33-STORY CO-LIVING SKYSCRAPER CONSTRUCTION STALLS IN HOUSTON’S MUSEUM DISTRICT

Incorporating new technologies and materials plays a significant role in long-term resilience planning. Technologies like 3D printing and the use of more resilient materials, such as hempcrete (concrete made from hemp), which has a lower carbon footprint than traditional concrete, are being explored as viable options for construction. Sustainability was also a focal point of the discussion. Zaida Basora, an architect and sustainability advocate with AIA Dallas, emphasized the importance of incorporating passive technologies into building design, such as operable windows

Jim Poss, the director of Venture Creation at Colorado State University System, stressed the significance of viewing construction through a long-term lens, particularly when building homes. He suggested factoring in the lifetime cost of insurance when planning construction projects, emphasizing that investing in robust and resilient construction from the beginning proves more cost-effective in the long run.

Baker Hughes, a prominent energy company, recently made a significant move by relocating hundreds of its Houston-area employees to a newly refurbished corporate headquarters in the heart of the Energy Corridor. This move marks the latest addition to the growing trend of companies opting for more compact, contemporary office spaces tailored for hybrid work setups. The company officially opened the doors to its brand-new 130,000-square-foot headquarters, located at 575 N. Dairy Ashford, approximately 17 miles to the west of downtown Houston. By centralizing its operations, Baker Hughes is streamlining its previous presence across four different offices in northern Houston and Spring Branch. This consolidation represents a remarkable 50% reduction in the company’s office

Texas is garnering increasing attention in the energy sector, with substantial growth expected in both solar development and energy grid enhancement. TotalEnergies is furthering its presence in the state by developing a 720MW solar farm, recently securing a power purchase agreement (PPA) with French building materials manufacturer Saint-Gobin for 100MW of the project’s capacity.

This project benefits from the Inflation Reduction Act’s (IRA) tax credit incentives, which TotalEnergies has leveraged for its development. Present in over 30 US states, TotalEnergies maintains a robust portfolio of 25GW in operational and development-stage solar, wind, and storage projects throughout the United States. Vincent Stoquart, Senior Vice President of Renewables at TotalEnergies, highlighted the significance of the Myrtle Solar project in expanding the company’s position in Texas and underlined the role of the Electric Reliability Council of Texas (ERCOT) as a primary grid operator in the region.

The majority of the energy generated, about 70%, will be channeled to supply TotalEnergies’ own industrial facilities in the US Gulf Coast region. The remaining 30% will be under a 15-year corporate power purchase agreement (cPPA) tied to merchant prices with Kilroy Realty, a prominent real estate company.

At 210,700 upstream jobs, compared to the same month in the prior year, September 2023 jobs were up by 18,700, or 9.7% over September of 2022. Months with an increase in upstream oil and natural gas employment have outnumbered months with a decrease by 31 to 5. Oil and natural gas jobs pay among the highest wages in Texas with employers paying an average salary of approximately $115,000 in 2022.

Small Business Enterprise Program The Fort Bend Independent School District’s (FBISD) Small Business Enterprise Program (“SBEP”) provides increased business opportunities for locally certified small businesses to participate in contracting and procurement at the District. • The FBISD Board of Trustees adopted the Small Business Enterprise Program. RRC WELL PLUGGING PROGRAM RECEIVES MORE NATIONAL RECOGNITION

By Subcontractors USA News Provider he Railroad Commission’s award-winning well plugging program received yet another accolade – receiving the esteemed Chair’s Environmental Partnership Award from the Interstate Oil and Gas Compact Commission (IOGCC). The award was for completing a complex project that ensured boater safety at the Big Thicket National Preserve earlier this year.

The National Park Service (NPS) contacted the Commission to remove surface casings on four wells that had been plugged in the Neches River in East Texas by operators 40 years prior. The tall, underwater surface casings had become exposed over time and posed a risk to boaters in the area. The RRC organized contractors and divers to remove river debris and cut the steel casings at the riverbed to get them removed safely. The Commission’s plugging program works aggressively to protect the environment and communities around the state, as evidenced by the fact that the agency has exceeded well

plugging targets set by the Legislature for seven straight years. And according to a 2021 IOGCC report, Texas saw one of the lowest increases in the orphan well population among all producing states since 2018, despite being the number one oil and gas producer in the country.

“The Commission has been nationally recognized for our well plugging program and this award is yet another example of the reputation we have gained in our commitment to protecting Texans and the environment,” said Wei Wang, Executive Director. “We were pleased to lend our expertise and successfully remove the hazards at Big Thicket which keeps the area safe for visitors to continue to enjoy for years to come.” The NPS, and the contractor that worked on the project, Laredo Construction, also received the award along with the RRC. This was the second time the IOGCC has recognized the RRC for its exceptional work at a national park. The NPRM builds upon the FTA Public Transportation Safety Certification Training Program Final Rule, which established a uniform curriculum for safety oversight training by including minimum requirements to enhance the technical proficiency of those who conduct safety audits and examinations and those directly responsible for safety oversight. This program complements safety training requirements for rail and bus transit workers in the Public Transportation Agency Safety Plans regulation. Stakeholders will have 60 days to submit comments to the Federal Register comment docket.

The City of Austin has been awarded $11.3 million in federal grant funding to expand and enhance its popular MetroBike bike share program and transition fully to electric bicycles. The grant was awarded by the Texas Department of Transportation’s

(TxDOT) Transportation Alternative SetAside (TASA) grant program, which is funded through the Federal Highway Administration and Federal Transit Administration. Austin owns the MetroBike bikes and stations, which are operated and maintained by CapMetro through an interlocal agreement. This grant will enable CapMetro to replace and expand the 81 stations and 800 bicycles focused in downtown Austin, tripling the reach and density of the public bike-share system throughout the urban core north

As the City added ebikes to the fleet, it has reached nearly 28,000 monthly trips as of April 2023. The service also peaks in popularity during major events, reaching 34,000 in the 2021 ACL Festival; 37,000 during 2022 South by Southwest; and 43,000 at the 2022 ACL Festival. MetroBike is the dock-based public bike share system that rolled into Austin in December of 2013.

As our city grows and grapples with the issues of congestion and climate change, this gives Austinites and visitors more options to travel in a sustainable, environmentally friendly way. The grant will enable MetroBike’s fleet to fully transition to electric-assist bicycles (“ebikes”). Currently, 43% are ebikes and the remainder are traditional bicycles. Ebikes have an electric motor that gives the user greater power and speed when pedaling. The overall size of the fleet will grow, as will the number of docking stations where the ebikes are checked out,
