Obama could put Syria plans on hold

US President Barack Obama has said he will put plans for a US military strike against Syria on hold if the country agrees to place its chemical weapons stockpile under international control. But he said he was sceptical the Syrian government would follow through.

As the US Congress began debates about authorising an attack, Russia on Monday proposed Syria relinquish its chemical weapons. The same day, Obama gave a series of television interviews aimed at building support among a US Congress and public

At the end of this week we will have visitors. My brother- and sister-in-law will be arriving from the UK where they have been for a couple of weeks but they live in Australia so popping over to see each other is a bit of a lengthy business. Some of you may remember the fabulous holiday we had over there with them. We won’t be doing anything as elaborate as we did over there - I still remember cuddling Wombats, the Great Ocean Road, Tasmania, Melbourne and Sydney and having dinner on the tram going around the city – the sheer opulence of the tram was just like being on the Oreint Express only a lot slower! They’re only here for a few days but it’ll be fabulous seeing them again. I have to confess though that that is the main reason we had the house painted... you just don’t realise how tired a place is beginning to look when you see it all the time until you get a wake-up call such as the imminent arrival of visitors! I have noticed a decided cooling of temperatures at

Last week I met the lady I told you about who broke her leg at one of the events I was at earlier in the year. She’s doing OK but, once she got on crutches, the thing slipped out from under her and she broke her wrist! Still, on the good side, the beautiful trousers she was wearing at the time were saved! Jackson’s leg seems to have healed nicely now but he’s started teething so we’re on constant dog-chewing-thefurniture watch now. Ho Hum!

Prime Minister Mariano Rajoy was heartened by the fact that the state of the Spanish economy was no longer high on the agenda of discussions at the latest G20 summit in St Petersburg last week.

Rajoy spoke briefly with US President Barack Obama in the St Petersburg summit, a spokesman for the prime minister’s office said. Obama had asked about the incipient recovery of the Spanish economy and was open to an official visit by Rajoy to Washington, the spokesman continued.

'Made in Spain' back in fashion Spanish fashion brands enjoy an envious reputation the world over and their market share grows daily, but it's a different story back home, where hundreds of textile and clothing firms have closed their doors. Twenty years ago, around 300,000 people worked in the clothing manufacturing sector in Spain, but that number has been more than halved as companies relocated to Asian countries, especially China. But there are signs that the delocalisation boom is over.

More and more companies are now transferring their production centres back to Spain, including small firms such as Lenita, which specialises in swimwear, bag manufacturers Dándara and Vega Cárcer and footwear maker Rebeca Sanver, as well as giants of the industry such as LVMH, which opened a factory in Spain in 2010 to make belts for the rest of the world. Another leading fashion retailer, Inditex, has opted to relocate part of its output back home, which

Regional Premier Artur Mas upset the ERC, whose support allows his centreright nationalist CiU group to govern, last week when he announced that the self-rule vote would not be held in 2014 – as initially agreed with the ERC to gain its support –if it had not been legally sanctioned by the government in Madrid.

However, Prime Minister Mariano Rajoy continues to insist that if Catalonia holds a referendum unilaterally, it would be in breach of the Constitution. The ERC

was even more upset when it was subsequently revealed that Rajoy and Mas have held secret talks to try and find a solution to the self-rule vote impasse. Mas then turned round and reassured the ERC that he still planned to hold the vote in 2014, but there is a faction within the CiU that wants a referendum with several questions that do not directly address independence.

to repatriate body Almost £10,000 has been raised in two days to help fly back the body of an amateur rugby player who died in a fall from a balcony in Benidorm.

Alan Clare, 34, from Warrington, Cheshire, died on Friday as a result of the injuries he sustained in the fall. An appeal was immediately launched to fly his body home and the money raised in 48 hours.

John Braddish, of Bank Quay Bulls, where Mr Clare played rugby, described the response as "overwhelming". He said one man had donated £1,000 and another club brought in £800 after a collection. Mr Braddish

said Mr Clare, who was known as Bundy, had played for the club since it formed 17 years ago and he was popular and well liked. He thanked the community in Warrington for raising money in such a short space of time. A spokesman for the Foreign Office said: "We can confirm the death of a British national on 6th September and we are providing consular assistance."

Barcelona soccer star Lionel Messi and his father Jorge Horacio Messi have paid €5 million in taxes claimed by the Spanish state in a case of alleged fiscal fraud.

Messi's father deposited the amount, of which €4.1 million was for back taxes and the rest for interest, with a court in Gavá in Barcelona province on August 14th. The tax office opened the fraud case against Messi in June in connection with income earned by ceding the right to use his image. Between

2007 and 2009, Messi earned more than €10 million on which he should have paid €4.1 million in taxes. However, the rights were ceded to companies based in the tax havens of Belize and Uruguay for minimal amounts and the revenues were not declared in Spain.

Officially, Messi could face up to three years in jail and a large fine. While the Barça player is unlikely to spend any time in prison, the decision to pay the €5 million could result in a reduced fine.

“Endoscopy gang” caught Basque police have arrested two men and two women who allegedly belong to a gang that specialised in the theft of medical equipment used in endoscopy – looking inside a patient’s body using a small lens mounted on a long, narrow tube. At a road check in Muskiz (Vizcaya province), the police stopped a car containing hospital equipment worth €300,000. The occupants of the vehicle were Venezuelan and Colombian nationals

– a father and son aged 61 and 33 and two women aged 25 and 64 who have been charged with eight thefts. At the time of the arrest, the vehicle was being followed by Catalan police, who have been investigating thefts of endoscopy equipment for months. In the last six months there have been 11 similar thefts at hospitals in Catalonia, Aragon, Valencia and Navarre. Hospital surveillance

footage and records of post office shipments to Latin America led the investigators to these four individuals, who are believed to have been planning similar actions in Basque hospitals. Police believe the stolen goods were being sold on the Colombian black market for significantly less than they are worth. The price of a standard probe in Spain is upwards of €20,000, but it was being sold in Colombia for €600 to €800, the police said.

