THOUGHT PROVOKING Update; TroJanski and Council Dodge Question; Taken Care Of? Maple Heights, Ohio. The 86 year-old man is asking questions while attending a city council meeting. He told the Brown Report that Trojanski says that the matter has been taken care of. Did you take the Oath of Office? The Brown Report will not Cover Up for Anyone - We played a vital part in the restructure of Maple Heights and the new administration Let's recap, Council President Richard Trojanski violated sections 3517.10 and 3517.13 of the Ohio Revise Code when he failed to submit his campaign finance report on time. Because of his failure to submit his report on time, Trojanski was no longer a qualified candidate. ORC 3517.10 sets forth the requirement that on the 38th day at 4pm the candidate's report must be submitted to the board. The only time a

candidate gets an extension, under ORC 3517.11(C), is when they turn in the report on the 38th day at 4 p.m. and it's 90 percent complete. There are no deadline extensions for candidates who fail to file. Trojanski failed to file. The Brown Report is Fair! We attempted to contact Trojanksi via email. Trojanksi did not respond. We spoke with Councilman Ron Jackson. "I am fully aware of this matter, and I am prepared to step in if I must" says Jackson. Jackson is the ProTem for council. "I am going to wait, and see what happens. My job is to be supportive of the community. This is my number one concern, says, Councilwoman Sharri Thomas. Thomas is a new council woman for Maple Heights District 6 area.

March 15th is the primary election, and Jill MillerZimon is challenging State Rep. John Barnes for the Ohio House District 12 seat.

The Brown Report recently sat down with Zimon to discuss issues probing our community. "We cannot afford to let one more person suffer because of people who don’t know how to respond, or legislators who refuse to respond and stay silent, because the more we stay silent, the easier it is for Republicans to push their antivoter, anti-urban, anti-public education, antilabor, anti-woman agenda" says, Zimon. Zimon wants to create an environment that allows all people to be heard. "Having a State Representative who stays silent rather than fights for us is never going to bring back the local government dollars we keep losing. We must repair the crumbling roads all around us. We must stop the safety net from shrinking, and reduce infant mortality where the rates are some of the highest in the country" says, Zimon.

This is Zimon's second run for House District-12. Last run she was 400 votes short of an upset. Zimon deserves a chance. Zimon is a social worker and an attorney. As our State Representative, she will fight for us because all of This matter is far from over, because it is not over. And, it is not taken care us Deserve Better! Get Out to Vote on March 15th! of The public has a right to know; Transparency Matters. A hearing is scheduled for Thursday, March 10, 2016 in Columbus with The Ohio Elections Commission. Following the hearing, the commission may do one of the following: (1) find there has been no violation, (2) find there has been a violation (3) set the matter for a hearing at a later date if the commission desires to receive further testimony.

L ife is extremely interesting, and people are intriguing. They come out of the wood work to look, plot, steal and kill. The question is, do they have your best interest at heart? Are they concerned about the collective whole? Better yet, are they concerned about you? Are their actions a means to get close to you while you are riding high? If so, this wave of superficial attention is a temporary perverted exercise on how one is easily manipulated by people, places, processes and things. I believe the O'Jays said it best "They smile in your face all the time they want to take your place - Backstabber".

As we observe our surroundings, many errors of how we do business is being polarized. Under this microscopic fabric, we are able to see the effects and affects of the haves, and have not. It's more transparent that we need more help now than ever. As we confront our regional issues, we can all agree that $250.00 per hour is not the answer to resolve, nor is it a Dr. Rhonda Williams means to deliver a safe check and balance to the issues, and ill circumstances Meet Dr. Rhonda Williams plaguing our communities.

Community Organizer, Latonya Golsby. Golsby is the cousin of Samira and Tamir Rice. Tamir was shot, and killed last year by a Cleveland Police Officer. Serving as the family spokesperson, Golsby has organized, ongoing marches, and rallies commanding for police reform. Golsby orchestrates peaceful assemblies, and recently organized the historic march on Cuyahoga County Prosecutor Timothy McGinty's home. Golsby's "sweat equity" is proof that peaceful demonstrations can bring about change. Golsby is a relentless community activist.. 3X International Best Selling Author Tina A. Hobson speaks publicly and advocates for women’s rights, including prevention of drug abuse and domestic violence. Her solo book, Oh How He Loves Me, Reflections of God’s Love For Me and For You, is a combination book and workbook. This book allows readers to travel with her through her trials and tribulations, including alcohol/drug addiction, suicide attempts and into deliverance. Tina is presently the Producer and Hostess of I Am A Superwoman Radio Network, and a Licensed Social Worker in the State of OH. Yvonka Hall is the Executive Director of the Northeast Ohio Black Health Coalition. NEOBHC is the first organization in Ohio dedicated to addressing health disparities in the African American community. She served as Director of the Cleveland Office of Minority Health and the Northeast Ohio Director of Cultural Health Initiatives for the American Heart Association. Hall has charisma, and sound interpersonal skills. Her display of referent power is extraordinary. Hall is not "Tough with a Title". Her power extends from her ability to attract others and build loyalty. Hall is a true, and vibrant leader.

