Austin Envisions Equitable Transformation of Two Key Mobility Hubs

The city of Austin is moving forward with plans that could transform two of its busiest transit hubs into vibrant communities in which Austinites of all backgrounds can live, work, and relax.
City council recently approved the North Lamar Transit Center and South Congress Transit Center Station Area Vision Plans, two documents that provide a roadmap for breathing new life into the two CapMetroowned properties and the neighborhoods immediately surrounding them.
Both transit centers serve as transfer stations for several of CapMetro’s busiest bus routes but sit adjacent to highways and car-centric land uses, significantly reducing nearby residents’ ability to access the facilities without driving. The plans envision equitable transit-oriented development within a half-mile of the centers that would enhance walkability and unlock new opportunities for other community benefits including affordable housing.
Each planning document includes a review of existing conditions, as well as a vision of how the transit centers and the station areas could evolve over the coming years. As part of the recommendations to implement the vision,

said Austin Planning Department Director Lauren Middleton-Pratt. “Through close
collaboration with the Austinites who live, work, and travel around these neighborhoods and transit centers, we’ve put together a pair of blueprints for growth that expands accessibility, equity, and affordability.”
Starting in 2023, the city and CapMetro conducted outreach in a variety of ways to ensure voices not often heard through traditional engagement forums were reached. Engagement strategies included nearly 20,000 postcards sent to residents and property owners near the transit centers, online surveys, in-person community workshops, focus group meetings, tabling events, and neighborhood business walks to better understand the local lived experience in the station areas. The feedback collected during that process served as a foundation that guided and influenced the vision plans’ development.
“The approval of these vision plans is a significant milestone for CapMetro and the future of the city of Austin,” said Sharmila Mukherjee, CapMetro’s Executive Vice President, Chief Strategic Planning and Development Officer. “By developing the areas around both the North Lamar Transit Center and South Congress Transit Center, we can intentionally grow alongside our region, while simultaneously increasing access to public transportation to better serve our community.”

Aerial photos of George Bush Intercontinental Airport (IAH) from May 2024 show a bare apron, scattered dirt patches and early groundwork.
Over a year later, imagery reveals dramatic change: a sprawling dual-pier steel structure, newly installed curtain wall glass, and a maze of cranes and support vehicles humming across the tarmac.
From the ground, the transformation is even more striking. Glass now stretches across the new Terminal B North concourse, catching reflections of the sky and signaling the terminal’s future form. Massive cranes tower above the construction zone as workers install roof decking, shape exterior cladding, and guide heavy steel into place. Progress is layered: steel above, concrete below, and nonstop movement in between.
The Terminal B Transformation is no cosmetic upgrade. Led by United Airlines in partnership with Houston Airports, the project is a complete overhaul that will:
• Add 22 new gates on the Terminal B North concourses, boosting Terminal B passenger capacity.
• Upgrade 18 gates at Terminal B South with passenger boarding bridges.
• Double the size of the central processing facility used for check-in, TSA, and baggage claim.
• Expand check-in and baggage halls to handle 36 million passengers annually.
The future is beginning to take shape—literally. The new processor will feature more than 1,000 glass panels. Each panel measures approximately 5 feet wide by 15 feet tall, and the glass height from ground to top will expand up to 45 feet. Once completed, the new Terminal B processor will feature

67,000 square feet of glass, including an unobstructed view of the new Ticketing Hall.
The pace of construction is especially noteworthy considering the airport's record-setting traffic. In 2024, Bush Airport served 48.4 million passengers— its highest annual total to date. United Airlines alone accounted for 34.8 million of those travelers.

Construction at Terminal B has advanced through a year of record-breaking summer crowds, as well as busy holiday travel periods, including Thanksgiving and Christmas. The ability to maintain this momentum while delivering daily service at one of the nation's largest hub airports reflects unprecedented coordination, planning and execution.
Terminal B has long been among IAH’s oldest, with the airport celebrating 56 years of operations this June. The terminal’s rebirth positions Houston for even more international markets and global connectivity.
The transformation remains on track to finish by fall 2026. As the steel rises and glass gleams, Houston is making a statement grounded in construction: this city builds not just for today, but for the world it’s ready to welcome.

