The Straz Center Stands with

National Endowment for the Arts

The FY2018 federal budget proposes to eliminate the National Endowment for the Arts (NEA). Here’s a brief look at the creation of the agency and the reasons why a national investment in the arts makes dollars and sense. “ The Arts Endowment’s mission was clear – to spread this artistic prosperity throughout the land, from the dense neighborhoods of our largest cities to the vast rural spaces, so that every citizen might enjoy America’s great cultural legacy.” – FROM NATIONAL ENDOWMENT FOR THE ARTS: A HISTORY 1965-2008

During the desultory years of the Great Depression, 10,000 of the 15 million out of work Americans were artists. Through New Deal programs such as the Federal Arts Project and the Federal Writers’ Project, these artists recorded, documented and produced the bulk of American cultural achievement and historical record of the time. While this social program provided a historical precedent for federal support of artists, the nation’s leaders began to see America’s need to make a commitment to the bountiful creative expression of such a diverse and talented society without a socio-economic agenda. The time had come for America to put its might behind its artists, the very citizens who created the nation’s cultural heritage. The National Endowment for the Arts, then, emerged as this commitment to the exaltation of the spirit produced by American artists. In his remarks at the signing of the arts and humanities bill in 1965, President Lyndon B. Johnson noted that to make America great, the fed needed to support the arts: Art is a nation’s most precious heritage. For it is in our works of art that we reveal to ourselves, and to others, the inner vision which guides us as a Nation. And where there is no vision, the people perish. … What this bill really does is to bring active support to this great national asset, to make fresher the winds of art in this great land of ours. 4     CENTERBILL • JULY/AUGUST 2017

While the NEA more or less weathered the culture wars headed by North Carolina senator Jesse Helms in the ‘80s and house speaker Newt Gingrich in the ‘90s, the NEA’s unfortunate position as an easy target for political posturing continues to undermine the agency’s mission as set forth by LBJ. On May 23, 2017, only a year and a half after the 50th anniversary of the agency, the current president released his budget proposal which outlines his plans to eliminate funding the NEA altogether. He is the only president in history to propose zeroing out funding to the nation’s cultural agency. Congress ultimately approves or rejects the proposed line items, and Congress gave the NEA a $2 million boost for FY2017 – a smart move considering the NEA helps an industry that generates $742 billion to the national economy. So, the people have an extraordinary opportunity to respond on behalf of preserving the NEA by contacting their members of Congress. Find your member of Congress at www.govtrack.us/congress. supported American giants like the Joffrey Ballet and Dizzy Gillespie as well as hometown folk artists like cowboy poet Wallace McRae and programs like the Rural Arts Initiative and Arts Education Partnership.

NEA grants, while supporting high-profile artists and organization, mostly support rural and inner city areas that lack the economic infrastructure to provide arts development for their people. The bulk of the grants go to small and mid-sized organizations. These grants help foster economic growth and community pride. People understand that arts nourish the greatness of their hometowns as well as their country as a whole.

The NEA’s support helps the Straz Center deliver our Cultural Intersections program, a multi-disciplinary series of artists who use traditional, authentic artistic disciplines to transcend cultural boundaries. The NEA makes our work in this endeavor possible, opening our stages last season to such phenomenal artists as Black Violin, Parsons Dance Company, Celtic Nights, tabla master Zakir Hussein and others. This program includes an outreach arm which also sends our Cultural Intersections artists to the community in master classes, lectures and school visits with subsidized tickets for underserved K-12 students.

As for the controlling-government-wasteby-cutting-arts-spending argument, it doesn’t hold. As of now, the NEA gets $150 million in funding (.003 percent of the total budget) yet supports an industry of nonprofit arts that return $9.6 billion in federal taxes. That’s a massive ROI. In addition to the big business of arts funded partly by NEA grants, the National Endowment for the Arts serves as both repository and springboard for American arts, with some of the nation’s most renowned and gifted artistic geniuses and organizations participating in its development, implementation and execution. “I’m Amanda, and my movement is this!” A young woman with long brown hair and a big smile circles her arms. Their teacher, Patel Conservatory theater education faculty member Sarah Berland, her dark curls bouncing, smiles along with the group, pushing them gently during this theater game to try something new, to express themselves in a different way, to make sure they are following instructions. “And how do you feel?” she asks Amanda. “You have to put an emotion with it, remember.” “Um, I pick angry!” The other adults in the circle with Amanda smile and nod, telling her how good she’s doing. In unison, they circle their arms and say, “AMANDA. ANGRY.” Then the whole group dissolves into peals of laughter. The next person, Walter, shakes his hips. He’s silly. The next is Patricia, who gives a double thumbs-up, she’s excited. They take turns: sad, shy, joyful, mad. After every person, the group laughs and applauds. So goes another monthly workshop at the Patel Conservatory for the adults at MacDonald Training Center, a Tampa-based non-profit which serves adults with a wide variety of intellectual, developmental and physical disabilities. 6     CENTERBILL • JULY/AUGUST 2017

