A DOOMED REGIME - WORLD NEWS

Mass exodus of ambassadors from Syria Spain, France and Italy joined the UK and Germany on Tuesday by recalling their ambassadors from Damascus for consultations.

The UK and Germany recalled their ambassadors after the United States closed its embassy in Damascus on Monday and withdrew its staff as the repression unleashed by the Syrian government since March last year continued to escalate. The US announcement said Ambassador Ford would “continue his work and engagement with the Syrian people as head of our Syria team in Washington”. Washington has stopped short of a

formal break in diplomatic relations with Syria, but the closing of the embassy is considered a strong signal that the Obama administration officials believe there is nothing left to talk about with Mr. Assad. As the confrontation in Syria has turned even more violent and more unpredictable, diplomatic efforts have largely collapsed. British foreign secretary William Hague described

the mounting violence as further evidence that President Bashar al-Assad must surrender power. In a staement to the House of Commons he said: “This is

a doomed regime as well as a murdering regime, there is no way it can recover its credibility internationally.” Continued on Page 2

ICKHAM’S

WORLD Bookworm

By Kym Wickham k.wickham@thenewsonline.es

Anyone who knows me knows that I’m a bit of a bookworm and often have my head in a book. Last weekend on the telly there were a couple of really interesting programmes. The first was about the firestorms during the London Blitz and, why I mentioned that I like books is that I am at the moment reading one called “The City Ablaze” by David Johnson that one of our readers Mike Hamence of Sabinillas kindly gave to me after I mentioned that my grandfather was on fire duty the night the Thames ran dry. The TV programme was one of those that uses original film footage plus some modern film that has been done using actors. I’m only halfway through the book yet but both book and programme are fascinating – especially if, like me, you’re a Londoner born and bred. The second programme was about Bomber Command and their leader, Bomber Harris. Interviews with the original pilots were very informative and the men were young enough at the time that, although clearly terrified, they just got up and did what needed to be done despite their appalling loss rates. I’m also watching the new “Whitehall” series. Bit gory in places and not for the squeamish but still good. There’s still some good stuff on the box if you can be bothered to trawl through all the dross. Lastly, we would all like to say a great big Happy Birthday to Valerie our Poco a Poco writer. Have a good one!

Mass exodus of ambassadors from Syria have died since the shelling of the city began on Friday. At least 95 people were killed on Monday alone, activists have said. The opposition has voiced strong criticism of the stalemate at the UN, saying the Russian and Chinese vetoes on Saturday encouraged the Syrian government to step up the assault on Homs. US contradicts foreign minister The US State Department has contradicted an announcement by Foreign minister José Manuel Garcia-Margallo last Friday that he had received assurances from Washington that it would clean up radioactive land in Palomares "as soon as possible." Sr Garcia Margallo also said after he met with Secretary of State Hillary Clinton at the Munich Security Conference over the weekend that she was personally committed to the clean-up. The US

carried out a cleaning operation at Palomares in Almeria after two US planes returning from Vietnam lost four nuclear warheads over the town on January 17th, 1966, but there is still a lot of radiation in the area.

Economy Minister Luis de Guindos announced details of financial reforms that include bank mergers which would lead to "putting homes on the market at reduced prices". The move follows up on one of the election campaign promises by the Popular Party designed to allay market fears over Spanish banks' exposure to the real estate bubble, which burst in 2008. De Guindos said once the reform process is

He added that the measures will ensure that risky property assets on the banks' books, which currently total around €170 billion, are valued at more realistic prices which, he said, will "put homes on the market at reduced prices".

However, lawyers and judges have said that abandoning court control of divorce cases involving children could put their welfare at risk. Some 70,000 couples divorce by mutual consent every year, while there are some 100,000 civil marriages. madrid

Arab Spring increases migration The number of illegal immigrants reaching Spain’s shores in flimsy boats rose by almost 50 per cent last year – 5,443, up from 3,562 in 2010. The Secretary of State for Security, ignacio Ulloa, attributed the increase to the number of people wanting to escape the turmoil of the so-called arab Spring. He said it was more than likely that the number would continue to rise this year because of the continuing political instability on the other side of the mediterranean.

As pressure rises on Greece's national unity government to agree tough reforms demanded by the country's lenders, European Commission Vice President Neelie Kroes told a Dutch newspaper on Tuesday that there would be "absolutely no man overboard" if Greece left the euro. Italy acts on Russia gas shortage Italy, which has been receiving reduced gas imports from Russia – one of its main suppliers – has activated emergency measures to conserve gas supplies, demand for which has soared as freezing weather continues to grip the country and much of Europe. Some power stations will switch to oil and some industrial customers will have gas supplies cut so homes stay warm. Claudio De Vincenti, undersecretary of economic development,

reassured the public on Monday that they would not face cold homes. However, Italian energy supplier Eni has urged private consumers to cut back on energy use as much as possible. A company spokesman said Eni has reacted to the emergency by increasing gas imports from Algeria and from northern Europe via Switzerland. "We won't have problems until Wednesday," he said on news channel Radio 24. At least 24 people have died in the rare

conditions which have seen –10C temperatures of recorded in Milan and heavy snow closing Rome's Colosseum. Italy imports about 90% of its gas needs and gets about 30% from Russia. EU officials have denied there is an emergency caused by a drop in gas from Russia. The Russian gas giant Gazprom – which supplies about a quarter of Europe's natural gas – says it is facing greater domestic demand because of the extreme cold.

Killer whales sue SeaWorld Five killer whales have been named as plaintiffs in a lawsuit brought by People for the Ethical Treatment of Animals' (PETA) against SeaWorld. PETA says the killer whales are treated like slaves – being forced to live in tanks and perform daily at the SeaWorld parks in California and Florida– and argues that they deserve constitutional protection

from slavery. It is reportedly the first time a US court has heard legal arguments over whether animals should enjoy the same constitutional protection as humans. SeaWorld's legal team said the case was a waste of time and resources. They told the court in San Diego: "Neither orcas nor any other animal were included in the 'We the people' when

the Constitution was adopted." They said if the case were successful, it could have implications not just on how other marine parks or zoos operate, but even on the police use of sniffer dogs to detect bombs and drugs. One of the whales, Tilikum, horrified spectators at SeaWorld Orlando when he drowned his trainer in February 2010.

During her reign, the royal family has faced tumultuous times and moments of plummeting popularity – above all after the death in 1997 of Princess Diana, the hugely popular ex-wife of her son and heir-to-the-throne Prince Charles. The queen was personally criticised for appearing unmoved and out of touch with public feeling over Diana’s death, a moment captured in the 2006 Oscar-winning film "The Queen." That event left many questioning the monarchy itself. Accusations of excess and the divorces of three of

the Queen's children have also marred the image of the royal family, which during her reign has come under intense media scrutiny. But in recent years, the monarchy has seen a great revival of their popularity culminating in the wedding last year of her grandson, Prince Charles’ elder son, Prince William who is second-in-line to the throne to the immensely popular Catherine Middleton. Street parties and celebrations are already being organised throughout her kingdom and the Commonwealth with a view to everybody being able to join in this happy event.

The flight, which was bound for Tenerife and had 175 passengers on board, had to circle the airport until it was cleared for landing at 11:30 GMT on Tuesday. The Thomas Cook flight reported difficulties with its undercarriage after taking off just after 10:00 GMT. No injuries have been reported. Ambulance and Fire and Rescue Service crews were on standby at the airport while the flight waited for clearance to land. A replacement plane will take the passengers to Tenerife on Tuesday afternoon. A passenger who was on the plane told Radio Ulster how scared those on board were. "The crew came round

and told us all about bracing ourselves, taking our shoes off, using the emergency exits and leaving our luggage behind," she said. "We flew round and round and round for more than an hour. A police helicopter came up and inspected the exterior of the plane. We were all in tears but we landed safely is all I can say – thankfully." A spokesman for the airport, Uel Hoey, said the staff had handled the situation well. "All emergency services were on standby and the aircraft landed without incident," he said, adding "We are delighted our response was professional and reflects the airport's commitment to passenger safety. Our emergency procedures are continually assessed and we give our emergency situations the highest priority."

