The Puerto Rico Mayors Association unanimously condemned recent comments made by outgoing Puerto Rico
Comptroller Yesmín M. Valdivieso Galib, alleging that she was pressured to selectively target mayors of the Popular Democratic Party (PDP).
The mayors are calling for an immediate independent investigation.
In a resolution issued on Wednesday night, the association expressed serious concerns regarding the public comments made by the outgoing Comptroller. She claimed that she faced pressure to compel her office to initiate investigations against PDP municipal executives. The association emphasized that such actions threaten the impartiality of the Government of the Commonwealth of Puerto Rico’s oversight functions and cast doubt on the credibility of the public audit system in Puerto Rico.
The resolution includes several key points, starting with a condemnation of the Comptroller’s statements for undermining public confidence in the government’s oversight system. It also demands an immediate and independent investigation involving judges, external auditors, oversight bodies, and other entities free from political influence. Additionally, the association requested that the Comptroller testify under oath about the alleged undue pressure, providing details about the circumstances, key individuals involved, and any supporting documentation for her claims.
The association reaffirmed the mayors’ commitment to transparency and responsible management of public funds,
firmly rejecting any political exploitation of the Comptroller’s Office.
Jorge “Georgie” González Otero, president of the Mayors Association, emphasized that the resolution will be sent to the Governor of Puerto Rico, the Legislative Assembly (both the House and Senate), the Judicial Branch, the Office of Government Ethics (OGE), and the media to ensure that this issue is addressed in a serious and urgent manner.
“Municipalities cannot be treated as instruments of political persecution. We demand clarification on whether these pressures existed and insist on protecting the integrity of the oversight process for the benefit of the people of Puerto Rico,” stated González Otero.
The resolution was unanimously approved at the Association’s Board of Directors meeting and took effect immediately.

Amid the ongoing federal government shutdown, Resident Commissioner Pablo José Hernández has requested that his salary be withheld until Congress reaches an agreement and the government fully reopens.
In a letter addressed to Catherine Szpindor, Chief Administrative Officer (CAO) of the U.S. House of Representatives, the Resident Commissioner stated: “With the federal government shut down, Members of Congress must adhere to the same standards as the people they represent. Until Congress fulfills its duty to reopen the government, Members of Congress should not receive salaries. Therefore, I am requesting that my salary be withheld until legislation is signed to reopen the government.”
Federal workers will largely not be paid during a shutdown. Employees who are considered essential must still report to work, although they will not be paid until the government reopens. Furloughed and essential employees will receive back pay after a shutdown ends.
President Donald Trump and members of Congress, however, still get paid during a shutdown. Their pay is constitutionally protected.
On Thursday, Trump said in a Truth Social post that he would meet with Vought to decide which “Democrat Agencies” the OMB director “recommends to be cut, and whether or not those cuts will be temporary or permanent.”
Trump, like other Republican leaders, blamed Democratic leaders in Congress for the shutdown.

The mayors of Hatillo and Lares, Carlos Román Román and Fabián Arroyo Rodríguez, are taking a decisive stand by proposing the creation of an intermunicipal consortium to effectively manage Las Cavernas del Río Camuy Park.
They fully supported a Senate initiative designed to establish a clear framework for the equitable distribution of responsibilities and funding, decentralizing decision-making, and ensuring that all development and conservation efforts prioritize the public interest over external or privatizing agendas that lack community involvement.
These stunning caverns are part of an expansive network of natural limestone caves and underground waterways carved by the world’s third-largest underground river, the Río Camuy. Yet, they have remained closed for far too long. “Recognizing the critical importance of this cultural heritage, the mayor of Lares and I are advocating for an intermunicipal administrative model that encompasses Lares, Camuy, and Hatillo. equitable participation from all three municipalities in the park’s management, promoting sustainable, transparent, and participatory practices based on technical capacity, territoriality, ecological conservation, and shared community benefits,” said Román Román.
“Our goal is to preserve the park under a municipal management model rather than succumbing to privatization, as has been suggested by Camuy’s Mayor Gabriel ‘Gaby’
Hernández.”
Both mayors are adamant that the proposed model must be established through legislative action and have called on Senator Josian Santiago to file the necessary legislation.
“This marks the first crucial step toward creating a management framework where all three municipalities are fully and actively engaged in overseeing the park and maintaining its facilities for public enjoyment,” they stated.
“The proposed model is in complete alignment with Governor Jenniffer González’s vision articulated during a recent meeting focused on developing a comprehensive work plan to ensure robust participation from all three municipalities regarding the present and future of Las Cavernas Park,” added Lares Mayor Fabián Arroyo Rodríguez. “This model is crafted to reflect and prioritize their interests.”
Román Román and Arroyo Rodríguez highlighted that over 70% of residents in the vicinity of the park engaged in the project. Critical infrastructure, including sidewalks, parking lots, administrative facilities, and entrances—all located within Hatillo—serve major caves such as Tres Pueblos Cave, Em-
palme Cave, and La Ventosa Cave. While Lares also oversees significant areas of the park, it has historically faced exclusion in crucial decision-making processes.
Both mayors are unequivocally opposed to Camuy’s request to transfer the entire park land to their municipality. “In public statements, the mayor of Camuy has expressed a clear lack of financial capacity to sustain the park’s operations without private investment. Furthermore, it has been estimated that at least $20 million is required to rehabilitate and position the park competitively on a global scale. Our proposal seeks mutual collaboration with the Department of Natural and Environmental Resources (DRNA),” they emphasized.
The mayors firmly asserted that the establishment of an intermunicipal consortium and a governance agreement under the supervision of the DRNA will create a solid collaborative framework that ensures transparency, shared responsibility, and appropriate oversight in managing the National Park. They reiterated their strong opposition to a single municipality overseeing the park and underscored the urgency of reopening it as quickly as possible.