Hospital managers suspect that the thieves cased the premises ahead of the thefts, since they seemed to know exactly where to go. On several occasions they managed to access restricted areas without forcing any doors or showing any ID. Endoscopy equipment comes with ID numbers that facilitate repair, and makes it very hard for items to be stolen and reused at another Spanish health centre.

Age of consent to be raised The government plans to raise the age of consent from 13 to 16 and the minimum age for marriage from 14 to 16. Adults who have sex with underage children now face from two to six years in prison and up to 12 years if they have performed oral or penetrative anal sex. An exception is made in the case of consensual sex with someone under 16

"when the other party is of a similar age or stage of development and maturity" – a loose concept judges will define on a case-by-case basis.

Raising the age to 16 brings Spain into line with the UK, Russia, the Netherlands, Norway and Belgium. It is 14 in Germany, Austria, Hungary, Italy and Portugal and 18 in Turkey

and Malta. Teenage marriage is rare in Spain – only four boys and 64 girls under 17 married in 2010.

However, a national survey carried out two years ago showed that three quarters of the women born since 1971 had lost their virginity before they were 20, nearly twice as many as their mothers' generation. The rate of teenage

pregnancy is low, but a report on sexual health published last week showed that all forms of sexually transmitted diseases are on the rise.

Currently, all children receive sex education classes in the last year of primary school, when they are 11, but under the new education law sex education will be removed from the curriculum.

Foreigners bring relief to housing market

Property purchases by foreigners climbed a record 16.9 per cent to 12,546 in the april-June period this year, for the eighth consecutive quarter. Sales to non-resident foreigners amounted to 1,086 meaning that foreigners accounted for one out of every six transactions in the quarter. House prices have now fallen by an average of around 40 per cent from their peaks at the end of 2007. Socialist resigns over spying case

The former organisation secretary of the PSc, the catalan branch of the main opposition Socialist Party, José Zaragoza, resigned from the party's federal executive committee last week after a police report concluded that he had paid a private detective agency to find out where a town mayor from the Partido Popular (PP) lived. World News UN 'should reopen Hammarskjold death’

A commission looking into the death of former United Nations Secretary General Dag Hammarskjold has recommended that the UN reopen its investigation.

Mr Hammarskjold's plane was travelling to Congo on a peace mission in 1961 when it crashed on September 18th in a forest near Ndola in Northern Rhodesia, now Zambia. All but one of the passengers and crew on the flight were killed.

A UN investigation in 1962 failed to find the cause of the mysterious crash. The commission said there were significant

new findings, and that the US National Security Agency might hold crucial evidence. Three investigations have failed to determine the cause of the crash, and many conspiracy theories have swirled around Mr Hammarskjold's death. Two investigations held in the British-run Central African Federation, which included Northern Rhodesia, were followed by

an official UN inquiry which concluded that foul play could not be ruled out. The commission's report said that given the NSA's worldwide monitoring activities at that time, "it is highly likely" that the radio traffic on September 18th19th 1961 was recorded by the NSA and possibly also by the CIA. The report said: "Authenticated recordings

of any such cockpit narrative or radio messages, if located, would furnish potentially conclusive evidence of what happened to the DC6."

The commission said it had made Freedom of Information Act requests to the National Security Archive, which were rejected on national security grounds – but that an appeal had been lodged.

The gold miners' strike ended after workers at Harmony Gold accepted a final wage offer, although most of the 80,000 miners across the sector who started striking earlier this week had already accepted an 8% pay offer and returned to work. Campaign to kill stray dogs

Hundreds of Romanians have demonstrated in support of a plan to kill stray dogs in the capital after a pack of dogs mauled a fouryear-old boy to death. Bucharest Mayor Sorin Oprescu says a referendum will be held on 6th October asking residents if they agree with "euthanasia" for stray dogs. The city is reckoned to have about 65,000 stray dogs. Animal welfare officials say about 1,100 people were bitten by stray dogs in Bucharest in the first four months of this year. More than 6,500 stray dogs were sterilised in Bucharest last year, but animal welfare groups say they need help from the authorities to make a real impact on the problem.

Lloyds is transferring over 4.5 million customers to the revived TSB and the new operation will have 8,000 members of staff. There will be offices in Birmingham, Gloucester, Edinburgh, London and Bristol and call centres at

four locations nationwide.

It is being touted as a completely clean bank, untainted by claims over mis-selling of payment protection and complex interest rate swap products, and free of toxic assets received by Lloyds on the acquisition of other banking businesses.

Lloyds Banking Group remains 39 per cent stateowned and it has been compelled to spin off the branches to meet European Union rules on

state aid.

The move is the latest step on the road to recovery for Lloyds, which said last month that it was ready for the Government to consider the sale of its stake in the bank, which has posted half-year profits of over £2 billion. Lloyds plans to float the TSB business next year. For the time being it will offer the same products as its parent, with new deals expected later.

Ford Fiesta leads boom in car sales

The new car sales boom in Britain shows no signs of slowing down with the number of cars sold rising yet again in August – the compact Ford Fiesta, a firm favourite with British motorists, being the best selling model.