Treasury 'unaware' of tax write-off According to a report yesterday from the Press Association The Treasury was "surprised" to learn that £10.9 billion of unpaid tax had been written off by HM Revenue & Customs in one year, according to an influential group of MPs. The department was apparently not fully aware of the estimate until after it appeared in the Whole of Government Accounts (WGA) for 2009-10. It also had "no knowledge" of whether plans were in place to cut the taxpayer's huge

£15.7 billion liability for clinical negligence claims, the Public Accounts Committee (PAC) said. The criticism came in a report on the accounts – which were compiled and published for the first time last year. The cross-party MPs welcomed the potential of the WGA for helping the government identify the "risks it needs to manage". But officials' evidence had suggested their understanding of some aspects was "poor". "For instance the Treasury

showed surprise at the estimated £10.9 billion in outstanding tax and it had no knowledge of recent trends in clinical negligence claims or whether plans were in place to reduce the estimated £15.7 billion cost to taxpayers of meeting these claims," the MPs said. The report added: "We were surprised to find that Treasury did not have a grip on trends in some key areas of risk or plans for managing them." The committee complained that it had taken

the government 20 months to prepare the accounts – twice as long as in other countries such as France and the US. PAC chair Margaret Hodge said the document also "currently falls short of giving a true and fair view of the UK's financial position".The spokesman added that the government had for the first time published a clear assessment of PFI liabilities and launched a review which would "mean the end of PFI as we know it".

Paul to sing Pop legend sir Paul McCartney will headline a spectacular musical tribute to the Queen to mark her Diamond Jubilee. the former Beatle will be among a concert line-up that will feature artists from across the 60 years of the monarch's reign playing in front of Buckingham Palace in June. securing McCartney for the event's bill is a major coup for singer Gary Barlow, who is helping to organise the event. Belfast

Paisley in ICU the former Northern Ireland first Minister, Ian Paisley was rushed to the Ulster Hospital at Dundonald on the eastern outskirts of Belfast on sunday. the 85-year-old is suffering from acute heart problems and his family have asked to be given privacy “at this difficult time in our lives”. this comes just 10 days after preaching his last sermon as a minister after which he was planning to write his autobiography.

Liverpool’s Premier League match against Tottenham was brought to an unusual halt by the arrival of a cat on the field of play at Anfield. The grey and white moggy crept on to the pitch 11 minutes into the contest and ran around for about a minute. Surging towards the Tottenham goal, the feline played a game of cat and mouse with Spurs keeper Brad Friedel. The cat did a better job of beating him than Liverpool’s strikers, who drew a blank on the evening in a 0-0 draw. Strutting off the pitch, the cat looked unsure what to do next – but fortunately the stewards positioned by the corner flag were able to remove it safely from the action. Little did the cat know, however, that he had rapidly become an internet sensation. More than one spoof Twitter account for the cat had been set up within minutes of the incident, with several thousand followers signing up for updates. “I officially have more goal-scoring opportunities than Andy Carroll this evening,” the ‘cat’ tweeted midway through the first half.

Charles Dickens 200 years old The Prince of Wales has paid tribute to Charles Dickens as "one of the greatest writers of the English language" on the 200th anniversary of his birth. He was joined by the Duchess of Cornwall, the Archbishop of Canterbury and luminaries from the worlds of literature and theatre for a service of thanksgiving at Westminster Abbey, where wreaths were laid at Dickens's grave in Poets' Corner. An event was held simultaneously at Dickens's birthplace in Portsmouth, Hampshire, where a message from Charles was read out. In it, he said: "My wife and I would like to send our special greetings from Poets' Corner in Westminster Abbey to the Lord Mayor and all the assembled guests at St Mary's Church in Portsmouth as we simultaneously celebrate the bicentenary of the birth of your most famous son, who was born 200 years ago at Mile End Terrace and later baptised in St Mary's Church. "Despite the many years that have passed, Charles

Dickens remains one of the greatest writers of the English language, who used his creative genius to campaign passionately for social justice. The word Dickensian instantly conjures up a vivid picture of Victorian life with all its contrasts and intrigue, and his characterisation is as fresh today as it was on the day it was written. "It is fitting that in Portsmouth the emphasis of the celebrations is on Dickens's youth, and I am delighted to learn of your plans to use the bicentenary as a focus to encourage literacy, creative writing and performance in schools across the city." He laid a wreath of white roses and snowdrops on Dickens's grave before two of the writer's descendants, great-great-great-grandson Bob Dickens and greatgreat-great-great-granddaughter Rachel Dickens Green, made their own tribute on behalf of the family by laying two posies. The congregation at the Abbey, where Dickens was buried in 1870, contained the largest-ever gathering of descendants of the Victorian

novelist, with nearly 200 of them present. Ralph Fiennes, who is to star as Magwitch in a new film adaptation of Great Expectations, read an extract from Bleak House during the moving ceremony at the Abbey, with other readings made by biographer Claire Tomalin and Mark Dickens, the writer's great-greatgrandson, who is head of the Dickens family. Other guests at the ceremony included writers David Nicholls and Armando Iannucci, film director Mike Newell and actress Gillian Anderson.

Monday, saying: "Qatada should remain in detention, our view has not changed." A spokesman said: "This is a dangerous man who we believe poses a real threat to our security and who has not changed in his views or attitude to the UK. This is not the end of the road and we are continuing to consider our legal options in response to the European Court's ruling." Keith Vaz, chairman of the Commons Home Affairs Select Committee, said that most people would be "astonished" by the move, while Ukip said Britain had been forced to let Qatada back on the streets, adding "our defences have been emasculated by our subservience to the European courts". Mr Justice Mitting, president of the Special Immigration Appeals Commission (Siac) which considered the case, said that while Qatada's detention to date had been justified, "the time will arrive quite soon when continuing detention or deprivation of liberty" would have to stop. Ruling that Qatada should be "bailed on highly

prescriptive terms", he gave the Home Secretary three months to show British diplomats were making progress in negotiations with Jordan or risk seeing Qatada's bail conditions removed. He added that the bail conditions would need to be tough as the "risks to national security and of absconding are not significantly changed". Qatada must stay at a home address, which will be checked by MI5 over the next few days before he can be released from the high security Long Lartin jail in Worcestershire next week. He will be on a 22-hour curfew, allowed to leave for only two one-hour periods each day, and must stay within a prescribed area at all times. But he will allowed to walk one of his five children to school, Mr Justice Mitting said. All visitors to his home, apart from his wife and children, must be approved beforehand, as must all prearranged meetings outside his home, and he will have no access to the internet or electronic communications devices.

Release decision results in fury from Home Office The decision to release a radical Muslim cleric described as "Osama bin Laden's right-hand man in Europe" on bail has been branded "a disgrace". Abu Qatada will be free and walking his child to school next week despite the fact the Home Secretary considers him "a real threat to our security". The Home Office said it disagreed with freeing the preacher on bail, while politicians and think-tanks described it as an "astonishing" decision with serious implications for national security. Qatada has been held for six-and-a-half years, more than any other detainee in modern immigration history, while fighting deportation to Jordan. But he will be released from the maximum security prison where he is being held after applying for bail when human rights judges in Europe ruled he could not be deported without assurances from Jordan that evidence gained through torture would not be used against him. Fuengirola may soon have more mercadillos

High winds and fires wreak damage Experts estimate it will take at least a week to repair the damage caused in Marbella last Saturday by winds reaching speeds of up to 75 kilometres an hour. Trees, traffic lights, lamp posts, rubbish containers and benches were ripped up from their moorings and many electrical circuits were also damaged. The wind caused damage in towns along the coast and inland but Marbella was the worst

hit. No human casualties were reported. Meanwhile 120 firemen, 22 Guardia Civil and 220 soldiers from the Military Emergencies Unit (UME) were tackling a blaze which destroyed 500 hectares in the Sierra Bermeja El Genal

before it was brought under control. Five municipalities were affected: Pujarra, Jubrique, Genalguacil, Estepona and Benahavis. Experts are investigating the cause – forest fires are an uncommon event in the winter months.

Economy affects drug consumption Official figures show that the consumption of cocaine has stabilised while that of “herococa” (heroine-cocaine mixture) has dropped sharply, mainly because of the economic crisis. According to the director of the Provincial Drug Dependency Centre (CPD) 65% of cocaine and herococa users are unemployed men in their late thirties who simply do not have the money to spend on their habit. Jesus Juan Ruiz added that as a result the use of the cheaper cannabis was rising. However, he said that any drop in its sale was good news.

Between February 6th and 8th, 1937, thousands of people left Malaga and headed along the coast road to almeria to escape the imminent arrival of Franco’s nationalist troops and their reprisals. Most of them were civilians – old people, women and children – and many succumbed to the bombings from German planes and italian ships. it was one of the worst episodes in a bloody civil war marked by atrocities on both sides. carTaMa

Wave of robberies causes alarm concerned about a wave of robberies in the area since the beginning of the year, the local council is to meet with the Guardia civil and the local Police chiefs and representatives of the provincial government with a view to setting up a joint security “junta”. The robberies have affected houses in the campo and the town, especially Estacion de cartama, and have also been reported in nearby towns such as Pizarra. The Guardia has been investigating a possible connection between the robberies. andalucia

Illegal home owners delay action The Junta de andalucia’s decree to regularise illegal housing has been published in its Official Gazette and will enter into force on March 1st. However, owners have said they are not satisfied with being regularised – they want their properties to be made totally legal. The Save Our Homes axarquia association (SOHa) has decided not to take action until after the March 25th regional election because there are indications if the Partido Popular wins, illegal housing may be made legal rather than regularised.

