EDITOR’S NOTE After being postponed for two years owing to the pandemic, it gives us great pleasure to dedicate this issue of our publication to the Mindanao Association of Water Districts (MAWD) Sportsfest 2023.

The MAWD Sportsfest, which brings together water district personnel from all across Mindanao for friendly competition and friendship, has always been a widely anticipated occasion. The event this year is even more significant because it symbolizes a successful return to normalcy and serves as a symbol of the community’s perseverance in facing difficulties.

The MAWD Sportsfest is a platform that celebrates and develops the various skills and talents of the people who belong to the water district community. It is more than just a competition. It is a moment when the board of directors, management, staff, and workers all join together in a spirit of friendly rivalry, building a sense of community and cooperation that goes far beyond the playing field.

This issue celebrates the workers’ perseverance and successes, highlighting their skills and triumphs in both their professional and personal lives. It emphasizes the value of empowering and supporting one another, strengthening the sense of community and pride within the water district.

- Jesse Owens I am thrilled to extend my heartfelt gratitude and congratulations to all 41 Local Water Districts who actively participated in the vibrant and successful Mindanao Association of Water Districts (MAWD) Sportsfest 2023 last August 16 to 18, 2023.

Under the inspiring theme “Rekindle and Strengthen Friendship through Sports,” this year’s sportsfest exemplified the power of sports in fostering unity and camaraderie among the water districts. The event served as a testament to the collective commitment towards promoting not only physical wellbeing but also a strong sense of community and teamwork.

The diverse array of activities, including the invigorating Larong Pinoy, the lively Fellowship Night, the captivating Tiktok Dance Contest, and the competitive Indoor and Outdoor Sports, brought together individuals from different districts, fostering a spirit of sportsmanship and shared enthusiasm that was truly remarkable to witness.

The significance of the MAWD Sportsfest in the local water districts cannot be overstated. Beyond the evident joy and excitement, this event plays a crucial role in promoting a healthier lifestyle among our workforce, building strong bonds and fostering a positive work environment. It also encourages the development of essential skills and personal growth, thereby contributing to the overall enhancement of our organizational culture.

UNITING WATERS: TRIUMPH OF THE MAWD SPORTSFEST 2023 It is both an honor and a privilege for the Tagum Water District to have hosted this year’s MAWD Sportsfest. As the Chairperson of the Tagum Water District, I extend my sincere gratitude for the unwavering dedication and enthusiasm of the representatives and participants from the respective water districts. Your contributions significantly contributed to the resounding success of the MAWD Sportsfest 2023.

The festivities commenced with a burst of colors, symbolizing the unity and pride of the participating water districts within Mindanao. The ceremonial lighting of the torch and the hoisting of flags marked the official commencement, setting an exhilarating tone for the exceptional events that followed.

This event immersed us in the beauty of our cultural heritage through engaging “Larong Pinoy” games, which not only entertained but also served as a reminder to embrace and cherish our unique culture. The fellowship night at the Atrium of Tagum City Hall on the opening day fostered a sense of unity among delegates from various water districts. The TikTok dance contest and the competitive indoor and outdoor events highlighted remarkable sportsmanship, and the palpable camaraderie amongst coworkers competing side by side was inspiring, forging new friendships and shared excitement. Ultimately, the 3-day event epitomized dedication as the awarding ceremony marked the culmination, celebrating the achievements and excellence of all participants.

The MAWD Sportsfest 2023 showcased that despite our differences, sports have the extraordinary ability to unite us, creating connections that can last a lifetime. I express my gratitude to each and every one of you for your invaluable contributions, hard work, and passion. Your commitment is the driving force behind the success of this event. TAGUM WD BOARD MEETS WITH TWCI EXECUTIVES Gian Carlo D. Dacua

o discuss matters related to the Bulk Water Supply Project, a Public-Private Partnership (PPP), a meeting was convened at Miko’s Brew in Tagum City. The meeting brought together the Tagum Water District (TWD) Board of Directors, along with its management, and representatives from the Tagum Water Company, Incorporated (TWCI).

Representing TWCI were Mr. Melvin John Tan, Chief Operating Officer of Manila Water Inc., General Manager Christiane Henritz B. Batallones, and Operations Manager Mr. Stan M. Genosa. The TWD board was represented by Chairperson Engr. Arlene J. Adlawan, Vice-Chairperson Norma R. Pereyras, BOD Secretary Vincent A. Arriesgado, and board members Henrietto Q. Castrence and Atty.

During the meeting, TWD and TWCI discussed potential solutions to the challenges facing the Bulk Water Supply Project in Tagum City. Both parties reached an agreement 6

Mr. Tan’s visit to Tagum City also involved proposing the formation of a joint team, consisting of members from TWCI and TWD, to oversee the contract review process. Chairperson Adlawan expressed her gratitude to Mr. Tan for his efforts in providing this solution.

Tagum Water District is ISO external audit ready!