Through their games and improvisation in this hour, these loving, lovable adults learn emotional cues, positive responses to unexpected change and collaboration – all skills they need to land a job, stay employed and live with independence. “The participants in this outreach are individuals with intellectual disabilities who may be reluctant to attempt to join the workforce because of past negative experiences or just plain fear of new people and places,” says Rita Hatab, the director of development at MacDonald Training Center (MTC). “Our mission is to enable adults with disabilities to lead the lives they choose,” Hatab says. MTC offers many excellent services, but they do not have enough funding for a performing arts program. Seeing the invaluable benefit of a performing arts education to MTC’s mission, The Straz welcomed them as a community partner in 2009 to help them meet this need. Funded by annual donors, the Straz Center’s community partnership program places much needed resources – faculty and curriculum – with organizations and people who need them most. “With the performing arts, they get invaluable training for ‘performing’ in the real world,” Hatab says. “Through the respectful instruction from teachers at the Patel Conservatory, they have acquired the concepts of still and abstract


movements and how to move their bodies to tell a story. But even more importantly, they exhibit increased self-confidence and the ability to think imaginatively that will potentially place some of them on a path to community based employment and, ultimately, a more independent life.” In fact, Amanda has given herself an extra role to play when the workshop is over. “She returns with a buoyancy and happiness which permeates our facility,” Hatab says. “Amanda seems to be able to recreate the lesson in its entirety, adding to the joy of her peers who were unable to participate. Thank you for making all of this happen – this outreach is really changing lives.” The happiness runs both ways, says Berland, one of their instructors. “Working with these students is highly rewarding,” she says. “Every

month, I continue to learn from them. And now, this is their conservatory, too. They take classes here, and it is a place that inspires their creativity. The outreach has provided them a greater sense of belonging to the community.”

Every day, far from the footlights and spotlights of our main stages, the Straz Center community partnership programs are hard at work improving the quality of life for an untold number of people throughout the Tampa Bay area. Engaging in the arts saves lives, changes lives and spreads joy from one person to another. For the adults at MacDonald Training Center, Straz Center annual donors give them the power to write their own stories and affect other lives, so our million little stories become a million more.

In a certain well-known story playing at The Straz this July, a certain red-headed mermaid desperately wants to become human. In Florida, however, there are certain humans who desperately want to become mermaids. And, because this is Florida, they can.

Frogmen Trainer Becomes Prince to Little Mermaids The true tale of a dream that could only happen in Florida. One hour north of Morsani Hall burbles and gurgles one of the greatest, most famous natural wonders in all of Florida, the glorious Weeki Wachee springs. That’s saying something considering this state also harbors the Everglades, one of the largest wetland ecosystems in the world, as well as supports the motley assortment of wild panthers, bear, boar, alligators, pythons, manatees, crocodiles, sawfish and bison in the same state. Yet, Weeki Wachee resides, funneling 117 million gallons of cool spring water every day from depths so extreme the bottom has never been found. So, it should feel somewhat appropriate that, in 1949, a former U.S. Navy man who trained Frogmen to swim underwater in World War II looked out across the evocative, blue expanse of Weeki Wachee springs and said something like, “hey, I bet I can build an underwater theater and have a mermaid show.” This man, Newton Perry, cleared the rusted refrigerators and abandoned cars from the spring, built an 18-seat theater in the lime rock six feet underwater, then launched what would become one of the hottest tourist spots in the nation only a few years later, thanks to the corps of pretty girls in bikini tops and shimmering, half-body tails. In the 1950s, Florida was miles upon miles of expansive wilderness threaded with a handful of dirt roads – almost the opposite of what we see today – but the allure of a 8     CENTERBILL • JULY/AUGUST 2017

