tax Financing Corporation’s account balance decreased to $1.9 million in February, down from $2.2 million in January.

The bank account balance for the Health Insurance Administration decreased to $523.2 million on Feb. 28 from $742.4 million the previous month.

The Puerto Rico Electric Power Authority’s balance increased to $1.22 billion in February from nearly $1.08 billion the month before.

The report also included the bank account balances for other entities. The Puerto Rico Aqueduct and Sewer Authority’s account balance increased to $1.13 billion in February from $1.11 billion in January, and that of the University of Puerto Rico increased to $417.7 million in February from $380.1 million the previous month.

A March 31 report from the Puerto Rico Fiscal Agency and Financial Advisory Authority shows that the overall decrease in the government’s bank accounts was mostly driven by a $289 million reduction in the treasury single account (TSA) balance, a $151 million decrease in public corporations and legally separated entities, and a $5 million drop in the central government’s non-TSA balance account.

Trump pleads not guilty to 34 felony counts

Manhattan prosecutors on Tuesday accused Donald Trump of covering up a potential sex scandal during the 2016 presidential campaign, unveiling 34 felony charges that open a perilous chapter in the long

public life of the billionaire businessman who rose to the presidency and now faces the prospect of a shameful criminal trial.

Trump was indicted last week for orchestrating a scheme to influence the 2016 presidential election through hush money to a porn star — becoming the first former American president to face criminal charges.

He surrendered to authorities in Manhattan on Tuesday afternoon and later appeared before a judge for his arraignment, where he entered a not guilty plea, a surreal scene for a man who once occupied the Oval Office and is mounting a third run for the White House.

In a remarkable spectacle playing out before a divided nation, Trump’s 11-vehicle motorcade arrived just before 1:30 p.m. at the district attorney’s office, part of the towering Manhattan Criminal Courts Building. While in custody, he was fingerprinted like any felony defendant, but special accommodations were made for the former president: He spent only a short time in custody, and

Amid fears of protests and Trumpinspired threats, the day’s events will be highly choreographed by the Secret Service, the New York City Police Department, court security and the Manhattan district attorney’s office, which has been investigating Trump for nearly five years. As helicopters circled overhead, the streets outside the courthouse were crammed with the press corps and hundreds of demonstrators, with supporters and critics of the former president assembling at a nearby park, where they screamed at each other from across metal barricades placed to keep the peace.

The case against Trump stems from three hush money deals. One of them involved the National Enquirer, a longtime ally of Trump, paying $30,000 to a former Trump Tower doorman, who claimed to know that Trump fathered a child out of wedlock.

The tabloid made another payment to Karen McDougal, Playboy’s playmate of the year in 1998, who wanted to sell her story of an affair with Trump during the 2016 campaign. She reached a $150,000 agreement with the National Enquirer, which bought the rights to her story to suppress it, a practice known as “catch and kill.”

The case might mark only the beginning of Trump’s journey through the criminal justice system. He faces three other criminal investigations related to accusations of undermining an election and mishandling sensitive government records, issues at the core of American democracy and security.

But it is perhaps unsurprising, given the crass and circuslike political era that Trump’s election ushered in — one marked by the elevation of D-list celebrities, uncouth social media posts and a casual relationship with the truth — that his first indictment stems from lies about a tryst with a porn star.

“The trail of money and lies exposes a pattern that, the People allege, violates one of New York’s basic and fundamental business laws,” Bragg said in a statement. “As this office has done time and time again, we today uphold our solemn responsibility to ensure that everyone stands equal before the law.”

For Bragg, a Democrat, a conviction is no sure thing. The falsifying business records charges appear to hinge on a novel application of the law.

And Trump has denied all wrongdoing — as well as any sexual encounter with Daniels — and has lashed out at Bragg with threatening and at times racist language, calling the district attorney, who is Black, an “animal” and summoning his followers to “PROTEST” his arrest. His rhetoric has been reminiscent of his posts in the run-up to the attack on the U.S. Capitol on Jan. 6, 2021.

NASA names diverse astronaut crew for Artemis II moon mission

For the first time in more than half a century, NASA has named a crew of astronauts headed to the moon.

Humans have not ventured more than a few hundred miles off the planet since the return of Apollo 17, NASA’s last moon mission, in 1972. After Artemis’ experience on the moon, NASA hopes to chart a path to putting humans on Mars, while scientists expect to use what is found there to answer questions about how the solar system formed.

Astronauts in 2023 are much different from those when the United States was in a race to beat the Soviet Union to the moon. During the Apollo program, 24 astronauts flew to the moon, and 12 of them stepped on the surface. All of them were Americans. All of them were white men, many of whom were test pilots.

This time, the astronaut corps reflects a much wider swath of society.

They are Reid Wiseman, the mission’s commander; Victor Glover, the pilot; Christina Koch, mission specialist; and, Jeremy Hansen, also a mission specialist. The first three are NASA astronauts, while Hansen is a member of the Canadian Space Agency.

“When we were selecting astronauts back then,” Glover said in an interview, “we intended to select the same person, just multiple copies.”

Koch will be the first woman to venture beyond low-Earth orbit, and Hansen, as a Canadian, the first non-American to travel that far.

“So am I excited?” Koch said during an event unveiling the crew at Ellington Field, a small airport used by NASA for the training of astronauts. “Absolutely. But my real question is: are you excited?”

The assembled crowd cheered in response.

The mission is a major step in NASA’s Artemis program to send astronauts back to the surface of the moon to explore the cold regions near the moon’s south pole. Water ice found in deep dark craters there could supply water and oxygen for future astronauts as well as fuel for missions deeper into space.

“Together, we are going — to the moon, to Mars, and beyond,” said Bill Nelson, the NASA administrator.

But the four astronauts aboard this next mission, Artemis II, will not land on the moon.

Instead, the travelers will take a 10-day journey that will swing around the moon and come back to Earth. It is currently scheduled for late next year.

“It’s an exciting time for the Artemis people, no question about it,” Harrison Schmitt, the last surviving astronaut from Apollo 17, said in an interview. He added that many people did not “fully realize that we’re about three generations away from any experience with human beings being in deep space, and that’s probably the most important part of the mission.”

Schmitt, who is also a former U.S. senator from New Mexico, said he was not necessarily surprised that it had taken so long. “I would say I’m disappointed,” he said. “A lot of things conspired to stop the Apollo program and to keep us from going back for quite a while.”

Hansen noted that the United States could have undertaken the Artemis missions by itself but instead chose to pull together an international collaboration with Canada and the European Space Agency. That agreement reserved a seat for a Canadian astronaut on Artemis II.

“All of Canada is grateful for that global mindset and that leadership,” Hansen said.

“But it was also going to happen organically because of the corps that we have that represents America so well,” he said.

As the name of the mission indicates, Artemis II will be the second in NASA’s Artemis program. Artemis I launched last November as an uncrewed test of the Space Launch System, NASA’s giant new rocket, and the Orion astronaut capsule. The Orion spacecraft spent two weeks in orbit around the moon before returning to Earth, splashing down in the Pacific.

After years of delay — development of the rocket took longer than originally promised — the Artemis I mission progressed smoothly for the most part, although some problems occurred. The heat shield of Orion protected the spacecraft during reentry into the Earth’s atmosphere, but more of it came off than had been expected.

Artemis II, with four astronauts aboard, will allow a full check of the Orion’s life support systems. Then NASA officials will feel more confident in undertaking the longer, more complex Artemis III mission, which will include two astronauts landing near the south pole.

were not disappointed that being part of the Artemis II crew rules out the possibility of walking on the moon during Artemis III.

“This is going to probably sound cliché,” Wiseman said, “but just flying on any of these missions is an enormous thing. It’s fantastic. I love the idea of going out past the moon.”

He added, “Watching our astronaut colleagues walk on the moon will be a success for us.”