Sales were up ten per cent on August last year according to motor manufacturers and it is predicted that sales for 2013 could reach 2.2 million, an eight per cent rise on the 2012 total.

Doctors must be able to speak English

Britain is likely to introduce new measures to test the English language skills of doctors arriving in the UK from Europe. At present European Union rules prevent the testing of doctors for competency in English.

Changes would mean General Medical Council inspectors could flag up any concerns prompting the full testing of language skills.

While the Government recognises the huge contribution made by overseas doctors, it is clear tougher checks are needed, according to Health Minister Dan Poulter.

Dance if you want a job Selling TVs is one thing but university graduate Alan Bacon, aged just 21, says he felt “degraded and humiliated” when electrical giant Currys insisted he and the nine other candidates dance to Daft Punk’s Around The World after short introductions during an interview for a job at their Cardiff store.

Sheppey bridge Last Friday at around 7:15am saw what was described as a horrific pileup of 100 cars, lorries and vans on the new Sheppey bridge in Kent, south of England where dense fog had left visibility down to 20 yards in places.

Miraculously, no-one was killed – although six people were seriously injured while 200 suffered minor injuries – and the walls at the edges of the bridge held up. The bridge carries the A249 road across The Swale (a strait in the North Sea), linking the Isle of Sheppey with mainland of Kent. The four-lane crossing measures 21.5m (71 feet) in width, at a height of 35m (115 feet) over the water.

One witness said: 'You would hear the screeching of brakes and then a thud. It was all you could hear for about 10 minutes – crash after crash after crash.'

Witness Martin Stammers, 45, from Minster, said: “The whole top of the bridge is full of mangled cars and lorries. There are cars with their roofs ripped off – one is five feet in the air. There were a lot of people trapped. We managed to stop safely in time before the accident, but if we'd have been 10 seconds earlier we'd have been involved.' Mr Stammers said he and his son James then ran to the other side of the carriageway and signalled to people to slow down.

Health Secretary Jeremy Hunt has condemned the Health Service in the UK for failing to look after the elderly who are reported to be finding it easier to go along to the A&E departments of their local hospitals rather than getting an appointment with their own GP. He says that he wants patients to register with a specific GP. It was the practice in the past that you had your “own” doctor who would look after their healthcare rather than seeing numerous doctors who may fail to spot signs of changes in people’s conditions. GPs worked longer hours in the surgery and, after surgery hours if you needed a home visit, you could expect to see the doctor you were registered with and used to rather than a costly locum whom you had never set eyes on before. Mr Hunt blamed the GP contract agreed by Labour in 2004 for abolishing the idea of having a specific GP for every patient. "Evidence from the United States and other countries is that when you have a named GP you are less likely to need hospital care and we need to bring that back, particularly for our vulnerable, older people. We want to do that from next year," he said. He

would be a need for many more GPs to achieve the change, putting the initial figure at 2,000 but added: "We are looking actually at whether we need even more than that," and also said more NHS cash would have to be spent outside hospitals.

This will be music to the ears of struggling A&E departments across the country who are constantly having to battle with the number of patients turning up at the emergency departments with complaints that could easily have been resolved by their GP. An A&E Department would not automatically know a patient’s full history, unlike their GP and, in the case of an elderly or confused patient, could be potentially dangerous as in the case of an elderly patient recalled by Jeremy Hunt in an interview where he said: "Confused and unable to speak after a fall, that A&E department was probably the worst place for her."

He went on to point out that staff did not know her medical history, her allergies and whether her lack of speech was normal or caused by the fall. He added: "Her experience proved what many of us know in our gut – too many old people feel there's no reliable alternative to hospital."

New premier vows 'Adopt-a-student' to fight corruption scheme floated Newly elected Junta de Andalucia premier Susana Diaz vowed once more last week to focus on fighting corruption "on all fronts," "with all her strength" and "tirelessly." Díaz, 39, who is the first woman to hold that post, added that when she meets with Prime Minister Mariano Rajoy she will propose "a pact for political regeneration" in the entire country, not just Andalusia. "I am ashamed of corruption and I reject both connivance with it and lack of enthusiasm in fighting it," she said at the onset of her one-hour speech in the Andalusian assembly.

Díaz is seeking to distance herself from the administration of former premier José Antonio Griñán, who left halfway through his second term to save the Socialist government the "erosion" caused by the ERE case which involves millions of euros in regional subsidies for struggling companies that were often allotted to ineligible candidates.

Faced with escalating tuition fees and stricter requirements for obtaining grants, some public universities are coming up with creative ways of fundraising. One idea under consideration is an "adopt-a-student" scheme that would seek donations from companies and individuals to sponsor a college education for struggling learners.

Málaga University's president, Adelaida de la Calle, said her institution will propose creating a fund for this type of donation, noting that enrolment has gone down. "Just as you can sponsor a child, people could sponsor a student by paying their fees."

According to one survey, at least 30,000 university students in arrears (2.3 per cent of the total) are on the verge of

being kicked out. While university leaders are trying to offer formulas such as payment in instalments, they are increasingly turning to private initiatives for support. José Carrillo, president of Madrid's Complutense, called the sponsorship idea "a positive initiative" but there is some fear in university circles about shifting the burden of

funding to the private sector.

Xavier Grau, president of Universidad Rovira i Virgili in Tarragona, says "donations are positive in some cases and situations, but the ordinary functioning of the university cannot depend on them. It's a very subtle line that we should not cross."

Police have arrested three people in Marbella who were selling balloons filled with laughing gas (nitrous oxide NO2) at €5 a pop. It has the same effect as sniffing glue and is popular among young people, who see it as a cheap way of getting high.

