Pursuant to the Presidential Decree No. 198 known as the Provincial Water Utilities Act of 1973, the Tagum Water District was formed for the purpose of acquiring, installing, improving, maintaining and operating water supply and distribution system for the Domestic, Commercial, and Industrial uses for residents within its area of responsibility.

With the district’s celebration of its 42nd Anniversary delve a remarkable journey and unwavering commitment of Tagum Water District (TWD) in serving the community of Tagum City amidst the trials aiming for sustainability, water conservation and providing the people with world class quality services. The district’s resilience is tested, and its capacity for transformation is revealed. Rather than seeing obstacles as roadblocks, TWD perceived it as a stepping stone toward greater heights. Embracing adversity as a catalyst for growth empowers TWD to unearth its latent strengths, to learn, to adapt, and to emerge stronger than before.

From the Manager’s Desk OUR JOURNEY OF RELENTLESS SERVICE

As a season of new challenges and difficulties begins, let us hark back on the years of excellence and service that Tagum Water District dedicated in celebration of its 42nd Founding Anniversary with the theme, “Relentless: A Journey Beyond Limits”.

Our journey of being at the frontline for more than four decades providing safe, potable, and reliable water services to the residents of Tagum City is truly a remarkable achievement paralleled by the relentlessness of our workforce that abbreviates the indisputable effort and the unabating drive of ensuring that water is accessible in homes, businesses, schools and offices, and other public spaces and is available 24/7.

Let us also take into account that the partnership we have built with our bulk water supplier has strengthened the sustainability and quality of our water supply, and with our affiliate agencies in underpinning our community engagement and environmental stewardship. It has become an avenue for us to attentively heed our stakeholders and address concerns with integrity and utmost professionalismcharacteristics that propelled us through our constraints. However, while commemorating this profound growth, it is important to instill a sense of mindfulness that challenges such as rapid technological advancements, climate change, and the swift increase in water management issues are all part of the pursuit of achieving goals and purpose.

As a team, the impediments of our service shall never be distinguished as constraints as long as we work hand-in-hand and persevere to earnestly strive for excellence to contribute efficiently to the continuing growth of Tagum Water District.

As we joyously celebrate the 42nd Anniversary of Tagum Water District under the theme “Relentless: A Journey Beyond Limits” On December 16, 2023, I am honored to greet all of you with a warm gratitude.

This milestone signifies more than just the mere passing of time; it represents a journey marked by unwavering commitment and relentless dedication of the Board of Directors, the management, partners in service, the Local Government Units and our dear concessioners. The theme captures the essence of our organization–an ongoing pursuit of excellence and a continuous journey that transcends perceived limits.

Over four decades, Tagum Water District has transformed, surmounted challenges and established new standards in water management. Our success is a testament to the collective efforts of our dedicated team, stakeholders, and the community we serve. We stood firm in the face of adversity, pushing boundaries to secure a sustainable and dependable water supply for Tagum City.

Let us continue this relentless spirit as we reflect on our achievements and gaze toward the future. Together, we will embrace new challenges, foster innovations, and navigate the path toward sustained success for Tagum Water District.

Fire Brigade Readiness

TheBureau of Fire Protection (BFP) conducted a Fire Brigade Training Course from December 4 to 7, 2023, at the TWD Warehouse in Brgy. San Miguel, Tagum City. Led by SFO1 Jeston B. Ronquillo, the training aimed to enhance the readiness of the TWD Fire Brigade. Volunteers from various departments of TWD were trained to respond effectively to fire incidents within the city.

The primary objective of the training was to ensure that responders were well-prepared, skilled, and coordinated in handling fires or related emergencies. Additionally, volunteers were familiarized with the locations of hydrants to ensure sufficient water supply during large fire incidents.

Activities during the training included discussions on the BFP’s history and laws, fire classification, practical firefighting techniques such as using fire

extinguishers and hoses, and first aid response. The training emphasized the importance of prevention, preparedness, and effective response in minimizing the impact of fires and creating safer environments.

