WHY IT COULD PAY TO USE YOUR 2023/24 TAX YEAR ALLOWANCES RIGHT NOW

The new tax year has only just started. Yet, making the most of your allowances now, rather than waiting until March 2024, could make sense. Read on to find out why.

When a new tax year starts on 6 April, many allowances reset. Using allowances could reduce your tax liability and improve your long-term financial security.

In the past, you may have waited until the end of the tax year to calculate how much of your allowances you’ve used and then potentially made the most of remaining allowances. However, taking some time to assess how you’ll use appropriate allowances now could be useful – here are four reasons why.

1. Avoid making last-minute decisions: If you wait until the end of the tax year, you may find you need to make decisions quickly. It could mean you overlook potential opportunities or choose an option that isn’t right for you. By going through your allowances now, you can give yourself plenty of time to understand how your decisions could affect your short- and long-term finances. Making use of allowances now also means you don’t have to worry about delays and a looming deadline.

2. Benefit from an extra 12 months of returns or interest: Do you want to boost your savings or

investments over 2023/24? Thinking about how allowances could help you reach your goal now could mean you benefit from an extra 12 months of interest or returns.

3. You can spread out contributions over the tax year: If you don’t have a lump sum available to use your allowances now, a plan at the start of the year can still be valuable. It means you could spread out contributions and make it part of your budget. Let’s say you want to add an extra £5,000 to your pension from your take-home pay this tax year. Rather than depositing a lump sum, setting a direct debit of around £420 each month can ensure you stay on track as it will become part of your regular outgoings.

4. Ensure your decisions reflect your goals throughout the year: Setting out how you want to use tax breaks this year can help ensure your financial decisions reflect wider goals. Reviewing your finances now is an opportunity to see what steps you can take to move closer to aspirations like retiring early, purchasing property, or lending financial support to loved ones. .

PC Wilson’s Bloodhounds

The earliest records of dogs being used for policing date back to the 15th century, when an Airedale Terrier or a Bloodhound was a companion and means of protection to the parish constable.

It was only at the start of the 20th century however that West Sussex Police took full advantage of the assistance that dogs could provide in criminal detection.

In 1912, following a series of fires on farms at night across West Sussex and Hampshire, PC Wilson was telegrammed to be ready with his Bloodhounds to be called out at short notice. On the night of the 16th of November 1912 in the village of Westbourne, a haystack was set on fire. PC Wilson arrived at the scene and his two Bloodhounds immediately took up the trail, running through open country by a circuitous route right up to a gap in a hedge six yards from the backdoor of a house. The police knocked on the door but the occupant, a transient farm labourer, refused to come out until he was told that entry would be forced. PC Wilson kept his hounds on a leash 50 yards away and out of sight of the house as the police put the occupant in a line up with four other men along the road. PC Wilson was then sent for and the hounds immediately picked up the trail and sniffed out the occupant of the house in the line of suspects. This man it was noted was covered in mud up to his shoulders.

In March 1913 PC Wilson testified in court to having trained the Bloodhounds since they were puppies. “They can follow a trail although it has been purposely fouled by being crossed by other men. I am quite satisfied that in the present case they ran the right man to earth.” It was also proved that the man identified by the dogs had left a pub twenty minutes before discovery of the fire. He had also reached his home just after the fire was discovered. However the judge in the case ruled on a point of law that although the suspect was close to the haystack before the fire there was no proof he had started it, and the man blamed an anonymous other for the crime. He was found not guilty.

At Horsham on the 20th of August 1915, a prisoner with five previous convictions for

assaulting the police was sentenced to three months imprisonment for a similar offence. The officer responsible for his custody had not taken the precaution to handcuff his prisoner. As they left the court the prisoner made his escape, successfully outrunning the officer who was supposed to be escorting him. The policeman then telephoned for PC Wilson and his bloodhounds. They arrived by car with four other officers. Information was obtained from some boys who had been gathering blackberries, and who were able to point out the exact place where the prisoner had gone through a hedge and made off across the fields. PC Wilson put the bloodhounds Belle and Bramble onto the trail and the hounds kept the officers and the boys who had also joined in the hunt running for all they were worth. The trail led over several fields and down a carriage drive to Sedgwick big wood. From there it continued right through the woodland, down a path near Nuthurst and across country again to Henfield. When the prisoner was finally captured he said he would not “bolt” again and asked not to be handcuffed. Every precaution was taken however when transporting him to Lewes Prison.

Join us for a happy and glorious Coronation weekend

People across the Horsham District are being invited to celebrate the Coronation of His Majesty The King over an extended weekend of free special events from 6 to 8 May, courtesy of Horsham District Council.

Throughout the Horsham District, Coronation street parties, Big Lunches, and a day dedicated to good causes will bring communities together over the special Coronation Bank Holiday weekend as we mark this important day in our nation’s history.

The fun starts for younger people on Friday 5 May when Bensons Mini Funfair makes a popular return to Horsham Park with a selection of rides throughout the weekend until Monday 8 May.

Saturday 6 and Sunday 7 May sees Horsham town centre spring to life with a feast of celebrations and live entertainments.

