County board receives 2024 operating budget On Thursday, Nov. 9, the Board of Legislators (BOL) received the 2024 Operating Budget from the County Executive representing a total of $2.4 billion. Continuing initiatives include: Health and Mental Health including Maternal Mortality ($1 million allocated), FQHC’s ($3 million to bolster Federally Qualified Health Centers in the area), Tobacco Cessation ($1.5 million), Telehealth for seniors ($300,000), Project Alliance ($5.6 million to continue the County’s partnership between mental health providers and public safety, Social Services ($1.3 million and a Childcare Scholarship program with expanded eligibility of up to 500% FPL), Environmental

Initiatives ($25 million) including EV Charging Infrastructure, Housing ($90-$100 million) including an Affordable Housing Investment Flex Fund, Economic Development and Tourism ($7.9 million) including the DIG (Downtown Improvement Grant, $1.5 million), Workforce Training with WCA ($300,000), ARPA Funded Tourism ($2.1 million), and fully-funded Emergency Services and Public Safety ($77.7 million). New initiatives for 2024 include: Planning for natural disasters, including a Flood, fire, and non-FEMA emergency recovery program, nonprofit funding to assist families during relocation ($300,000), Mental Health outpatient clinical

expansion ($975,000), Housing programming, including a Landlord Tenant Assistance Program to fund Housing Authorities for necessary repairs of rental properties ($7 million), Eviction Prevention Assistance, Emergency Services and Public Safety including the HERRO Scholarship Program (increased from $500,000 to $600,000), Correction, introducing a new class of Correction officers, and NonFor-Profits ($5 million included for funding). The Westchester County Office of Economic Development (OED) and Westchester County Association (WCA) today announced the Westchester Healthcare Talent Pipeline Program (HTPP), which launched in spring of 2022, has connected 101 hires to employment. The combined income of those who have successfully secured employment is more than $3.2 million, which represents an economic return of 10:1. Participants have begun working with local organizations, including ENT & Allergy Associates, Epic Healthcare, Nyack Hospital, Mt. Vernon Neighborhood Health Center and Memorial Sloan Kettering Cancer Center. Westchester County Executive George Latimer said: “The healthcare industry’s workforce was significantly disrupted by the COVID-19 pandemic. Through the Healthcare Talent Pipeline Program, we aimed to train the industry’s next generation of employees to help address a pervasive talent shortage. The early success of the program demonstrates that breaking down common barriers to skills training, higher education and economic stability is critical for ensuring employers have access to the local talent they need to fulfill their missions.” Bridget Gibbons, Westchester County Director of Economic Development, said: “The Westchester County Association has skillfully bridged the gap between employers’ needs and the barriers that were deterring students from pursuing training in the healthcare field. The program has attracted a diverse pool of students, many of whom are bilingual, who are now equipped to support our local healthcare employers as their newest, skilled team members. We thank the

Westchester County Association for leading this important program and the many partners and employers who have helped to make it a success.” Jason Chapin, Westchester County Association Director of Workforce Development, said: “The program has been a big success because of the strong partnerships that have been created and the significant supports and resources that have been provided to job seekers. It’s also great to know HTPP is helping healthcare employers fill key positions and build new and sustainable talent pipelines. We’re very grateful to the County for making this possible.” The HTPP, funded by Westchester County, was designed to recruit 160 job seekers and employees to be trained by Westchester Community College (WCC) and SWBOCES for certified nursing assistant, medical assistant and medical administrative assistant jobs. Participants received computer training from The STEM Alliance and job readiness and service excellence training from Leadership Learning Group. The Westchester-Putnam Workforce Development Board provides major funding for the program’s healthcare training at WCC and SWBOCES. Nonprofit Westchester and other nonprofits were enlisted to assist with recruitment and support services. The program’s employment partners include ENT & Allergy Associates, Westmed/Summit Health, Open Door Family Medical Center and United Hebrew of New Rochelle. Westchester County funds $1,000 stipends to participants to help them cover expenses while in training and job searching. Given the success of the program it will be expanded to train more individuals in the future.

Dr. Kimberly Yee appointed chair of nationally accredited program White Plains Hospital announced on Nov. 2 that Dr. Kimberly Yee, director of the Colorectal Cancer Program, has been appointed Chair of the National Accreditation Program for Rectal Cancer (NAPRC) Education Committee. The NAPRC is one of the programs administered by the American College of Surgeons, a prestigious scientific and educational association of surgeons that sets high standards for surgical education and practice to improve the quality of care. ”I am gratified to accept this critical role as part of the Education Committee of the NAPRC,” said Yee, who was named Vice Chair of the NAPRC Education Committee in 2022. “Our work plays a key part in ensuring the uniformity and quality of rectal cancer care across the country by reviewing program management, clinical services, and quality improvement measures.” The first board-certified female colorectal surgeon to practice in Westchester County, Yee has pioneered several new technologies in the management of colorectal disease at White Plains Hospital and performed