TWD’s involvement in emergency response extends beyond providing water during fire incidents; it also includes offering assistance from trained volunteers. This commitment reflects the district’s dedication to ensuring the safety and well-being of the community in times of crisis.

BUILDING SAFETY: TAGUM WD

EMBRACES COSH CULTURE

OnNovember 17, 2023, I had the distinct honor of being the keynote speaker at a seminar hosted by TWD on Construction Occupational Safety and Health (COSH). It was a privilege to share my experiences as the district’s safety officer with fellow enthusiasts, emphasizing the paramount importance of prioritizing safety in the construction sector.

The event aimed to instill a culture of safety and health consciousness among participants while providing them with valuable knowledge applicable to their respective roles. A comprehensive discussion covered various safety aspects, including measures, risk assessment, personal protective equipment, emergency response procedures, and equipment use. The intention was to empower attendees with the necessary tools and understanding to create a secure and healthy work environment.

A total of 50 TWD employees actively participated in the seminar. Throughout the seminar, I endeavored to inspire the audience by sharing my expertise and dedication to safety practices. The atmosphere fostered lively engagement and cooperative learning, with participants actively participating in discussions and exchanging valuable insights.

As the seminar concluded, attendees left equipped with a renewed commitment to safety and a wealth of knowledge, signifying a positive step towards promoting a safer work environment within TWD. The collective efforts of everyone involved underscored the significance of continuous learning and collaboration in achieving a shared goal of workplace safety.

SAFE SPACES, STRONG TEAMS:

Tagum WD’s Dual Focus Training Program

To cultivate a safer and more inclusive work environment, the Board of Directors (BODs) of TWD is making substantial investments in comprehensive training programs for its employees. The 2023 Team Building Training and Workshop, combined with a seminar addressing Sexual Harassment and Violence Against Women and Children (VAWC), stands out as a pivotal initiative in this endeavor.

A 2-day seminar was held from October 23 to 28, 2023 at Lanikai, Hijo Estate Resort, Tagum City with a total of 251 participants which was divided into three batches. The Human Resource Management Division (HRMD) facilitated the event in coordination with the Gender and Development (GAD) Committee.

Dir. Virginia Coloma-Rafael led the morning session, addressing critical workplace issues related to sexual harassment and VAWC. The session provided attendees with valuable insights into identifying and preventing harassment, as well as understanding relevant laws. The seminar underscored the organization’s dedication to eradicating discrimination and establishing secure environments for all members of the workforce.

Following this, Pastor Andrew Macad, along with Pastors Samuel Macad and Randy Beatisula, led the team-building session for one and a half days. Crafted to enhance interpersonal relationships, elevate morale, and foster overall team cohesion, the attendees enthusiastically participated in various exercises and activities.

Through strategic investments in training programs, TWD has taken significant steps to create a safer and more cohesive workplace. The harmonious blend of the 2023 Team Building Training and insightful Sexual Harassment and VAWC seminar exemplifies the district’s effort in providing a favorable working environment to all its employees.

The spirit of giving back blossomed on December 13, 2023, as the TWD kicked off its 42nd Founding Anniversary celebration with a Tree Planting Activity at JV Ayala Apokon. The event was a harmonious blend of festivity and environmental advocacy.

Led by Chairperson Arlene J. Adlawan, Director Henrietto Q. Castrence, and Acting General Manager Engr. Gerardo M. De Leon, selected employees of TWD showed their green skills as they tilled the soil, symbolizing the district’s unwavering commitment to environmental conservation. This activity was in collaboration with the City Economic and Natural Resources Office (CENRO) of Tagum, represented by Rodrigo M. Cimeni and Grem Gilbert. The eco-conscious initiative marks a noteworthy milestone in the district’s 42nd Founding Anniversary celebrations.

As TWD celebrates another year of success and growth, it serves as a reminder that true power comes not only from longevity but also from the joint effort to care and safeguard the environment. By sowing the seeds of change, TWD sets an inspiring example for corporate responsibility and underscores the importance of preserving the planet for generations to come. Cheers to 42 years of excellence, growth, and a greener tomorrow!

