Thrussington Fun Run 2022 Like many community events, the pandemic meant Thrussington Fun Run couldn’t go ahead last year. But the race is back on and they’ll be many runners thrilled at the prospect of negotiating the courses undulating terrain, stream crossings and hay bales again on Saturday 12th March from 2.00pm. In previous years the race has seen in excess of 300 runners of all ages and abilities.

In its 12th year, the race is known, not only for its great course, but also the fantastic atmosphere, bringing the whole community together.

Held over five races, it gives opportunity for those as young as two years, (accompanied by an adult), to those in their twilight years. For some, this may be their first running event. For the more seasoned runner, and those representing running clubs across Leicestershire and beyond, the course will be testing and very challenging.

Younger entrants will complete one lap of the three-quarter mile course, Secondary School students and adults complete two laps. Trophies up for grabs in all races, including School and Family team, Veteran and club. Medals for all finishers and post-race treats.

A welcome brew, pasties and cake can be found at the village hall.

Sponsorship in previous years went

towards the costs of the event, meaning in 2020 over £2000 was raised for charity. This year organisers are grateful to sponsors SIX, Ginsters and Mr and Mrs Rudkin for the use of the field. If you or you know of a company who’d like to sponsor the fun run, please contact the Race Secretary via the website. This year the event hopes to raise money for two worthy causes: • Thrussington Church Save the Tower fund – being considered for ‘the Heritage at Risk’ register, there is an urgent need to raise over £80k to stabilise the tower and replace the heating to make our church safe for the community it serves and prevent decline and closure of a beautiful Grade II listed building.

• Thrussington Parents, Teachers and Friends Association (PTFA) – enhancing educational opportunities by funding extra-curricular activities and resources.

Charnwood Borough Council - Borough Cllr Ward Boundary Changes

Charnwood is set to have new boundaries for its council wards.

The Local Government Boundary Commission is the independent body that draws these boundaries. It has reviewed Charnwood to make sure councillors will represent about the same number of electors, and that ward arrangements will help the council work effectively.

The Commission has published final recommendations for changes to Charnwood Borough Council. It says

residents should be represented by 52 councillors. This is the same as the current arrangements.

There will be 24 wards; five singlecouncillor wards, ten two-councillor wards, and nine three-councillor wards. This is four fewer wards than there are now. The boundaries of all but two of the existing wards will change.

Publishing the recommendations Professor Colin Mellors, Chair of the Commission, said: “We are very grateful to people in Charnwood. We looked at all the views they gave us.

They helped us improve our earlier proposals.

“We believe the new arrangements will guarantee electoral fairness while maintaining local ties.”

150 submissions from local residents and organisations helped decide the new wards. Changes in response to what local people said include: Establishing a three-councillor ward for the whole of Thurmaston village’s established built-up area. Changing our recommendations for west Loughborough to provide single councillor Loughborough Nanpantan and Loughborough Woodthorpe wards; and three-councillor wards for Dishley, Hathern and Thorpe Acre, Loughborough Ashby and Loughborough Outwoods and

Citizens Advice Charnwood Many people will now be facing a cost-of-living crisis as they’re hit by increased energy costs and rising inflation.

Citizens Advice Charnwood knows how stressful it is to be worrying about affording bills and essentials and how important it is to get help as soon as possible.

Managing energy is complicated and people are not always aware of the support that is available. While many people our Advisers speak to have a good grip on their finances, the majority said they struggled with energy:-“My gas and electric — that’s the area where I feel the least confident… I don’t really understand it…I thought that a fixed tariff meant I would only pay a fixed monthly amount regardless of how much energy I used….. Every now and again I’ll look on comparison sites, get confused and not trust them.… ”.

Run Reb, Run! Hello everybody, well spring is nearly here and it’s a beautiful day as I sit here writing this, the sky is blue, spring bulbs starting to poke through, the cherry trees starting to blossom, snowdrops are coming out and the birds are singing in the trees. The cemetery looks beautiful still with a mix of Christmas wreaths and there’s a lot of lovely daffodils, tulips and roses.

When I planted the old fountain with pansies, which I might add looks absolutely lovely, two young girls came along and filled up the bird bath so caring. Thank you to those two youngsters for caring about the birds.

February saw the Chapel decorated for Saint Valentine’s Day, the world certainly needs a lot of loving care at

the moment, and the next displays will be for St Davids Day, St Patrick’s Day and then Mothering Sunday, so please feel free to pop in and maybe light a candle and sit in the Chapel because it’s so peaceful.

QT Theatre Group Oh my goodness! I can hardly believe that I am writing this for the Syston Town News but QT Theatre Group is actually back in business!

We were so disappointed not to be able to bring you the two one-act plays back in 2020 and we had to be certain that this one will go ahead.

But we feel that restrictions are lifting, gradually, and so we are confident that our audiences will want to join us again for an evening of laughs. And we know that there will be laughs because we shall be performing a comedy by our favourite playwright, David Tristram.