the first transanal endoscopic microsurgical removal of a colon polyp at the Hospital. Dr. Yee has been in practice for over 20 years and received her medical degree from the State University of New York Upstate Medical Center. She completed both her Residency in General Surgery and Fellowship in Colon and Rectal Surgery at Washington Hospital Center in Washington, D.C. She then completed a second Fellowship in Minimally Invasive Surgery at Baylor College of Medicine in Houston, Texas. In 2023, White Plains Hospital, under Yee’s leadership, was awarded another three-year accreditation by the National Accreditation Program for Rectal Cancer. White Plains Hospital was one of just seven in New York State to earn this prestigious distinction from the NAPRC. White Plains Hospital is a proud member of the Montefiore Health System, serving as its tertiary hub of advanced care in the Hudson Valley. The Hospital is a 292-bed not-forprofit health care organization with the primary mission of providing exceptional

Lifting Up Westchester announced the appointment of Jessica Timms as the organization’s Chief Development Officer, effective Nov. 13.

Lifting Up Westchester (LUW) is pleased to announce the appointment of Jessica Timms as the organization’s Chief Development Officer, effective Nov. 13. Timms comes to Lifting Up Westchester with two decades of experience in nonprofit fundraising and marketing. Timms has dedicated her career to the nonprofit sector in Westchester County. Most recently, she served as Senior Director of Advancement at Latino U College Access, an organization that empowers first-generation, low-income Latino students on their journeys to and through college. Prior to Latino U College Access, Timms held development positions of increasing responsibility at Project Sunshine, ArtsWestchester, and the Sisters of Divine Compassion. Throughout her career, Timms has consistently demonstrated a passion for addressing the unmet needs of children and families. LUW’s CEO, Anahaita Kotval, expressed her enthusiasm, stating, “We are excited to welcome Jessica as our Chief Development Officer. Beginning Tuesday, you can help brighten the holiday season for some of Westchester’s most vulnerable children by taking part in Westchester County’s Annual Holiday Gift Drive.

Beginning Tuesday, you can help brighten the holiday season for some of Westchester’s most vulnerable children by taking part in Westchester County’s Annual Holiday Gift Drive. The Drive, which kicked off Tuesday, November 14, provides holiday gifts to around 1,000 children in Westchester in foster care, in the homeless shelters and receiving preventive and protective services. New, unwrapped gifts appropriate for ages from newborns to 21 (please no stuffed animals or violent toys), can be dropped off at six locations throughout the County. In addition, monetary donations may be made by check or via Zelle. Gifts will be collected at drop boxes through Friday, December 15. At a special event on Tuesday, County Executive George Latimer joined Department of Social Services Commissioner Leonard Townes and Gift Drive founder Barbara Sabater in dropping the season’s first gifts into the donation box at the County Office Building. County Executive George Latimer said:

“A holiday gift is more than just a toy, it’s a message of love and support and caring. Every child deserves to know that they’re loved, especially during the holidays. A gift that lets children in foster care, homeless children and children in the child welfare system know that someone cares is more than a one-day gift. It’s a reminder that the world is not just a tough and challenging place, but a loving and welcoming one too. I urge everyone who is able to join in to participate in this Gift Drive.” DSS Commissioner Leonard Townes said: “The Gift Drive is a special occasion that brings joy to the work we do. Bringing smiles to the faces of the County’s most vulnerable children is one of the greatest rewards of this work. For a child facing the stress of foster care or homelessness, unwrapping a holiday gift provides a moment of joy which reflects the true meaning and purpose of the season.” Barbara Sabater, Program Coordinator of Constituent Affairs, Westchester County

Westchester police reform advocates to hold vigil The Westchester Coalition for Police Reform (WCPR) will be hosting its annual vigil in remembrance of Kenneth Chamberlain Sr. on Sunday, Nov. 19, at 3 p.m., to continue to press for accountability for Chamberlain’s death. Chamberlain, a 68 year-old veteran, was killed on Nov. 19, 2011 by White Plains police officers who were summoned to his apartment for a wellness check after he inadvertently triggered his medical alert button. Nov. 19, will mark the 12th anniversary of Chamberlain’s violent and untimely death, which was documented in the award-winning film “The Killing of Kenneth Chamberlain.” Despite a series of lawsuits, public and law enforcement officials – including the Westchester County District Attorney’s Office, the City of White Plains, and its mayor, Thomas Roach – have denied culpability for Chamberlain’s death or responsibility for the lack of public accountability that followed. Julie Carran, WCPR’s convener stated: “Earlier this year the City of White Plains agreed to a financial settlement with the Chamberlain family. The City acknowledged no culpability for Mr. Chamberlain Sr.’s death. We are gathering to call for accountability in this and every case of police abuse.” Chamberlain’s son, Kenneth Chamberlain Jr., continues to fight for justice for his father and for