Man of the moment - again

No money for ideology

T R

T

he Socialist Party saved itself by just 22 votes on Sunday when Alfredo Perez Rubalcaba beat Carme Chacon for the leadership of the Socialist Party.

ubalcaba started out a clear favourite a few weeks back but Chacon soon came romping up on the inside lane. It was a question of choosing between two losers – both are closely associated with Zapatero’s disastrous governments – he as Interior minister and Deputy PM, she as Housing minister for a few months before her mentor made her Defence minister. Despite Rubalcaba being the biggest loser – he was the party’s candidate in the November 20th election – it seems the moderate Socialists have won the day.

W

hen Rubalcaba announced he intended to run, most political observers, including myself, felt he was only doing so to save a younger candidate with more of a future from a sound thrashing. Looking back, it’s a pity he didn’t let Chacon run as she had wanted. If she had, she would now be on the dustheap of history. Rubalcaba has survived because he goes back more than 30 years so he’s an old fox while Chacon, with less than four years of basking in Zapatero’s limelight, has proved to be nothing more than a snapping young vixen.

just a couple of days before Sunday’s party congress.

Z

apatero picked her out to be one of his “girls”, elevated her to a position she had no experience for and was apparently grooming her as his successor. She threw her hat in the ring to become the party’s candidate in the November general election shortly after the Partido Popular swept the board in the local and regional elections in May last year. The humiliation was such that Zapatero started letting Rubalcaba front the government. (Rubalcaba was good at getting former Socialist PM Felipe Gonzalez off the hook.)

B

y then, most Socialists has realised it was all very well to be “progressive” but you also had to look after the economy, something which Zapatero failed to do, with the disastrous results we all now have to live with. When the socalled Socialist “barons” (the regional leaders from Gonzalez’s days) saw what Chacon was up to, they raised such a stink that Zapatero abandoned her and she withdrew her bid.

M

he reminded me of nothing so much as one of those cheerleaders at American baseball games. Key words like democracy were delivered at 100 decibels, while her eyes blazed as she grinned inanely – a far cry from the sobersided minister we all knew, but did not necessarily love.

eanwhile Spaniards were beginning to long for the heady days of Felipe Gonzalez’s 14 years in power. And here the tragedy is that he carried out so many of the reforms that Spain desperately needed after the Franco dictatorship that he left very little for any future Socialist government to do. Admittedly, he left the country in an economic mess but Jose Maria Aznar sorted that out. So when Zapatero took over in 2004, he was at a bit of a loss, especially as the Socialists had not expected to win the election. However, the March-11 train bombings in Madrid brought out the anti-war vote, Zapatero won and the first thing he did was to withdraw Spanish troops from Iraq. Meanwhile, his minions were desperately scurrying around in the background to come up with the sort of social policies that would make him Spain’s most “progressive” PM so far.

C

F

W

hoever advised her to adopt the strident, bordering-on-hysterical tone she used during the leadership campaign has a lot to answer for. If she’d delivered her ideas for saving the party in a more moderate tone, she might have been able to slip her “progressive” ideas past everyone.

S

ommenting on Rubalcaba’s victory, one newspaper ran the headline “Gana Rubalcaba, gana Felipe y gana Rajoy”. I would have added “and Spain wins as well”. What is now being called Zapaterismo has left a bad taste in a lot of people’s mouths, not just my own. Former Extremadura premier Juan Carlos Rodriguez Ibarra hit the nail on the head when he called Chacon “Zapatero in skirts”

elipe Gonzalez wins, because Rubalcaba will head the party back towards the way it used to be, opting for Socialist policies that will benefit everyone, not just a few favoured minorities. Rajoy wins because he knows what to expect from Rubalcaba. He would have found Chacon too much of a loose cannon, and Spain wins because Zapaterismo has been laid to rest.

raditionally, when a new political party in a Latin American country takes over from a previous government, one of the first things its leaders do is to erase all the good features and goals the predecessor administration accomplished. That means abolishing all the standing laws, stopping public works projects, and preventing proposals passed in the old legislature from taking effect. It is a tradition in Latin America – a region known for its instability and political estrangement. Mariano Rajoy is now showing us his right-wing Latin leader appeal; he wants to take away all the social reforms the former Socialist government has introduced, and change the laws to his convenience – or at least to the advantage of his party’s dreaded right-wing, Falangist sector that still begs to control our everyday lives.

L

ast week, Justice Minister Alberto Ruiz Gallardón said that he plans to change the standing abortion code – the one the Socialists passed in 2010 that allows girls from 16 to 18 years of age, in certain cases, to interrupt their pregnancy without their parents’ consent – so that it is more in line with other conservative European nations. In other words, the Partido Popular (PP) government wants to take us back to 1985 when women’s rights were not so freely recognised as they are now and remove the easier conditions for abortion. The abortion law 22 years ago was a liberal statute, but not as farreaching as the reform passed during José Luis Rodríguez Zapatero’s tenure, which also allowed women to seek an abortion up to the 22nd week of gestation without having to give good reason to their health provider. Women’s wombs belong to women, but the Catholic-Churchinfatuated PP seems to think otherwise.

R

ajoy has also said that he wants to change the public school curriculum. Instead of instruction based on a modern code of ethics, in which human rights and respect for others are the focus, the PP wants a school curriculum where “basic” and “traditional” values are taught. In other words, my kids won’t be taught how to respect human beings, whether gay, straight, transsexual, black or white or yellow. Their minds, however, will be repeatedly subjected to the notion that the traditional and only accepted family in Spain is made up of mum, pop, brother and sister and nothing more. Now the Socialists are also threatening to revise the accords - the next

time they are in power – reached with the Vatican during the Transition that include tax exemptions for the Catholic Church and the right to run state-financed schools. As Alfredo Pérez Rubalcaba put it this weekend after he was elected the Socialist Party’s new secretary general. “If we go backwards and if, every time the right comes to power, it rethinks all those laws that we did among all of us, to strengthen civil rights, and tries to impose dogmas that belong to some citizens but not to all, the Socialist party will seriously consider the revision of the accord with the Holy See – seriously, seriously.”

P

hilosophy aside, all these changes cost money. Redrafting laws is not a matter of just taking an eraser to the legislative books and publishing the new code in the official gazette; it involves a lot of people and time. If this PP government really wants to save Spain from going under, it should concentrate in spending public funds on things that really matter and shelve its ideological factor for the time being. You can propagate ideology when you have time and money, but governments, such as Rajoy’s shouldn’t even be considering it until this country can stand on its own two feet.

What continuity

A

fter Alfredo Pérez Rubalcaba was elected the new PSOE secretary general on Saturday, there was an outpouring of criticism from the other political parties who viewed his leadership as a continuation of José Rodríguez Zapatero’s government. If Carme Chacón had won, the same would have been said. The PP, United Left (IU) and the Catalan (CiU) nationalist bloc are trying to fool the public by overlooking the fact that those groups’ current officials are also direct products of previous, often flawed, leaderships. Rajoy was José María Aznar’s dauphin, while longtime communist Cayo Lara took over the IU’s national coordinator post following an eight-year reign by fellow communist Gaspar Llamazares, who is now the party’s spokesman in Congress.

T

he CiU, on the other hand, has shared power amongst a few and has become lost in its own party philosophy – sometimes it is a conservative bloc but on occasion it has supported the Socialists. Who understands these people?

Tax Avoidance Tax Avoidance, which is the attempt to minimise or reduce tax liability through fraudulent techniques such as the deliberate understatement of taxable income or the wilful non payment of taxes, is clearly a crime. After years of Hacienda adopting a somewhat laissez faire attitude towards collecting taxes in general and expatriates in particular, the new Spanish government has announced wide ranging measures against fiscal fraud and tax evasion through which it hopes to recoup more than 8 billion Euros in 2012 alone. Expatriates are an obvious target and those who declare themselves non resident but spend more than 183 days in Spain are at the top of the wanted list, particularly those who exist as financial nomads avoiding paying tax in any jurisdiction. The government here is in close contact with HMRC and is employing various means such as checking electricity bills to gauge usage and establish patterns of residency. Why risk heavy fines and sleepless nights? Why not speak to an adviser who can rearrange your investments, savings and retirement plans so that they are tax efficient in Spain.