ENHANCING WORKPLACE SAFETY THROUGH FIRST AID AWARENESS

Given that accidents and medical emergencies can happen unpredictably, Tagum Water District (TWD) consistently works to enhance employees’ awareness of the importance of incident preparedness. Moreover, well-trained personnel can significantly reduce the severity of injuries and increase the likelihood of full recovery. Thus, attending first aid training is indispensable, as it equips the medical team with the knowledge and skills necessary for immediate assistance in cases of injury or medical emergencies. Taking prompt and appropriate actions before professional medical help arrives can be crucial in saving lives and preventing further harm.

In collaboration with the Human Resource Management Division, the Medical Team, operating under the Incident Command System of the office, actively participated in

the First Aid Training Seminar conducted by the Philippine Red Cross on September 26 to 27, 2023. The training venue was at the Philippine Red Cross-Davao del Norte Board Room in Mankilam, Tagum City, and it was facilitated by Ms. Virginia C. Vitor, supervised by Ms. Teresita R. Machete. All fifteen (15) participants successfully passed the evaluation exam.

Investing in preparedness translates to investing in lives. By prioritizing employees’ first aid training, TWD demonstrates a deep commitment not only to employees’ well-being but also to their ability to act as immediate responders in any situation. This proactive approach minimizes potential harm, enhances recovery rates, and ultimately serves as a vital link in saving lives. With a well-trained medical team possessing essential knowledge and skills, TWD stands ready to face any emergency, fostering a community built on safety and resilience.

CASTRENCE’S 25 YEARS, PEREYRAS’ DECADE HONORED

Guided by the theme, “MAWD: Accelerating Actions Towards a Water Secure Mindanao,” the Mindanao Association of Water Districts (MAWD) Forum 2023 took place at Dipolog City Sports Center, Olingan, Dipolog City, on October 11-13, 2023. The forum, hosted by the Dipolog City Water District (DipCWD) and the Western Mindanao Water Districts Association (WEMWADA), Inc., served as a convergence point for various professionals in the water industry.

Among the distinguished attendees was Director Henrietto Q. Castrence, a prominent member of TWD’s Board of Directors. Dir. Castrence, a dedicated veteran, was honored with a plaque of recognition for his 25 years of exemplary service in the water industry. Additionally, Ms. Norma R. Pereyras, TWD’s Vice-Chairperson of the Board of Directors, was also recognized for her 10 years of commendable service. Director Castrence

graciously received the plaque on her behalf.

The awards bestowed upon Vice Chairperson Pereyras and Director Castrence added a significant touch to the event, emphasizing the commitment and expertise that seasoned professionals bring to the industry. Their recognition underscored the enduring dedication required to ensure sustainable water access for communities.

The gathering provided a platform for water district representatives from across Mindanao to share insights, discuss challenges, and explore innovative solutions for the region’s water management. The forum, featuring informative sessions and a collaborative atmosphere, not only celebrated accomplishments but also fostered a shared vision for the future of water management in Mindanao. Delegates left with a renewed sense of purpose and a strengthened network to address the pressing water-related issues facing the region.

TAGUM WD MAKES A SPLASH AT PWWA 2023

“We should treat water as a resource, therefore, the national government is being called to build more catchment projects, more weirs, and multi-purpose dams for domestic, agricultural, and potential hydro and energy use”, emphasized by Atty. Vince Homer Revil, Local Water Utilities Administration (LWUA) administrator, during the 29th Philippine Water Works Association (PWWA) International Conference and Exhibition.

The conference, held from October 4 to 6, 2023, at Henann Convention Center, Panglao Island, Bohol, centered around the theme “Overcoming Global Challenges in Water and Wastewater.” Among the attendees of the prestigious event were Arlene J. Adlawan, Chairperson of Tagum Water District (TWD) BOD, and Engr. Gene Rey L. Rubilla, CE, and Planning Division Draftsman – A.

