Spain stands firm as UK considers EU legal action

Despite Downing Street's announcement that the UK was drawing up plans to take “unprecedented” legal action against its European ally, the Spanish government said on Monday that it planned to keep the border controls in place. A Spanish foreign ministry spokesman said: “We insist that they are legal, proportionate and we are obliged to carry them out under the Schengen agreement.”

A spokesman for David Cameron said the prime minister was "very disappointed" by Spain's failure to remove the checks over the weekend. He added that legal action through the EU would be an "unprecedented step so we want to consider it

carefully before making a decision to pursue”. He added: "If we go down this route, we would press upon the EU the need to pursue this with a matter of urgency." It is not clear what the legal options were, the spokesman said, saying it would be up to the EU to explain any possible sanctions.

The Spanish government, which has said its checks are essential to stop smuggling, said it had an

"obligation" to police the border, and insisted its controls were legal and proportionate. A government spokesman also said Spain was considering taking the dispute to the UN Security Council, where it could seek the support of Argentina.

He said that although the Falkland Islands – over which Britain went to war with Argentina – and Gibraltar were different issues, there were similarities between the two disputes. The issues to be raised at the UN could include disputed waters, Britain's failure to comply with previous UN resolutions and the disputed stretch of land which links Gibraltar and Spain, he said.

If you are a regular reader of The News you will all have heard of “Dangerous Ellis” by now – so called because he gets into the most awful scrapes when he does things. Most of the time he’s fine but, when he does it, he does it in style! Now we have Jackson, our new puppy that I mentioned last week. He was all of 5 weeks old when we rushed him up the vets. I was determined that he would live, as was our vet, but it was very touch and go for a while. The poor thing was covered in ticks (and I mean covered) that had pretty much drained him of blood. Thus the name. Jackson Brown recorded a song called running on empty and that’s what this little pup was doing. He is now 8 weeks and, until Saturday, doing very well having at least doubled in size. However, he had been told and told not to chase my cats but like all pups, kittens and kids, did he listen? Did he thump! So he was chasing Mulberry on Saturday morning and got his leg stuck while he was still going forward. Straight up the vets again and he’s

broken one of the two long bones in his “arm”. No plaster or bandages as it should fix itself but what a day we had of it! Good news was that we heard from friends that we hadn’t seen for around 14 years that were staying down in San Pedro. It was as if we’d seen each other just a couple of months ago but I guess that’s what real friendship is all about. The only difference was that their son of 14, William who was just months old when I saw him is now a 6 feet 2 inch rugby and cricket playing almost-grown-up. How time flies!

The group includes HMS Bulwark, HMS Illustrious, HMS Montrose and HMS Westminster. Helicopter carrier HMS Illustrious departed from Portsmouth on Monday morning and will join the navy flagship HMS Bulwark, which has sailed from Devonport. HMS Westminster will be stopping over in Gibraltar, accompanied by the Royal Fleet Auxiliary ships Lyme Bay and Mounts Bay. Although it comes amid the diplomatic dispute between the UK and

Rail safety reviewed Anti-fraud plan dubbed “Stalinist” after deadly crash Two of the country's largest labour unions, the CCOO and the UGT, have condemned the proposed creation of an online whistle-blowing facility that will allow employees to report their bosses for abusing laws.

He argued it was "paradoxical" that the same groups that have criticised the precarious nature of labour conditions, because workers fear reporting employers, now oppose a plan that offer workers the possibility to make accusations safely. He said the programme resembles one run in the UK, where citizens can report benefit cheats through the Department of Work and Pensions website or via a hotline. A similar system is operated in the US

Coastline destruction report

Between 1987 and 2005, construction ate up 23 per cent of the country's coastline, at the rate of two hectares (equivalent to two football fields) a day across the first 500 metres along the beaches, according to Greenpeace's 2013 report. The ecologists who carried out the study said the destruction would be even worse if the last eight years were taken into account. The report is based on satellite images

processed by the National Geographic Institute (IGN) which analyses the increased construction comparing images from 1987, 2000 and 2005. Andalucia is the worst offender, followed by Valencia, the Balearic Islands and the Canary Islands. At the other end of the scale is Asturias, with only nine per cent of its coastline affected.

Greenpeace said the construction bubble has saved hundreds of hectares from being cemented over but said the main danger now is the number of coastline hectares that have been classified as apt for construction. It said that if construction continues at the same rate as that between 1987 and 2005, in 124 years time the entire coastline will have been built on.

Spain complains about spying activities

Of the 4,414 blazes that have broken out so far this year, half of them took place in the month of July.

Adding to these statistics, authorities said that 96 percent of the wildfires throughout Spain were man-made and of that percentage, 55 per cent were started on purpose. Wildfires are also up this year, according to the Agriculture, Food and

Environmental Ministry.

During the 10-yearperiod from 2002 to 2010, an estimated 7,950 blazes broke out across Spain; more than half that number have been reported so far during the first six months of this year.

"There is much more vegetation to burn," said Diana Colomina, WWF coordinator in Spain. "If we put this together with the forecasts from the State Meteorological Agency, which predicts a dry and hot summer, then the conditions are ripe for a lot of fires to break out.

The Foreign Ministry on Monday demanded “clarification and information” from the US Embassy concerning a report published in the German weekly Der Spiegel that Spain was a target of secret surveillance by the Nation Security Agency. According to a NSA document dated from April and seen by the German weekly, Washington put Spain, Germany, France, Japan and Italy in a middleranking category of countries where US intelligence agencies should concentrate

their efforts.

The document was reportedly one of those leaked by former NSA contractor Edward Snowden. Der Spiegel said that the heavily secured US military compound in Griesheim, near Frankfurt, is where the NSA conducts its surveillance.

“Germany ranks somewhere in the middle on this priority list, together with France and Japan, but above Italy and Spain,” Der Spiegel reported on its English-language

website. US intelligence is interested in German foreign policy as well as threats to the financial system, the magazine said but did not mention what US intelligence seeks in Spain. US chargé d’affaires Luis Moreno met with the ministry’s deputy director for North American policy, Luis Calvo. The US official told Calvo he understood the “given reasons and concerns expressed” by Spain and promised to try to find obtain more information to show the Spanish government.