QROPS There are some significant changes proposed for QROPS which are to take effect from 6th April. The changes have largely been driven by the UK tax authorities determination to put an end to the practice known as “pension busting” where some advisers have recommended UK pensions be transferred to New Zealand schemes with a view to then taking 100% of the pension fund immediately. This of course flies in the face of the requirement that 70% of a QROPS fund be used to provide retirement benefits

for a member of a scheme and also poses the question regarding the tax due on any lump sum of money brought into Spain. As one might expect HMRC have taken a robust approach and the draft legislation proposes a number of amendments such as requiring the period be reporting extended from 5 to 10 years and the notification of any payments to members are reported within 60 days rather than annually. At Fiduciary Wealth we have always advocated that QROPS strictly followed the current guidelines and fundamentally provided clients with an income for life. We would never allow clients to be put into a position where a 55% unauthorised tax charge might apply maybe years after their QROPS has been established or their assets frozen as has been the case in some QROPS jurisdictions. For anyone considering QROPS it may well be advantageous to put a proper scheme in place prior to 6th April as it is not certain whether the new rules will be retrospective or not. We would however caution against anyone seeing this as one last chance to access 100% of their fund, it is unlikely that HMRC will look too kindly on any of these transfers put in place between now and the start of the new regime.

Inheritance Tax Planning One area of financial planning that continually bothers expatriates in particular, is that of

inheritance tax. No one wants to find themselves in a position where they are unable to pass on their wealth to future generations without a large slice going to the taxman. As an expatriate from the UK your estate will still be obliged to pay UK inheritance tax and of course your assets in Spain will be subject to Spanish succession tax as well. The point here is to take some action rather than sit back until it’s too late. In some circumstances, QNUPS which is a bona fide pension scheme can be used to great effect to not only provide an extremely tax efficient income stream but also to remove assets, even in some cases property and other tangible goods such as antiques and works of art from inheritance tax from day one even if the scheme member were to eventually return to the UK (although this aspect has yet to be tested in the Courts). In other situations carefully structured investments in a tax efficient wrapper might work and in others a simple whole of life insurance policy or even some equity release. Each situation is different but it pays to discuss your options with a qualified adviser who will be able to guide you on what will be the best solution for you. For advice on all tax led wealth management issues you should contact a regulated adviser experienced in cross border financial planning such as Fiduciary Wealth. You can find details of their services and “Open day” events by visiting www. fiduciarywealth.eu.

Pretty much everybody knows that I’m an animal nut so wherever in the world we go we always have to visit the animal parks that are in the area. In the south of Tasmania there are a few that you can visit but my favourite by far is a little privately owned place called Zoodoo. Strange name indeed but it is very much an exciting hands-on Wildlife Park with a large range of native, agricultural and exotic animals. Zoodoo offers an exciting experience and enables all visitors to get up close and personal with amazing creatures such as kangaroos and wallabies, you can pay just a dollar for a large cup of food for them and hand-feed them. Then there are camels and alpacas (watch out - they spit!) that come and eat out of buckets from you, my favourite wombats, and Tasmanian devils. The lions are obviously behind bars, after all you can’t have the paying tourists eaten, can you? But...... while we were there we were allowed in with a gorgeous 15-week-old little lioness! As you can see from the pictures above that weren’t taken with the aid of any zoom lenses, we were allowed to be really close to her but were not allowed to touch her as she hadn’t yet had her last injection to keep her safe from human diseases. She had loads of teddies that she was playing with (well, more trying to eat really) and was fed by bottle.

There is a sort of Australian-style Wally trolley that’s not at all prettily painted like the ones here and not nearly as comfortable either, but it takes you all over the Zoo so you can get to see everything. We arrived just after the Tasmanian devils had been fed so they were still up and one of them was even a bit lively for about 10 minutes before he gave up and went back to sleep. The wombats have their own pen but also have huge logs that the middles have been cut out of to sleep in and the zoo has put small perspex windows in the logs so you can see the wombats inside. Zoodoo offers all day attractions and access including free rides for kids, safari bus tour and coffee shop, BBQ and picnic facilities. Zoodoo Wildlife Park is located just 6km from the historic township of Richmond. After Zoodoo we went along to Richmond which is a picture-perfect town that tells the story of an early Australian colonial village - hand-made brick and mellow stone on the banks of the Coal River. Here you can walk across Australia’s oldest bridge, built by convict labour between 1823 and 1825. Or you can wander in the cemetery of Australia's oldest remaining Catholic Church, St Johns, built in

1836. Richmond is a perfect place to learn about Tasmania's rich heritage. At Grannie Rhodes' Cottage, watch a live performance, Turn the Key of Time, telling the story of the cottage's original occupant. Step back in time with a ghost tour by lantern light or a look at original 1820s Hobart Town at the Hobart Town Historical Model Village or test your sense of direction in the Richmond mazes. They also have a teddy bear museum to wander through and some of them are even for sale. You'll get the most out of Richmond by wandering its streets. Artists and craftspeople have been drawn to the town for generations, and you’ll find examples of their work in galleries and cafes. We stopped at a lovely café where they did great pasties (the Aussies seem to be into pasties...) and the best lemon tart I have tasted outside of Paris. At 5pm we had to leave and get back to the airport to get the plane back to the mainland. More on that next week. by Kym Wickham

CCB Spain

Nearly 200 people turned up to the seminar on what to do if a loved one dies that was run at JK’s in Coin last November. This one tells you how you get help generally for all manner of things while living in Spain too. And many people who couldn’t make it to the first one have asked for it to be repeated so, this Friday, February 10th, starting at 11am another seminar is taking place, this time at the Carolina Restaurant just outside Alhaurin el Grande on the road towards Alhaurin de la Torre. It’s about half a mile to a mile from the BP garage and, coming out of Alhaurin, it’s to be found on the left hand side of the road, down a dip. This time the seminar has been expanded slightly. John Sutton from De Cotta Law will be there to tell you about the tax situation when someone dies. He’ll be talking about inheritance tax, what to do if your main assett is in the UK, have you made Wills?, what proportions have to be paid if you do or don’t leave your estate to your spouse and what difference it makes if it’s not in joint names. I have to tell you that, last time I was quite astounded by what I learnt! Tracy Burns who represents a funeral company will tell you about the different types of burial or cremation services, and their costs.

Please be advised that the Spanish tax authorities are catching up with foreign property owners in Spain who are not making any kind of tax declaration in Spain.

Among the newcomers are ourselves, The News, to tell you about our new Help Desk advice service we will be running for everything to help you cope with living in Spain. Duncan and I will be explaining how we can help you with such things as the various licences you need, what to do about legalising your house, or making sure it is legal in the first place, IBI, taxes, water, electricity, phones, who to call in an emergency, and pretty much anything else you can think of! Barry Dare who represents a funeral planning company will tell you how to prepare in advance for your funeral. Angels Nursing Group  will be there to tell you about all the services they can offer you – from

Piddling – that is, squatting to urinate when it becomes excited or when it greets its owners or strangers – is a fairly common behaviour in young puppies. The proper name for this behaviour is submissive urination. Understanding why your puppy does it is the key to solving this behaviour problem. Thousands of years ago there were no dogs on the earth, only wolves. At some time there was an interaction between man and wolves and gradually through centuries of selective breeding, man has slowly changed the wolf into dog. We have created a

different animal in appearance and manner. But, there is behaviour, which we have not changed. One of the behaviours that has remained is the tendency towards submissive urination. In a wolf pack, the way a wolf cub keeps from getting beaten up by an older animal is to give a signal that says " I acknowledge that you are the big bad wolf." That signal is to squat and urinate. It has the absolute power to halt aggression by the older animal. It is what we call a hard-wired behaviour. That means it does not have to be learned and that it always works.

An adult wolf confronted by a submissively urinating cub is powerless to be aggressive. Unfortunately, we humans are not hard wired to be when non-aggressive confronted by submissive urination. Our reaction, quite often, is just the opposite of what puppy "knows" will happen when it acknowledges our superiority. Since it knows that squatting and urinating will stop aggression, it can only assume that the punishment we dish out means that we did not understand it's signal. The answer, it thinks, is to give a bigger signal. So, instead of a tiny puddle, we get a large

part 3

one. Punishing submissive urination always makes the problem worse. The only solution anyone has found to the problem is to react as though you are a wolf, to be non-aggressive. As your puppy matures, submissive urination will slowly cease if you do not exacerbate it by punishment. More in next week’s article.

