COMMUNITY NEWS Budget Meeting February 1, 2024: Council Debates Spending on New Positions Secretary. The council voted in favor of including this package in the 2024 budget, with a recorded vote of 7-3.

The councillors who supported the package were Bailey, Kyle, Oakley, Howes, Bell, Miller, and Garneau, while MacAlpine, Chambers, and Coleman opposed it. Councillor Pierce was absent during the vote.

By Chris Whelan In a recent budget meeting held on February 1, 2024, the council gathered to review and evaluate various proposals and decisions regarding the 2024 budget. It was emphasized that all matters discussed and voted on during this meeting would be revisited and ratified at the final meeting scheduled for February 27th.

The fifth item on the agenda was a budget update presented by Heather Boyd. She outlined the progress made thus far, stating, "We have heard all of our initial presentations and are now at the point of evaluating and reviewing the budget before moving forward with decisions."

One of the decision packages presented was for the creation of a council assistant position, set to commence on July 1st. The estimated cost for the first year was projected at $41,000, which would double to $82,000 in the subsequent year. The council assistant role would involve providing support to council members, including tasks such as scheduling, conference registration, correspondence, and administrative support. The position would act as a liaison between councillors, residents,

and staff, ensuring effective and timely communication. Additionally, the assistant would work closely with the Executive Assistant to the Mayor & Council Services, providing backup during special events and assisting with the coordination of various initiatives. The position would also offer administrative support for future municipal and school board elections, as well as purchasing and vital statistics support for the Council Services Division.

However, several councillors expressed their opposition to the addition of this position, citing concerns about the already significant increase in the budget. Councillor Robert Chambers stated, "I speak in opposition to this expenditure. With a 10% increase, it is not required or needed at this time. That's not to say it won't be necessary in the future, but I cannot support the package now."

As a result, the majority of councillors voted against the proposal, leading to its failure.

Package #3, which proposed the addition of a Disability Claims Specialist, faced a similar fate as the assistant to council position.

Councillors expressed concerns about the high budget and the inability to justify hiring for this position at the present time. Consequently, the package was defeated.

In addition to these decisions, several other new positions suggested by County of Brant Staff were not approved by the council. The council believed that these positions would further inflate an already burdensome budget.

Various charities also requested funding, including St. Joseph's Life Care, Sacred Heart Church, and Adelaide Hunter Hoodless, but due to the budget constraints, their requests were denied.

Stedman Community Hospice requested $100,000, and a motion was made to allocate half of the amount, the council voted in favor of providing $50,000, subject to ratification on February 27th. The final results of the 2024 budget will be thoroughly examined at that time.

COMMUNITY NEWS RIVERS ‘N’ ROOTS GROWTH FUND & MORE ARTISTS ANNOUNCED The Paris Agricultural Society to return up to 25% of the net profits from the Festival to our community by creating The Rivers ‘n’ Roots Growth Fund.

The new fund is dedicated to advancing the capacity for agricultural leadership in the County of Brant, recognizing grassroots projects, and initiatives designed for positive impact. Rivers ‘n’ Roots host, the Paris Agricultural Society, is a registered charitable organization operating in Brant County. Their premiere event, the Paris Fair, was established in 1858 and introduces over 50,000

people annually to the “prettiest little town” of Paris, Ontario.

Labour Day 2023’s fair saw record-setting numbers during its five-day run, with over 10,000 people on the grounds for the Tim Hicks’ concert Saturday night. COMMUNITY NEWS Councillors vote in support of more residential and commercial units in downtown Paris

By Casandra Turnbull In an 8-2 recorded vote councillors voted to support a motion that would encourage County of Brant staff to work with the Grand River Conservation Authority (GRCA) to increase the number of residential units permitted in downtown Paris.

During a January 30th council meeting, Paris Councillor Lukas Oakley presented the resolution, which he believes in the long run will improve the affordability and availability of housing in the County. Revisiting the existing limit, which was implemented in the provincial government’s 1987 Flood Plain Policy, would allow for new residential housing to be created downtown through new construction builds and renovations to existing buildings.

The current policy is restrictive to the redevelopment of existing units, meaning density cannot increase. For example, when the Royal was reconstructed in downtown Paris a few years ago, the number of residential spaces could not exceed what the previous building held, so the square footage could not be broken down into smaller units to allow more affordable spaces.

COMMUNITY NEWS Brant-Brantford Paramedic Services makes life-saving donation to Hospital in Nigeria County of Brant, ON –BrantBrantford Paramedic Services are proud to announce the donation of a fully equipped ambulance to the Institute of Sisters of Immaculate Heart of Mary Mother of Christ in Nkpor, Nigeria.

The donation comes following a request from Dr. Mary de Porres Ilo, an Emergency physician at the Brantford General Hospital and a Catholic nun and missionary from Nigeria. Dr. Ilo reached out to Brant-Brantford Paramedic Services following learning that ambulances are auctioned off once decommissioned. She informed Paramedics Services staff that a modern hospital had been built in Nkpor, located in the eastern part of Nigeria, and was in need of a number of medical supplies including a medical ambulance.