Lots of you will remember Last Tango in Little Grimley, which we performed in the Play Festival at The Little Theatre many moons ago. David has continued to write throughout the pandemic and this play is ...... well, I’ll keep you guessing for now but, suffice to say, it’s set once again in Little Grimley and it’s topical!

The four roles will be played by Gillian Bowler, Jules Richards, Kat Seddon and Ron Berry, and it’s being directed by me.

It will be performed at The Old Chapel, in Chapel Street, Syston, from Tuesday 24th May to Friday 27th May. As usual, the play will start at 7.30pm and we shall be serving refreshments and holding a raffle every evening. For ticket enquiries, please contact Dorothy Surtees on 0798 996 0014.

Sadly we have had to cope with some very bad news. At the end of November, our dear friend and supporter, Greta McManus, died while on holiday on Gran Canaria.

Several representatives of QTs were able to attend her funeral; sadly I couldn’t as I was away spending Christmas with family who I hadn’t seen for two years. Greta and I had known each other for over 24 years and she and I enjoyed many a Cappuccino in Starbucks while planning for each new play!

She was very much in charge of set design, posters and programmes but we always exchanged ideas about casting, ‘blocking’, everything to do with the production. So it is strange for me, on this occasion, to be ‘going it alone’ but I know that she’s with me in spirit and we are going to dedicate the production to her memory.

Banking Hub Coming to Syston In a major initiative, funded by all the main Banks and run by Post Office staff, a Banking Hub is to be set up in Syston towards the end of the year.

A full range of traditional banking counter services will be available to individuals and businesses alike.

These will be augmented by meeting rooms to be staffed, in turn, by individual Banks, to enable face-to-face meetings, by appointment, to discuss individual needs.

A survey conducted by the main Banks into the feasibility of a cashless society concluded that the UK was not yet ready for such a change, with certain sectors of society struggling deal with such a situation. In response, the Banks undertook to pool resources to fund a series of five Hubs to be rolled out across the country, re-instating the whole range of banking services which have become unavailable since the closure of many branches.

Pilot Hubs in Scotland and Essex are already operating. Syston has been selected as an ideal site for the next in the series.

In preparation for the launch, local businesses, community groups and voluntary organisations are to invited, over the next few weeks, to take part in an on-line survey to enable the project management, Cash Action Group (CAB), to ensure that the business model to be offered through the Syston Hub can be tailor-made to meet the specific needs of our local community. The links to this survey will be widely published in due course and as many people as possible are urged to participate.

CAB are currently actively exploring potential premises to accommodate the Hub. Great news for Syston!

St Peter and St Paul’s Church News The Parish Church of St Peter and St Paul holds its regular services on Wednesday mornings at 9.30am and Sundays at 10.00am. Everyone is welcome to attend. We are aware that face coverings are no longer mandatory in any setting but may be recommended in enclosed or crowded places, particularly where you come into contact with people you don’t normally meet.

As the Bishop of London has said “As Christians we have a duty to care for one another especially those who are most vulnerable”. Let us each continue to have respect for each other and especially for those who are feeling more vulnerable.

In response to the damaged flagpole rope appeal, we have had one person step forward to help. We will update the people of Syston as to this progress. It would be wonderful to see the flag flying particularly in time for the Queen’s Diamond Jubilee. The Parish Parochial Council held its meeting in January and is appealing for Church Wardens and a PCC Secretary.

As a mark of respect and honour to commemorate the Queen’s Accession to the throne on the death of her father, we sang the National Anthem during the service on Sunday 6th February and concluded with Matthew, our organist, playing Crown Imperial, which was written by William Walton for the Queen's father’s coronation service.

For the special weekend in June we are planning an exhibition, over the four days, to celebrate the Queen’s Platinum Jubilee. There will be much more detail as the date draws near especially on posters round the town and, of course, in Syston Town News.

Each year a different country round the world writes a service. This year the service was created by a group of Christians representing England, Wales and Northern Ireland and is headed “I Know the Plans I Have For You”.

It is a Churches Together in Syston event hosted this year by the Methodists.

Something New On 24th February at 7.15pm in Barkby Church we begin to examine ‘Women in the Bible’. Come and meet the women you don’t usually ‘see’ or hear much about but have such an impact on the whole biblical story and beyond.

Did you know that there are only 49 named women in the bible speaking just 1% of the words. Guest speakers will tell the story of a few. Light refreshments will ease our conversations. All are welcome! You are welcome to just turn up or contact Reverend Biddy for more details 0759 792 1051.

The season of Lent commences on Wednesday 2nd March with an Ashing service at 9.30am in Syston Parish Church. All are welcome to attend.

Memorable Wedding It was a special thrill on Saturday 12th February at 2.00pm for members of the congregation, with the couple's family and friends, to witness the marriage of Matthew Jones and Fiona Harris.