Cameron sends special message to Gibraltar In a video message to the people of Gibraltar on National Day (September 10th), Prime Minister David Cameron praised the "enormous dignity" shown by Gibraltar during months of pressure from Spain and said The Rock's relationship with Britain was "solid, sure and enduring". He said his government and the people of Britain "stand with you now" and he called on Spain to end the "unacceptable border delays". Mr Cameron said: "Gibraltar has been British for 300 years. Let's keep it that way."

Gib's National Day commemorates the day in 1967 when the British Overseas Territory held its first referendum on British citizenship. In his message, Mr Cameron stressed that there would be no attempt to even discuss the transfer of sovereignty again without the consent of Gibraltarians. He said: "Britain and Gibraltar have a long and proud history. For 300 years we have stood together, as one with our shared sovereign. Today your flag flies over the Foreign Office in London."

"On this Gibraltar National Day, the British Government wholeheartedly supports your right to determine your political future. As I have said before, we will never agree to any transfer of sovereignty – or even start a process of negotiation of sovereignty – without your consent. And I wouldn't want us ever to go down that route." Mr Cameron also reflected on the close links between Gibraltar and

British woman arrested

A British woman was arrested in la linea last Friday after she crashed in a car stashed with cigarettes following a high-speed chase through the town. The woman, who was not named but was said to be resident in Gibraltar, allegedly drove off and nearly hit a Guardia Civil officer when she was ordered to stop as she exited the border. She was followed and arrested a short time later. Officers found the equivalent of 250 cartons of cigarettes hidden in her BMW vehicle. The woman now faces criminal charges relating to the chase and her failure to stop, as well as administrative proceedings for the tobacco. it was the second incident of its kind in the space of a week and the third this summer. earlier this week a Guardia Civil officer was hit by a man on a moped as he sped from the car park close to the border loop, where he had collected a bag filled with tobacco that had been hurled over the frontier fence. The man, believed to be Spanish, crashed and fled on foot, abandoning the motorbike and 385 packets of cigarettes.

Man killed fleeing fire

A man died early last Thursday morning when he fell down a 10metre deep ravine near a camping site after being discovered trying to light a fire in high risk wooded area where fires are forbidden. Someone called the environment agents at 20 minutes past midnight reporting the fire. When they arrived the man had fled but the Guardia Civil found his body down a ravine.

A cross-party delegation of British MPs were in Gibraltar to participate in its National Day celebrations. The group of MPs including Liberal Democrat deputy leader Simon Hughes along with peers and MEPs were to hold a series of meetings, the Gibraltar Government said. Other MPs attending were Jim Dobbin, Jack Lopresti, Angus MacNeil, David Morris, Bob Neill, Andrew Rosindell, Alec Shelbrooke, Colonel Bob Stewart and Dame Angela Watkinson. Representatives of eight

other overseas territories, including the Falkland Islands, were also in Gibraltar for the event. Commonwealth MPs have become the latest group to back Gibraltar and criticise Spain's manoeuvring in the row over fishing rights. A motion presented to the Commonwealth Parliamentary Conference in Johannesburg by Gibraltarian minister Samantha Sacramento was passed by MPs from across the world.

The resolution adopted read: "This Assembly notes with concern the reports of continuing harassment of Gibraltar by Spain, including the creation of lengthy delays at the land frontier between the two countries, the threat of imposing air restrictions and numerous maritime incursions into Gibraltar's waters by the naval and para-military agencies of the Spanish state and considers that this political pressure on Gibraltar is totally unacceptable and that it must cease immediately." Spain imposed strict checks on traffic at the border with Gibraltar in protest at the creation of an artificial reef. European Commission inspectors are due to visit the border area later this month to assess the legality of stringent traffic

checks introduced by Madrid, which have led to queues lasting several hours for traffic crossing to and from Gibraltar.

The archive storing invoices under investigation in a corruption case involving the former Socialist Mayor of los Palacios y villafranca, Antonio Maestre, burned down last week, destroying several historical documents in the process. Before the fire began, the local Police received a call reporting a fire in a school not far from the archive to divert the fire brigade, which has led them to suspect the fire was deliberately set. The former mayor is under investigation for paying false invoices issued by a ghost company belonging to his father-in-law.

was going to devote this week's column to the Junta de Andalucia's new premier, Susana Diaz, who aroused my ire by saying she intends to be the heir (or heiress) to Jose Luis Rodriguez Zapatero – which is exactly what we don't need. And as for her vow last week to focus on fighting corruption "on all fronts," "with all her strength" and "tirelessly" – well, as you can imagine, that had me rolling on the floor in hysterics.

ut to my great delight, Judge Mercedes Alaya who is investigating the ERE scandal which involves millions of euros in regional subsidies for struggling companies that were often allotted to ineligible candidates, this very day has named former Junta premiers Manuel Chaves and José Antonio Griñán as "imputados" in the case. This is a word which gives English speakers much grief because it's very vague. At this stage in the game, Judge Alaya is merely saying they're involved in some way and that she needs to question them. However, they both enjoy parliamentary immunity so she can probably go no further than questioning them. But I'm sure the press hounds will make sure that the dirt hits the fan.

ll this is both good news and bad news for Andalucia. On the one hand, it looks as if this judge has the guts to expose what amounts to more than 30 years of corrupt Socialist government – or should I say dictatorship. On the other hand, it could lead to an early election which is not going to change anything. The Socialists probably won't get a majority but they can rely on the Communist-dominated United Left (Izquierda Unida, IU) to form a coalition to keep them in power.

o we'd have a Zapatero wannabe on the one hand and a party – the IU – whose regional leader said a few weeks back that his dream was to implant Hugo Chavez's 21st Socialist revolution in Andalusia. As the Spaniards are wont to say "que

ut to look at this mess more positively, it could force the Socialists to stop carping on about Luis Barcenas – the former PP treasurer who salted away a paltry 40-odd million in Swiss bank accounts and other tax havens – while they try to explain how the Andalusian Socialists blithely handed out hundreds of thousands of euros to their cronies over the past three decades. The ERE scandal, which only dates back about ten years, has been described as the biggest corruption scandal in recent Spanish history but it's just the latest in a series of rip-offs going back to when the Socialists first took power here.

suspect Mariano Rajoy will be sleeping more easily at night now, although I suspect the old fox has known all along that the ERE scandal would knock Barcenas out of the headlines.