Industry Day 2025: Houston Airports Lays Foundation for Future Growth

ouston Airports welcomed hundreds of industry leaders, contractors, small business owners, and innovators to its annual Industry Day event on Monday, June 9, providing a transparent look at more than a dozen upcoming infrastructure projects scheduled between July 2025 and June 2026.
HHeld at the Humble Civic Center, the standingroom-only event connected decision-makers with potential partners eager to support the airport system’s capital improvement program. From runway rehabilitations to signage upgrades and LED installations, Houston Airports is planning major investments across George Bush Intercontinental Airport (IAH), William P. Hobby Airport (HOU), and Ellington Airport (EFD).
“Industry Day is where vision meets opportunity,” said Jim Szczesniak, director of aviation for Houston Airports.

airport executives, the atmosphere buzzed with possibility. “Industry Day isn’t just about contracts,” said Hill. “It’s about building relationships that fuel innovation and ensure Houston’s airports remain global leaders.”
Szczesniak added, “If we do not provide good facilities and infrastructure that is safe, clean, sustainable, and modern, our passengers will choose another airport to connect through when traveling around the world.”
The event also emphasized the airport system’s dedication to engaging small and minorityowned businesses. Representatives from the Houston Airports Office of Business Opportunity and Supply Chain Management Division were on-site to answer questions

and connect entrepreneurs with certification resources.
“Our airports are a major economic engine for the region,” Szczesniak said. “We’re excited about the 2026 World Cup and are focused on Houston serving as the hub for soccer fans. Why are we investing in growth? Because the FAA predicts that Houston Airports will double its passenger total by 2050. We need to expand now to avoid growing pains later.”

TRINITY ALLIANCE SELECTED AS CONSTRUCTION MANAGERS FOR KAY BAILEY HUTCHINSON CONVENTION CENTER

The City of Dallas has selected Trinity Alliance, a joint venture led by AECOM Hunt and Turner Construction Company, to serve as construction manager for Component 1 of the Kay Bailey Hutchison Convention Center Master Plan project. Trinity Alliance will oversee the full scope of preconstruction, construction, and related demolition services for the convention center expansion.
Trinity Alliance includes equity joint venture partners and associate partners, who are all part of the fabric of this community and will provide instrumental roles in successful project delivery.
The Kay Bailey Hutchison Convention Center Master Plan project is poised to be a once-in-a-generation investment in the future of downtown Dallas. Under Trinity Alliance’s leadership, Component 1 of the project will not only reimagine the convention center, but also help drive local economic activity, create new jobs, and bring broad opportunities to firms and workers throughout the region.
Trinity Alliance’s commitment to delivering projects with integrity and collaboration is central to its approach. In the past 18 months alone, the team has contributed over 1,000 volunteer service hours to the North Texas region.

• The FBISD Board of Trustees adopted the Small Business Enterprise Program. In November, Fort Bend ISD voters approved the 2023 Bond, a $1.26 billion package that includes funding for the construction of new schools and classroom additions, safety and security enhancements, renovations to address maintenance and adequacy throughout the District, and transportation and technology needs.

UT’s Cockrell Ranks Among Top Graduate Engineering Programs Yet Again

The Cockrell School of Engineering is once again among the top 10 engineering programs in the nation, finishing No. 7 in U.S. News & World Report’s 2025-2026 graduate engineering program rankings. In addition, two programs are ranked in the top five, seven in the top 10, and all programs finished in the top 20.

This third annual report offers valuable market insights and opinions from over 100 aggregators, brokers, and consultants (ABCs), representing approximately 760,000 end-use customer locations.
“During uncertain times, our role as a retail energy supplier provides a critical link between supply and demand,” said Anne-Laure Chassanite, chief executive officer at ENGIE Resources. “Through our steadfast commitment to renewable energy and recognizing voice of customer, we navigate market volatility and help assure a sustainable and resilient future.”
Drawing insights from over 100 survey respondents, ENGIE’s Business Energy Census report highlights the evolving energy sector and the growing importance of strategic energy management for organizations of all sizes. WHAT IS A SUBSEA TIEBACK?

ick Kopps, Chevron’s chapter manager of subsea controls and power, has been working on subsea equipment for more than 30 years. He recently provided technical support to enable a successful tieback from Chevron’s Ballymore Field to the existing Blind Faith facility.
“I find the work I do offshore fascinating. Tiebacks are an integral part of our efforts to add value and extend the life of our offshore facilities,” Kopps said.
How Tiebacks Work
Subsea tiebacks connect offshore oil and gas fields to existing production facilities via pipelines. One way to think of a tieback is as a long garden hose running from a faucet to a garden — in this case, from a resource to a production facility.
To create a tieback, an oil and gas company drills wells on the seabed and then installs equipment that directs the hydrocarbon flow through a gathering system.
The hydrocarbons are transported, via flowlines, to a host platform, where minimal processing is done.
Tiebacks enable the extraction of oil and gas from remote or deep locations without the need for a new, stand-alone production platform.
Benefits of Tiebacks
Tiebacks allow Chevron to do more with less. They add shareholder value by lowering development costs while maximizing output.
By linking existing production facilities to commercial reservoirs, they can also keep those facilities producing longer.