“When Dr. Ilo reached out letting us know of the circumstances surrounding the newly built hospital in Nkpor, we immediately knew that we wanted to be involved and provide support,” said Russell King, Chief of Brant-Brantford Paramedic Services. “We knew that the donation of an ambulance would improve healthcare infrastructure for this community and give access to timely and life-saving medical assistance."

that the decommissioned 2015 ambulance be donated to the hospital in Nigeria. As part of the donation the vehicle will include most of the equipment, as well as other items including stretchers and splints, which have been donated by several suppliers. There are no additional costs associated with the donation.

“We would like to express our gratitude for this generous donation from the BrantBrantford Paramedic Services team,” said Dr. Ilo. “This contribution will surely make a significant difference in the lives of those in need and will play a crucial role in strengthening the ability of the Sisters of the Immaculate Heart of Mary, Mother of Christ to respond more effectively to diverse Emergencies in the rural areas of Nigeria where they serve.”

EDITORIAL Fearmongering or prudent financial planning?

Everyone is entitled to an opinion and in a letter to the editor last week an opinion was expressed that I was fearmongering in regard to the affordability of the proposed new main branch library.

No - I wasn’t. Let me offer some context.

The County, with an annual budget of $230 million (operating and capital) and assets of over $2.5 billion, has never had a long-term financial plan (LTFP). Decision making to date (24 years since the County was formed) has been done in the absence of an overarching financial plan. Decisions we make can impact financially for 25 and more years.

I have advocated for a LTFP since I joined Council in 2018 and in December 2023 Council were presented with the first draft. The early takeaways are a) to provide financial oversight on an increasingly complex business and to increase confidence in our decision making we need this tool in our toolkit and b) we are rapidly increasing our debt and selfimposed limits will be exceeded next year, with limits mandated in the Municipal Act potentially challenged in the coming 5 years.

Things change and the County is growing - no kidding! An example - just 3 years ago we forecast capital spending in 2024

would be $45 million - in 2024 we are putting forward a capital budget of $ 92 million - more than 100% change in 3 years! Another example - our tax levy has increased by 40% in the past 4 years.

And there’s more - we have recently been made aware of a potential additional funding call of $ 30 million over the next 6 years to meet our Social Housing commitments and the potential for up to $ 200 million from the County to deliver our share of funding for the proposed new BGH. A LTFP will greatly assist in modelling, help us plan a sustainable financial future that doesn’t overburden taxpayers, and allow us to make better decisions

and tough choices on what we can afford and when.

Due diligence by Council and staff is not a once and done activity when new information is brought forward, as it has been with the 2024 10 year capital budget forecast and the LTFP, I believe we, as Councillors, are duty bound to reflect on it and act as appropriate in the interest of residents and taxpayers.

Fearmongering or prudent financial planning? I leave the reader, the taxpayers and the voters to decide.

PA R I S PA S T Happy Birthday to Paris’ founder – Hiram Capron

On February 12th, we celebrate the birthday of Hiram Capron, the visionary founder of Paris.

Capron's contributions to the development and establishment of this vibrant town are truly remarkable. Let us take a moment to honour his legacy and recognize his significant achievements.

The story of Hiram Capron, is a tale of ambition, family, and community. Soon after his arrival in Long Point, Capron's path crossed with that of a young woman named Mary De Long.

Their encounter in March 1823 marked the beginning of a profound relationship, and less than a year later, in February 1824, they were wed. Paris became the backdrop for their journey as they embarked on raising a family and building a life together.

As Capron established roots in Paris, he dedicated himself to the development of the land, transforming it from a collection of mills and businesses into a thriving village. His focus centered on facilitating access to Paris for settlers and providing them with the necessary amenities for a comfortable life. One of his

By Casandra Turnbull As the Special Olympic National Winter Games unfold in Calgary later this month, there will be a lot of supporters here in Paris watching as Richard Ward competes in the sport he loves (just one of many!).

In fact, in 2022 Richard was set to represent Team Canada at the Special Olympics World Winter Games but the games were delayed a year and eventually cancelled in 2023 because of the conflict between Russia and Ukraine.

S P O RT S Paris Titans in final stretch of regular season action Paris Titans Report with George Le Gresley

The Titans have 11 games left in the 2023-4 PJHL hockey season and it is imperative that they use those games to sort things out for a playoff run. Four of those 11 games come against the Doherty division leaders, the New Hamburg Firebirds and the Woodstock Navy Vets. February 2 started off with a visit to New Hamburg where they fell to the Firebirds 7-4.

The next night at home, the Woodstock Navy Vets visited the Brant Sports Complex. In the first period the Titans played well, only having to successfully kill one penalty and ending the period all tied up at 0-0. Assistant captain and Titans defenseman Owen Switzer, impressed as he used his size to lay out some punishing body checks to the New Hamburg squad.