Selected by public vote in March, the bold design of the newly unveiled Airbus A320 celebrates Puerto Rico’s rich culture and spirit while showcasing iconic symbols of Puerto Rican heritage, according to a JetBlue statement.
The name Isla del Bluencanto combines Puerto Rico’s affectionate nickname, Isla del Encanto, with JetBlue, symbolizing the bond between the island and the airline. The Senate Committee on Youth, Recreation, and Sports, chaired by Senator Rafael “Rafy” Santos Ortiz, reviewed a bill aimed at promoting innovation, technology, and artificial intelligence (AI) in the sports sector. The committee held a public hearing on Senate Bill 705, authored by Senator Santos himself.
“The goal is for Puerto Rico not to fall behind in the technological revolution of sports, benefiting both elite athletes and grassroots levels with tools that allow them to compete on equal footing internationally. We know that other countries are far ahead in this area. Puerto Rico cannot be an exception, and we want to ensure that this integration of technology and AI is done gradually, so we don’t fall behind. Our athletes have great potential,” emphasized Santos.
Juan Carlos García Rivera, representing the Department of Recreation and Sports (DRD), testified in support of the measure but offered some recommendations. “At the DRD, we always support initiatives like this one that seek to explore or incorporate improvements and progress in the fields of recreation and sports in Puerto Rico. However, clarifications are needed regarding the use of technology and artificial intelligence to benefit athletes and sports practices in general,” he stated.
García pointed out that in the realm of high-performance sports, “The proposed language needs to clarify that the use of advanced technologies to enhance athletic performance applies specifically to high-performance athletes, whom the agency does not work with directly.”
He added that the DRD can still consider recommendations related to integrating advanced technologies into an elite athlete’s training methods in collaboration with their coach.
García also noted that incorporating technology and artificial intelligence into sports is a progressive topic that has

been inconsistently addressed in Puerto Rico. “Implementing advanced technologies that our elite athletes currently have to seek abroad is necessary. Additionally, educating sports coaches on how to leverage technology and AI to benefit athletes and sports practices is crucial.” He advocated for the financial resources needed for effective implementation.
When Santos asked what specific mechanisms the DRD proposes to establish technology for high-performance athletes, García responded that the institute, the educational branch of the DRD, continues to integrate technology. “In the last three conventions we’ve held, we’ve brought in AI experts.”
He also mentioned the challenge of integrating technology for older adults, a demographic served by the DRD. Furthermore, he added, “Integrating AI within a theoretical framework and educating about it from an early age will bring long-term benefits. We’re not just talking about sports—we’re also discussing administrative processes, especially as our workforce shrinks and
we must find new ways to comply with laws and regulations.”
Santos inquired about the cost of implementing the technology. García indicated that the investment for an application ranges from $50,000 to $300,000. “In terms of actual implementation—that’s where we would need support to figure out how to reduce costs,” he explained.
Alba Norys De León Quiñones, president of the organization ABLATEK, which works in technology, also testified. “Academic literature confirms that implementing AI in sports organizations generates significant transformations in the job market, creating new professional opportunities that require individuals to develop new competencies or transition into roles demanding a deeper understanding of AI technologies,” she said.
Regarding observations on the bill, De León highlighted the need for technological incentives to have clear metrics for evaluating implementation—such as annual investment, the number of athletes benefited, equipped facilities, and injury reduction.
She recommended broadening the scope of technological applications to include advanced biomechanics, wearable devices, predictive analytics, and integrated platforms. De León emphasized the importance of strategic alliances and acknowledged the value of public-private partnerships. She recommended establishing precise governance mechanisms, partner selection criteria, and oversight committees involving the DRD, academia, and the private sector. She also proposed creating sports AI labs with hands-on training spaces and suggested partnerships with universities to establish these. A phased implementation schedule was advised, including certifying DRD employees as AI instructors.
Santos then requested additional recommendations for implementing technology, stating, “The diagnosis. That’s my recommendation—that the DRD, whether with internal or external personnel, assess the situation.”

Governor and president of the New Progressive Party (NPP), Jenniffer Aidyn González Colón, on Thursday recognized the work of former governor Pedro Rafael Pierluisi Urrutia during the opening of the NPP’s Future Equality Convention, held at the Caribe Hilton Hotel.
“I had the opportunity to speak with former governor Pedro Pierluisi, whom we invited, but he will not be available due to another commitment. However, we will be seeing each other because as soon as we are able to inaugurate the Vieques Hospital—which was started and completed under his administration—we will recognize that work,” said González Colón.
“I must also thank Governor Pierluisi, with whom I discussed important projects we have in common. I will take charge of finishing the projects he started, such as the Valenciano Reservoir and the Vieques Hospital, among others. Because I believe that we must recognize the good that each governor does, and that’s exactly what I intend to do,” González Colón stated.
“We will also acknowledge the second most important recent water infrastructure project: the Valenciano Reservoir, which had been under discussion for 30 years and was finally commissioned under Pedro Pierluisi’s governorship,” she added.
“As president of this party, along with our vice president Thomas Rivera Schatz, Johnny Méndez, and Rosaschelli Rivera, we are ready to ride the wave of the future—the wave of progress, the wave of equality that represents the principles of statehood for Puerto Rico and of this party, where we do not punish anyone with indifference,” the governor declared.
“We invite you to celebrate the opportunities of the future, precisely at a time when we have a PNP government. So today, I ask you to join me in launching the NPP’s Future Equality Convention,” she said.
González Colón had previously been critical of Pierluisi’s administration when she challenged him in the race for governor, stating in a campaign message that “the government is not heading in the right direction.” She ultimately prevailed in the arty primary.
During the convention, workshops will be held featuring participation from former governors Luis Guillermo Fortuño Burset and Ricardo Antonio Rosselló Nevares. On Sunday, the NPP General Assembly will take place at the Coca-Cola Music Hall.