Chevron’s Position
in the Gulf of America
With a more-than-85-year track record of success in the Gulf, Chevron is continuing to grow operations there.
Chevron is continuing to build its deepwater portfolio through exploration near existing assets. In the Gulf of America, a significant amount of Chevron’s portfolio is within tieback range. Last month, Chevron started oil production at Ballymore, which is just three miles away from the Blind Faith platform.
In addition to using a subsea tieback to an existing facility, the project leverages standardized equipment and repeatable
engineering solutions. It is expected to produce up to 75,000 gross barrels of oil per day.
Taking Tiebacks Further
Kopps shared how new technologies have enabled Chevron to connect tiebacks to platforms at greater distances. He said that subsea pumping technology, for example, extends tieback ranges from a few miles to 60 miles — all while improving recovery rates.
These extended ranges are allowing Chevron to tap into more fields without having to build new platforms to accommodate them.

CALPINE, EXXONMOBIL SIGN CO2 TRANSPORTATION AND STORAGE AGREEMENT FOR POWER GENERATION PROJECT

xxon Mobil Corporation announced an agreement with Calpine Corporation, the nation’s largest producer of electricity from natural gas, to transport and permanently store up to 2 million metric tons per annum (MTA) of CO2 from Calpine’s Baytown Energy Center, a cogeneration facility near Houston. This is part of Calpine’s Baytown Carbon Capture and Storage (CCS) Project that is designed to capture the facility’s CO2 emissions, enabling the 24/7 supply of low-carbon electricity to Texas customers as well as steam to nearby industrial facilities.
This agreement marks ExxonMobil’s sixth CCS customer, bringing the company’s total amount of CO2 under contract to ~16 MTA. The CO2 from Calpine’s facility will tie into ExxonMobil’s CO2 pipeline system, the largest in the world, which is strategically located along the U.S. Gulf Coast and supports enhanced oil recovery as well as permanent CO2 sequestration.
We’re thrilled to work with Calpine on this project that supports American energy security, enhances industrial competitiveness and leverages America’s abundant low-cost natural gas resources,
said Barry Engle, President of ExxonMobil Low Carbon Solutions. “This agreement underscores the growing confidence our customers across diverse sectors—including steel, fertilizer, industrial gases, natural gas processing, and now power

generation—have in our unique end-to-end CCS system.”
Calpine’s Baytown CCS Project expects to produce about 500 megawatts of low-carbon electricity, enough to power more than 500,000 homes, as well as steam for industrial use. Engineering, permitting, and other development activities are underway. The project anticipates creating significant construction and permanent jobs.
“Calpine is excited to partner with ExxonMobil to achieve this important project milestone,” said Caleb Stephenson, Calpine Executive Vice President. “As the largest U.S. generator of electricity from natural gas, we understand that the nation’s
gas fleet will remain the backbone of the grid for decades to come. We believe CCS is an actionable and cost-effective way to meet customers' demand for reliable power and alleviate concerns about the indisputable long-term need for gas-fired facilities. Low-cost natural gas along with carbon capture technology and widespread geologic storage resources can bolster U.S. energy, natural gas use, jobs, and export strength.” The advancement of this project remains contingent on ongoing supportive government policy, customer power sales agreements, and receipt of necessary regulatory permits.

TEXAS NATURAL GAS PRODUCTION REACHES NEW HIGH

The Texas Oil & Gas Association (TXOGA) released its June 2025 Monthly Energy Economics Review (MEER), highlighting record-setting natural gas production and strong exports that reinforce Texas’ central role in powering the U.S. and global economies.
According to TXOGA’s estimates, Texas crude oil production remained steady at 5.7 million barrels per day (mb/d) in May 2025, while natural gas gross withdrawals rose to 36.9 billion cubic feet per day (bcf/d), with marketed production reaching a record 34.4 bcf/d. Natural gas liquids (NGLs) production remained strong at 4.0 mb/d.
“Texas consistently sets the standard for energy leadership,” said TXOGA President Todd Staples. “With abundant natural resources, top-tier infrastructure, and an ongoing commitment to innovation and improvement, this industry reliably delivers