The second period mirrored the opening period, until the Titans took a penalty and Woodstock scored a quick power play goal to take the lead, followed by another goal 6 minutes later to end the second period with the Titans

We would like to send our condolences to Todd Wood and his family on the recent loss of his mother Kathy Cummings. Kathy was known to be at most Mounties games and in her own way giving “constructive” criticism to all the Mounties staff in her unique way. She will be missed by many in Brant.

S P O RT S Paris’ Zac Dalpe sets all-time Charlotte Checkers Goal Record Story by David Dwork – The Hockey News, Sunday, February 4 A valuable member of the Florida Panthers organization made some history last night.

Veteran forward Zac Dalpe, who wears the captain’s C for the American Hockey League’s Charlotte Checkers, became the franchise’s all-time leading goal scorer after netting his 124th as a member of the team.

The 34-year-old has enjoyed two stints with Charlotte during his career, once while a member of a Carolina Hurricanes from 2010 to 2013, and then again since 2021 after signing his first two-way deal with the Florida Panthers.

In-between, Dalpe spent several years in the Columbus Blue Jackets system, and it was there he built a relationship with Panthers General Manager Bill Zito, who

back then worked in Columbus’ front office and for a time, as GM of their AHL affiliate in Cleveland.

After logging 62 goals in 171 games during his first tour with Charlotte, Dalpe picked up right where he left off a decade before, racking up another 62 goals in 156 contests over the past three seasons.

“It’s big,” Checkers Head Coach Geordie Kinnear said after Dalpe set the mark on Saturday against Provence. “It means you’ve been in the league a long time and scored a lot of goals.”

Since signing with Florida, Dalpe has had an impact on both the Checkers and Panthers.

He’s played 15 regular season games and another 13 in the postseason at the NHL level with Florida.

That includes one of the biggest moments Dalpe signed a two-year extension with Florida that will keep him with the franchise for the 2024/2025 season.

H E A LT H C A R E N E W S Hope for Healthcare surpasses its goal, raises $348,000 in support of medical equipment for new Emergency Department at BGH MEDIA RELEASE Brant Community Healthcare System (BCHS) Foundation is thrilled to announce that the Hope for Healthcare holiday campaign has surpassed its goal and raised over $348,000 for our local healthcare system.

Kari Wilson, Executive Director of the BCHS Foundation says “we are incredibly appreciative of our donors and for donations of all denominations that help us continue to invest together to reimagine health care in our community. We are exceptionally grateful to all our supporters; it is our donors that make such a difference to our health care system.”

The funds raised as part of the Hope for Healthcare campaign will support the purchase of medical equipment to benefit the Emergency Department at the Brantford General.

The ED Renovation Improvement Project is a 25,295 square foot interior and exterior renovation of the existing Emergency Department at the Brantford General.

Construction is now underway and will take approximately 3.5 years to complete (Early 2027).

This project includes adding nearly 10,000 sq. ft. of new space with a new walk-in entrance; renovation of patient entry, waiting, triage and registration areas; renovation of the Extended Stay Area; development of a new See and Treat area and the addition of an Indigenous family room.

Redevelopment of the ED will cost more than $25 million and the BCHS Foundation must pay 10% of the construction costs, in addition to all the medical equipment, furnishings and

fixtures that are not covered, or cost shared by the Ministry of Health. The 2023 Hope for Healthcare Campaign focused on raising funds for medical equipment such as vital signs monitors, infusion pumps, stretchers, portable ultrasounds and more. We are grateful to all our donors as they support this critical equipment to provide care to the community’s served at the BCHS. Over 58,000 people from our community and surrounding areas need the ED annually and an investment in this space and new patient equipment is required to serve our rapidly growing patient population.

With Valentine’s Day soon approaching, it seemed fitting to write about things that touch the heart.

Yoga is something that has always touched my heart, in more ways than one, and it is a practice that can likely do the same for you.

First of all, yoga poses and sequences are terrific for overall physical heart health.

Inverted poses such as Sarvangasana (shoulderstand), Sirsasana (headstand) and the more relaxational Viparita Karani (legs up the wall) all help to boost your cardiovascular system. H E A LT H Y L I F E S T Y L E GrandBridge Energy is Measuring Public Awareness of Electrical Safety MEDIA RELEASE Brantford, Cambridge, County of Brant, Township of North Dumfries – GrandBridge Energy is conducting a telephone survey and offering an online safety quiz to measure Public Awareness of Electrical Safety within the local utility's service territory.

Starting in February and continuing through March, UtilityPULSE, an opinion research firm, will randomly contact members of the public by telephone (18 years and older) on behalf of GrandBridge Energy to assess the public’s understanding of how to stay safe around electricity and electrical equipment.

The telephone survey will take approximately five (5) minutes to complete and will gauge participants' knowledge of safety topics related to powerlines, tampering with green transformer equipment, and other electrical hazards. Persons participating in the survey or the quiz won't be asked to provide identifying details, such as phone numbers, home addresses, or credit card and banking information, however some basic demographic information is required.

Customers are reminded to always beware of fraudulent calls and never release their account number or financial information to unknown callers. If you’d like to test your knowledge on electrical safety, take the online safety survey/quiz.