Chips More musicians and Only the brave etc., dancers wanted theft After having had several hundred microchips donated, on Wednesday night last week there was a break-in at ADANA Estepona – Give a dog a home. The donated microchips were stolen, together with a couple of hundred blank dog passports and the vet's official stamp. ADANA have the numbers of all the chips and passports so they can be traced. Do not be tempted to fall for a cheap one if you are offered it – it’s not worth it as it will be picked up when you enter a new country and you won’t be allowed in. The vet's name is Friederike Dohrmann. If anyone can give any information that can lead to those responsible for stealing from the dog charity they would be very grateful to hear from you. You may, for example, have heard of someone selling dogs with chips and passports in the Costa del Sol area, or anywhere else along the costa and inland too. Rachel from Posh Pets Spain writes: “A pet tag is a far quicker means of identification than a microchip. You, the owner, can be contacted immediately avoiding a stressful search for your beloved pet or the potential waiting that comes with microchip identification. It is also easier for the person who has found the pet to contact the first available number on an identification tag. Many animals end up at animal shelters because they simply have no means of identification, this can be traumatic for both the pet and owner, so why not increase the chance of being re-united with your pet by ordering an ID tag from us today? Pop into the Posh Pets Spain shop or simply order on the website. Our new range of designer enamelled ID tags are really beautiful. www.tagsspain.com”. Of course, having your pet properly chipped AND tagged is the best way to avoid problems and, don’t forget that if you want to take your pet to the UK, a lot of the restrictions have been lifted but you still need them to be chipped by a reputable veterinarian.

Musicians and dancers on the Costa del Sol are invited to include themselves on a new free database to be created by the Mijas Town hall. The town hall, or more specifically its Foreign Residents Department (FRD), have been responsible for many inspired events and initiatives over the years including the Mijas International Festival and the toe-tappingly-cool Mijas Blues Festival . This year will see the 24th Mijas International Festival to be hosted by the village – on 8th, 9th and 10th of June. This colourful festival illustrates a cross section of the diverse foods, cultures and traditions of the many ethnic groups and different nationalities who call Mijas home. The annual Mijas Blues Festival which started more recently in 2007 is the result of a collaboration between Kevin Hillier owner of the famous “Ain t Nothin But the Blues” club in London and Mijas FRD. It has played host to a talented array of blues musicians from Spain, the UK and even the United States – one of the original performers was the legendary Sugar Ray. It has for the most part stayed true to its remit “Ain t Nothin But the Blues”, although on occasion, several of the faithful have tried to stray from the path, bringing in a sprinkling of reggae or rock

but they don't get far. Thanks to Kevin Hillier's watchful eye it remains the annual Mijas Blues Festival. The 2012 festival is on the 7th and 8th of July. Both festivals are held in the main plaza of Mijas village. They attract no end of visitors and are a tribute to the good work and organisational skills of the Mijas Town Hall Foreign Residents Department. With these and possibly other events in mind Mijas FRD are currently collecting details of local groups and talents to create a reference database. Of particular interest are: • Traditional music bands and or dance groups portraying different countries and ethnic groups. • Blues Bands and Fusion Bands • Flamenco dance groups • Modern dance groups including Break-dance, Street-dance, Hip Hop and Funk. • Groups or participants for street parades, wearing typical or traditional dress especially with full musical or percussion accompaniment. • Other performances and performers possibly suitable

for either festival. CV's and photos, web links, videos, CD's and other details for inclusion on the new list may either be emailed to lmachen@mijas.es or handed in at the Mijas town hall marked for the attention of L. Machen (FRD). Tel. 952 48 59 00. Don't be shy - come on up. Written by Pete Woodall Woody's Los Boliches.

The exceptionally cold weather over the last weekend kept many punters away from the normally busy Saturday morning flea-market in Fuengirola. With only the brave turning up, many of the stall sites remained empty. The few stall holders who did venture from their cars and out into the open were well wrapped up from head to toe with hats, scarves and gloves – like the trader pictured above who appears to be doing a healthy business with

radiators and heaters. The buyers and sellers were further exasperated by the strong north easterly winds which cut through the Fuengirola Feria ground like a knife, up turning stands and knocking over ornaments. The outlook remains sunny but the colder weather is predicted to return later in the week but less so, as the wind probably turns more westerly. Written by Pete Woodall Woody's Los Boliches.

“Puppy” needs a new home Three weeks ago “Puppy” (as yet unnamed) was found starving and exhausted wandering in the hills about Hotel Cuidad del Cine in Coin. Fortunately for him he was found by a dog-lover walking her own dogs and taken to her home where, with lots of TLC he bounced back and is now a lively but well behaved little chap of about three months. His life has been turned around but the Good Samaritan who rescued him from a

lingering death in the woods has had her life turned upside down. Her own older dogs have taken a real dislike to “Puppy” and refuse to come into the house, her cats spend all their time trying to stalk and tease him and, worst of all, she has to leave him alone in a separate room every day until late in the evening while she goes to work – no life for a youngster who craves company and attention. If any reader

could help, either with rehoming or fostering “Puppy” it would make such a difference to all involved: ring Karen on 699 270 930.

Don’t bury your head! We have all been there, done that but where does it get you? It makes you even more stressed out and you’ll end up being ill with the worry. When you don’t know the systems in a country, even if you do know how to speak the language, living here can be not just worrying but downright frightening. So, what do we do? We bury our heads under the duvet and worry ourselves sick about how much it’s going to cost to sort out whatever problem we may have. Often, these things are easy and inexpensive to sort out. Don’t go to someone who’s going to charge you a fortune for something that can so easily be fixed - The News Help Desk may well be able to sort it out for you at a far lesser cost so, starting from the week beginning February 20thThe News will be offering a service where you can come for advice on how to deal with any problems you may have in connection with living in Spain. The News Help Desk will run on three days each week (one of which will be Saturday) between the hours of 10.30am and 12.30pm and any queries we can’t deal with there and then, we will make enquiries about using an excellent team of experts that we have come to respect over several years of knowing them. Our main translator, Duncan Burrell will already be known to many of you and, between us we have over 45 years of experience living and working in Spain plus sorting out our own problems and therefore knowing the systems. Call us here at The News in the first instance on 952 454 491 or come along to the seminar at Restaurant Carolina, Alhaurin el Grande - see the article in page 14- and let us help you to be able to see a light at the end of the tunnel at last!

of “adult” dolls' houses, a hobby shared, and catered for, by people of all ages.

I

t's a fascination dating back centuries. The earliest recorded replica of a fully furnished house – a copy of his own residence – was owned by Albert V, Duke of Bavaria in the sixteenth century. Known as his “baby house” and made by expert craftsmen, it was certainly not a toy for his children,

rather an object to show off his wealth and social standing. The fashion caught on and “baby houses” became popular though still being kept well away from sticky little fingers. When girls were eventually allowed to touch them it was as an educational aid to introduce them to running a household. It wasn't until the mid-nineteenth century that they moved into the

nursery alongside the dappled wooden rocking horses as playthings for wealthy children.

B

y the Victorian age mass production meant that dolls’ houses were no longer just toys for the aristocracy. The houses themselves and the miniature contents were manufactured in quantity, particularly in Germany from where they were exported worldwide. Serious enthusiasts have long delighted in the intricacy and beauty of antique dolls’ houses but by the 1970s contemporary designs and pieces started to attract adults who became hooked on them. There are now a great number of manufacturers and specialist shops catering purely for this hobby and the range and diversity on offer is vast. There are specialist trade shows and exhibitions, and even collectors' forums and blogs on the internet.

S

o you don't have to be a little girl to enjoy the Malaga museum. Its creator, Voria Harras has long had a passion for dolls‘ houses and spent many years collecting and restoring them to their former glory. She used to take them to exhibitions but because of their age and fragility then decided to find a permanent home. Visitors can now share her delight in her collection – which has grown to over 50 actual houses and also includes antique toys such as rocking horses, prams and train sets – in the delightful setting of an 18th century Baroque palace.

Y

ou can peer inside an astonishing number of different examples of Spanish houses from many major towns, among them Madrid, Cadiz, Granada and Malaga, all reflecting their particular era and architecture, filled with tiny treasures exact to the last detail – miniature kitchens with myriads of utensils, bedrooms with miniature frills and flounces on the bedding and

curtains, sets of glass and china, potted plants, pets and children's toys, all ready for a tiny Alice in Wonderland to use. There are houses from other countries too, including a Tudor style house from England and others from Germany and France. The oldest, dating from 1850 came from Majorca, the most recent is a 1970s German house.

T

he museum is open every day except Monday from 11– 1.30pm and from 5.30 – 8.00pm in Calle Alamos, in the heart of the historic centre of Malaga close to Picasso's birthplace by the Plaza Merced. If you want to whet your appetite take a virtual tour on their website, www.museocm.com which will give you some idea of the variety of miniature delights on show. And if you want to indulge your own passion for collecting after visiting the exhibition rooms on the first floor, take a trip to the second floor and see the workshops, then visit the shop on the ground floor which sells reproduction dolls' houses and furniture.