After a long afternoon of interviews with reporters, the four astronauts left the Johnson Space Center, accompanied by a police escort, to NRG Stadium in downtown Houston to watch the NCAA men’s basketball championship game between the University of Connecticut and San Diego State University.

NASA is currently aiming for that first moon landing to occur in late 2025, but the NASA inspector general has predicted the mission would slip to 2026 or later. The Artemis III mission requires the use of Starship — the giant spacecraft being developed by SpaceX, Elon Musk’s rocket company — to take the two astronauts from a distant lunar orbit to the surface. The first test launch of Starship to space might take off in the coming weeks.

Millions on Medicaid may soon lose coverage as pandemic protections end

In a closet-sized windowless office, Kialah Marshall maintains an Excel spreadsheet with a prosaic title, “Medicaid Unwinding,” the source material for a mind-numbing routine.

Five days a week, she and a group of co-workers in a poor section of Kansas City, Missouri’s largest city, call 75 to 100 Medicaid recipients from a list of about 19,000 who receive care at Swope Health, a federally funded network of health clinics. Their assignment is straightforward: warning those patients that they could lose their health insurance for the first time in at least three years.

“Medicaid is on the line,” Marshall, once a recipient herself, said in that cramped office last week, describing how she delivers the potentially dire news.

As of Saturday, state officials around the country could begin removing people from Medicaid who no longer qualify — something they had been prohibited from doing under a provision in a coronavirus relief package passed by Congress in 2020.

That package offered states additional federal funding in exchange for guaranteeing that recipients of Medicaid, a joint federal-state program that serves low-income people, would retain their health coverage during the pandemic. In part because of that policy, the nation’s uninsured rate reached a record low early last year.

Medicaid and the Children’s Health Insurance Program have ballooned to cover roughly 90 million people, or more than 1 in 4 Americans — up from about 70 million people at the start of the pandemic. The guaranteed coverage amounted to an extraordinary reprieve for patients, preserving insurance for millions of vulnerable Americans and sparing them the hassles of regular eligibility checks.

The federal government has estimated that about 15 million people will lose coverage in the coming months, including nearly 7 million people who are expected to be dropped from the rolls even though they are still eligible. Nearly half of those who lose coverage will be Black or Hispanic, according to federal projections.

The changes in eligibility could lead to more people signing up for private coverage through the Affordable Care Act’s marketplaces, where some people who lose Medicaid coverage will be eligible for free plans.

But hundreds of thousands of people could end up in the so-called coverage gap in states that have not expanded Medicaid under the Affordable Care Act, with incomes too low for subsidized coverage through those marketplaces but too high to qualify for Medicaid.

The speed and mechanics of what Marshall and state and federal health officials are calling the “unwinding” will vary by state. A majority of them plan to take 12 to 14 months to complete the eligibility verifications, with many states beginning to remove people from Medicaid rolls by late spring or early summer. Only five states — Arizona, Arkansas, Idaho, New Hampshire and South Dakota — were expected to begin axing people from Medicaid this month, according to the federal government.

Some state officials have argued that the program is merely retreating to its intended size and shape. “We’ll be able to go back in there and say, ‘OK, do you belong? Do you not belong?’” Gov. Michael L. Parson of Missouri, a Republican, said in February.

Annual eligibility checks can save states money by relieving their Medicaid programs of spending on participants who no longer qualify for coverage. But they often result in a cycle that health policy experts call churn, or when people eligible for Medicaid lose their insurance in the confusing, intimidating bureaucracy of enrollment verification, then eventually reenroll.

“Those people don’t have anywhere else to go,” said Jennifer Tolbert, an associate director of the Program on Medicaid and the Uninsured at the Kaiser Family Foundation. She added that the consequences would be severe for people with chronic health conditions for whom a week or a month without insurance could be especially risky.

Researchers have found that most people who lose Medicaid coverage often go without insurance for some period of time, while about 4 in 10 regain Medicaid coverage within a year.

In Missouri, where state officials have warned that as many as 200,000 people may lose coverage, the unwinding could result in a boom-and-bust cycle.

The state expanded Medicaid under the Affordable Care Act during the pandemic, resulting in more than 300,000 new adults with coverage. It now has about 1.5 million Medicaid recipients, half of whom are children.

That growth makes the state a proverbial canary in the coal mine for the rest of the country during the unwinding, said Timothy McBride, a health policy expert at Washington University in St. Louis and the former chair of an oversight committee for the state’s Medicaid program. He pointed to a controversial period in 2018 and 2019, when officials used a new process for verifying Medicaid eligibility to remove more than 100,000 people from the rolls, many of them children. That led to complaints of

unjust removals.

“Have we learned lessons from that period?” McBride asked.

Medicaid eligibility rules vary by state. They can depend on a family’s income, whether someone is raising a child and whether a person has a disability. Millions of children and pregnant women benefit from the program.

For states, tracking down those who are on Medicaid will be daunting, experts say. Some people will have moved, and some will have died. Phone numbers will have changed, making some people hard to reach. Others will be earning more, making them ineligible for coverage.

The so-called continuous enrollment policy requiring that Medicaid recipients retain their coverage was initially set to end with the expiration of the public health emergency for the pandemic, which the Biden administration is planning to allow to lapse in May. But before the administration announced its plans to end the emergency, a spending package that Congress passed in December separated the Medicaid policy from the emergency declaration and established an April 1 starting point for the unwinding.

When lawmakers set that date, they attached guardrails to encourage states to undertake the work gradually. The legislation mandates that states report data monthly to the Department of Health and Human Services on how many people have been taken off Medicaid. It also allows the department to intervene if a state does not comply with federal requirements.

Missouri is starting with people whose coverage would be up for renewal in June, a group of about 100,000. The state is leaning on managed care organizations to work with Medicaid recipients on renewals, but the effort required of the state is still immense. Kim Evans, the official overseeing the Medicaid unwinding in Missouri’s Department of Social Services, said she had about 1,200 government workers available to help.

Those whose status the state is still uncertain about after automatic checks will be mailed letters early next month, and they will have until the end of June to complete renewal forms. If they miss that deadline, they will lose their insurance, but they can still challenge the decision and be reenrolled if state officials determine them to be eligible.

Evans called the work an “all-out assault” to reach people who might otherwise slip through the cracks.

DeSantis and Disney clash anew over Florida theme park’s authority

Gov. Ron DeSantis of Florida and The Walt Disney Co. clashed anew earlier this week, with the governor requesting an investigation into Disney’s effort to sidestep state oversight of its theme parks and Robert Iger, Disney’s CEO, blasting DeSantis as “anti-business” and “anti-Florida.”

Shortly before Disney’s annual shareholder meeting, DeSantis sent a letter to Melinda Miguel, Florida’s chief inspector general, asking for “a thorough review and investigation” into Disney’s effort to circumvent his authority.

DeSantis and the Florida Legislature restricted Disney’s autonomy in February by appointing a hand-picked oversight board for a special tax district, enacted in 1967, that has effectively allowed the company to self-govern Disney World. Previously, Disney selected the board members. But the new appointees — and, apparently, the governor — realized only last week that the Disney-controlled board, as one of its final actions, pushed through a development agreement with the company that would limit the new board’s power for decades to come.

The agreement gave Disney vast control over future construction in the district; the new board doesn’t have any say.

“These collusive and self-dealing arrangements aim to nullify the recently passed legislation, undercut Florida’s legislative process and defy the will of Floridians,” DeSantis wrote to Miguel, whom he appointed in 2019. “Any legal or ethical violations should be referred to the proper authorities.” A spokesperson for DeSantis added that “Disney is again fighting to keep its special corporate benefits and dodge Florida law. We are not going to let that happen.”

The new board has hired four law firms to scrutinize the matter and, potentially, take Disney to court.

DeSantis and Disney — Florida’s largest private employer and corporate taxpayer — have been sparring for more than a year over the tax district. It has long enabled Disney to control fire protection, policing, road maintenance and development planning at the 25,000-acre Disney World resort. The designation has been a crucial tool for Disney in developing the resort, which includes four theme parks, two water parks and 18 Disney-owned hotels.