Town to name street after Major Former Prime Minister John Major is to have a street named after him in Candeleda, Avila province, where he has holidayed for nearly 25 years. Major, his wife Norma and friends take a summer break every year at former Foreign Office minister Tristan Garel-Jones's holiday home near the town, two hours drive west of Madrid. Now the local council (PP) has decided to put the town on the international map by naming one of its main streets after him – Avenida John Major. Mr Major is expected to be

“Women should stay at home”

the 2012 Report on Young People in Spain published by the Health Ministry's Youth institute (inJUVe) shows that 25 per cent of young people aged up to 30 believe it is the woman who should stay at home to bring up the children. wildlife protection groups are to receive €18 million from a european programme called Life+ nature and Biodiversity. the programme has approved the sum – €11 million of which comes from eU funds – to 11 different groups fighting to save different endangered species on the iberian peninsula. Among the species to benefit are river snails, bearded vultures, Bonelli's eagles, brown bears and doves, as well as plants such as cedars and heather in the Canary islands. one project belongs to the Brown Bear Foundation, which will use the money to plant 70,000 trees to create a path linking the remaining bear habitats in Cantabria. World News Crackdown on protest camps delayed

The Egyptian authorities have postponed their plans to disperse two sit-ins in Cairo by supporters of the country's ousted president.

A security official told reporters the authorities had hoped the announcement to disperse them would encourage protesters to leave. But this has not happened and the number of people at the sites is increasing.

A judge has extended ousted President Mohammed Morsi's detention by 15 days. Mr Morsi, who was

overthrown by the military on July 3rd and has been held largely incommunicado since, was placed in detention on July 26th over his links with the Palestinian Islamist militant group Hamas, which rules neighbouring Gaza. In Cairo, there had been no sign of the expected police activity at the camps outside the

Rabaa al-Adawiya mosque in the east and at Nahda Square to the west. The Muslim Brotherhood, to which ousted Mr Morsi belongs, has warned of bloodshed if they are forcibly dispersed.

Humanitarian aid supplies worth £480,000 – funded by UK taxpayers – were seized by al-Qaeda-linked militants in Somalia, the Department for International Development's (DfID) accounts have revealed. The supplies were in warehouses captured in a raid by al-Shabab in november 2011. DfID would not specify what those supplies included but said all material was destroyed in the raid or later. A DfID spokesman said working in "fragile states carries inherent risk". He said DfID did all it could "to mitigate against this but, on occasion, losses will occur".

Volcano eruption kills six

Six people were killed when Mount Rokatenda, on the tiny island of Palue some 1,250 miles east of Jakarta, spewed ash and rocks 1.5 miles into the air for four hours on Saturday. Disaster officials said hot ash covered a nearby beach, leaving four adults and two children dead.

The volcano had been rumbling since late last year, forcing the evacuation of hundreds of people. A two-mile exclusion zone was set up last October but an official said many villagers had become accustomed to the volcanic activity and ignored the mandatory evacuation order. One of three founding members of the Guadalajara Cartel, Caro Quintero had been arrested in Costa Rica amid a massive manhunt for cartel leaders. The group was thought to be responsible for transporting the majority of the cocaine consumed in the US in the 1980s. Caro Quintero could have faced other charges or possible extradition to the US, but walked free early on Friday before media were notified.

Dutch Prince Johan Friso has died after a year and a half in a coma following an accident at an Austrian ski resort. Prince Friso, who was 44, was moved from hospital in London back to the Netherlands last month, but had since suffered complications. He was hit by an avalanche in February 2012 and buried for 15 minutes. An emergency beeper he was wearing enabled rescuers to find him but medical officials in Innsbruck said it took some time to revive him and he suffered "massive" brain damage. They said he had suffered a heart attack lasting some 50

minutes. He was later flown to London for treatment at the private Wellington Hospital, which has a specialist neurological unit. He was eventually discharged in July 2013 but remained in a "state of minimal consciousness".

Gay athletes 'won't face discrimination' Russian officials have reportedly said gay athletes competing in next year's winter Olympics will not face discrimination despite a controversial new law on gay propaganda. Such concerns were "completely unfounded", the interior ministry said, quoted by Interfax news agency. International Olympic Committee (IOC) chief Jacques Rogge recently asked Russia to clarify how the law might affect the Sochi games. The law prescribes fines for providing information on homosexuality to minors. Critics say its loose interpretation effectively hinders any kind of public gay rights event in Russia.

Over-the-counter HIV tests

People in Britain may soon be able to see if they are HIV positive with a simple saliva test. At present it is illegal to test at home and read the result yourself. Health experts hope that more readily available tests will help reduce infection rates as a quarter of people are not aware that they have been infected. “Currently, most HIV transmission in the UK is driven by the 25,000 people who have HIV but have not yet been diagnosed,” says the AIDS charity the Terrence Higgins Trust.

United manager David Moyes said Rooney has had a shoulder injury but had now trained with the first team and could be ready to play.

There has been speculation that Rooney could be on the move, but Moyes has said he wants to keep the player.

Meanwhile Liverpool striker Luis Suarez is again the subject of controversy and has been made to train on his own. Suarez, 26 is suspended for the first six matches for biting Chelsea’s Branislav Ivanovic last season. There has been speculation that he could be on the move to Arsenal, but Liverpool’s owners have ruled that out.

Two arrested in Peru CCTV new rules for UK A video was released on Monday of a British and an Irish woman speaking to police after they were arrested on suspicion of cocaine smuggling in Peru. The two women were answering questions shortly after they were held at an airport near the capital, Lima, last week. Melissa Reid, 19, and Michaella McCollum Connolly, 20, protested their innocence after police found 11kg (24.2lbs) of cocaine worth £1.5m in food bags in their luggage. Police accused the two of acting as "drug mules" to carry the contraband back to Europe. Reid, from Kirkintilloch in East Dunbartonshire,

told officers: "I was forced to take these bags in my luggage." Archbishop of Lima Sean Walsh, who visited them, said "They believe they were set up and they will use that as a defence." The pair both confirmed they had travelled to the South American country from Spain, and then on a Peruvian domestic flight to Cuzco. They reportedly stayed four days in Cuzco, 350-miles south east of Lima, before returning to the capital. They were detained the following day at Lima's Jorge Chavez International Airport after a sniffer dog detected drugs at the Air Europa check-in counter.