T

his museum is primarily dedicated to dolls’ houses. If you have an interest in toys in general then there are various other places in Spain worth visiting. In Ibi – a town known as the Spanish Toy Centre – there is the Valencia Toy Museum

with 444 permanent exhibits. The Toy Museum of Catalonia in Figueres (Girona) houses more than 4,000 toys incuding tricyles, teddy bears, scooters, steam engines, barrel organs, finger and string puppets and rocking horses.

I

f dolls, rather than their houses are your thing then visit the dolls’ museum in Castell d'Aro (Girona) where there is a private collection of dolls from a wide variety of countries – made out of coconut shell, animal horn, ivory, leather, fabric, plastic, wood, cardboard, stone, straw and ceramic. In Palma, Majorca there is a Museum of antique dolls including popular Nancy dolls and religious dolls. The Art Nouveau and Art Deco Museum in Salamanca features over 300 porcelain dolls – the largest collection of this type of doll in the world – including pieces from popular German and French toy makers.

T

here is also a toy museum in Sant Feliu de Guixols in Catalonia where there is a treasure trove of over 3,500 toys dating between 1875 and 1975, grouped according to the material from which they were made and manufactured by the Spanish companies Rico and Paya, as well as tin plate toys from German toy companies Bling, Marklin and Lehmann.

MOVIES TO WATCH OUT FOR

e Woman in Black By James Watkins, Starring: Daniel Radcliffe, Ciaran Hinds, Janet McTeer Could the boy wizard do it? Leave behind the world of Harry Potter and make the grade in his next movie outing now that the Potter saga has come to an end? Well, it seems that Daniel Radcliffe has passed the test with flying colours and his new film, the first to bear the famous Hammer Horror imprint since 1979, has hit No 2 at the US Box Office in its first week, and has taken much more than anyone expected. Radcliffe plays Arthur Kipps, a young lawyer grieving for his wife, who dies in childbirth, and is left

with the task of bringing up his young son. His law firm sends him off to a remote village to wind up the affairs of the late Mrs Drablow and to arrange for the sale of her crumbling mansion. Kipps discovers a ghostly woman in black is terrorising the locals and vows to uncover the mystery. It’s a traditional Hammer movie – oldfashioned Gothic spookiness, where the unknown lurks in the deep shadows, where noises are always creaking and creepy, where the locals are unfriendly, and where attics

are haunted. Most of us brought up on Hammer movies know perfectly well that the haunted house will make us jump out of our skin – and so it is here.

relies on traditional chills to send a shiver down your spine – a great return for Hammer, and Radcliffe carries it all off with aplomb.

The Woman in Black is based on Susan Hill’s novel, which was turned into a hugely successful West End play which has been running since 1989 so it has a successful pedigree. Children are dying in mysterious circumstances, and everything is linked to the mysterious woman in black. Unlike most modern day horrors which rely on gore, The Woman in Black

e remastered release of Harry Nilsson The remastered release of Harry Nilsson's Touch is cause for celebration. In a time when American Idols reign supreme, and faded pop singers try to resurrect ailing careers and singing standards – often yielding excruciating results – this CD reminds us that Mr Nilsson was perhaps the first rocker successfully to record an album of standards . The album itself is composed mainly of prewar, (WWII that is,) standards written by the likes of Gus Kahn, Herman Hupfield, and Irving Berlin. The lesser known jewels "Lazy Moon"

and "Lullaby In Ragtime" glimmer just as much as the more familiar "Always", "Making Whoopee", and "As Time Goes By". Mr Nilsson employs a respectful approach, preventing a degeneration into camp, á la Tiny Tim. The renditions are joyous, and full of vitality, but not overdelivered (unlike so much of the bellowing we hear today). His vocals caress each lyric, and being who he is, Mr Nilsson avoids the solemnity that often mars so many of these projects, while simultaneously rejecting the whimsey that was beginning to stereotype him. It is the perfect album to

play when alone, as a sort of reassuring company, and also perfect for a dinner party when a little light familiar music is needed, but nothing to with your interfere conversation. Even young people will recognise these classic songs, from an era when the most beautiful lyrics were standard, with sentiments that never go out of date. All the songs are of the same tempo so one number flows effortlessly into the next. It is also not without a touch of humour as Mr Nilsson sings the alternative

omething got me SWorld thinking this week about Peace and how it would affect the world. A movie that is the closest to a perfect peaceful world is “Pleasantville”. In “Pleasantville” there is no crime, no fire and everything is perfect, boring and predictable, but safe – the only bit of action is if the neighbour accidently breaks a window while playing ball. All of this changes when Tobey Maguire and Reese find Witherspoon themselves in the 50s TV show and try and live their lives as they would normally. But their normality has a serious effect on the town, and things change, from safe and boring to riots, racism, etc.

be no need for weapons, so all weapon manufacturers would be out of business, if there is no crime then most of the police would have be let go – why do we need detectives if there are no criminals? All government agencies would be dissolved, no more MI6, CIA, FBI, (at least airport security would be better) as everyone is getting along, we’d no longer need spies and anti-terrorist groups. Hospitals would be overstaffed, meaning they’d also have to let go of employees. If there are no weapons, there are no gang shootings, stabbings, overdoses, etc, even mortuaries would suffer. Considering the current state of affairs, if this really happened there would be a very long line to the job centre. s this is “World Peace” A let’s get rid of the famine in Africa and Asia, just for

he world is indeed in a Treligion, mess, wars on terrorism, crime, famine, lines written, but never previously recorded for “It Had to be You”…”… I’m five foot ten, a man amongst men, and you’re seven three… but with all your faults, it’s you I adore, when you stand up, your hands touch the floor. It had to be me, unlucky me. It had to be you” ! Find this album, relax with a drink and enjoy this gentle trip. It is a tribute to this much missed artiste. By Ann Tyler

global warming, disease, the financial crisis and unemployment at an all time high. If you recall in “Miss Congeniality” one of the main jokes was how all the contestants said that they wanted World Peace. Well, I’ve been thinking, World Peace could be one of the scariest horror movies ever!

I

f you think about it, realistically, I’m right. If there was no war, no crime or famine, the world would be worse than it already is, and this is why. War is a huge money maker, and if the wars stopped there would

good measure, I was thinking about adding a cure for AIDS and cancer too, but let’s not get too carried away. If there was world peace, there would be a huge population problem, not to mention the financial instability it would cause. If “World Peace” really happened, I’d be terrified, seriously. Please don’t think that I am a warmonger and enjoy all the tragic things that are happening in the world. But I believe that things happen for a reason, and that when massive disasters happen, it’s nature’s way of keeping the population balanced. Perhaps, I am wrong, this is just my take on it. o, Hollywood if you’re Splot, looking for a new horror “World Peace” is perfect, it would not need the amount of special effects that “The Day After Tomorrow” had. It could be as simple and easy as “Pleasantville”!

The illusions that you may have clung to will be brought to light this week, then you will be able to go beyond them and deal with the reality of the moment. There are opportunities to enhance your future economic and overall financial position. A lot of your go-getter and competitive energy is now being inverted so that you can reflect on the actions that you have taken and are about to take. Keep an open mind and the spirit of positive change will find you.

You are coming out of your shell in new ways and some people will love it and others will loathe it but you cannot please all the people all of the time. No matter how radical your true colours it is time to spread those wings and fly. Your ideas and creativity are ripe to be put into motion, be yourself and refuse to follow the crowd as you have what everyone else wants and needs. Make sure that you keep matters on a solid footing that you can build upon. Life is taking you in a brand new direction and exposing you to another viewpoint. The new facts that have been presented may take some time to assimilate. As long as you know what you really want from life and are willing to release what you no longer want or need there will be nothing to get in the way. Guilt or sentimental attachments can hold you back and give you an excuse not to do something if you let it. So rise above all that holds you back and soar. Regardless of what you do right now the effect of your actions will have a profound impact upon the others in your life. Financial rewards could be in play but that depends on how you interpret the facts and figures, this is no time to take anything at face value but to check the facts yourself and leave no stone unturned. Your emotional base is strong right now with Saturn providing a helpful backbone to see you through the harder issues. It could be that you have a decision to make and have to choose between two things that are far from ideal. The week starts out intense as there are a lot of issues that could interfere with your emotions. You have the opportunity now to experience a love that far surpasses what you have ever known, realising that you can’t explain some things until you have actually experienced the feeling yourself. This is a good time for bargain hunting. The past has been about obtaining or trying to earn the respect and admiration of others. The lesson here as it is with all the earth signs this week – you cannot please everyone all the time so you have to learn to please yourself. With every passing day you become stronger and a little more confident and self-assured. The fears that held you back before are all starting to disappear; the challenge is to remain true to yourself.

If you love what you do, then you'll never have to work a day in your life, although the hardest part is dealing with others who attempt to hold you back, perhaps it is just a case of miscommunication, therefore, make sure that you explain yourself fully when delegating tasks. It is useful to plan ahead to enable you to remain on track September 23rd - with commitment and contracts that you have pending. The changes that are October 22nd happening are going to be far better for you in the long run.