Any Systonians who have been to a Carol Service or remember The Last Night of the Proms will have heard Matthew playing the organ. He has also played for many weddings in the over fifteen years he has been part of the congregation.

Hoby & District Local History Society ‘Reading House Interiors: what to look for to date an interior or consider its history.’ by Mrs Janet Spavold

The society was founded in 2013 as part of a village First World War research project for which it received a National Lottery Grant.

Janet Spavold, historian, will give a talk on “Reading House Interiors: what to look for to date an interior or consider its history.” at the Hoby and District Local History Society on Wednesday 16th March 7.30pm, Hoby Village Hall LE14 3DT. Janet Spavold has studied buildings for most of her life, and this talk illustrates the range of domestic interiors from the late middle ages to modern times. It considers how and why changes came about, and how to identify interiors from different periods. The illustrations are drawn on local examples and examples from other parts of the country.

Janet Spavold‘s working life has been spent in higher education, first teaching Medieval Literature, then running a Local History degree course. For 20 years she ran a WEA/Nottingham University evening class research group in local history and the group published three books. Her own research covers a wide range of historical material, in recent years centred on Ticknall, South Derbyshire.

The Hoby and District Local History Society is a voluntary organisation.

An Introduction to a New Series by Ineke Doesburg I came to Syston only three years ago and was still trying to find my feet when Covid hit. I was put on furlough and could not feel more distant from the world as I did back then.

Luckily the world seems to heal, and we need to get back into being the social beings we used to be.

Socialising is back on the agenda. But how and where? I am sure I am not the only one who seems to have lost touch with how to act socially without finding myself being awkward.

Therefore, I have decided to explore what clubs and gatherings our lovely town of Syston offers, to break through this feeling of awkwardness and maybe even make you curious enough to have a look yourself.

The Rotary Club of the Wreake Valley The Rotary Club of the Wreake Valley held successful Christmas fundraising events over Christmas 2021 including street collecting with their Santa’s Sleigh, bucket collections at Asda and Dunelm in Thurmaston, and the “Watermead Winter Warmer” charity run at Watermead Country Park.

In January 2022 a meeting was held to make difficult but pleasant decisions as to how the monies raised should be allocated.

Over £9,000 will be distributed this year due to the generosity of local residents. £2,500 was awarded to Rainbows Hospice, see picture below left.

Further donations are being made including: Living Without Abuse in Loughborough, Soar Valley Outreach (which runs the Soar Valley Foodbank), Leicestershire Life Education charity, MIND mental health charity, Derbyshire, Leicestershire and Rutland Air Ambulance Service and various local dementia and Scout/Guide groups.

Rotary Club President Graham Packwood commented: “Our members and volunteers worked really hard over the Christmas period to raise such a fantastic sum. The result would not have been possible without the generosity of local residents and support from nearby Asda and Dunelm stores. The club believes that as the money was raised locally most of it should be spent locally. Thank you to everyone who supported us.”

This Month in the Garden

Tales from the Plot

Looking around the garden at this time of year it is a challenge to know what to write about but at least by the time this edition of Stn is published we’ll be into March so plants will be ready to come out of their dormancy.

One shrub which never fails to excite is Sarcococca (also known as sweet box), pictured left. Whilst its white tassel-like flowers may be small and seemingly insignificant, their sweet perfume fills the air from January to March and that alone warrants its place in the garden. Add to that it has glossy evergreen foliage and will tolerate dry shade, so a very useful shrub all round. There are numerous varieties and all have scented flowers.

Cyclamen coum, pictured below, look such delicate plants but they are very hardy and another valuable source of flowers in winter. I have a couple of clumps which are white flowered I must admit that when I bought them I expected the flowers to be pink but I’m grateful for any flowers at this time of year and I intend to add more when I see them on sale again. I have three small pots of Iris reticulata by the front door and they will no doubt soon be ready to burst into flower. Again, they will be a very welcome sight. Although they are only 4-6” high their markings are every bit as intricate as their taller cousins. They need to be viewed at close quarters to fully appreciate their

beauty.

Josie Hutchinson kindly sent me the photo at the top of this page of her beautiful bright yellow winter aconites (Eranthis hyemalis). With their heads surrounded by a green Elizabethan ruff these really shine out in the sun.

A good place to see these little beauties mixed with drifts of snowdrops is under the trees by Normanton church at Rutland water.

In April and early May the same ground will be covered in bluebells and it makes for a very pleasant stroll.

Another favourite place to walk is Cossington Meadows, managed by the Leicestershire and Rutland Wildlife Trust. I went there recently with a group of birdwatching friends and we were fortunate enough to spot a very obliging green woodpecker which clung to a tree trunk and remained perfectly still so we could focus in with our binoculars for a close up look. Then further on, opposite the lake, a female kestrel was equally content to pose for us as she warmed herself in the welcome sunshine. On the lake were various species of duck including Shoveler, Teal, Wigeon, Pochard, Mallard and Tufted Ducks; two Pintails were also spotted. The photo below of a male Pintail was taken by a friend on a previous visit to the lake.

