Spring is finally here and it is time to thaw out under the lovely, sunny African sky. This morning when I walked out of my front door and saw for the first time in almost 3 months this beautiful flower below blossoming, I knew that the new season has arrived. We have so many interesting articles in this Spring issue that you can enjoy, and to start off with is right at the beginning with The Patio... with its inspiring outdoor furniture that becomes necessary now. Explore their variety of items including braai's in their showroom. One place that particularly surprised me was the Windhoek Gardens Guesthouse. We were invited to come and explore the property, were shown every room and its diverse, yet very creative and tasteful décor astounded me that you can still experience such a feeling right here on our doorstep. REPAIR YOUR PROPERTY BEFORE SELLING? You have decided to sell your property but have found that the roof needs to be replaced. Do you repair the roof or drop the asking price? When wanting to sell their home, sellers will generally need to spend a bit of time and money on preparing the home and ensuring that the cosmetics of the property are up to standard. While it may not necessarily be the roof that needs repairing, many homeowners may find themselves in similar situations and need to decide between taking on the repairs themselves or telling potential buyers and hoping they can still sell their home for a reasonable, market-related price. Remember, it is far easier to sell a property that is in tip top condition and is visually pleasing. These preparations will normally include a fresh coat of paint and perhaps some spring cleaning, often it may also require that some easily fixed defects are repaired and that everything is in working order. However, to what extent do sellers need to repair their home before placing it on the market? Structural defects that are costly to fix such as replacing the roof, pose a challenge to homeowners when deciding to sell. Every home is likely to have its fair share of defects, some of which will be obvious to spot, while others could be hidden. Sellers are mistaken if they think that potential buyers will assume that the only defects in the home are the ones they can see. In fact, serious buyers will have

the property inspected by a professional company before signing on the bottom line. There are few buyers who will buy a home with the assumption that everything that is not visible must be in working order. Ideally, homeowners should have the home inspected before they put it on the market so that they are aware of any issues or structural defects that need to be addressed. Sellers are morally obliged to inform the estate agent marketing their property and/or the seller of any known defects. Once the property has been inspected and a quote obtained for any necessary repairs, homeowners need to ask themselves whether they will come out better by repairing the defects or dropping their asking price. If the defects cost N$50 000 to repair, but it results in the seller getting their asking price rather than dropping it by N$100 000 or more, the repair is well worth it. However, if the sale price of the property is not really affected by the repairs, then the homeowner will have to base their decision on that fact. The outcome will depend on the circumstances and the repairs that need to be undertaken.

Whether repairing defects before the sale or not, the crux of the matter is that all parties involved in the sale are happy and agree to the terms and conditions before any contracts are signed.

A compelling circumstance for the seller to take on the repairs is where an interested buyer has the capacity to put down a small deposit, but will not be able to finance any major repairs to the home after buying it. WHAT IS A QUANTITY SURVEYOR? Although a Quantity Surveyor or in Afrikaans “Bourekenaar” is a term widely used in the Construction industry, very few people really know what a Quantity Surveyor does…in fact very few Quantity Surveyors know the full extent of a Quantity Surveyor's function when they commences their studies. A Quantity Surveyor is a trained and educated professional acting as a financial and to a lesser degree contractual Consultant in the Building and Engineering industries. What services does a Quantity Surveyor provide? A Quantity Surveyor should ideally be involved in a project from inception to closeout, this would mean that he would be involved right from the start. When a project is identified on a certain piece of land a Quantity Surveyor would calculate and provide the estimated cost of the project based on the design information provided by the Architect and the Engineer for the Client to make his financial decisions. The Quantity Surveyor provides financial advice throughout the planning stage from early budgets to detailed cost plans to negotiating the final costs for the Client. The Quantity Surveyor would also play a big role in choosing the procurement strategy best suited for the Client. They are also responsible for preparing the Tender Documentation, procure tenders, adjudicate tenders and recommend whom the Client should appoint. During the construction period, the Quantity Surveyor does payment valuations, cost reporting, assessing and agreement and reporting of changes affected to the contract sum and conclude the final cost of the project with the Contractor. Other work that are also in line with the Quantity Surveyor's duties are feasibility studies, development appraisals, expert witnesses, claims analysis, due diligence reports, life cycle costings, Insurance replacement valuations and expert witnesses . Although it rarely happens, an experienced Quantity Surveyor is well equipped to perform the duties as Principle Agent for a project and to manage and to do the quality control of a project.