Given the prevailing environmental concerns in our world today, the conference focused on addressing challenges such as water scarcity and pollution. Additionally, the event served as an essential platform for international collaboration and knowledge exchange in water management. Professionals, experts, and stakeholders in the water industry from around the world participated, discussing and showcasing the latest advancements, technologies, and practices related to water management, supply, and sanitation.

Chairperson Adlawan expressed gratitude for the invitation from PWWA, highlighting that the conference illuminates water and wastewater challenges not only locally but also from a global perspective. Furthermore, amidst urbanization and population growth leading to increased water demand, our sources remain finite and dynamic. Learning how to conserve and protect water for future generations is crucial.

NAVIGATING CHANGE: TAGUM WD INTRODUCES NEW AGENCY LEADER

The responsibility of delivering quality service and ensuring that the objectives and goals of an institution are met lies not only with the ground forces but also with the organizational management. For Tagum Water District (TWD), this pivotal role will be played by the Head of Agency, which in the current organizational structure and status is equivalent to the Acting General Manager (AGM). The AGM will be responsible for setting the company goals and ensuring the success of the team while maintaining professionalism and competence. Moreover, the AGM acts as the liaison between the Board of Directors, the staff, and the stakeholders, and represents the District in various forums and engagements.

For two years, this position was held by Engr. Gerardo M. De Leon, MPA, who contributed significantly to the institution’s progress. With his impending retirement, TWD acknowledges the invaluable service of Engr. De Leon, who not only served as the Acting General Manager but also was a part of the workforce for 30 years.

In this period of transition and transformation, TWD welcomes the appointment of the new Acting General Manager and extends its sincerest gratitude to the former. On January 4, 2024, TWD’s Board of Directors designated Engr. Pilar M. Mula, MSE, RMP, as the newly appointed AGM. Equipped with her experience as the former Engineering and Construction Department Manager, Engr. Pilar will play a pivotal role in supervising operations. The Board of Directors expressed trust and confidence in the appointee’s capability of leading the agency to new growth and success, as well as her ability to navigate the growing challenges while fostering an inclusive and collaborative working environment. This significant announcement was communicated to TWD’s confederate agencies, who showed support and confidence towards Engr. Mula.

Furthermore, with the newly appointed AGM, TWD stands committed to continuing its trajectory of success in this dynamically changing industry.

As the sun bids its farewell, the once-empty auditorium now radiates with the opulence of red – carpet, tables, and an illuminated LED screen. The passionate hue, once a symbol of struggle, now narrates a victorious tale of resilience. Amidst this, glimpses of green can be seen, which creates the visual narrative of the district’s growth over four decades and two years.

Tagum Water District’s Board of Directors, current and past employees, and their families gathered at the VJR Arriesgado Auditorium on December 15, 2023, to celebrate the district’s 42nd Founding Anniversary and Christmas. Centered around the theme, “Relentless: A Journey Beyond Limits!”, the evening was filled with various events highlighting talents and honouring triumphs.

FESTIVE MOVES, MERRY GROOVES

In a spectacular display of yuletide spirit, the departments of Tagum Water District (TWD) came together in a Christmas Dance Competition. The Commercial Services Department (CoSD) kicked off the competition with a performance that radiating pure joy. Meanwhile, the Human Resource and General Services Department (HRGSD) took a touching route with a performance recalling the sacred moment of the Savior’s birth. Not to be outdone, the Engineering and Construction Department (ECD) injected a hearty dose of humor, leaving everyone laughing. A NIGHT OF STELLAR ACHIEVEMENTS

As the night progressed, its special radiance came not from the distant stars but from the remarkable individuals who had ascended to extraordinary heights. Looking back on what transpired over a year, TWD rewarded the outstanding accomplishments of its employees, recognizing excellence not only in work but also in various aspects. The awards include Salamat Mabuhay! for the retirees, Athletic/Sports Award, Loyalty Service Award, Best in Attendance, Career and Self Development Incentive Award, and Best Organization Unit. Employees who excelled in their respective work were also conferred with the Most Number of Illegal Connections and/or Leaking Reported, Disconnected/Reconnected Accounts, Repairs Completed, and Official Receipts Issued Award. At the end of the night, Mr. Mark Anthony S. Nagaliza was named as the Model Employee of the Year while Mr. Arjun L. Dumaan and Ms. Marissa I. Albaña were hailed as the Best Dressed for the Night. The anniversary celebration was not merely a milestone marker; it was also a testament to the district’s commitment to honoring multifaceted achievements of its employees.

