Alberta Beef Producers’ Notice Of Withdrawal From Canadian Cattle Association

Following extensive deliberation and strategic review, the Alberta Beef Producers (ABP) Board of Directors has made the decision to formally withdraw its membership from the Canadian Cattle Association (CCA), effective July 1, 2026.

“Membership in national organizations like the CCA must deliver clear value to Alberta’s cattle producers,” said Doug Roxburgh, Chair of ABP. “ABP holds high standards for fiscal transparency, governance, and communications, and we expect the same from the organizations we support. The CCA does not meet those standards. After seeing no meaningful progress or willingness to change, we’ve made the decision to withdraw our membership. We have a duty to Alberta producers to ensure their dollars are invested in organizations that reflect and advance our industry’s values.”

ABP remains fully committed to representing Alberta’s cattle producers and ensuring their interests are effectively advocated for at both the provincial and federal levels.

“We are focused on delivering strong, strategic representation for Alberta’s beef industry,” said Brad Dubeau, General Manager of ABP. “In light of the Board’s decision, we have mapped a strong path forward to ensure Alberta’s voice continues to be heard — provincially, nationally, and internationally.”

ABP will fulfill all financial obligations to the CCA through the conclusion of the current agreement on June 30, 2026.

Currently, ABP funds over 50 per cent of the CCA budget through the $2.00 Alberta Service Charge. This decision does not affect funding to the Canadian Beef Cattle Check-Off Agency ($2.50 National Levy) or its service providers –Canada Beef, Public and Stakeholder Engagement, and Beef Cattle Research Council.

As the commission moves forward, ABP is prioritizing the long-term strength and viability of its provincial operations. This decision reflects a broader commitment to building a resilient, transparent, and producer-driven organization that is well-positioned to meet the evolving needs of Alberta’s cattle industry. NH

Communities and businesses can now spend more time restoring watersheds and less time filling out government forms.

To ensure that plants receive the water they need, Alberta is removing the requirement to have a temporary diversion licence to water plants as part of a riparian restoration project. This change will cut unnecessary red tape, keep plants alive and ensure the time and money that communities and businesses put into watershed restoration projects are not wasted.

Traditionally, a licence has been required in Alberta to water newly planted trees, shrubs, grasses and other vegetation along rivers, creeks and lakes. This requirement means that otherwise healthy plants could die from lack of water if a licence could not be obtained in time due to bureaucratic delays, water shortages or drought conditions in the area.

“Freedom to water is about cutting through the clutter of bureaucracy so real work can happen. This change stops the waste, ends the delays and lets communities focus on restoring Alberta’s rivers, creeks and lake banks – not filling out forms.” Rebecca Schulz, Minister of Environment and Protected Areas.

Riparian restoration projects are crucial for expanding, repairing and rejuvenating ecosystems near water bodies. The requirement to have a temporary diversion licence made this important work more difficult by adding additional costs onto small companies and organizations and delaying projects while waiting for licences. It also meant that if a licence could not be obtained or water shortages were seen in an area, water had to be trucked in, or the plants were left to die.

2025 Student Bursary Recipients Presentation

Saddle Hills County, August 12, 2025

This year saw another record number of applicants, with Ashlyn Bourassa, Rylan Bourassa, Levi Boychuk, Aron Derkson, Maria Derksen, Rory DeSmet, Samuel Dietsche, Rose Earl, Rebecca Frederick, Roy McRann, Joshua Moxness, Sean Othen, Arika Pullishy, Evan Pulllishy, Chloe Richard, Teeghan Shura, Dane Singer, and Ethan Willms all receiving $2,500 in funding, a combination of which was provided by Saddle Hills County and the Northern Alberta Development Committee (NADC).

In a first for Saddle Hills County, Council also welcomed recipients of the Veterinary Education Bursary, Kara Binette, Ashlyn Bourassa, and Alyvia Crumly, all of whom received funding for their pursuit of further education in veterinary medicine.

Rory, Samuel, Rose, Rebecca, Joshua, Arika, Teeghan, and Alyvia were present at Council to receive their awards.