Americans have markedly less faith in the ability of the country’s political system to solve problems than they had five years ago, with a large majority now believing that the country is incapable of overcoming its deep divisions, according to a poll by The New York Times and Siena University.
Even in the middle of the coronavirus pandemic, when the country was fighting over mask mandates and forced to reckon with questions about racial inequality, a majority of voters still agreed that the country was capable of solving its political problems.
Today, just 33% of voters feel the same.
The steep rise in pessimism reflects a striking shift in the public’s perceptions about what ails the country. After the economy, the poll found that Americans were most likely to point to problems in the political culture as the most urgent. They named polarization and the state of democracy more often than immigration, inflation or crime.
The Times/Siena poll of 1,313 registered voters, taken between Sept. 22-27, was conducted at an especially fraught moment, roughly two weeks after the assassination of right-wing activist Charlie Kirk. And it was taken before the government shutdown that began at midnight Wednesday — a development likely to reinforce the negative feelings that American voters have about the division and dysfunction in politics.
“It is impossible now to have a policy discussion,” said Amber Yang, 37, of Boston, who works in finance and identifies as a Democrat. She said the polarization has seeped into most aspects of life, complicating running a business and even raising a family.
“There’s no consensus on the facts,” she added. “And when you can’t have a conversation, how do you even move forward?”
Even though the national mood is bleak, Americans still possess some sense of hope and goodwill toward the other side, the poll found.
Only a small fraction of voters, for instance, seemed comfortable demonizing opponents.
When Democrats were asked whether they think of Republicans as “the enemy” or as “fellow Americans” whom they disagree with politically, only 10% chose the harsher description, a modest decline from last year. And 14% of Republicans said they think of Democrats as “the enemy,” a slight increase.
When it comes to free speech, 60% said that they felt comfortable expressing their views, though vastly more Republicans felt freer than Democrats.
There was widespread agreement on another freedom of speech issue. Nearly all Democrats and independents — and 57% of Republicans — said they opposed revoking the licenses of television stations that air programs that criticize President Donald Trump.
Overall, however, the poll captured an electorate at a moment when it was struggling with deep doubts about
the vitality of American democracy.
A majority of Americans — 55% — said they would describe the United States as “a democratic country.” But a sizable portion, 41%, disagreed, including 5% of Democrats and 40% of independents.
The poll also revealed how deeply entrenched partisanship has become. Half of the voters say Trump is a unique threat to the American system of government. The other half thinks Trump is presiding over an improved or stable economy and has done an excellent job of keeping his campaign promises.
“Unfortunately, it feels like you have to pick a side,” said Al Heymann, 49, of Jefferson Parish, Louisiana, who supports Trump. He acknowledged that the president was reckless with his words, often with inflammatory results.
But Heymann was quick to add that Democrats and some in the news media share blame for the polarization, as they seem to blame Trump anytime something goes wrong.
“Stuff has gotten out of hand,” he added. “It’s just pulling sides apart when we really need to come together to make things happen. But neither side wants to do that.”
Before the 2024 election, polls showed that people were more likely to identify issues such as inflation, abortion and immigration as most important to their vote.
Polarization barely registered.
Today, spasms of political violence have erupted across the country with alarming frequency, including the killings of Kirk and of a Minnesota state senator and her husband in June. Asked who is to blame for the discord, respondents agreed: the other side.
Asked to name the biggest problems, Democrats said Trump and the Republican Party first, ahead of the economy.
“I feel like I’m living in an episode of ‘The Twilight Zone,’” said Lea Smith, 50, a Democrat living in New York, who believes the Trump administration’s policies have been unfair to women, Black people and LGBTQ+ community members.
When Republicans were asked to identify the biggest problem, the economy was first, followed by Democrats.
The government shutdown could offer a point of agreement. Asked which party should be blamed for the shutdown, 19% said Democrats in Congress; 26% said Trump and the Republicans in Congress.
One-third of voters, however, said they would blame both parties equally.
Here are the key things to know about this poll from The New York Times and Siena University:
— The survey was conducted among 1,313 registered voters nationwide from Sept. 22-27.
— This poll was conducted in English and Spanish, by telephone using live interviewers and by text message. Overall, 99% of respondents were contacted on their cellphone.
— Voters are selected for the survey from a list of registered voters. The list contains information on the demographic characteristics of every registered voter, allowing pollsters to make sure they reach the right number of voters of each party, race and region. For this poll, interviewers placed more than 152,000 calls or texts to more than 56,000 voters.
— To further ensure that the results reflect the entire voting population, not just those willing to take a poll, pollsters give more weight to respondents from demographic groups that are underrepresented among survey respondents, like people without a college degree.
— The margin of sampling error among the electorate that is likely to vote in November is about plus or minus 3.2 percentage points. In theory, this means that the results should reflect the views of the overall population most of the time, though many other challenges create additional sources of error.

The White House on Wednesday sent letters to nine of the nation’s top public and private universities, urging campus leaders to pledge support for President Donald Trump’s political agenda to help ensure access to federal research funds.
The letters came attached to a 10-page “compact” that serves as a sort of priority statement for the administration’s educational goals — the most comprehensive accounting to date of what Trump aims to achieve from an unparalleled, monthslong pressure campaign on academia.
The compact would require colleges to freeze tuition for five years, cap the enrollment of international students and commit to strict definitions of gender. Among other steps, universities would also be required to change their governance structures to prohibit anything that would “punish, belittle and even spark violence against conservative ideas.”

Colleges that sign the agreement would receive “multiple positive benefits,” according to a letter included with the compact signed by Education Secretary Linda McMahon; Vince Haley, the director of the White House Domestic Policy Council; and May Mailman, the White House’s senior adviser for special projects.
Massachusetts Institute of Technology, the University of Pennsylvania, the University of Southern California, the University of Texas, Vanderbilt University and the University of Virginia.
Colleges that agree would get priority access to federal funds and looser restraints on overhead costs. Signed compacts would also serve as assurance to the government that schools are complying with civil rights laws. Federal civil rights investigations have been used to halt much of the research funding that the administration has blocked this year.

Mailman, who has orchestrated much of the administration’s higher education strategy, said the compact could ultimately be extended to all colleges and universities. She said the administration was open to hearing feedback about the compact from college leaders.
“We hope all universities ultimately are able to have a conversation with us,” she said.
The letters were sent as the White House was aiming to close a settlement with Harvard University, the only university to sue the administration over its pressure campaign. Trump on Tuesday said that a deal, which had been elusive as talks stalled, was close to being finalized. The Wall Street Journal first reported that the compact has been sent to schools.
The administration has secured individual deals with schools to restore funding, requiring the universities to pay steep fines and effectively adopt new policies. And while there is some overlap in the agreements, the first round of deals has all stood on their own.
The University of Pennsylvania agreed to align its athletic policies with the Trump administration’s beliefs about participation by transgender people. Brown University promised to provide a more granular level of student admissions data than is required by law.
The so-called “Compact for Academic Excellence in Higher Education” is effectively a declaration of the administration’s political priorities for higher education.
The first round of schools received the compact along with a letter that frames the pledge as an opportunity to proactively partner with the administration and its effort to shift the ideological tilt of the higher education system, which the president and his team view as hostile to conservatives and intent on perpetuating liberalism.
The demands in the compact also include providing free tuition to students studying math, biology, or other “hard sciences” if endowments exceed $2 million per undergraduate.
“Institutions of higher education are free to develop models and values other than those below, if the institution elects to forgo federal benefits,” the compact says.