On Saturday 6 May you can bring out your pet pooches to Horsham’s West Street to take part in a Royal Dog Competition from 9am to 5pm. Horsham’s Capitol will be screening the Coronation live on the big screen on Saturday 6 May from 11am. They will also screen a special broadcast of Her late Majesty The Queen’s Coronation on 2 June 1953. Both screenings are free.

Horsham’s Carfax will be showcasing Majestic Markets throughout Saturday and Sunday, hosted by West Street Entrepreneurs and Food Rocks, featuring live music, local produce, refreshments and children’s activities galore.

On Sunday live performers will be entertaining the crowds across the town, including in Piries Place, The Carfax, Market Square, West Street, and Horsham Museum and Art Gallery. There will be live music, dance and street theatre, street performances, children’s activities and more, including roaming ‘royal palace guards’ who are happy to pose for photos. Look out for additional refreshments, such as from a vintage double decker bus bar, a whole host of community stalls, as well as a broad programme of live music on the bandstand from 12noon to 9pm that’s sure to get people dancing. Crafts and a free children’s trail will be available at the Horsham Museum and Art Gallery from 6 to 8 May inclusive, 10.30am to 3pm. Visitors are invited to enjoy the Museum garden from 12noon to 1.45pm on Sunday when Quartet Band ‘Fortune String’ will be playing Britpop with a unique orchestral twist. They will also be found at other times playing in West Street and Market Square.

Horsham District Council has launched a new grant

as part of the Coronation celebrations. A Big Help Out Grant up to £250 is awarded to a local voluntary, community, or not-for-profit organisation to support Big Help Out activities that aim to increase the number of volunteers getting involved locally.

• The Big Help Out starts on 8 May 2023 in celebration of the King’s Coronation weekend.

• Activities can take place on 8 May or beyond, during 2023.

Storrington Film Nights

Storrington Film Nights are organised by the Rotary Club of Storrington & Pulborough District

The next film, on Wednesday 10th May, will be “Death On The Nile”, Starring Kenneth Branagh. Belgium sleuth Hercule Poirot’s Egyptian vacation aboard a glamourous river steamer turns into a terrifying search for a murderer.

The showing commences at 7.30pm, at Sullington Hall, Thakeham Road, RH20 3PP. This is the final film of this season. The next season will commence on Wednesday 13th September. For details, please see local magazines in August.

The Madonna, Fanny Cornforth The Magdalen, and the Femme Fatale

A talk by Daphne Lawson

This talk explores the role of Victorian Women through Pre-Raphaelite paintings. Idealised images of women are seen in stark contrast to the fallen woman epitomised by that daughter of Steyning: Fanny Cornforth.

Fanny’s relationship with Dante Gabriel Rossetti was as his muse and lover and her beauty transformed his art forever. Although he moved on to his Femme Fatale, Janey Morris, Fanny remained his companion until his death.

Daphne Lawson has a BA in Art History from London University and an MA from the University of Canterbury on Degas’s Public and Private Spectacle. Until 2021 she was the full time Art History Lecturer for The Bader International Study Centre, Herstmonceux Castle. There she taught courses and programmes ranging from Greek Sculpture, French Impressionism, European Romanticism and Pre-Raphaelite Painting, through to Contemporary British Art.

Positive Space

Last month I wrote about negative space in art and photography.

This month’s article is about positive space. My image demonstrates how the negative space of the background wall sets the scene for the positive space of the painting and the viewer. It is really about composition and juxtaposition of the elements within the frame. If I had cropped tight around the main subject (the positive space), it would have removed the sense of place which is important in the photograph as the painting sits within an exterior doorframe which is unusual. I’m sure that the artist chose the colours to contrast with the surrounding wall, which in my mind gives a neapolitan ice cream vibe. The muted coloured top worn by the viewer blends well with the background, her circular wicker bag adds curves to the straight horizontal and vertical lines beyond.

I positioned myself so that the staring eyes of the painted figure appear to be looking directly into the camera. The viewer, as in most of my street photography, remains anonymous as the photograph is not intended as a portrait, it’s not about her, the main star is the painting and the unique space that it occupies within an urban environment. The viewer simply helps to set the scene and to introduce humanity with her interaction with the painted figure. Colour photographs can work well when the palette is muted. A strong colour here would dominate the image.

New digital parking permits launched for Horsham District

As part of the West Sussex County Council Integrated Parking Strategy, new online on-street parking permits will come into operation in the Horsham District from 3 July 2023.

Digital (virtual) parking permits are already in place at many car parks across Horsham District, as well as in other areas of West Sussex, but from 3 July 2023 digital permits for Horsham’s Controlled Parking Zones, including resident, visitor and trader permits, can be purchased.

The move to digital permits will mean there will be no need to display paper permits in vehicle windows - drivers can simply purchase the resident permit online and receive an email notification when it is active.

The virtual permits are provided by a system called MiPermit. This system enables customers to purchase and manage their parking permits online, 24 hours-a-day, seven days-aweek. MiPermit can be accessed through the Council’s website or by telephone. This will apply to both resident’s and visitor’s permits.

Digital Permits bring with them many benefits, including a reduced reliance on paper and plastic, the removal of waiting times for a physical permit to be delivered and greater convenience for customers by allowing them to be able to manage their parking needs at any time.