Reid was allegedly carrying 18 foil packets containing 5.78kg of cocaine while McCollum Connolly was accused of carrying 5.81kg of the drug in 16 bags in her luggage. The pair, who said they were tourists, were planning to travel to Madrid and then to Majorca. They had apparently spent several weeks before the Peru trip living in Ibiza, where Belfast-born McCollum Connolly, had reportedly been looking for work as a nightclub dancer and hostess. The two are to go before a judge tomorrow and then they will be transferred to a prison.

Charged Erika found safe and well Erika Kacicova, the 13year-old teenager who had been missing from her home in the Darnall area of Sheffield since around 4pm on Monday August 4th has been found safe and well in Bradford city centre. It had been reported that this is was not the first time that Erika had gone missing but she “had never stayed away for so long before” and the incident had been described by police as “out of character” for the teen.

Police and her family had appealed for her to contact them and believed that she might have been staying with people she knew in the Bradford, area where there had been several reported sightings. House-to-house enquiries had been taking place in both areas.

Officers said the teenager was discovered alone and that a total of five people – four men and one woman – were being held in connection with her disappearance.

Erika is now in the care of police in Bradford and her family have been informed of developments.

Detective Inspector Helen Tate, of South Yorkshire Police, said she did not know if Erika had been held against her will.

"It's fantastic news that we now have Erika, safe

and well and a successful conclusion to the search for Erika," she said. "Our primary aim now is to concentrate on Erika's well-being and begin to piece together her movements since she left home last Monday. We are working with local authority and partner agencies for the appropriate support for Erika and to assist with the investigation. I have personally been overwhelmed by the way the public and the media have responded to our appeals and I am extremely grateful for their help and support throughout this investigation."

She told a news conference that they would now continue working in an effort to establish what had happened to the teenager during the week she had been missing. A statement issued by police Erika was found after they had spoken to various people who they believe had been in contact with her over the last couple of days.

Teenager killed in knife attack A 16-year-old boy, named as Ajmol Alom, has died and another is in hospital with facial injuries after a knife attack in east London. The two teenagers were attacked in Spey Street, Poplar, east London at around 9.50pm on Monday. Ajmol was pronounced dead at hospital while the other 16-year-old is still being treated for his injuries, which are not lifethreatening. A 19-year-old man was arrested on suspicion of murder on Tuesday morning and is being questioned. Ajmol's headteacher at Langdon Park School, Chris Dunne, described him as a "splendid young man". Amjol was, he said, "Hardworking, industrious, but also a very caring and thoughtful young man. Ajmol was planning to take A-levels before going on to a "very good university" where he had spoken of studying medicine. He said the teenager had

recently taken part in a conflict resolution project with other young people from Northern Ireland, in which he was "hugely active". Former mayor of Tower Hamlets Doros Ullah said he visited the murder scene after hearing what had happened. Mr Ullah said he had been told the teenager was the victim of mistaken identity. "He was outside with some man who, we understand, had been in some trouble in the past, and three boys that came around were looking for him, so he was in the wrong place at the wrong time and became the victim," he said. Detective Chief Inspector Colette Smyth said: "We believe there were a number of people in the area at the time and we would appeal for any witnesses or anyone with information to please come forward.

Layoff fund is now the biggest corruption case The massive investigation into alleged fraud committed by officials in the Junta de Andalucia's labour department became the largest public corruption case in Spain on record last week when the number of people being provisionally charged or named as official targets in the investigation rose to 116. The so-called "ERE case" is now bigger than the Malaya property and kickbacks case that rocked Marbella with the arrest of around 100 politicians, local businessmen and other personalities when it broke in 2006. First stolen baby case reaches Strasbourg

A Malaga family have appealed to the Human Rights Court in Strasbourg to investigate a so-called "stolen baby" case – the first to reach the court – six months after it was thrown out by the Constitutional Court in Madrid.

To solve the problem of parking in the town, the council is negotiating agreements with the owners of vacant plots by which local people will be able to use them for parking in exchange for the council's commitment to clean up and maintain the plots. The only drawback is that the concession is temporary – the owners can claim back the plots if construction on them becomes viable again.

It is believed that the number of defendants in the case will rise as the Guardia Civil continues its investigation. The demand for the professional services of masseurs and physiotherapists which the town council has been promoting on the beach has increased 35 per cent so far this summer over the same period last year. Illegal migrants flood across the Strait The arrival of 22 migrants on three pateras – flimsily built boats – off the Cadiz coast on Tuesday raised the number of illegal migrants rescued off the coast to more than 200 in just four days.

Gibraltar: What is the fuss all about?

Gibraltar was under Moorish rule from AD711 to 1462, when Spain took back the Rock until 1704 when it was captured by allied Anglo-Dutch forces during the War of the Spanish Succession

Gibraltar's sovereign status between 1713 and 1880 was that of a territory taken by right of conquest, but legitimised in the form of a cession to the English Crown (Article X, Treaty of Utrecht, 1713, Appendix I).

The Gibraltar territory was designated a Crown Colony in 1830 and was listed as such by the UN in 1946. In 1964, the Gibraltar Constitution was introduced and promulgated in 1969, stipulating that sovereign status would not be changed without the consent of Gibraltar's people.

According to Spain, Gibraltar was taken in the context of a Spanish dynastic dispute and contests UK sovereignty over the entire peninsula. It also insists the cession in the Treaty of Utrecht 1713 did not include the isthmus with the airport on it and territorial waters. Spain cites the UN principle of territorial integrity, through UN Resolution 1514 (XV) – which says "any attempt at the partial or total disruption of the national unity and the territorial integrity of a country is incompatible with the purposes and principles of the Charter of the United Nations". It also argues two resolutions passed in the 1960s under the UN Principles of Decolonisation – (2231 (XXI), Question of Gibraltar and 2353 (XXII), Question of Gibraltar), mean territorial integrity takes precedence over Gibraltar's right to selfdetermination.