Speaking at the shareholder meeting, Iger denounced DeSantis for moving to restrict Disney’s tax district autonomy — noting that the governor took action only after the company halted political donations in Florida and criticized a contentious state education law. Among many things, the law, called Parents Rights in Education, prohibits classroom discussion of sexual orientation and gender identity for students through the third

grade and limits it for older ones. Opponents labeled the legislation “Don’t Say Gay.”

“A company has a right to freedom of speech just like individuals do,” Iger said. “The governor got very angry over the position Disney took and seems like he’s decided to retaliate against us, including the naming of a new board to oversee the property, in effect to seek to punish a company for its exercise of a constitutional right. And that just seems really wrong to me.”

Iger noted that Disney employs 75,000 people at Disney World, which is about 20 miles south of Orlando, and annually attracts 50 million visitors. Iger added that Disney was “currently planning” to invest more than $17 billion in the resort over the next decade, creating an estimated 13,000 new Disney jobs and thousands of indirect jobs. He said the unspecified expansion plans would attract more visitors to Florida and “generate more taxes.”

“And so our premise is that any action that thwarts those efforts simply to retaliate for a position the company took sounds not just anti-business, but it sounds anti-Florida,” Iger concluded.

In 2021, Disney World paid more than $780 million in state and local taxes, according to a Disney disclosure.

Disney’s annual shareholder meeting, which was held virtually Monday, seemed planned with DeSantis in mind. After a brief introduction by Susan E. Arnold, who is retiring as Disney’s chair, Iger opened the meeting with a video from a sunny Disney World. “We are so proud of Disney’s legacy here in Central

Florida,” Iger said with a smile, with Cinderella’s castle rising in the background.

Iger went on to highlight expansion of the resort, including a new “Tron”-themed roller coaster that will open Tuesday and a new “Guardians of the Galaxy”-themed roller coaster that opened last year as part of a continuing overhaul of the Epcot park.

Just over a year ago, Disney’s response to the Florida education law overtook the company’s shareholder meeting. Bob Chapek, who was Disney’s CEO, tried to explain the company’s shifting response to the legislation — silence followed by soft disapproval followed by more aggressive condemnation. He ended up making things worse. Before the day was over, Disney employees were in open revolt, DeSantis had gone on attack, and the company had been drawn into a humiliating tit for tat with the Human Rights Campaign, an LGBTQ advocacy group.

Much has changed since then. Chapek was fired. Iger came out of retirement to retake Disney’s helm. Most of the outraged employees have been calmed. Disney and the Human Rights Campaign made up.

But LGBTQ issues continue to be a tricky matter for Disney to navigate. In this hyperpartisan moment, one side of the political divide has been pushing Disney to include same-sex relationships in animated movies; the other has ardently opposed that. One shareholder thanked Iger on Monday for LGBTQ inclusion in films like “Lightyear” and “Strange World.” Another, in a homophobic tirade, begged him to “turn Disney back to the apolitical, family-friendly place that it used to be.”

Wall St slips on recession worries after weak economic data

Wall Street’s main indexes slipped on Tuesday as evidence of a cooling economy exacerbated worries of a recession, with investor bets shifting in favor of a pause in the Federal Reserve’s interest rate hikes in May.

U.S. job openings in February dropped to the lowest level in nearly two years, suggesting that the labor market was cooling while factory orders fell for a second straight month.

Stocks were volatile after both the sets of data, which were in focus to gauge the strength of the economy and for clues on future interest rate hikes after a recent banking crisis.

Recent data on Monday had also pointed to weakening U.S. manufacturing activity.

“There is a lot of concern out there already because of the problems that the banks have experienced and the potential tightening of credit,” said Robert Pavlik, senior portfolio manager at Dakota Wealth in Fairfield, Connecticut.

“You combine that with weaker economic data and all of a sudden the Fed is pushed off to the back page and economic data is brought to the front page.”

Sectors closely tied to the economy such as industrials, materials and energy were the top losers on the S&P 500.

Defensive stocks such as healthcare and utilities, considered to hold up better during an economic slowdown, were among the few major sectors in the green.

Traders’ bets are tilted toward a pause by the Fed in May, with odds of a 25-basis point rate hike at 39.8%, compared with nearly 60% before the data, according to CME Group’s Fedwatch tool.

Despite the day’s declines, S&P 500 and the techheavy Nasdaq have gained nearly 7% and 16% so far in 2023, steadying from their worst annual drop last year since the 2008 financial crisis.

At 11:41 a.m. ET, the Dow Jones Industrial Average was down 214.15 points, or 0.64%, at 33,387.00, the S&P 500 was down 22.74 points, or 0.55%, at 4,101.77, and the Nasdaq Composite was down 55.37 points, or 0.45%, at 12,134.08.

Among stocks, Virgin Orbit Holdings Inc tanked 23.4% after the satellite launch company filed for Chapter 11 bankruptcy on failing to secure long-term funding.

AMC Entertainment Holdings Inc shares tumbled 22.3% after the movie theater chain said it agreed to settle litigation and proceed with converting its preferred stock into common shares.

Shares of Digital World Acquisition Corp fell 7.9% after the SPAC linked to former U.S. President Donald Trump delayed the filing of its annual financial report.

However, Boston Federal Reserve President Susan Collins said the inflation data doesn’t alter the Fed’s monetary policy path yet, while New York Fed President John Williams said financial conditions will be a key contributor to his thinking about what’s next for central bank interest rate policy.

Finland’s flag was raised Tuesday afternoon at NATO headquarters, a deeply symbolic moment marking the Nordic nation’s official welcome into the group and the shifting power calculations as the West shores up its allegiances in response to the war in Ukraine.

President Sauli Niinisto of Finland attended the ceremony, on NATO’s 74th anniversary, for the expansion of the organization, which represents a strategic defeat for President Vladimir Putin of Russia, who has made blocking NATO expansion a goal of his leadership.

NATO’s Secretary-General Jens Stoltenberg said that with Finland now “a full-fledged member, we are removing the room for miscalculation in Moscow about NATO’s readiness to protect Finland, and that makes Finland safer and stronger, and all of us safer.”

Niinisto stressed the significance of the moment for his country, saying, “It is a great day for Finland.” History has many important moments, he added, but “this is the day most historic to us and to our partners.” Russia tried to restrict Finland’s freedom of choice and “tried to create a sphere around them,” he said. “We are not a sphere.”

With Finland’s membership unlocked by Turkey’s vote last week to ratify its entry, NATO’s border with Russia is doubling and the alliance has gained access to a strong military with a deep history of countering its bigger neighbor.

In a statement, Secretary of State Antony Blinken welcomed the new member and said, “Finland is stronger and safer within the alliance, and the alliance is stronger and safer with Finland as its ally.”

In the wake of Russia’s invasion of Ukraine early last year, Niinisto judged quickly that Finland’s best protection was to drop its military nonalignment and apply to join NATO.

The package announced Tuesday includes $500 million in ammunition and equipment from U.S. military stockpiles, and $2.1 billion that the United States will use to buy munitions, radar and other weapons to send to Ukraine in the future.

“Russia alone could end its war today,” Secretary of State Antony Blinken said in a statement. “Until Russia does, the United States and our allies and partners will stand united with Ukraine for as long as it takes.”

If Finland should be attacked, it can now call on all members of the alliance for aid, and Finland commits to come to the aid of other alliance members.

Finland must learn to think collectively and adapt its military strategy appropriately, said Matti Pesu, a security expert at the Finnish Institute of International Affairs. It must also think through its nuclear strategy and its views toward nuclear arms control, now that it will be covered by the U.S. nuclear umbrella.

Pesu said Finland would continue to deepen its existing defense relationships with countries such as the United States, Britain, Estonia, Sweden and Norway. And its Russia policy will become more centered on collective deterrence than on Finland’s own impressive defense capabilities.