Dr. Rhonda Williams is the founder & Director, CWRU Social Justice Institute; Associate Prof. History at Case Western Reserve University. Dr. Williams is often found at community rallies, marching for justice, and standing on the front-line of injustice commanding change. Currently, Williams is a member of the Cleveland Police Community Commission. She is a strong advocate for social change and justice. She exemplifies elements like the great political activist, professor and scholar, Angela Davis. She exhibits, expert power; power deriving from the skills of which she is trained and certified.

Let's recap; According to the Plain Dealer, "The Department of Justice rode into Cleveland 2014. The investigation was conducted by six Justice Department lawyers, plus several independent policing experts. They found that systemic deficiencies within the Cleveland Police Department. The problems include insufficient accountability, inadequate training, ineffective policies, and inadequate engagement with the community. Following months of public shame, community meetings, and intervention planning. The Justice Department worked with city officials, residents and police to help devise, and execute a reform police-policy. Continue page 3

Ohio 2016. The Primary Election 2016 is quickly approaching. While most voters are paying attention to the presidential race, others are watching Rob Portman and the US Senate seat for Ohio. Currently, there are three democrat seeking the seat; two males and one female. While the males are getting attention from mainstream media, the woman is being ignored. People are asking, "who is Kelli Prather"? Where did she come from? What is her platform for the state of Ohio? Although, these are fair questions, it is unfair to count Prather out of a most important race. Prather is a doctoral candidate, and business owner. She is originally from Cinncinatti, Ohio. She is a strong advocate for criminal justice reform. She wants change, and she is making civil rights, and human rights a priority. One of her goals is to return the “civil rights” agenda discussion to politics.

Prather lacks mainstream media attention, but by far she is the best candidate for the position. While the men are running from community debates, Prather is standing on the front line fighting for the rights of the collective whole while protecting our civility.

EPrather will be at the City Club on February 22nd.

The Day They Started; The Official Announcement: Sunday, February 15, 2015

2015/2016 OHIO - It's a story that no one would believe. It's historical, and it is our Black History. As we celebrate black history month, we began to recognize some of the greatest moments in history. We have a habit of talking about the great Martin Luther King Jr., Harriet Tubman, Frederick Douglass, Rosa Parks and many others. As we move from what was to what is, we get the opportunity to discuss new trail blazers in our region.

Annette M. Blackwell, and Kimberly F. Brown shocked the region when they joined forces to build a power house strategic mayoral campaign. Brown was the campaign manager/political strategist, and Blackwell was the candidate. While most political pundits criticized their campaign plight to take over the mayor's seat of a city that did not embrace blacks at the helm, these two women proved that all things are possible when adversity is present. Blackwell and Brown was first to be certified for the ballot. They led the race for the run in the primary election. They victoriously won the general election by a landslide defeating every odd against them. Now, the dance has ended. Blackwell became the first woman of color to become Mayor of once a predominantly white suburb, Maple Heights, Ohio On November 20, 2015, Blackwell tells Brown via email: "Kim, You gave this campaign everything

The Board of Elections Sanction Forty Plus; Violate Campaign Laws - Illegal Office Holders by Karen Letter and Kimberly F. Brown Regarding Election 2015; Media is never personal, it's always to educate, and stop the bleed! According to Cuyahoga County Board of Elections, more than 40 other folks are on the list - including Judges, Mayors, Candidates, and Council members. Law Makers cannot be Law Breakers - Period. Point. Blank.

The Day They Ended Tuesday, Nov. 3rd! Yes, We Did!