Syston allotments have been in existence for more than 120 years allowing the residents of Syston a plot of land on which to grow their own. I’ve had my own plot for about 15 years and it has been a life enriching experience, I walk through the gate and smile. Preparations for this year’s growing are already underway.

Tidying up from last year is now thankfully finished for most, we’ve spent the winter planning for the year ahead. Towards the end of the month broad beans and peas will be sown along with some all year round lettuce which need to be under cloches.

The over wintering sprouting broccoli will be showing signs of springing back into life along with the rhubarb.

Hopefully my onion seeds sown last month in trays at present on my spare bedroom windowsill will soon be showing signs of life, seed potatoes have been purchased and are stored in the shed: it’s a great time of year anticipating what will be a success and most importantly trying to learn a lesson from any failures.

Sometimes Syston Your Memories

Following on from the mention of our Facebook Group in the February issue of the Syston Town News on page 21, we just thought we’d introduce ourselves and our wonderful Facebook group.

The Sometimes Syston Your Memories group was set up in 2020 during the start of the first lockdown to allow Systonians to share their memories of Syston and to provide some joy during a very difficult time.

The group is moderated by four admins who are Mike Arnold, Elaine Constable, Steve Quinn and Chandida Newby.

Since then, this friendly group has grown to just under 2,900 members and has members from places as far away as Australia, New Zealand, Spain, Canada and America. It is an active group with new content being

added daily which helps spark memories and discussions. In addition, this has allowed members to reconnect with lost friends and family as well as sparking new friendships.

Besides sharing memories of Syston the group also focuses on sharing the social history of our wonderful town through pictures, videos and stories.

Despite the group being set to private which is for security reasons, the group is open to all who have a connection to Syston and everyone is welcome. We look forward to welcoming new members and the memories they are happy to share.

The group is continuously growing and with this, we are looking at other ways we can help benefit the local community further. One of the ways in which we are looking at doing this is to explore the avenues of having a museum in the town to help promote the history and bring visitors into Syston, from the surrounding areas.

There is a clear interest in the history of Syston, therefore a museum would make these memories more permanent and make more living memories from further back in time also to be featured. A museum could also give new residents of Syston a sense of place and help them learn about the general history of Syston town, which was a village. To make

this happen, we would very much like to work with the Syston Town Council as well as the Syston Historical Society to further progress this idea.

PCC's Budget to Deliver More Robust Policing Across Leicester, Leicestershire and Rutland

PCC Rupert Matthew's first budget for policing Leicester, Leicestershire and Rutland is now going into effect after the level of police precept has been given the green light by the Police and Crime Panel of the Leicestershire Police area, which includes Rutland, at a meeting held on Wednesday 2nd February 2022.

Outlining his budget for 2022-23 Mr Matthews explained that it was designed to provide the Chief Constable with the funding necessary to deliver the improvements to local policing set out in the ambitious Police and Crime Plan that was approved by public consultation last year.

"In setting this budget I needed to take into account the feedback I have received from local people across the City and two

counties," he said. "There is no point in asking for views if you don't take any notice. That is why my Police and Crime Plan makes clear the areas in which the public and I wish to see improvements. I am after all a local resident too.

I expect greater visibility in the entire force area, with neighbourhood policing playing a major role across our city and two counties. I want to see the police working more collaboratively with local residents, listening and responding to the concerns raised in every community.

Communications between the police and the law-abiding public must be improved.

I am further determined that the work to tackle crime in rural communities will be strengthened. I have also spoken to many victims of crime; it's evident that we need to make sure that the support they receive is outstanding.

As Police and Crime Commissioner, I will personally be spending a lot of time in our communities to establish what the public want from their police service and then representing that to the Chief Constable.

I'm very grateful to everyone who responded to my consultation on both the policing priorities and the amount of council tax paid towards policing. Their responses have shown overwhelming support for both my policing priorities and an increase in the amount of council tax that is paid towards policing.

Over 72% of respondents - and we had over 2,500 - voted to pay £10 a year more towards the sort of policing they want to see. That works out at 19p a week for more effective policing. This will include a better response to rural

communities; state of the art technology infrastructure leading to improved communication between the police and the public; and more tailored support for victims of crime.

Now I will scrutinise the implementation of my expectations to ensure that local people receive the type of local policing service that they have explicitly asked for."

Mr Matthews' budget has now been set at £223.2m for the coming financial year (2022-23), an increase of £10.9m over 2021-22.

In support of the budget, the Commissioner proposed an increase of £10 a year for a Band D (the average) property taking the total amount of money that goes towards policing through the average property's council tax bill to £258.23. This is approximately 13% of the whole Council Tax bill.

Having discussed the reports presented, questioned the Commissioner and his team and considered the rationale for the increase, members of the panel voted in favour of the Commissioner's proposals.