NATO will over time have access to Finnish ports, air space and sea lanes, which will greatly enhance its ability to defend the Baltic nations, as well as Sweden.

Finland’s move to join NATO pulled along a more hesitant Sweden, which submitted its own application simultaneously. But the aim of Sweden joining “hand in hand” with Finland has been thwarted, by Turkey’s objections.

The two-day NATO meeting will focus on Ukraine and how to accelerate the country’s transition to NATOcompatible military equipment and ammunition. Ukraine’s foreign minister, Dmytro Kuleba, will also be there.

During the NATO session, the alliance will convene a NATO-Ukraine Commission, a more formal meeting previously blocked by Hungary. That will focus on how to help Ukraine wage a counteroffensive against Russian troops, expected to begin in late spring or early summer, and how to intensify Ukraine’s partnership with NATO in the future, Stoltenberg said.

That will involve looking not just at Ukraine’s immediate defense needs against Russian forces, but also how to help Ukraine modernize and align its military with NATO standards and doctrines.

Russian authorities earlier this week detained a suspect in the bombing that killed a popular pro-war blogger in the center of St. Petersburg, and blamed Ukraine and Russian opposition activists for the attack, signaling that the Kremlin could use the explosion to escalate its harsh crackdown against what remains of anti-war activism in Russia.

Police claimed that the suspect, a 26-yearold Russian woman named Daria Trepova, had “opposition views” and had coordinated with Ukraine to deliver explosives hidden in a statuette to the blogger, known as Vladlen Tatarsky, 40, who was speaking at a pro-war gathering at a cafe in Russia’s second-largest city.

Russia’s Antiterrorism Committee also issued a statement claiming, without providing evidence, that the bombing had been planned by Ukrainian intelligence agencies, along with “agents” connected to the movement of Alexei Navalny, the imprisoned Russian opposition leader. Investigators also said that Trepova was a supporter of Navalny’s Anti-Corruption Foundation.

But an exiled leader of Navalny’s movement, Ivan Zhdanov, described the allegations against his group as outrageous — a pretext to extend Navalny’s prison term even further.

“They don’t just need an absolute external enemy in the form of Ukraine,” Zhdanov wrote on social media, “but also an internal enemy in the form of the Navalny team.”

The bomb exploded Sunday while Tatarsky was giving a talk on his trips to the front line in Ukraine at a venue called Street Food Bar #1 Cafe. At least 25 other people were injured, with 19 hospitalized. Videos posted on social media showed Tatarsky receiving a bust in his likeness onstage shortly before the explosion.

“What a beautiful guy, is that me?” Tatarsky asked the audience before the explosion, according to the footage.

After Trepova’s arrest, Russia’s Interior Ministry posted a short video showing a woman telling interrogators that she had given Tatarsky the statue after receiving it from another person she declined to name. A man identified as Trepova’s husband by Russian news outlets said she had been set up.

Peers of the slain blogger immediately called for retribution for the bombing. And

Dmitry Peskov, spokesperson President Vladimir Putin, said, “Ukrainian intelligence agencies may have had something to do with the planning of this terrorist attack.”

Russia’s unsubstantiated accusations that an anti-war activist had carried out an assault deep within the country came as Putin struggles to gain ground in Ukraine in a war he casts as an existential battle. Some analysts predicted the Kremlin could capitalize on the bombing to further ostracize domestic opponents of Russia’s invasion of Ukraine, and of Putin himself.

“All participants in anti-war actions will now automatically become potential terrorists in the eyes of not just law enforcement, but also the ‘patriotic’ public,” Tatiana Stanovaya, an analyst for the Carnegie Endowment for International Peace, wrote on the Telegram messaging app.

The explosion was the most brazen attack on a prominent war supporter inside Russia since the car bombing in August that killed Daria Dugina, the daughter of an ultranationalist ideologue, Alexander Dugin. American intelligence officials later described it as the work of parts of the Ukrainian government, which denied it. Ukrainian officials have dismissed any suggestion that their government was involved in the new bombing.

The explosion Sunday occurred amid escalating drone assaults on Russian territory, along with shelling and deadly raids on regions bordering Ukraine. The violence has begun to expose residents of major Russian cities to fallout from a war that the Kremlin has sought to portray as a distant “special military operation.”

With Ukraine expected to launch a spring counteroffensive, the bombing added to the

rising tension in Russia. A week before, Putin had said he would be able to position nuclear weapons in neighboring Belarus by the summer, escalating his threats to use his arsenal.

On Thursday, Russia arrested a Wall Street Journal reporter, Evan Gershkovich, based on what are widely viewed as bogus espionage accusations, the first time since the Cold War that Moscow has taken such a step. And on Friday, Putin released a new foreign policy doctrine that accused the West of waging “a hybrid war of a new kind” against Russia.

The cafe where the bomb exploded is owned by the head of Russia’s Wagner mercenary group, Yevgeny Prigozhin, who said in a Telegram post that he had allowed the venue to be used by a nationalist activist group that organized the event.

Prigozhin said, however, that he did not believe the Ukrainian government was behind the attack against Tatarsky, saying, “This is an act of a group of radicals that is unlikely to have connection to the government.”

Prigozhin said in a statement Monday that he would posthumously induct Tatarsky into Wagner and give his family compensation for his death, “if his loved ones agree.”

Putin also issued a decree Monday bestowing a governmental Order of Courage on Tatarsky for what he called “courage and bravery shown in the fulfillment of his professional duty.”

A friend of Trepova’s, who spoke on condition of anonymity for fear of reprisals, said that she did not believe that Trepova would knowingly participate in a plot to kill Tatarsky. The young woman did, indeed, support

Navalny, the friend said, but added that she would not describe her as a committed activist.

Trepova, a native of St. Petersburg who recently moved to Moscow, had attended Navalny’s rallies, according to her friend, and online records show that she had signed up to receive information about candidates through an electoral initiative run by the opposition leader.

Court records show that a woman with the same name and birthdate received a 10day jail term last year for participating in a protest on the first day of Russia’s invasion of Ukraine. A Russian tabloid, Moskovskiy Komsomolets, reported that Trepova was married to a member of the Russian Libertarian Party, which opposes Putin.

The man identified as her husband, Dmitry Rylov, told a Russian libertarian news outlet that Trepova had not known what was inside the statue. Rylov could not be immediately reached for comment. The Russian news reports could not be independently verified.

Mykhailo Podolyak, an adviser to President Volodymyr Zelenskyy of Ukraine, had suggested that the attack was a sign of internal fractures in Russian society. Zelenskyy also said Monday, “It is Russia that should think about” what happened in St. Petersburg.

The Ukrainian leader is expected to travel to Poland on Wednesday for an official state visit, the office of Poland’s president announced on Monday. The trip, Zelenskyy’s third outside Ukraine since the Russian invasion last year, comes as Poland made good on its promise to deliver fighter jets to Ukraine.

In Paris referendum, 89% of voters back a ban on electric scooters

An overwhelming majority of Parisians who took part in a referendum on rental electric scooters have voted to ban the devices from the streets of the French capital, reflecting exhaustion with a public-transit alternative that was once seen as convenient and climate-friendly but is now largely regarded as dangerous and environmentally questionable.

Relatively few people turned out on Sunday for the referendum — only about 100,000 Parisians voted, less than 7.5% of those eligible — but those who did cast ballots left little doubt about what they wanted: Nearly 89% backed the ban.

The mayor of Paris, Anne Hidalgo, who once backed the expansion of rental electric scooters to cut traffic, led the campaign against them, describing them as a “nuisance.”

Although the referendum, described as a “public consultation,” was nonbinding, Hidalgo, a member of the Socialist Party, said that she was “committed to respecting the results of the vote.”

With the operators’ contracts expiring at the end of August, Hidalgo said, “there will be no more self-service scooters in Paris” come Sept. 1. Privately owned scooters will still be permitted.