teenager in a bullet-bra bathing costume eating a banana underwater drew carloads of curious tourists to the underwater marvel. Perry figured out how to hide slender breathing tubes amid the underwater scenery so the performers could have access to air during the run of their shows and stunts. The mermaids did not (and do not) have an easy job despite appearances and air tubes. In a current sometimes strong enough to knock off a cinched SCUBA mask, holding their own and holding their breath while creating the illusion of gliding and floating gently through enchanting waters requires the strength, stamina and skill of a competitive athlete. In the sixties, American Broadcast Company (ABC) bought the spring, tipping the scales toward international fame. They upgraded to a 400-seat theater and made the attraction a bonafide springs-and-mermaids theme park. Whereas the Weeki Wachee mermaids had been local gals, under the ABC banner women from around the world auditioned for the show of a lifetime as a swirling, twirling mermaid performing eight soldout shows a day. During this heyday, Weeki Wachee boasted 35 mermaids on the payroll, with many of them living in special mermaid cottages on site. They were, and some argue still are, Florida royalty.


Today, Weeki Wachee springs exist as a state park, full of family-friendly activities – including the beloved, often sold-out daily mermaid shows. They have a full roster of mermaids and two princes that you can read about online if you want current information. If you have a little starfish who needs to practice writing and penmanship skills, the mermaids and princes are happy to receive Tail Mail letters from fans and the mer-curious (under 17 years old only, though). Weeki Wachee holds junior mermaid camps, too, and even a “Sirens of the Deep” adult mermaid camp for those people who want to unleash their inner merperson. That’s the upside. The downside is that the camps for both little and big humans are sold out through October 2017.

After 70 years, Newton Perry’s post-war Florida mermaid dream still ignites the imagination and affirms a more uplifting, charmingly literal interpretation of “swimming with the fishes.” Thus, common Jamaican crab wisdom holds: it is better, down where it’s wetter.

Our Broadway offerings this summer start with the underthe-sea smash Disney’s The Little Mermaid, running in Morsani Hall, July 11-16. The GARY SASSO Chairman story of a beautiful, young mermaid’s quest for love that costs her the price of her own voice, The Little Mermaid pits the delightful sea-witch Ursula against Ariel’s hopes of life on land with a man she loves. The show brings to life all the great songs and characters (yes, Sebastian) we love from the animated film. The next Broadway show drives audiences to Motor City when Motown The Musical returns for an encore engagement August 8-13 in Morsani Hall. The story of Barry Gordy’s rise from boxer to music mogul, Motown The Musical features a playlist of greatest hits from Diana Ross, Smokey Robinson, the Jackson 5 and more. If you missed the show last season, you get your chance to see it this summer, and for those of you who loved it last year and asked us to bring it back, here’s your opportunity to gather family and friends to enjoy the show again. Our resident theater company, Jobsite Theater, has produced another award-winning season for 2016-2017. Their final show, Caryl Churchill’s challenging, quixotic and bracingly funny Cloud 9 runs in the Shimberg Playhouse, July 12-August 6. A topsy-turvy turn on colonialism, family, gender, race and the boundaries of theater, Cloud 9 played to packed houses during Jobsite’s first staging of it in 2003 and won three “Best of the Bay” awards that same year. Who’s Who TATIANA BACCARI (Edward/Betty) is a Florida born/Brooklynbased feminist actor, writer and director. Acting credits include Measure for Measure (Pompey/ Playroom Theater), Money Lab (HERE Arts Center), One Slight Hitch (u/s American Stage), All’s Well That Ends Well (Helena/ NYU Tisch), Marriage of Figaro (Bazile/ Atlantic Stage 2), Richard II (Harry Percy/ NYU Tisch) and Ghost Player: An Excerpt (Ruth Eckerd Hall). She has assisted directors and writers such as Jo Bonney, Ian Morgan and Darci Picoult. GILES DAVIES (Clive/ Cathy/Soldier) is thrilled to be returning to the Jobsite stage after a long hiatus, most recently filled with an annual visit to California to teach 7th graders in a production of A Midsummer Night’s Dream. Prior to that, he directed his sweetheart, Nicole Jeannine Smith, in an original piece for the Tampa Fringe, titled Lady Love. Earlier this year, he was working with the Cincinnati Shakespeare Company in productions of Richard III, Henry VI (pt.3) and The Elephant Man (in which he played the title role). Next up, he will return to Cincinnati to teach at the University of Cincinnati and appear as Oberon in A Midsummer Night’s Dream, and Dracula. He is excited to be working with Gavin Hawk once more, having been directed by him in A Simple Theatre’s production of Death and the Maiden. Giles received his M.F.A. from The Ohio State University and is a proud member of Actor’s Equity (the union of professional actors). AMY E. GRAY (Maud/ Victoria) is an Artistic Associate with Jobsite whose previous shows include Silence! The Musical (Clarice), Return to the Forbidden Planet (Miranda), Hedwig and the Angry Inch (Yitzhak), The 39 Steps (Pamela/Annabella/ Margaret), Hay Fever (Myra), Gorey Stories (Ortensia), Pericles (Dion/Diana), The Taming of the Shrew (Biondello), A Dream Play (Kristin) and Embedded (June/Kitten). Other notable shows include Straz Center productions of Disenchanted! (performed as both the Snow White and Sleeping Beauty understudy) and Boeing, Boeing (Gretchen), Asolo Repertory Theatre’s preBroadway run of A Tale of Two Cities: A Musical, American Stage’s RENT, Gorilla Theater’s Side Show and Stagework’s The Shape of Things. JENKINS (Betty/Edward) is the Producing Artistic Director and a co-founder of Jobsite. He holds a Ph.D. in Communication (Performance Studies) from the University of South Florida, an M.F.A. in Acting from the University of Florida, and a B.A. in Theater Performance, also from USF. He has additionally studied with Moscow State University, the Russian Academy of Theatre Arts (GITIS) and the San Francisco Mime Troupe. In addition to his full-time work for Jobsite, David teaches in the Honors College at USF as an adjunct instructor. He has recently directed productions of Gloucester Blue, As You Like It, LIZZIE, The Maids, Silence! The Musical, Annapurna (with Summer Bohnenkamp), and Twelfth Night for Jobsite as well as Annie Baker’s The Aliens for Stageworks Theatre. He was honored to be directed by Israel Horovitz in his play Sins of the Mother (Frankie/Philly Verga), and