Ashlyn Bourassa - Ashlyn is a prior recipient of the Saddle Hills County Student Bursary and is now entering her second year of a two-year course, in Animal Health Technology, at Northwestern Polytechnic in Fairview. She hopes to become a Veterinary Technologist in Northern Alberta upon graduation, and plans to complete her practicum at one of the local veterinary clinics in the Peace Region. Ashlyn received both a Student Bursary and Veterinary Education Bursary.

Rylan Bourassa - Rylan is entering his fourth, and final, year of the Ag Heavy Equipment Technician program, at Northernwestern Polytechnic in Fairview. He currently works full time for a large grain farm in Saddle Hills County and plans to continue this career for many years to come.

Levi Boychuk - Levi is a previous Saddle Hills County Bursary recipient and is entering his third year of study, completing a Bachelor of Commerce program through the University of Alberta. He hopes to one day become an accountant, offering his services to Peace Region residents and producers.

Aron Derksen - Aron is another prior Saddle Hills County Bursary recipient and is now entering the third year of his post-secondary education, studying Computer Engineering at the University of Alberta, in Edmonton. This field is intended to bridge the gaps between electrical hardware and software which is essential in development of control and automation systems. He would like to apply this knowledge to agricultural technology to improve farmer efficiency, with an interest specifically in precision monitoring and controls.

Maria Derksen - Maria received her first Saddle Hills County Student Bursary last year, and will be attending the University of Alberta, in Edmonton, to begin her second year of a Bachelors of Science program, majoring in Molecular, Cellular, and Developmental Biology/Psychology. She has chosen to focus her studies on genetic engineering, specializing in plant genetics, intending to use her work to advance work in the agricultural field.

Rory DeSmet - Rory was present at Council to receive his award from Saddle Hills County Reeve, Kristen Smith. Rory received his first Saddle Hills County Student Bursary last year, and will be entering his second year of post-secondary education at the University of Lethbridge, studying combined degrees in General Science and Education, majoring in Math, Physics, and Psychology. Upon completion of his degree, he hopes to pursue a career in education in a small, rural school setting. In his spare time, Rory also likes to participate in sports coaching and will be completing his second season as a coach with the Savanna School Soccer program this year.

Samuel was present at Council to receive his award from Saddle Hills County Reeve, Kristen Smith. He will be entering his first year of the two-year ThinkBIG Service Technician program, at Northwestern Polytechnic, in Fairview. Long-term he hopes to build a stable and rewarding career as a heavy equipment technician.

Rebecca Frederick - Rebecca was present at Council to receive her award from Saddle Hills County Reeve, Kristen Smith. She will be entering her second year of her Masters program at Florida Tech., pursuing a Master of Arts in Behaviour Analysis Practice. Upon graduation, Rebecca hopes to become a Board-Certified Behaviour Analyst (BCBA), with the initial goal of working with children to provide behaviour plans and guidance for families. Eventually, she would like to open her own clinic where children can learn a variety of skills to increase their independence and quality of life.

Roy McRann - Roy is a prior Saddle Hills County Bursary recipient and will be entering his second year studying for a Bachelor of Business Administration Degree in Accounting, at Northwestern Polytechnic, in Grande Prairie,. Upon completion of his education, he hopes to become a chartered professional accountant and return to Saddle Hills County to give back to the community.

Joshua Moxness - Joshua is currently employed as a Seasonal Weed Inspector with Saddle Hills County and was present at Council to receive his award from Reeve Kristen Smith. He is a prior recipient of the Saddle Hills County Student Bursary and will be entering his third year of post-secondary education, studying for a Bachelor of Business Administration at Northwestern Polytechnic, in Grande Prairie.

Sean Othen - Sean will be attending Northwestern Polytechnic in Grande Prairie, to undertake his first year of a four-year course in Business Administration and Computer Science. Upon graduation, he hopes to pursue a career in analytics.