Many other cities, including Marseille in the south of France, have been closely watching the vote in Paris as they weigh the future of rental scooters on their own streets. Copenhagen, Denmark, and Montreal banned the electric scooters in 2020, although Copenha-

gen allowed them to return the next year under strict conditions.

International experts say Paris has long been a leader in the evolution of transportation. “Cities that were already planning or interested in banning scooters will now point to Paris as it is the largest city yet to ban them,” said Sarah M. Kaufman, the interim director of the New York University Rudin Center for Transportation.

Paris has been one of the largest markets for rental scooters in the world, recording about 20 million trips on 15,000 scooters in 2022. The same year, though, the national road safety department, Sécurité Routière, said that 34 people had died and 570 others had been seriously injured in France while riding an electric scooter or similar mobility device.

The French National Academy of Medicine called electric rental scooters a “major health problem.”

“We consider it a victory. Paris is a symbol,” said Arnaud Kielbasa, who set up an association for victims in 2019 after someone riding a scooter knocked down his wife, who had been carrying their 7-week-old baby girl. The child was hospitalized with a concussion. Since then, Kielbasa had been publicly pushing against the rental operators’ promotion of the scooters as safe, environmentally friendly and an easy mode of public transportation.

“On top of saving people from death and injury, we also have the satisfaction of pushing back the uberization of our country,” he said.

In the United States, cities like Seattle and Portland saw rental scooter ridership soar during the pandemic, when people feared they could catch the coronavirus on trains or buses and opted for outdoor travel.

“All cities were caught flat-footed by the rise of micro-mobility,” said Sam Schwartz, an international transportation expert and former chief engineer for the New York City Department of Transportation, who said most municipalities are still struggling to regulate scooters.

First arriving in Paris in 2018, the motorized version of the children’s toy were welcomed by Hidalgo, in her efforts to make the city more green and reduce its congestion.

The next year, 16 companies were offering rental scooters in a marketing frenzy that resulted in reckless riders barreling down sidewalks at speeds of up to 19 mph. Parked scooters were thrown across roadways and into the Seine and lovers wove precariously through traffic, with two entwined people balancing on a platform the size of a skateboard.

In 2019, a rider was hit by a van and killed, becoming the first but far from the last rental scooter fatality in the city.

Afterward, City Hall implemented some basic rules and narrowed the operators to three — the San Francisco-based company Lime, the Dutch startup Dott and the German startup Tier.

Since then, their environmental value has also come under close scrutiny.

The three companies pointed to a citysponsored study that found that the devices helped reduce pollution in Paris, as 19% of trips would have otherwise been made by car. But that same study also noted that more than three-quarters of riders would have traveled using another low-carbon method, like walking.

As City Hall hailed the vote as a “victory for local democracy,” opposition parties, including President Emmanuel Macron’s Renaissance, denounced what they characterized as a one-sided decision.

Calling the vote a “gigantic democratic fiasco,” Sylvain Maillard, a Renaissance lawmaker in the National Assembly representing Paris said Monday on Twitter that he was “thinking of the young Parisians who are the big losers in this binary vote organized by a municipality which has decided to pit one generation to another.”

The three scooter rental companies were critical that online voting — rare in France — had not been allowed, arguing that its absence discouraged the participation of younger voters who were most likely to use the scooters. They also complained that the geographic boundaries of who could vote, excluding people who live in the suburbs but spend time in the capital, were too restrictive.

“It’s as if they prefer traffic jams over getting to their job on time,” said Aymen Kouachi, a salesman who was picking up a scooter to leave his workplace on the Champs-Élysées on Monday. Kouachi, 22, was among the few who voted to keep the rental scooters on Sunday.

“I will have to find solutions, maybe buy my own electric scooter,” he said with resignation.

Before the vote, the companies operating in Paris organized a marketing campaign based on social-media influencers in the city, and offered free rides on the day of the referendum to try to mobilize young voters, their core customer base.

After spending the sunny afternoon cruising up and down the Champs-Élysées on a rented electric scooter, Dominik Metz, 41, struggled to find a place to park. Unaware of Sunday’s referendum, the German tourist said the news didn’t rattle him. “Next time I’ll just walk or take the subway,” he said. “It’s really no big deal.”

Women are still stuck in ‘A Doll’s House’

When Henrik Ibsen’s play “A Doll’s House” opened in 1879 at the Royal Theater in Copenhagen, it was an instant success — and an outrage to many. The story of Nora, a woman who walks out on her husband and three children, was considered scandalous in a country in which marriage was held as a sacred bond, and one that held women to exacting strictures.

A new production of “A Doll’s House” just opened on Broadway in which the characters remain largely the same and the setting has not been outwardly updated. The date 1879 appears on the rear wall of an almost entirely bare stage before fading soon after the play begins, prompting the audience to wonder: Are we still watching events unfold in 1879, and if so, why do they feel so familiar in 2023?

Because here we are still. Still asking why women’s rights, when not outright ignored, are often an afterthought. Still asking why society is so rigid in its expectations of women. What was shocking about Ibsen’s play in 1879 was that Nora’s act was shocking for its time. What’s shocking now is that it is still so shocking.

The current adaptation, by the playwright Amy Herzog, is streamlined from the play’s original three hours to just under two and stars Jessica Chastain as

Nora. When the play opens, Christmas is approaching, and Nora is thrilled to learn that her husband, Torvald, is being promoted at his bank. Behind Torvald’s back, she has taken an illegal loan using her father’s forged signature as security — a married woman was unable to conduct such transactions in Norway at that time without her husband’s or father’s permission. Now she can repay the balance and her secret will remain safe.

But when the lender threatens to expose the truth to her husband unless she does him a favor against her husband’s will, Nora is in a bind. Should she tell her husband herself or let her deception be exposed — and either way, how will they weather the threat to their future as a family?

When Ibsen wrote “A Doll’s House,” women’s rights in Norway, as in most other parts of Europe, were socially, culturally and legally restricted by both church and state. Nora’s decision — even after her secret is exposed and the loan forgiven — to leave her husband and children in favor of independence, was viewed as a radical feminist statement at the time.

But according to the playwright, that was not the intention. Ibsen defined himself as a humanist, not a feminist; his targets were bourgeois institutions and outdated mores. His work often cast a wary eye on the ways in which people prove almost triumphantly capable of dividing and dominating one another. One of Ibsen’s most powerful plays, “An Enemy of the People,” concerns the bitter irony of a whistleblower denounced by the very community he seeks to help.

In this new “A Doll’s House,” the emphasis shifts away from the broader social canvas, creating a more intimate psychological portrait. The dialogue is updated into a more contemporary idiom, unmooring it from earlier translations of the 19th-century text, and its traditional three-act structure is performed without intermission. On a stage devoid of props and other signifiers of time, place and social status, with the roles of the children disembodied into offstage voices, Nora’s battle becomes largely internal. We are meant to keep our eyes on her, and for good reason.

Chastain’s Nora has not only let herself be defined by society; she has also internalized those limitations. She is pliable, cheerful, playful on command, a birdie who actually opens the play chirping. As Chastain told The New York Times in an interview, she sees Nora not only as a victim but also as party to her own subjugation.

“Nora has stepped in the cage to gain what little power she has,” Chastain said, explaining that Nora has allowed herself to become small and weak. “That’s kind of bred into us. But that’s part of how we are helping it continue, women not being seen as equal. We’re playing a part so we’re palatable enough, so that people hopefully will listen to us.”

In other words, women sometimes adopt gender stereotypes, consciously or unconsciously, to their

advantage. They can be complicit. This is a more nuanced view of “A Doll’s House,” and possibly more in line with Ibsen’s intent. Rather than being a passive victim who shifts dramatically toward independence in the final scene, Nora has been playing a subtle but active role all along. It’s her motivations and goals that change. She leaves when Torvald’s actions, at the end of the play, reveal him to be anything but the loyal and devoted husband she took him to be — when he fails to play along in the role she expected of him.

