What is a Town and Regional Planner? Namibia is rapidly urbanising. As such, the need for creating sustainable towns and cities is critical to ensuring good current and future development in the country. Town and Regional Planners play a key role in this by aiming to create a more inclusive, adaptive, opportunistic urban development environment through means of planning physical spaces. Planning does this by examining the social, economic and physical environments which make up the cities we live in. Through doing this they discover the trends which make urban areas successes or failures. They use these trends to take informed decisions about future growth and development potential of land to help growth occur where it should, and in such a way that it makes cities places that are sustainable. Who needs a Town and Regional Planner? Town and Regional Planners can be employed in the public sector by National or Regional Government bodies, whilst in the private sector they can be consultants who work for any land owner, which are most of the time property developers, architects etc. Why do we need Town and Regional Planners? There are several services that a Town and Regional Planner can provide. some of these are reserved only for registered Town & Regional Planners. Within established cities and towns much of work revolves around rezoning, consolidating or

subdividing existing properties for individual land owners who want to develop or sell their land. These processes control how and where development takes place and is dependent on individual urban areas' regulations. Other work reserved for Town and Regional Planners includes the establishment of new suburbs (townships), the development and design of street, land use and erf layouts, and the creation of strategic and future development plans which indicate how and where urban areas should grow in future. All these activities ensure that development in our cities and towns occurs in such a way which is considerate of neighbours, encourages growth where it should i.e. ensuring that a shebeen isn't allowed next to a school, and is environmentally sustainable so that the environment our children inherit is as good as ours. How much does a Town and Regional Planner cost? The cost for using a planner depends on the type of work. However, their costs are regulated in terms of the Town & Regional Planners Act. Town and Regional planners in Namibia work with a fee-scale which determines the minimum amount that they should be paid for a specific type of work. Is the Profession regulated? In order to practice as a Town & Regional Planner, a qualified person must register at the Namibian Council for Town and Regional Planners, which regulates the

services provided by Town and Regional Planners and prescribes the fees applicable to the work that a Town and Regional Planner is doing. By appointing a registered Town and Regional Planner, a client can be assured that the work will be of a certain standard. How do I become a Town and Regional Planner? There is more than one route to becoming a planner. One could do an honours degree in Namibia in Town and Regional Planning (currently offered at the Namibia University of Science and Technology), or one could do a postgrad course, such as the masters course provided by the University of Cape Town and the University of Free State. Other institutes that offer courses in Town and Regional Planning include Durban University of Technology, Cape Peninsula University of Technology, University of Pretoria, University of Stellenbosch, and the University of KwaZulu-Natal. After one has finished studying one will need to register with the Namibian Council for Town and Regional Planners and complete at least three years of work experience under the supervision of a qualified planner. Heavy rainfalls from Heaven As we are al anxious waiting for the rain season to begin, the announcements that the El Nino effect has turned around into a La Nina effect are all over us. In short the La Nina effect can cause heavy rains in short periods that will result in floods. From the one side we all want these heavy rains and see our dams filled again and our garden green. The other side is to make sure that we are not surprised by these rains and we will be prepared. Tips to do your own Risk Management around your pool: Due to the water crisis many pools are covered and water levels are to low which is a dangerous combination. One of the main things is to open your swimming pool cover (unless you have a floating cover) to make sure that the water does not stand in the sail and will be damaged and will put so much strength on the sides of the pool that the walls can collapse.. When your pool is installed in your lawn it will be wise to make sure that you created a proper ditch or runoff to release the water with dirt from you lawn to another direction than to the pool. When you have decided to catch this water from heaven you must make sure that your swimming water can handle dirty water and do you're water balancing accurate. The most important measure is not your chlorine or Acid levels but you Total Alkalinity level which LIC pool can test for you free of charge at our shop at the Macadam street. Furthermore we foresee that one can face problems with the pump room. When the pump room is flooded and the pump with its electrical motor stands under water it can be damaged and most probably needs to be repaired or replaced. Check all your outside drains, storm water holes in the walls etc. They might be full with

dirt and leafs We advise to have your water tested and ad stabilizers or other chemical preparations to your water to make sure that when we receive this long lasting rain, it will not be highly polluted but that is ads to your water level in your pool without health risks. General measures to follow, especially in the rainy season. Maintain Proper Disinfectant Levels Usually, a small dose of chlorine and algaecide immediately after the storm is all that is needed to keep algae at bay. But maintaining proper disinfectant levels— chlorine level above 1 parts per million—is just part of the battle. The disinfection process also includes brushing the walls and floor of the pool to move the remaining algae particles into the circulation and filtration system. Instituting a weekly maintenance plan that includes adding a small dose of algaecide and brushing the walls and floor will help keep algae away. Maintain Proper Circulation Good circulation is essential to ensure proper filtration and the even disbursement of chemicals and disinfectant throughout the water. One of the most common mistakes that we observe at pools is the placement of chlorine tablets in the skimmer baskets. Because chlorine tablets are acidic, putting them in the skimmers baskets will likely cause the pump impeller to erode and affect the proper circulation of the water. The result can be a costly pool repair as well as increasing the likelihood for algae growth. The best is to use a chlorine feeder or the common floaters. The help you to ad slowly but surely chlorine to your water but in low doses at the same time.

