Hochul opens $150M Mid-Hudson fund grant app

Gov. Kathy Hochul announced Wednesday the opening of the $150 million Mid-Hudson Momentum Fund grant application for mixed-use housing and infrastructure projects throughout the Mid-Hudson Region. This initiative will help communities meet growing infrastructure needs in light of the recent, region-wide population increase brought on by the pandemic. The fund implemented by Empire State Development represents a major commitment to increase the housing supply to meet growing demand and invest in key infrastructure projects in the region. Hochul previously announced the Mid-Hudson Momentum Fund in February 2023.

BOL passes landmark access to counsel bill

The Westchester County Board of Legislators passed a landmark Access to Counsel bill, offering legal representation to households facing eviction and other covered proceedings whose annual income is at or below 300% of the federal poverty-line or 60% of the county’s Area Median Income (AMI), whichever is higher. The bill was approved by unanimous vote on Monday night.

Across the country, a number of jurisdictions have enacted Access to Counsel laws, otherwise known as Right to Counsel, ensuring tenants facing eviction proceedings are provided with an attorney. This law provides for access to legal representation for tenants facing eviction and/or specified covered proceedings, including challenges to an unlawful rent increase, instances where a tenant has been illegally locked out by their landlord, and tenants seeking the restoration of essential services. The law is a critical step towards creating a more just and equitable society, particularly for those who have historically been forced to navigate the complexities of housing court without legal representation.

Vice Chair Nancy Barr highlighted the importance of ensuring fairness and justice for all tenants, regardless of their income or background. “For too long, low-income tenants have faced a legal system that is stacked against them, leaving them vulnerable to displacement and homelessness,” said Barr. “Homelessness leads to other problems, such as joblessness, disruptions in children’s education, and stigma. Programs that provide legal counsel to low income tenants have proven to be very successful in keeping people in their homes.”

With the end of the eviction moratorium in early 2022, eviction filings in New York State have climbed sharply, leaving tens of thousands of tenants without legal representation. Despite warnings from housing advocates and legal professionals, the state has yet to adopt a statewide Right to Counsel law, leaving vulnerable communities at risk of displacement and homelessness. This is where Westchester’s bill bridges the divide.

From 2020 to 2021, New York was able to hold off a sharp increase in

evictions with rental assistance programs and the eviction moratorium. However, with the end of the moratorium, the New York State Unified Court System sped up the processes leading to a significant rise in eviction filings. This has left many struggling tenants facing eviction without the legal support they need.

The Access to Counsel bill establishes an Office of Housing Counsel. Once a director is hired, they will have six months to establish a plan to provide eligible tenants with legal assistance at no cost. With access to legal support, tenants will be better equipped to navigate the complex housing court process and defend their rights.

Majority Leader Christopher Johnson saidd, “The passage of an Access to Counsel bill is not just a legal victory, but a moral imperative. It is a crucial step towards creating a more equitable and just society, particularly for vulnerable communities who have historically been denied access to legal representation. By providing a level playing field, we can empower individuals when they need it most.”

“With its rich history, natural beauty, and cultural treasures, the Mid-Hudson region has long been a crown jewel for our state that has welcomed new residents and visitors for years,” Hochul said. “As the region continues to see an increase in population and visitors alike, the Mid-Hudson Momentum Fund will help communities address critical needs such as affordable and equitable housing and growing local infrastructure to make sure this region can continue to serve as a destination for families, workers, businesses and tourists.”

Empire State Development President, CEO and Commissioner Hope Knight said, “It is imperative that we strategically address the growing demand for housing and infrastructure improvements throughout the Mid-Hudson Region. With informed input from our Mid-Hudson Regional Economic Development Council, this program will help to address and accommodate the surge of interest in this amazing area and help to sustain the region’s growth well into the future.”

upgrades to the existing local infrastructure. The Mid-Hudson Momentum Fund will help address these needs and we look forward to ensuring approved projects are consistent with the goals and priorities of the region.”