SERVING COMMUNITIES: TAGUM CITY’S PIPELINE EXPANSION

In line with the continuing thrust of Tagum Water District (TWD) to serve the constituents of Tagum City, one of the major improvements for the calendar year 2023 in terms of pipeline expansion is the long-awaited request to have access to potable water supply at Purok 4A, Barangay Magdum.

This project was made possible due to the right of way provided by both TWD and its joint venture partner in the Bulk Water Supply Project, Manila Water. It involves a 1,350 linear meter 200mm diameter and 330 linear meter 150mm diameter UPVC pipeline project, which started last March 15, 2023. After the completion of hydrotesting and disinfection of the pipeline, the project was commissioned on October 18, 2023 which will serve around 207 households.

On the other hand, the request of Purok Bacuring & Purok Nabintad, Barangay Madaum for potable water did not fall on deaf ears when the TWD pipeline project was completed on August 26, 2023. The project scope extends to 2,660 linear meters of 150mm diameter pipeline which will approximately serve 580 households. Chairperson of the Board of Directors Engr. Arlene J. Adlawan, M.Eng’g and Dir. Henrietto Q. Castrence inspected the project last December 7, 2023 after the Water Guardians’ information drive activity conducted at Madaum Elementary School. The project in-charge, Mr. Mark Caparos, played a vital role in supervising the project until its completion.

By prioritizing initiatives like pipeline expansions and water supply projects, the district is actively working to enhance the water accessibility for its constituents. This commitment not only addresses immediate concerns but also contributes to the longterm sustainability and prosperity of the community.

COMMERCIAL SERVICES DEPARTMENT UPDATES

& QUANTITATIVE

Atotal of 2,139 concessionaires were added to the pool of service connections of Tagum Water District in 2023. This serves as proof of the continuous trust of Tagumeños in the district’s services, boosting the team’s commitment to continuously improve its services, both qualitatively and quantitatively.

The collective efforts aimed at increasing and reaching the targets set by the Commercial Services Department and the Engineering and Construction Department, supported by the Board of Directors and Management, led to this milestone and continued to maneuver plans for the concessioners.

All applicants for new service connections are required to attend the New Service Connection Seminar. The seminar is conducted by the Customer Care Division and Mainline Expansion & Rehabilitation Division and serves as a vital requirement to understand all policies and procedures, including the responsibilities of both concessioners and the District. It is conducted every Wednesday and Friday (except holidays) at 9AM at the TWD office. Additionally, the district also held seminars outside the office, as it did the previous year, in the following areas:

COMPLIANCE OR CONSEQUENCE: Ground of Water Pilferage and its penalties

s a water service provider, Tagum Water District (TWD) establishes transparent and efficient operational policies aligned with relevant laws to uphold fairness for its concessionaires. The New Service Connection application form contains a Memorandum of Agreement that highlights this commitment.

What is water pilferage?

Water pilferage is the unlawful act of stealing or wasting water by tapping, tampering with, or installing unauthorized connections to the water line or meter. You can be guilty of water pilferage if you do any of these acts:

1. Connecting or creating any connection to the water line without the permission or approval of the water utility in charge.

2. Tampering with the water meters, by using or installing any devices or methods such as sticks, magnets, reversed meters, shortened vane wheels, etc., to deceive or interfere with the precise measuring or recording of water consumption, or to divert water in a way that results in water theft or wastage.

3. Using or receiving the direct benefit of water service while knowing that there was diversion, tampering, or illegal connection at the time of use, or that the use or receipt was not authorized by the water utility.

4. Pilfering or stealing water meters, main lines, pipes and other related ancillary facilities.

Are there any legal consequences for water pilferage?