To be clear, Richard Trojanski of Maple Heights was not the only one. Many elected officials have not “complied” with ORC 3517.10, 3517.11(C), 3517.11(D) and 3517.13. They failed toy file their campaign finance report by Friday, December 11, 2015 by 4pm. This means that they entered upon the performance of duties as an elected official on January 1, 2016 while they were not in compliance. The Elections Commission should send all of them a clear message; campaign violations will not be tolerated. All repeat offenders should be held accountable and swiftly removed from the elected position. Trojanski is scheduled for a hearing with the Ohio Election Commission in Columbus, Ohio on Thursday, March 10, 2016 at 10am. The case was also referred to Brendan Doyle, Assistant County Prosecutor's of Cuyahoga County by Maple Heights Law Director, John J. Montello. In a letter, Montello is asking to be removed from the case due to an alleged conflict of interest.

The Cuyahoga County Board of Elections filed a group complaint with The Ohio Election Commission on Friday, January 22, 2016 on all offenders. For a copy of the complaint, call (440) 479-2823. According to the Cleveland Plain Dealer Newspaper article dated October 1, 2015, "A Los Angeles-based police consulting firm will track the city of Cleveland's progress under a settlement with the U.S. Justice Department to curb the use of excessive force by city police officers. The nonprofit Police Assessment Resource Center, whose executive director is the monitor for the Seattle Police Department, will be paid up to $4.95 million by the city of Cleveland. The team will consist of 15-members; a team of experts, who come from Cleveland and around the country, to track progress and offer guidance in several areas, including community engagement, community -oriented policing, use of force and crisis intervention. The team is said to be made up of union officials, community leaders, academics and police officers." (Cleveland Plain Dealer 2015). Our Issue with this Process:

several members of the Cleveland Consent Decree Monitoring team attended a community meeting at the Harvard Community Center. There were approximately 50- 60 people in attendance. Five members of the team sat in the back of the room while the meeting was being held near the front of the room. Prior to taking a photo, we watched members sit back against the wall as three of them talked and laugh throughout the meeting. Any skilled and experienced monitors would have spread themselves throughout the room to get a thorough understanding of what was being said by the commission and the attendees. The monitors did neither. Yet, they are paid $250.00 per hour, sitting not monitoring. According to Dictionary.com a monitor is a person or thing that is positioned to watch closely for purposes of control, surveillance, etc.; keep track of; check continually: How did either one of them watch the process closely as they all sat in the back of the room! Whose monitoring the monitors? No one, but someone better monitor those invoices!

The compensation for this process is outrageous. This appears to be a shame monitoring process. Here is why. On Thursday, Wednesday, January 30, 2016

The Ohio Ethics Law and related statutes are found in Ohio Revised Code (R.C.) Chapter 102. and Sections 2921.42 and 2921.43. These laws generally prohibit public officials and employees from misusing their official positions for their own personal benefit or the benefit of their family members or business associates. PAY TO PLAY; POLITICAL CORRUPTION; This is a WARNING...WARNING..., Cuyahoga County. On July 31, 2012, He wiped his tears, and kissed his wife goodbye. Judge Sara Lioi of Akron, handed down a 28-year sentence to former county Commissioner Jimmy Dimora. Dimora was convicted in March 2012 of racketeering and 32 other bribery- and corruption-related crimes. Dimora openly participated in pay-to-play activities. Rather than improvise about what is pay-to-play, let's look at the Ohio Revised Code: If you are a Public Servant this may apply to you: "A public servant cannot accept anything of value, from any source other than his public employer, as compensation for the performance of his public duties. A “public servant� is any person who is elected, appointed, or employed by any governmental entity, and any person performing a governmental function. Any official who is required to file a financial disclosure statement should keep complete records of any gifts, and of any meals, food, or beverages, or travel expenses provided in connection with public duties, including the source and amount of the items provided, for later disclosure purposes ", (The Ohio Ethics Commission) The ethics laws discussed in this information sheet are first-degree misdemeanors with a maximum penalty of six months in prison and/or a $1000 fine. Your Civil Rights; Guess Who is Responsible? Change the Seat! By the Brown Team