was also recently in A Skull in Connemara (Tom Hanlon), Time Stands Still (James), The Hound of the Baskervilles (Dr. Watson) and The Lonesome West (Coleman). The latter earned him a Theatre Tampa Bay nomination for Outstanding Lead Actor, recognition as a Top 9 performance of 2013 by Creative Loafing’s Mark Leib, and the Best Actor Award in CL’s Best of the Bay Reader’s Poll. He was the 2014 recipient of the Best Director Award from CL’s Reader’s Poll and Best Director of a Musical in the BroadwayWorld Tampa Regional Awards; he also won the 2015 BroadwayWorld Regional Award for Best Actor (Times Stands Still). Creative Loafing has twice honored him as both Best Artistic Director and Best Actor. David has published articles in the scholarly journals Text & Performance Quarterly, Liminalities, and Departures in Critical Qualitative Research. He lives in Tampa Heights in a neat old house with his rad wife and a mess of critters. SPENCER MEYERS (Joshua/Gerry) is an Artistic Associate and ensemble member currently in his ninth season with Jobsite Theater. The Tampa native also doubles as a visual artist within the bay area. Other credits include Richard III (Elizabeth), Much Ado About Nothing (Beatrice), Lebensraum (Woman), Twelfth Night (Olivia) Closetland (The Woman), Crimes of the Heart (Meg), The Taming on the Shrew (Kate), Dog Sees God (Tricia), Dead Man’s Cell Phone (Hermione), Rabbit Hole (Izzy), Boston Marriage (Anna), and The Mineola Twins (Myrna/Myra). He holds a diploma in Acting from The Juilliard School Drama Division, and an M.F.A. in Acting/ Directing from California State University, Long Beach. KEITH LAWRENCE ARSENAULT (Dramaturg) has served on staff of The Joffrey Ballet; Opera Company of Boston; Palm Beach Opera; Ballet Puertorriqueno, San Juan; Tokyo Ballet Group, Ballet de Cali, Moscow Classical Ballet and Nacional Ballet de Colombia. He served as General Manager/ Production Coordinator of the long-running, record-setting San Francisco production of Caryl Churchill’s Cloud 9. It ran for over 270 performances and was the only first-class commercial production of the work that was not a clone of the Off Broadway production. Caryl Churchill participated in the final two weeks of rehearsal. As a director, he is remembered for his recreation of the Marc Blitzstein agitprop opera The Cradle Will Rock; having staged the only live recreation of the historic opening night as produced by Orson Welles and John Houseman. Arsenault has also directed his own musical adaptation of A Christmas Carol as well as a number of theme park, corporate and touring productions. His recent bay area lighting and scenic design work has been seen with The Gorilla Theatre, Stageworks and American Stage Company and he is the recipient of the Creative Loafing Best of the Bay award in both lighting and scenic design. Arsenault is also the resident lighting designer for The St. Petersburg Opera, having designed thirty productions including currently, Into the Woods. As a theatre consultant, he has worked on construction projects in North America, South America and Asia. He is a regular participant in NATEAC, the North American Theatre Engineering and