for families, communities, and our trading partners at home and across the globe.”
“Natural gas production in Texas continues to scale new heights, helping meet domestic needs while advancing our role as a global energy supplier,” said TXOGA Chief Economist Dean Foreman, Ph.D. “Strong market access and infrastructure investments have enabled Texas to deliver record volumes to consumers and export markets alike.”
March 2025 Highlights: Based on the latest data from the U.S. Energy Information Administration (EIA) and the U.S. International Trade Commission (USITC):
• Estimated Record Natural Gas Flows. Texas produced 27.7 bcf/d of dry natural gas, supplying 11.8 bcf/d to in-state consumers—primarily for industrial use and electricity generation—while exporting 12.5 bcf/d. Exports included 8.6 bcf/d as LNG and 3.9 bcf/d via pipeline to Mexico.

Department of Labor Launches Opinion Letter Program Across
Five Agencies to Expand Compliance Assistance

The U.S. Department of Labor today announced the launch of its opinion letter program. This expands the department's longstanding commitment to providing meaningful compliance assistance that helps workers, employers, and other stakeholders understand how federal labor laws apply in specific workplace situations. The program spans five key enforcement agencies within the department:
• The Wage and Hour Division will issue opinion letters.
• The Occupational Safety and Health Administration will provide letters of interpretation.
• The Employee Benefits Security Administration will release advisory opinions and information letters.
• The Veterans' Employment and Training Service will issue opinion letters.
• The Mine Safety and Health Administration will provide compliance assistance resources through its new MSHA Information Hub, a centralized platform offering guidance, regulatory updates, training materials and technical support.
"Opinion letters are an important tool in ensuring workers and businesses alike have access to clear, practical guidance," said Deputy Secretary of Labor Keith Sonderling. VIA breaks ground on region’s first Advanced Rapid Transit line

Construction for the Green Line will begin with utility relocation later this summer
Local leaders and VIA Metropolitan Transit officials conducted a ceremonial groundbreaking on June 13 for the VIA Rapid Green Line today on the southern portion of the corridor, officially kicking off the project’s construction phase. Work on the Green Line is slated to begin in late July, starting with key utility relocation and other grade-level preparations along the 10.35-mile route.
“This project is part of our commitment to
deliver on what San Antonians have asked for: better, more reliable and more frequent service,” VIA President & CEO Jon Gary Herrera said at the groundbreaking ceremony, held at Roosevelt Park. “This isn’t just about infrastructure. It’s about access, about connecting people to opportunity and to the friends, family, places and things that are important to them.”
Set to begin service in early 2028, the VIA Rapid Green Line will provide enhanced transit access from near the San Antonio International Airport, down San Pedro Avenue, through Downtown to Steves Avenue, near the historic missions, with continuing service to the Brooks Transit Center. The Green Line will operate 21 hours a day,

between 4 a.m. and 1.a.m., with 10-minute frequency during the week and 15-minute frequency on weekends.
“The VIA Rapid Green Line is the culmination of intense community-driven planning, and VIA is now delivering on what our region envisioned for mobility,” Mayor Ron Nirenberg said. “Great cities have great public transportation, and I’m excited to see VIA innovating with projects like Advanced Rapid Transit, which is designed to be future-proof and meet the growing and evolving needs of our residents.”
The Green Line represents the region’s first Advanced Rapid Transit (ART) line and is a major component of VIA’s voter-approved Keep San Antonio Moving plan. Funded in part by a one-eighth cent sales tax that
VIA will begin receiving in 2026, the project reflects a regional commitment to building a more modern, connected transportation network.
The construction project will be completed in phases, and VIA will provide at least 30 days’ notice before construction begins in each segment of the corridor. The agency will continue working closely with residents and businesses to minimize disruptions throughout the construction process. Initial construction will begin in late July near U.S. Highway 281 and Isom Road, and near Roosevelt Avenue and Steves Avenue. The project’s construction limits are from Isom Road on the north to Steves Avenue on the south.