Murder is mimetic. The Zodiac Killer — who murdered at least five people in Northern California in the 1960s and sent cryptic messages to the news media — inspired copycats and established a dark cultural archetype: the serial killer who leaves taunting clues for his pursuers to try to decipher. School shooters, often emerging from irony-poisoned, meme-addled online subcultures, tend to perform for one another. The same day Charlie Kirk was assassinated, a 16-yearold apparent white supremacist opened fire at his Colorado high school; one of his TikToks included a picture of Natalie Rupnow, who killed two people at her Christian school in December. Over the last 10 months or so, a frightening new pattern has emerged. First, in December, Luigi Mangione became an internet icon after allegedly assassinating the chief executive of UnitedHealthcare in New York City. Messages left on the bullet casings seemingly alluded to the way insurance companies refuse coverage. The sniper who killed Kirk left messages on his bullet casings as well, though in his case they appear to have been a macabre sort of trolling. Joshua Jahn, the 29-year-old who staged a sniper attack on an ICE field office in Dallas this week — killing a migrant detainee and injuring two others — reportedly wrote “Anti ICE” on his bullet casing. FBI Director Kash Patel claims that Jahn repeatedly searched online for information about Kirk’s killing. It is not surprising that the Trump administration would use
these hideous acts as a pretext to crack down on its political enemies. Particularly since Kirk’s killing, the mood in this country has sometimes reminded me of what it felt like after Sept. 11, a combination of genuine fear and mourning, hysterical sanctimony and vicious opportunism. The Justice Department, The New York Times reported, has now instructed more than a half-dozen attorneys to draft plans to investigate George Soros’ Open Society Foundations for possible crimes including material support of terrorism. A frighteningly expansive new White House memorandum describes left-wing political violence as “a culmination of sophisticated, organized campaigns” and directs federal agencies to target progressive political networks. Donald Trump was going to use the power of the presidency for vengeance no matter what, but left-wing violence has given him momentum.
As a new wave of repression sweeps over this country, it’s become difficult to have a rational discussion about the killings being used to justify it. Violence that at least looks left-wing really does appear to be on the rise. In The Atlantic, Daniel Byman and Riley McCabe wrote that “2025 marks the first time in more than 30 years that left-wing attacks outnumber those from the far right.” Yet the men committing the highest-profile left-coded killings have little discernible connection to progressive politics, on or offline. Neither Mangione, Tyler Robinson, nor Jahn were registered Democrats or, so far as we know, involved in activism of any kind. They’re less men of the left than men of the internet. Since I’m a liberal, I imagine that this might seem like a rationalization. But no less a Republican partisan than Chris Rufo, a man who rarely misses an opportunity to demonize progressives, appears to see something similar. This week he wrote an essay called “Radical Normie Terrorism,” about both Robinson and Robin Westman, who killed two children at a Minneapolis Catholic school in August. Looking at the online spaces they inhabited, Rufo described not hubs of political radicalism, but of “memes, attitudes, copycatting, in-jokes and irony.” Jahn seems to have dwelled in a similar milieu. Journalist Ken Klippenstein, who interviewed several of Jahn’s friends, wrote, “He preferred edgy humor, video games and the message board 4chan, all of which he became increasingly steeped in as he withdrew from social life.”
As for Mangione, Politico reported that, based on his online footprint, “he was broadly interested in AI, self-improvement, mental and physical health and how the modern world can make it difficult to be well-adjusted or content.” He has expressed some admiration for Ted Kaczynski — better known as the Unabomber — but so have disaffected people across the political spectrum.
It’s important to acknowledge that Mangione, Robinson and Jahn all appear to have espoused leftish motives for their alleged crimes, and given their notoriety, others may try to follow in their footsteps. This is a disaster for both the victims and the broader culture. Fear and instability redound to the benefit of authoritarians, so violence done in the name of left-wing causes serves right-wing ends. Progressives should condemn these killers

and do whatever is in their power to push back on the voices that lionize them, and the toxic social media algorithms that boost those voices. But it may not make a difference, because the suspects in these murders exist outside of recognizable political movements.
America has had genuine subversives and left-wing terror networks in the past. For all the cruelty, paranoia and oppression of the Red Scare in the 1940s and 1950s, there really were Soviet spies in America. In the 1960s and 1970s, there were left-wing sectarians who truly thought they were waging revolution. None of that exists today. Instead, we have loners lashing out, cloaking their personal grievances and homicidal impulses in political rationales.
That makes such violence particularly hard to counter. It should go without saying that Trump’s plan to wage war on his enemies will do precisely nothing to address this building crisis. But as long as America is a country awash in guns and choking on hatred, full of people retreating into the disembodied half-life of the internet, it’s hard to see what will.
After Kirk was killed, video of his death played online unceasingly, becoming what my colleague Zeynep Tufekci called a viral snuff film. An endless stream of content parsed the meaning of the words and symbols on the bullet casings. Anyone who has spent time on TikTok knows when someone finds a formula for capturing mass attention, imitators rush in. It’s the kind of problem we might be able to address if we had a baseline social compact about the speech private platforms should allow and promote. But for now, we’re stuck in a ratchet, where violent losers copy one another, and their deeds become an excuse to oppress the rest of us.