It is the duty of the mayor, clerk, and council members to ensure the city fulfills its duties under the law and lawfully exercises its powers. City officials can sometimes be held personally liable for failing to act or for taking unauthorized actions on the part of the city. To avoid personal-liability lawsuits, city officials should gain a working knowledge of the laws that regulate city government. "It has been 50 years since the nation witnessed the march on Selma. “This is the moment when we must make a decision as to whether or not we’re going to establish a legacy. We’re going to put our foot down, we’re going to put a marker down and say from this moment on and say enough is enough," says Martin. Martin is absolutely correct in his observation. Fannie Lou Hammer said it best, "I am tired of being sick and tired". June 9th, 1963 Fannie Lou Hamer was arrested and Beaten in Winona, Mississippi. On this day, while returning from a voter registration workshop in South Carolina, Fannie Lou Hamer and other civil rights activists were arrested in Winona, Mississippi. Ms. Hamer and the other activists had been traveling in the "white" section of a Greyhound bus, despite threats from the driver that he planned to notify local police at the next stop. When the bus arrived at the Winona bus depot, the activists sat at the "white only" lunch counter inside the terminal. Winona Police Chief Thomas Herrod ordered the group to go to the "colored" side of the depot and arrested them when one of the activists tried to write down his patrol car license number.

At the county jail, white jailers forced two African American prisoners to savagely beat Ms. Hamer with loaded blackjacks, and she was nearly killed. As she regained consciousness, she overheard one of the white officers propose, "We could put them SOBs in [the] Big Black [River] and nobody would ever find them." Ms. Hamer never fully recovered from the attack; she lost vision in one of her eyes and suffered permanent kidney damage, which contributed to her death in 1977 at age 59. Lawyers with the Student Non-violent Coordinating Committee filed suit against the Winona police who brutalized the activists but an all-white jury acquitted them. (http://racialinjustice.eji.org/timeline/) Hurting people, hurts people. Daily, people are hurting as they are being denied basic civil rights. Guess what, the abuse of civil rights stems from our local communities. While many people are seeking the President of the United States and the Department of Justice to fight for their civil rights, they have no idea that the direction of which they are seeking justice is in error. Your local mayors and city council members are ultimately responsible for protecting your civil rights.

Urgent Community Forum; Cleveland Urban News Regional Event with Cuyahoga County Prosecutor Candidate, Mike O'Malley A community forum on the race for Cuyahoga County prosecutor will be held from 5:308:00 pm on Thursday, Feb 11 at the Harvard Community Services Center in Cleveland at 18240 Harvard Ave, a block from John F. Kennedy High School. It is sponsored by the Imperial Women Coalition and Black activist groups, including Black on Black Crime and the Carl Stokes Brigade, and the Black Women's PAC. It is an open-to-the-public community forum, not a candidate's forum, meaning it will go forward regardless. There are many stories in her/his story that clearly identify with issues regarding police brutality, trial by jury of your peers, and judges that do not adhere to the law of the land. The passage of civil rights is land-mark laws to protect all American Citizens. As we co-exist in the United States of America, it is the duty of the Mayor, and council persons to abide by the Constitution of the United States of America, The Constitution of the governing state, of which they are elected, and the codified ordinances of which their city/municipality is governed. When and if lawmakers become law-breakers, we the people must hold them to the highest standards. For every law they chose to break from campaign violations to hide and covering up police brutality, theft in office, obstruction of official business, and any and all situations regarding discrimination, the mayor and council collectively are violating our civil rights. The next time there is a case of police brutality, forget about destroying local businesses, more efforts will command change when folks unite and hold the mayor and every councilperson responsible. The mayor is ultimately responsible for the conduct of the police because the mayor is the Chief Safety Officer and Director of the city!

This is not about the color of the Mayor or Council member; It's about protecting our civil rights!

Violence & Silence; Cleveland WARD By Kimberly F. Brown ONE - 12 plus years of Slavery Cleveland WARD ONE. Crime continues to explode in Cleveland's Lee/Harvard community. Recently a 34 year-old male was brutally beaten to death on his birthday. It was approximately 4:30pm. The young man was returning from work. The Brown Report recently stood on the corner of Lee/Miles where the incident occurred and watched hundreds of vehicle and passer-bys go by. Motorist, nor pedestrians intervened to help the young man. WARD ONE's Councilperson Terrell Pruitt have yet to speak out about this incident or any other incidents in the Ward One Community. If the leader does not care, why should the people. WARD ONE does not need "Tough with a Title" individuals, we deserve elected officials that are more than willing to ask questions, and make a Difference!

The Local Conversation; One Year Anniversary; On Saturday, January 16, Northeast Ohio Black Health Coalition held a follow up forum regarding the Department of Justice and the Consent Decree. Yvonka Hall, CEO offered a panel of speakers directly involved with the process. Other than Mike Tobin of The Dept. of Justice blaming President Obama for the current spirit of Amercia, no one else offered much. We commend Hall for monitoring this process!