The UK notes that Gibraltar was ceded by Spain in the Treaty of Utrecht 1713, giving "the full and entire propriety of the town and castle of Gibraltar, together with the port, fortifications, and forts there unto belonging ... forever, without any exception or impediment whatsoever".

It cites longevity of occupation, and argues the

UN principle of territorial integrity, as per UN Resolution 1514 (XV) does not override the principle of self-determination. The same resolution says: "All peoples have the right to self-determination; by virtue of that right they freely determine their political status."

"Gibraltar is much bigger than it was in 1713 – some of the runway and housing on the west side is built on reclaimed land, and the Treaty says nothing about reclaimed land, or territorial waters," says Dr Chris Grocott, lecturer in economic history at Leicester University.

Self-determination

Spain also argues two resolutions passed in the 1960s under the UN Principles of Decolonisation do not recognise Gibraltar's right to self-determination. It says Resolution 2231 focuses on the "interests" and not the "wishes" of the people of Gibraltar. Dr Gerry O'Reilly, a senior lecturer in geography and international affairs at Dublin City University, says up to the 1990s, Spain viewed the population of Gibraltar as "a community artificially created from heterogeneous origins since 1713 by colonial processes" rather than indigenous, and therefore thought it did not fulfil criteria for any form of nationhood that could be interpreted as giving a right to UN "national'" self-determination principles. However, since 2002 Spain has offered the people of Gibraltar the constitutional status of an autonomous region/community within the Spanish state, he says.

There was a referendum in Gibraltar in 1967, which called on both Spain and the UK to take into account the "interests" of the people of Gibraltar. In it 12,138 of the 12,237 voters chose "voluntarily to retain their links with the UK". The referendum was

condemned by the UN General Assembly, and not recognised by any international body or state. The UK promulgated the Gibraltar Constitution Order in 1969, in which it was stated that: "Her Majesty's government will never enter into negotiations under which the people of Gibraltar would pass under the sovereignty of another state against their democratically expressed wishes."

In the 2002 sovereignty referendum, voters overwhelmingly rejected a plan to share sovereignty over Gibraltar between the UK and Spain. Gibraltar believes the right of self determination was given to it by the UK in 1960, and that the UN Charter enshrines the right to selfdetermination of all colonial peoples.

The case of Ceuta and Melilla

Spain says the situation with Ceuta and Melilla is completely different from that of Gibraltar. Both territories are part of Spain itself, not a colony like Gibraltar. Both have been in Spanish hands since the 16th century, centuries before the modern state of Morocco was born. Spain claims them on historical grounds, for national security reasons and UN territorial integrity of the state principles. It stresses the majority of residents are Spanish. Spain retains five territories in north Africa – Ceuta, Melilla, Penon de Velez de la Gomera, Alhucemas and the Chafarinas Islands. Ceuta and Melilla are the most famous. Both are claimed by Morocco, which has compared the situation to Spain's claim to Gibraltar. Both territories are on the Moroccan coast. The population of both Ceuta and Melilla wish to remain Spanish.

Other underlying reasons for the crisis

Some have suggested Spain is looking to divert attention from its own economic woes, or to use the possible new restrictions to give itself a bargaining chip. Spain has denied this.

It has accused Gibraltar of being a corporate tax haven, allowing companies and wealthy individuals to avoid paying millions. Spain also believes the border is being abused and draining Spanish resources. Smuggling – cigarette smuggling in particular – is one bugbear, as is the alleged circumventing of Spanish residency taxes. Fishing rights are another point of contention, with both sides complaining about incursions.

Although Gibraltar is small, it is strategically important, standing at the mouth of the Mediterranean. Its location on the Strait gives it access to one of the three most vital arteries in the world in terms of commercial shipping, oil transportation and military-related transport. The UK's military base has historically been of huge significance –

controlling virtually all naval traffic in and out of the Mediterranean Sea and Atlantic in WWII. The naval dockyard once dominated the economy, but Gibraltar is now less militarily significant. Tourism is one of the four sectors that dominate the economy today – with most visitors coming from the UK. Then there's the tax system which has attracted financial and services firms.

Hypocrisy & an annoying neighbour

lived in Cadiz from November 1966 to July 1968, teaching English at the Academia Britanica. In those days, Cadiz was an old but lovely city riding out to sea at the end of an isthmus which few foreigners visited, because the region itself was not on the regular tourist route. Just down the coast, Tarifa was a sleepy little fishing village that didn't know what a surfboard looked like.

ere we go again with another punchy round over the Treaty of Utrecht, but this time the international quarrel has passed the mark. The prime ministers of Spain and Britain have been barking at each other through the international press over the long unsettled Gibraltar issue with both leaders taking it to new heights – one waiting for the other to blink an eye – in their demands to bring this latest feud before the European Commission, or even the United Nations for that matter. And to add a little Latin spice to this tiff among otherwise friendly European conservative party allies, Prime Minister Mariano Rajoy is reportedly thinking about bringing out the guns by drafting Argentina’s explosive and impulsive president, Cristina Fernández de Kirchner, into action. Oh boy! Someone bring out the popcorn and pints; this is going to be a good one.

he US naval base Rota was just down the road but the Americans tended to keep to themselves so the director of the academy, his three English teachers and one French teacher were the only foreigners seen daily on the streets of Cadiz. We teachers were all of an age – early to mid 20s – and enjoyed rioting around town with our students. Although the local people were very conservative –- Franco was still around – we were excused a lot because we were foreign, and foreigners are different, aren't they?

eing very anti-Franco, I refused to renew my estancia (permission to stay) with the Guardia Civil and hit on the brilliant idea of popping down to Gibraltar every now and then. It involved crossing a border back into Spain, which automatically gave me three months estancia. In fact, the first time I made the trip my estancia was several months overdue but in those days the Spanish authorities didn’t consider it important enough to make a fuss. You didn't into trouble then unless you joined the Communist Party, robbed a bank or killed someone!

rugs were not a problem because the sentence of carrying even the smallest amount of hashish was six years in jail. The Guardia Civil used to stand on the quay at Algeciras waiting for the ferry from Algeciras to nab any stupid foreigner who thought they could smuggle the drug through Spain. The honorary British Consul in Cadiz spent most of his time trying to get a bunch of British kids sent back to the UK to serve out their sentence.

ut back to Gib. I was totally unimpressed by the place on my first visit. It looked just like any poor town anywhere in Andalucia, except that everything was in English and I could buy the UK papers, something I couldn't do in Cadiz.