A Psychological and Sociological Understanding of Litter If you ask people “is litter a good thing or do you throw litter?”

Most people will reply that it is a bad thing and no they don’t do it. Here we meet a discrepancy between how people see themselves and the reality we see on our pavements and in our hedgerows.

My role as a psychotherapist often involves me exploring the contradiction between stated aim and parts of the Self or Society that undermine or actively work against achieving the stated aim.

I am bringing some of that thinking to bear on the topic of litter.

Litter can be categorised, into accidental, for instance flyaway litter on a windy day when the recycling bins are being collected. Deliberate, as in the casual tossing of a can, bottle or wrapper onto the pavement or verge.

Or pre-meditated as in fly-tipping.

Litter is a health and safety hazard, for instance dog poo to children. Single use plastics, glass and cans can be harmful to both children and animals, both domesticated and wild.

Intuitively, we know when we see litter that we are killing the planet. We know that plastics damage the biosphere of our waterways, rivers and oceans.

However there seems to be a disconnect between the global awareness of damaging oceans and the local damaging impact of urban and rural litter. They are all connected and part of the same problem.

Looking after our environment can only be done from a position of growing wisdom, education and awareness.

When we were younger, some of us can remember our parents encouraging or nagging us to do chores around the house. This is part of developing the social contract; we all live here. Let’s all pull our weight to make it a nice place to be. If these values are internalised by children they are likely to go into the wider world respectful of others’ needs as well as their own.

Young children don’t automatically understand this. They have to be taught to develop a wise mind that thinks beyond themselves. Parents and adults in general are role models to children. Children do as they see rather than do as they’re told. Seeing adults take their litter home or using litter bins models this behaviour.

Adolescence, and interestingly the neuroscience indicates the adolescent mind continues into the late 20’s, is often typified by; risk taking behaviours, identifying with your peer group and rebelling against authority to some 14 SYSTON TOWN NEWS

degree. Dropping litter ticks all these boxes for adolescents. When this is combined with alcohol consumption then the risk of not being socially minded increases.

Adolescents are very keenly aware of what ‘influencers’ from their peer group are promoting. Key placed charismatic, environmentally aware young people can have a huge impact of changing the outlook of their peers. Creating local structures and roles to support young influencers such as School Litter Monitors, a column in the Syston Town News, a place on the Parish Council to support young people’s concerns could have a huge impact on promoting the value of being environmentally aware and responsible.

By and large when people are over 40 years old, they become socially responsible. However there does seem to be a small exception to this when it comes to dog poo. It only takes a small number of dogs being walked twice daily ‘to do their business’ for it to become a significant problem on particular dog walking routes. For the rest of us it becomes an obstacle course with dire consequences if you misplace your foot. Literally putting your foot in it. It does seem to be a remnant of anti-social behaviour in

some of our older citizens. A protest perhaps, a communication that life feels crap, yet another financial outlay to buy poo bags on an already tight budget. Perhaps something physical if they are elderly, not being able to bend down to pick it up Having a sense of belonging generally inspires respectful engagement with others and our environment. If people experience that they don’t belong or feel marginalised then they can understand this as no one cares about them so why should they look after anything.

Fly tipping is a particularly sociopathic behaviour, generally involving driving to someone else’s community and dumping industrial levels of rubbish into a community that they have no investment in. Sociopathic in this sense means having no regard to the harm or damage done to another individual or community. This regularly occurs on Ridgemere Lane.

Litter has many levels of meaning to it; the personal development of the person that creates it, a symptom perhaps of a breakdown in our social contract including common shared values of what it means to live in Syston and it also raises the question of our relationship to our environmental Earth Mother, Gaia. We can’t keep on killing her.

I’ve outlined a view on the various levels around the issue of littering and some possible underlying dynamics. If readers would like to adopt a problemsolving approach and send in suggestions, then perhaps we can develop a community-owned strategy for dealing with litter.

What Are the Main Changes to The Highway Code?

The three biggest updates to The Highway Code affect who has right of way and who’s responsible for safety in various situations. They’re known as Rules H1, H2 and H3: • Rule H1 sets a hierarchy of responsibility for various types of road user • Rule H2 expands and clarifies right of way for pedestrians • Rule H3 gives cyclists more similar rights to vehicle drivers Rule H1: New hierarchy of road users The biggest change to The Highway Code sets a hierarchy of responsibility for different road users. Heavier, potentially more dangerous vehicles now have greater responsibility to control the risk they pose.

The new hierarchy of road users is: 1. Pedestrians 2. Cyclists 3. Horse riders 4. Motorcyclists 5. Car and taxi drivers 6. Van and minibus drivers 7. Large passenger vehicles and HGV drivers Lighter or more vulnerable road users still have to be aware of any danger they might represent. Not even pedestrians are fully exempt from responsibility under the new rules.