I

n line with its steadfast commitment to delivering quality services, an Internal Quality Audit (IQA) was conducted from July 3, to 11, 2023 to assess Tagum Water District’s continued adherence to ISO 9001:2015 and its established Quality Management System (QMS).

Compliance Evaluation: The ISO audit team engages in a thorough discussion of Tagum WD’s QMS procedures.

ISO 9001:2015 is a worldwide standard set by the International Organization for Standardization (ISO) which specifies the processes, procedures and activities that an entity must create in order to continuously deliver high-quality products or services. Tagum WD first attained its ISO certification with certificate no. 118864 last September 16, 2019.

Led by the ISO Lead Auditor, Arjun L. Dumaan, RMT, the audit team revisited and scrutinized the progress of the previous audit findings, identified potential areas for improvement, and presented audit recommendations to the Office of the General Manager and the three departments, as well as the Ad hoc and ISO committees within Tagum WD. The regular audit is in accordance with Executive Order No. 605 series 2007 which mandates all government departments and agencies to adhere to the ISO 9001:2015 Quality Management System Standards. This directive aims to promote and enhance public sector performance in accordance with the international standards. Moreover, the standardization of the agency’s process through the ISOcertified QMS is one of the criteria in order to be eligible for the grant of Performance-Based Bonus.

At the end of the audit, the team issued zero Corrective Action Requests (CARs), reported 64 Opportunities for Improvement (OFIs) and identified no non-conformities in Tagum WD’s system procedures and document control implementation. In its report, IQA auditors highlighted its nine recommendations and overall impression of the audit period.

Customer Service Skills Seminar Recap Jaydee M. Lequin, MMPA

T

agum Water District (TWD) recently conducted a seminar titled “Basic Customer Service Skills” on June 21–22, 2023, at Arman’s Tagum, Bonifacio Street, Tagum City. Dr. Marie Jane A. Clavero, the Acting Department Manager of the Human Resource and General Service Department, served as the esteemed speaker.

The seminar aimed to equip participants with essential customer service skills to improve their interactions with concessionaires and other internal customers. A total of 40 employees from various departments and divisions actively participated, making the event a resounding success.

During the seminar, Dr. Clavero emphasized the importance of basic customer service skills in a government office. Such skills are indispensable in enhancing public trust and satisfaction, leading to a positive perception of the institution. Effective communication was highlighted as a key factor in accurately understanding citizen needs and concerns.

Moreover, participants learned the significance of empathy in handling inquiries, fostering a sense of care and responsiveness.

Quick and efficient issue resolution was underscored to minimize citizen frustration and promote a smoothly functioning system.

The destination was none other than the renowned San Francisco Water District (SFWD), an institution known for its innovative approaches and remarkable success.

Located at Osmeña Street in Barangay 2, San Francisco, Agusan del Sur, SFWD has gained a reputation beyond providing water services to the public. With anticipation coursing through the visiting team from Tagum Water District, they were greeted

Almario, visited Laguna Water and Cavite Alliedkonsult Services (CAKSC). The purpose of which was to gain insights into the best practices employed by both organizations, especially its wastewater and septage treatment facilities.

n its unwavering commitment to customer satisfaction and the continuous improvement of its services, the Tagum Water District (TWD) recognized a critical need for its personnel to have a solid understanding of plumbing and pipe fitting concepts. The absence of this knowledge has sometimes hindered the swift resolution of concessionaires’ complaints. To bridge this knowledge gap, TWD organized a Basic Plumbing and Pipe Fitting Seminar.

The primary objectives of this seminar were twofold. First, to equip the participants with fundamental plumbing and pipe fitting concepts, and second, to enable them to identify practical solutions to the plumbing-related concerns raised by concessionaires.

midst the challenges posed by the increasing costs, Tagum Water District conducted the Financial Literacy and Family Enrichment Seminar under the leadership of Dir. Norma R. Pereyras, Vice-Chairperson of the Tagum WD Board of Directors, at Arman’s Café and Restaurant on September 4 and 6, 2023.

The said activity aimed to empower the participants to attain financial independence by instilling disciplined financial management practices that are grounded in the values of a loving, close-knit family. Furthermore, the conference became an avenue for the 250 participants to self-reflect and map out the life they wanted to attain.

A short film entitled ‘The Impossible Dream,” which revolves around the trials faced by a woman, was presented to commence the seminar. Afterward, Dir. Norma shared various approaches to foster stronger family bonds— sharing responsibilities within the family, embracing roles as responsible parents and community members, and cultivating both family togetherness and spirituality.

As a woman navigating in today’s world, Dir. Norma aspires to leave a lasting legacy, particularly in the realm of finances. She emphasized the significance of assessing and correcting financial errors, such as a lack of financial planning and excessive spending, supported by statistics showing that only 2% of people are financially independent.