Who needs a Quantity Surveyor? A Quantity Surveyor usually works for a Client wishing to construct something, this can be anything for example residential developments, houses, offices, hotels, hospitals, shopping centres, clinics, roads, bridges, warehouses, industrial developments, process plants for mining and industry, etc. Basically anyone who want to build or have something built can benefit to a more or lesser degree by employing the services of a Quantity Surveyor. Why do you need a Quantity Surveyor? The whole process of planning and constructing a building or anything can be a complex process. During this process employing a Quantity Surveyor will provide the re-assurance and peace of mind that the finances of a project is in good hands and that proper reporting will ensure that a project is completed within the budget or if necessary within an approved revised budget. Using a Quantity Surveyor will also assure that the best procurement strategy is used to attract the most competitive tenders. How much does a Quantity Surveyor cost? The minimum fees a Quantity Surveyor may charge is regulated by the Namibia Council for Architects and Quantity Surveyors (NCAQS) and the Institute for Namibian Quantity Surveyors (INQS). These fees work on a sliding scale and the percentage fee decreases as the project cost increases. The fees vary from roughly 6% for a low value project to 3% for a high value project and is calculated on the building construction part of the building. People very often do not want to employ a Quantity Surveyor because of the additional cost of this service. The value of a Quantity Surveyor is often underestimated and the Quantity Surveyor very often save the Client more money

than the cost of employing a Quantity Surveyor. Is the Profession regulated? The Profession is regulated by the NCAQS as provided by the relevant legislation which prescribes the rules and regulations for a registered Quantity Surveyor. It is illegal to practise as a Quantity Surveyor for a person who is not registered at the NCAQS. When employing a Quantity Surveyor, ensure at the NCAQS or the Institute for Quantity Surveyors (INQS) if that person is a registered Quantity Surveyor. By doing this one is assured that all the work being done by that Quantity Surveyor is of a professional standard. How do I become a Quantity Surveyor? Studies to qualify for as a Quantity Surveyor can be done at a number of international institutions of which the most popular ones are some Universities in South Africa providing a B.Sc. and B-Tech degrees as well as diplomas in Quantity Surveying. It is also possible to qualify as a Quantity Surveyor in Namibia through a distance learning programme from a South African University. After obtaining a Quantity Surveying qualification a person must enrol in an internship at a Quantity Surveying practice to gain practical experience in certain work fields for a certain number of years depending on the qualification which the person have obtained. Water wisdom Everyone is getting a little tired of hearing about water saving, yet we are forced to continue saving as much water as possible while the Namibian central region faces one of its worst water crises in decades. Since 2012, the region has been facing a long-term water shortfall as water usage is consistently higher than natural replenishment rates. At Obeco we have been promoting water efficient plumbing and sanitary ware for many years. Our experience is that a few simple changes in the design and installation of plumbing and a small adjustment in behaviour, can make a big difference. And without much cost to your quality of living! WHAT CAN BE DONE In the home General Regularly check and maintain all water access points to avoid uncontrolled leaking. Regularly check your water meter to measure usage and to find hidden leaks. Install and maintain a strainer to prevent solids from damaging systems. Kitchen Consider catching clear water in a separate bowl or cistern or installing a separate clear water drain on a secondary kitchen bowl that leads into the garden (only usable for clear water such as from washing food or rinsing dishes). Follow general water wise behaviour (filling dishwasher to brim, not wash food/dishes under running faucet, etc). Shower Install water saving shower heads and flow limiter into normal shower heads. Catch cold water in a bucket for the garden or to refill the toilet cistern. House Reduce pressure through a pressure reducing valve or by partially closing the mains water tap. This means less water coming out per minute at each point, reduced risk of pipe burst and less water running off if there is a leak. Toilet Install toilets and cisterns with an effective flushing performance that use less water (ideally 4 litres). Install cisterns with double flushing mechanisms to allow a choice of flushing volume or install flushing mechanisms that allow manual flush stop by raising the lever.

Taps Install aerators on high pressure lines and replace old leaking taps and cartridges with new aerating taps. General plumbing Install high quality plumbing to reduce the risk of leakages. COVER UP WATER WISE GROUND COVER PLANTS Mulching, especially in our dry climate, is of utmost importance not only to minimize evaporation, but for various other reasons as well. For some extra appeal, have you ever considered living mulches? Soil hugging, low growers of the plant world, often unheralded and overlooked. If in doubt, look at these benefits: Wise Watering Water, a scarce and precious commodity, is conserved by living ground covers. Under-planting with ground covers holds moisture in the soil by slowing water evaporation, allowing the water to remain available to plant roots below. They also protect the soil from drying in the sun's rays and most of them do well with very little supplemental watering. Insulation Water retainers in summer, insulators in winter. Ground cover roots grow together, forming a blanket of protection that shield roots and bulbs from fluctuating air temperatures. Eliminate Erosion Normally water comes to mind when thinking about erosion, but wind and sun are other factors that contribute to soil runoff. Not only is fluffy soil sloshed away, but plant roots are left exposed and 66