The Mid-Hudson Region has become a top destination for both tourists and new permanent residents, with more than 33,000 new residents moving to the region over the past two years alone. With regional housing stock availability of less than one percent last year, there is a pressing need for new development to support the influx of residents. The Mid-Hudson Momentum Fund will support mixed-use housing and infrastructure projects that will have lasting impacts in the region and that are consistent with the strategic goals and priorities of the Mid-Hudson Regional Economic Development Council’s strategic plan. This includes projects that have garnered community support, will result in increased affordable housing, leverage non-state investment, are financially sound, and can begin quickly.

$150 million will be available for specific projects over a period of five years and will be split evenly between mixed-use housing projects and infrastructure projects. Awards will range from $2.5 million to $10 million per project and a minimum match of 50 percent will be required from non-state funding sources. Funds can be used for construction, expansion, and the rehabilitation of facilities, equipment and machinery, infrastructure and site development, and design and engineering related to construction. Eligible applicants include not-for-profits, municipalities, public benefit corporations including IDAs and LDCs and for-profit companies.

Submissions are due by July 28, at 4 p.m. to be reviewed by the Mid-Hudson Regional Economic Development Council shortly thereafter. Applications that are received after July 28, 2023 will be reviewed by the Mid-Hudson Regional Economic Development Council on a quarterly basis.

Westchester holds unveiling ceremony for the Healing Garden

In September 2022, in recognition of National Suicide Prevention Month, Westchester County Government broke ground on The Healing Garden at Ridge Road Park. The tranquil site was created to build awareness of suicide prevention, and create a safe space for reflection for family members and loved ones of those who ended their lives by suicide. Now, in recognition of the month of May as Mental Health Awareness Month, County Executive George Latimer held a formal unveiling ceremony to officially welcome the public to the Healing Garden.

Latimer said: “I am very proud to welcome everyone to visit The Healing Garden at Ridge Road Park – the result of a promise we made to people who are grieving the loss of a loved one. We wanted to create a peaceful site for reflection for family members and friends, and help address the stigma that is often attached to suicide – a key initiative of Mental Health Awareness Month. I hope that when a survivor of suicide is having a difficult day, they come to this beautiful space and seek comfort and solace in their surroundings. Let this garden help people to ‘heal,’ and rekindle happy memories while they are here.”

The Healing Garden is the result of a planning committee Latimer appointed in 2021 to provide him with recommendations for a memorial site, and is introduced in partnership with the Westchester County Departments of Community Mental Health (DCMH), Parks, Recreation and Conservation, NAMI Westchester and the American Foundation for Suicide Prevention (AFSP).

The Healing Garden at Ridge Road Park consists of a variety of trees, a pathway and benches in a circular shape. The Garden is situated within a serene setting, and is intended as a gathering place for family, friends and the public to contemplate and reflect on those who have been lost to suicide, and for the education and awareness of suicide prevention.

Commissioner of DCMH Michael Orth said: “We are greatly appreciative of County Executive Latimer’s for making mental health and wellness a top priority for our County. It has been a true honor working with our planning committee and offering a place for family and friends to gather and honor their loved ones, and help to stop the stigma of suicide and mental illness.”

Commissioner of the Department of Parks, Recreation & Conservation Kathy O’Connor said: “Ridge Road Park in Hartsdale is the perfect setting for The Healing Garden, as it is centrally located in Westchester and free to access all year round. The 236-acre park in our beautiful parks system is ideal for visits by families and friends,

and is also the site of NAMI’s annual mental health walk. We hope it will be utilized by anyone who is grieving, and needs a tranquil place to heal from loss.”

Chair Vedat Gashi said: “Dealing with the loss of a loved one is a difficult challenge that unfortunately, nearly everyone will experience during their lifetime. The Healing Garden provides a quiet place for people to reflect, and remember those loved ones who are no longer with us. I thank County Executive George Latimer and our Department of Community Mental Health for ensuring that mental health remains a top priority in Westchester.”

Executive Director of NAMI Westchester Marie Considine said: “We at NAMI Westchester know firsthand that although all of us have mental health, not everyone experiences a crisis. Families and friends who have lost a loved one to suicide often call us, and we give them help and hope. Often they are in distress, plus not having, or only having, a graveside to visit can increase feelings of sadness. The Westchester Healing Garden at Ridge Road Park will be a safe, calm, comforting space in nature to support anyone as they deal with feelings of loss, sadness or any reason to visit.”