Arika Pullishy - Arika is a previous recipient of the Saddle Hills County Student Bursary and is currently employed as a Seasonal Weed Inspector at the County. She was present at Council to receive her award from Reeve Kristen Smith. Arika will be entering her third year of post-secondary education, studying for a Bachelor of Arts in Psychology, with a minor in sociology (police studies), at MacEwan University, in Edmonton. Upon graduation, she hopes to join the Edmonton Police Service and complete the necessary training to be a police officer, with the eventual goal of moving back to the Peace Region.

Evan Pullishy - Evan is a previous recipient of the Saddle Hills County Student Bursary and is entering his sixth year at the University of Alberta, studying for his Masters in Surgery. He transferred to the UoA after completing the first two years of his post-secondary education at Northwestern Polytechnic in Grande Prairie. Upon completion of his degree, he plans to apply for medical school and continues to aspire to work as a healthcare professional in the Peace Region.

Chloe Richard - Chloe is a previous bursary recipient and will be attending her fourth, and final, year of post-secondary education at Vancouver Island University, to study for a BA in Criminology. She is interested in pursuing a career as a Parole Officer post-graduation, hoping to support individuals recently released from custody find stable housing, access resources, and secure meaningful employment.

Teeghan Shura - Teeghan was present at Council to receive her award from Saddle Hills County Reeve,

Kristen Smith. Teeghan will be entering her first year of post-secondary education, undertaking a BsC in Cellular, Molecular, and Microbial Biology, at the University of Calgary. After completing two-years in the program, she hopes to transfer to the Doctor of Veterinary Medicine program, with the goal of becoming a veterinarian specializing in large animal care.

Dane Singer - Dane is a previous recipient of the Saddle Hills County Student Bursary and will be entering his third year at Lethbridge Polytechnic, studying for a Conservation Enforcement degree. He aims to become an Alberta Fish and Wildlife Officer upon completion of his education.

Ethan Willms - Ethan will be entering his first year of a Driver Training diploma at Northwestern Polytechnic, in Grande Prairie, to complete his third and fourth class power engineering tickets. He hopes that this, combined with his Class 1 Driver’s Licence, will allow him to continue to be employed throughout Northern Alberta well into the future. NH

From A Tough Crop Year To Livestock Feed Gains

The 2025 crop year continues to be challenging in some regions of Alberta. Agriculture Financial Services Corporation (AFSC) has adjusted the low yield allowance, enabling farmers to salvage crops for livestock feed in an effort to reduce producers’ feedrelated costs.

The low yield allowance is a standard part of production insurance and is meant for situations where there may not be value in harvesting for grain (e.g. low yield due to extreme heat and severe drought).

“I’ve spoken with livestock and crop producers in Alberta who are worried about the impact that dry conditions could have this year. Changing the yield threshold will give them some breathing room, so they can make the best decisions for their operations.”

“The impact of ongoing dry conditions in some regions of the province is concerning for Alberta’s agricultural community. This adjustment lets producers

act swiftly to salvage crops for livestock feed, rather than watch their fields deteriorate further and risk harvesting nothing.” RJ Sigurdson, Minister of Agriculture and Irrigation

Producers should contact AFSC at least five days in advance of harvesting to share details about their situation and find out how best to proceed. AFSC will work with clients to complete a field inspection as soon as possible.

This change means that if the appraised yield falls below the established threshold level, AFSC can reduce the appraisal to zero, based on information gathered by the adjuster during the inspection. The appraised yield of the crop will be used in the calculation of any subsequent indemnities.

“We recognize that this year’s conditions have had a significant impact on some producers – and changes to the low yield allowance can help them through times like this.”

AgriInsurance is a federal-provincial-producer costshared program that helps producers manage production and quality losses. Support for the program is provided by the governments of Canada and Alberta under the Sustainable Canadian Agricultural Partnership (Sustainable CAP).

The Canola Council of Canada (CCC) and Canadian Canola Growers Association (CCGA) are deeply disappointed with today’s preliminary ruling by China’s Ministry of Commerce (MOFCOM) as part of its antidumping investigation into Canadian canola seed imports. In its ruling, MOFCOM announced the impo-

sition of a 75.8% duty, collected in the form of a deposit, on all Canadian canola seed shipments as of August 14, 2025.