La Alianza Municipal de Servicios Integrados, Inc. (AMSI) y el Instituto Socioeconómico Comunitario (INSEC) anunciaron hoy la firma de un acuerdo de colaboración que unirá recursos, experiencias y capacidades con el objetivo de impulsar iniciativas de desarrollo social, económico y comunitario en Puerto Rico.
El acuerdo, permitirá a AMSI ampliar su alcance en la gestión de programas de capacitación e inserción laboral, mientras que INSEC fortalecerá su misión de fomentar la justicia social y el desarrollo comunitario mediante intervenciones innovadoras y sostenibles.
“Este acuerdo representa un paso estratégico hacia el fortalecimiento institucional, al consolidar la labor de ambas entidades para promover un mayor impacto en nuestras comunidades. Con el mismo, reafirmamos el compromiso de AMSI de colocar a las personas en el centro de sus programas, trabajando con un enfoque integral y solidario”, expresó William Miranda Torres, presidente de la Junta de Alcaldes de AMSI.
El también Alcalde de Caguas añadió que “las verdaderas transformaciones nacen desde las comunidades y Caguas es un vivo ejemplo de esto. Con este acuerdo, además fomentamos la autogestión comunitaria, reconociendo el potencial que tienen nuestras comunidades. Como municipios, debemos acompañar y respaldar esfuerzos como estos que ponen a la disposición de las comunidades recursos y
programas que potencien el talento”.
Mientras que el Dr. Joaquín Santiago Santos, administrador ejecutivo de la AMSI, expresó que “Este acuerdo nos permite expandir el alcance de nuestros servicios de empleo y adiestramiento en las comunidades. De esta manera, impulsamos la capacitación laboral y el ofrecimiento de servicios de ubicación en empleo, aseguramos que la autogestión comunitaria se fortalezca y que ambas organizaciones logren un impacto mayor en la calidad de vida de las personas”, puntualizó.
“Este acuerdo con AMSI fortalece los ofrecimientos que brindamos a través de INSEC en beneficio de las familias y comunidades. Además valida el poder de las alianzas y cómo estas se traducen en oportunidades directas a la ciudadanía. Agradezco al alcalde de Caguas y presidente de la Junta de AMSI, Hon. William Miranda Torres, por creer en INSEC y por reconocer que juntos podemos contribuir al desarrollo económico y social de Puerto Rico”, aseguró el presidente de la Junta de Directores de INSEC, Harry Vega Díaz.
Por su parte el director ejecutivo de INSEC, Gabriel López Arrieta expresó: “La firma del acuerdo con INSEC es parte de la nueva visión estratégica en el instituto. La misma tiene como objetivo principal continuar fortaleciendo las herramientas de desarrollo socioeconómico para individuos y comunidades puertorriqueñas, que se encuentran bajo el nivel de pobreza. This month’s picks include a Lithuanian thriller, a Welsh musical, an unusual sports drama from Korea and more. ‘Drowning Dry’
This elliptical thriller by Lithuanian director Laurynas Bareisa opens in the midst of a mixed-martial-arts bout; one of the film’s lead characters, Lukas (Paulius Markevicius), is beaten up quite brutally but emerges victorious. One might expect a sports drama to ensue, but “Drowning Dry” turns out to be about a different kind of competition — the ego battles that preoccupy men, which, in this case, has tragic consequences.
After that high-octane opening, the movie shifts to a slower pace. Lukas’ wife, Ernesta (Gelmine Glemzaite), is very close to her sister, Juste (Agne Kaktaite), and the two of them gather their husbands and children for a trip to their countryside home. Languorous scenes of summer fun — swimming, eating, basking in the sun — are interrupted by prickles of tension between the two men. Tomas (Giedrius Kiela), Juste’s peevish and potbellied husband, is envious of Lukas’ physique, while Lukas is struggling with financial issues; both also seem to have problems in their marriages. But midway through, a sudden accident occurs, and the film shifts gears again, now hopping back and forth in time. Slowly, grippingly, Bareisa traces the catastrophic ripple effects of petty masculine one-upmanship. (Stream it on Mubi.)
‘Chuck Chuck Baby’
This song-studded dramedy set in North Wales combines the bitter grit of kitchen-sink realism and the joyous ebullience of musical comedies to wonderful effect. “Chuck Chuck Baby” follows the timid, mousy-haired Helen (Louise Brealey), whose living arrangements encapsulate her defeatist attitude to life: She rents a room in her fool of an exhusband’s house, in which he lives with his new wife and baby, as well as his dying mother. Helen cares for the kindly elder, the only familial figure in her life; the woman’s imminent passing hangs over Helen like a heavy fog, unleavened even by the camaraderie she shares with her co-workers at a drab poultry processing plant. Then an old acquaintance, Joanne (Annabel Scholey), returns to town and reignites passion and hope in Helen.
Their romance is nothing short of an awakening for our heroine, who is enthusiastically encouraged by her friends. But these women live precariously in an insular town marred by patriarchal violence, where pursuing your heart requires not just love but also courage. In occasional interludes, this modest film’s grand emotions swell and the characters burst into song, as if in defiance of the emotional repression that seems to be a way of life in their town. Written and directed by Janis Pugh, “Chuck Chuck Baby” is warm and bright but never cheaply sentimental, with the script and performances firmly rooted in reality even as the characters look up to the stars. ‘Waterdrop’
Aida (Gresa Pallaska) and her husband, Ilir (Arben Bajraktaraj), live in a high-rise that towers over their city of

Pogradec in Albania, their large glass windows offering a stunning view of Lake Ohrid. The two are a power couple, both working with the city government on lucrative projects, though it’s clear from early on that Aida is the leader while Ilir rides on her coattails. Then Aida’s life of fancy cocktails and corporate deals comes to a shuddering halt. Her teenage son, Mark (Iancu Paulo), is accused of raping a classmate and arrested; the son of the city’s mayor is also implicated. Aida’s immediate reactions reveal her internalized misogyny: denial, victim-blaming, desperate promises to pull strings and throw money around to get Mark out of jail. But the more she investigates, the harder it becomes for her to maintain her self-delusions of excellence; she has to confront that despite all her striving, she may have married the wrong man, raised an amoral son. The director, Robert Budina, envelops the characters in a sinister atmosphere of blues and grays and warped perspectives, emphasizing the deep rot that lies just below the surface of the lives of the rich and powerful. ‘The Match’
If you live outside of East Asia, it’s likely that you’ve never heard of Go. Invented in China and popular in Japan and Korea, it is a chess-like strategic game in which two players use black and white stones to try to claim maximum territory on a board. It’s not particularly thrilling to watch and — one would think — even harder to dramatize onscreen. Yet in the Korean film “The Match,” the director, Kim Hyung-joo, succeeds in crafting a nail-biting drama set in the world of professional Go. The film is based on the real-life relationship between Cho Hun-hyun, one of South Korea’s Go champions, and his mentee, Lee Chang-ho, who ended up becoming his primary rival.
“The Match” opens in the 1980s with Cho (Lee Byung-hun, of “Squid Game” fame) on
top of the world, having just won an international championship. Soon after, he discovers the 11-year-old Lee at an amateur game and, impressed by his raw talent, takes him on as a protege. Lee moves in with Cho and embarks on a rigorous program of training. A kind of psychological thriller ensues as the two prodigious players — separated by age, experience and style, but not talent — balance the intensely personal mentor-mentee relationship and the dynamics of competition. As Lee rises and Cho falls, both are plagued by selfdoubt about what they owe to themselves and each other. Handsomely shot and featuring superb performances, “The Match” delivers an emotional wallop even as it rolls out twists and turns through to the very end. (Stream it on Netflix.)
‘Pamfir’
In a small town on the border between Ukraine and Romania, there are two local religions: Christianity and the smuggling business. As Leonid (Oleksandr Yatsentiuk), the protagonist, a once-legendary and now-reformed smuggler says at one point, “The only people in this town who don’t smuggle are the elderly and the sick.” When “Pamfir,” directed by Dmytro Sukholytkyy-Sobchuk opens, Leonid has just returned from abroad, where he now works a legitimate job, to visit his wife and son and attend the annual Malanka carnival. Leonid’s entire family used to be smugglers, until an accident persuaded him to give up the job and his wife to become a committed, fearful churchgoer. His family is desperate to have him stay with them, and his son does something very irresponsible in trying to make that happen, leading to a chain of events that force Leonid back into the dangerous trade he had left behind — and into the snares of the new mafias in town. “Pamfir” is a ferocious film, driven by a magnetic and imposing performance by Yatsentiuk. Blood, flames, grime and the demonic-looking costumes of the Malanka festival all mix together into the film’s color palette, evoking dark magic and even darker realities. The Nasdaq marked a record closing high on Thursday with support from the technology sector while the benchmark S&P 500 barely managed to notch a record close as investors cautiously monitored private labor market data in the second day of a U.S. government shutdown.
The benchmark index’s valuation was around its highest level since 2020, with help from heavyweight technology companies including AI chip leader Nvidia and Broadcom.
With no official government data available because of the shutdown, investors were monitoring information from other sources. A report from global outplacement firm Challenger, Gray & Christmas said U.S. employers announced fewer layoffs in September but that hiring plans so far this year were the lowest since 2009. It followed the previous day’s weaker-than-expected ADP National Employment Report.
“The market is looking at all of that against the backdrop of what was already weak job data in recent months to try to gauge the real path forward for the labor market from here,” said Jim Baird, chief investment officer with Plante Moran Financial Advisors.
While the shutdown was not a shock and investors have been soothed by the knowledge that such closures have typically not hurt the market in the past, Baird noted that it still caused worries.
“Given how polarized the two (political) parties are right now, and both seem to be staking out their respective positions, it wouldn’t be surprising if this one drags out a little bit longer,” he said.
Meanwhile, it did not help that Tesla went into reverse. The electric vehicle maker gave up initial gains after a strong quarterly deliveries report, as some analysts flagged risks to sales in the upcoming quarters due to the withdrawal of the $7,500 federal tax credit.
Earlier in the session, the S&P and the Nasdaq indexes hit intraday record highs. The S&P 500’s forward price-to-earnings ratio has climbed to 23.1.
According to preliminary data, the S&P 500 gained 4.38 points, or 0.07%, to end at 6,715.58 points, while the Nasdaq Composite gained 89.29 points, or 0.39%, to 22,844.44. The Dow Jones Industrial Average rose
82.21 points, or 0.18%, to 46,523.31.
The tech sector was the biggest boost to the S&P 500 with a lot of help from chip stocks with the broader semiconductor index also hit a record high on Thursday.
Consumer discretionary, while not the biggest percentage lower, was a big drag on the S&P 500 due to Tesla’s selloff.