LIBRA

SCORPIO

October 23rd November 21st

In the past, the tendency has been to keep most of your inner thoughts and feelings very private, but the transformation taking place allows you to ‘remove the mask’ so others can see and deal with the real you. Although you may not notice the power and the personal transformation that's taking place within you, others certainly do. Expect the unexpected this week, you are a straight shooter who needs few words to get a point across. It may be time to get something off your chest.

SAGITTARIUS This is a week of new experiences so that you are able to view the world from a new perspective. You make the complicated look so easy and that has a tendency to reassure others but remember when you help others you are not expected to ‘carry their weight’ just be there to guide them so they may take responsibility for their November 22nd - own issues. There are many things that will click and in other areas you need to December 21st exercise some patience.

CAPRICORN These are creative times for you when you could be inspired to create a masterpiece

whether it is music, literature or art. There could be discussions regarding relocation or making changes to your home environment. When you are surrounded by a comfortable base you are unstoppable. Your emotions will reach a peak and that is why it is important to remain positive, no matter what and to create a place you feel nd December 22 comfortable to relax in. January 19th

February 19th March 20th

The balance between your home and your career are in need of re-examination. In order to feel settled both areas need to be balanced and to move forward you are being reminded how important it is to clear the negativity of the past. The week itself focuses on your relationships with others, some will grow stronger and others will fade away. Later in the week your inner passions and sensuality kick in creating all the elements needed for a romantic weekend.

The future at the moment is very clearly linked to the past and this week you need to pay a lot closer attention to the details of what is going on around you. There will be plenty of distractions that could cause you to make mistakes if you are not careful, so slow down and take things step by step. By slowing down you might notice things you normally miss especially those that relate to personal relationships. Don’t let another dampen your buzz.

MADONNA WOWS THE 2012 SUPERBOWL ..... …….it could only happen in America Not many 53 year olds could carry off thigh-high boots and a pleated miniskirt, let alone gold cheerleader pompoms but Madonna managed to do so in style in her inimitable fashion at the start of this major US sporting event. Her Roman-themed black and gold extravaganza packed all the punch of a fullscale concert as she pranced round the stage, blasting out

a medley of her hits and sharing numbers with younger artistes – Nicki Minaj, M.I.A. LMFAO and Cee Lo Green (complete with his marching band). The singer debuted her new single, "Give Me All Your Luvin,'" during a set that also included classic hits "Vogue," "Music," "Express Yourself" and "Like a Prayer”. High fashion certainly didn’t

miss out either as she flashed Givenchy couture, Miu Miu boots and Bulgari jewels, while M.I.A. and Nicki Minaj sported Erickson Beamon headpieces. Appropriately the opening number, “Vogue” was performed among dozens of Vogue magazine covers projected on the multi-level stage. And as she exuberantly turned cartwheels the audience could see her bejeweled panties!

During "Music," Madonna appeared to slip on the stage, but quickly recovered – nothing would daunt the showgirl. And the end was as spectacular as the beginning, with the singer disappearing in a puff of smoke as the words "World Peace" were projected onto the field. Can´t quite see the UK football scene staging anything similar in the future! Madonna at the Superbowl

Sugar is 'toxic beyond calories' Sugar is a menace to health and should be controlled in a similar manner to alcohol and cigarettes, according to an article called "The Toxic Truth About Sugar," published in the journal Nature. In it, scientists from the University of California argue that sugar is more than just "empty calories that make people fat". As well as fuelling a global obesity pandemic, too much dietary sugar can change the body's metabolism, raise blood pressure, critically alter

people's hormones and cause "significant damage" to the liver, they said. They added: “There are good calories and bad calories, just as there are good fats and bad fats, good amino acids and bad amino acids, good carbohydrates and bad carbohydrates. But sugar is toxic beyond its calories." The scientists also

said the effects of consuming too much sugar largely mirror that of drinking too much alcohol which is made by distilling sugar. Worldwide consumption of sugar has tripled during the past 50 years, and is linked to 35 million deaths a year from diseases such as

diabetes, heart disease and cancer, the researchers said. To reduce sugar consumption, the researchers recommended controlling access to sugary food and drinks, including age restrictions, stricter regulations on vending machines in schools and snack bars and even taxing sugar containing products.

Small tricks for big weight loss The following little tricks may not seem like they have a huge effect, but they add up over a period of time. • Use a paper napkin to blot a teaspoon of fat off a pizza slice. At a slice a week, that's more than a whole cup of fat you won't eat – or wear – this year. • Drink more milk. Consuming 1,800 milligrams of calcium a

day could block the absorption of about 80 calories. Fill your coffee mug with skim or 1 percent milk, drink it down to the level you want in your coffee, then pour in your caffeine fix. • A recent German study

showed that drinking water burns calories. Drinking about two cups of cold water – no warmer than 72 degrees – used up roughly 25 calories. Drinking a litre a day adds up to a fivepound loss over a year. • Use a salad plate instead

of a dinner plate. Studies show that putting your portions on smaller dishes means you'll end up eating less at a meal. • Add water to your fruit juice to reduce calories. • Have a tomato juice instead of a Diet Coke.

Rooting out those hidden germs

• Have a power snack handy. Mix three different kinds of beans, sprinkle in some low-cal Italian dressing and snack on it all week. • Stop mindless snacking. Chew a strong-flavoured gum like cinnamon while

you're cooking. Sneaking a taste of the food will be less appealing. • Tighten your belt. When you feel a craving and are tempted to gorge, tighten your belt a notch as a reminder of the size you'd like to be.

Pillow

Toothbrush

Instead of throwing away your pillow – which piles up sweat and dust mites. Among other unsavoury things – invest in a washable allergy case, which blocks mites and their leftovers. Wash pillows every few months and change linens weekly.

Rinse it well and dry it upright, and your brush should stay clean. But it should be replaced when bristles fray, because this makes brushing less effective.

about germs on files if you have a skin infection or damage around the nail. If so, disinfect a file with alcohol before each use. Emery boards get dull before they collect too many bugs.

Loofah

Kitchen Sponge

As you exfoliate, your loofah collects skin, which bacteria snack on. Launder it every week or two, and buy a new one every three months. Or don’t use one at all. Your hands and a body scrub smooth skin equally well.

Your sponge soaks up juices from raw foods and breeds bugs. Toss it in the dishwasher, laundry or microwave (for 30 seconds while wet) weekly, and change it after a month.

Metal Nail File

Avoid microwaving plasticware or putting it in the dishwasher, as both

Mattress The many hours you spend in bed wear down your mattress's springs and support over time, so it should be changed every eight to ten years. Research has also shown that getting a new mattress can help relieve pain and stiffness.

You only need to worry

Plastic container

can cause potentially hazardous chemicals to leach out. Hand wash instead. When it gets brittle, discoloured or beat up, toss or recycle it and replace it with glass.

Reusable grocery bag Reusing dirty cloth bags, which can carry fecal bacteria from raw meat and unwashed vegetables, "is like carrying your groceries in your underwear," according to one hygienist. However, washing by machine or hand reduces bacteria by more than 99.9 percent.

Alan Ross I liked your editorial "Undecided" on 1st Feb. It was interesting and challenging. A proper "Leader". Thank you. I agree that it was a close call as to whether the boss of RBS should have accepted a bonus of about a million pounds for doing what he was already paid to do. Yes: he should have accepted it. The decision depends on whether we are considering agreement, intention, "political promise" or a contract which is to involve just one person, at most only very few people; or whether it applies to a majority of citizens or to everybody in a defined group (e.g. pensioners, prisoners, under 18s). In the RBS case, it was a contract to one man to do a job and if he did it well, to expect a defined bonus. We understand that he did a very

Alhaurin el Grande good year's work. So he should have taken it, and then, of course, paid half of it in tax. Quite different is the value of a contract or promise that applies to an indeterminate number of people at some time in the future. No government nor indeed, board of a company can be held to a "promise" which may be quite logical now but totally unreasonable a few years hence. The particular company may be bankrupt or split up. A government may well have been voted out of office or lost a vote of confidence before their committment could be honoured. A previous opposition, now in power, is under little obligation to honour their predecessor's intentions. This is the situation with, for instance, retirement age, university fees, age of

Dorothy Perrett Campo residents are at the mercy of the Post Office. Just recently my post box came up for renewal. What a shock we got! We have had a post box in Alora for nearly 10 years and have always paid one price for the box. Now we are being told you pay one price for one person. In our case 56.90 euros. If my husband wishes to receive mail in this post box he must pay another 40 euros. You can have 5 people in your box but all must pay the extra 40 euros. I asked for a copy of this new regulation and was told – We have a copy that I can translate to you but we are not allowed to give you a copy. It only applies to people living in the campo. We all know the Spanish have relations everywhere so they do not have a problem, they get their mail sent to the relations in the pueblo –-no charge, no limit on names – it goes to the address. I then went to Pizarra and made an enquiry about having a Post Box and was told yes, you can have one, it is 67 euros for you and if

consent, VAT and income tax rates. Nobody, politcian or civil servant, can promise how these things are to be decided in five or ten or fifty years time. I know, Madame Editor, that you do not agree with my view concerning changes in retirement ages but we must rely on our government and smaller elected authorities to act solely as they foresee things at the time, in the best interests of the public. An amendment to previous plans may be an improvement. A "U" turn is often common sense. How about taxing all bonuses at 90 per cent? The recipient would still get some cash. The tax man would be delighted; and business bosses might be more careful with money belonging to the taxpayer or shareholders.