Dunkirk spirit

knew Rafa Nadal was going to beat Djokovic. He's been on a roll ever since he recovered from his knee injury but this Sunday he had to defend Spain's honour – the Olympic Games fiasco was just too humiliating so he had to go out there and beat the what's it out of somebody. And he did. I suspect the rest of Spain's sportsmen and women are going to be driven by the same Dunkirk spirit – you've been beaten, go away lick your wounds a little then come back fighting like all the devils from Hell.

nce again Fabian Picardo, the chief minister of the British colony of Gibraltar, is showing us how much of a bad boy he can be. His foaming-mouth oratory last week only went to defeat his own purpose to join in as “a voice” in future talks with Spain and Britain regarding the problems taking place in the Strait and at the border crossing at La Linea. Picardo, a radical within the Gibraltar Socialist Labour Party, accused Spain of instigating a “prewar environment” and even went as far as saying that Prime Minister David Cameron had no say-so in Gibraltar’s decision to dump tonnes of spiked concrete blocks in the sea to ward off Spanish fishing trawlers.

t is time for Cameron to put a muzzle on this chief minister, if he hasn't already; Picardo’s Thursday night outburst on SER radio network was completely out of line and uncalled for. At the G20 Summit in St. Petersburg, Cameron met with Rajoy to discuss the Gibraltar issue. Although it was evident that no formal agreement was reached, not even a small step to initiate talks, Rajoy said that an “ad hoc” dialogue must be held soon. But it appears neither side is budging at this time.

icardo meanwhile has been overreacting to comments made before Parliament by Foreign Minister Jose Margallo who said the Gibraltar issue was a top national priority for Spain. As we know, Picardo has ordered the dumping of dozens of spiked cement blocks around the colony in an effort to create an artificial reef to prevent Andalusian fishermen from trawling the waters – a big environmental issue for Gibraltar, he says. But the maritime boundaries have never been recognised by Spanish authorities, and how these blocks will affect the underwater life is still uncertain.

t the same time, there is a growing sneaky suspicion among politicians from different parties in Madrid that the real purpose of these blocks is to serve as a future seabed foundation so that the colony can begin to expand its territory further out into the Strait.

N

ot all officials within the GSLP agree with Picardo’s firebrand offensive against Spain. The chief minister, who no doubt feels left out because Rajoy and Cameron held talks in St. Petersburg without him (and they should continue without him), has begun to show his true sectarian colours and, as we have

learned from past history, those individuals quickly lose credibility on the world stage. Picardo was elected to administer a colony, not dictate foreign policy. By their own Constitution, Gibraltarians must rely on Britain, which has always had their best interests at heart, to protect their status quo and conduct international affairs. It is time for Cameron to rein in his chief minister before this radical continues to chip away at the bedrock of BritishHispanic bilateral relations and, more importantly, before he really starts to anger Spaniards who, at this latest juncture, are not amused by his belligerent manners.

Agony of defeat

t was painful loss but at the same time a blessing in disguise. Madrid’s elimination in the first round on Saturday by the International Olympic Committee to host the 2020 games was a devastating blow to all Spaniards who were overly confident that this third bid would have been the charm. Unfortunately, Madrid officials have for the first time publicly accepted that the vote among the nearly 100member IOC body has to do a lot more with politics and money rather whether a city is adequately prepared to host the games. Outside influences, such as big time sponsors, Addidas and Puma, greatly weighed in. They can get more money selling their products with financial backers from Japan rather in Madrid. Plus the transmission rights sided heavily in favour of Tokyo with first class Japanese broadcaster NHK pitted against our own flagging RTVE. But on the other hand, this entire procedure served to remind Spanish officials that the whole world is watching when it comes to the way justice is handed down in this country. The doping issue was brought to the forefront when IOC delegate Adam Pengilly, from the UK, asked about the Operation Puerto investigation – the seven-year inquiry into the steroid use by Spanish athletes that resulted in slaps on the hands for those involved – and the destruction of blood samples that had been held as evidence in the case. Spanish officials got an awful and embarrassing reminder of the inadequacies of their archaic judicature.

El Jabali -The Wild Boar

A motorist on the way down from Mijas to Fuengirola collided with a wild boar crossing the road around 8.00 am last Friday morning. The boar, an adult female, died as a result of the accident and the car sustained front end damage but remained drivable. Members of the Guardia Civil attended the incident and there was some disturbance to the morning traffic. The wild boar or El Jabali situation in Spain is controversial. Since the 1950s there has been a steady increase in the number of wild boars throughout Europe and especially so in southern Spain which has its own sub species of wild boar, the Iberian Wild Boar. (Sus scrofa baeticus).