MAWD SPORTSFEST 2023 STRIKES IN! Engr. Gene Rey L. Rubilla

I

n an astonishing twist of events, the Mindanao Association of Water Districts (MAWD) Sportsfest 2023, initially expected to be a fierce competition, turned into a heartwarming tale of reconciliation and unity. Held at the Davao del Norte Sports and Tourism Complex in Tagum City from August 16 to 18, 2023, and hosted by the Tagum Water District, this year’s theme, ‘Rekindle and Strengthen Friendship through Sports,’ achieved something truly unexpected.

The sportstest commenced with a vibrant parade of colors and delegates representing the participating water districts of MAWD Regional Associations. Following this, the ceremonial lighting of the torch and cauldron, as well as the hoisting of flags and banners, took place. GM Rafael H. Francisco, the Chairperson of the MAWD Sports Committee, declared the MAWD Sportsfest 2023 to be officially open.

The first day of the sportsfest features different “Larong Pinoy” games such as tug of war, monkey race, sack race, kadang-kadang, bakya, takyan, jumping rope, and hula hoop. These games remind us to embrace our culture—the games that are ours.

Later on the opening day, delegates from various participating water districts gathered for the fellowship night at the Atrium of Tagum City Hall. The main event of the evening was the TikTok dance contest, where the participants showcased their talents in dancing in line with this year’s theme at the MAWD Sportsfest 2023.

the second day of the sportsfest, including track and field, badminton, scrabble, chess, dama, billiards, lawn tennis, table tennis, dart, and swimming. Throughout the day, a palpable sense of togetherness permeated the atmosphere as co-workers competed alongside each other. New friendships were forged on the bleachers, fostering shared excitement, friendly rivalries, and jubilant victories that created a sense of belonging extending beyond the playing field.”

After the conclusion of the third and final day of MAWD Sportsfest 2023, some players continued to compete in their respective sports, including the mountain bike challenge, perimeter shoot-out, and blind volleyball. Later, the awarding ceremony marked the end of this year’s sporting event.

MAWD Sportsfest 2023 is more than just a sporting event; it’s a celebration of potential, community spirit, and the transformative power of sports to transcend boundaries.

It serves as a reminder that, despite our differences, sports possess the ability to unite us, creating connections that can endure a lifetime.

UNTOLD STRUGGLES: The Daily Routine of a Reconnection/Disconnection Specialist Zenia Eden S. Ponce

W

ho wouldn’t get irritated if they’re in the middle of a shower, and it suddenly stops, or when they’re about to cook rice, and there’s no water? No one, right? These are some inconveniences that our concessioners might experience when the water meter has been disconnected. Let’s unfold the truth, not the tale by reviewing some of the underlying stipulations related to disconnection/reconnection of water meter as stated in the Revised Utility Rules and Regulations (URR) Governing the Operations of Tagum Water District, as approved by Board Resolution No. 012, s. 2017 Purpose of Utility Rules and Regulations (URR) Governing the Operations of Tagum Water District We establish that the purpose of the Utility Rules and Regulation (URR) Governing the Operations of Tagum Water District is to oversee all water services provided by the Utility, and these rules shall be binding upon every customer (Section 1).

Reconnection of service shall be conducted only by the authorized personnel of the District and shall be made only upon full compliance with the plumbing standards of the District of the Consumer, depending on whichever side lacks the said fitting, before reconnection shall be made (Section 8.3, para 2).

Challenges Faced by Disconnection/Reconnection Personnel Bad-mouthed, threatened, bitten by dogs – these are some of the risks faced by TWD’s disconnection/reconnection personnel when carrying out their task of disconnecting/ reconnecting water meters, a mandate vested in the Commercial Services Department under the Customer Care Division. These responsibilities are often misunderstood and can even escalate to a personal level.

Consumer Obligations and Disconnection/Reconnection Procedures One of the obligations of consumers is to pay the water bill on or before the due date to avoid penalty charges and/or disconnection of service. Non-receipt or loss of bills are not justifications for not paying on time (Section 3.2, Item No. 2).

In the instance that the customer’s account incurs arrears, regardless of how many months prior to the current bill and the amount of arrears, the water service connection will be subject to disconnection as scheduled and reflected in the water bill of the said account. No further notice of disconnection shall be delivered to the consumer before the actual disconnection (Section 8.2, para 2).

Once disconnection has been executed, the consumer will then be required to settle, in full, the balances of the said account and pay the corresponding reconnection fee applicable to the account. Only after such settlement will 22

Consumer Awareness and Cooperation The primary adversary for all concessioners is the inconvenience caused by disconnection. The personnel in the disconnection/reconnection section are equipped with training to remain composed and provide clarifications, emphasizing that they are merely following established policies and procedures in executing their duties.

“Abtik kaayo mo mamutol, dugay kaayo mataod” can sometimes hurt our officers but they understand the inconvenience disconnection may cause. Officers let the concessioners understand the policies and procedures and also reminded them to pay their balances before the scheduled due date.

When customers and companies misunderstand each other, it’s like speaking different languages. In all our dealings, we should obey the rules to avoid fines; it’s the easier way to go.

To avoid this hassle, TWD and concessioners should meet halfway for the district to deliver quality water service.