The Israeli navy detained hundreds of activists from around the world Thursday after intercepting a flotilla of small boats that was trying to take humanitarian aid to the Gaza Strip.
The widely publicized mission, involving dozens of boats and activists including Greta Thunberg, aimed to breach an Israeli blockade of Gaza that has been in place for nearly two decades.
Israel has imposed stringent restrictions on the entry of humanitarian aid since the war in Gaza began two years ago, and for several months this year, it prevented food from being brought in.
Several world leaders condemned the detention of the activists, which sparked protests in several cities.
What happened?
Israel’s Foreign Ministry said Thursday that all but one of the boats had been stopped and that none had breached the blockade. It said all the detained activists were “safe and in good health” and would soon be deported to Europe.
The flotilla’s organizers said on social media that several of the boats had been intercepted in international waters, outside Israel’s jurisdiction, calling it “illegal” and an “attack on unarmed humanitarians.”

The Israeli Foreign Ministry said the sole remaining boat in the flotilla was still far from the conflict zone and that if it tried to approach Gaza, it would be “prevented” from doing so.
More than 250 flotilla participants were in police custody Thursday evening, according to a statement from Israeli police, who said they would be transferred “for further processing by the Immigration Authority and the Prison Service.” The police said the operation would continue “into the night until the last boat has been handled.”
Flotilla organizers, however, said that immi-
gration authorities had begun conducting some deportation hearings at the port where participants disembarked, without notice or access to their lawyers, calling it “a grave violation of due process and a denial of the participants’ fundamental rights.”
What was the flotilla?
The boats were part of the Global Sumud Flotilla, a group protesting Israel’s war in Gaza. The activists’ stated mission was to deliver food to mitigate the humanitarian crisis there, but they also sought to draw attention to the suffering in Gaza and raise awareness of Israel’s blockade on the territory.
The flotilla, which consisted of at least 40 boats, set sail from Spain last month and was joined by other vessels as it crossed the Mediterranean Sea. It carried about 500 people, according to Suhad Bishara, a lawyer with the Adalah legal center in Israel, which said it would represent the activists.
After the boats were intercepted, the Israeli Foreign Ministry posted a video showing Thunberg — one of several high-profile figures on the flotilla — calmly engaging with a person wearing military gear as a boat was boarded. Other participants included Mandla Mandela, a grandson of Nelson Mandela, and lawmakers from Italy, which has been rocked by anti-war protests in recent weeks.
What was the reaction to the interceptions?
The news set off protests in Italy and at least nine other countries, according to video and posts on social media. Italy’s largest labor union announced a general strike for Friday to protest the interception.
France’s and Italy’s foreign ministers said
they were working with Israeli authorities to ensure the activists’ protection. Turkey’s foreign minister called the “attack” on the flotilla “an act of terrorism.”
Cyril Ramaphosa, the president of South Africa, said Thursday that the interception was a “grave offense” and that Israel must allow humanitarian goods into Gaza. He called on Israel to “immediately release the South Africans abducted in international waters.”
On Wednesday night, President Gustavo Petro of Colombia announced the end of a free-trade agreement with Israel and the expulsion of its diplomatic delegation from Colombia. He said two Colombians were among those detained by Israel.
What were the group’s aims?
The activists said they wanted to “break the siege” of Gaza and open a humanitarian corridor to provide aid by sea. They also said they sought to focus attention on the dire conditions in the enclave, which has been under an Israeli blockade since shortly after Hamas seized power there in 2007.
Israel’s restrictions on goods entering Gaza have become severer since the start of the war, which was ignited by the Hamas-led attack on southern Israel on Oct. 7, 2023, in which 1,200 people were killed. More than 65,000 Palestinians have been killed since the start of the conflict, including civilians and combatants, according to Gaza health authorities.
In August, a United Nations-backed panel of food experts reported that parts of Gaza were suffering from famine. Israel has rejected the group’s findings and questioned its methodology.