Republic Act No. 8041 or the “National Water Crisis Act of 1995”, signed by former President Fidel Ramos on June 7, 1995, makes water pilferage a crime. This law requires following rules and ethical behavior, as violating it can have serious consequences. Moreover, customers are expected to follow TWD’s Utility Rules and Regulations, as stated in the Memorandum of Agreement. This includes paying the monthly water bill on time, protecting and conserving water, and reporting any illegal activity. A fine of two thousand to six thousand pesos (PHP 2,000.00 - PHP 6,000.00) or imprisonment awaits the customer if caught.

Obtaining water through illegal methods is never justified, even with good intentions. As responsible citizens, prioritizing justice and fairness should guide each and every action. Water pilferage is not only a crime but also a threat to the environment and public health. It deprives rightful users of water, wastes precious resources, and damages water infrastructure. We should respect the law and the rights of others, and report any illegal activity that we witness. By doing so, we can help conserve water and ensure its equitable and sustainable distribution.

In a resounding testament to their commitment to public service, Tagum Water District (TWD) proudly received prestigious awards at the 2023 Freedom of Information (FOI) Summit and Awards held at Hilton Manila, Pasay City, Metro Manila on November 20-21, 2023.

The two-day event, facilitated by the Presidential Communications Office (PCO), featured the theme “Transforming Transparency: Digitalizing Access to Information, Embracing Glocalization, and Sustaining a Culture of Openness.” TWD participants, Rechie J. Veroy, Officer-in-Charge of Management Information Services Division (MISD), and Jaydee M. Lequin, Internal Control Assistant, actively engaged in the different activities, particularly in the breakout sessions on various facets of FOI practices, transparency, and accountability advocacies.

During the esteemed 2023 FOI Awards night, TWD was recognized as the FOI Champion – 1st Runner-up for the Local Water District Category. This noteworthy accomplishment builds on TWD’s previous recognitions as the FOI Champion in 2019 and 1st

Runner-up in 2020 by PCO. The accolade reflects the unwavering dedication of TWD’s FOI community, Board of Directors, management, and the MISD team to uphold integrity in governance.

In addition, Mr. Jaydee M. Lequin was honored as one of the Best FOI Receiving Officers (FRO). TWD also received a certificate of recognition during the FOI Partnership Appreciation Night for being a transformative and inclusive partner of FOI Philippines.

These awards underscore TWD’s ongoing efforts to champion the principles of FOI, contributing to a more transparent, accountable, and participatory government office for the benefit of Filipino citizens.

RED TEAM REIGNS SUPREME IN ‘LARONG PINOY’ GAMES

As a testament to the commitment to fostering a positive and inclusive company culture, the Tagum Water District celebrated its 42nd Founding Anniversary with spirited “Larong Pinoy” games at the Energy Park, Brgy. Apokon, Tagum City, on December 15, 2023.

The activity commenced with a prayer, accompanied by the singing of the National Anthem and the TWD Hymn. Following this, TWD employees took the oath of sportsmanship, led by Mr. Nonito Rivera, as a symbol of dedication to upholding fairness and camaraderie. Meanwhile, teams, namely Red Team, Yellow Team, Blue Team, and Green Team, expressed their excitement and enthusiasm by energetically performing their yells.

The “Larong Pinoy” games, featuring activities such as Folder Bridge, Maria Went to Town with a twist, Captain Hook, and Amazing Race, showcased how TWD employees work together as a team, demonstrating strategic thinking, leadership, quick decision-making, teamwork, and eagerness to win. After a series of intense games, the Red Team emerged victorious, claiming the first place, while the Yellow Team secured the second place, and the Green and Blue Teams bagged the third and fourth places, respectively. The incorporation of Filipino games has proven to be a creative and meaningful way to build a strong and vibrant workplace community.