It’s worth contrasting this 2023 Nora with Janet McTeer’s Tony Award-winning version in the 1997 Broadway production. Whereas Chastain’s Nora is driven inward, a contained presence who is essentially confined to a chair throughout the play, the 6-foot-1-inch McTeer exuded manic energy from the start, all limbs and irrepressible sexuality, a hive waiting to be poked. (Ben Brantley, in his review for the Times, compared her to the Hale-Bopp comet, an understatement.) McTeer’s Nora was literally too big for her space. When her combustible power was finally realized, it felt like destiny, both a liberation and a devastation.

Perhaps we always get a “Doll’s House” for our moment. In the exuberance and optimism of 1997, as third-wave feminism gathered steam in response to the backlash against the women’s movement chronicled by Susan Faludi, women’s rights felt owed and overdue — women were ready to unleash, as McTeer’s performance suggested. In a divisive 2023, with the status of women at an ebb and long-standing rights having recently been trampled on or cast aside, the mood is bleaker. It feels harder to neatly assign or absolve blame for the collective failure to recognize women in their full humanity. Chastain’s Nora captures these complexities.

As we near the end of Women’s History Month, we can only hope that the next time a major revival of the play opens in America, its story will be purely historical, a curious relic of a bygone era.

Reactivan campaña educativa “Tumba La Tiraera”, para fomentar el

de desperdicios sólidos y preservación de recursos naturales

SAN JUAN – Ante el acostumbrado aumento de visitantes a las playas y otras atracciones turísticas durante la Semana Santa, el director ejecutivo de la Compañía de Turismo de Puerto Rico (CTPR), Carlos Mercado Santiago, anunció el martes, que se ha puesto en marcha una campaña de orientación dirigida a reforzar los esfuerzos para mantener a turistas locales y del exterior informados sobre las medidas de precaución que deben tomar en consideración para el disfrute seguro de sus vacaciones en la Isla.

La iniciativa cumple el propósito de apoyar y complementar el trabajo interagencial que realizan todas las entidades municipales y estatales para implementar las medidas de seguridad adecuadas en zonas de alto volumen de actividades turísticas. Entre las diversas medidas que ya se han adoptado está la instalación de tres torres de salvavidas en lugares estratégicos entre los hoteles La Concha y el San Juan Marriott. El personal de salvavidas contratado por la CTPR, que rinde servicios en cada torre instalada entre 10:00 de la mañana y 6:00 de la tarde, cuenta con el equipo adecuado de salvamento y rescate.

“Con estos esfuerzos, perseguimos ofrecer a nuestros turistas una experiencia positiva durante su visita, a la vez que implementamos herramientas puntuales para mantener informados sobre las condiciones del tiempo para asegurar la seguridad en zonas turísticas”, indicó Mercado Santiago en declaraciones escritas.

En cuanto a los planes de comunicación a turistas, la CTPR difunde información actualizada sobre el estado del tiempo y de las costas a través de la página web www.voyturisteando.com y www.discoverpuertorico.com. La información compartida surge del Servicio Nacional de Meterología (NWS, por sus siglas en inglés). Asímismo, a través de las redes sociales de la CTPR se ofrece información con el propósito de orientar sobre las condiciones del clima, marejadas, posibles correntías marítimas, lluvias o inundaciones, y correntías de ríos.

De igual forma, se ha implementado una campaña de orientación mediante vallas digitales alrededor de la Isla. El mensaje al público en general es difundido en inglés para exhortar a que verifiquen las condiciones del tiempo antes de visitar una playa.

La CTPR también ha reforzado su campaña de orientación general a la industria turística. Diariamente, a las 8:00 a.m. se envía un correo electrónico a las hospederías endosadas y a los hosteleros registrados con información sobre el tiempo, resumen del oleaje, corrientes y temperatura, entre otras notificaciones de interés.

De otra parte, la CTPR reactivó la campaña de educación “Tumba la Tiraera”, iniciativa enfocada en crear conciencia sobre el recogido de basura y la preservación de las playas y recursos naturales, que el año pasado redundó en sobre 60 toneladas de basura recolectada. “Este año queremos seguir creando conciencia sobre la necesidad de mantener nuestros atractivos turísticos y recursos

naturales limpios y libres de basura. Para lograrlo, continuaremos con nuestra campaña educativa y promocional, la cual ha rendido frutos positivos en los pasados dos años. A nivel de activaciones, impactaremos playas y lugares de alto tráfico durante la Semana Santa y otras fechas festivas hasta finales de julio 2023 para recoger desperdicios sólidos junto a los turistas internos y visitantes, mientras se les recuerda la importancia de llevarse la basura consigo en los casos que así lo ameriten”, sostuvo el titular de Turismo.

La campaña “Tumba la Tiraera” es protagonizada nuevamente por los exponentes de música urbana Jowell y Wiso G, quienes a través de sus letras y contagiosos ritmos de reggaetón promueven el mensaje que exhorta a al público en general a “tumbar la tiraera” de basura. Como parte de la campaña se realizarán alrededor 40 activaciones en distintos puntos turísticos, como playas y balnearios, ríos, campos, y parques, y rutas gastronómicas en todas las regiones turísticas de la Isla.

S AN JUAN – La senadora del Partido Nuevo Progresista (PNP), Keren Riquelme Cabrera, solicitó a los padres monitorear a sus hijos, menores de edad, en el uso de las redes sociales.

“El uso de las redes sociales es bien marcado, sobre 2.2 millones de personas en la Isla utilizan estas plataformas. Estamos hablando que eso representa el 81.6 por ciento de nuestra población. El uso de plataformas como Facebook, Instagram, Twitter y Tik Tok entre la juventud y los preadolescentes está creciendo, pero con ello también se necesita un monitoreo más continuo y detallado por parte de los padres”, dijo la Senadora por Acumulacion.

“Los padres deben saber bien las contraseñas de los menores de edad, así como actualizaciones a los

controles de seguridad sobre contenido no apto para menores y una comunicación franca y constante sobre los riesgos que se encuentran en este tipo de plataformas. No podemos permitir que situaciones como la de hoy en Guánica se repitan, la comunicación es vital”, añadió Riquelme.

La Senadora recordó que la edad mínima para tener una cuenta en las redes sociales es de 18 años, para otras son 16 y las mismas solo se pueden establecer con rigurosos controles de contenido.

El pedido se hace luego de que un menor de 6 años en Guánica ‘aceptara’ un reto en la red social de Tik Tok de desaparecer de su familia por 48 horas.

De acuerdo con datos del Negociado de la Policía, el menor aceptó un reto colgado en la red social de Tik Tok que pedía que los niños abandonaran sus hogares, alegando que eran víctimas de maltrato.

‘Hush’ (April 7)

Director Mike Flanagan has become the horror king of Netflix, with credits including “Gerald’s Game” “The Haunting of Hill House” and “Midnight Mass.” But before any of those high-profile projects, he cowrote (with his star and spouse, Kate Siegel) this lean, mean, efficient little single-location slasher thriller. Siegel plays Maddie, a deaf and mute novelist who works and lives in an isolated country home and must fight for her life when she is targeted by a brutal killer (John Gallagher Jr.). The result is tense, frightening and wildly effective.

‘New Girl’: Seasons 1-7 (April 9)

On first sight, this Fox sitcom seemed tailored entirely (and narrowly) to spotlight the specific pixie-like charms of its star, Zooey Deschanel. But within a few episodes, “New Girl” became much more: a fast-paced, frequently quotable showcase for an ace comic ensemble. Deschanel remained at the center, but the uproarious characterizations and onscreen teamwork of Max Greenfield’s high-maintenance Schmidt, Lamorne Morris’s oddball Winston, Hannah Simone’s complicated Cece and (especially) Jake Johnson’s rough-edged-but-soft-centered Nick turned this into one of the freshest and funniest network comedies of the 2010s.