I

think I only made three visits in all the while I was in Cadiz and only one stands out in my mind. On arrival, a British bobby with an Arab face asked me how much money I had with me. I haughtily waved my passport at him. "What's this? I asked. "A British passport", he replied. "And what's that?" I demand to know, pointing at the ground. He didn't know what the answer to that one was, so I informed him it was British territory and he had no right to ask me how much money I had – you only did that to foreigners. He ended up calling a taxi for me and advising me on the best place to stay.

he next day, I headed out of passport control strait into what I can only call a phalanx of Guardia Civil – six burly men dressed in their huge overcoats, linking arms and barring my path. They looked like an olive green wall with six heads stuck on top at intervals. I waved several Sunday newspapers at them – for me, I said – and a six-pack of Guinness – for a friend in Cadiz, I said. I smiled sweetly and they let me through. (I was only 24, still young enough to turn a Spanish head or two.) The wall broke in two and six (rather good-looking) Guardia wished me buenos dias.

he other thing I remember about Gib is that on one trip back I discovered I was speaking Gaditano, the Spanish spoken by the people of Cadiz, known as Gaditanos. I had to change buses in Algeciras and wandered round the station until I saw a man loading luggage onto the roof of a bus. "Pa cai, señor", I called out. "Thi theñorita," he replied, mixing up his ths and esses like a good Andaluz. It was only as I walked away that I realised I was cutting words in half, like a good Gaditana. I should have said "para Cadiz" but I'd been living in Mi cai (My Cadiz) too long.

hat was the last time I went to Gibraltar until I returned from Venezuela in 2002. I was most impressed with the difference between then and now. The place looked clean and civilised. I haven't been back because I can get the few British food products I missed all those years in Venezuela here in Coin at Buyrite or in Iceland down on the coast.

ritain has promised to use “unprecedented” legal action against Spain because of the long queues Civil Guard officers are causing at the border of the British colony as they conduct thorough onsite inspections of all the vehicles leaving and entering the Rock. The Spanish Foreign Ministry claims that these vehicle searches are necessary to crackdown on money-laundering and tobacco-smuggling activities – two illegal enterprises that have gone on for decades. Yet the Popular Party (PP) administration has decided at this stage to severely strike back at these transgressions. And the Spanish government is toying with the idea of charging €50 per car for non-workers travelling to and from the Rock.

ther than portraying them as two vociferous schoolmates at a playground who have been dragged into a controversy that neither wanted, Rajoy and Cameron are not to blame for this latest diplomatic row. They should – and I believe it will happen – agree to return to the tripartite commission that worked effectively during the previous Zapatero government when differences over border and maritime policies and other issues were ironed out in a gentlemanly fashion with the two sides discussing the issues and Gibraltarian officials allowing Britain to do the talking. But this entire current mess centres on the colony’s 41-year-old firebrand chief minister, Fabian Picardo, who appears to want to make a name for himself in the international arena and appears not to want any dialogue.

icardo, a radical within the Gibraltar Socialist Labour Party who was elected in 2011, called out the British navy last fall to threaten Andalusian fisherman to get off his property. Then, with his best Peter Sellers impression from the 1959 comedy classic “The Mouse that Roared,” he threw a nasty punch at this nation in June when he label Spain “a bully” before the United Nations Decolonization Committee. Gibraltar is on the committee’s list, which means the United Nations doesn’t formally recognise it as a sovereign state, but Picardo is trying – albeit so far unsuccessfully – to remove the Rock from that disgraceful catalogue of secondary jurisdictions. This month Picardo went further and said Spain was acting like North Korea because of its border control policies.

nsults aside, there has also been much hypocrisy in this latest dispute. First we had Picardo complaining last year that the trawling methods used by Andalusian fishermen were detrimental to the waters that surround the colony. But months later, he agreed to the dumping of tonnes of massive concrete blocks in the Mediterranean as a measure – an unsafe one on top of that – to prevent Spanish fishing boats from getting near Gibraltarian waters, which are not recognised by Spain. There is no telling what the eventual environmental effects of Picardo’s “para-expansion” project of Gibraltarian territory will have on sea life in the years to come. Then we have Mr Cameron, who months before raised a lot of public questions about Britain’s continued relationship in the EU, but now is seeking help from bureaucratic Brussels to punish Spain for its border actions. And Rajoy is not above the rest. Early last year he was fuming over President Cristina Fernández de Kirchner’s rash decision to expropriate Repsol’s YPF affiliate; the two reportedly haven’t held a private conversation since. To go after Britain, Rajoy now is looking to forge an alliance with Argentina, which currently holds the rotating chairmanship of the UN Security Council and has demanded that Cameron initiate talks over the Falklands.

LARF is a UK-based charity in the Cornwall area who are raising funds to assist the Royal Cornwall Hospitals Trust

in the introduction of providing medical facilities, equipment and support specifically designed for these young people, and will run alongside Royal Cornwall Hospitals Trust clinical site strategy development plan.

The long-term aim is annually to raise funds to enable RCHT to have specialist trained medical staff to support these individuals whilst undergoing cancer/ leukaemia treatment, either within a hospital environment or as outreach community support.

Simon studied at Merristwood Agricultural College in Guildford and having been his own boss since he was 16 years old, he decided to continue with the business he had built up in England and just transfer the trade to here in Spain. Nine years later and he’s still here, enjoying the work and, of course, the lifestyle. Too many days were lost to rain in the UK, and he says it is a real pleasure to enjoy the long sunny days and accomplish so much. Having built up a good client base, and a good reputation for his work ethic, reliability and honesty, he has an excellent rapport with his customers and is often called back for more work once his customers have used him once. Simon says: “The work here is varied, and can be anything from small

requests, like fitting shelves or replacing a tap washer, to more complex jobs such as fitting kitchens, constructing terraces and also building extensions. I am a minidigger driver, and owning a mini digger here has also opened up more work opportunities. After answering an advert in 'The News' newspaper I volunteered my services at a Donkey Sanctuary in Estepona. With the mini digger I was able to level an area of ground for a much needed excercise ring for the animals, and I have since returned there to do various other jobs. I am pretty handy around the home and garden too,

doing all those jobs that people need doing but never get around to doing!”