Italian lawmakers Thursday passed a motion supporting the ceasefire proposal put forward by President Donald Trump and Israeli Prime Minister Benjamin Netanyahu to end the war in the Gaza Strip and insisted on conditions for any eventual recognition of a Palestinian state.
The motions indicated the government’s attempt to bridge the gap with other Western nations while keeping Israel as an ally. Italy’s leaders have hesitated to follow the wave of countries — including France, Belgium and Portugal, along with Britain, Canada and
Australia — that have recognized Palestinian statehood in recent months.
But opinion polls show that a vast majority of Italians believe Israel is committing genocide in Gaza and most Italians surveyed are in favor of recognizing a Palestinian state. Tens of thousands demonstrated in support of Palestinians last month; as many are expected to participate in a general strike Friday in support of a flotilla that was intercepted trying to take humanitarian goods to Gaza. Some Italians, including lawmakers, were aboard the boats.
Prime Minister Giorgia Meloni attacked the trade unions for organizing a strike that would lead to widespread disruptions. “All this brings no benefit to the Palestinian peo -
ple,” she told reporters Thursday. “On the other hand, I understand that it will bring a lot of problems to Italian citizens.”
Before the vote Thursday, Antonio Tajani, the foreign minister, said that the ceasefire proposal “offered a glimmer of hope for peace” that “could be the turning point that changes the history of the Middle East,” as long as all the key players did their part.
He said Italian diplomacy would do what it could “to support this difficult endeavor.”
The proposal supporting the ceasefire plan easily passed in both houses of parliament as much of the opposition abstained. A proposal to recognize a Palestinian state on the conditions that Hamas release the Is-
raeli hostages and step aside also passed, but most opposition lawmakers voted against it. Meloni seems to have shifted on the issue of Palestinian recognition. In 2015, she called on the Italian government to move toward recognizing a Palestinian state “on the basis of reciprocity with Israel.”
But in July, as France moved to recognize Palestinian statehood, Meloni said she believed “recognizing the state of Palestine without there being a state of Palestine could actually be counterproductive to the objective.”
Along with Germany, Italy has been a holdout in Europe. Globally, around 150 countries have announced recognition.

Aman attacked a synagogue in Manchester, England, on Thursday, using a car and a knife to kill two people and injure four others on Yom Kippur, the holiest day in the Jewish calendar.
Police said that officers shot and killed the man minutes after he began his assault, which the country’s counterterrorism police formally labeled an act of terrorism. A vest worn by the attacker, which police earlier said had “the appearance of an explosive device,” was found not to be viable, investigators said.
Two people have been arrested in connection with the attack, police said, but they did not release their identities or indicate how they might have been connected to the suspected assailant. Investigators said the police believed they knew the identity of the attacker but were working to confirm it.
A horrific scene, captured and quickly disseminated on social media, began when the attacker rammed a car into people outside the Heaton Park Hebrew Congregation in the heart of the large Orthodox Jewish community north of Manchester.
“The driver of the car was seen then to attack people with a knife. He was wearing about his body a vest which had the appearance of an explosive device,” said Stephen Watson, the chief constable of the Manchester police de-
partment.
The attacker was prevented by security guards and others from entering the synagogue, where morning Yom Kippur prayer services had begun about a half-hour earlier. A large number of people were worshipping, they said, and were initially told to remain inside. They were later evacuated.
The attack rattled the Jewish community in Manchester and prompted increased police protection at Jewish cultural and religious sites around Britain.
Here’s what else to know: — Terrorism label: British police formally labeled the attack on the synagogue an act of terrorism but did not detail the reasons for the declaration. That designation requires a senior officer to decide whether the available evidence meets Britain’s legal definition of terrorism, which covers violence “for the purpose of advancing a political, religious, racial or ideological cause.”
— Security fears: The attack left Manchester, and Britain, on edge. Security was increased at Jewish hubs and cultural sites across the country. President Donald Trump announced earlier this week that his administration had taken a concrete step toward his long-held goal of equalizing prescription drug prices between the United States and other wealthy nations.
The drugmaker Pfizer agreed to lower the prices it charges to state Medicaid programs for many of the drugs the company currently sells, Trump and Dr. Albert Bourla, Pfizer’s chief executive, announced in an Oval Office news conference. Under the deal, the drugmaker would also introduce new drugs in the United States at prices comparable to what it asks European countries to pay.
In a phone call with reporters later Tuesday, senior administration officials said they had reached similar agreements with other drug manufacturers but did not name them.
Trump heralded the deal as a breakthrough. “We’re ending the era of global price-gouging at the expense of American families,” he said.
Trump was flanked by the vice president and most of his top health officials, several of whom described the all-night negotiations needed to finalize the deal. Dr. Mehmet Oz, the administrator of the Centers for Medicare and Medicaid Services, suggested that books would be written about the process. Trump spoke of impossible price decreases of as much as 1,600%.
“The big winner of this deal clearly will be the American patients,” Bourla said.
Brand-name drug prices in the United States are three times as high, on average, as those in peer nations. Drug companies already give Medicaid, the health insurance program for lower-income Americans, significantly lower prices than they give American employers and other U.S. government programs.
Administration officials said that the new prices in the United States would be benchmarked against those offered in Canada, France, Germany, Italy, Japan, Britain, Switzerland and Denmark.
The officials did not specify which Pfizer drugs would be priced lower for Medicaid, but they said almost all the drugs Pfizer makes would be included. Pfizer’s bestselling drugs include blood thinner Eliquis; cancer drugs Ibrance and Xtandi; and COVID treatment Paxlovid. Under the plan, Medicaid programs could see significant savings, though it is not clear how much, because their prices are generally secret. Medicaid patients, who pay very little for pres-
criptions themselves, are unlikely to be directly affected.
Pfizer has not agreed to cut the prices it currently offers to employers, private insurers and other government programs, like Medicare.
Trump’s announcement comes on the eve of a government shutdown. Democrats have been insisting that they will not support a bill to fund the government unless Republicans subsidize the cost of Obamacare insurance premiums and reverse recent cuts to Medicaid funding. Democratic lawmakers held numerous public events Tuesday assailing Republicans for raising Americans’ health care costs. Trump described his announcement — also related to health care affordability — as more significant than what Democrats are requesting.
In the news conference, the officials also announced they will create a new website, TrumpRx, where Americans will be able to use their own money to buy drugs directly from manufacturers, while sidestepping health insurance.
The website, which is still under construction, will go online next year, senior administration officials said, and will include links to direct-to-consumer websites from many major pharmaceutical companies.
The model is already widely used for popular obesity drugs from Eli Lilly and Novo
Nordisk, which are often not covered by insurance. The idea behind these offerings is to offer the drugs directly to patients at about the same rate that employers and government programs pay after accounting for discounts. Patients often pay using their own money, but they can also sometimes go through insurance, as with Eli Lilly’s site.
Pfizer said in a news release that its direct to consumer sales would include widely used primary care drugs and some more expensive specialty medicines, offering them to patients at a discount as high as 85% off the sticker price and, on average, half off the sticker price. Using insurance, many patients already pay very little out of pocket for these drugs, so it is not clear how many patients would benefit.
Among the drugs expected to be offered on Pfizer’s site are Duavee, used by women to reduce hot flashes; Eucrisa, for skin problems; and Toviaz, for an overactive bladder.
In the last few days, drugmakers AstraZeneca, Novartis and Boehringer Ingelheim have announced direct-to-consumer sales programs for drugs to treat conditions like lung problems and arthritis. Bristol Myers Squibb recently announced a similar program for the blood thinner Eliquis, which it markets with Pfizer.
The products being picked for the direct sales programs have not so far included the most expensive drugs for cancer and other con-
ditions, which can cost hundreds of thousands of dollars a year.
The programs are partly aimed at reducing the influence of giant middleman companies known as pharmacy benefit managers, which can profit on the difference between a drug’s sticker price and the final price after discounts are taken into account.
In recent weeks, some other companies, like Eli Lilly and Bristol Myers Squibb, have announced moves that would align their sticker prices in European countries with those in the United States for a few specific products. But none has announced an agreement as broad as the Pfizer deal announced Tuesday.
While Trump’s announcement Tuesday was focused on lowering drug prices in the United States, other recent policy announcements could cut in the opposite direction.
Last week, Trump announced that he would impose a tariff of 100% on certain imported brand-name medicines. Drugs imported from the European Union, as many are, would be taxed at a lower rate of 15%. Drugmakers could apply for tariff exemptions for drugs they make in factories they are building in the United States.
Bourla said his company had been assured that it would receive a three-year grace period to avoid the tariffs because it is building and expanding factories in the United States. Pfizer already does some manufacturing in the United States but also has significant production in Europe.
An administration official said more details on the tariffs would follow as soon as this week. Drug pricing experts said they did not expect the tariffs to steeply raise prices for the industry’s biggest blockbusters, though they said more niche products could see price increases as a result.