Rule H2: Priority for pedestrians at junctions The 2022 Highway Code changes implement the new hierarchy of road users by clarifying the right of way in various situations: • Pedestrians waiting to cross at junctions now have right of way over vehicles.

Under the old rules, drivers took priority • Pedestrians also now have right of way at zebra crossings • Both pedestrians and cyclists now have right of way over vehicles at parallel crossings • Pedestrians have right of way over cyclists on shared-use cycle tracks • Only pedestrians can use the pavement, not cyclists (this rule isn’t new but it’s stressed as a reminder) • Pedestrians are free to walk on cycle tracks unless there’s clear signage saying they can’t Rule H3: Priority for cyclists in some conditions The new rules give cyclists right of way over vehicles lower down the hierarchy if they are: • Passing slow-moving or stationary traffic • Waiting in slow-moving or stationary traffic • Approaching, passing, or coming off a junction • Using a roundabout If a driver is turning into or out of a junction, changing direction or changing MARCH 2022

lane, they now shouldn’t cut across cyclists or horse riders who are travelling straight ahead. Drivers also shouldn’t turn into a junction if doing so would cause a cyclist or horse rider to stop or swerve.

They should wait for a safe gap.

If that all sounds familiar, it’s because the new rules give cyclists the same rights as all other road vehicles in these situations.

What other changes are being made to the Highway Code?

The 2022 updates to The Highway Code include eight brand-new rules and 49 amendments to existing rules. Some of these are relatively minor updates. Other than rules H1, H2 and H3, you’re most likely to hear about: • Opening car doors using the Dutch reach • Wider passing distances for at-risk road users • Guidelines for where cyclists ride on the road Using the Dutch reach to open car doors Car drivers and passengers should now open doors using the hand that’s farthest from the door; drivers use their left hand and passengers use their right. This socalled ‘Dutch reach’ makes you look over your shoulder so you’re more likely to see any cyclists behind you.

Hundreds of cyclists are injured each year when they hit a car door that was opened by someone who didn’t see them coming. You don’t want to be that someone, so learn to love the Dutch reach.

Expanded passing distances for vulnerable road users Cyclists, motorcyclists, horse riders, and drivers of horse-drawn vehicles are now entitled to as much space as all other road users when being overtaken: • Drivers should leave at least 1.5m when travelling under 30mph and 2m when they’re going over 30 • Large vehicles should always leave at least 2m of space • Horses should always be overtaken at less than 15mph with at least 2m of space • Pedestrians walking on unpaved roads

should be overtaken at low speed with 2m of space Clearer guidelines for cyclists on the road Cyclists don’t have it all their own way under the new rules. They have to be mindful of updated guidelines for where they position themselves in the road.

They should ride in single file if drivers want to overtake but otherwise ride two abreast in groups on narrow lanes.

Cyclists should ride on the left, 0.5m from the curb on busier roads. However, to make themselves safer and more visible, they’re advised to ride in the centre of the lane if: • The road is quiet or empty • Traffic is moving slowly • They’re approaching junctions or narrowing roads Why has The Highway Code been changed?

The UK Dept for Transport is changing The Highway Code to encourage people to walk and cycle more often. Safety and perception of safety on the road is a big barrier to people who would otherwise opt for healthier, greener modes of transport.

These changes place more emphasis on heavier road users looking out for those who are more vulnerable. They also add clarity for how cyclists should position themselves on the road and expand right of way for pedestrians.

The combination of these changes should give people the confidence to walk or cycle safely for shorter journeys.

What happens if you break The Highway Code?

Not everything in The Highway Code is legally enforceable. A lot of it is guidelines and best practice for how to behave on the road. Despite the new changes to the Code, nothing has changed in UK law.

If a point in the Code says you must or must not do something, it’s generally backed up by a law. If it says you should or should not do something, it’s a good idea to listen but you won’t break the law if you don’t.

But remember, any part of the Code could be cited to make you liable if you end up in an accident or collision. Wherever possible, you want to be following its guidelines as closely as you can.

Maureen and Rachael were hoping to run the above concert in aid of LOROS on 9th April. husband Alan. As an author and illustrator, Rachel has now written several stories for children based on her Airedale Terrier (her books tell of adventures with Ruffles and his involvement at the Great Central Railway). One story tells of a lost Teddy bear and another about railways. Also there was Rachel’s interaction with a dog and cat (puppets), plus two doll like models of two men, a soldier with a bandaged head, plus other items on display to enhance the talk. BABTAG Thorpebury Phase 1 Site Notice has been given to expect hold-ups on Barkbythorpe Road for much of 2022 as work on providing utilities moving the pinch and constructing the two entrances to phase 1 is carried out.

The latest timetable for the completion of the first houses has slipped again and is now predicted in the month of August.

The developers’ new website which will inform the public about all aspects of Thorpebury which was promised in September has yet to appear but is said to be imminent.