HOUSTON SHIP CHANNEL EXPANSION -
PROJECT 11 FUNDED TO COMPLETION

Port Houston is pleased the President's fiscal year (FY) 2026 budget has allocated $161 million for the Houston Ship Channel Expansion – Project 11. In addition, the President’s FY 2026 Operations and Maintenance (O&M) budget allocated $53.6 million to the Houston Ship Channel, the nation's No. 1 ranked waterway. These funds are


in addition to the $33 million for Project 11 construction and $98 million for O&M in the U.S. Army Corps of Engineers (USACE) Workplan for FY 2025 that Port Houston Chairman Ric Campo extended congratulations and appreciation to all industry partners, stakeholders, Congressman Wesley Hunt, and the bipartisan delegation involved in this tremendous effort undertaken over the past several years.
"This is a momentous achievement," said Chairman Campo. "We appreciate the Trump Administration for recognizing the








criticality of this expansion and applaud Congressman Wesley Hunt and Congressman Brian Babin for their tremendous advocacy and unwavering leadership to bring home the millions of federal dollars needed to complete Project 11. This project will keep our economy moving forward and enable our port to continue delivering for not just Houstonians but the entire nation."
"Since my swearing-in nearly three years ago, one of my biggest priorities has been to ensure that Project 11 in the Houston Ship Channel is fully funded and its construction completed. As the largest energy port in the entire world, Project 11's success is essential to maintaining Texas's and the United States' energy dominance," said Congressman Hunt. “I would also like to express my sincerest gratitude to President Trump for recognizing the importance of this project and his goal of ensuring America is once again a net exporter of energy."
Project 11 Construction Progress
Several portions of the channel expansion project are complete and already providing benefits. Daylight restrictions have been reduced by up to two hours in each direction, increasing time for two-way vessel traffic along the waterway and improving efficiency.
Later this summer Port Houston will complete the remaining Port-led portion of Project 11 dredging, between Bayport Ship Channel and Barbours Cut Ship Channel, with USACE leading the remaining portions of Project 11 in Barbours Cut and the upper Turning Basin.
Project 11 is scheduled to be complete by 2029. Project 11 is a testament to Port Houston’s advocacy for the Houston Ship Channel and the region. It will provide a safer waterway for larger ships and vessels, further supporting economic development and jobs for the region and the state of Texas.

MAJOR PROJECTS ACROSS THE STATE IN JUNE

rom the Permian Basin to the Gulf Coast, TxDOT continues to push forward on major infrastructure projects aimed at keeping Texas connected, safe, and moving into the future. Here’s a look back at groundbreakings and ribbon cuttings for projects across the state in June.
MIDLAND
A significant traffic shift is underway in Midland, as the long-awaited Midkiff and Cotton Flat bridge projects near completion along Interstate 20. Beginning Saturday, July 13, traffic will be rerouted onto newly constructed bridges, allowing drivers to pass over Midkiff Road and Cotton Flat Road.
Demolition of the previous structures began in mid-2023. Crews have been working around the clock to finish the project before the 2024–2025 school year begins.
MCKINNEY
TxDOT held a ceremonial groundbreaking on June 17 for the Spur 399/State Highway 5 expansion project between U.S. 75 and Stewart Road, kicking off a major investment aimed at addressing Collin County’s rapidly growing transportation needs.
“This is just the beginning,” said Texas Transportation Commissioner Robert Vaughn. “Over the coming years, TxDOT will invest $8 billion into projects along Spur 399 and US 380 in Collin County.”
The Spur 399 project will widen the roadway from four to six lanes. Officials say the expansion will ease congestion




and accommodate growth in the county. Completion is expected by early 2029.
CORPUS CHRISTI
The new Harbor Bridge officially opened to southbound traffic on June 28 following a ribbon-cutting ceremony attended by transportation leaders from across the state.
At $1.3 billion, the new Harbor Bridge is now the longest concrete segmental cablestayed bridge in North America. Its 538-foot towers and 1,661-foot main span soar more than 200 feet above the Corpus Christi Ship Channel, allowing Neo-Panamax ships to pass underneath.
“With an expected service life of 170 years, this bridge will benefit the region for decades to come,” said Texas Transportation Commissioner Alejandro “Alex” Meade III. The northbound lanes are scheduled to open
in early July, completing a transformative project for the Coastal Bend region.
WILLIAMSON COUNTY
On June 20, Williamson County officials celebrated the completion of the largest road project in county history: East WilCo Highway Segment 3.
The $95 million project—jointly funded by TxDOT and the 2019 Williamson County Road Bond—converted FM 3349 and CR 101 from two-lane roads into a four-lane divided highway. The project also includes new bridges over US 79 and Union Pacific Railroad, as well as a new interchange.
The completed segment improves emergency access, school bus routes and commercial traffic near the rapidly developing Samsung plant in Taylor.
