The Union Cabinet on Wednesday approved the recommendations made by the 7th pay commission. Speaking at a press conference, Finance Minister Arun Jaitley accepted the recommendation to increase minimum pay from existing Rs 7,000 to Rs 18,000 per month. He
announced that a fitment factor of 2.57 would apply for pay revision of all employees. And the rate of annual increment has been retained at 3%. Gratuity has been increased from Rs 10 lakh to Rs 25 lakh and House Building Advance was raised from Rs 7.5 lakh to Rs 25 lakh. The Min-
istry of Finance will also be looking to work out a customised group insurance scheme with low premium and high risk

Hiking salaries is OK, who’ll correct head-to-tail ratio?
If all goes to plan, the Cabinet will approve the Seventh Pay Commission’s whopping 24% hike in salaries on Wednesday for close to 5 million employees and an equal amount of pensioners and, if all is given out this year, that’s an additional R1lakh-crore stimulus or around 0.7% of GDP. Since this will also have to be given for teachers and PSU and state government employees, that will ensure a regular dose of stimulus for the next few years. Chambers of commerce will cheer it, markets will bounce back and little will be done to address the real issue of too many clerks in the government and too few officers which is the primary reason for service quality being so poor despite India’s large bureaucracy. In the end, since pay commissions are really about balancing the maximum demands of the bureaucracy with the minimum needed to keep it from revolting, the issue of fixing the head-to-tail ratio and implementing performance-linked-pay will be cursorily mentioned by the Eighth Pay Commission, and then the Ninth…No attempt, similarly, will be made to fix the issue of salaries. Even after their very generous pensions —which are adjusted for inflation every quarter and hiked dramatically every decade—top bureaucrats typically get paid much less compared to the private sector while the legion of peons, drivers, secretaries and teachers get paid 3-4 times as much; and with little pressure on performance, deliver very little. A government school teacher, before the pay panel award, with no experience gets paid R52,000 as compared to a mere R19,000 (at the top end) in the private sector; a fresh government nurse gets 3.4 times her private sector counterpart, a driver 1.8-2 times. It pays a lot more to be a doctor in a government hospital if you’re an MBBS but as the skill levels rise—to an MD or an MS—private jobs pay much more. As for the impact, as Kotak Institutional Equities points out, things are quite different from the last pay panel report in 2008. Halving of excise duties—from 16% to 8% between February 2008 and 2009—ensured automobile prices were dropped significantly, a 425 bps cut in the policy rate in a span of just seven months made money much cheaper. The rural economy was also in far better shape, thanks to big hikes in MSPs, and with private sector investment peaking that year, overall sentiment was buoyant. Even so, a R1-lakh-crore stimulus will help, though this will have to be balanced by lower spending elsewhere. While that will play out as it will, the important question to ask when the Cabinet clears the pay panel award, is when the larger issues of right-sizing—and right-paying—the bureaucracy will happen. The hike in salaries and pensions of 4.8 million central government employees and 5.5 million pensioners can potentially set off a cycle of spending and investment, with people expected to use higher wages to buy cars and houses. The government, which will approve higher salaries based on the seventh pay commission recommendations on Wednesday, would be hoping that the hike will prompt people to spend more and aid the broader economy revival. Industrial output has been inconsistent in recent months. Factory output contracted again in April after a gap of two months.

Solanki sought the court’s intervention to put an immediate ban on the sale of the book, which is in the market since last few months. However, not convinced with the arguments of Solanki, the judge said that India is a democracy and people have all the right to express their personal views through a book. The court held that banning the book would violate the right of freedom of expression.
As part of its Skill Development Programme, the Border Security Force (BSF) will train 800-1000 youths from three border districts of Gujarat – Patan, Banaskantha and Kutch – for employment in defence and paramilitary forces, said a Gujarat government release Tuesday. The training will help the youths with the recruitment examinations of the Assam Rifles, defence forces, home guards and police and para-military forces, the release added. The BSF will be imparting train-
ing at its campuses in Gandhinagar, Dantiwada, Bhuj and Gandhidham. The training will include preparation for physical capability, physical training, written examination and escort duty. Each team of 50 youths will be given training for 30 days, during which they will also be provided with food, accommodation, uniform and physical training kits. The BSF has made arrangements with private security agencies to secure youths who do not clear the exam employment with a monthly salary of Rs 10,00012,000.

Gujarat health care: Govt centres must hold sonography test for pregnant women

The Gujarat health department has made it mandatory for all medical colleges, district hospitals, community health centres and other government institutes where the facility is available, to conduct sonographies for pregnant women at least once during their second and third trimester. Private radiology centres will be roped in if the facility is not available at government health institutes. According to authorities, the move has been taken in order to identify high-risk birth conditions, and with medical intervention, help in its timely prevention.