Think CDs are boring? That's the point

To the Editor,

Last year, a friend of mine approached me to ask if I knew of any local family-friendly Pride Month parades. She was asking on behalf of a fellow Scout mom who had missed out on the Westchester Pride celebration in White Plains and thought the parade in Manhattan might be sensory overload for her young child.

At the time, the town of Rye—working hand-in-hand with pRYEde Community Group, a local nonprofit organization—had just hosted our second annual flag raising/ mural unveiling at Rye Town Park. In my role as a Rye Town Council member, I’ve always tried to do my best to take our neighbors’ and constituents’ requests to heart, so I approached Amanda Timchak of pRYEde to create fun, inclusive extensions of the following year’s (2023) Pride Month activities. We brainstormed a variety of ideas, and now are working to bring them to life. Festivities include: a family-themed parade and a Pride Fair (featuring activities, LGBTQ+ support and services, as well as goods for sale, all under covered pavilions) at Rye Town Park: and the creation of a Rainbow Crosswalk at Crawford Park.

We’d like to take this moment to invite the community to celebrate Pride and participate in the planning and execution of these celebrations:

We are seeking students to participate in

the design and painting of a 40-foot rainbow/ Pride crosswalk in Crawford Park, which will be unveiled on Friday, June 2 as part of the park’s Pride Flag Raising Celebration. The sidewalk will be painted by volunteers in late May, with the help of Crawford Park staff, town of Rye team members, and the pRYEde Community Group.

Youth-Led Community Mural Project

The second project is the creation of a large-scale mural that will be unveiled at Rye Town Park on Saturday June 10. Students from across Westchester County and Connecticut will brainstorm a theme under the guidance of pRYEde Community Group and local mural artist Donna Wundeler, and then work together in small groups to create the mural. The outdoor mural will include themes of kindness, positivity, inclusion, and celebration of LGBTQ+ identities, and will be displayed at various local parks for many communities to enjoy. Brainstorming starts the week of May 1, and volunteers will paint throughout May.

Planning of the Rye Town Park Pride Celebration

We are looking for students and community members to help us plan and execute the June 10 Pride celebration at Rye Town Park, as well as requesting volunteers on the day of the event. Rye Town Park will celebrate Pride on the morning of Saturday June 10. This celebration will include a “Pride Fair,” a parade, the raising of a Pride Flag, the unveiling of the Youth-Led Community Mural. Local community organizations are invited to table at the Pride Fair to share information about their organization and show their support of our LGBTQ+ community.

UJA-Federation honors Westchester residents

Vedat Gashi elected new BOL chair

Monday night, the Westchester County Board of Legislators elected Vedat Gashi as the new Chairperson of the County Legislature. Gashi, who represents District 4, was elected to the position by his fellow legislators in a vote of 17-0.

Gashi brings a wealth of experience to the position. Born in Kosovo, at the age of 4, he and his family fled the oppressive, socialist regime to the United States. Since then he has been a resident of Westchester County for over two decades. He earned a B.A. from Connecticut College, where he was invited to serve on

the Board of Trustees as a Young Alumni Trustee. Next, Vedat earned his J.D. from Seton Hall University. During his studies, Vedat interned for Supreme Court Justice Sonia Sotomayor, then at the Second Circuit Court of Appeals, and Congressman Lee Hamilton on the House International Relations Committee.

Gashi takes over as Chair following the resignation of Catherine Borgia, who had served as Chairperson from January 2022 until late April 2023, and the interim leadership of Vice Chair Nancy Barr immediately thereafter. His election makes him the first

person of Albanian-American descent and the first person of the Muslim faith to become Chair of the Board of Legislators in its three-hundred-year history.

In accepting the position, Gashi expressed his gratitude to his colleagues on the Board for their support. “I am honored to have been chosen to lead this distinguished body,” he said. “I look forward to working with my fellow legislators to address the challenges facing our County, and to ensure that Westchester remains a great place to live, work, and raise a family.”

Why you need dental insurance in retirement.