The News would be happy to recommend Simon as we were told by the Donkey Sanctuary that he turned up on time and when he said he would – always a bonus here! – and that he was pleasant and helpful throughout. As he says, they had him back to do more work so, for a hard pressed charity, his prices must be pretty good too!

New photographic exhibition opens to the general public in Grazalema During the last three years over 30 exhibitions from local artists, photographers and sculptors have been held in the ‘Salas Culturas’ located on the upper level in the Centro de Información Turística de Grazalema.

These exhibitions have attracted thousands of people to Grazalema, as well as enhancing the enjoyment of visitors passing through the office seeking information about the area.

All of the exhibitions have been a pleasure to organise and display but without doubt the one exhibition whose result was exceptional has to be that of nature photographer Sue Eatock with her impressive collection of photographs and information sheets studying the fauna and flora of the Sierra de Grazalema. Her exhibition alone attracted over 300 people on the inauguration day and over 1000 people visited it during the six weeks it was exhibited.

It is a great pleasure that once again there is an opportunity to display more of Sue’s work. The new exhibition entitled ‘Seasons of the Sierra’ has already been inaugurated and is now open to the public. This exhibition will run for six months and as the seasons change it too will be fluid in its nature, with new images being displayed every few weeks. This photographic project is unique, innovative and of a very

high quality – it truly is an interpretation of the fauna and flora of this beautiful Natural Park.

A year on and still with no right to rebuild

Homeowners in Mijas whose homes were damaged by the wild fires of August last year are still not allowed to carry out repairs or rebuild their homes. The planning authorities in Andalucia say they have exhausted their “vida útil” or “useful life”. Lorna Hurn, secretary of the Coin branch of the Royal British Legion (pictured above with her husband Simon), celebrated her 60th birthday along with 44 companion branch members and friends on Sunday August 11th. A Cava reception was followed by endless plates of fantastic food prepared

by the team at the venta in Coin. Lorna received so many presents and cards, Simon could barely fit them in the car to drive home. Everyone who attended had a wonderful time and Lorna expressed a big thank you to Marisa and Dani of La Consulta who converted her special day into an outstanding one.

The background to this is complicated. The problem is one of the legality of the homes.

de ordenación” in accordance with Decreto 2/2012. This process will cost the property owners something in the region of 6-10,000€.

Once a house is designated as “asimiladas a las de fuera de ordenación” no works of consolidation, enlargement, modernisation or increase in value may be carried out on them. The only work that can be carried out is small repairs to maintain the hygiene and safety of the property. The idea behind these rules is that in time the properties will cease to exist i.e. they will have exhausted their “vida útil”. This is why the Mijas “fire victims” cannot get permission to carry out repairs and why to this day they remain homeless. This may seem like a localised injustice but the problem of illegal homes is very widespread. In the Mijas municipality there are 4,500 of these illegal homes and in Coin 6,000. It is estimated that throughout Spain there are over one million illegal homes. In other words – over one million homes in Spain potentially have no protection from fire, flood, storm, landslide or earthquake. As the law stands, if they are damaged or destroyed they will be considered to have reached the end of their useful life!

As the Victimas del Incendio spokesperson, I wrote to all members of the legislature in Madrid to draw their attention to this situation. They are currently debating a new state law – Ley de Rehabilitación, Regeneración y Renovación Urbanas (which also makes changes to the Ley del Suelo). I have asked that the new law should include provision that under no circumstances can damage caused by a force majeure, accidental damage, third party criminal acts or negligence

of another be treated as the termination of the useful life (vida útil) of the building.

It is hoped that they accept this amendment– it could open the door to repair/rebuild the fire damaged homes but also it

This is Layla. She is a Yorkshire Terrier cross of about four months old who was rescued from the perrera. She has been to see the vet and seems to be in good health . She appears to be a very sweet, friendly young girl. Once she has been with us for a while at FAMA, we will find out more about her personality – so far she has shown no aggression towards any of our other dogs.

Rafa Branches merge That’s to take in Gibraltar huge!

Maxime Marim, 40 years old and a British citizen lives in Spain with her Columbian partner.

On Wednesday at 4:43 in the morning at the Hospital Marina Salud in Denia, northern Spain, she gave birth to a 13 pound (6.2 kilos) baby girl. She was Marim’s fourth child – all of which have weighed in at over 4.5 kilos – and she said that she knew the baby was big “but not that big!”. For the past 11 years, the Benalmádena Branch of RAFA has served an area from Estepona in the West, to East Malaga, and about 80kM inland. This is about to change.

With the reduction in RAF numbers on Gibraltar, it is no longer viable for the RAFA Branch there to continue. It has been decided to merge them with the Benalmadena Branch and reform the Costa del Sol Branch 1342 and remain the most senior RAFA Branch in Spain. This change, effective immediately, more accurately describes the area of responsibility now undertaken by the Branch. We now cover South West Spain from Malaga in the east, and right up to the Gibraltar border and over it for welfare cases as required. The members there have been absorbed into the new branch which will be administered in Spain. The Welfare Team are involved in many cases where ex-RAF or their spouses and dependents require help ranging from medical or care help, repatriation, or simply the use of our disability aids. We arrange home help and care, and provide the essential link to the RAF Benevolent Fund and Social Services, in UK and in Spain. Recently we have been receiving two to four new cases every month all of which have to be assessed and processed. Since 2006, this branch

alone has disbursed over 290,000€ in welfare aid to needy cases, averaging 40,000€ per year and peaking to 60,000€ a year.

The Branch is registered in Spain to ensure the correct and legal distribution of monies received from the UK, and that collected here under the banner of "Wings" collections.