Architecture Conference. Arsenault holds degrees in arts management and music and has taught stage management and lighting design on the university level. In 2015 and 2016, he stage-managed the International Ballet Galas for Youth America Grand Prix at New York City’s Lincoln Center for the Performing Arts’ D H Koch Theatre. RYAN E. FINZELBER (Lighting Designer) is a freelance lighting designer based in Tampa, who also serves as Resident Lighting Designer for Urbanite Theatre of Sarasota. After attending Loyola Marymount University in Los Angeles, where he studied film production with an emphasis in art direction, Jerid put his knack for imitation and improvisation to use at Disneyland Resort’s Entertainment Department. He then picked up and moved to Florida where he has worked as a scenic designer, properties master, and scenic dresser for many popular Tampa Bay theaters and universities. On occasion, Jerid is also an assistant director or art director for theatrical productions, feature films, short films and television commercials. His most recent scenic design credits include: American Stage Theatre Company’s productions of Informed Consent, Hairspray, Tartuffe, The 39 Steps, Charlotte’s Web, and Spamalot!, and freeFall Theatre Company’s A Tale of Two Cities and john & jen.

KRISTEN KOCHANIK GARZA (Technical Director) is working her second show with Jobsite Theater. Kristen is making her return to the Tampa Bay area after being in Connecticut for the last year and a half working at the Greater Hartford Academy of the Arts and Chestnut Street Playhouse. Kristen has been involved with theaters all over the bay area for years, as a scenic designer, tech director and scenic artist, including Hat Trick Theatre Company (Cash on Delivery, Laughing Stock, Deathtrap), Patel Conservatory (Hairspray, Aladdin Jr., School House Rock Jr.), and Blake High School of the Arts (Dining Room, Lord of the Flies, Tempest). She is a graduate of the University of South Florida (BA; Theatre Design ’09). She would like to thank her parents for their support, her husband, for always pushing her, and her son: the best little helper around. MATTHEW RAY (Stage Manager) is excited to be working with Gavin again. He graduated from USF in 2009 with a BA in Theater Arts and has been working in the area since 2010. He has stage managed for Jobsite, Stageworks, A Simple Theatre and TampaRep, among others. He would like to thank his friends and family for all their support. CARYL CHURCHILL (Playwright) wrote her first play, Downstairs, while at Oxford University. It was staged in 1958 and won the award at the Sunday Times National Union of Students Drama Festival. Her plays have been performed on international stages, on the BBC radio and adapted for BBC television. They include Light Shining in Buckinghamshire, Cloud 9, Fen, Three More Sleepless Nights, Top Girls, Serious Money (which won the Laurence Olivier/BBC Award for Best New Play), Mad Forest, The Skriker, Far Away, A Number, and a new version of August Strindberg’s A Dream Play. Her latest play, Drunk Enough to say I Love You?, premiered at the Royal Court Theatre, where she served as Resident Dramatist in 1974 and 1975. She lives in London. The Straz Center’s Endowment was established during the construction phase of the Center in the 1980s. The second phase of endowment growth occurred between 1999 and 2004, when The Campaign for The Center, a comprehensive effort combining endowment and building needs, increased the endowment to $30 million. Increased investment income realized from a permanent and growing endowment is critical to the success and future of the Straz Center. We continue to build the endowment to ensure our financial stability and secure the Center’s programming for the 21st century and beyond.