other families who have lost loved ones to police misconduct. He has the support of the Westchester Coalition for Police Reform (WCPR), an organization he co-founded in the wake of his father’s killing. The Arc Westchester today announced that Ann-Marie Sabrsula, Director, The Arc Westchester’s Children’s School for Early Development, was recently recognized by the Child Care Council of Westchester as an Early Education Hall of Heroes honoree. Sabrsula has been with The Arc Westchester for more than 30 years and is a longtime advocate for young children with developmental disabilities. “Ms. Sabrsula is a vibrant leader whose commitment to early education – and intervention – significantly improves the lives of children with developmental disabilities,” Tibi Guzmán, Executive Director/CEO of The Arc Westchester, said. “We are grateful for her leadership, commitment and passion, and congratulate her on this well-deserved recognition from the Child Care Council of Westchester.” Sabrsula has devoted her entire career to supporting children. She has worked in child and adolescent psychiatry, investigated instances of child neglect and, most recently, early childhood education. She began her work with infants and young

children with developmental disabilities in 1990 and joined The Children’s School for Early Development in 1993. Since joining the organization as a Site Co-Supervisor, she has advanced to hold roles as Developmental Psychology Consultant/Resident Psychologist, Assistant Director and currently Director of The Children’s School for Early Development. The Arc Westchester’s Children’s School for Early Development provides educational, social and support services for children from birth to five years of age and their families. As an early childhood education provider, The Children’s School offers a variety of inclusion classrooms through our long-standing collaborative relationships with nursery schools, child care centers, and public school Pre-K programs throughout Westchester County. In addition, The Children’s School has established a variety of highly specialized center-based classrooms for preschoolers with autism spectrum disorder located in small settings as well as in a variety of community- based settings.

Rye soccer, Mamaroneck field hockey hoist state titles Two local sports squads were crowned state champions this past weekend, as both Rye girls soccer and the Mamaroneck field hockey team capped off tremendous seasons with more banners to add to their schools’ trophy cases. For both the Garnets and the Tigers, this weekend’s results represented the culmination of seasons highlighted by true greatness. On Sunday afternoon at Centereach High School on Long Island, the Tigers field hockey team wrote a fitting chapter to year that saw them turn in a nationally-recognized dominant stretch, authoring a 4-0 win over Section 6 Orchard Park to claim the NYSPHSAA Class A crown. Against Orchard Park, Mamaroneck amassed a whopping 30 penalty

corners to Quakers’ zero, getting goals from Lexi Suman, Catherine D’Arcy and Audrey Adorno as they cruised to a title win indicative of the many they’d had this year, finishing the season at 22-0-1. But as dominant as Mamaroneck had been this year, they almost didn’t even qualify for the championship game. In Saturday’s semifinal round against Windsor Central, Mamaroneck found itself in a 2-0 hole in the fourth quarter—a rarity for a team that had given up just two goals all year—before rallying back to win in double-overtime. That win showed that the Tigers had no shortage of guts, even if they were’t asked to play from behind very much this year. Sunday’s win marks the team’s first NYSPHSAA title since 2014 and is the first for head coach Tricia Miller, now in her second year at the helm of the program. Previously, Miller

had served as longtime head coach John Savage’s assistant. But Mamaroneck wasn’t the only local team to hoist a trophy on Sunday, as the Rye girls’ soccer team also capped off a terrific run, topping Shoreham-Wading River 2-0 in Cortland to capture the program’s first state title since 2008. Senior Maddy Walsh and freshman Charlotte Keenan both found the net for Rye, as sophomore keeper Tessa Labovitz produced another shutout, making three saves as the team continued an impressive playoff run that saw them outscore opponents 24-1. Rye won its last 18 games of the year to reach this point which also included a win over favored Albertus Magnus in the Section 1 Class A finals. Rye finished the season with a 22-2 record.

If one this was clear from the outset on Saturday evening, it’s that this time around, there was no way the Garnets would be outworked by their rivals from Pleasantville. In a hotly anticipated matchup with the Section 1 Class B title hanging in the balance, the Garnets came out firing on all cylinders, eager to erase an early-season loss to the Panthers and bring home another sectional crown. They did just that, scoring the first 21 points of the game en route to a convincing 35-21 win that firmly established their spot as the top dogs in their new Class

Coming into the game, Garnets running back Chris Iuliano noted that the team still had a sour taste in its mouth from a September loss to the Panthers, one that saw Rye take the field without a full compliment of healthy players. “This feels amazing to win a section title, especially against Pleasantville,” said the junior. “We felt that they kind of disrespected us last time and we weren’t going to let that happen again.” Iuliano did yeoman’s work on the night, rushing for 226 yards and three scores on 38 carries, much of that yardage coming in the second half as the Garnets ground down the Panther defense with a newly installed wildcat package that saw Iuliano churn out the positive yardage. “We put that in this week,” Iuliano said of the new offensive look. “We finally had guys back and wanted to get them all involved.” The Garnets’ win ended a 30-game Section 1 win streak by the Panthers, and Rye coach Dino Garr said he was pleased to watch the way the team responded after their early-season loss.