The Royal Air Forces Association, RAFA, was founded in the 1920´s to provide help, welfare, support, friendship and care for the whole RAF family – that is, anyone who has served or is serving in the RAF or Commonwealth Air Forces Worldwide. This includes those who served in the many conflicts, from WWII through to the more recent ones such as the Gulf Wars, Iraq and Afghanistan, those who just served without being involved in these conflicts, and current serving personnel and their families, spouses, and dependents. RAFA is also a membership organisation, open to ex-RAF (Full Members) and the general public (Associate Members).

The baby girl, named Maria Lorena Marin, was a totally natural birth with not even an epidural to deaden the pain. Most babies of this size would be born by Caesarean section and Maria Lorena has broken all records for the largest baby born naturally in Spain.

"In my 40-year professional career I have never known of any case of a birth with this weight by natural childbirth. We are all very satisfied with the work which we carried out," the head of the hospital's department of obstetrics and gynaecology, Javier Rius, said in a statement. Mum and baby are both doing well.

A night of songs from the musicals This is NOT a tribute act. The film starts with Starfleet offices in London being bombed, but this is more as a distraction to get all of Starfleet’s “top men” – who are the main targets – into one room. However, ole smarty pants Captain Kirk is there and almost saves the day. Sadly he didn’t save Captain Pike, so asks Admiral Marcus’s permission to go after the perpetrator, Khan.

nce Kirky tracks Khan down and captures him, he slowly starts to see that Admiral Marcus is a bit of a douche bag, and perhaps he was wrong about Khan. While Marcus plans to blow Kirk’s ship up, if he doesn’t hand over Khan (and the torpedoes, won’t say anymore “spoilers”), Khan and Kirk sneak on board Marcus’s ship, where Khan shows his true colours and Marcus does an excellent Colonel Jessup impersonation.

onsidering Kirk went after Khan for blowing up a couple of people in London and then killing a

few Starfleet officers, Kirk probably ended up responsible for thousands of deaths after taking down Khan’s ship, which annihilated a lot of buildings. So, Khan kills about 50 people (bad, bad, evil Khan), meanwhile, Kirk wipes out 10% of San Francisco’s population, but that’s ok, as he did it for “Truth, Justice and the American Way”. Perhaps I have a slanted view on life, because I don’t think Khan was bad at all – he was trying to save his people, he just went about it the wrong way.

ll in all, I think this is quite a good film, but, it could have been a little shorter. There are three things I did not particularly care for: One, the argument between Spock and Uhura when they are being followed by Klingons could have been seriously edited. Two: Carol taking her clothes off in front of Kirk – this scene is totally pointless and time consuming, and three, Kirk’s death scene – way too long, the best bit is when he dies and Spock screams “KHAAAAAAN!”. I would have liked to have seen Khan kick Kirk around a bit more too, but we can’t have it all!

ccording to Abrams, in the future we will all drive Toyota Priuses and hair gel still doesn’t hold very well. As for Benedict Cumberbatch who totally steals the film, he shows us a completely different side but still reminds us that he is smarter and better than we are – basically he’s just being a bad Sherlock. Whatever you do, let him sleep and don’t cut his tree down (“Parades End” ) !!

Salmon and bagel salad Ingredients:

• 2 onion bagels • 110g bag rocket • 2tbsp capers • 225g (8oz) hot-smoked salmon, skinned and flaked • 75g (3oz) radishes, trimmed and sliced • 2tbsp dill, freshly chopped For the dressing 50g (2oz) cream cheese Finely grated zest and juice of ½ lemon

Directions 1. To make the dressing, in a small bowl whisk together the cream cheese, lemon zest and juice, some seasoning and enough water to thin the dressing to a spoonable consistency, about 2tbsp.

Some people think tattoos are solely for criminals and the “lower classes”. Some think they’re OK for men to have them – especially sailors – but not women. There are those who have virtually their whole body covered in them and others who will have a discreet butterfy or rose on a hip or in places that only their partner will see, but all will agree that they would want them done in a sterile and hygienic way.

Some tattoos can be quite beautiful but it takes a very clever artist to achieve the right end result and all too often you just end up looking like you’ve got a load of ‘prison tats’ everywhere. Earlier this year tattoo artist Kevin

Paul, who had worked on celebrities such as Harry Styles and Ed Sheeran, launched a campaign to make tattooing safer for everybody. He was horrified by the fact that totally untrained people were buying the equipment on sites such as eBay, renting a lock-up, and launching themselves as tattoo artists.The only regulations at present are that there must be running water, an autoclave (sterlising tank) – and who knows if they’d use it anyway – and wipeable surfaces.

John Carrington Sir: Re: Edition 237: There is no scientific evidence that using a ‘blood thinner’ results in a person feeling colder, or that living in any particular climate thickens or thins the blood. I have been on Sintrom (often incorrectly referred to as a blood thinner) for years. They do not thin the blood, but increase the time taken for blood to clot. People moving from one climate to another take time to adjust to the change. Thus, one might be aware of the higher or lower temperatures. Of course, as we age we also acclimatise more slowly so

may wrongly believe ‘our thick or thin’ blood is to blame. On the point of Right to the Winter Fuel Allowance.

The DWP, following a Court of Justice of the European Union ruling, on another matter, reconsidered their policy on WFA payments and decided they had been wrong in denying the payment to those who had not claimed it before moving to Spain and some other countries. (Those who were in receipt of the payment before moving had continued receiving it.)

Penny James In reply to the recent letter from Mr Petie it would sound like this gentleman certainly isn’t hard up for a bob or two and can well afford to “pooh pooh” those of us who, through no fault of our own – but, in many cases because of the exchange rates and the rising costs of living in Spain, desperately need the Winter Fuel Allowance (that which seems to have been shortened by everyone to the WFA that just goes to show how many people are talking about it!).

