Tips on Successfully Letting your Property Investing in property to let could prove to be a safe and profitable investment, if managed correctly. It is not a get rich quick type of investment. This is a long – term commitment. Finding the right property as an investment Ÿ Buy close to home. It will be easy to manage. Ÿ Do not buy a property in haste, just because you have

fallen in love with it. Makes sure that you are buying is going to generate the expect return on your investment. Ÿ Obtain as much information as possible about the property before you view it. General tips on successfully letting your property Ø Set a Competitive Price - set the cost of the rent by

learning what other rental properties are going for in your neighborhood and community. Remember, potential tenants will be scouting around for deals, so set the rent at a competitive price and make sure you highlight all the most valuable aspects of your home Ø Draw up a written lease agreement. Although a verbal lease agreement is legal, it is not advised. Ø Always check the credibility of your potential tenant. It is advisable to rather accept a good tenant at a lower rental than a bad tenant at a higher rental. Ø Check that your prospective tenant has regular employment, where that is and how long he has been working there. Also check what position he/she holds. Ø Ascertain whether he/she receives sufficient income to meet all obligations in terms of the rental. Ø Ensure that your prospective tenant has no judgment against his names. Ø Confirm his/her current residential address.

Ø If you lease your property to more than one person,

it is best to contract all the parties and specify that they are all jointly and severally liable in respect of the lease agreement. In the event of dispute you can take action against each individual. Ø If your tenant is a company or a close corporation, it is a good idea to bind all members/directors as surety in terms of the lease agreement. In the event of a dispute you can take action against the entity and its representatives. Ø Never agree on letting your property without taking a deposit. This will cover many unforeseen cost incurred during the lease period, like arrear payments, repairing damages to the property or replacing keys. Ø Improve your security by installing security measurements such as alarms, electric fencing, security gates, additional locks and deadlocks. These will make your home safer for the tenants.

New homeloan regulations Thinking of buying a second or subsequent home? As from 22 March 2017, prospective home loan applicants of second or subsequent residential properties are now required to pay a percentage of the purchasing price or market value of the property as a deposit. The commercial bank providing the loan to the prospective buyer will finance the remaining percentage of the home loan. This is known as a Loan-to-value ratio or LTV. For example: For the purchase of a second residential property, the LTV ratio is set at 80% of the purchasing price or market value of the property. For instance, if the value of the second property you want to buy is N$1 000 000.00, the Bank will finance N$800 000.00 and you will be expected to pay a deposit of 20 percent (N$200 000.00) upfront.

Every additional property thereafter will have an increase of 10 percent on the deposit amount as shown below.

In the event that the first residential property has been paid off completely, the prospective buyer will be treated as a first time buyer and will not be subjected to LTV.

This regulation will give prospective first time home-buyers a better chance of owning a home as they will be exempted from paying a deposit. This means that the commercial bank will extend a home loan to the prospective first time buyer and they will not be expected to pay a deposit.

As from 22 March 2017, prospective home loan applicants of second or subsequent residential properties are now required to pay a percentage of the purchasing price or market value of the property as a deposit. In this regard the Bank responds to certain questions regarding this regulation. What is a Loan to Value ratio (LTV ratio)? The loan-to-value ratio, is the ratio of the amount of money borrowed from a banking institution to purchase a property in relation to the purchase price of the property or the valuation of the property, whichever is lower. How will this decision affect me as an individual? If you are a first-time house buyer, this decision will not affect you as banking institutions will still be allowed to lend you 100% of the value of the house you want to buy. However, as from 22 March 2017, all prospective home loan applicants of a second residential property will be required to pay 20% of the market value of the residential property/home while the commercial bank will only finance 80% of the home loan. For a third loan the commercial bank will fund 70% while you must pay the remaining 30% yourself. A fourth multiple loan, you pay 40% of the value of the property and the commercial bank 60%. All other subsequent home loan applicants (5th, 6th etc.), will be required to pay 50% of the market value of the home. How will this work in practice? If you go to the bank asking for a home loan to buy a house costing N$1 million, you will get the full N$1 million if you are a qualifying first-time house buyer. If you are a qualifying second-time home loan applicant, you will only qualify for a home loan of N$800,000.00, and you will have to pay the remaining N$200,000.00 yourself, and so forth. Does loan-to-value ratios apply even if my first property has been paid off? In the event that the first residential property has been paid off completely, the prospective buyer will be treated as a first time buyer and will not be subjected to LTV’s. It is important to note that the measure targets persons with multiple home loans or who are applying to own more than one property while still paying off their first, second, third etc. mortgage whichever the case might be. How will this new regulation be implemented? By law, banking institutions will be expected to implement the LTV ratios as part of their lending policies and procedures. The Bank of Namibia on the other hand will be responsible for ensuring that banking institutions comply with the regulation.