NEW YORK — Nicole Lopez-Watson had set multiple alarms and reminders. She checked her schedule over and over to ensure she would be able to get to her computer by noon.
She was not trying to get presale tickets to see Beyoncé or Taylor Swift. She was hoping to register for a road race in New York City.
“In 2019, I could pick and choose whichever races I wanted, and it was just never an issue,” said Lopez-Watson, who lives in the Bronx. Now, she said, “the anticipation of when the races are going to be released gives me so much anxiety.”
It’s a problem that New York Road Runners, which stages the New York City Marathon and dozens of other races every year, has acknowledged. Thanks to yet another running boom fueled by the pandemic and the newfound popularity of running clubs, getting a race bib for an NYRR event has become a race in itself.
While the popularity of running is not limited to New York City, it may be especially pronounced in a dense city whose marathon has a side-door entrance for locals who complete multiple NYRR races.
In 2019, it took an average of 121 days for an NYRR race to sell out, Rob Simmelkjaer, the organization’s CEO, said in an interview. This year, races have sold out in an average of four days. Some of the most popular races, such as the Brooklyn Half Marathon and the New York City Half Marathon, are in such high demand that the sign-up queues have crashed the NYRR website.
“We think the demand to run our race reflects the quality of the product that we put out there, so we’re happy about that,” Simmelkjaer said. “At the same time, it’s also our biggest challenge, because we know that when 15,000 people want to run a 5,000-person race, 10,000 walk away less than happy.”
The organization opens registration for a few races at a time. That wasn’t an issue as recently as just a few years ago, when runners could search for races a few weeks in advance and sign up depending on their goals or fitness level. It was possible to train for a 10-mile race in the Bronx, a half-marathon on Staten Island or a 1-mile dash down Fifth Avenue without planning months ahead.
Now, registering for a race that is months away resembles a Ticketmaster rollout. Want to get into the presale? Sign up for NYRR “membership plus” for $120 (twice the cost of a standard individual membership). Willing to duke it out with the rest of the general public? Be ready when the floodgates open, expect long queues and click quickly. Hoping to get a second chance at sold-out races? NYRR members can put their names on a standby list.
It’s a good problem to have, Simmelkjaer said, but it’s a problem nonetheless. The organization has talked through possible solutions, including more races, bigger fields, more lottery opportunities, and scheduling more of its free and informal open runs, Simmelkjaer said.
In late August, NYRR announced that it would be instituting drawings for more of its races across the five boroughs. As they have done for years for some of the most popular events, such as the Brooklyn Half Marathon and the New York City Half Marathon, run-
ners will now have to enter their name for a chance to run races like the Manhattan 10K.
Before 2020, Stephen Cox, a runner and coach for the Dashing Whippets, a New York City running club, said he was used to halfmarathons selling out, but “a 4-mile race in mid-April was not a hot-ticket item.”
According to a report by Nielsen Sports released in the spring of 2021, 13% of all surveyed runners began running during the pandemic. Twenty-two percent of respondents who were already running before the pandemic said they started running more once it started.
Now, Cox said, “people will come to Dashing Whippets and get excited to sign up for a 5K. We’ll have to tell them, ‘Well, in eight months you may be able to register for another race.’
“For a brand-new runner, it sucks to have to figure out what you are doing months in advance,” he added.
With the increased popularity of running globally has come a spike in marathoning. More people than ever are applying to run a marathon, many of them looking to run a World Marathon Major, a designation reserved for elite marathons in Berlin, Boston, Chicago, London, Sydney, Tokyo and, yes, New York.
More than 1.1 million people entered the drawing for the 2026 London Marathon, nearly twice the number — 578,374 — who applied to run the marathon in 2024. While races do not share exactly how they divvy up
bibs among lottery applicants, time qualifiers and charity runners, organizers of the London Marathon said that less than 2% of those who entered the lottery earned a bib to run the 2025 race, which 56,640 people finished.
This year, more than 200,000 people applied to run the New York City Marathon on Nov. 2, an increase of 71% from 2019, according to NYRR. About 55,000 people — a mix of lottery winners, charity runners and time qualifiers — completed the race last year. Unlike the other six marathon majors, the New York marathon has a program that allows local runners to earn entry to the 26.2-mile race. It’s not easy, and it’s not cheap. Runners who complete nine eligible NYRR races and volunteer at one qualifying event in a calendar year — a program known as 9+1 — earn guaranteed entry into the next year’s marathon. That is, if they can successfully sign up for those races.
There’s a cap on the number of people who can race in events under agreements with the New York City Parks Department. Adding more races to the calendar isn’t always possible, thanks to permitting restrictions and other events taking place in the city.
The lotteries are a start, some runners say, and a more equitable way to earn entry into races. In turn, however, it could become even harder to for runners to complete the 9+1 program.
“Races have become a very precious New York City resource,” Simmelkjaer said.