Once in a Blue Moon

Most people have heard or even used the term ‘Once in a Blue Moon’ so what is a Blue Moon?

efore calendars were invented people counted the time between each full Moon as being one month. In the old western movies the Indians were always referring to ‘many Moons ago’. But counting full Moons is not a very accurate method as there are about 12 1/3 full moons in each year and before you know it your dates and seasons are way out of sync.

ecause of this extra 1/3 then every three years or so there will be 13 full Moons in the year. In ancient times people gave names to each full Moon – these names varied across different cultures but virtually every society had a name for each full Moon. Most of us have heard of the ‘harvest Moon’ that usually falls around September or October. But with the extra full Moon every three years an extra name had to be invented.

he suggestion has been made that the term ‘blue Moon’ arose from a corruption of other words with the "blue" replacing the no-longerunderstood “belewe” meaning "to betray". The original meaning would then have been "betrayer Moon", referring to a full Moon which betrays the standard of 12 Moons to the year.

n later years a blue Moon was described as being the third of four full Moons that fall in a season. The four seasons beginning at the winter solstice (December 21st) to the spring equinox (March 21st) then to the summer solstice (June 21st) the autumn equinox (September 21st) and finally back to the winter solstice.

ince this year’s summer solstice there has been a full Moon on Sunday 23rd June and Monday 22nd July. The next full Moon that will occur at 02.15 in the morning of Wednesday 21st August will be the third full Moon of this year’s summer season and so qualifies as a blue Moon. The following full Moon will occur on Thursday 19th September two days before the autumn equinox. A blue Moon under this definition will occur about once every three years.

ut in 1946, the highly respected astronomy magazine ‘Sky and Telescope’ printed an article and by pure misinterpretation they confused the definition of a blue Moon. They said that a blue Moon was the second full Moon that fell in a particular month. As the period between full Moons is roughly 29 days then it is possible for a month to have

two full Moons.

his definition of a blue Moon caught on and became more popular than the original as two full Moons in one month occurs about every two years or so. The last time was in August 2012 and the next time there will be a month with two full Moons will be on 2nd and 31st July 2015. Hardly ‘once in a blue Moon’ you might say.

A

s February usually only has 28 days this is the only month capable of having no full Moon at all. This occurs about once every 20 years. The last time that February had no full Moon was in 1999. It won’t happen again until 2018 when the full Moon will occur on January 2nd and 31st and then again on March 2nd and March 31st – in effect (according to ‘Sky and Telescopes’ definition) causing two blue Moons to occur in the same year.

ut on very rare occasions the Moon can appear blue. The effect can be caused by smoke or dust particles in the atmosphere, as happened after forest fires in Sweden and Canada in 1950 and 1951. Also after the volcanic eruption on Krakatoa in 1883 – this caused the moon to appear blue for nearly two years. Other less potent volcanoes have also turned the Moon blue. People saw blue Moons in 1983 after the eruption of the El Chichón volcano in Mexico, and there are reports of blue Moons caused by Mount St. Helens in 1980 and Mount Pinatubo in 1991.

he only other time that the Moon can change colour is during a total lunar eclipse when the Earth passes between the Sun and the Moon. As the light from the Sun is scattered through our atmosphere it creates a circle of red surrounding the Earth, this then turns the Moon a very deep shade of brick red in colour.

Citroen aiming Lotus embarks on major for top spot recruitment drive MiniSUV

Citroen CEO Frederic Banzet believes the new C4 Picasso will outshine rivals to top Europe's compact miniSUV segment. "The C4 Picasso offers novel features not found in other miniSUV’s," Banzet said at the vehicle's press launch at Cascais, Portugal.

The C4 Picasso is a key launch for Citroen. The car delivers a high profit margin and is also the first vehicle underpinned by parent PSA/PeugeotCitroen's Efficient Modular Platform 2 (EMP2). Among the "novel" features Banzet was referring to is "360 Vision," which uses four cameras to provide different views around the car to help parking.

The car also has a sophisticated, easy-to-use infotainment system that offers downloadable apps and two separate screens on the dashboard. One screen is a 12-inch console displaying navigation and vehicle-related information, as well as personal photos that can be uploaded from a USB key. The other is a 7-inch touchpad used for adjusting heat and air conditioning, audio and telephone functions.

Currently the C4 Picasso/ C4 Grand Picasso ranks fifth in sales in Europe's compact SUV segment. A reduced front overhang helps to make the mini SUV 40mm shorter at 4430mm than the outgoing model but its wheelbase is 55mm longer, which gives the car a spacious interior. The C4 Picasso is

available with two petrol and two diesel engines. The most fuel-efficient unit – a diesel mated to a six-speed automated manual transmission – has CO2 emissions of 98 grams per kilometre. The five-seat C4 Picasso's summer introduction in Europe will be followed by the market launch of a sevenseat Grand C4 Picasso after its debut at the Frankfurt auto show in September.

Iconic British car manufacturer Lotus has announced that it is to create more than 100 new jobs, including a new intake to its revamped graduate programme. The firm will recruit 45 specialist engineers and 40 manufacturing operatives, along with 18 graduates. The recruitment drive follows a £100 million investment by owners DRBHICOM, enabling the company to strengthen its engineering, productivity, efficiency and quality.

Lotus has created the new positions in response to increased global demand for its sports cars and an anticipated rise in interest in its engineering consultancy services. The firm is also focusing on growing into new global markets as currently around 90% of all Lotus vehicles are exported.

Lack of spectators at World Athletics Championships Never before in the field of sporting conflict can so much have been given by so many and watched by so few as the men and women vying for the title of the world’s greatest athlete set about their work in a virtually empty Luzhniki Stadium on Sunday. If they shove in all in, fold and call if the bet is less than pot size. You would still have lost this hand but if you have reads on him you have the chance to fold the turn or river if you think you’re beat. Remember sets do not beat straights and flushes. Do not just see a set, read the board and look what can beat you before acting. Just a footnote John – if you are losing money as quickly as you are rethink your game, tighten up, improve your hand selection and learn to use the fold button when it looks like you’re beat.

British girl wins world's longest horse race

Lara Prior-Palmer has become the first Briton, first female rider and the youngest person to win the world's longest horse race. The 1,000km Mongol Derby took riders across Mongolia. American Devan Horn crossed the finish line first but her horse later failed a veterinary inspection. "I can't really believe it," said Prior-Palmer, 19, who is the niece of British equestrian and Olympic silver medallist Lucinda Green. The race, which is in its fifth edition, was won in six days and eight hours and is a recreation of Genghis Khan's ancient postal system – a mammoth network of 25 horse stations across the Mongolian steppe.