vulnerable to the elements. Between their fibrous root system and their leaves, ground covers help bind the soil and prevent erosion. Periwinkle (Vinca minor) and bugleweed (Ajuga reptans) make excellent soil binders, are extremely hardy and will handle shade or sun. State-of-the-art weed control Ground covers prevent weeds by simply not sharing food with them. As the ground covers creep along and reach out to each other, the weeds have to compete for water and nutrients and are no match. Furthermore, ground covers block out the sun and the weeds simply cannot germinate without the light source. The one or two “lonely” ones that might appear can easily be removed by hand. Site Preparation , Planting, Maintenance 1. Remove all weeds, work in sufficient compost and coco peat to enhance the soil texture. Add Efekto's superphosphate as well as Efekto's Vitaboost organic fertilizer. 2. Spacing between plants will be determined by the individual plant's mature size. Professional advice should be available at your local garden centre. 3. Ground covers require low maintenance – some weeding until the spaces are filled in. For Vygie Lovers Ÿ Some facts of interest about one of the best known groundcover or creeping plants -Aptenia cordifolia – rooi

brakvygie. It's an evergreen, fast-growing succulent with a far longer perennial lifespan than most other succulents of its type. Very water wise due to its fleshy thick roots and the fact that water cells are scattered on the leaf surface. The leaves are fleshy, flat, heart- to oval-shaped and closely arranged on the surfaces of the stems and shine attractively in the sunlight. Flowers are purple to red, small to medium and are borne singly or in clusters on short flower stalks. ŸFrost resistant – can handle temperatures as low a -9 degrees C. Ÿ Drought resistant, but can tolerate high rainfall and irregular watering. Ÿ Flowers attract butterflies, bees and other insects. Ÿ Ideal for coastal gardens – it tolerates sea spray and can grow in sandy soil. Ÿ Not only as a groundcover – stunning in hanging baskets or pots around lollipop plants. Ÿ The plant is also used as a love and good luck charm (if Cupid doesn't work for you). What’s in a name? *Aptenia (the genus name) is derived from the Greek word apten (wingless) and refers to the wingless seed. *Cordifolia (the species name) is derived from the Latin cordi, meaning heart and folium meaning leaf.

Clever use of your pool during a drought Namibia is experiencing the worst draught in years. This means we don't use the “word” swimming pool in a conversation, we do not look at swimming pools and further still we do no maintenance on our own swimming pool? Right?...... But this is WRONG. Working on a swimming pool looks very, very easy. Fact of the matter is, it is not so and finding a good technician who is on time, neat, and gives you a proper warranty on his work, is very difficult to find in Namibia. I am very sure most people have had a bad experience in this regard to share. LIC Pool spends a lot of time, effort and money on trying to source the right people and then training them to give the client tip top service. As soon as it starts raining or worse even, the first hot day in Windhoek people stand in ques to get their pools ready for the summer or a pool party.

Ÿ Fixing leaks and balancing water does take time because in most cases we

drive our water tanks to your house to store the water. All these small actions each take their fair share of time and at the end, it can take longer to fix a problem with the pool than what we would like it to be. The flip side of the coin is, it can lead to lots of frustration as nobody plans for unforeseen problems or work taking longer than planned. The clever way is to go to your swimming Pool asap and do the following: Ÿ Make a mark at the current water level in the pool. If it falls more than 5 mm a week, you have a potential leak. Ÿ Start the pool pump and make sure there are no noises coming from it. Ÿ Has the filter sand being changed lately? Ÿ Are their leaks in the pool cleaner pipes? Ÿ Does the pool have enough salt? Ÿ Is there a sparkle in the dark from the pool light or should we change the bulb. Ÿ Is the roof wet when the pool pump runs….? if yes, the solar panels are

T HE E LE P H A N T IS A DEC A DE OL D It was a clear late summer day in April 2000. A dark cloud was ominously tumbling on young lawyers. The future was unknown and murky. Fast forward, 16 years on, a propitious celebration of a decade is looming, on the 01 September 2016. The merger of Dr Weder, Kruger & Hartmann and Kauta, Basson & Kamuhanga Inc. on the 01 September 2006, to establish Dr. Weder, Kauta & Hoveka Inc. was scripted in heaven. An observant reader will immediately note the similarity in the WKH acronym. It all started with a harmless conversation between none other than, Tjaka and 82

Andre. The usual shoving for legal work impregnated their epic conversation. Neither of them was prepared to give an inch, as each felt righteous in his view and indignation with the other. Soon, it was agreed that instead of aimless bickering, a merger of a uniquely Namibian law firm would be the answer. It was not easy from the start. No one pretended that it would be easy. However, the gruelling, grim and harsh negotiations of two years was a necessary evil. That eventually set the substratum of our august firm. Five years into the merger, Frieda Kishi’s law firm merged with Dr Weder, Kauta & Hoveka Inc. We are thus proud to say we have successfully done it, not once but twice! This ensured the firm’s footprint in the North. She became our first female director. Her presence, charisma and hard work led to the appointment of three other women directors. This transformed the firm from being male dominated to being a truly Namibian legal goliath. Our workforce