Is this a new regulation because my bank already asked for a 20% down payment on a second home? No, in recent years, some commercial banks started implementing LTV ratios and prospective second time buyers of homes were required to pay 20% of the total loan value on a home. There was however no consistency as individual commercial banks used their own discretion. Going forward all commercial banks will be required by law, to enforce LTV ratios. Is it possible for me to finance my second house using the equity of my first house? Unfortunately not. Using equity of a first house to finance a second house will worsen the cycle of debt which the Bank of Namibia is discouraging. If you use home equity, you need to repay that amount in addition to your usual mortgage payment, and you might find yourself burdened with large principal and interest payments during the repayment period. This practice may send you deeper into debt. Another reason why it is prohibited to use equity to finance a second property is that the property values in your area may decline. This may put you in a disadvantaged position, should you sell your house, because the value of your house might have declined in relation to the equity you have taken out to finance your second property. Does the regulation also apply to commercial property? LTV’s only apply to residential properties. Does LTV ratios only apply to residential property or does it also apply to undeveloped erven? Commercial banks already require a LTV ratio of 60% on undeveloped erven regardless of whether you are a first time buyer or not. This is done in an effort to mitigate risk in the event that servicing of land and development does not take place, in order for the banking institution to recover their money. This requirement is beyond the scope of this regulation. Why is the Bank of Namibia instituting this measure now? The purpose of the introduction of the LTV is to lower the excessive risk the banking industry is exposed to. The real estate sector constitutes more than half of the total loans and advances. This poses a significant risk to financial stability in Namibia. In addition, the Bank would also like to discourage the practice of buying residential properties for speculative purposes. Deposit

Never a dull moment Summer annuals have come to the end of their flowering and this is the month to prepare our flower beds for winter splendour with splashes of colour. Preparation of beds: Remove spent summer annuals as well as any weeds that might have escaped previous attention. Due to natural symbiosis the soil would have become organically poor and therefore it is essential to work in sufficient compost or old kraal manure as well as some coco peat. Add 60gr of Efekto's Vitaboost Organic Granular Fertilizer per square meter or Efekto's 3:1:5 fertilizer. Prevention is better than cure – two common problems that sometimes occur when planting new seedlings: * Root rot – due to soil fungi that could have development on roots of summer seedlings and are now awaiting to attack your new plants. Before planting, treat soil with Efekto's Virikop. * Cutworm – by far not dormant yet in April. These culprits are active at night, chewing through stems of seedlings as they move from one to the other, rarely chewing away at the leafs. Cutworm damage is often mistaken for root rot and vice versa. If the roots of a collapsed seedling are still healthy the damage is more cutworm-related than damping-off disease or root rot. Cutworm – overnight collapse of seedlings, roots will still be healthy looking when pulled out. Root rot – turns the stems roots of seedlings mushy and dark-coloured at and below ground level, leaves become chlorotic and wilted and, in severe cases, dry out. After planting seedlings, scatter Efekto's Cutworm Bait. When sowing, do the same as soon as young plants start emerging. TLC – The first application of a follow up fertilizer should be done when the seedlings are 6 – 8cm tall. Never “work in” any fertilizer – this will disturb, or even damage hair roots, making them vulnerable to disease entry. If not using a liquid fertilizer such as Multifeed Flowergro, Seagro or any of Efekto's Wonder range, then apply as a top dressing Efekto's 3:1:5 Winter Bulbs – preparation of beds or pots will be the same as for seedlings. Winter veggie crops – once again, thoroughly remove all weeds and work in ample organic matter as well as 60gr per square meter of Efekto's 2:3:2 fertilizer and during the growing season at least twice as top dressing. When cultivating in pots, Efekto's Wonder Kelp or Seagro is a good choice. Minimize the use of pesticides by bordering vegetable beds with attractive winter flowering companion plants such as Calendula (Gousblom). Flowers are edible and furthermore the plants have countless culinary and medicinal uses. Roots secrete a substance that destroys nematode parasites in the soil. Make a natural insect repellent spray by blending excess foliage with a clove of crushed garlic or chives in water. Millionaires Shortbread This is one of my favourite sweet goodies. It reminds me of my childhood. I know the recipe says it can keep for up to 5 days, but it never does.... For the shortbread 170g plain flour 60g caster sugar 120g butter For the caramel 1 (397g) tin condensed milk 2 tablespoons golden syrup 60g caster sugar 120g butter For the chocolate topping 1 (100g) bar milk chocolate, melted Preheat oven to 170°C. Lightly grease or line a 18cm square cake tin. For the shortbread: Sieve the flour and sugar into a large bowl. With clean hands, rub the butter into the mixture until it comes together in dough. Press it into the bottom of the cake tin, spread evenly and prick with a fork all over. Bake for 15-20 minutes or until golden brown. For the caramel: While the shortbread is baking, pour the condensed milk, syrup, sugar and butter into a saucepan. Cook over a low heat, stirring all the time. This takes a while but has to be done carefully otherwise it will stick to the pan and burn. Watch it closely, and when it turns a deep caramel colour, pour it over the shortbread. Allow it to cool for 30 minutes or so, then pour over melted chocolate. Transfer to fridge for another 30 minutes or so to set before slicing into squares.