‘We Steal Secrets: The Story of WikiLeaks’ (April 23)

Prolific documentary filmmaker Alex Gibney waded into one of the most complicated stories of his career when he took on the rise of Julian Assange’s organization — and the fall of Assange himself. It’s a story toward which neutrality is all but impossible — for a filmmaker or a viewer — but Gibney is admirably evenhanded, praising WikiLeaks’ high-minded mission and notable scoops while also asking pressing questions about its founder, his motives and his misdeeds. And the filmmaking unfolds with the tension and propulsion of a tightly-wound political thriller, which, in many ways, is exactly what it is.

‘Bill Nye: Science Guy’ (April 24)

As the (comparatively) science-friendly Obama administration gave way to the climate denialism of Donald Trump, 1990s-era children’s television personality Bill Nye reconsidered his mission and his audience, repositioning himself as an advocate and educator for older generations. Directors David Alvarado and Jason Sussberg document

that tricky career shift as Nye changes from an innocuous fellow with a perpetual smile and bow tie into a surprisingly polarizing political lightning rod. The results are as enlightening, thought-provoking and frequently amusing as the man himself.

‘The IT Crowd’: Series 1-5 (April 25)

Several international comedy stars-to-be — including Chris O’Dowd (“Bridesmaids”), Matt Berry (“What We Do in the Shadows”) and Richard Ayoade (“Travel Man”) — made their first big splash in this unfailingly clever British office sitcom. O’Dowd and Ayoade star as Roy and Moss, socially inept, know-it-all IT technicians. Katherine Parkinson is Jen Barber, their manager, who is tech illiterate (much to their chagrin) but personally adept (much to their amazement). It sports a tone and style not unlike the original British version of “The Office,” and it accomplishes a similar duality: though unmistakably local in its details, it taps into universal truths about work, class and life.

‘Ash vs. Evil Dead’: Seasons 1-3 (April 28)

The new “Evil Dead” sequel, “Evil Dead Rise,” hits theaters April 21, though it continues in the grim, humorless vein of the series’ 2013 installment. Those who prefer the zany, slapstick-heavy, gore-and-grins iteration of the franchise, tweaked to perfection by director Sam Raimi and star Bruce Campbell in “Evil Dead II” (1987) and “Army of Darkness” (1993), can direct their attention to this Starz Original series, codeveloped by Raimi, with Campbell reprising his role as the wisecracking, chain saw toting, Book-of-the-Dead-battling hero Ash Williams. The results are somewhat uneven (the early episodes, with which Raimi was most directly involved, are the highlights), but fans of the films will love it anyway.

‘Leap Year’ (April 30)

This light-as-a-soufflé romantic comedy was not exactly received with enthusiasm upon its release in 2010, but time has been kind to it for several reasons, among them the general dearth of theatrical rom-coms and the slow-burn charms of screenwriters Deborah Kaplan and Harry Elfont (whose “Josie and the Pussycats” has undergone a spectacular popular and critical reappraisal). Perhaps most important, it’s an opportunity to see Amy Adams at her light and breezy best, in sharp contrast to her more recent spate of Serious Actor Oscar bids.

‘Road to Perdition’ (April 30)

This 2002 adaptation of the graphic novel by Max Allan Collins (itself inspired by the “Lone Wolf and Cub” manga and film series) was only the second feature film from director Sam Mendes. Yet it plays like an elegy, a film about endings, mortality and what we leave behind. It was the final film of award-winning cinematographer Conrad L. Hall, whose visions of Depression-era America here are staggeringly evocative, and one of the final onscreen appearances for Paul Newman. The actor nabbed one last Academy Award nomination for his work as the patriarch of a crime family, caught between his irresponsible biological son (a pre-Bond Daniel Craig) and his beloved surrogate son (Tom Hanks, in a rare and affecting non-hero turn).

‘Scott Pilgrim vs. the World’ (April 30)

Edgar Wright’s 2010 action-comedy, initially a boxoffice disappointment, has become a cult favorite in the intervening years, and for good reason: Its fizzy look and feel, energetic direction and spirited performances make it one of the most purely entertaining comic book adaptations of recent years, and Wright’s light touch keeps it from bogging down into the endless back stories and crossovers that have tended to burden such pictures. Michael Cera is a delight in the title role, and the stacked supporting cast includes such MVPs as Kieran Culkin, Chris Evans, Anna Kendrick, Brie Larson, Aubrey Plaza, Mary Elizabeth Winstead as his dream girl and Jason Schwartzman, cast against type as a supervillain.

This wasn’t another freewheeling romp but a grinding effort in which the Huskies relied on their defense to take control before making enough plays down the stretch — and being near perfect at the free-throw line, making 21 of 23 in the second half — to repel the game but scattershot Aztecs.

Tristen Newton scored 19 points and grabbed 10 rebounds to lead Connecticut, which also got 17 points and 10 rebounds from Adama Sanogo, who was named the most outstanding player of the Final Four in Houston. Hawkins added 16 points — including a critical 3-pointer that stymied San Diego State.

With 30 seconds remaining, coach Dan Hurley removed his starters, greeting each one with a bearhug as they returned to the bench. When the final buzzer sounded, Newton jumped off the edge of the elevated court and into the arms of family members wearing his No. 2 jersey.

San Diego State, which had never before advanced past the round of 16, was trying to replicate what Kansas did a year ago, rallying from 15 points down in the second half to claim a championship. But the Aztecs just did not have enough offense, shooting 32.2% from the field and missing 14 consecutive shots in the first half, when the Huskies seized control.

The Huskies looked nothing like a team that finished fourth in the Big East Conference during the regular season. In their march to the national championship, they won their six tournament games by 24, 15, 23, 28, 13 and 17 points.

“The group had a lot of confidence for how

we played the majority of the season,” Hurley said on the court after the game. “We knew we were the best team in the tournament going in, and we just had to play like it.”

While Newton contributed the most points and Hawkins delivered the biggest bucket, the Huskies at both ends of the court revolved — as they have all tournament — around Sanogo, who is observing the Muslim holy month of Ramadan and does not eat food or drink water from dawn to sundown.

After sunset, he eats protein-packed meals, hibachi steak and chicken with fruit, and he rises around 5 a.m. to eat another meal before going back to sleep. On game nights, he subsists on lighter fare: coconut water and fruit.

“I just want to say anything is possible,” said Sanogo, who grew up in Mali, and whose ambition was to further his education in France until an uncle living in the United States suggested that he was enough of a basketball prospect to come.

The victory was seen in UConn’s locker room as restoring the program to its rightful place in the college basketball universe. Since the last title nine years ago, Kevin Ollie, a former Husky himself, was fired and then filed suit to win back salary, getting $14.9 million through an arbitrator’s ruling and a settlement with the university. And until last month, Connecticut had not won a tournament game since 2016.

Many of the players spoke of a desire to uphold the standard that comes at the entrance to

the basketball facility, where the first thing you see are the 11 women’s championship trophies and, until Monday, the four won by the men.

There are also mementos of all-Americans and high draft picks.

“That’s big shoes to fill,” said Andre Jackson Jr., the team’s leader, nodding toward the other side of the locker room, where former Connecticut stars Ray Allen, Emeka Okafor and Rudy Gay were holding court with reporters. “As a basketball player, if you don’t walk in there and feel inspired by that, I don’t know what’s going to inspire you.”

The title also served as validation for Hurley, who has spent his basketball life cast in the shadow of his older brother, Bobby, a star at Duke when Dan was a role player at Seton Hall, and his father, Bob, a decorated high school coach at St. Anthony in Jersey City, New Jersey.

A little more than a decade ago, Dan Hurley was coaching at St. Benedict’s Prep in his home state.

As much as he can be profane and combustible along the sideline, biting his lip so hard when he screamed for a foul against Gonzaga that he drew blood, he has not been afraid to reveal his vulnerabilities during the tournament. He said he “sucked” when he first started coaching in high school, and revealed that he had taken up painting at the suggestion of his wife, while acknowledging that he is no Picasso.