Alora

your husband wants to receive his mail here he must pay an extra 40 euros.

Can someone please look into this? Anyone reading this who has been told the same thing please speak up.

It appears anyone over the age of 18 must pay for the mail to be put in a box at the post office. Why? Surely one family - one post box. How many Brits can afford to pay 100 euros or more? And if you have teenagers you pay even more, for their post just to be kept at the post office. It’s not as if they have to pay the postman to deliver it. CENTRO DE IDIOMAS

he planet Venus is shining dazzlingly bright in the western sky after sunset and will continue to rise higher in the sky until the end of March when it will have reached its furthest point from the Sun. With binoculars or a telescope Venus displays phases similar to those of the Moon. At the moment it is showing almost half full but as the months progress its phase will gradually decrease as it begins to move back toward the Sun and eventually move between the Sun and Earth later in the year. It will then reappear on the right of the Sun rising in the mornings as the morning star.

omorrow evening (9th February) will be a perfect opportunity to spot the elusive planet Uranus with your binoculars as it will be very close to Venus, so close in fact that they will almost touch each other. Of course they are not really close together, it is simply a line of sight effect. If you look at Venus with your binoculars then Uranus will appear as a tiny bluish coloured disc in the same field of view to the upper left of Venus. Uranus is usually very difficult to find as it is so faint but at the moment it is just within naked eye visibility range if you live in a very dark area away from street lights, and by using Venus as a landmark it should be very easy to find.

J

upiter is still clearly visible this month high in the south after sunset and shining brighter than any star, you really can’t miss it. Again taking your binoculars you should be able to spot Jupiter’s four largest moons appearing as tiny points of light either side of the planet. The moons move so quickly around Jupiter that if you look at them again the next night they will have

completely changed position and you will witness the solar system in action. Another good way to see the solar system moving is by keeping an eye on Jupiter throughout February as it gradually moves closer toward Venus, by the middle of March they will be almost touching each other in the sky.

O

rion is the dominating constellation of the month with the three stars in a line making up his belt. Look at the stars just below his belt where his sword would be and you’ll notice that one of them seems a bit fuzzy, this is the Orion nebula – a gas cloud where new stars are being formed. Using your binoculars you should easily make out the gasses in the cloud.

T

he international space station makes two very good passes over southern Spain this weekend and into next week. Look toward the Southwest at 19.55 on Sunday 12th Feb and again at 19.38 next Tuesday 14th Feb to see it looking like a very bright star moving rapidly across the sky. You won’t need binoculars to see it as it will be the brightest object in the sky. You’ll have to be quick though as it takes less than six minutes to cross the entire sky before it disappears below the eastern horizon.

F

inally, good luck to my son Christopher who is appearing on the TV quiz show ‘The National Lottery Who Dares Wins’ with Nik Knowles on BBC1 this Saturday evening 11th Feb at 9.30 p.m. (Spanish time). He’s promised to take his daughters to Disneyland if he wins a big cash prize so we’ll all be rooting for him at home. Good luck Chris!

Black Cab drivers could strike over Olympic taxi fare cap plans

F1 testing this week at Jerez

Flagging down a black cab on London's streets may prove a little harder during this year's Olympics after taxi drivers had a request to raise fares by 22 percent turned down on Thursday. Drivers are threatening to stay at home or go away during the Games in July and August fearful the city's narrow roads will become logjammed. Cabbies, known for their strong opinions and jovial banter, are also angry they will be barred from using the 100 mile VIP Lanes specially designated to ferry athletes, officials, the media and VIPs to venues on time. The Licensed Taxi Drivers' Association (LTDA) union said between 30 percent and 50 percent of its members did not intend to work during this period. "There is a very real risk that there is going to be a shortage of cabs during the Olympics," Steve

The LTDA, which represents up to 10,000 of the capital's 25,000 black cabs, proposed allowing drivers to use weekend and nighttime premium rates during the Olympics, to entice some back onto the roads. That would have increased fares by between 13 percent and 22 percent. But Transport for London (TfL), which argues "the vast majority" of drivers are against such a rise, turned down the suggestion. Mayor of London Boris Johnson had previously described the proposal as a

Contador banned and loses Tour de France title Alberto Contador has been stripped of his 2010 Tour de France title and banned for two years after sport's highest court found him guilty of doping. Andy Schleck of Luxembourg, who finished second at the 2010 Tour, stands to be elevated to victory. Spanish cycling federation president Juan Carlos Castano confirmed to The Associated Press that the Court of Arbitration for Sport has suspended Contador after rejecting his claim that his positive test for clenbuterol was caused by eating contaminated meat while winning his third Tour title The three-man CAS panel upheld appeals by the International Cycling Union and World Anti-Doping Agency, which challenged a Spanish cycling tribunal’s decision to exonerate Contador. In a separate judgment, at the request of the ICU, a financial penalty of at least €2,485,000 has

February by the Spanish cycling federation’s tribunal, a which rejected recommendation to impose a one-year ban. Days earlier, the Spanish Prime Minister Jose Luis Rodriguez Zapatero said on Twitter that there was no reason to punish the rider, who is idolized his country. After the UCI and WADA appealed the Spanish verdict, a twice-postponed hearing was eventually heard by CAS in November. The complex 18-month legal case has also raised questions about the status of clenbuterol in anti-doping rules and the honesty of Spanish farmers. The drug is banned in Europe.

Since winning golf’s ultimate prize, the British Open, back in 1999, Scot Paul Lawrie, who turned 43 on New Year’s Day has never wavered in his work ethic to try and stay at the top in the sport he loves. "I probably work harder now than I have ever done," Lawrie told BBC Sport during the Abu Dhabi tournament. He is inspired by his two sons, Craig, 16, and Michael, 13, who are making marks on the Scottish junior scene. "I was never lazy, but I'm probably out there practising more than ever, especially with the boys coming up. "They are coming through and I'm playing more golf at home than I ever did, which I think is helping me." Lawrie's victory in last year's Open de Andalucia ended a nine-year drought and this win has taken him back into the world's top 50.

JUST DO IT ONCE!

Cavendish off the mark for TeamSky Cavendish and team-mates Bernhard Eisel and Juan Antonio Flecha had worked their way into a lead group of just over 30 riders when the peloton was split into three by crosswinds with 30 kilometres remaining in the 146.5km stage from Dukhan to Al Gharafa Stadium. Most of the big-name sprinters were in that front selection but on the slightly uphill finish it turned into a straightup battle between the world champion and race leader Tom Boonen (Omega Pharma-Quick Step). And having been guided into position by Eisel, Cavendish produced his trademark burst of acceleration to land the spoils by just over a bike length from Boonen, with Aidis Kruopis in third, Mark Renshaw (Rabobank) fourth, John Degenkolb (Project 1t4i) fifth and Tyler Farrar (Garmin-Barracuda) sixth.

Eddy Merckx on the banning of Contador Former cycling great Eddy Merckx, reacting to the decision to strip Alberto Contador of his 2010 Tour de France title and ban him until 6th August: "I am disgusted. I would like other sports to go and try to find minute traces of clenbuterol. It's another huge blow to cycling. Fivetime Tour de France winner Eddie Merckx continues: "It is a sad day for Contador and cycling. Someone wants to kill off cycling completely. The level of clenbuterol was minute and only in cycling would this kind of case be brought about. Contador does not deserve this treatment. I'm the first to say we need testing but we've gone too far."

Fabio Capello feels his authority within the England dressing room was undermined when the FA decided to strip John Terry of the captaincy. He is also understood to be upset with the FA after being excluded from the decision making process regarding John Terry and believes that football issues – such as who should be captain – should be left up to him or, at the very least, he should have been party to the talks. A source close to the England manager also indicated that Capello still wants to lead England to the Euro 2012 but will voice his feelings over the issue of his authority in talks with the FA this week.