This RFP does not commit the District to award a contract, pay any cost incurred in the preparation of a proposal in response to this RFP, or to procure or contract for services. The District intends to award a contract on the basis of the best interest and advantage to the District, and reserves the right to accept or reject any or all proposals received as a result of this RFP, to negotiate with all qualified ESCO Proposers/Respondents (hereinafter referred to interchangeably as “Proposer” and/or “Respondent”), or to cancel this RFP in part or in its entirety, if it is in the best interest of the District to do so. The District may select as the successful Proposer that proposal which, in the District’s sole discretion and with whatever modifications the District and the Proposer may mutually agree upon, best meets the District’s requirements whether or not that proposal is the lowest priced. No Proposer shall have any legal, equitable, or contractual rights of any kind arising out of its submission of a proposal except as and to the extent that the District, in its sole discretion, shall enter into a contract with the Proposer that it selects as the successful ESCO.

outs, and I did my best to reflect the feeling in that moment. But there are also the shots you don’t see; those looks of anguish and despair that come with seeing one’s season come to an end.

For every great reaction shot I get as a photographer, I’ve come to learn that there is an equal, and opposite reaction on the other side. This is never more apparent than when playoff time roles around.

As a sports photographer, I am wired to seek out the story in each shot—whether its the action on the field or the feelings that action engenders in the players and fans at the game. But while I revel in the opportunity to capture images that reflect the pure joy and exhilaration of the “big moment,” it’s important to realize that there’s always someone else on the other side of emotion.

On Monday, I was reminded of that firsthand, when I covered a wild, extra-inning playoff game between John Jay Cross River and Eastchester. For much of the second half of that contest, I essentially eschewed taking photos of the in-game action in favor of seeking out the story on the faces of the athletes.

And I was rewarded for that; the backand-forth game featured no shortage of tense moments, from big home runs to crucial strike-

In general, those shots of defeat, of pain, are not the ones I’m looking for. Can they be unbelievably poignant, resonant images? Of course. But even as an impartial photographer, I always have to keep in mind that, at the end of the day, I don’t want to be the one responsible for capturing the worst moment of a high schooler’s athletic career.

Obviously, there are exceptions; sometimes you can’t help but see an image that deserves capturing. But—at least for me—that image I look for is rarely one that is simply about pain. Instead, I look for those shots that speak to the values entrenched in high school athletics; a forlorn player being comforted by a teammate or coach, a downtrodden athlete crossing the field to shake hands with a rival; pictures that tell a story not only of the moment, but the lessons learned from competition.

More often than not, those photos never see the light of day, however. They simply serve as a reminder to me about creating the best of a bad situation and learning how to confront—if not overcome—adversity.

Those shots of joy? I’ll post them all day long in our newspapers. But the other ones, the freeze frames of the “bad” moments, those are the ones I find myself thinking about even years down the road..

So just remember; for every front page photo of a pitcher with his arms raised, screaming to his teammates charging from the dugout,

there’s another, quieter image of an athlete coming to terms with a loss.

Those images may not always make it to the public eye, but they’re the ones that stick with photographers long after the shutter snaps.

No. 5-seeded Mamaroneck threw its two aces against the No. 12 Rams on Monday, as Cooper Berenblat and Connor Jones combined to stifle Port Chester’s bats in a first-round win for the Tigers.

JJ Grims knocked a three-run homer to power the Mamaroneck offense, collecting three total hits on the day.

With the win, Mamaroneck moves onto the Class AA quarterfinals, where they will square off against No. 4 seed John Jay East Fishkill on Wednesday afternoon, after press time.

The No. 3-seeded Huskies ended Somers’ hopes for a Section I repeat, topping the No. 14 Tuskers 9-1 behind a strong outing from Luke Burden.

Burden went six innings without allowing an earned run and fanned 11 batters. He also shined at the plate, collecting four hits and driving in a run.

On Wednesday, Harrison takes on a No. 11-seeded Mahopac team that edged Tappan Zee 13-12 in extras.

Margiloff also recorded two hits on the afternoon.

Tommy Broderick tied the game up with two outs in the seventh when he doubled in a run.

Rye will host No. 12 Fox Lane on Wednesday.