Wild boars usually weigh between 50 and 90 kg, and can be between knee and waist high to a human. By nature they are highly sociable, intelligent, nocturnal, omnivorous scavengers – meaning they like to roam and feed from twilight on whilst engaging in witty chit-grunt with their mates. They will eat just about anything going and they like nothing more than a wet muddy patch to wallow in. Wild boars can be either true wild boars or, as is more often the case it seems, a mixture of wild boar and feral pig. This interbreeding is thought by some to be responsible for the increase in their presence closer to urban environments, which presents a real problem for local farmers, urbanizations, home owners and golf courses – to the extent that some

see them as a plague.

The wild boars, which usually forage in packs or more correctly “herds or sounders”, can do considerable damage to crops and lawns, ruining months of hard work in a single night. They turn over large areas of land as efficiently as any rotavator as they search for food, often damaging more than they eat. Anyone affected by this nocturnal activity can contact their town hall for help – which may, or may not be forthcoming.

Wild boars are timid by nature and, like most wild animals, readily avoid any contact with humans. But be warned – when provoked or cornered, wild boars will attack. Both male and female are strong, quick-footed wild animals, they will charge and then butt, which could either be real or a bluff. If it is real it will hurt! The male uses his tusks in an upward ripping motion, inflicting damage to the lower body and legs and the sow – especially if separated from her young – will bite ferociously tearing away flesh.

The wild boar is not a protected species and has suffered greatly at the

hands of man for sport: shot at, trapped, chased by hunting dogs and pursued by men on horseback or elephant as they engaged in the ancient and noble sport of pig-sticking – a sport especially popular with the British upper classes in India during the Raj years. Surprisingly it was a great favourite with the founder of the boy

scout movement Sir Robert Baden Powell. What is perhaps more surprising is the increased, although rather quiet re-introduction of this sport into Spain, specifically on the large private and often secluded hunting estates of the central plains, where it has been a popular pastime for royals and

gentlemen for centuries. The modern day Spanish pig-sticker however must adhere strictly to the Pigstickers Club (Club de Lanceo Español) code of conduct and rules, using and carrying the threemetre-long killing lance humanely and correctly.

As in William Golding's novel The Lord of the Flies, the act of pigsticking is adrenalin rich and is said to turn boys into men. In all fairness, galloping across the open countryside with your mates on a fine horse, in hot pursuit of an agile and wily mobile target must be exhilarating but perhaps not so much fun for the pig! Although Baden Powell would have it otherwise, insisting you should try “the brutal pastime” before you judge it, with the words, "Not only is pig-sticking the most exciting and enjoyable sport for both the man and horse as well, but I really believe that the boar enjoys it too." With El Jabali literally still playing piggy in the middle, there are hot arguments on both sides of

the fence. On the one side are the animal rights activists who have only just recently enjoyed some success in their conflict with bull fighting. On the other the traditionalist, who argues that the way to bring back life into the depleted Spanish country side is through the acceptance of death and blood sports. Either way the adult brown bristly beasts are impressive to look at and the young piglets, who have front-toback chocolate and cream stripes are very cute. They are difficult to observe, although their passing is all too evident. In extreme cases of damage a cull will be organised, using hunters with rifles rather than lancers on horseback. In less extreme situations an electric fence could keep them out although a small licence “Obra minor” from the town hall may be needed. Once erected, then man and beast can live in harmony, giving strength to the phrase “As Happy as a Pig in a ... Puddle.” Pete Woodall, Woody's Los Boliches.

Community News Irish abroad have their say Irish citizens living abroad are strongly being encouraged to have their say on important political issues happening in Ireland by contributing to the website www.constitution.ie. Points of view submitted to the website will be made available to the Convention on the Constitution and the general public.

The Convention is a decision-making forum of 100 people from the whole island of Ireland. It is made up of 66 citizens, randomly selected and broadly representative of Irish society, 33 parliamentarians, nominated by their respective political parties. It also includes an elected representative from each of the political parties in the Northern Ireland Assembly invited to participate by the Irish government and an independent chairman, Tom Arnold.

Tom Arnold said,“ I would encourage all Irish citizens living outside the state to take part in our deliberations by completing the questionnaire and making a submission to the Convention. The debate can be followed live on the website during which you can engage with the Convention via Twitter (#CCVEN). The Convention looks forward to hearing from you.”

Some of the changes to the constitution covered are: • The reduction of the presidential term of office • Reduction of the voting age to 17 • Review of the Dáil electoral system • Irish citizens’ right to vote at Irish Embassies in presidential elections • Provisions for samesex marriage • Amendment to the clause on the role of women in the home and encouraging greater

participation of women in public life • Increasing the participation of women in politics • Removal of the offence of Blasphemy from the Constitution. On the 28th and 29th September, the Constitutional Convention will address the issue of giving citizens resident abroad, the right to vote in presidential elections at Irish embassies, or similar locations.

The police say New awards being “Take care on presented tomorrow in Gib the Costa” The National Police Force work hard to make Spain one of the safest countries in Europe but, in order to achieve this, visiting tourists and residents alike can help by observing these safety precautions that the police recommend:

1. Keep your belongings in sight when you are out. There have been a number of incidents at the airport where people have put their laptops in the top basket of their trolley either while collecting their hold baggage or while having a coffee and these have been stolen. It only takes a second for a thief to pick it up and be away out of sight and it could be some time until you realise what has happened – certainly enough time for them to have disappeared with it! 2. Keep hold of your handbag and protect your wallet on public transport and in crowded areas such as shops and markets, shows and performances etc. There are a lot of pickpockets just waiting for your concentration to lapse. 3. Take equal care of your camera, mobile phone, video camera etc at all times.