The seeds of Connecticut’s celebration were planted last March, after the Huskies were upset in the first round of the tournament by 12th-seeded New Mexico State. Hurley convened his three cornerstones — Sanogo, Jackson and Hawkins — and promised them he would put a better roster around them, dotted with perimeter shooters who wouldn’t shrink in big moments. Among them was Newton, who played the last three years at East Carolina.

Basketball observers were not impressed. The Huskies began the season unranked.

When they won their first 14 games, including a rout of Alabama, the Huskies had a touchstone they could return to. And fittingly enough, they did so one more time late Monday.

After Joey Calcaterra buried a 3-pointer to put Connecticut ahead, 56-41, the Aztecs mustered a final charge. Jaedon LeDee, a chiseled forward playing in his hometown, scored a pair of baskets in the lane that prompted a Huskies timeout.

Hawkins left a jumper short, Keshad Johnson knocked in a 3-pointer from the wing, Darrion Trammell followed that with a steal and a layup, and San Diego State fans brought the cavernous arena to life, having crawled to 56-50.

The Aztecs — who had shown their mettle in the tournament, trailing Alabama by 9, Creighton by 8 and Florida Atlantic by 14 on their way to the title game — envisioned reeling the Huskies in.

“It was that March feeling — wow, this is happening,” said Trammell, whose free throw with 1.2 seconds left had beaten Creighton in the South Regional final. “We’re going to be that team that overcomes another deficit, and we can come out and win this game.”

The Aztecs would close to 60-55 with less than six minutes left, but Hawkins, curling off a series of screens near the top of the arc, unfurled his silky shot, swishing a 3-pointer that kept San Diego State at bay by starting a 9-0 run.

“Big shot by a great player,” Trammell said, grimacing at the thought.

Said Hurley: “I thought the group was a little frustrated that we hadn’t put them away, and they focused on execution.”

It was an orderly ending for this unpredictable, hugger-mugger of a tournament.

Once a scrappy underdog, the Padres adjust to penthouse life

Xander Bogaerts faced a dilemma. He had just unboxed a custom pair of spiffy brown cleats with yellow accents that popped. And as he sat at his locker handling them some four hours before his first opening day with the San Diego Padres, he asked someone standing nearby a colorful question.

“Do you like white or brown laces?”

Across the game, most others on this day were treading carefully into the new season, wondering about more weighty issues. Where will the runs come from? Is there enough depth in the bullpen for the impending six-month grind of the regular season?

But these Padres are different, set apart by an enormous payroll, vivid swagger and unique team colors.

From the visitors’ dugout this weekend, they were unrecognizable to the Colorado skipper, Bud Black, from when he managed in San Diego. Then, from 2007 through 2015, his Padres wore blue. And they were a deteriorating franchise overseen by an owner, John Moores, who for all intents and purposes had checked out. His other businesses and a messy divorce were occupying much of his time.

When Black managed the Padres to a surprise 90-win season in 2010, contending for a playoff spot through that season’s final day in San Francisco, he did so with a team payroll that had been chopped to $37.7 million. It ranked 29th in Major League Baseball, nestled between the Oakland Athletics at No. 28 and the dead-last Pittsburgh Pirates.

The cumulative payrolls of Black’s first four teams in San Diego ($213 million) did not even add up to the franchise’s estimated payroll this season ($237 million) — by far a franchise record.

“I’ve never been in those shoes. You know, those higher payroll teams,” Black said, smiling. “So I don’t know what that’s like.”

According to Spotrac’s estimates, only the New York Mets ($335.9 million) and the New York Yankees ($268.9 million) are spending more on their team payroll to chase a World Series title this year than the Padres, now controlled by the owner Peter Seidler. Seidler and Ron Fowler, who stepped down after the 2020 season, led the group that purchased the

team from Moores in 2014.

As the superstars Bogaerts, Manny Machado, Juan Soto and Joe Musgrove were introduced before Thursday’s opener, the capacity crowd of 45,103, many of whom had lost interest in baseball while watching the team divest itself of the 2007 National League Cy Young Awardwinner, Jake Peavy; the slugger Adrián González; and the future Hall of Fame closer Trevor Hoffman, stood and roared.

When the introductions were finished, there was an aggregate of 37 AllStar Game selections standing along the first-base line, or residing somewhere on this star-spangled roster. Nelson Cruz (seven All-Star selections), Machado (six) and Yu Darvish (five) led the way, with Bogaerts and closer Josh Hader chipping in four each.

“I wish I’d have had some of these teams when I was here,” said Peavy, who was traded to the Chicago White Sox in 2009 even after signing for a hometown discount of $52 million over three years. He was in town to throw out the season’s ceremonial first pitch before being inducted into the club’s Hall of Fame later this summer.

“San Diego is on fire,” Peavy added enthusiastically.

Different days, different times.

“I remember when I first came into the big leagues, everything was different here,” said Rockies outfielder Kris Bryant, who made his debut with the Chicago Cubs in 2015, two years after they made

him their first-round pick out of the University of San Diego. “Different coaches, different players, different field dimensions.

“Everything has changed.”

That includes the expectations. After bouncing the Dodgers last October before losing to Philadelphia in the NL Championship Series, the Padres will play the most anticipated season in franchise history. All four games over the weekend sold out, setting a club attendance record to open a season. Fervor is so high that in the late innings of last Thursday night’s 7-2 loss to Colorado, there was even a smattering of boos from this mostly sunny and optimistic fan base — and then more as the Padres dropped to 0-2 on Friday night.

Nevertheless, the club announced before the season’s third game Saturday that infielder Jake Cronenworth had signed a seven-year, $80 million extension.

Another day, another whopping check.

“Baseball is a weird sport,” said Machado, a voice of experience, before the season’s first pitch was thrown. “Over 162 games you have ups, you have downs, there are a lot of highs, a lot of lows, a lot of streaks. It goes both ways.

“But with these guys in here, we have a lot of tools in the box.”

In Bogaerts, a key part of Boston’s 2018 World Series triumph, and in Soto, who helped lead Washington to a title in

2019, the Padres have two players with recent championship pedigrees on whom they are counting to be influencers.

“If I’m going to compare it to a team that I was privileged to be on previously, it would be that one,” Bogaerts said of the 2018 Red Sox team that won 108 games and rolled through a postseason that culminated with a five-game World Series breeze over the Dodgers. “That ’18 team, we were that much better than every team in the league. And with the expectation, we went out and we delivered.”

Bogaerts delivered on Saturday night by smashing a two-run, first-inning homer to help push San Diego to its first win of the year. He homered again on Sunday as the Padres won a second straight game to split the series with Colorado, an NL West rival. (The Padres won again on Monday, 5-4 over the visiting Arizona Diamondbacks.)

As with any worthwhile influencer, there was a clear and pointed message in his comments: The actual delivery of a well-appointed blueprint is never a guarantee. Charlie Blackmon, Colorado’s designated hitter, has witnessed many significant changes in the NL West since his rookie season in 2011, including the various permutations in Petco Park.

“They’re a good team, but this is the big leagues and every night you’re facing All-Stars,” Blackmon said, adding: “A few years ago, San Diego went for it and had a bunch of big contracts and had to blow it up. It’s not necessarily a sustainable model, what we’ve seen so far. So it makes you wonder.”

Specifically, he was referring to 2015. That was the first full season for A.J. Preller, then the general manager, now the president of baseball operations, always the aggressive architect whatever his title. Preller traded for the All-Stars Matt Kemp, Derek Norris and Craig Kimbrel and signed pitcher James Shields as a free agent that season. The Padres started slowly, fired Black in June, finished 74-88 and started all over again after finishing 68-94 in 2016.

The payroll reached a then-Padres record $108.3 million in 2015 and $99 million in 2016. The 90 wins in 2010 with a payroll a third or so of those remains the most victories for the club in any season since San Diego’s 1998 NL pennant-winning team.