Maintain Proper Filtration A number of products are available to be applied to the pool's filter so that dead algae can be trapped and back washed to keep the pool looking good. The most common type of filter is a sand filter, but its effectiveness can be ruined by using the wrong additives. Adding chemicals to get the water clear can sometimes gum up and prevent proper filtration of the water. There fore it is important to replace the filter sand on 2 -4 yearly (depending on the pool and the usage) basis to make sure the filter capacity of the sand is the highest and you can use less chemicals to keep your pool in perfect condition. Light Citrus Summer Pudding I LOVE a baked pudding, but they always seem a bit too heavy for summer. So after a bit of looking and trying, I discovered this little gem.

INGREDIENTS: 200g Butter 60g Castor Sugar 65g Icing Sugar 3 Extra Large Eggs Zest of one lemon Zest of one lime 155g Cornflour 10ml Baking powder Pinch of salt 100g Ground Almonds 125ml Buttermilk 250ml Citrus juice 125ml Water 60ml Brown sugar

METHOD: Preheat oven to 180°C.

Grease a 1.2L dish.

Cream butter and sugars

together until fluffy. Add eggs one at a time, mixing well after each addition. Add zest and mix well. Sift cornflour, baking powder and salt together and fold into egg mixture. Fold in nuts and buttermilk. Spoon into prepared dish. Stir citrus juice, water and brown sugar together. Spoon over pudding and bake for 45-50 minutes, until set. Serve with yoghurt.

Help Help! Something is wrong . Palm tree not looking too healthy or not healthy at all? Most likely damage done by a culprit known as the red palm weevil, Rhynchophorus ferrugineus. Adult beetles are relatively large, between two and five centimetres long, usually a rusty red colour, but many colour variants exist which often led to misidentification as other species. Weevil larvae can excavate holes in the trunk of a palm tree up to a meter long, causing the host plant to weaken and eventually die. No wonder they are considered a major pest in palm plantations. Originally from tropical Asia, this offender has done some travelling and is now at home in many parts of the globe. The weevil has a varied diet and also attacks banana, squash fruit, apple and sugarcane. Unfortunately, egg production is the highest on palm crown and larval development the shortest. How will I know, What will I see? Infestation damages the vascular tissue, causing yellowing and wilting of fronds (leaves). The crown wilts first and lower leaves will follow. Such major symptoms are usually only visible long after the palm became infested. Alas, opportunistic bacteria and fungi lurk in the background and may cause secondary infections within damaged tissue, accelerating decline. By the time external symptoms are observed , the infestation may have been present for six months or longer, sufficiently advanced to kill the tree. In the case of high density

infestations, sounds of larvae burrowing and chewing can be heard by placing one's ear to the trunk of the palm. Control Spray Efekto's Cypermethrin into the crown as well as where fronts emerge from the trunk. Two repeats with seven day intervals should get matters under control. Prevention As the weevil prefers to lay its eggs in softer tissues, avoiding mechanical damage to plants can help to reduce infestation. Seal wounds after pruning a plant of dead or old leaves with Efekto's Steriseal. The movement of plant material such as husks, dead leaves, or untreated coir from infested to uninfested areas is not recommended. Another problematic Issue Over watering plants – a common mistake, and not easy to diagnose. More is not necessarily better and in many instances too much water mimics the signs of too little water. The following signs might help you determine whether you are too heavy handed with the watering can or hosepipe. Plants are wilting, but a lack of water cannot be the problem

Roots are critical to plant life, being the primary source for water, food and intake of oxygen. Oxygen fills the space between the particles of soil. Soil that is constantly wet will have insufficient air pockets and plants won't be able to take up this commodity through their roots. Leaves turn brown and wilt: Too much too soon, too little too late! Leaves will wilt and turn brown in both cases. With too little water leaves will feel crispy when you hold them in your hand, whereas they will feel soft and limp with too much water. Edema: Pressure builds up in the cells of leaves if plant roots absorb more water than they can use. Cells will eventually burst, killing them, forming blisters and these areas will look like lesions. Once the blisters erupt, tan, brown or white warty growths begin to form where the blisters originally were. Indentations form directly above the growths on the top sides of the leaves. Yellow leaves: Stunted slow growth with yellowing leaves – another symptom of over watering. Watch for leaf fall. If leaves are yellowing and old and new leaves are all dropping at the same accelerated rate, then you are giving too much water. *Check your soil regularly – push that finger down and water only when necessary! *Invest in a moisture meter – they are mostly inexpensive, but accurate. *Pots – the larger the pot, the less frequent the watering. *Add mulch to individual plants or beds.