4. Take only the absolute essentials when you go to the pool or beach. There is no need to have all your worldly goods and cash with you – just enough to pay for the sun lounger, lunch and an icecream and drink or two. 5. If you are driving, lock any valuables out of sight. A camera on display on the seat is an open invitation to have the window broken and the camera stolen.

6. As far as possible, avoid isolated and badly lit areas at night.

7. Be aware of suspicious offers of or requests for “help”. Thieves know all the ruses to take your mind of watching what YOU are doing. Many times people have been asked for directions to somewhere and found that while they were trying to help the person, someone else had whipped in behind them and stolen their handbag out of their unlocked car. This has been particularly prevalent in supermarket carparks all over the area. And in your hotel, home or apartment:

1. Do not leave keys, money or valuables lying around, even if you have “just popped out” down to the pool or to the shop for a minute. Use the safe. 2. In communal areas such as the reception area or dining room of an hotel, restaurants, swimming pools etc., take care of your personal belongings and luggage at all times.

If your flight has been delayed or you’ve decided to get to the airport early for a quick sleep before you get onboard, check your luggage into the left luggage department. You can’t watch your stuff while you’re fast asleep and, don’t even think you’d notice a thief – you wouldn’t! And lastly, at the airport, do not leave your luggage alone while you go to the duty free, loo, etc. It could be thought of as a potential security threat and you wouldn’t want some security guard with his hands on your knickers, now would you? Or even worse, the whole lot blown to smithereens in a controlled explosion! Follow these simple rules and you should have a great time.

His Excellency The Governor, Sir Adrian Johns, will present three Gibraltar Awards (Governor's Certificate and Badge of Honour) at the Gibraltar Award Reception tomorrow, Thursday 12 September 2013. The Awards are in recognition of exceptional services in Gibraltar. The Certificate bears Her Majesty’s portrait together with the name of recipient and a brief account of the services which it commemorates and is signed and presented by His Excellency the Governor of Gibraltar.

The Certificate carries with it the right to wear a breast badge (medal) which may be worn on official occasions when full-size medals are worn. This medal is silver gilt with a ribbon of yellow watered silk and bears on the obverse Her Majesty’s crowned effigy and on the reverse the Arms and Motto of Gibraltar. The magic of Luna Mora Last weekend the village of Guaro was closed to traffic as the seventeenth festival of the Moorish Moon got underway on Friday. Definitely a spectacle not to be missed, the Luna Mora is famous for the 25,000 candles which are lit at dusk throughout the streets and alleyways, on the balconies, in the doorways and up the flights of steps, creating a magical glow that illuminates the myriads of colourful stalls set up in the Moorish market. The whole village comes alive with throngs of visitors, street vendors and performers (on Friday evening there was an impressive display of dancing by circus performers on stilts). Luscious smells float through the air from the food stalls – roasted almonds, filled pita breads, barbecue meats, kebabs, sticky sweets. There is a riot of movement and colour but all in typical Spanish family style, babies in arms and pushchairs, grandparents, teenagers, couples, all rubbing shoulders and enjoying themselves with good humour. The festival runs for two consecutive weekends so is on again this coming Friday (13th) and Saturday (14th). And it is

easy to get to, despite the crowds. A very well organised coach service ferries visitors from a large car parking area just off the Coin to Alozaina road (A-7102) right up to the village itself and back for the princely sum of 1 euro, running from 6pm until 5am. The programme is as follows:

Kym’s Kitchen ...you don’t have to be a chef!

We have friends over from the UK and the four of us tried this out at a Lebanese restaurant in Fuengirola on Saturday. Traditionally this fresh tasting salad is more herbs than bulgar wheat, and we had it with prawns and chicken – it really went so well with both.

Tabbouleh Salad Ingredients:

(Serves 4)

25g/1oz bulgar wheat 2 large, ripe vine tomatoes large bunch fresh flatleaf parsley, leaves only, washed, dried and finely chopped small bunch fresh mint leaves, washed, dried and finely chopped 1 small red onion, peeled, finely chopped

2-3 tbsp freshly squeezed lemon juice 2-3 tbsp extra virgin olive oil sea salt flakes 4 ready-made flatbreads, to serve

Directions 1. Place the bulgar wheat into a small bowl and cover with 50ml/2fl oz of boiling water. Stir, then set aside for 20 minutes, or until the bulgar wheat has absorbed all of the water. 2. Cut out the green stalks from the tomatoes and make a small cross at each of the bases. Place the tomatoes into a separate bowl and cover with boiling water. Set aside for 30 seconds, then drain away the water. 3. When the tomatoes are cool enough to handle, peel and discard the skins. Cut the tomatoes into quarters, discard the seeds and dice the flesh. Transfer the diced tomatoes to a serving bowl.

4. Add the parsley, mint and onion to the tomatoes and mix well until combined. 5. When the bulgar wheat has absorbed all of the water, fluff it using a fork until the grains are separated. Add the bulgar wheat to the tomato mixture. 6. Drizzle over the lemon juice and olive oil and season, to taste, with salt. Mix well to coat the ingredients in the liquid. To serve, divide the tabbouleh equally among four serving plates, with a grilled flatbread alongside each.

Judith Shepperton I read Wickham’s World every week and was interested in her recent comment about the way people here wear their motorcycle helmets. She said that she used to own a bike so is obviously aware of the dangers of not wearing the obligatory helmet correctly and was quite right in saying that the way the youngsters seem to be wearing them back-to-front can end up in their necks being broken if they come off. The problem is that youngsters don’t think that this will ever happen to them and, if they’re going out on a hot date or to meet their mates the most important thing on earth to them at that time is whether their hair etc looks great.