Street Names in Thorpebury One of the builders, Davidsons, of Phase 1 has submitted names for the first 10 streets of Thorpebury. Seeing that none of the names has any local reference BABTAG has joined forces with the parish council and the local history group to come up with more than 90 names that have some relevance to the area ranging from field names such as Lompard Green, Plum Pudding Meadow and Gadfly Lane to the names of prominent local people like the self-taught artist Horace Green and William Marshall the Barkby blacksmith’s son who rose to be chaplain to King Charles 2nd.

Archaeology BABTAG was invited to view the archaeological work on the Phase 1 site on 25th November. Evidence of Roman period agriculture and of a number of dwellings had been revealed and many fragments of pottery from Roman and early medieval time. Whilst of interest nothing had been discovered that would lead to delays in the housing development. Work was due to finish at Christmas.

Traffic Mitigation Measures for Barkby and Barkby Thorpe BABTAG has welcomed the traffic mitigation plans agreed between the developers and County Highways but believes that they do not go far enough and has now written to the Highways authority specifying additional measures that are required to offset the impact of the traffic that Thorpebury will generate. These are listed below.

1. Lowering the speed limit on Thorpe Lane This vital busy road that connects Barkby to Barkby Thorpe has seen many car accidents over the years but has the national speed limit of 60mph. This has not been lowered despite the making of an entrance to the cricket club half way along the Lane and the fact that children from the local primary school use the

cricket field which is adjacent to the road for recreational activities. The limit at either end of the Lane is currently 30mph and so it seems sensible, in the context of the package of mitigation measures, to extend that limit to Thorpe Lane, or at the very least put a 40 or 50mph limit on it.

2. A 20 mph limit on King Street Barkby Thorpe There is no public footpath along the length of King St but there is already heavy traffic and a tricky ingress and egress for shoppers and horse-riders from a successful farm shop and livery business. The Thorpebury development will add to the traffic flow and the danger to pedestrians and horse-riders.

The section 106 agreement specifies the introduction of a 20mph speed limit in Barkby Thorpe and it is surely needed on King Street. As it is a section 106 requirement why is it not in the package of mitigation measures at the very least for stage 2 of implementation?

3. An alignment of new kerbing to help pedestrians on King Street The proposed reduction in road width by kerbing on the section of King Street fronted by Thorpe Farm and its farm cottage terrace opposite is welcome but aligning one side of the kerbing close to the Thorpe Farm wall

would give a little more space for pedestrians on the cottage terrace side opposite.

4. Need for a comprehensive map of the measures in the forthcoming consultation BABTAG and the parish council understand that there will be a public consultation on the proposed mitigation measures later this year.

The exact location of zebra crossings, speed bumps and new street furniture will be of huge interest as well as speed limits. For this reason we request a comprehensive exhibition in the village hall possibly employing digital technology to show how the measures will look as much as to reveal their purpose.

A response from County highways is awaited.

Duckpond Triangle BABTAG has written again to County highways asking for a speedy resubmission of proposals for the Duckpond triangle following the rejection of an earlier proposal by local residents. The Highways response was disappointing in that it insisted on linking any new measures to the Thorpebury development in the area which is still many years away whilst the traffic issue is now and immediate.

Taylor Wimpey jumping the gun on the Charnwood Local Plan

The Charnwood Local Plan with its threat of a further 1500 houses within a couple of fields to the north-east of Barkby was finally approved and sent in late December for examination by a government Inspector who will at some stage in 2022 hold an Examination in Public before giving his verdict to the Borough Council.

The Plan includes land east of the Queniborough Road and north of Barkby Road (close to the traffic lights by Syston Grange farm) where Taylor Wimpey has long aimed to build 195 houses. In the recent past Charnwood Council has rejected their attempts to get permission to build but now a new planning application has been made even before we know if the Local Plan will gain the approval of the government inspector. BABTAG will oppose this application on the grounds that it will reduce the area of separation between Barkby, Syston and Queniborough and will add to existing traffic congestion through the villages.

Fosseway Bowls Club Prepares for the Bowling Season 2022.

Our president John Gant bowls the first two woods on Saturday the 9th of April to officially open the green.

Winter work is well underway to ensure that the green is in perfect condition for the start of the season.

New fencing has been erected between the car park and the green and a new paved patio area has been created at the front of the club house for the comfort and enjoyment of our members.

Winter activities have included short mat games for both the ladies and gentlemen as well as a darts and pool league open to all members.

Melton and District Indoor Bowls Club News Melton & District Indoor Bowls Club World Champion Les Gillett Les Gillett a member at Melton and District indoor Bowls Club became World Champion on Sunday 23rd January 2022 after beating seven times World Champion Paul Foster MBE. Les, who has been playing bowls from an early age, has been taking part in the world championships competition for some years but had never managed to get past the quarter finals in previous attempts and at one stage dropped out of the top 16 ranking players. Through hard work and determination he fought his way back to become ranked number six in the world with his ambition to reach the semi-finals this year.