Since the beginning of China’s anti-dumping investigation in September 2024, the Canadian canola industry has been consistent in its position that Canada’s

canola trade with China is aligned with and supports rules-based trade, fair market access and competitiveness of Canadian canola in the Chinese market. China is a highly valued market and the Canadian canola industry has and will continue to work hard to meet Chinese customer and food security needs.

“With this preliminary determination of dumping for canola seed together with the existing 100% anti-discrimination tariffs on canola meal and oil, the Chinese market is effectively closed to the Canadian canola industry,” says Chris Davison, President and CEO of the Canola Council of Canada. China is Canada’s second largest market for canola and canola products with exports to China valued at $4.9 billion in 2024.

Today’s ruling by MOFCOM is timed for impact as farmers who planted canola in 2025 are preparing for harvest in a few weeks time. “This tariff will have an immediate and substantive impact on farmers’ marketing opportunities for the 2025 canola crop,” says Rick White, President & CEO of CCGA. “Canadian farmers are globally competitive and if a solution is not found swiftly, the impact will be quickly felt on our farms and in our rural communities.”

The preliminary determination and its associated duty create significant additional uncertainty and volatility in the global marketplace. Exports to China of canola and canola products provide an important demand signal for the Canadian canola industry. The absence of this signal will have significant and widespread impacts across the canola value chain.

Both CCC and CCGA are continuing all efforts to resolve this issue for Canadian canola farmers and the broader value chain. The CCC and CCGA are calling for immediate support from the federal government as the industry navigates this unprecedented market closure.

FCC Extends Trade Disruption Support to Canola Producers

In light of continued global trade disruptions, including new tariffs affecting Canadian canola seed, Farm Credit Canada (FCC) is reiterating its support for agribusinesses, farm operations and food processors through its Trade Disruption Customer Support program.

“The agriculture and food industry is resilient, but global trade uncertainty can create real pressure on cash flow and operations,” said Justine Hendricks, President and CEO at FCC. “Our role is to ensure our customers, and the broader industry, have access to the capital and flexibility they need to adapt, stay competitive and keep delivering high-quality products to markets at home and abroad.”

The program offers relief for existing customers and new clients who meet lending criteria. The program offerings include access to an additional credit line of up to $500,000, new term loans, and the option for existing FCC customers to defer principal payments for up to 12 months on existing loans.

With the deadline being NOON on September 22, 2025, that leaves only 3 more weeks for anyone planning on running for Council to file the necessary nomination forms. Nominations must be filed using Form 4 - Nomination Paper and Candidate’s Acceptance and Form 5 - Candidate Information. These forms can be found at www. alberta.ca/municipal-election-forms. New Check-Off Collection Rules Aim To Streamline Interprovincial Sales And Strengthen Provincial Beef Programs

As of August 1, 2025, changes to Canada’s beef check-off collection rules will come into effect in BC, Alberta and Saskatchewan to bring greater consistency and fairness to how levies are collected across Canada.

Under the new guidelines, the check-off rate applied to a cattle sale will now align with the seller’s home province, regardless of where the sale takes place. This change ensures that beef producers’ contributions continue to support the programs and initiatives of their own province—even when cattle are sold outside of it.

“This is about fairness and alignment,” said Trevor Welch, Chair, Canadian Beef Check-Off Agency. “Producers, provincial cattle associations and other stakeholders have been asking for a more consistent system that reflects their home province’s priorities, especially as interprovincial marketing and transport becomes more common. This change delivers on that.”

• This applies to all interprovincial sales, including auction markets, dealers, and direct farm-gate transactions.

• The change affects remittance chains, especially for auction markets, dealers, and processors who will need to adjust how they identify and apply provincial rates.

• Ensures the right amount of producer dollars stay in their home province, supporting provincial priorities.

• Promotes consistency and transparency in a system that was previously varied and harder to track.

• Supports compliance and clarity across the value chain, from farm gate to processor.