I had a friend of 23 years old in the UK. She thought that doing up the chinstrap would make the helmet tighter on her head and therefore make her hair-do go flat. She came off her bike at just 5 miles per hour whilst going round the corner, clipping the kerbstone lightly as she went. That was almost twenty years ago now and she cannot move from her chest down and has been in a wheelchair ever since that fateful day. I cannot stress enough how important it is to wear your motorcycle helmet the correct way round, with the chinstrap done up, and make sure it is of the correct size for you. True, they are a little tight and

uncomfortable to start with but you soon get used to that and, at least if you come off it won’t fall off your head nor will it kill you. The laws are there to protect you and, so what if your hair doesn’t look quite as great as if you had just stepped out of a Bentley? Your hair-do doesn’t matter half as much for one or so nights as being in a wheelchair for the rest of your life will – or even worse, let’s not beat about the bush, you could die and then your friends, parents and family will wish that you had turned up safe and with mussed hair for the rest of their lives. Keep it on, do it up, and have a great life!

How far can you see? I think some people will win a few bets with this little piece of trivia, so next time you’re in the pub ask your friends how far they can see.

W

e all know that the Earth is curved and there is a point where the sky meets the ground called the horizon – all basic stuff. But how far away is the horizon? 10 miles, 20 miles or even 30 miles away? Well its not quite so simple as it sounds. The distance to the horizon varies depending on how tall you are or how high you are standing when you see it, and provided that you have a completely clear view of it not obstructed by trees, mountains or buildings.

f you go to the beach and stand at the water’s edge and look directly out to sea then this is your true view of the horizon. Let’s presume that you are average height so your eye level will be 1.70 metres or 5 feet 7 inches above the water, the horizon is only 4.7km or 2.9 miles away, not very far at all!

N

ow if you were quite tall, say 2 metres or 6ft 7in, the horizon extends to 5km or 3.1 miles – quite a noticeable difference for such a short height change. But if you stood on a hill 100 metres or 330ft high then the horizon has moved to 36 km or 22 miles away. It is for this reason that the crow’s nest lookout on ships was always as high as it could possibly be.

ut what about looking up at the stars, how far can you see then? When we talk about distances to the stars we can’t measure them in miles or kilometres, there would be just to many millions of billions to make sense so we use light years. A light year is the distance that a beam of light travelling at 186,000 miles or 300,000km per second would travel in a year – 5.8 trillion miles.

he Moon is 248,000 miles away or about 1 ½ light seconds while the Sun is 93,000,000 miles away or 8.3 light minutes. We are seeing the Sun as it was almost 8 ½ minutes ago. The outer planets are even further away. Saturn is just over 1 light hour away and Neptune is over 4 light hours away but these pale into insignificance when you start looking at the stars.

O

ur nearest neighbour is actually a group of three stars in orbit around each other; the closest of the trio, Alpha Centauri, is 4.3 light years away. Imagine this; if the Sun was a grain of sand then Alpha Centauri

would be another grain of sand about 6 miles away. There are only 12 stars that are within 10 light years of Earth. But when you look at the myriad of stars in the night sky they are still ‘really close’ on the scale of things.

W

e live inside a galaxy called the Milky Way which contains nearly 400 billion stars and is around 120,000 light years across. Its size means that we can’t see most of the stars in it because they are just too far away. If the Milky Way was just 1 metre across then each individual star that you can see with the naked eye would be in a circle just 10 millimetres across. The Orion Nebula that can easily be seen without optical aid is 1,344 light years away but it is estimated to be 24 light years across in size.

I

t has been agreed that (probably) the most distant star that can be seen also happens to be one of the brightest stars in the sky. Deneb marks the tail in the constellation of Cygnus the swan and is almost overhead now. It is thought to be 2,600 light years away and is 200,000 times brighter than the Sun.

ut if you live in a very dark area, away from street lights and it is a clear moonless night then you should be able to spot the Andromeda galaxy – a galaxy that is even bigger than our own Milky Way and is 4.2 million light years away. The photons of light that are reaching your eye set out from the Andromeda Galaxy almost 4 ½ million years ago. I’ll be telling you about the Andromeda Galaxy and how to find it next week.

Vettel knocks`em for six at Monza Sebastian Vettel's rivals have all but conceded the Formula One title after the German driver recorded his sixth victory of the season with a resilient performance to win the Italian Grand Prix. Vettel was forced to overcome a difficult start from pole position and gearbox trouble to beat Ferrari's Fernando Alonso and Red Bull teammate Mark Webber.

Walker Cup 2013: USA beat GB & Ireland on Long Island The United States regained the Walker Cup with a 17-9 victory against Great Britain and Ireland on Long Island. Resuming 8-4 ahead after the opening day, they consolidated their position by sharing the morning foursomes 2-2. Wayne’s Weekly Poker Tips A number of people have asked me how do you play Stud. Well here are the basic rules to get you started. Before the start of the Texas Hold'em boom over 10 years ago, Stud had always been the most popular poker variation in the United States. The game is played with two to eight players. Probably the biggest difference between 7 Card Stud and Texas Hold'em is that 7 Card Stud is a non-flop game. Each player gets dealt a total of seven cards, of which three are dealt face down and four are dealt face up. From these seven cards the player has to choose his best five-card combination. The hand rankings are identical to those in Hold'em; a Royal Flush is the best possible

hand and the worst hand is the high card hand (no pair). Every player starts off with getting dealt three cards; two cards face-down and one card face-up. The two face-down cards are called the 'hole cards' and the face-up card is called the 'door card'. Based on these three cards you decide whether or not you want to continue with the hand. Like in any poker variation, hand selection is extremely important in 7 Card Stud.