Les took on Jamie Chestney in the Quarter final, losing the first set by 10 shots to 1 but coming back to win the second set by 8 shots to 7 and winning the tie break by 2 shots to 1.

Les then took on Alex Marshal MBE in the semi-finals winning 10 shots to 1 in the first set and 8 shots to 7 in the second set.

The final was always going to be a tough game taking on Paul Foster MBE,

Paul in the second set took an early lead from which Lez was never able to recover and Paul took the second set. The game now went to a tie break and Paul took the first end and Les took the second end. With both players feeling the pressure Paul having the first shot on the last end put in a magnificent bowl within a few inches of the Jack. Les fired and removed Paul’s bowl. Paul again put a superb shot in near to the jack, Lez again fired and missed. Paul then in an attempted to cover the back position put a bowl in that was too long and ended up in the ditch. Les fired again and this time took Paul’s bowl out which was next to the jack.

With neither player having anything close to the jack after 3 bowls it was a matter of who could draw a shot nearest to the jack with their last bowl. Paul played first and his bowl went several feet past the jack. Les who is known for his great drawing ability with his back hand and with the very last bowl of the competition was able to get nearest to the jack and in the process became World Champion.

Sailing Community Pays Tribute to Dedicated Ambassador John Buckingham of Leicestershire and Rutland Youth Sailing Association helped to make the sport accessible for all The Midlands sailing community has been saddened to learn of the passing of John Buckingham, who was dedicated to making the sport more accessible, and in particular for young people.

John was a Picture courtesy founder of of John’s Family Leicestershire and Rutland Youth Sailing Association (LRYSA). He was also a regional coach for the East Midlands and served as a Council Member of the Royal Yachting Association (RYA) over many years.

LRYSA is an inclusive charity committed to making sailing accessible for people of all ages, backgrounds and abilities, mental and physical, including local youngsters who may not otherwise have the chance to experience sailing.

Colin Magee, LRYSA Chairman and RYA Training Principal, said John had been one of the founders of the organisation in 1967: “At the time sailing was just for the wealthy and privileged, John wanted to make sailing, canoeing and other water sports accessible and affordable to the whole community, focusing primarily on the young.

“The Leicestershire Schools Sailing Association, as it was known then, was created through his work with the Outdoor Pursuits department at

County Hall - John and the other founders set to work begging and borrowing boats and equipment to set up a centre at John Merrick's Lake in Watermead Country Park, where it is still based today.

“Over the years hundreds if not thousands of young people and adults have benefited from John’s inspiration. For many years John was senior coach and chairman of the LRYSA supporting and developing our activities throughout Leicestershire.

“John was also a dear friend with a wonderful cheeky sense of humour, and compassion for the less fortunate. Our thoughts and sympathy go to his widow Helen and his family at this sad time.”

John and Colin were proud to accept on behalf of LRYSA the ‘Outstanding Contribution to Sport in Leicestershire’

and examiner and an international judge, officiating at events in the UK, Europe and South Africa.

RYA Regional Development Officer Manager Gareth Brookes said: “John ‘Buck’ gave so much of himself to our sport, and so many of us benefited from his kindness, knowledge and his keen wit. A day’s sailing or coaching with John was always good fun and always memorable for all the right reasons. I know that many people who knew John will be thinking of him and his family.”

Born in 1935, a farmer’s son from Norfolk, John started sailing on the Broads as a teenager and kept a love of Hunters Yard boats and Broads sailing throughout his life.

Alongside his passion for supporting LRYSA and its work, John served on the RYA Council representing regional clubs (East Midlands) 1984-1987 and 1990-1993. He also served on the RYA Council representing members (elected by the membership) from 1994-1997.

John received an RYA Award in 1996 from HRH The Princess Royal.

He was also a Yachtmaster instructor

Town C.C Gearing Up For The Season Ahead The AGM of Syston Town C.C. was held at The Pharmacie Arms at the end of January and was very well attended. Despite the club’s relegation to Division 1 due to a minor clerical error, there was a very positive attitude towards the new season and a determination to make a concerted effort to regain Premier Division status at the earliest possible opportunity. David Fox was once again elected as President and Ivan Spibey will continue as Chairman with Scott Cooper and Chris Pole as joint Vice Chairmen. At long last the club has a Secretary thanks to Sarah Braker volunteering for the position and I will take over as Treasurer from John Fraser who has stood down after doing the job for five years.

After four years in the role, Mo Pardesi

decided to stand down as captain of the 1st XI and long serving stalwart, Ram Ghuman (pictured below left), was elected to fill the post. Adam Mortimer will carry on as 2nd XI captain as well as the vital role of Junior Co-ordinator and Ivan Spibey will continue to captain the Sunday XI. The three Women’s teams, the Sirens, will be managed by Bill Fordham and Andy Woolaston. Andy will also be carrying on as Social Secretary and is already organising a Club Tropicana event for the end of August however, unfortunately ‘the drinks won’t be free!!’