THE M.A.N. OF THE YEAR

Tagum Water District (TWD) recognizes employees who have shown commitment in performing their jobs. The bestowed award serves to uplift morale and self-esteem among its workforce. TWD formed the Program on Awards and Incentives for Service Excellence (PRAISE) Committee tasked with recognizing and rewarding exceptional performance and contributions of individuals or teams within the organization. For the year 2023, covering January to October, PRAISE proudly announces the Model Employee, none other than Mr. Mark Anthony Nagaliza (M.A.N.).

The Model Employee Award recognizes individuals who excel within their functional group, position, or profession. The recipient shall demonstrate a high level of teamwork, exemplary behavior, exceptional service, appreciation for diversity, professionalism, collaboration, positive peer feedback, and a clean disciplinary record. Performance rating must be very satisfactory, and adherence to the dress code is essential. Fortunately, Mark Anthony Nagaliza has demonstrated these admirable traits and qualities making him the model employee for the year 2023.

Mr. Mark Anthony Nagaliza, or “Ton2” as his friends fondly call him, was a graduate of Bachelor of Science in Accountancy from the University of Mindanao Tagum College. With his passion for public service, Mr. Nagaliza entered Tagum Water District on May 2, 2018.

He was initially assigned as clerk in the Administrative Department. Later, he was

promoted and assigned to the Accounts Division as Clerk Processor C. Because of his talent in numbers, critical thinking, and customer service, he was promoted to Clerk Processor B in the Commercial Services Department, detailed in Accounts Division - Billing Section. Within just two years, he applied for the Senior Accounting Processor A position in the Financial Management and Accounting Department. Equipped with his skills and background in accounting, he was elevated to the said position. From 2020 until the present, he has actively performed in the same position and has also been a part of the ISO Audit Team.

Tagum Water District’s (TWD) Water Guardians embarked on a vital mission on December 7, 2023, at Madaum Elementary School, with the theme “Mitigating the Effects of the El Niño Phenomenon.” This proactive initiative was facilitated by the Management Information Services Division (MISD), aimed to educate and inspire the future generation about water conservation.

The event was attended by Chairperson Arlene J. Adlawan, Director Henrietto Q. Castrence, Acting General Manager Engr. Gerardo M. De Leon, and several department and division managers. The distinguished presence of ten school teachers and Principal Vicente Raquiza of Madaum Elementary School added to the significance of the occasion.

In line with the Local Water Utilities Administration (LWUA) Memorandum

Circular No. 002-23, which focuses on “Mitigating the Effects of the El Niño Phenomenon,” approximately 110 Grade 6 students were actively engaged in learning sessions. The Water Guardians’ activity not

only disseminated crucial information but also emphasized the students’ role as water guardians in environmental preservation. This event provided a platform to instill awareness about the El Niño Phenomenon, emphasizing safety measures, environmental stewardship, and community resilience amid changing climate patterns. TWD’s commitment to community education and sustainable water management was evident as they empowered the youth with knowledge and a sense of responsibility towards water conservation. Madaum Elementary School stood as a focal point for this essential endeavor, marking a significant step towards a more water-conscious and environmentally aware community.

Tagum WD’s Impactful School Donation

In a heartfelt gesture of corporate social responsibility, Tagum Water District (TWD) recently made a significant contribution to support education in Tagum City. The TWD’s donated 80 reams of high-quality bond paper, a valuable resource for educational institutions.

The generous donation reached four deserving schools in the city, namely F. Dela Cruz- P. Sagun Elementary School, Tagum City National Comprehensive High School, La Filipina National High School, and San Agustin Elementary School. This act of benevolence aimed to bolster the educational initiatives of these institutions and make a positive impact on the learning environment.

On December 15, 2023, within the festive ambiance of Tagum Water District’s 42nd Founding Anniversary and Christmas Party at VJR Arriesgado Auditorium, three (3) esteemed retirees were lauded as they bid adieu after a collective 107 years of unwavering service. Engr. Gerardo M. De Leon, MPA, Loreto S. Telafer, and Jessie S. Varquez, with 30, 38, and 39 years of unwavering dedication, respectively, were honored with a plaque of recognition, a symbolic service ring, and a monetary award.
